Management of mine and tailings reclamation activities by surface mining oil sands operations in Alberta, Canada is experiencing increased national and international attention. Of particular concern is the ability of existing mines to execute and fund reclamation activities. Concern stems from a lack of demonstrated tailings reclamation technologies, perceptions of a poor track-record of reclamation activity by industry, and a lack of transparency with respect to the potential cost of reclamation activities relative to the monies secured in Alberta?s Environmental Protection Security Fund (EPSF). Limited information is publicly available regarding reclamation costs and technologies. Available data typically comes from disparate sources. This paper examines the expected costs of oil sands reclamation activities through a study of corporate Asset Retirement Obligation (ARO) liabilities, the Province of Alberta?sEPSF, and published data relating to reclamation costs.Issues relating to current liability funding are introduced.

Geotechnical design plays a key role in mine design. I A proper geotechnical design provides a safe working environment and facilitates efficient mining operation. There are mainly three design approaches I) judgmental, based on observational and experiential facts, 2) empirical, based on empirical design formulae, and 3) analytical, incorporating numerical analysis. Most design applications are based on the design methods one and two as mentioned earlier. However, complexities arise in deep underground mining operations and deep open pit mines. These complexities and difficult geological environment introduce more uncertainties and simple empirical formulae would not be adequate as a design tool. These situations require numerical modelling and analysis of the design problems including interpretation of the results obtained from the analysis. There are several tools available for performing the numerical modelling and analysis. A brief review of the available tools was addressed earlier (Basu and Kuruppu, 1995). The authors selected ANSYS (a general purpose finite element analysis tool) for use in mining geomechanics and geotechnical design. This paper includes several examples demonstrating the applicability of this software in designing structures applicable to mining geomechnics. The authors hope that the design examples will demonstrate the use of the numerical modelling and analysis application in excavation design.

In this work, the crystallization of Carnallite from waste brine of Qaidam Basin in Qinghai province was studied based on NaCl-KCl-MgCl2-H2O phase diagram. According to this study, a new crystallization pathway to recycling waste brine was developed. The carnallite salt was formed by using this technology during the waste brine evaporation. The experiment data shows that 5 tons of waste brine was required to form one ton of the carnallite. The average grade of carnallite prepared by using this procedure was about 19.40% of KCl, 16.92% of NaCl, 28.80% of MgCl2, and 0.82% of CaSO4. This study provides an opportunity to utilization of the waste brine.

