This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

The characteristics of the igneous and metamorphic bedrock, extra-hard and abrasive, of the Guadarrama Tunnels, a bi-tube project of length 28.4 km without any intermediate attack, are first commented upon. Next, a detailed discussion is given of the most relevant aspects of the performance of the four double shield type TBMs. The experience of this leads to various recommendations to be borne in mind in future designs of TBM having to work in rock of similar characteristics.

The smelting of copper sulphide concentrate is the dominant route in copper production (Figure 1). Heap leaching of oxidized copper ores with weak sulphuric acid together with copper solvent extraction and electrowinning has gained popularity during recent decades, and it accounts for close to 20 % of primary copper production. Heap leaching offers advantages such as lower costs and consequently the construction of a production plant at a mine site is made possible. Limited resources of oxidized copper ores, the long leaching time of chalcopyrite and inability to recover gold inhibit this growth. The HydroCopperTM process developed by Outokumpu Technology at the laboratories of Outokumpu Research, Pori, Finland, is a new chloride leaching technology /1,2/, which offers an alternative to smelting and heap leaching (Figure 1). In the HydroCopperTM process sulphidic concentrates with various mineralogy and grade can be treated at the mine site to produce high-quality copper. Instead of copper cathodes the HydroCopperTM end products are copper wire rod, copper bars or copper billets. One of the advantages of HydroCopperTM technology is that gold can also be recovered in the process simultaneously /3/. To confirm the functioning of the new process and to dimension equipment Outokumpu Technology built the HydroCopperTM demonstration plant in Pori, Finland /4/. It has a capacity of 1 metric ton of copper per day. After testing with Pyhäsalmi copper concentrate in 2003, the first commercial demonstration run with Erdenet copper concentrate took place in 2004.

The mineralogy of the Avalon Nechalacho deposit is complex with significant fractions of HREEs, Zr, and Nb found in refractory minerals such as zircon and fergusonite. Sulphuric acid baking followed by water leaching can be used to extract REEs from flotation concentrates, but acid baking does not completely "crack" the zircon and fergusonite, so the extractions of Zr, Nb, and HREEs are not high. An alternative flowsheet has been developed that is able to obtain significantly improved extractions of HREEs, Zr, and Nb from flotation concentrates or acid bake residues. This is accomplished by cracking the zircon and fergusonite minerals with caustic soda at high temperatures, followed by water washing to recover excess caustic soda and soluble sodium silicates and phosphates. REEs, Zr, and Nb in the solid residue can then be solubilized with HCl or H2SO4. This paper highlights some of the findings from an extensive laboratory program and discusses several flowsheet implications.

This paper discusses the comparative performances of the three activated carbon adsorption circuits at the West Wits operations of Anglogold. These circuits consist of two pump-cell circuits (at Two Plant, formerly Elandsrand and at Three plant) and a conventional counter-current adsorption circuit (at Mponeng plant). The implications of the improved performance of the pump-cell plants are discussed.

Commercd explosives have evolved through this century f?om dynamite through ANFO to the current lines of Water Gels and Emulsions. Water Gels and Emulsions evolved to counter the lack of water resistance and density of ANFO yet maintain its low cost position verses dynamite. Today, explosives must be safe and inexpensive and perform under a wide range of temperatures, function efficiently in wet or dry boreholes and have a good shelf life. Emulsions meet this criterion, which is why they are the current trend products worldwide.

Advanced Process Control (APC) has been one of the most beneficial tools in the past decades available to minerals processing industry. Low capital cost together with significant improvements in process optimization have made APC an attractive investment option for nearly all mineral processing units. During economic downturns, importance of process optimization becomes even more relevant as metal producers tend to target de-bottlenecking and process efficiency improvements rather than large-scale capacity upgrades. APC project clearly has a lot of potential to improve process performance but there are also some pitfalls to be identified and avoided in order to achieve a desired outcome. Above all, APC project implementation is collaboration between the system vendor and user. Targets for the optimization must be agreed together with the customer and process performance must be defined before and after the optimization project. Most importantly, performance of the process must be monitored on a continuous basis during and after the project and potentially improved further. This paper discusses Outotec’s experiences from various concentrator optimization projects. Some examples are discussed in more details; however, the main target is to present general guidelines enabling a successful APC project implementation.

The Bond grindability testing procedure has been standardized to measure the same grindability values, i.e. Bond work index (BWi), for the same ore when tests are performed in different laboratories or by different operators. This is accomplished by the standardization of mill dimensions, tumbling speed, grinding ball charge weight and distribution, sample ore charge weight in the mill and operating practice. The results of this investigation reveal that the Bond work index grindability values may differ substantially with different standard Bond ball mills. This paper will review the results.

