There was a time when an occasional failure of a tailings embankment was considered an acceptable risk associated with mining activities. This is not the case anymore. A major tailings failure today could result in the indictment of mine officials, huge fines and a possible site closure due to the loss of operating permits. As a result of this changed operational environment, tailings disposal facilities must be operated with these potential consequences in mind. Physical controls for tailings embankments are prohibitively expensive. However, the nuclear industry has developed a system of administrative controls as an alternative to physical controls. Administrative controls may be defined as control of actions, through organizations and management, using written procedures, record keeping, review and audit to assure operation of a facility in a safe manner (10 CFR 50). Administrative controls can reduce the cost of operating tailings impoundments, as well as increase the level of confidence in these facilities.

The Jollyville Transmission Main will be a 10.5-km- (6.5-mile)-long, 213-cm (84-in.) diameter rock tunnel. The tunnel will pass beneath the Balcones Canyonlands Preserve, which was established to protect two endangered bird species, six endangered cave invertebrates and a threatened salamander. To address the sensitive habitat that the transmission main is to pass through, the city of Austin developed an environmental commissioning (EC) process that brought together environmental engineers and scientists, the city?s project management team and the designer team to work collaboratively to meet the city?s goals of producing a cost-effective design while also protecting the environment. This paper describes the environmental commissioning process and the benefits it brought to the project and environment through some unique environmental mitigation measures to protect this sensitive area.

The objective of asphalt mix design is to produce a mix with optimal performance using available aggregate stockpiles. Often, this process does not take into consideration aggregate plant stockpile inventories or the cost of aggregate in the mix. This is due to the lack of tools that enable the lab technician or the engineer to optimize the mix for good performance while reducing the cost of aggregate and managing the stockpile inventory levels. The Bailey method provides useful guidance on aggregate gradation selection for optimal performance. This work presents a linear programming model of the asphalt mix design problem. The algorithm is implemented in MATLAB as an Asphalt Mix Design Optimization (AMIDO) program. The program is successfully validated with real-life data. The results show that AMIDO can be used to successfully produce any mix design with known Bailey method ratios. Also, RAP can be included in a design easily by making use of the Bailey method ratios and AMIDO. This work improves the state-of-the-art in asphalt mix design for dense graded mixes and could potentially be modified for other mixes.

Langer Asbestos-related disease is increased with cumulative exposure (the concentration of asbestos in the air and duration of exposure). The maximum duration is assumed to be a working lifetime so federal agencies control cumulative exposure by limiting the airborne concentration of asbestos fibers equal to or greater than 5 lm in length. Air samples are collected in the environment of interest by entraining the airborne particulates including fibers on membrane filters and then counting the number of fibers using phase-contrast light microscopy. In addition to length, the fibers must have a length to width ratio of at least 3 to 1. This ratio is also referred to as the aspect ratio. Some counting strategies placed an upper limit on the fiber width restricting the counting to respirable fibers. Airborne asbestos is controlled by monitoring a sub-population of the airborne asbestos. No asbestos fibers shorter than 5 lm or fibers of any length having widths less than the resolution of the light optical method are counted. In the non-occupational environment, the Environmental Protection Agency requires the use of analytical transmission electron microscopy and fibers and counting fibers with lengths of 0.5 lm or greater and aspect ratios of 5 to 1 or greater are counted. The permissible exposure limit for asbestos has been reduced by more than 120-fold since 1969, when the standard was 12 fiber/ml and the current monitoring methodology was developed. The manufacturing and mining worksites are regulated by two different federal agencies and the asbestos exposure limit was higher in the mining environment until recently (Mine Safety and Health Administration 30 CFR Part 56, 57, and 7, Federal Registry, February 29, 2008). Currently the permissible exposure limit (PEL) is the same in both types of workplace and it is 0.1 fibers per milliliter (fiber/ml) over an 8-h shift as a time-weighted average (TWA). A milliliter (ml) is equivalent to a cubic centimeter (cc) and sometimes this standard is reported as 0.1 f/cc. As the phase-contrast methodology was used to monitor lower exposures and environments, other fibrous mineral particulates were incorrectly characterized as asbestos. These occurred in talc deposits and taconite ores from the Eastern Mesabi Range.

