The hazards connected with work under abnormal air conditions are becoming of increasing importance from a financial as well as a physiological stand- point, due to the extension of compensation laws to include diseases caused by dusts, toxic gases, and abnormal temperatures and humidities. The United States, with the excention of California, North Dakota, Wiscon- sin, Massachusetts, and Connecticut, is the only English-speaking country to-day where silicosis is not compensated.3 Cases of permenent total disability or death due to silicosis mar aprear in common-law courts, particularly in the States that have not recognized silicosis as an occupational disease for which compensation should be provided. Such cases have recently been tried in one State, according to a magazine editorial, not providing scheduled commensation for employees affected by silicosis, with results favorable to the claimant. Clearly established cases definitely linked with occupation as the cause may be expected to be recognized as deserving by juries and courts, and awards will be made. In one Atlantic Coast State, according to this editorial, 108 claims for silicosis, including 21 deaths therefrom, are said to have been filed against two small plants engaged in finely pulverizing quartz sand.

I had the opportunity recently to visit a magazine site of a major explosives company. It was fun to see the storage areas again and it was really interesting to see one of the old magazines that probably dated back before my time. Now that’s an old one. As son Tom says, “When Dad was young the Dead Sea was just sick.” While the magazine has been upgraded with a modern lock to match today’s standards it still has the old tumbler lock that is opened with the large bronze key. Those old tumbler locks were just about standard on magazines years ago. Those bronze keys were heavy and would make a good display item today or maybe a substitute for a blackjack. I don’t think the old locks would stop the modern criminal but then in those days we were all less sophisticated. And maybe I shouldn’t say this but honesty was a bit more prevalent then. Maybe ‘cause old fashioned police brutality still prevailed.

Dumper operators are frequently exposed to whole body vibration (WBV) in surface mines. Surface mining activities involve the amalgamation of comparatively high intensity of vibration and extended exposure durations. Efficient risk reduction mandates knowing of important phases of a task that poses a threat to health of dumper operators. So far in India very limited studies have been reported on WBV exposure with regard to surface mines. This paper evaluates WBV of dumper operators based on ISO 2631-1:1997 Standards and European Union (EU) Directive 2002 for different phases of job cycle. Six dumpers were considered for this study and the vibration measurements were made for all the four phases of the job cycle by placing the triaxial accelerometer on the operator’s seat-surface and at the seat-back, independently. The findings of the study revealed that the haulage task (loaded travel and empty travel) remains the chief contributor to vibration exposure according to seat-surface and seat-back measurements. Maximum frequency weighted root mean square (RMS) of 1.12 m/s2 and 1.09 m/s2 were reported for empty travel task for seat-surface and seat-back measurements, respectively. For seat-surface measurements based on RMS, Z axis remains as the dominant axis of vibration for all the dumpers during haulage task, whereas for seat-back measurements, the dominant axis varies between X and Y. Exposure action value (EAV) based on RMS has exceeded the threshold value of 0.5 m/s2 for all the dumpers during loaded travel and empty travel for seat-surface as well as for seat-back measurements.

A contractor-manufactured 4.75m (15'-7") diameter EPB shield excavated a 115m (375 ft) long tunnel under the San Antonio River as part of the Salado Creek to Dos Rios Pipeline Interconnect Project in San Antonio, Texas. Lignite, limestone concretions, and sandstone in the face of the tunnel required the use of disc cutters. Less than 7.6m (25 ft) of sand and gravel hydraulically connected the top of the tunnel to the channel of the river. Fully lagged steel ribs with filter fabric were used for initial ground support and water control. This and other contractor manufactured TBMs in the 1.2 to 4.75m (4 to 16 ft) range are presented with descriptions of the jobsites, equipment, performances, and problems.

