The mining industry of the United States has for many years possessed the dubious aistinction of having the poorest accident rate of all of the major lines of industrial endeavor in this country, and until recently there ras little or nothing to show that any material improvement might be expected. However, there are now numerous trends indicating that the corner has ceen turned at last, and it is strongly hoped that the mining industry is likely to follow the railroads, the cement and other industries in operating with occurrence of only a reasonable amount of loss of life and limb through accidents. The complete accident figures for metal and nonmetallic mineral mining for 1931 are not yet available, but fragmentary data shor that 1831 vill un- questionably have very low accident rates, probably the lowest in the history of our metal mines. One underground metal mine has produced over 14,000,000 tons of copper ore rithout a fatality; another metal mining company with an electric slovel operation has handled upwards of 75,000,000 tons of material, copper ore and waste, without the occurrence of a fatality; an iron-ore compan, which orns six mines (three underground, three open pit), has operated every one for a year or more without a lost-time accident with a con- siderable number of employees and a large production; and alot.er iron-ore producer with 30 mines and about 3,000 employees as an average of nearly 10 months of operation in 1931 without a lost-time accident. umerous other wonderful safety records of metal mines in 1931 indicate unmistaimbly tat the record of the noncoal mining industry of the United States as a role in 1931 will undoubtedly be found to be excellent. According to the latest relatively complete figures (those of 1930) available for the coal industry, fewer than 650,000 persons are employed in and around the coal mines of the United States, the figures indicating at a little over 493,000 people are engaged in bituminous mining and a little under 151,CCO in anthracite mining. Kroemer(1-3) and Kroemer et al.(4) define the isoinertial technique of strength assessment as one in which mass properties of an object are held constant, as in lifting a given weight over a predetermined distance. Several strength assessment procedures possess this characteristic. Most commonly associated with the term is a specific test developed to provide a relatively quick assessment of a subject's maximal lifting capacity using a modified weight-lifting device.(1,5) The classic psychophysical methodology of assessing maximum acceptable weights of lift is also considered an isoinertial technique under this definition.(6) While the definition provided by Kroemer(1) and Kroemer et al.(4) has been most widely accepted in the literature, some have applied the term "isoinertial" to techniques that differ somewhat from the preceding definition, such as in a description of the Isotechnologies B-200 strength testing device.(7) Rather than lifting a constant mass the B-200 applies a constant force against which the subject performs an exertion. The isoinertial tests described here apply to situations in which the mass to be moved by a musculoskeletal effort is set to a constant. Is Isoinertial Testing Psychophysical or Is Psychophysical Testing Isoinertial? As various types of strength tests have evolved over the past few decades, some unfortunate developments in terminology have arisen to describe and classify different strength assessment procedures. This is particularly evident in sorting out various tests that have been labeled "isoinertial." One example was cited earlier. Another problem that has evolved is that the term "isoinertial strength" has two connotations. The first is the conceptual definition: isoinertial strength tests include any strength test in which a constant mass is handled. In practice, however, the term is often used to denote a specific strength test in which subjects' maximal lifting capacity is determined using a machine and a constant mass is lifted.(1,5) Partially as a result of this dual connotation, the literature contains references to both "isoinertial strength test" as a psychophysical variant(8) and the psychophysical method as an "isoinertial strength test" (4,9) To lay the framework for the next two chapters, the authors will briefly discuss some operational definitions of tests of isoinertial and psychophysical strength. In stating that the isoinertial strength test is a variant of the psychophysical method, Ayoub and Mital(8) refer to the specific strength test developed by Kroemer(1) and McDaniel et al.(5) Clearly, this isoinertial protocol has many similarities to the psychophysical method: both are dynamic; weight is adjusted in both; and both measure the load a subject is willing to endure under specified circumstances. However, while both deal with lifting and adjusting loads, there are significant differences between the psychophysical (isoinertial) technique and the Kroemer-McDaniel (isoinertial) protocol in their procedures and the use of the data collected in these tests. White Pine Mine section designated for exhaust emissions studies. The MTU Mine Air Monitoring Laboratory was used to gather temperature and C02 concentration data at 10 locations. The data substantiate the presence of strong buoyant forces of the hot exhaust gases which result in stratification in dead end headings. Diesel mine-vehicle tailpipe emissions were monitored in the laboratory by a portable tailpipe emissions measurement apparatus (EMA) assembled for in-mine use. The results were compared with simultaneous measurements by standard laboratory exhaust monitoring instruments. These results indicate that accurate field source quality control measurements can be obtained for CO2, CO and NO but NO2 results were low for all engine conditions. Diesel pollutant concentration data from the Orchard Valley Mine were analyzed and compared with data collected earlier in the White Pine and Brushy Creek mines. Lognormal frequency distributions and CO2-based concentration ratios and correlations were calculated. In the three mines compared, pollutant concentrations were distributed similarly, and concentrations appear to be controlled to present standards.

