The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Pilot testing for the Continuous Elution Process was conducted at Western Mining's Kambalda gold plant beginning in December 1982. Through a unique partnership between the Colorado Mine Safety and Training Program (CMSTP), the Colorado Rock Products Association (CRPA) and the Higher Education and Advanced Technology (HEAT) Center, a video packed, dazzling CD-ROM training program was developed for new miners entering the aggregate industry. Why this product was developed, and why the aggregate industry, will be discussed along with the challenges faced throughout the project. Cooperation from every one involved including MSHA made this the product of which all other training materials in the mining industry will be measured against in the 21st Century. This product's versatility and wide application makes it a tool that is as critical to a mine's success as any earth moving machine. Developed with both state and federal grant moneys allows this product to be affordable to small operators and independent contractors. The quality of this two CD-ROM set rivals any commercially made CD-ROM training.

A hydrogeologic characterization and impact analysis was performed for a proposed quarry at the Hitch Rack Ranch located in the Little Turkey Creek watershed southwest of Colorado Springs, Colorado. Continuous multiple channel tubing, nested piezometers, stream flow measurements, and mapping of known seeps were used to define the three-dimensional potentiometric distribution and areas of groundwater recharge and discharge. Water balance considerations, mass balance calculations, and potentiometric response to earth tides and barometric fluctuations confirmed that the granite fracture system in the ridge area of the proposed quarry has an extremely low bulk hydraulic conductivity resulting in minimal groundwater discharge to sustain the baseflow of Little Turkey Creek. The Little Turkey Creek valley forms the major conduit for groundwater flow exiting from the upper part of watershed underlain by granite. This conclusion has significant implications with respect to mine planning to minimize projected impacts to the hydrologic system and preserve this recharge component to downgradient Denver Basin sedimentary deposits.

Pillars with width to height ratios of less than 1.0 are frequently created in underground hard rock mines. The strength of slender pillars can be estimated using empirically developed equations. However, the equations can provide variable results when the width-to-height ratios approach 0.5. This paper investigates some of the issues affecting pillar strength at low width-to-height ratios in hard brittle rock. The investigation includes an evaluation of empirical pillar strength data presented in the literature and observations of pillar performance in underground limestone mines in the eastern United States, supplemented by numerical modeling in which failure processes and sensitivity of slender pillars to variations in rock mass properties are evaluated. The results showed that the strength of slender pillars is more variable than that of wider pillars. The numerical model results demonstrated the increasing role of brittle rock failure in slender pillar strength. The absence of confinement in slender pillars can result in a fully brittle failure process, while wider pillars fail in a combined brittle and shearing mode. The onset of spalling in slender pillars occurs at or near the ultimate strength, while this is not the case for wider pillars. Slender pillars are shown to be more sensitive to the presence of discontinuities than wider pillars, which can partly explain the increased variability of slender pillar strength. Two examples are presented, which illustrate failure initiation by brittle spalling and the sensitivity of slender pillars to the presence of discontinuities.

In 1990, Freeport Exploration began regional reconnaissance exploration programs in Irian Jaya, the easternmost province of the republic of Indonesia (Fig. 1). Irian Jaya occupies the western half of the island of New Guinea. Freeport was awarded an initial contract of work that totaled 2.6 million hm2 (6.4 million acres). The company was subsequently awarded additional concessions that added 1 million hm2 (2.5 million acres). The concessions require work commitments and periodic relinquishments. Due to these relinquishments, Freeport’s current land position totals 1.9 million hm2 (4.7 million acres). Freeport began the exploration program to locate additional Grasberg deposits, the largest deposit in the Ertsberg district. But the company recognized that other types of deposits could be present in the largely unexplored area of Irian Jaya.

Steel fiber reinforced concrete segmental rings are the final tunnel lining for approximately 85% of the alignment for a 6.706-meter (22-foot) internal diameter tunnel being built as part of the East Side Combined Sewer Overflow Tunnel Project. This paper describes the approach adopted for the design of the steel fiber reinforced concrete segments, the development of the performance criteria for the segments, and the testing program used to confirm the performance of the materials and segments in the laboratory and in the field.

