The mining and use of coal creates a significant amount of waste material that needs to be safely disposed of. It is likely that in the medium term, the Environmental Protection Agency (EPA) in the U.S. will categorize all such products as a new category – special waste. This would make the materials subject to many of the requirements for handling toxic waste, which will complicate the disposal of such products and significantly increase the disposal costs. Underground disposal would, therefore, seem to be the obvious solution, especially if the placed material can have low or no permeability, so that water table pollution does not present a serious long-term issue after placement. Significant additional advantages could be derived from this backfilling, including the reduction or elimination of surface subsidence, increased extraction, reduced surface waste disposal footprint and the elimination of explosion-proof seals in worked out areas. The research using a specific coal waste product as a typical example proved that the method of placing the backfill at a high density with low permeability is technically viable, but it must be made more cost effective and the other potential benefits quantified and costed in order to present a true comparison.

"Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them…” (Agricola, 1556). In 2016, it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate.“Most commonly, the social license to operate (SLO) is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat, 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders (Bice, 2014).”A generation ago we learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three-legged stool is a very stable structure (Fig. 1).In 2016, it seems that we have added some other legs to the stool (Fig 2). The Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC Code) addresses “social, and governmental factors…” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves.”The Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Guidelines refer to “environmental, legal and social data…(CIM 2003).”Compared to these, the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the competent person.When there are more than three legs on the stool, it is imperative that all legs be constructed exactly to the design. Any one or more legs that are out of alignment will cause the stool to wobble.Engineers are trained to create designs to meet specifications. Loads can be estimated, forces calculated and cost studies completed that will lead to, not only a stable design, but the most efficient design that meets the specifications."

At the Kakogawa works of Kobe Steel. Ltd., the agglomeration facilities are composed of a pelletizing plant and sintering plant. This aim is to utilize raw materials efficiently and stabilize the raw material resources. Therefore at Kakogawa works, the blast furnaces (BF) have been operated with high pellet ratio and various developments for pellet properties have been achieved to improve the blast furnace performance. These developments include dolomite-fluxed pellets, new-porous pellets and crushed pellets. As a results of these improvements, pellets have achieved almost the same performance as sinter at high temperature regarding properties such as the softening, melting and reduction behaviour. However, some problems on shape have remained to be solved. Spherical pellets flow easily into the center of the furnace and form mixed layers of pellets and cokes. Therefore, in BF operations with these pellets it becomes more difficult to keep proper and stable gas distribution.

Allis Mineral Systems' GRATE-CAR agglomeration/induration/reduction process is currently being operated to process ilmenite at Tinfos Titan & Iron KS in Tyssedal, Norway. In this process, balled ilmenite concentrate is fed to a traveling grate where pellets are dried and preheated, using fully oxidized kiln exhaust gas. Hot preheated, semi-indurated pellets are fed directly to a ported kiln where reduction of the ilmenite's iron oxide fraction occurs in the presence of lump coal. The reduced pellet sand coal char are discharged from the kiln to an indirect rotary drum cooler. Cooled pellets and char are screened and magnetically separated prior to their further processing in a downstream smelting operation. The pellets are melted and the titanium dioxide and iron are separated. Operation commenced in late 1986.

A cooperative study was undertaken by representatives of the environmental community, the mining industry, and state government to identify and resolve environmental issues associated with base and precious metal mining in a neutral atmosphere before a commercial mining development is announced. The study included testing Minnesota's as-yet-untried non-ferrous mining regulatory program using three hypothetical mining developments sited in environ-mentally sensitive areas where future mining could occur. Results include identification of critical paths for regulatory decision making, identification of particularly sensitive environ-mental issues that will need continued deliberation before resolution, and characterization of data necessary for environmental review and permitting decisions.