The Jabali zinc deposit, in Yemen, contains at least 9.4 Mt at a grade of 10.7% zinc, 2.2% lead and 77g/t silver. The zinc occurs as smithsonite with minor hydrozincite. The Jabali ore does not produce a zinc concentrate of sufficient grade to be acceptable to conventional smelter/refineries, and it has been necessary to formulate a less conventional development plan. This involves the construction of a mine and concentrator at Jabali and a metal production facility using a new flowsheet designed specifically for the treatment of oxide material, at Yanbu, in Saudi Arabia. In order to give the facility the necessary economies of scale, the Jabali concentrate will be supplemented by feed from other deposits, this may be either oxide or sulphide material. The paper outlines the geology and proposed mining and treatment operations at Jabali, the flowsheet for Yanbu and presents preliminary costs for both operations

At the start of the 20th century Denver?s population was 203,795. Most streets were unpaved. Buildings were constructed of wood frame or masonry. Transport was by horse-drawn-wagon or rail. Statewide, aggregate consumption was less than 0.25 metric tons per person per year. One hundred years later Denver had a population of 2,365,345. Today Denver is a major metropolitan area at the crossroads of two interstates, home to a new international airport, and in the process of expanding its light rail transit system. The skyline is punctuated with skyscrapers. The urban center is surrounded with edge cities. These changes required huge amounts of aggregate. Statewide, aggregate consumption increased 50 fold to over 13 metric tons per person per year. Denver has a large potential supply of aggregate, but sand and gravel quality decreases downstream from the mountain front and potential sources of crushed stone occur in areas prized for their scenic beauty. These issues, along with urban encroachment and citizen opposition, have complicated aggregate development and have paved a new path for future aggregate development including sustainable resource management and reclamation techniques.

Blasting is the main method of production in many non-coal underground mining operations and produces multiple toxic gases as a result. The Mine Safety and Health Administration (MSHA) requires mine operators to measure the level of toxic gases in mines as frequently as necessary to ensure they are below regulatory safety limits. The current practice uses portable gas monitors to check the concentrations of toxic gases after a fixed post-blast time. This paper studies the application of a gas monitoring system in the return entry of a limestone mine to determine a safe re-entry time. The National Institute for Occupational Safety and Health (NIOSH) conducted such a monitoring program in a limestone mine from September 2016 through May 2018. NIOSH/PMRD (Pittsburgh Mining Research Division) is endeavoring to develop workplace solutions to improve detection of and reduce the risk of hazardous conditions. This study showed that the use of gas monitoring in the return air can be a useful tool at the mine operator’s disposal to detect and reduce the risk of hazardous conditions and also to reliably estimate the re-entry time.

ISO 14031 is an international standard that describes a process for measuring environmental performance evaluation by setting quantitative indicators and providing a structured approach for organizations to follow, independent of location, size, complexity and type of activity. It is not a standard for certification as ISO 14001 is, but it fits into the ISO 14000 series of standards and is intended to assist organizations to apply environmental management systems and obtain environmental evaluation. This case study’s main objective is to identify the interaction between ISO 14031 and ISO 14040-42. ISO 14040-42 is referring to Life Cycle Analysis (LCA) methodology. More specific, LCA is applied (based on the ISO 14040-42 standard) to stone wool’s production, the market dominating thermal insulation material, produced by bauxite and amphibolite. LCA is used as a decision making tool for the development of environmental indicators (based on ISO 14031 guidelines) and for environmental performance evaluation.

Cerchar Abrasivity Index (CAI) is one of the commonly used tests to evaluate rock abrasiveness for cutter life/cost estimations of TBM projects. There are at least 3 style machines, 2 different pin hardness, and the test could be run on fresh rock surface VS a sawn surface. Each of these parameters has a meaningful effect on the results, but its impacts were not fully understood nor its implications well explored. This paper reviews the current practice of Cerchar testing and its implications on geotechnical investigations related to TBM tunnels and provide a set of guidelines on testing and reporting of the test results for future projects.

Corrosion of steel roof support systems can cause potential premature failure of the support, thus adversely affecting the excavation stability and rock-related safety. An in-house corrosion test system was designed and developed to test full-length roof bolts for material performance based on tensile load capacity and strength under different corrosive conditions found underground. The roof bolts tested are also used to identify the possible corrosion mechanisms that influenced the bolts’ performance over time. Initially, the most commonly used bolt material in the USA, the ASTM A615 grade 60 steel roof bolts, was tested with and without stresses in a simulated underground coal mining environment for approximately 6 months, and the results are discussed. Localized corrosion forms such as crevice and pitting were mainly observed after testing. The stressed and unstressed roof bolts with and without threads that were tested in alkaline coal mine corrosive environment for 6 months passed their load-bearing capacity as per ASTM F432 test standards. From the results, it is concluded that this test protocol could be applicable to test the material performance of different roof bolt metallurgies and coatings with desired modifications to the proposed methodology for the specific underground mine environment. This paper mainly discusses the test system and protocol and shortcomings of the system and makes recommendations based on the observations and results.