The National Mining Hall of Fame and Museum (NMHF&M) will induct the 2013 National Mining Hall of Fame class on Sept. 14, 2013. The ceremony will take place at the Brown Palace Hotel in Denver, CO. Representing the domestic and worldwide metal production, education, and health and safety sectors of the industry, this year?s five inductees cover a diverse cross-section of the mining industry. The inductees are: Charles F. Barber, Donald W. Gentry, Patrick H. O?Neill, Milton H. Ward and David A. Zegeer. They will join 218 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 26th Annual Induction Banquet and Ceremony. They were selected for being visionaries, leaders and ambassadors, both within their own sectors and across the industry at large. Barber was a top executive at leading U.S. metals producer Asarco from 1956 to 1982. During his tenure, Asarco responded successfully to the demanding requirements of new environmental legislation in the United States and to changing concepts of foreign investment in mining, especially in Latin America. Gentry?s career took him from being a working mining engineer, to renowned mining educator, to president and chief executive officer of a mining company. As an educator, he had a positive impact upon hundreds, if not thousands, of new mining engineers and many others who took his short courses in mine economics. During his years in South America, O?Neill did everything from supervising operations of 15-bucket ladder gold dredges to becoming president of International Mining Corp. As an executive, he emphasized provision of education and training to local people working at mine sites for which he had responsibility. Ward?s experience covered the world and spectrum of metals, minerals and ores, ranging from A to Z (antimony to zinc and Australia to Zambia). He was president, chairman and chief executive officer of Cyprus Amax Minerals from 1992 to 1999, and he was president and chief operating officer of Freeport-McMoRan from 1983 to 1992, during which time he was instrumental in developing Freeport?s world-class Indonesian operations. Zegeer dedicated his mining career to protecting the health and safety of miners as a corporate executive, head of the U.S. Mine Safety and Health Administration (MSHA) and community leader. His tenure at MSHA coincided with a period of remarkable progress in U.S. mining safety .NMHF&M Board of Directors Chairman Paul C. Jones said: ?The five outstanding gentlemen being honored this year as inductees into the National Mining Hall of Fame are classic examples of the leadership and work ethic that has made America?s mining industry the world leader in technically sound, environmentally and socially correct, and economical mineral production that sets the standards for mining worldwide. We are very proud to add these five legendary gentlemen, who have demonstrated their sound technical and management skills to advance society on a worldwide basis, to our current list of 218 inductees being honored by the National Mining Hall of Fame.? 2013 Prazen Award winner ? The mining industry is currently looking to better understand, anticipate, and be able to mitigate business and operational risks in order to deliver the rewards of risk taking, and to minimize the frequency and impact of risk on the downside. Assessing risk works from the premise that the identification and management of existing risks can be very challenging, especially when threats are not easy to detect, the likelihood of occurrence is difficult to gauge, and/or the consequences are uncertain. Some approach this as a ?check the box? task, even though fire and safety incidents continue to occur and investigations often find the hazard analyses did not properly identify the cause or consequence. You cannot engineer protective designs and safeguards for causes and consequences that have not been identified appropriately. For the mining industry, risk management is an important tool for making critical decisions and, in some cases, meeting regulatory requirements. Providing high-quality documentation that meets both regulatory and corporate requirements is critical for maintaining safe, uninterrupted mining operations. Risk management is a five-part process: 1. Identify the hazards and their causes, 2. Determine the hazard consequences, 3. Calculate the frequency of occurrence, 4. Quantify the risk associated with the system, process, or procedure, and 5. Provide feasible solutions for the risks

GENERAL Tunneling by hand digging is as old as the history of humans. Mechanized tunneling did not begin to replace manual methods until around the beginning of the 19th century(Brunel patent, 1818). It brought with it a higher degree of safety for the workers and a much higher rate of boring. But for any kind of tunneling, an accurate and feasible method of survey must be accomplished during mining. That means, that for each tunnel project the most efficient survey method must be devised. The method to be defined depends on the spatial curve, diameter, speed of tunneling method, purpose of tunnel and contractual accuracy. The final accuracy of a finished tunnel is heavily dependent upon three critical elements: 1. Quality of the above ground survey 2. Tunnel traverse and directional transfer from above ground 3. Guidance for the mining job. Combining The Survey And The Guidance System Since the guidance system (GS) is one of the critical factors in the determination of the tunnel final accuracy, it is necessary to analyze how the directional control and tunnel traverse measurements can be effectively integrated into a GS. Any guidance system, whether manual or high technology, must continually detect and compensate for movement of its theodoliteor laser station standpoint. Movement beyond a preset allowable amount must generate a warning or error message to the user. Additionally, optical refraction can interfere with the results. Refraction will have an effect on any kind of optical GS. Therefore, careful selection of target and standpoint locations can minimize, but not completely eliminate, the influence of refraction. Some GS technologies, such as Gyro-based systems, are immune to the effects of refraction, but have other, methodical errors which will be described later in this paper. This is the story of the Carlton Mill. But first-a little geography. For those who do not know where the Carlton Mill is, or, perhaps, have only a vague idea, its location is indicated in Figure 1. The plant is situated on the road between the two old mining towns of Cripple Creek and Victor, 10 the west of Colorado Springs. From Denver, it's about 110 miles by road. The story of the Carlton Mill began with the discovery of gold at Cripple Creek in 1890. This discovery set off a major boom such that, by the turn of the century, there were 450 separate operating mines in the district. Gold production boomed early and declined rather rapidly as indicated by the graph in Figure 2. Significant factors affecting production are shown on the graph-the raising of the gold price in 1934 from $20.67 to $35.00 per ounce and the government executive order L-208 in 1942 requiring the closure of all gold mines.