The Yanacocha Project is the first foreign investment in Peruvian mining since Cuajone (1976). Three years after the project began, it has become the largest producer of gold from heap leach operations in the world and the top producer in Latin America. The success of Minera Yanacocha (MYSA) opens a new chapter in Peruvian mining with the exploitation of its widely spread gold deposits and has attracted the interest of foreign investors in Peru's ample mineral resources. Construction began on August 1, 1992 and after twelve months of arduous work, the first gold bar was poured on August 7, 1993 from ore from the Carachugo mine. In 1993, Minera Yanacocha produced 81,000 ounces of gold and 304,000 ounces in 1994 (40% above budget). Production is expected to exceed 500,000 ounces in 1995 with the start-up of operations in the Maqui Maqui mine. This paper presents a summary of MYSA's experiences during its first two years of operations in the areas of mining, ore processing, environmental protection, loss control and community assistance. The paper also shows that MYSA's successes are not only due to the richness of the deposit, but also to the combination of a number of factors basic to the project's success, such as: an economic policy favoring investment in Peru, the availability of highly qualified local personnel to facilitate the transfer of technology from the United States and the desire and determination of the partners to carry the project forward in an initial atmosphere of uncertainty and terrorism.

The results of this comprehensive program have been impressive. The remaining life of components can be accurately forcast, and replacement can be programmed around operations, resulting in a significant improvement in system availability and reduced costs for the dock operator and its customers.

I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. Traditionally the mineral and mining engineers have characterized particles by sieving and-settling. Within the last decade, with the advent of the scanning microscope, entirely new experimental and theoretical approachesl-10/have been taken to minutely define the particle surface. This approach depends upon a hypothesis which takes advantage of the recent developments in automatic micro-scopes which can acquire large amounts of information in a short time and the new computational techniques which rapidly reduce the information to meaningful, practical data. Historically sieving and settling are the oldest sizing techniques known. Sieving by square screens, shown on Figure l-A is a common, current practice for sizing particles both in the laboratory and in production. A woven cloth is used which usually has square openings. The size particle that will pass through the opening dependent on a complex relationship of its morphology. As can be seen in Figure l-A, neither the width nor the height of the particle is determined by sieving. From square screens one and only one parameter characterizing the particle size is obtained, that parameter is the radius of the sphere that will just pass through the given sieve opening. A variation of square mesh screen is the slot screens, shown in Figure 1-B. Here another measure more closely associated with the height of the particle is obtained. Once again, one and only one parameter is associated with the particles' shape.

The past year has been difficult for Canada's primary industries. The mining, oil and forestry industries have been hit by low prices and a reduced demand for natural resources. Foreign competition, militant environmentalists, the breakdown of the Asian and European economies and Canada's shrinking dollar have all put additional pressures on the commodity purchaser to buy smarter. It is easy to appreciate why operations and maintenance supervisors want the best performing product. It makes good sense. The challenge is to source that quality product while staying within the budget. The bottom line (price), however, often becomes the control- ling factor, usually at the expense of quality and performance. This is short-term thinking, often with expensive consequences.

In 2018, the German Federal government decided to phase-out the energy production using coal-fired power plants and to terminate lignite mining completely by 2038 at the latest. This decision will impact approximately 60,000 jobs. It will have an enormous impact on the socioeconomic development especially in all German lignite mining regions. To avoid economic and political friction, it is of utmost importance to achieve a sustainable transition towards a post-mining era and to offer residents in the mining districts perspectives for a good future that include adequate job opportunities. In this context, the German government is providing massive structural aids early on. As previous closure experiences from the German hard coal mining industry have shown, it takes at least a generation to overcome the effects of a strategic closing decision of this magnitude. Therefore, the planned closure process appears to be a long time at first glance. In fact, however, it is not.

The availability, cost and use of fuel and electricity for the cement industry is difficult to predict with a great degree of accuracy because the historical pattern of factors affecting energy was disrupted during the years 1972, 1973 and 1974. Forecasting is both an art and science and is based on .the premise that the best indicator of the future is the past. Statistical data is used to guide economists and businessmen in their predictions of the future. Even though the energy picture is changing, it is believed that electricity and fuel will be available for the cement industry in the foreseeable future, and this energy will be more costly in relation to the other items that are part of the manufacturing costs for portland cement.