In recent years the Augered Cast-In-Place (ACIP) Pile industry has seen a substantial increase in the quality control options available to Contractors, Engineers, and Owners. Quality control methods range from the simple, manual techniques that have been used for years to new computerized installation monitoring equipment and nondestructive testing methods. Our ability to monitor and test ACIP piles has grown to such a degree that the industry is struggling to determine how much quality control is enough. This paper reviews the many options available and describes the pros and cons of each. The various nondestructive testing methods, in particular, have been difficult to apply reliably due to misapplications of methods and misinterpretation of the results. ACIP piles have unique properties that require the various nondestructive testing methods available be considered very carefully in determining the method most appropriate for a particular use. Some nondestructive testing methods, as well as automated monitoring equipment, potentially can be applied effectively to increase the level of quality control for ACIP piles. The experience gained on real projects using these new methods, in conjunction with the old procedures, provides valuable information for future applications.

Coal augering is an ideal method for recovering coal from the highwalls of open cut coalmines. Coal augering is a simple process whereby additional flights are added to the auger cutting head and auger holes are drilled at 1.9 m diameter up to 200 metres deep. Traditional monitoring was located at the mouth of the hole and if methane was encountered above two per cent, inert gas was delivered into the mouth of the hole to deplete the oxygen content at the auger cutting head below 12 per cent. The auger operator was asked the question ‘how do you know that this is the case?’ Trials were undertaken to prove that the oxygen content at the cutting head did drop below 12 per cent (the lowest limit for methane to ignite, also known as the oxygen nose point). Initial trials showed that the oxygen content in the mouth of the hole did not drop below 12 per cent and modifications were made to hold the inert gases in the mouth of the hole so that the auger flights could take this inert gas into the hole. In-hole monitoring, after completion of mining and after extracting the auger flights, showed that the atmosphere quickly returned to fresh air. In-hole monitoring was also tried during the augering process and yielded valuable results. This paper will discuss the results of the monitoring, information on the gas results obtained and the methodologies used to optimise the oxygen content at the auger face.CITATION:Watkinson, M and Leisemann, B, 2017. Barre granite?s samples have been tested for fracture toughness under mode I along two different directions with respect to microstructural fabrics were investigated. 3D objects counter algorithm technique is applied on micro CT images to identify physical properties such as crack induced porosity, crack density, generated total surface area and contribution of individual mineral grains within the damaged zone.The result obtained justifies very well the fracture toughness anisotropy in Barre granite, and explains the difference in the structure of the damage zone evolving as a result of test crack interacting with pre-existing microstructural fabrics. The present study has potential application in the fields of rock mass stability, oil reservoir stimulation, rock fragmentation and damage in blasting and emplacement of dykes.

In response to recent mining disasters and new mine rescue team legislation, NIOSH researchers conducted meetings across the United States with mine emergency response experts to investigate current needs and issues. Some of the issues include emergency response preparedness, mine rescue contests, real-life training capabilities, and training facilities. Many new teams are being formed that must be trained for mine rescue team competitions as well as be ready to respond to a variety of mine emergencies including a fire or explosion, a massive roof collapse, mine inundations, or vertical shaft rescue situations. Therefore, it is important that these teams are adequately prepared and trained. This paper presents a summary of domestic and international coal mine rescue training facilities and identifies those that provide unique, real-life, and/or state-of-the-art training. Research findings from this report will be used in further NIOSH investigations to improve coal mine rescue training. Underground coal mining under massive sandstone can present significant challenges if the roof behavior is not well understood. This paper presents a classic cantilever bending/flexing behavior of a longwall tailgate roof caused by the weighting of structurally massive sandstone strata. Nineteen crosscuts of a longwall tailgate under massive sandstone were instrumented with position transducers connected to a data-logger to monitor roof convergence as the longwall face approached. During the monitoring program, an unusual tailgate roof divergence (uplift) was recorded. This roof behavior contradicts expected norm of roof convergence when the longwall is influenced by periodic weighting. The recorded roof movement data indicated that the roof divergence started well ahead of the longwall face. The most inby position transducer started recording progressive roof divergence when the longwall face was approximately 643 feet away. Very gradual roof convergence did not begin until the longwall face got to within 300 feet of the transducer. Recording of accelerated convergence only started after a massive caving event with the face within 280 feet of the recording transducer.

The mining sector, which has an important place in terms of raw material and energy supply, is referred as a sector with one of the highest fatal accidents in comparison with other sectors. In this century, where occupational health and safety awareness has increased, it is important to review the past accident statistics and to determine the current deficiencies by using the information in the inventory. In this study, the Malmquist total factor productivity index (MPI) has been utilized to investigate the changes in the work accidents occurring in the Western Lignite Corporation (Turkey), where underground and surface production methods are applied, and to determine the measures to be taken. According to the results obtained, both the decrease in production amount and the increase in the number of accidents caused inefficiencies during the period in concern due to the expected 10-year economic life of the mechanized system operating in the underground production panel that came to an end in 2007 and the flooding took place in early 2017. Compared with the underground operations, it has been determined that production can be carried out at the appropriate scale despite the heavy working conditions encountered due to the changing climatic conditions and the progress of production in the surface operations.