A chief mission of the U.S. Department of the Interior Bureau of Mines is to help ensure that the United States meets these needs at acceptable environmental, energy, and economic costs. As it looks toward the 21st century, the Bureau of Mines will focus its attention on the following areas: - upgrading the capabilities of its mineral information and analysis program - expanding mineral land assessment activities - disseminating the practical results of federally funded research activities to the private sector through enhanced technology transfer - addressing the impact of regulations on mineral industries - addressing the needs for mineral-oriented training and research in the Nation's universities - enhancing mine worker health and safety - improving mining and mineral processing productivity through automation, robotics and other innovative technologies - reducing the environmental impact of mining and mineral processing operations - and enhancing the accessibility and conservation of domestic mineral resources.

The Bureau of Mines estimated reclamation costs for 13 surface coal mines in nine States west of the Missisisppi River. With the exception of the Pacific Coast coal province, at least one mine in each of the western coal provinces was studied. Cost estimates were, made using standard estimating procedures from data obtained from company records, interviews with industry personnel, and onsite observations. Estimated costs are presented in four categories which represent the four phases of mined-land reclamation: (1) Design, engineering, and overhead; (2) bond and permit fees; (3) backfilling and grading; and (4) revegetation. Estimated costs as of the first quarter of 1976 are expressed as averages and ranges in terms of per acre, per ton of coal produced, and per million Btu. Total reclamation costs ranged from $860 to $7,200 per acre, from 6 to 84 cents per ton, and from 4 to 35.3 mills per million Btu. A mine in the Northern Great Plains coal province (Region D) showed the highest per acre cost whereas mines in part of the western region of the Interior coal province (Region A) experienced the greatest per ton and per million Btu cost. The high cost of reclamation in the Western United States is reflected in the backfill in and grading category, particularly in the cost of topsoil removal and subsequent replacement as required by individual State reclamation regulations.

"The Johnny Bull and Silver Knight claims were selected for exploratory diamond drilling after having been examined by the Bureau of Mines 3./The property was considered attractive for two reasons: (1) A prominent outcrop, recognized as an extension of the Tennessee vein, persisted over a distance of 2,000 feet across the claims; (2) its proximity to the known ore shoots in the Tennessee-Schuylkill mine, one of the largest zinc-load producers in Arizona.Actual drilling was started September 18 and was terminated December 8, 1943. Eight holes, aggregating 2,979.5 feet, were drilled with two machines. ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resource to the end that they make the greatest possible contribution to national security and economy. This report describes research by the U.S. Bureau of Mines to design and in-mine test a rapid response pneumatic fire detection system for multilevel metal mines. The relative merits of pneumatic detection are discussed in the context of typical multilevel mine layouts and environments. The Bureau's prototype system is described, with emphasis on design features that counter commonly experienced and/or perceived operating problems with pneumatic detection systems. Finally, the results of a 3-year in-mine performance evaluation of the prototype system are discussed.

