This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

The mining industry has much potential for automation. A great deal of work has been done on this subject and is still ongoing. With automation comes the possibility for optimization, because more information is available and actions can be repeated with more accuracy. This paper looks at possible solutions to the problem of optimizing the autonomous vehicle dispatch system in an underground mine. Possible optimization strategies are evaluated using a simulated environment. The majority of the results indicate that improvements on current methods are possible. "The size distribution of the muckpile formed as a result of open pit blasting operations has a considerable effect on the efficiency of loading, hauling, and crushing. Various researchers have developed specialized computer software that uses image analysis methods for determining the size distribution of the muckpile. However, these methods have some limitations. One of the most important of these limitations is that the very fine fragments in the muckpile cannot be used in the size distribution calculation. In this study, 18 test blasts in total were carried out in two limestone quarries belonging to Batiçim Corp. in Izmir, Turkey. A new model was developed in order to ensure that very fine fragments are used in the size distribution calculation. The size distributions of the test blasts were calculated by both the Wipfrag computer program and the new model. Correlations were established between the muckpile size distributions determined by both methods and the parameters determining the efficiency of the loader. IntroductionThe size distribution of the muckpile formed as a result of open pit blasting operations has a considerable effect on the efficiency of loading, hauling, and crushing. Various researchers have established certain correlations for predicting the efficiency of the operations according to the muckpile size distribution so that production can be carried out economically (Tunstall and Bearman, 1997; Nielsen and Kristiansen, 1996; Workman and Eloranta, 2004; Michaud and Blanchet, 1996; Frimpong, Kabongo, and Davies, 1996; Osanloo and Hekmat, 2005; Molotilov et al., 2010). In these studies, the 50% passing size (X50) is generally used. These methods rely on the correct measurement of the size distribution of the muckpile formed by the blast. The most reliable measurement method would be to subject the entire muckpile to a sieve analysis, but this is obviously impracticable. Therefore, computational method based on image analysis have been developed. These include IPACS (Dahlhielm, 1996), Tucips (Havermann and Vogt, 1996), Fragscan (Schleifer and Tessier, 1996), Cias (Downs and Kettunen, 1996), GoldSize (Kleine annd Cameron, 1996), Wipfrag (Maerz, Palangio, and Franklin, 1996), Split Desktop (Kemeny, 1994), PowerSieve (Chung and Noy, 1996), and Fragalyst (Raina et al., 2002). In these methods, the size limits of the fragments forming the material are determined by image analysis on photographs of the muckpile. However, the computer software has some limitations. It does not take into account the third dimension of the muckpile, nor the size distribution of very fine fragments. In particular, the fragment size ranges below 2.5 to 3 cm cannot be determined, and therefore these cannot be included in the muckpile size distribution. However, the muckpile formed by a bench blast contains a wide range of particle sizes (Tosun et al., 2015)."

"Mineral texture is a critical factor which controls ore variability and is an important attribute in geometallurgy. In relation to downstream processes, it affects the fracture pattern during breakage, where rock strength is inherently a function of mineral texture. Because of the subjective nature of mineral texture, it has not been easy to quantify, especially in the context of a measurement suitable for use in geometallurgical programmes. The aim of this paper is to present the first steps in developing a 3D mineral texture quantification method for drill core and to assess its sensitivity to differences in rock strength using a case study. The methodology includes classifying the textural information using the 3D grey level co-occurrence matrices (GLCM) and X-ray computed tomography (XCT) coupled method. Rock strength tests were performed using the split Hopkinson pressure bar (SHPB). The case study investigates a heterogeneous polymetallic sulphide deposit and a homogeneous shale subdivided into three ’mineral textural types’. The variability is largely captured by the GLCM matrices, and preliminary trends can be observed where the shale is finer grained and has a higher yield strength in comparison with the coarser grained polymetallic sulphide ore. IntroductionModern mining requires the exploitation of lower grade and more complex, heterogeneous orebodies to address the growing industry demands. Historically, processing plants were designed and built based on average ore characteristics and therefore are relatively inflexible when facing the full spectrum of ore variability in heterogeneous orebodies (Lamberg, 2011; Lotter, 2011; Schouwstra et al., 2013). The practice of geometallurgy represents an opportunity to manage ore variability in the mining industry (Powell 2013; Baum, 2014; Yildirim et al., 2014; Nguyen, 2013). It focuses on quantifying the relationships between ore characteristics and their downstream mining and processing responses, often starting with small-scale laboratory testing. The purpose of geometallurgy is linked to maximizing the net present value (NPV) of an orebody by minimizing technical and operational risk – where ‘ore variability’ is considered one of the most significant technical risks."