M-30, Madrid’s inner ring, covers 42 sq km of the city centre where one million people reside. It was constructed in several phases during the sixties and the eighties. The design criteria applied to those phases were different and were not always homogeneous with urban roads with lighting regulation as well as speedways. These areas had a heavy concentration of access and exits and there had been made many changes on the number of traffic lanes which has caused heavy traffic congestions and high accident rates. The environmental impact and noise pollution in residential areas are also consequences of M-30. The Madrid Major took a decision at the beginning of the present legislation, based on socio economic and environmental evaluation; rebuild the M-30 with the following sustainable mobility principles: Underground transfer of a considerable portion of the main ring and some of its links replacing some parts of the surface with new green areas in order to reduce the environmental impact. Increase the traffic capacity, improving the traffic continuity and fluidity and eliminating the lighting regulation areas, which is one of the main congestion problems currently. Increase the traffic safety with clear signalling information panels and avoiding difficult maneuvering. Redesign the links with the high capacity radial highways and other connecting lanes of the city. The project is worth 3.7 billion Euros. In 2007, when the construction is completed, it is expected will save 14 million of journey hours that represent 4.5 million Euros saved in fuel consumption per annum, There will be a very significant reduction of 35,000 tons of CO2 in terms of pollution and 400 less car accidents. Those values will increase even more in the following years. The areas beside Manzanares River, running parallel to the M-30 on the western side of Madrid, will be highly enhanced. Better water quality and the recovering of the green areas existing in old times will also return for the citizen’s enjoyment. TUNNEL CROSS SECTION OF CALLE 30 SOUTH BY PASS One of the major challenges of the new Calle 30 is actually not only the related to the main road but also to the link with the A-3, with highway to Valencia. This link is currently the most congested area and has one of the highest traffic densities of Spanish roads, with more than 250,000 vehicles/day. The remodelling of this area is the principle objective of the South by-pass. The tunnel is the only answer for this by-pass as the road alignment will go among buildings. The soils included 65 m of rock not exceeding an unconfined compressive strength (UCS) of 200 kgf/cm2, 130 meters of soft clay, silt, and sand not exceeding 30standard penetration test SPT blows per 300 mm, and 220 m of rock ranging between an UCS of 400-600 kgf/cm2. The river crossing, utilizing 1778 mm OD x 19 mm wall x600 mm steel casing pipe without intermediate jacking stations, was part of a seven kilometer liquefied natural gas (LNG) transmission line in South Korea. This 440-m, 1,442-ft, river crossing was microtunneled through three different ground conditions and completed in just over three months. The crossing was achieved with an average of 25 m of ground cover and 15 m of water cover. The Kwang Yang River Crossing was part of a 7 km liquefied natural gas pipeline project for POSCO, a Korean steel producer. The microtunneling machine was custom built for this project. The microtunneling machine selected for this project was tooled with 7 button bits and 2 roller bits. None of the cutter bits were replaced during the drive. Inside the machine, before the spoils laden slurry was pump back to the surface, it would pass through an independent cone crusher. The crusher is placed in the slurry flow to make sure that none of the spoils are so large as to stop the return flow of the slurry. An additional requirement was for the inclusion of a compressed air lock. The air lock was required in the event that the cutter tools required replacement. The cutters were back loaded so that the workers would have access to change the cutters in the event of cutter failure or wear out. No intermediate jacking stations were installed for the drive. The soils included 65 meters of rock not exceeding an unconfined compressive strength (UCS) of 200 kgf/cm2 with production averaging between 7 and 20 mm/minute. The second zone contained 130 meters of soft clay, silt, and sand not exceeding 30 standard penetration test (SPT) blows per 300 mm with production averaging between 80 and 180 mm/minute. The third zone contained 220 m of rock ranging between an UCS of 400-600 kgf/cm2 with production averaging between 7 and20 mm/minute. The steel casing pipe was 1778 mm OD x 19 mm wall x 6000 mm long. The project profile, see Figure 1, shows the soil conditions. The hand written numbers locate just above the pipeline are the production dates. The circled numbers are the 10 pipe joint increments. All aspects of precious metals processing were featured at a symposium held Oct. 3-6, 2007, at Loews Ventana Canyon Resort in Tucson, AZ. Although billed as "Precious Metals Processing: Advances in Primary and Secondary Operations," the symposium also looked at economic, regulatory and environmental issues affecting the precious metals industry. The symposium was sponsored by SME; The Minerals, Metals & Materials Society (TMS); and the International Precious Metals Institute (IPMI). It included workshops, technical presentations, guest speakers and social activities. Mining industry management, process engineers, equipment manufacturers, consultants, metals marketers, academics and others involved in the precious metals industry attended the conference. Needless to say, with gold nearing $25.721g ($800/oz) and platinum pushing $41.801g ($1,300/oz) at the time of the meeting, the mood among the attendees could not have been more positive. The symposium was privileged to have Father Ernest S. Sweeney, professor of Latin American History at Loyola Marymount University, as a guest speaker. Sweeney, a Jesuit priest, provided a colorful account of the history of mining in Arizona and the surrounding region of North America (Fig. 1). He described the importance of the mining industry and said, "To go down into the bowels of the earth to extract its riches for the benefit of all of us is an awesome task deserving our sincere respect and gratitude." However, he warned the industry that: "The ever increasing de¬mands on the mining community for the protection of the environment calls for endless efforts to maintain ethical standards in a business filled with risk, uncertainty and frustrations." Sweeney noted that the Spanish conquest of the Americas was driven by the three fundamental motives of "God, glory and gold." He noted that gold was the basic, most powerful driving force of the conquest and occupation of the Spanish empire. The first European to explore Arizona was the Franciscan missionary Marcos de Niza. He came to Arizona in 1539 in search of the fabled Seven Golden Cities of Cíbola. Sweeny noted that Spanish explorers were consumed, as Cortes himself described it, "with a burning fever that only gold could cure." Sweeney told the story of some of these early explorers, including Francisco Vázquez de Coronado who "mounted an expedition in pursuit of gold and rich empires to conquer." Coronado passed through Arizona and discovered the Grand Canyon. "Coronado returned to Mexico exhausted, bankrupt and disillusioned, but with a wealth of new knowledge of the borderlands of the Spanish empire," said Sweeney. He then described the colorful history of early gold, silver and copper exploration and mining in Arizona, including the famous tale of the Lost Dutchman's Mine. Several mineral process modeling and simulation packages are currently available for use in evaluating the performance of alternative process flowschemes. A critical link that has been missing from these packages is the ability to quantitatively model the effect of size reduction on the liberation of the valuable and waste minerals in the ore being processed. Although there have been several approaches taken to this problem over the past 25 years, none has led to a satisfactory conclusion. A technique has been developed for measuring the effective liberation characteristics of magnetic taconite ores, and a program has been constructed which makes use of these liberation characteristics in simultaneously simulating both size reduction and mineral liberation as it occurs in tumbling mills. This is an especially important step in the modeling of magnetic taconite processes, where magnetic rejection of low grade wastes between grinding stages mandates that a predictive capability be available. The current application is specific to magnetic taconite, but it is possible that a similar approach could be used for other types of mineral systems.