"The South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (the SAMREC Code or the Code) sets out minimum standards, recommendations and guidelines for public reporting of exploration results, mineral resources and mineral reserves in South Africa. The Code is being rewritten and updated, with work on-going since 2013. The revision is being undertaken to ensure the Code remains relevant, incorporates developments within the international mining industry and keeps abreast of technology. Some of the changes and their reasons are discussed. INTRODUCTION The South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (the SAMREC Code or the Code) sets out minimum standards, recommendations and guidelines for public reporting of Exploration Results, Mineral Resources and Mineral Rreserves in South Africa. The Code is being rewritten and updated, with work on-going since 2013. The proposed 2016 update is not significantly different from previous versions of the Code. The revision is being undertaken to ensure the Code remains relevant, incorporates developments within the international mining industry and keeps abreast of technology. The Code sets out minimum standards, recommendations and guidelines for public reporting. However, reporting may be unclear, ambiguous, selective, obscure, distorted or unintelligible. Part of the purpose of the update is to provide better guidelines to Competent Persons (CPs) to ensure that the material information is being reported and that reporting is transparent in accordance with the guidelines of the Code. The information provided should, as required by the Code, be adequate to inform the “reader/investor or potential investor to make a reasonable and balanced assessment of the significance of the information”. The Committee for Mineral Reserves International Reporting Standards (CRIRSCO) highlights the importance of the reporting Codes, as provided from a quote from their website (www.crirsco.com): The mining industry is a vital contributor to national and global economies. It is a truly international business that depends on the trust and confidence of investors and other stakeholders for its financial and operational well-being. Unlike many other industries, it is based on depleting mineral assets, the knowledge of which is important prior to the commencement of extraction. It is therefore essential that the industry communicates the risks associated with investment effectively and transparently in order to earn the level of trust necessary to underpin its activities."

Geochemical data on Australian granites and pegmatites, and the mineral components of these rocks, are compared with that obtained in similar studies in the U.S.S.R. and elsewhere.The geochemical character of tin granites and the trace chemistry of their component minerals, particularly biotites, have some significance as ore guides in prospecting for tin.The primary geochemical dispersion of tin can be readily tested both in the laboratory and field by colourimetric methods, after volatilization with ammonium iodide, using modifications of the method described by Wood (1958).Secondary dispersions of tin in residual soils or alluvia can likewise be readly tested by rapid colourimetric methods in the field, but simple hydraulic methods, handling larger sample volumes, give reliable outlines of dispersion patterns.INTRODUCTIONThe search for tin ores, whether lode or placer in type, is usually directed on genetic grounds to country within or adjoining acid intrusives.A long established means of prospecting is to test samples for cassiterite by panning or other hydraulic separation.These methods can be used on crushed lode material or the natural materials from placers.With the advent of new techniques for extraction and for colourimetric analysis for tin (Wood, 1958 and Ross and White, 1961) a means is available for rapid analysis of materials not susceptible to quantitative testing by hydraulic methods because of the fine sizings of cassiterite or the occurrence of tin structurally held in minerals. The new methods thus opened up the field of tin prospecting by extending the search for ore guides to genetically associated rocks and minerals, wall ror-ks of veins and a wider range of superficial deposits.

Zarshuran gold deposit, with the total reserves of some 12.5 million tons of 4.18 g/ton ore, is considered to be an important gold mining project in the area. In this paper the feasibility studies of the whole project is carried out on the basis of several economic variables. Given that mining data are often of uncertain nature, these economic variables have therefore been estimated under the conditions of uncertainty. The resultant Net Present Value is hence also obtained under the same conditions. For this purpose, a model is first devised with the help of Excel and COMFAR software. The model is then developed that considers different scenarios which would result in different expected values for the economic variables. It is concluded that the NPV of the project is most sensitive to gold and silver price and that other variables such as discount rate, operating and capital cost all affect the feasibility of the project with lower degree of severity. Finally, risk analysis is also carried out using Mont Carlo technique, in order to estimate the most probable value of NPV. The average NPV calculated in this way is US$ 49.7 Million, whilst without due consideration of risk, this would be US$ 36.6 Million. The techniques used, together with the procedures adopted in this paper, can be used in feasibility studies of all mining projects. Such decision would result in more accurate Net Present Values than expected from other frequently used methods.

In the Piedmont, heavily loaded structures are generally supported by either drilled piers or one of several pile types. The choice of drilled piers or piles is typically one of comparative costs. The cost of a drilled pier foundation is usually the more difficult to predict because of the greater impact that variable conditions and construction monitoring have on cost. Poor specifications, related to the drilling equipment, procedures and bearing level, can also result in large cost extras. In the southern Piedmont, straight shafts are typically extended down to hard rock to achieve primary support in end-bearing: when bells are required, they are often constructed manually. In some eastern and northern Piedmont locations the thickness of the decompossed rock zone is significant and considerable skin friction can be mobilized. Typically piers are constructed in holes temporarily cased with steel liners. The bottom is cleaned of loose material and water, and then evaluated by a geotechnical engineer to confirm the design bearing pressure (and friction, where appropriate) or recommend alternative construction measures.
