AN insistent and steadily growing demand is evident for the broadening of undergraduate curricula in engineering. Among suggested additions are training in public speaking, report writing, business law and contracts, accounting, finance, money and banking, scientific management, economics, social and labor problems, psychology, and ethics. The demand for these subjects comes from the older engineers and from the industries that employ our graduates. Of course, many of the men who suggest such changes are influenced largely by their personal needs and contacts, but the demand is sufficiently widespread to merit serious study by educators. In fact, many educators themselves concur in the proposals for broader training. These matters were examined intensively a few years ago in an exhaustive study of engineering education. Opinion at that time was rather strongly against any profound change. Since then, however, the whole economic system has undergone violent disruption. Even if recommendations made a few years ago were appropriate to the conditions then- obtaining, the enormously changed conditions of the present make advisable a further careful study of this problem. In recent years, mergers, to reduce costs, have sharply limited the number of engineers employed and have thereby intensified the struggle to secure positions. In this stiffer competition, engineers with the most adequate training undoubtedly fare the best.

Introduction The Pinto Valley open-pit copper mine is located in southern Arizona, 11 km (7 miles) west of Miami. Production at Pinto Valley began in 1974. About 350 Mt (386 million st) of ore and waste was removed by the end of June 1982. At that time, the mine was using more than 90 major equipment items with a total mobile fleet numbering 320. Some of the major equipment consisted of four Marion M4 rotary drills; six P&H 15, 11.5- and 19.1-m3 (15- and 25-cu yd) shovels; and 24,136- and 154-t (150¬and 170-st) Wabco haulage trucks. This equipment was used to move more than 139 kt/d (154,000 stpd) of ore and waste. The mill was processing more than 50 kt/d (55,000 stpd) of mine ore. Shutdown A two-week vacation shutdown began in July 1982. Maintenance jobs were scheduled, and most employees left for the vacation. During the vacation period, copper prices fell below $1.32/kg ($0.60 per lb). Inventories remained at alarmingly high levels. At this point the mine was losing more money operating than it would by being shut down. The vacation shutdown was first extended to five weeks. But, after further evaluation, the mine was shut down indefinitely. In Dec. 1982, Cities Services Co., owner of Miami Operations (which included the Pinto Valley mine and mill), was acquired by the Occidental Petroleum Corp. On March 1, 1983, Occidental sold the operations to Newmont Mining Corp., and Newmont created Pinto Valley Copper Corp., as a wholly owned subsidiary. Copper continued to be produced by the Pinto Valley solvent extraction-electrowinning (SX- EW) plant because of its low cost per pound of production. The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

Methane is a powerful greenhouse gas and the principal component of natural gas. Coal seams often contain significant quantities of methane, and underground coal mines must ensure that methane released into the mine during coal extraction does not build to dangerous levels. This is accomplished in part through the use of large-volume ventilation systems that remove methane from the mine and release it to the atmosphere. Although the methane concentration exhausted is quite low (typically <1 percent), the volume of air that ventilation systems move is so great that they actually constitute the largest source of methane emissions from underground coal mines. Each year underground coal mines throughout the world emit more than 500 billion cubic feet of methane from their ventilation systems. An air pollution control technology, thermal oxidation using a flow-reversal reactor (TFRR), has emerged as a potential solution to ventilation air methane (VAM) emission mitigation. One manufacturer of TFRRs has demonstrated its oxidizer design (the VOCSIDIZER?) at coal mines in the United Kingdom and Australia. These demonstrations tested the technology?s effectiveness at oxidizing low-concentration methane, as well as its ability to tap the excess heat to produce steam for electric power generation. In early 2007, the first U.S. demonstration of this technology began operation at an abandoned mine in West Virginia. The project is designed to prove the technology?s operational robustness, its ability to reliably oxidize methane at concentrations typical of mine exhausts, and its safety. If the technology is employed at active underground coal mines, it offers the potential to mitigate substantial quantities of global methane emissions. This paper discusses global VAM emissions, options for the recovery and utilization of VAM, and existing projects such as WestVAMP in Australia and the ongoing U.S. VAM demonstration project.