The recent seismic events have shown that earthquakes have an immense destructive power. Chile was hit in February 2010 with a seismic intensity of 8.8 on the Richter scale, and had loss of about 700 killed persons, while Haiti was hit in January 2010 with 7.0 killing about 220?000 people. The event in Haiti showed that the seismic events can lead to a disaster if no preventive measures are taken. On the other side, the seismic event in Chile has hit a well-prepared country with moderate consequences. The earthquake with 6.6 Richter in Japan in March 2011, have further shown how severe the consequences can be if critical equipment is involved. Fortunately, the equipment in a mine has not the potential hazard as a nuclear power plant. Anyway, we are diligent and it is obvious that the seismic risk may lead to a real disaster even if the probability is small. The GMD is an important component in the grinding circuit of a mine. This paper maps out earthquake-prone areas including expected earthquake magnitude calculated according to relevant standards, focusing mainly on the building code IBC 2009. An overview is provided on how this standard is applied to mining equipment to minimize damage and aid large mills in operation to successfully withstand seismic effects. The differences in stresses and forces on the GMD and foundation are shown based on a turning and stopped mill simulation during an earthquake. The results demonstrate the need to maintain active and operating earthquake detection systems. Aside from detecting an earthquake?s magnitude, the sensor information can also be used to reduce the harmful effects that an earthquake has on mining equipment. As follows the earthquake requirements are defined. The last part of this paper explains how to fullfill these requirements.