The Bureau of Mines has recently completed a comprehensive study of coal strength. More than 4000 individual test results from over 60 seams were extracted from the literature and combined in the most complete data base of the uniaxial compressive strength of coal ever assembled. In addition, more than 100 case studies of in-mine pillar performance were available in the Analysis of Retreat Mining Pillar Stability (ARMPS) data base. Statistical analysis of this wealth of data has yielded valuable results. The data shows clearly that the "size effect" is related to coal structure. The widely-used Gaddy formula, which predicts a significant strength reduction as the specimen size is increased, was found to apply only to "blocky" coals. For friable coals, the size effect was much less pronounced or even non-existent. Case histories of failed pillars are the best available data on in situ coal strength. This study found no correlation between the ARMPS stability factor of failed pillars and coal specimen strength. Pillar design was much more reliable when a uniform coal strength was used in all case histories.

INTRODUCTION The Transbay-Caltrain Downtown Extension (DTX) Project involves the construction of an approximately 1.5-mile rail line that will extend Caltrain commuter service and the future California High Speed Rail system into downtown San Francisco. The underground rail extension will be constructed by mined tunnel and cut-and-cover methods. Tunneling challenges include difficult ground conditions, low rock cover, the presence of historic buildings along the alignment, and the large tunnel span, ranging from approximately 50 to 65 feet. Three mined tunnel construction methods were evaluated: the Stacked Drift Method, the New Austrian Tunneling Method/Sequential Excavation Method (NATM/SEM), and Tunnel Boring Machines (TBM). This paper describes the challenges presented within the mined tunnel section, and summarizes the evaluation of tunneling methods that led to the selection of NATM/SEM. PROJECT OVERVIEW The existing Transbay Terminal opened in downtown San Francisco in 1939. This facility is antiquated, and does not meet current building seismic safety standards or the transportation needs of the Bay Area. For these reasons, San Francisco voters approved Proposition H in 1999, which proposed to construct a new or rebuilt regional transit center at the site of the existing terminal and extend Caltrain commuter rail ser-vice to the new transit center. The new transit center is the hub of the Transbay Transit Center (TTC) Program, which will greatly enhance regional transit service by providing connectivity for six Bay Area transit providers at one facility. The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Nonfuel minerals Major metals Raw steel production-a major con¬sumer of many minerals-rose 14% to 92 Mt (102 million st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. The Virginia State Capitol was designed by Thomas Jefferson and constructed in 1785. The Capitol is of great historic and architectural significance to not only the Commonwealth of Virginia but to the nation. It is the oldest operating Capitol in the U.S. and required a total restoration/renovation as well as an expansion to continue to remain functional. Site conditions dictated that the expansion (a new visitor center) be placed underground on the south side of the Capitol building, requiring a 40-foot deep excavation approximately 5 feet from the Building. Because of its historic significance, every measure had to be taken to ensure the safety and function of the Capitol during construction. The construction techniques that were used to make the deep excavation and protect the historic Capitol included a tied back concrete slurry wall, jet grouting, compensation grouting, and instrumentation monitoring. This paper describes the history of the Capitol building, the techniques that were employed for construction of the deep excavation, results of the latest movement monitoring, and factors contributing to meeting the restrictive movement goals.

Multiple regression analysis was used to predict elemental concentrations of copper and nickel in soils from consideration of the concentration of these elements in vegetation in an ultrabasic complex in New Zealand. Regression equations were computed from sixteen independent variables involving concentrations of ten elements in plant ash, and various physical factors such as slope and altitude of the site, and height of the tree. One elemental and one physical variable were significant for nickel at the 90 per cent level of probability and five elemental and two physical variables were significant for copper at the same level. Use of the regression equations explained 32·5 per cent and 26·5 per cent of the variance in the respective relative accumulations (amount in plant divided by amount in soil) of copper and nickel.Predicted concentrations of copper and nickel in soils agreed more closely with the observed values in the soils than did the levels of these elements in plant ash.Although the results may specifically apply only to the test area, the principles should have universal application.