In 2006 McNally International Inc. in a Joint Venture partnership with Aecon Constructors was the successful bidder on two York Region Tunnel Projects: Bathurst Collector/Langstaff Trunk Sewers; and YDSS Interceptor Sewer 19th Avenue Project. These projects comprise a total of 13 kilometres of 2.74 meter finished diameter tunnels and are both part of the York Durham Sewer System (YDSS). Both contracts require the use of EPB tunnel boring machines with a precast concrete segmental liner. The following provides an overview the two projects.

Construction of a pump station, consisting of an inlet chamber, wet well and pump chamber, required excavation to a depth of 9.7 m (32 ft) below ground surface and more than 7.6 m (25 ft) below the ground water table in a rural, but rapidly developing part of southern New Jersey. Private houses are located [ ] within a few hundred feet of the pump station that use shallow wells for water supply. The pump station design anticipated support of the entire pump station on shallow foundations bearing directly on the underlying natural soils. However, during construction, uncontrolled ground water flow caused ground loss and damage to the bearing qualities of foundation soils. As a result, remedial repairs were required including support of the pump station on drilled pile foundations and releveling of the pump chamber that had settled. This case study is an example of where a poor understanding of the significance of upward flowing ground water had a major impact on the cost of construction. Anticipated subsurface conditions The pump station layout is shown in Fig. 1 with the locations of two borings made prior to construction superimposed. One of the borings was located within the footprint of the deep wet well excavation. Generally, this is not advisable where a deep excavation is required below the ground water table. This is because there is a history of projects where ground water seepage, or pressure, has broken out into an excavation through an ungrouted borehole and compromised the integrity of foundation soils. Logs of the borings did not indicate that the borings [ ] were grouted upon completion.

In the drive for faster development advance rates, railbound systems can be advantageous, in the right application. Skanska BS, the contractor to mine-owner VSK Mining, is driving an adit access deep into the Volouské Urchy Mountain in Slovakia to access the Gemerská Poloma talc deposit, some 70 km (43 miles) west of Ko?ice, the economic and cultural center of eastern Slovakia. Skanska began driving the Stolna Elisabeth drift in February 2007, extending 25 kg/m (50 lb/yd) rails (with 750 mm or 30 in. between sleepers) into the mountain to provide the main haulage to bring talc ore and waste out of the new mine once it gets into production. It will also be used for personnel transport, and is now almost complete. As a second egress and for ventilation, a 2.5-m- (8.2-ft-) diameter shaft of about 300-m (984-ft) depth will be sunk from surface down into the orebody. Stolna Elisabeth is a 4.2-km- (2.6-mile-) long drift mined at a cross section of some 11 m2 (118 sq ft). The finished profile is 3.2-m- (10.5-ft-) wide by 3.6-m- (11.8-ft-) high. It has been developed on a very slight incline so that water runs down it to the portal. The portal is 450 m (1,476 ft) above sea level and the end of the tunnel is 475 m (1,558 ft) above sea level. Much of the rock through which it has been developed is magnesite with a compressive strength of 150 MPA. The drilling jumbo is an Atlas Copco twin-boom Boomer 282 Raildrill drilling 42- to 45-mm- (1.6- to 1.7-in.-) diameter holes to a maximum length of 2.5 m (8.2 ft), depending on ground conditions. This is a drill jumbo that Skanska has used successfully on a number of projects during its life. The condition of the rock through which this drift has been driven is extremely variable. Five classifications of A1 and A2 and B1, B2 and [ ] B3, where A1 is the most competent rock and B3 is the worst, have been established. The amount of support used, of which more later is determined by the classification of ground conditions. At the time of the author?s visit, the project it was about 40 days ahead of schedule, thanks to high advance rates. For instance 6 m/day (20 ft/d) was the plan for the advance to be achieved in B1 rock, but sometimes the crews have achieved 8 m/day (26 ft/d) ? which is the average for the whole project ? in those conditions. In A1 the best advance rate achieved is 12 m/day (39 ft/d). The loading unit is a Häggloader 9HR-B on crawler tracks with a pony track to run on the rails. This allows the unit to be towed up and down the drift along the rails. To load from the face, the Häggloader lowers the foot of its onboard conveyor system to the floor and the backhoe pushes material on to it. This digging arm-conveyor combination produces uninterrupted, optimal volume loading of the haulage unit, without spill ? a technique offering load capacities as high as 180 m3/h (6,356 cu ft/hour). The upper Arkansas basin has some of the greatest potential for geothermal development in Colorado. Over several summers, students conducted an investigation using seismic, gravity, and magnetics in order to help identify the large structures and basin fill associated with the Rio Grande Rift. Adjacent to Mount Princeton Hot Springs, near surface geophysics was conducted to help understand the faulting and fractures that act as a conduit for hydrothermal flow. The methods used included high frequency 3D seismic, magnetics, gravity, D.C. resistivity, and self potential. Throughout the Mount Princeton area, passive seismic, vertical seismic profiling, and well logging were also used to better understand the geology and activity of the region. The results indicate for the area northwest of the hot springs, a 40 to 50 m thick unconsolidated layer overlying the fractured granitic basement. The DC profile shows a deep geothermal anomaly of low resistivity which correlates with a positive SP anomaly in the same region. In the Chalk Creek valley, a shear zone extends from the north east to the south west, just south of the Chalk Cliffs. There appears to be an upward migration of the water through this shear zone which then flows along the porous sediments towards the south in this area. The deep seismic data collected in the center of the basin suggests that the depth to the basement is approximately 2000m. Also identified on the deep seismic are two major faults on the west end and two minors at the east end of the cross-section. An alteration zone is identified between the faults and a possible Precambrian northeast trending shear zone. The potential for developing an Enhanced Geothermal System (EGS) near the center of the valley is high. Our geophysical results indicate a deep basin fill near the center of the basin providing high temperatures. The range front (Sawatch) fault is observed to penetrate under the center of the basin and is an attractive target for natural fractures.