The following are some of his thoughts on uranium?s place in the global energy picture. ME: What are Energy Fuels Resources? thoughts on the global nuclear power industry? Steele: The global nuclear power industry is a major contributor to the electrical needs of the world. Though generation by nuclear reactors has primarily attracted attention through the reactor accidents at Three Mile Island and Chernobyl, nuclear power continues to quietly and safely provide power to a growing and power-hungry world population. As of March 2008, 30 countries were operating 439 nuclear power reactors. Nuclear power plants provided about 15 percent of the world?s electricity production in 2007. France leads the world in nuclear utilization, with 77 percent of its power coming from nuclear plants. And Lithuania, Slovakia and Belgium each derive more than 50 percent of their power needs from nuclear plants. For much of the developed world, nuclear generation has already been contributing significantly to the supply of electricity. Additionally, 34 new nuclear plants are under construction in 14 countries. Leading the rush to build new nuclear generating plants are China, Russia and India. Each of these countries is building six new nuclear power plants. These 18 plants, totaling almost 12,000 MW of generation capacity, will require about 7.25 kt (16 million lbs) of U3O8 for their initial fuel load and will consume about 2.45 kt/a (5.4 million lbs/year) for the rest of their operating lives. The rest of the world, outside of the United States, has used nuclear power as a viable and economic generation alternative since the commercialization of utility nuclear reactors. And current activity supports the strong future of the nuclear alternative internationally.

Design considerations and construction techniques were implemented to address groundwater infiltration from a confined aquifer during the excavation and lining of the Cady Marsh Flood Relief Tunnel. This 3-m finished diameter, 2-km long tunnel was successfully completed cost-effectively in an urban setting near East Chicago, Indiana. The soft ground was mined using a conventional tunnel boring machine with hydraulically actuated flood doors and supported with steel ribs and timber lagging. The tunnel was lined with cast-in-place concrete. Dewatering was implemented in settlement prone, boulder-laden ground in residential neighborhoods during construction to depressurize and partially dewater the aquifer at the tunnel horizon. This paper describes the design decisions and construction methods utilized to mitigate and limit infiltration into the tunnel during construction and operation, as well as manage ground settlement.

Mine tailings storage facilities (TSFs) can be a significant source of fine, respirable dust. This dust poses concerns, especially for nearby communities, because of its detrimental impact on respiratory health. To address these concerns, this study examined the effectiveness of commercially available polymers, known for their biocompatible and environmentally friendly features, to prevent dust generation from upstream-type TSFs in active mining operations. It focused on two areas in TSFs: the tailings beach and slope/dike surfaces. Two types of polymers—polyethylene glycol and poloxamer—were selected, and their effectiveness was evaluated in a series of phased laboratory and field tests. The lab tests investigated the moisture-retention capacity of the tailings after treatment with the polymer solutions as well as the ability of these solutions to reduce dust emissions. Polymers were applied to a tailings bed surface in the lab and dust was generated from this surface using a wind tunnel. PM10 and PM2.5 concentrations were measured using laser-diffraction dust sensors, and the polymers were found to have reduced dust emissions up to 95%. Small-scale wind-blowing tests were conducted in the field (specifically, in a controlled environment at a TSF) to evaluate polymer effectiveness on the tailings beach and slope/dike areas. The tests revealed that the AP could efficiently suppress approximately 80% of PM10 and PM2.5 dust emissions at both types of areas. Finally, 1000 gallons of AP solution were discharged at the top of tailings beach and slope/dike areas, respectively, and found to be effective. The results of these tests showed the high potential of the biocompatible polymers to be a feasible solution for reducing the respirable dust emissions from upstream TSFs in arid and semi-arid regions.