Historical production data and reserve decline rates can be used both to predict future coal production rates and to estimate when the reserve will be depleted. Reserve estimates inferred herein from historical production data and decline rates are commonly lower than estimates made from geologic data. The latter include significant amounts of lower quality (deeper, thinner, higher sulfur) coal which may be mined when the better deposits are depleted.

This investigation addressed the possibility of producing pellet feed at a silica content of = 1.0% using a representative sample of Samarco´s mechanical flotation tailings. This sample contained 11.0% Fe and presented an F80 = 116 µm and a d50 = 63 µm. The higher silica content was verified in the coarser fractions and the higher iron content in the fraction -37 µm. Specular hematite is the most abundant mineralogical phase in the fraction -37 µm. The technological tests used one of four methods: magnetic concentration using a wet high-intensity magnetic separator, magnetic concentration using a SLon high-gradient magnetic separator, reverse flotation or direct flotation. The methods using the magnetic concentrator SLon, reverse flotation and direct flotation did not present results meeting the target of the study: iron content in the concentrate (rougher stage) greater than 34% or iron recovery greater than 80%. Cleaner stages were not achievable with the resulting concentrates. In contrast, the most successful method consisted of using wet high-intensity magnetic separators (WHIMS) as a rougher stage and reverse flotation as a cleaner stage. Using this route, it was possible to produce a pellet feed with a silica grade of 1.0% and high specular hematite content.

Florida's electrical needs are served by 58 utilities of practically every type: six investor-owned, 34 municipal, 17 cooperative, and one federally-owned. They range in size from a small municipal system with a, 2 MW annual peak demand CD a large investor-owned utility serving about one-half of the state with an annual peak demand of 8,600 MW. (1),(2) These utilities are interconnected at several voltage levels with 230kV serving as the pre-dominant voltage for the bulk power transmission system. About 275 miles of 500kV circuits are found within two systems, but no tie-lines yet exist at this voltage. Due to Peninsular Florida's (that portion of the state east of the Apalachacola River) geographic location and shape, it cannot, at present, depend upon its interties with the remainder of the nation to completely support the sudden loss of the state's largest generator. Therefore, the utilities maintain a total amount of spinning reserve to cover for this single contingency outage at all times. Most of the state's electric utilities belong to the Florida Electric Power Coordinating Group (FCG) which, through its standing committees, coordinates the planning and operation of the member systems. Though a formal, centrally dispatched pool does not exist in the state, generating utilities which belong to the FCG's Operating Committee subscribe to an energy broker operation to maximize the savings that can accrue from economy interchange. Studies are underway, with participation from the staff of the Florida Public Service Commission, that are investigating both central planning and dispatch of the peninsula's electric utilities. Florida's electric load is mainly residential. During: 1976, 48.8% of all electrical energy use was by residential customers; 31.8%, commercial; 16.2%, industrial; and 3.2% for all other. By comparison, 32.7% of the United States' load was residential, followed by 40.5% industrial, 23.0% commercial, and 3.8% other.

"The mission of the U.S. Geological Survey (USGS) National Minerals Information Center (NMIC) is to collect, analyze and disseminate information on the domestic and international supply of and demand for minerals and mineral materials essential to the U.S. economy and national security. Understanding mineral exploration activities and trends assists government policy makers, minerals industry decision makers and research entities in identifying where future sources of mineral supply are likely to be discovered, the amount and type of these resources and factors that may affect exploration and development.This review summarizes significant exploration trends related to active sites and budgets, mineral commodities and regional factors for the years 2001-2015. Data were compiled by specialists in the USGS-NMIC, and reported annually in the USGS-NMIC Minerals Yearbook series and in the May issue of Mining Engineering magazine. External data for these analyses were derived from industry sources, published literature, and SNL Metals & Mining, an offering of S&P Global Market Intelligence (New York, NY).The USGS-NMIC compiled exploration site data for more than 80 mineral commodities, focusing on base metals, diamond and precious metals. More than $138 billion constant U.S. dollars were budgeted by the minerals industry from 2001 through 2015 to explore more than 16,000 mineral deposits globally (SNL Metals & Mining, 2016a). Annual analyses identified where mineral exploration took place by principal commodity target, ranked the magnitude of activity in each region, identified the factors that most affected changes in exploration activity and highlighted developments that led to changes in global supply or increased diversity of supply to the United States. Geographic classifications noted in this report were Africa, Australia, Canada, China, Latin America, Pacific, Russia, United States and Rest of the World."