This paper shall present the design and construction of bored pile and diaphragm wall for the proposed MHA complex in Singapore. The work was carried out by L&M Foundation Specialist Pte Ltd and PWD Consultants Pte Ltd was the consultant for this project. A brief description of the project is first presented to illustrate the scope and scale of the work involved, which includes the construction of bored piles and diaphragm walls and installation of steel stanchions in the bored piles. This is followed by a description of the methodology used to analyse and design the wall and bored piles. As both towers in this project are supported on bored piled foundation and are constructed by top down construction method, the analysis of the wall has taken into consideration the sequence of work phase by phase and this was carried out by means of a commercial finite element program called CRISP. Modelling of the problem will be briefly described and the findings from the numerical analysis will be presented. This is followed by a description of the structural and geotechnical design aspects of bored piles. The paper shall then describe the difficulties encountered for this project and solution used to solve the problem. The subsoil condition will be described with special mention on the encounter of very strong granitic rock at depth above the maximum excavation level of the basement at certain locations, hence necessitating the drilling of rock for a considerable depth for both bored piles and diaphragm wall. At this juncture, the construction method used to drill through the rock will be briefly described. For construction of bored piles, penetration of rock was carried out by chiselling or drilling using reverse circulation rigs. For construction of diaphragm wall, it requires the employment of Bauer hard rock cutter which uses cutting wheels fitted with roller bits and are capable of excavating into granitic rock of compressive strengths more than 100 MPa.

Dennis Millgard introduced the Session by hoping that participants to the Conference would also share their piling problems. He then invited the first speaker to present his paper. Paper 5.1. Pat Kelleher commenced by saying that he belonged to a one hundred year old firm that had experience in the New York Harbour area. They were often asked to assess the integrity of many waterside structures such as piers, walls, and docks which were deteriorating whilst still in use. The earliest structures, built in the 1800's, were on timber piles. These have now changed to Steel H and tube piles and concrete piles. Usually they were called in when the structure was showing signs of distress, or had reached the end of its life but could not be closed. In particular, they had found that marine borers had returned to New York Harbour because of the improved quality of the water. There is now a far greater incidence of attack on the timber piles than when the water was polluted. Repair is usually carried out by encapsulating the pile within the tidal range of about -2ft to +8ft (-0.6 to +2.4m). Reinforced concrete forms, reinforced fibre jackets, or nylon bags are used. Reinforced fibre jackets are used with a protective coat on the pile, while nylon bags prove the cheapest method.

Variograms can be powerful tools for the analysis and control of process streams and their sampling. Their uses and proper utilisation have been described somewhat unclearly to date, and their limitations and precautions of use are too rarely mentioned. The general meaning and properties of the variogram tool and its use in geostatistics are therefore reviewed in details to derive a critical view of its proper use for process control: what to expect from it and what it cannot deliver and which uses are illusory or potentially misleading. The contiguous Kotre Basantpur and Pachmo (KBP) coal blocks in the Hazaribagh District of Jharkhand State in east India are being developed by Tata Steel Limited (Tata Steel) to supply coking coal to a new steel mill at Kalinganagar in Orissa.The planning challenges are many. The multiple coal seams range in thickness up to 6 m and extend to nearly 500 m depth, with dips up to 25¦ and highly variable quality. Several normal faults with throws up to 150 m intersect the deposit. There is little room for waste dumping on the lease, several large nalas (seasonal creeks) cross the blocks, and the KBP leases are not contiguous with Tata Steel's existing mining operations at West Bokaro. Geotechnical conditions, while not well defined at this stage, are largely unfavourable. There are several villages on the blocks, and extensive paddy fields. In 2009, Adelaide Mining Consultants Pty Ltd (AMC) completed a Detailed Project Report (DPR) for a production level of 8 Mt/a. A terrace mining system was proposed using 28 m3 hydraulic excavators and 185 t trucks working horizontal up-dip slices. Subsequently the viability of in-pit crushing and conveying was assessed, but the full results were not available for this paper.It is planned to extract a total of 147 Mt of raw coal at a strip ratio of 5.2 bank cubic metres per tonne (bcm/t). The planned maximum pit depth is over 300 m.The project includes a washery, a 2 + 25 MW fluidised bed power station to utilise all the coarse washery rejects, and a railway spur line to carry the washed coal to the railhead some 7 km distant.