In order to ensure safe mining and reduce surface damage in shallow multiple-seam mining, the failure characteristics of interburden strata with different coal pillar offset distances between pillars in the upper and lower seams, the distribution characteristics of stress concentration in coal pillars, and the development characteristics of stratum cracks and subsidence were physically investigated and also using UDEC2D software. Meanwhile, the effect of different coal pillar offset distances on the stress concentration of coal pillars and development of stratum cracks were studied. Based on those results, a formula for safe mining and reducing surface damage was established, which provided a theoretical basis for safe and environmentally friendly mining in shallow multi-seams. According to the results of the study, the optimal coal pillar offset distance (the side-to-side horizontal distance of the upper and lower coal pillars) between the upper and lower coal seams was developed to reduce the stress concentration of coal pillars and surface damage. The results of this study have been applied in Ningtiaota coal mine and have achieved good results in safe and environmentally friendly mining.

The Metropolitan Transportation Authority (MTA) East Side Access project (ESA) will, when it is complete, provide a new link to the east side of Manhattan from Long Island, NY that, linked with the Second Ave. Subway currently under construction, will assist in relieving overcrowding at Penn Station as well as the Lexington Ave. subway. ESA will bring Long Island Railroad (LIRR) directly from Long Island into a new station located 37 m (120 ft) beneath the existing Grand Central Terminal (GCT) located in the heart of Manhattan. It will connect the LIRR?s mainline tracks in Queens, via the existing 63rd Street Tunnel under the East River, to a new terminal constructed within, and beneath, the historic Grand Central Terminal.

This paper provides updates to the paper published by the lead author at RETC 2011 with a summary of developments in technologies, products, and approaches to corrosion analyses of gravity sewer tunnels and microtunnels. This paper presents approaches in evaluating degradation of reinforced concrete liners. Also, the carbon footprint of conventional concrete liners and alternative “green” liners are compared and their life cycle costs are considered. A few case histories from the past decade are provided indicating the latest and emerging trends in liner protection.

A common problem recently encountered with the increase in the rate of input feed at Enrichment Plant 2 of the Sarcheshmeh Copper Complex is the loss of value to the tails, translating to lower recoveries. The feasibility of the direct transfer of part of the high-grade concentrate from rougher stages to an appropriate position along the circuit was studied, and two positions were proposed for direct transfer of the concentrate. One position was the feed flow into cleaner cells, and the other was the feed flow into the recleaner cell. The results indicated that transferring the concentrate from the first unit of the rougher stage to the feed flow into the cleaner cells was feasible, with no limitations, while the second position required the installation of a set of hydrocyclones. It was found that the transfer of concentrate to the proposed positions not only addressed the problem of limited cell capacity, resulting in debottlenecking of the circuit, but also improved metallurgical separation efficiency up to 1.4%.

Design and construction of the Epping to Chatswood Rail Line tunnels in Sydney, Australia required an innovative approach to define hydrogeological properties of the Sydney Hawkesbury Sandstone and provided an insight into the hydraulic behaviour of fractured sedimentary rocks. To meet restrictive water inflow and infiltration criteria both the pre-treatment of zones of fractured or highly jointed rock, and waterproofing using an interior spray on membrane for the finished drained tunnels and stations was required. Methods typically used to address the interaction of groundwater and tunnels in the Sydney Basin are demonstrated by case histories from major design-build tunnel projects.