The Multilateral Investment Guarantee Agency(MIGA) is part of the World Bank Group, and has as its mission the facilitation of foreign direct investment by providing political risk insurance (guarantees) to foreign investors and lenders. As a development institution, MIGA is required to ensure that the projects that it insures will bring development benefits to the host country. Demonstration of this includes review and analysis of the environmental and social soundness of a prospective investment. Environmental guidelines and policies developed by the World Bank Group are important components both in analyzing the environmental and social soundness of a prospective investment and in risk management. MIGA has recently formalized and adopted environmental assessment and disclosure policies. The approach taken by MIGA to environmental review of investments and implementation of these policies is described in this paper.

Recent research has shown that traditional sensitivity, what if and best case/worst case analysis of metallurgical data has the potential to over estimate the value of mining projects. Use of simulations, which rely on the input of statistical information, may provide more realistic predictions of the value of future projects. Actual metallurgical data is used to demonstrate that analyzing the data from a statistical perspective can give insight into completing an optimum amount of metallurgical testing and a mechanism to determine that samples used for the testing are truly representative of the ore that will be processed.

Industries are challenged to meet increasingly stringent regulations for selenium and metals. Cost-effective treatment is required to minimize the economic impact of environmental compliance. Low-cost biological treatment of selenium can be achieved passively using biochemical reactor cells composed of natural organic media components such as wood chips, sawdust, hay, composted manure, and peat. The reactor cells create an anaerobic microenvironment for biological reduction and sequestration of selenium and other metals. Biochemical reactors can be combined with constructed wetlands for flow equalization and to remove the organic byproducts in reactor cell outflow. Passive treatment reduces capital cost and operational effort compared to more expensive and complex physical and chemical treatment. Recent pilot and full-scale projects by mining companies and by the US Bureau of Reclamation demonstrate that passive treatment can achieve compliance with selenium concentrations over a range of flows and environmental conditions. Case histories of passive selenium treatment systems and their key findings are provided, and prospects for future applications are summarized.

We performed numerical modeling studies to investigate water seepage into underground openings excavated in unsaturated fractured rock. Water seepage is a key factor affecting the performance of a nuclear waste repository such as the one proposed at Yucca Mountain, Nevada. The amount of water dripping into an underground opening depends on the connectivity and permeability of the fracture network as well as on the capillarity of individual fractures intersecting the opening. We developed a high-resolution numerical model of an unsaturated fracture network and examined the appropriateness of seepage predictions using a fracture-continuum model. Model calibrations to liquid-release tests performed at Yucca Mountain are also discussed.

More than 95 percent of all the barite mined and produced is used in the petroleum industry as “drillers mud.” The remaining barite is used in the industrial and medical markets. Therefore, the amount of drilling activity is a good indicator of the health and growth of the barite industry. The four major barite-producing countries in the world are China, the United States, India and Morocco. In 2005, the average number of drilling rigs exploring for oil and gas increased by about 15 percent over the average number in 2004. This increase in oil and gas exploration has resulted in a higher demand for barite and an increase in barite production.

"High-pressure grinding roll (HPGR) technology was evaluated to replace tertiary cone crushing at Coeur Rochester operations (Coeur Rochester Inc.) as an opportunity to improve silver recovery. In 2016 and 2017, onsite and third-party pilot programs were initiated to evaluate the impact on metallurgical recovery and heap leach performance of crushed product generated by an HPGR. In 2018, Forte Dynamics evaluated the HPGR laboratory metallurgical data from Coeur Rochester and all third parties to develop field-scale leach curves based on new crushing scenarios. The laboratory recovery test work data were consolidated and scaled to field conditions to determine projected heap leach performance. Based on the metallurgical testing conducted, the replacement of current tertiary cone crushers with HPGR technology has the potential to increase Coeur Rochester’s silver recovery rate by 8 percentage points, from 61 percent to 69 percent, and shorten the overall timing of silver recoveries from 20 years to just more than two years.The Rochester Mine, and associated valley fill heap leach facilities is an openpit silver and gold mine located in Pershing County, NV, approximately 42 km (26 miles) northeast of the city of Lovelock. In 2017, Rochester produced approximately 4.7 million oz silver (Ag) and 51,000 troy oz gold (Au). Ore mined at Rochester is either fed directly to the primary X-Pit crusher, crushed at an in-pit crusher system, or placed directly onto a heap leach pad as run-of-mine (ROM). Both crushing circuits are comprised of three stages of crushing to produce a nominal 3/8 in. ore. Primary crushing consists of jaw crushing while secondary and tertiary crushing are composed of varying cone crushers.Historical recovery rates of crushed Rochester ore averaged 61.4 percent Ag and 95.9 percent Au over a period of 20 years (Robinson et al., 2018). These rates were derived from third-party verification of in-house metallurgical test results, crusher production and heap leach production results from 1986 through 2004 in a private report for Rochester produced by KD Engineering Co., Inc. Recovery rates are regularly verified by compositing daily samples of ore delivered to each leach pad from the X-pit crusher, in-pit crusher and/ or ROM. A proportionate split of each sample is used to generate monthly composites for metallurgical analysis utilizing column leaching and bottle roll leaching. These tests are run in a manner analogous with production conditions and deliver test results that provide expected heap leach performance. As the Rochester oxide deposit has been mineralogically and metallurgically consistent, the gold and silver recovery trends have also been consistent over the life of the project."