The Chairman declared the meeting open and extended a welcome to all visitors including Mr R. C. J. Goode, President of the Institute. MINUTES OF PREVIOUS GENERAL MEETING The Minutes of the General Meeting held on the 26th June, 1969, were read and adopted. CHAIRMAN'S REPORT The Chairman presented a report outlining the activities of the Branch during the past year. Membership of the local Branch had increased from 80 to 99 during the year. DECLARATIONOF OFFICEBEARERS The Chairman announced that owing to his transfer out of the Witbank area, he was unable to accept the nomination as Chairman for a further year of office. The outgoing committee had elected Mr J. Meintjes Chairman and Mr A. Bain Vice-Chairman for the ensuing year. Mr J. Meintjes then took the chair. Mr J. Meintjes thanked Mr C. G. Sowry for his successful steering of the Branch during its period of inauguration. ELECTION OF COMMITTEE MEMBERS The Chairman then read the Scrutineers' Report and declared the following eight members elected as Committee Members for the 1969-1970 year: Messrs I. Botha, A. W. The dimension stone industry is not widely known or appreciated within the mainstream mining industry. This is in spite of the fact that the industry has grown at an average of over 7% per annum since 1980, and is estimated to now have a global turnover in excess of US$ 60 Billion per annum. Production technologies, particularly in the developed world where labour costs are high, have developed rapidly over the past two decades. Aligned with this, there has been a significant trend in adoption of a more professional mining approach in the exploration for and operation of dimension stone quarries. In fact, in the experience of the authors, mining a dimension stone deposit successfully if often more challenging from a mining engineering point of view than many conventional surface mines. This paper gives an overview of the industry and then proceeds to discuss best practice in exploration for dimension stone and to outline the latest technologies applied in mining of dimension stone. These technologies are varied and the specific combination of technologies applied in any given quarry is determined by both the physical properties of the material as well as the influence of geology which significantly impacts on the recovery of saleable material and hence the economics of the quarry.

It has generally been accepted that the volatile mater in a coal is the factor that determines whether or not a specific coal dust is an explosion risk. This paper presents the results of an attempt to relate the explosibility index (Kex) of South African coals, as determined in a AD-litre explosion vessel, to the volatile mater content of the coal and the calorific value of the volatiles. A good relationship between the calorific value of the volatiles and the explosibility index was established, which makes it possible to calculate the violence of an explosion, as expressed by Kex, for South African coals. The Kex value is but one of a number of parameters that influence the explosion hazard in a specific colliery and cannot be used as the sole predictor of the propagation of an explosion underground. Other parameters include the ignitability of the coal, temperature, humidity, dispersibility of the dust, methane concentration, amount of incombustibles present, and ventilation.