Australian rutile and zircon concentrates are refined raw materials and not manufactured products. The composition and properties of the grains are therefore fixed by nature. Specifications and assay certificates should take this into account by eliminating unnecessary provisions which only increase the time and cost of analysis.INTRODUCTIONThe raw material from which Australian rutile and zircon concentrates are isolated is beach sand on the coast of New South Wales and Southern Queensland. The principal current operations are in an area between Sydney and Brisbane.The sands consist principally of quartz particles, but they contain from 1 per cent to 50 per cent of a mixture of heavy minerals, including zircon, rutile, ilmenite, monazite, leucoxenic grains, chrome spinel, chromite, garnets, corundum, topaz, brown spinel, olivine, epidote, clinozoisite, tourmaline, magnetite, hematite, and cassiterite. The major components are zircon (25 to 60 per cent), rutile (25 to 50 per cent), and ilmenite (5 to 50 per cent).The so-called leucoxenic grains are not a definite mineral species but an alteration product of which the major components are titanium oxides and silica in varying proportions.Primary concentration is by gravity, using spirals or various forms of pinched sluice (Pullar, 1962), the resulting concentrates being redressed on wet tables. The development of the carbonization of brown coal briquettes to produce a hard char suitable for use in place of imported hard coke has continued in Victoria, and an experimental carbonization plant has recently been commissioned at Morwell by the Gas and Fuel Corpora.tion to assess the prospects for the commercial production and marketing of hard char in Victoria. The char offers advantages in its very low ash content and its uniform lump size, while the indications are that it could be marketed at a price competitive with that of imported hard coke. The hard char is unique amongst metallurgical fuels in combining a high reactivity with high physical strength, and research by the University of Melbourne into its utilization in foundry cupolas for melting iron has shown how modifications could be made to take advantage of these properties. An 18 inch experimental cupola has been built to test in practice the predictions made from this fundamental research.INTRODUCTIONSteady development has continued in Victoria from the promising laboratory researches at the University of Melbourne which were reported to the 1955 Annual Conference of The Institute (Worner, 1956). This work had shown that a hard lump char could be produced by the high temperature carbonization of standard industrial briquettes by careful control of the heating conditions, and that the special briquetting techniques adopted in Germany were unnecessary with Yallourn brown coal. Continuation of this research has led to the refinement of carbonization techniques and has increased the strength of the char until it has equalled that of conventional metallurgical cokes.

"The artisanal mining sector in Central Africa is largely informal, yet provides an essential livelihood for many (directly or indirectly) participants, as well as facilitating an important source for the flow of income into many communities. Artisanal mining varies from site to site, but appear largely well structured despite its informality. The artisanal mining sites in Central Africa have some inherent management structure and the extraction itself is often organised. Artisanal mining is labour intensive and is generally conducted utilising hand digging methods e.g. shovels or hand chisels. Artisanal mining is generally more dangerous than small-scale or large-scale modern mining operations. This is especially true as artisanal operations are generally subsistence activities with artisanal miners focusing more on immediate concerns than the long-term consequences of their activities. When miners have no other source of income, they will usually find ways to evade controls and carry on working. The objective, through proper/dedicated training of artisanal miners is to migrate Artisanal mining to establish a small-scale mining (SSM) industry in Central Africa. Through developing the necessary skills in the fundamental areas of mining it is proposed that Artisanal Mining can become more productive and safer mining operations. The paper reviews the above focus areas, highlighting the skills and tools that are necessary to assist in establishing a sustainable small scale mining industry migrating from manual labour to semi-mechanised mining and processing. The purpose of the transformation process is to create a safe, healthy, environmental and community oriented mining operation with the objective to uplift the skills and wealth of the mineworkers and the general community."

In the present study, 1.1 volume percent of nano size copper was incorporated into pure tin using hybrid microwave sintering assisted powder metallurgy route. Microwave sintered samples were extruded both at room temperature and at 230 °C. Microstructural characterization studies were conducted on the extruded samples to investigate the distribution characteristics of secondary phase and grain morphology. Room temperature tensile test results revealed that hot extruded Sn-Cu samples exhibited higher strengths (~ 41%, in case of 0.2% yield strength and ~ 38%, in case of ultimate tensile strength) and ductility (~ 15%) when compared to room temperature extruded samples. On the contrary, the tensile properties of pure tin remained independent of extrusion temperature. An attempt is made in this study to correlate the effect of extrusion temperature on the microstructural evolution and tensile properties of Sn-Cu solder.

The City of Toronto and the Toronto Transit Commission (TTC) have conducted an Individual Environmental Assessment (EA) for a 6.2 km, 4-station underground extension of the Spadina Subway from Downsview Station to Steeles Avenue. This Environmental Assessment Study was performed in three phases including routes and general station locations, alignments and station concepts and detailed assessment of the effects of the undertaking. URS Canada Inc. has led the consultant team for this Study. The anticipated total duration of the project is approximately 6 years and its estimated total cost is about $1.4 billion. This paper presents the planning process of the project, the environmental and engineering challenges, and the measures taken to address them.