The current study is part of the U.S. Department of Energy's (DOE) on-going subsidence research program. The long-term objective of the DOE program is to develop analytical methods of subsidence prediction applicable over a broad range of geologic and mining conditions encountered in the United States. The DOE currently has several contracts in progress to develop a sound data base that can be used in the development of predictive models. Dames & Moore is currently under contract to the DOE to collect and analyze detailed subsidence and hydrologic data from a coal mine employing longwall mining methods in the Eastern Coal Province. Work under Contract No. DE-AC22-80PC 30335 began in October of 1980 and will continue through September of 1984. This paper summarizes the work that has been completed through September of 1981 and presents the results that have been achieved during this period. Technical difficulties encountered during both the installation and monitoring phases are discussed, and recommendations for future work are presented.

BACKGROUND This paper discusses work performed as part the rehabilitation of the gravity flow section of the New Croton Aqueduct (NCA) during an approximately two year period between 2004 and 2006. The goal of the project was to restore the gravity flow section of the NCA to optimal operating condition, extending the lifespan of this significant water supply for the New York City metropolitan area. Rehabilitation of the NCA was purposely scheduled before the completion of the new NCA Water Treatment Plant now under construction (Figure 1). The NCA is a 3.73 to 4.34 m (12.25 to 14.25 ft) diameter brick-lined circular andhorseshoe shaped water tunnel constructed between 1885 and 1891. The NCA conveys water for approximately 50 km (31 miles) by gravity and pressurized flow from the New Croton Reservoir in Westchester County, NY to distribution and reservoir points along its alignment, terminating at a distribution station at 135th Street and Convent Avenue in Manhattan, NY. Prominent features of the NCA include a large intake facility at New Croton Reservoir, 38.6 km (24 miles) of gravity flow horseshoe shaped aqueduct, 11.3 km (7 miles) of pressurized flow circular aqueduct, 2 siphons, and 36 open shafts and headhouse chambers which are used as sampling, access and blow-off locations. Until a partial inspection in 1982, the NCA had flowed continuously since its completion nearly 100 years prior. Flow tests have confirmed that the NCA can convey up to 12.7 m3/s (290 mgd) (Figure 2). Cover depths of NCA vary considerably, ranging from a few to hundreds of meters, typically of hard rock. Primarily mined using means conventional for the late1800s, construction of the NCA also employed cut and cover methods in several low-lying sections of the alignment, totaling approximately 1.6 km (1 mile). The NCA crosses through numerous lithologic changes, fault/shear zones and under several significant water bodies including the Pocantico, Saw Mill and Harlem Rivers and the Tarrytown Reservoir. The NCA passes under the Harlem River as a siphon at a depth of approximately 122 m (400 ft) below grade (Figure 3). Soon after construction the Aqueduct Commission Reports on the New Croton Aqueduct documented prominent defects such as large voids behind the lining. More recently, large-scale inspections of the gravity flow section performed during the 1990sand a 2004 inspection of portions of the pressurized sections of the NCA have revealed additional defects such as open and/or deteriorated masonry joints/cracks, leaks ranging from trickles to several liters per minute into and out of the NCA, missing bricks, formed openings, and in one place, a rupture through the liner with discernable

Two house trailers and a modem modular house, all pillar-supported with cantilevered perimeters, were monitored for structural response to vibrations from surface coal mine blasts. Due to the large blast site distances, peak particle velocities measured in the ground beside the houses did not exceed 0.32 ips, and airblasts did not exceed 106 dB. However, the structures responded significantly to the ground vibrations, with maximum high-comer amplification factors as high as 8.5 in the horizontal directions. Vertical structural responses were as high as 10 times the vertical peak particle velocities in the ground, but appeared to be driven more by horizontal ground motions. No measurable airblast responses were observed. The natural frequencies of the structures ranged from 5 to 10 Hz.