Low-grade manganese ores with low Mn/Fe ratios can he enriched through selective carbon reduction of iron oxide to magnetite followed by magnetic separation o f the magnetite. Thermogravimetric analysis (TGA) was used to assess the preferential isothermal reduction of pure M1702 and Fe2O3 using solid carbon. This was followed by reduction of a synthetic analogue of composition comparable to an actual low-grade ore (i.e., Sandur manganese ore, Sandur, India). The carbothermic reduction of the manganese ore converts the hematite and goethite minerals to magnetite (Fe3O4), with the magnetite then going into the magnetic, fraction. The resultant nonmagnetic ,fraction becomes depleted of iron with an enhanced manganese content. These results show that it is possible to reduce the iron from 22% to 5.85%, thus increasing the Mn/Fe ratio from 1.52 to 6.2 with a manganese recovery of about 50%. The recovery was, further improved by grinding the magnetic fraction to -75 µm.

Powered haulage continues to be a large safety concern for the mining industry, accounting for approximately 50%of the mining fatal accidents every year. Among these fatal accidents, haul-truck-related accidents are the most common, with 6 of 28 and 6 of 27 fatal accidents occurring in 2017 and 2018, respectively. To better understand why these accidents continue to occur and what can be done to prevent them, researchers reviewed the 91 haul-truck-related fatal accidents that occurred in the USA from 2005 to 2018 and performed bow-tie analyses using the final reports published by the Mine Safety and Health Administration. The analyses explore the context of the accidents with a focus on the initiating event, event outcome, hazards present, and possible preventative and mitigative controls. Overall, the vast majority of the accidents resulted in a haul truck colliding with the environment, and the majority of these events were initiated by loss of situational awareness or loss of control. The majority of the hazards were related to design and organizational controls. The results of this study suggest a need to investigate operator decision-making and organizational controls and to focus on improving design and operation controls such as mine design and operational procedures.

Elevated total dissolved solids (TDS) content in waters downstream from surface coal mines in Central Appalachia is an increasing concern, as unnaturally high TDS and/or associated specific conductivity (SC) may contribute to deteriorated stream ecosystem health. The aim of this preliminary study was to explore the efficacy of accelerated leaching as a means of minimizing long-term TDS/SC generation by problematic overburden materials. Five spoil samples were collected and leached using simulated rainwater solutions under ambient and acidified pH conditions. SC and pH were monitored during each leach cycle, and ICP-MS was used to determine how leaching conditions affected release of specific ions. This paper highlights the results of both jar and column leaching tests. Among the most significant findings was that, for certain spoil materials, SC in leach column effluent was effectively reduced when spoil was leached first with acidic rainwater followed by ambient rainwater (vs. ambient rainwater leaching alone). This suggests that accelerated leaching might aid in long-term stabilization of some materials.