Although online free cyanide analysers are widely available and used in gold leaching operations worldwide, reliable automated free cyanide concentration control is not consistently achieved in many of these operations. Effective cyanide concentration control is complex owing to amongst others, the long residence times and ore feed variations. Model Predictive Control (MPC) has been proven to provide superior cyanide concentration control over traditional proportional-integral-derivative (PID) control, leading to savings in operational costs and reduced leachable gold losses. In the first example reported in this paper, MPC has improved control of the free cyanide concentration by keeping it within the required range 73% of the time during testing, compared to the previous PID controller that only achieved this target 30% of the time. This represents a 143% improvement. Another example demonstrates a 22% reduction in cyanide usage as a result of using MPC. MPC functionality is rarely available on the programmable logic controllers (PLCs) and control systems installed at gold plants, hence it is implemented on a personal computer (PC) networked to the cyanide analyser and plant infrastructure. Mintek has developed an embedded MPC that installs into the Mintek Cynoprobe analyser, adding MPC functionality without the need for additional PC and network infrastructure, reducing installation costs. This allows plants to minimise their expenditure on additional infrastructure while gaining the benefits of superior MPC technology for multiple cyanide dosage points. This paper will present results showing that the embedded MPC performs as well as Mintek’s existing PC-based StarCS MPC controller, making it a viable alternative for infrastructure-constrained gold plants. The Elizabeth Bay aeolian deposit in Namibia comprises a sedimentary package of diamondiferous grits that have been deposited, reworked and concentrated to various degrees by dominant southerly winds. Diamond concentration in these deposits is highly variable and often unpredictable. The deposit is marginal from an economic perspective and therefore requires selective mining which in turn requires correct sampling and accurate estimation. Three methods of sampling have been used at Elizabeth Bay for mineral resource estimation: (i) pit samples utilizing an excavator to produce a sample 1 to 3 metres deep with a 10 to 20 m2 footprint, (ii)GB50 grab sampling with a 3.34 m2 footprint and (iii) a BG36 bucket auger drill with a 5 m2 footprint. Pit sampling, being easy to execute, has been the most widely used despite a limited penetration ability and, at times, questionable integrity. The GB50 grab sampling tool was tested at Elizabeth Bay and although it had better penetration ability and sample integrity, it struggled with cemented horizons. No sample optimization was conducted prior to the GB50 grab sampling. The latest phase of sampling was conducted using a BG36 bucket auger drill which is capable of penetrating thick overburden, penetrate cemented horizons and provides an acceptable sample support size. Geostatistical simulation methods were applied to establish the optimum sampling parameters required to estimate a mineral resource at an indicated level of confidence. The results show that a 5 m2 sample support size is adequate and that a 50 m 100 m sample configuration is optimal. Sample data obtained from the three methods confirms that the BG36 bucket auger tool combined with the parameters identified in this exercise produce the best results for diamond resource estimation.

A comparison of key technical and economical parameters of SAG and HPGR circuits is made, based on testing of several ore types for greenfield projects. Dry air classification is a well-known technique used for decades in the cement industry to separate material in the size range of 0.01-1.0 mm. Additionally, in corresponding dry grinding circuits with effective machines such as High Pressure Grinding Rolls (HPGR), the energy consumption can be reduced compared to wet applications. These dry systems are not state of the art in minerals processing plants, but first prototypes have been installed and an increasing number of projects are starting to evaluate this option. One challenge in this field is the mineral composition of ores, which have, by far, a higher variety in density and size than those of cement. High density particles such as iron- containing ones have higher settling rates than low density silica particles of the same size. The main question to answer in this paper is how to evaluate this effect, so a quantitative method using Mineral Liberation Analyses was developed to calculate two-dimensional partition curves. Additional statistical analyses allow for isolation and quantifying the interaction of density and size, enabling engineers to consider this effect for the sizing of process plants. "SynopsisCo-pyrolysis of four biomass samples (hardwood chip, softwood chip, pinewood chip, and sugarcane bagasse) with an inertinite-rich medium rank C South African coal was investigated. Proximate and ultimate analyses of the chars prepared using a heating rate of 10°C/min up to 1100°C in a nitrogen atmosphere were used to compare the properties of the biomass and the coal chars. Similar gross calorific values (28.5–29.1 MJ/kg) for the woody biomass-coal blended chars were observed, which were slightly higher than that of the coal char sample (26.5 MJ/kg). CO2 surface areas of the chars of the woody biomass samples (328.1–329.4 m2/g) and of the blends (238.5–271.5 m2/g) were higher than that of the coal char sample (94.2 m2/g). Thermogravimetric (TG), differential thermal analyses (DTG), and calculated weighted averaged TG curves indicated that the influence of the biomass on the pyrolysis rate of the coal is small and vice versa. The CO2-producing reactions of the coal were slightly enhanced during co-pyrolysis.IntroductionCoal utilization has led to rising concerns about adverse impacts on the environment (global warming) caused by toxic gases (H2S, SOx, NOx, and CO2) and remaining waste. Biomass is considered to be CO2-neutral with regard to the greenhouse gas balance, and is regarded as a renewable source that assists in reducing CO2 emissions when compared with coal (McGowan, 1991; McKendry, 2002). Biomass currently makes up approximately 14% of the world’s energy sources (McGowan, 1991; McKendry, 2002). Coal combustion and gasification are prominent processes in South Africa (in producing synthesis gas and energy) due to the abundance of coal in the country. Some of South Africa’s coal resources are, however, high in ash content and also are inertinite-rich, which renders them more difficult to use industrially than vitrinite-rich low-ash coal (Jeffrey, 2005; Strydom et al., 2011). There is a need to investigate the properties and behaviour of the inertinite-rich high-ash South African coals and especially their interaction with local biomass sources. The gasification process occurs through various stages, of which pyrolysis of the char residue forms an integral part (Bunt and Waanders, 2009). Currently, particular interest is shown in the co-utilization of coal and biomass to produce synthesis gas via the gasification process (Usón et al., 2010; McGowan, 1991; McKendry, 2002). Investigating the co-pyrolysis of the South African coal and local biomass material is thus the first step in evaluating the use of local biomass sources for co-gasification purposes."