The dream of constructing the new Second Avenue Subway in New York has finally become reality as the first construction contract package is currently underway. This first contract requires the construction a TBM Launch Box in the middle of Second Avenue from which a Tunnel Boring Machine (TBM) will bore two tunnels south to 63rd Street. This paper will discuss the design of this contract and how construction has progressed including preparation, site constraints, utility construction and com-munity impacts while highlighting the challenges of working in an urban environment. It will also discuss moving forward on this major project outlining the remaining contract packages including their scope and status.

A 16 m by 4.7 m by 24.5 m (52 ft by 15.5 ft by 80.5 ft) underground ore bin was constructed at an 810 m (2660 ft) overburden depth in poor quality, faulted and altered intrusive rocks at Molycorp's block caving molybdenum mine. Geological engineering incorporated detailed structural mapping, rock quality classification, in-situ stress field determinations, numerical stress and failure analysis, and convergence monitoring. The ore bin was mined by conventional methods from the top down and utilized a bored raise for mucking. The initial ground support of rock bolts, lightweight steel sets, and reinforced concrete was later supplemented with an array of 6, 12 and 21 m tensioned, grouted rock bolts when wall closure was noted in the upper ore bin area. The supplementary support was optimized by computer analysis and monitoring.

Multilevel-multiseam hardcoal mines on the European continent usually consist of a huge network of underground openings, sometimes more than 200 km long in total, with some longwalls operating down to a depth of 1,500 m. While operating several longwalls simultaneously, these mines are making use of a number of stationary and mobile measurement- and analysis units in their main ventilation passes combined with atmospheric measurements on the surface. This paper provides an overview over the systems and technology used and describes the typical set-up of a measuring net. To detect and monitor underground fires through fire gases measurement and -analysis, a mobile underground testing laboratory collects data locally in the area of the fire. These laboratories have proven to be extremely useful not only during the actual fire fighting but also for the long-term gas measurements in critical mine areas. They have repeatedly detected starting fires and have thus given the mine the opportunity to react early and to avoid larger damage. Therefore several mobile laboratory units have now been installed for long-term testing in a number of German mines and similar units are being used in the Czech Republic and Poland.

Concentrating Line 6 just went down again. The control room operator checks the graphic display. Only one piece of equipment shows an alarm. Clicking on the ball mill icon, he discovers the culprit was the low flow lube switch. The flow looks okay now, but it is the third time this week the switch has stopped the line. Maintenance is called, the switch replaced and the line is up running again. Sending the right person to the right spot immediately can save hundreds of hours of downtime every year. This paper discusses the principles behind implementing smart First-Out Fault Detection to dramatically reduce equipment downtime in new, or existing control system architectures. Methodologies are presented to maximize the system benefits, while minimizing development costs. Case histories are presented for a number of successful implementations in mineral processing plants.

"The paper describes in general the objectives, goals as well as theoretical background of "METSI"-project proposal submitted to German BMBF (Federal Ministry of Education and Research). The METSI project is a starting point for technology and know-how transfer of German water management and water treatment technologies to South African Mining industry. "METSI" is Setswana, one of the eleven official languages in South Africa, and means "water". It stands also for "Management System for the Implementation of Environmentally Sound Water Supply Technologies in South African Mining Areas with Involvement of all Relevant Stakeholders". The project focuses on development, design and implementation of mathematical models that consolidate and evaluate existing data and generate substantiated projections of "water" amount and quality. METSI covers a wide range of scientific, technical, social as well as economic questions related to "water in mining"."