"In California the history of tin mining began in Riverside County in 1853, with the discovery of the Temescal deposit. This deposit remained the only one with a production record until recent small shipments were made from Kern and San Bernardino Counties.According to the California State Division of Mines, Temescal's total output has been about 125 tons of tin, all of which was produced in 1891 and 1892. It was idle from 1892 to 1928.An extensive but unsuccessful development campaign carried on in 1928 and 1929 by the American Tin Corp. produced only half a ton of the metal, and the property again was idle until 1943, when an attempt to resume operations proved unsuccessful. After 1929 no production is recorded from California until 1944 end 1945, when small shipments of sorted ore from Kern County returned about 2 tons of tin and 1-1/3 tons was recovered from sorted ore and concentrates from San Bernardino County. The total output of tin from California has been less than 150 tons, and less than 4 percent of this was produced in the last 50 years, in spite of numerous attempts during that period to promote tin mines,So marked a scarcity of a metal essential in war makes any occurrence interesting. When some prospects were reported to the Bureau of Mines in July 1942, in a new field 10 miles east of Gorman, they were at once examined and the preliminary exploration by the owners closely followed. Eventually one was explored by bulldozing end diamond drilling as a joint project by the Bureau of Mines and the Geological Survey.To supplement this joint project, the authors undertook independently a general survey of tin in California - a survey designed to check reported occurrences and to bring their status up to date. In this work, the 37 places described in the text and spotted on the accompanying map, (fig. 1) were visited end sampled. Although traces of tin were found in many pieces, nothing that suggested a tin mine was found anywhere, and it is difficult to base much hope for appreciable future tin production upon anything found thus far in California."

This paper describing the mining practice of the Hecla and Star mines, both located at Burke, Idaho, is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. It is partly a revision of articles by the author appearing in volume 72 of the Transactions of the American Institute of Mining Engineers, published in 1925, and in the June 1928, issue of the American Mining Congress Journal. About 26,000 tons per month of lead ore is produced at the Hecla mine. Costs at the mine are given for the year 1928. Stoping operations in the Star mine have covered such a short period, during which time the abnormal expenses of starting were incurred, that they are not given in this paper.

"Economies of scale and the variable characteristics of many large ore deposits have resulted in grinding installations using very large SAG mills fitted with variable speed drives. Low-aspectratio single-stage SAG mills were introduced in South Africa to process the consistent gold bearing Witwatersrand quartzites. Elsewhere, circuits were patterned after the more conventional North American circuits with high-aspect-ratio SAG mills followed by ball mills. This paper provides information on two recent Gold Fields group installations covering both types of SAG mill in large, single-stage applications. While these operations process similar tonnages, the mills represent opposite ends of the aspect-ratio spectrum. The Tarkwa mine in Ghana employs a low-aspect 27’ x 42’ 14MW SAG mill. The St Ives mine in Australia operates a conventional 36’ x 18’ 13.4MW SAG mill.INTRODUCTIONGold Fields is one of the world’s largest gold producers with annual production of approximately 4.2 million ounces. In New York City, on the walls of the library of the United Engineering Societies are these words:"Engineering-the art of organising and directing men and of controlling the forces and materials of nature for the benefit of the human race," but who, reading the schedules of even our best engineering schools, would infer that engineering is an art or that it should always havejn mind the benefit of the human race? While it must be remembered that our engineering schools exemplify the British cult of the amateur, that cult which lets men who have never attended a lecture on "Education" or perhaps nevereven read a book on it, become enginering teachers by profession (and so educators by inference), the root of the matter is to be found in the fact that our educational aims, and consequently our educational practice, seem suited much better to the position engineering held in the community in 1900 than to the position it holds to-day. This civilization of ours has developed, !;loth for good and for ill, into one based largely on engineering achievement; technical progress is so continuous and so rapid that thevalue of descriptive knowledge of current practice is ever lessening; enough must be imparted to make the young graduate immediately employable, and this amount is sufficient for illustrating the principles on which practice is based and on which its advance depends, but the young graduate's technical progress depends much less on his having acquired additional knowledge than on his ability to acquire knowledge, so, paradoxically, the more useful knowledge there is availabJe the less of it the student should be taught.Less conspicuous but fully as important is the enlargement of the field of work of engineering graduates, especially its extension to the initiating of policies and to the broader problems of administration. At present the road to such positions lies normally through a considerable period of professional work, but it is by no means unlikely that the field will soon include much that requires little professional expel'ience.