Tin in ores containing 0&#183;025 to 1&#183;5 per cent tin can be determined polarographically by the reduction of the chlorostannite ion at the dropping mercury electrode in 2M hydrochloric acid solution containing 15 per cent ammonium chloride. The tin is separated from interfering elements by distillation as the tetrabromide and collected from the distillate by co-precipitation with aluminium hydroxide. The method can detect 0&#183;01 per cent tin in ore.INTRODUCTIONAn iodimetric method, suitable for routine analysis of titrating tin in concentrations down to 1 per cent, has been available for some years (Low, Weinig, and Schoder, 1939).As concentrations fall below 1 per cent tin, there is increasing difficulty in obtaining a distinct end point due to large amounts of iron and silica normally present after fusion of the ore. Since concentrations of tin down to 0&#183;02 per cent are significant in ore dressing products it was necessary to examine methods to determine such low concentrations, and to adapt these to tin ores containing a wide variety of other minerals.EXPERIMENTALDigestion and separationCassiterite, the principal tin mineral, is refractory but readily attacked by a sodium peroxide flux to yield soluble sodium stannate. In a recognized procedure, a sample of ore is mixed with up to 15 g of sodium peroxide in an iron crucible and swirled over the full heat of a Meker burner for 7 min. The Coronado Traffic Tunnel is a proposed two-lane, reversible, road tunnel, which will relieve severe peak hour congestion problems on surface streets. The tunnel will take traffic from the Coronado Bay Bridge to Naval Air Station North Island. The project will include 12.5 m (41 ft) inside diameter by 1,112 m (3,650 ft) of tunnel, 552 m(1,815 ft) of cut and cover box structure, and 400 m (1,315 ft) of open cut structure. The geology consists of predominately clean and silty sand, saturated sand, with some clay layers, requiring Earth Pressure Balance or Slurry Shield tunneling technology.

A model was developed to facilitate secondary tailgate support selection based on analysis of over 100 case studies, compiled from two different surveys of operating longwall coal mines in the United States. The ALPS (Analysis of Longwall Pillar Stability) program was used to determine adequacy of pillar design for the successful longwall case histories. A relationship was developed between the secondary support density necessary to maintain a stable tailgate entry during mining and the CMRR (Coal Mine Roof Rating). This relationship defines the lower bound of secondary support density currently used in longwall mines. The model used only successful tailgate case history data, with adequate ALPS SF according to the CMRR for each case. This model facilitates mine design by predicting secondary support density required for a tailgate entry depending on the ALPS SF and CMRR, which can result in significant economic benefits.

The established crown pillar extraction method at Gold Fields Australia Ltd.’s Crusader Mine, leads to the significant dilution and poor recovery of ore due to caving of the overlying loose rockfill. The application of selectively injecting specifically developed ‘FB200’ ettringite (calcium sulphoaluminate hydrate) type cement grout into loose rockfill to form a stabilised rockfill material, enables an artificial crown pillar to stabilise the surrounding rock mass and prevent caving of the overlying loose rockfill during crown pillar extraction. Investigation of the geomechanical criteria for crown pillar extraction beneath stabilised rockfill has enabled the safe and efficient extraction of two crown pillars at the Crusader Mine. La méthode actuelle d&apos;extraction des piliers horizontaux à la mine Crusader dont la propriétaire est le Goldfields Australia Ltd amène à une dilution sensible du minerai, à cause de l&apos;effondrement du remblai peu compacté qui se trouve au-dessus. The Ameristar Casino expansion project included the design and construction of a 25-story hotel and 9-story parking structure expansion. The site is located in a floodplain on the banks of the Missouri River in Saint Charles, Missouri, where the underlying soils are potentially liquefiable. The geotechnical engineer performed subsurface exploration and analysis, which included site-specific seismic response and liquefaction, and provided geotechnical design recommendations. In the event of an earthquake, post-liquefaction settlement was calculated to be approximately 14 inches. Additional project constraints included wetlands protection, construction adjacent to the existing facility, flood protection and river bank stability. Because of the liquefaction issue, the geotechnical engineer consulted with a specialty geotechnical contractor on ground improvement methods. This consultation led to a proposal to eliminate deep foundations from the design and support the structures on shallow and mat foundations. The geotechnical engineer assisted the design team with foundation design analysis and value engineering assessments. Together with the project team, the geotechnical engineer used the data to evaluate foundation options and construction methods to overcome the site challenges and concluded that ground improvement was the optimum course of action. Because of the nature of the site constraints, a number of ground improvement methods were needed. The geotechnical engineer evaluated the methods proposed by the geotechnical contractor and provided the technical specifications for the ground improvement bid package, which included vibro-compaction, compaction grouting and micropiles. The ground improvement allowed for the use of shallow foundations (mat and spread footings), which provided the client with significant time and cost savings over the deep foundation alternatives.