"1. INTRODUCTION Grade separation of roads and railway tracks is an effective method for solving traffic-related issues in cities. However, in urban areas where the existing traffic infrastructure is already overcrowded, construction of new roads often faces problems especially in the proximity of existing structures. This paper summarizes the construction plan and results of new road tunnel construction in the proximity of the piers of elevated tracks on the Tokaido Shinkansen railway.2. SUMMARY OF CONSTRUCTION AND ISSUES Auxiliary Route No. 26 as specified in the Tokyo urban plan is a project by the Tokyo Metropolitan Government, covering the construction of a new road with a total length of 22.3 km currently on the way to completion. In Shinagawa Ward, Tokyo, Auxiliary Route No. 26 is designed to cross the railway tracks of the Yokosuka Line and the Tokaido Shinkansen Line, so for this project, the East Japan Railway Company (JR East) was commissioned to design and build a road crossing under the railway tracks (Sumiyoshi Underpass). Figures 1 through 3 show a sketch of the Sumiyoshi Underpass. The Sumiyoshi Underpass was planned as a two-lane tunnel for vehicles, which was to cross under the railway tracks of the Yokosuka Line and the Tokaido Shinkansen Line at an angle of 70 degrees. The structure concerned is a single-story single-span box culvert structure with the following dimensions: 11.5 m wide, 7.7 m high and 31.6 m long. The Tokaido Shinkansen Line tracks were constructed on a girder-type elevated bridge built in the 1960s, and the foundation piles of the piers (P7 and P8) in the proximity of this crossing box culvert of RC structure were constructed using an earth drill method. The crossing structure for this project is located extremely close to the piers of the Tokaido Shinkansen railway tracks, with a minimal separation of 0.4 m, and the most significant issue of this project was construction in a manner that would not obstruct the normal operations of the Tokaido Shinkansen (Figure 4). Initially, we considered installing a temporary earth retaining structure in the proximity of the piers, cutting the ground and building an RC box, but concluded that it would be very difficult to apply this method because of probable excessive displacements in the Shinkansen railway piers. That is why we decided on the use of a non-open cut method in order to minimize the impact on the piers."

The Saskatchewan ore zone strikes slightly south of East, from the Alberta border to Manitoba; and dips to the South. The conventional mines are located along a broad strike line from Saskatoon to Esterhazy-Rocanville. Nine conventional mines have developed ore bodies at a nominal depth of 915 metres (3000 ft.). One mine had developed an ore body at 1525 metres (5000 ft.) by solution mining. Mining reserves of 100 years are not unusual in this vast ore body. Most of the mines were brought on stream during the 1960s. All the conventional mines were influenced by practices developed at Carlsbad, N.M. By 1970, the industry was faced with serious over-capacity resulting in the cancellation of some projects and the introduction, by the provincial government, of the Potash Pro-rationing Regulations designed to share the available market amongst all the producers. This resulted in production rates as low as 40% of capacity. As a result, the 1970s were characterized by attempts to reduce cost, rather than improve production or processing techniques. In recent years, the plants have all been brought to full capacity, and are currently involved in a massive program of expansion, which promises a period of advancing technology.

Traditionally Australia has been a leader in underground mining methods with world standards being established at Mount Isa, Broken Hill, Kalgoorlie, and Mount Lyell. With decline in higher-grade reserves and discovery of a multitude of near-surface oxide gold de-posits attention has shifted to bulk mining of low-grade gold ores by open pit methods, heap leaching and activated carbon recovery of gold values. The paper examines historical change in mining philosophy and the economic effects of isolation.