The susceptibility of a low-alloy steel that has been hardened and tempered-826 M40 (EN26)-to embrittlement by strain aging during service was simulated by artificial aging of specimens at 100°C. It was found that the brittle transition temperature of both monotonic and cyclically strained material was increased by only about 25°C as a result of strain aging. It is concluded that the susceptibility of low-alloy steels in the hardened, tempered condition is less than that of low-carbon steel, and that such steels qualify for exemption of the periodic 'annealing' required by the Mines and Works Act.

The increased adoption of unmanned aerial vehicles (UAVs) may improve the productivity and costeffectiveness of remote sensing in the mining industry. This review’s objective is to enable stakeholders to identify possible application adoption, improvement, and innovation opportunities. The review merges a building block strategy and practical screening criteria to identify possible avenues of research to answer the review questions. After the screening process, 72 documents were included in the review. Papers were classified into four categories: exploration, development, exploitation, and reclamation. Fifteen applications were identified, the majority of which were in the exploration phase. The most often researched applications were topographic surveys, reclamation monitoring, and slope management. From the two UAV types identified, multi-rotor vehicles were the most favoured for all applications. From the eight remote sensing techniques identified, photogrammetry was the one most often used. Other techniques were limited because of complexity, cost, or the incompatibility of sensors and UAVs. The review was limited to published papers in academic journals. Future studies could aim to include empirical data on the latest UAV applications used in the mining industry.

Optimization of current control systems, proper maintenance and efficient training of personnel are recommendations made to control the amount of dust that underground employees are exposed to on a daily basis in the coal mining industry. This dissertation forms as part of Sasol Mining?s commitment to protect the health and safety of their employees by suppressing and controlling dust at their mines. This study aims to understand the relationship among mining processes, exposure to dust and dust suppression control measures. The research phase of the project was done at the Sasol Mining Secunda complex where underground visits were undertaken to investigate current control systems and also new systems that are being implemented by Sasol Mining. This work was important because it helped determine the sources of dust underground and also to identify the shortcomings of current control systems and to test the efficiencies of the new systems implemented at Sasol Mining. The most important result of the research work was the identification of which underground operators were exposed the most to dust as this assisted in designing a dust suppression system for the areas where these operators worked. The main conclusions of this study are that the current control systems are sufficient for controlling dust and ensuring dust compliance if they are used efficiently and maintained properly.

Methods of research and control of the intensity of gas inflow to undersoil layers, after the mines were abandoned are presented in the paper. Gas migration causes them to penetrate to lower storeys of buildings and earthen structures being a menace to people's health and life. The results of measurements of gas concentration in undersoil layers, gas emission to atmosphere and their accumulation in buildings on the territory of closed down mines are presented.

An improved methodology is presented for assessing the economic feasibility and effectiveness of recycling MgO-C and Al2O3-MgO-C refractory bricks, which are widely used in the steelmaking industry. Since approximately 28 Mt of refractory bricks are discarded each year, it is logical to recycle them. When furnaces and ladles are relined, the spent refractory bricks become mixed up, and need to be sorted before recycling. This study examined the use of a hand-held X-ray fluorescence analyser (HH-XRF) to distinguish between spent oxide-based and oxide-carbon-based refractory materials, with special emphasis on spent MgO-C (MC) and Al2O3-MgO-C (AMC) bricks. HH-XRF analysis was conducted on 18 oxide-carbon refractory bricks as well as on MgO-chromite and bauxite-based refractories. X-ray diffraction, reflected light optical microscopy, and scanning electron microscopy with energy dispersive spectroscopy were used to characterize the MgO-C and Al2O3-MgO-C bricks to confirm the accuracy of the HH-XRF analyses. This study also underlined the importance of calibrating the HH-XRF analyser for the refractory bricks to be sorted. The HH-XRF was successful in distinguishing between the different oxide-carbon-based refractory bricks both before and after cleaning. This result is important as it proves that HH-XRF provides a method whereby spent MC and AMC bricks can be sorted quickly and reliably.