"Although ore sorting in mining is not a new concept, sensor-based sorting has failed to gain broad acceptance due to perceived challenges with the technology. In order to gain wider applications, this research focuses on treating waste rock and low-grade ore to identify and test appropriate sensors and to evaluate the response. Results showed that amenability of rocks to sensor-based ore sorting is both sensor and ore specific. It was also observed that the efficiency (recovery) of sorting is directly influenced by the degree of heterogeneity of the rocks. The overall outcome showed that with the right sensor, several of the materials tested are amenable to sensor-based ore sorting. Mining companies could benefit from multiple economic and design impacts, such as lower energy cost, lower transportation costs, higher metal recoveries and smaller footprints that lead to more sustainable mining. This paper will focus on the effects of heterogeneity of rocks on sorting potential and efficiency.IntroductionSensor-based ore sorting has been attracting more attention since the pressure for effective resource extraction and management has increased. An urge to make most of the current deposits, and to make the low-grade deposits economic to mine has ushered the technology to find new ways to overcome the new challenges. No matter the terminology used, such as coarse beneificiation, waste rejection, particle or bulk sorting, the purpose of sensor-based ore sorting is to remove low-grade rocks before the comminution circuit, increasing the feed head grade and quality while reducing the energy costs related to comminution.Despite nominal advantages, there have always been some concerns that have impeded the intorduction and acceptance of the technology. One of the most important shortcomings of ore sorting is their capability, or capacity, to keep up with the high-tonnage mining. Some other issues that have been mentioned as drawbacks to sorting include installation cost of such devices, feed preparation for effiecient sorting along with accuracy of sorting and probability of false negatives (Manouchehri, 2003)."

The State of New South Wales is highly favoured in having vast deposits of coal adjacent to and within easy reach of the coastal Ports. Not only is the quality of the fuel generally superior to any found in the other States, but it is greater in extent than in any other part of the Continent. For interesting and reliable details of the history of the discovery of coal, the geology of the coal bearing strata, analysis of the various coals and other valuable data, the readers are referred to the book recently issued by the New South Wales Government, entitled The Mineral Resources of New South Wales, by Edward F. Pittman, A.R.S.M., etc., by the direction of the Hon. T. L. Fegan, Minister for Mines. The mining community is indebted to the Minister for having had published the most valuable condensed record of the mineral resources of the State extant.For the purposes of this paper we will only give such a general description of the coal fields as will make it intelligible in connection with the subject of the coal mining in the State of New South Wales.

Tan investigation described in this paper deals with the development of high-temperature alloys of the Konel series over a considerable period of time at the Research Laboratories of the Westinghouse Electric and Manufacturing Co. The word "Konel" has been coined to designate a class of alloys which are essentially nickel-cobalt-iron with other elements added, usually in small quantities. Most of these alloys contain titanium, usually about 2.5 per cent. The main consideration related to strength at high temperatures but the thermionic characteristics of the alloys was also of considerable importance. It is, however, with the mechanical properties at elevated temperatures that we are herein concerned. Much attention has also been devoted to their age-hardening characteristics. There is little need to stress the utilitarian aspect of this subject, as it has been discussed frequently. Alloys exhibiting superior properties at normal or elevated temperatures rapidly find many suitable applications. There may be some question, however, as to what constitutes a "superior alloy, " or an alloy that may have good service possibilities at high temperatures. The problem is complex and various means have been employed to predict the useful life that may be expected of a material. In recent years the "creep limit" has been used as the best means of evaluation. Such tests necessarily are prolonged and hence collection of data is very slow. In a general survey of many alloys therefore the creep test is not desirable and recourse must be had to much shorter time tests in order more rapidly to select alloys which appear to show promise. For this reason the present survey has been made using the high-temperature tensile test and a bend test developed by Howard Scott.1 In the tensile test the conditions have been standardized for all tests, so that values obtained are at least comparable, one alloy with another, although the absolute values recorded merely indicate the mechanical properties at the given temperature under a definite rate of loading.