Health and safety issues are a very important aspect of mining activities. Although the application of scientific research and current technology shields workers from many dangerous aspects of mining, accidents do happen. Many companies and institutions worldwide have committed to a continuous effort to minimize such occurrences. In this study, the health and safety data pertaining to the Greek mining and quarrying industry for the last 3 decades are presented and critically evaluated with respect to number of workers, annual production, etc. Appropriate indices are also calculated regarding the incidence and frequency of accidents. Health and safety issues specific to mining in Greek are also discussed.

The residues produced during the incineration of leather scraps contain significant amount of chromium which can be recovered and reused in the tanning industry. The objective of this study is to develop a cost effective method for chromium recovery from leather ashes produced during the incineration of leather scraps using a fluidized bed incinerator. The entire process investigated involves fusion of leather ash with sodium carbonate in air to oxidise chromium to sodium chromate, leaching with distilled water to dissolve chromates, and chromium reduction from the hexavalent to trivalent state by sodium thiosulphate solution. The main factors affecting chromium extraction, such as temperature, reaction time, and sodium carbonate to leather ash ratio, were investigated. Based on the results obtained, almost 100% Cr extraction can be obtained at 700°C fusion temperature, sodium carbonate to ash weight ratio equal to 3 and retention time longer than 50 min.

G.A. Carmody and L.B. Anderson We wish to comment on the paper by G.W. Heunisch (MINING ENGINEERING, January 1987), which raised several important points regarding treatment of acidic waste waters. This paper confirms, in part, tests carried out by Allyn Corp. Allyn is the manufacturer of the proprietary product Alka-Ment, one of the materials that Heunisch tested. The first point is the extreme sensitivity of the sedimentation rate on the nature of the treatment material used. This apparently results from differences in nucleation of the metal hydroxides, and is consistently higher for Alka-Ment. This decreased sludge volume is also observed when Alka-Ment is combined with flocculants, such as organic polymers (see Table 1). Our second point is to emphasize that Heunisch's work shows how dependent the sludge volume is on pH. It is common practice to overtreat AMD by raising pH to 9 or 10. This practice, in addition to being wasteful of material, actually decreases the density of the resulting sludge, probably by creating charged particles that do not readily coalesce. When treating with Alka-Ment, we recommend that the treatment be monitored by testing both pH and dissolved iron. For both tests, it is important to allow adequate time to elapse between treatment and measurement, so that dissolution of alkali, aerobic oxidation of iron, and precipitation of the metal hydroxides are nearly complete. Our tests have indicated that from 30 minutes to one hour is commonly required. Only in this way can a minimum pH be attained, with adequate treatment, denser sludge, and lower treatment rates achieved. Thirdly, Heunisch correctly recognizes that ASTM titration of Alka-Ment does not reflect the true treatment value available in a unit of Alka-Ment. Our work at Allyn indicates this is a most important consideration when evaluating various materials for the treatment of acidic waste waters. While we were unaware of Mr. Heunisch's work, we welcome comparisons between Alka-Ment and any competitive products readily available for field use. Allyn has hundreds of hours of laboratory and field data we are ready to share with interested parties treating acidic waste water.

This review work reports the recovery of potassiumfromdifferent rocks and mineral sources. The global demand for potassiumis rising consistently due to the growth of agricultural production. A major portion of the world potassium production is consumed in making of fertiliser; however, other uses include those in pharmaceutical, glass, ceramic, food and detergent industries. The availability of soluble potash minerals (sylvite, kainite and carnallite) in different countries like Canada, USA, Israel and Russia makes them as major potash producers, whereas agricultural-based countries like Liberia, Somalia, Central African Republic, Thailand, Indonesia and Malaysia including India meet their potassium requirement through import only. On the contrary, the availability of huge potassium-bearing rocks/minerals (like nepheline syenite, feldspar, mica, glauconitic sandstone) in these countries containing around 4–17% K2O would be a prospective for commercial production of potassium. The potassium recovery from minerals/rocks is very complicated due to the uniform distribution of potassium throughout the crystal structure. Different physico-chemical separation methods like bioleaching, chemical leaching, flotation and roast leaching have been discussed for the successful recovery of potash values from these rocks/minerals. However, the recovery of potassium from hugely available seawater using the chemical precipitation, solvent extraction,membrane separation and ionic exchangemethods is not cost-effective due to the low concentration of potassium.