This paper presents only the highlights of previous research on the paleobotany of coal. The accumulated material has become so vast that a comprehensive review of all findings relating to paleobotany would be far too long. The fact that coal is derived from plants is now so well-known that no further comment is required, but knowledge of the mode of transformation of plant substances into coal is not so general. The plant matter goes first through processes of semirottins-, maceration, and elimination of certain material to form peat, which is then further transformed into coal. The first stage has been termed the "biochemical process," because the more important changes take place under the influence of micro-organisms. Near the end of the biochemical action an unconsolidated peat is formed. The second or "dynamochemical process," caused by the addition of superincumbent rock strata such as sandstones and shales and application of additional pressure and possibly heat through mountain-building forces, results in the formation of higher-rank coals ranging from brown coal to anthracite. These stages in trans-formation of plant material to coal have been described in previous reports.4 The main object of this paper is to bring to the notice of paleobotanists the fact that coal contains an enormous amount of material in a remarkably good state of preservation. Although some of the coal-forming matter has lost its identity, much of the original structure is retained. A large proportion of the coal, therefore, particularly of common bright coals, comprises constituents or components that invariably have retained some of the original plant structure, and many of these structures may be assigned to certain plants. The identity of these plants and of the remains forms the subject of this paper.

Prier to the date of this contract, Ocean Energy had developed and demonstrated a high efficiency fluorescent caplamp which operated from a standard 4 volt miner's caplamp battery. This unit produced about five times the light output of the standard incandescent miner's caplamp. The Company believed that the major market for this unique caplamp was in the industrial and municipal applications. Because of the additional safety requirements for coal mining use, and in conjunction with the much smaller market in the mining industry, the additional expense and difficulty of modifying this caplamp to comply with the Federal and State coal mine regulations were not considered at that time. Recognizing the potential of this lamp for improving illumination conditions for underground coal mining, the US Bureau of Mines contracted with Ocean Energy to make the required modifications to this lamp to bring it into compliance with the Federal and State of Pennsylvania regulations, and thereby, make this lamp available to the anthracite and bituminous coal mining industry. At the outset of the contract, the injection molds for the caplamp housing were being completed, and only prototype, hand fabricated, units were available for tests. The Bureau evaluated these prototype units and formulated a performance specification for the miner's version. Light level and distribution, weight, size, angle of tilt, and operating duration were all specified. In addition, it was required that the caplamp be com¬patible with existin charging equipment at the mines and that the final design be in full compliance with MESA Schedule 6D and he ultimately approved by MESA, Approval and Testing, as well as by the Pennsylvania Bureau of Deep Mine Safety. The scope of this contract covered the modifications required to achieve these objectives. It was agreed by the Bureau that all rights to the lamp, including design, material combinations, circuitry, etc. would remain with Ocean Energy. The charger/adapter system and components, which were developed under contract funds, are disclosed hero and become public knowledge and property. Patent applications have been filed by Ocean Energy to protect the mechanical and electrical design aspects of the lamp. It should be noted that this report contains details, designs and data which may be covered by one or more Ocean Energy patent applications, and disclosure herein is made only to provide better understanding of the contract results.

THE ENORMOUS contrast between the mineral economy of Cuba in 1963 and in 1958 was the result of the overall Political changed to which the total economy of the country was intimately lined. Creation of the Cuban Mining Institute (Instituto Cubano de la Minería) to direct all mining activities in the country was an early act of the new Government after the revolution on January 1, 1959. During the next 2 years, the Government confiscated foreign holdings,2 including Unite States investments exceeding $1 billion in value. Foreign mining and metallurgical technicians-predominately from Communist areas-were brought in to reorganize the mineral industries. On January 3, 1961, diplomatic relations between Cuba and the United States were severe and then on May 2, Cuba announced its full-fledged membership in the so-called Communist Bloc. Fifty-four international treaties assured Cuba of Communist economic support, technical and financial assistance, machinery, raw materials, and manufactures. The Soviet Union agreed to buy some Cuban mineral products, and Czechoslovakia stated that it would buy all mineral production offered for the next 20 years, but in both cases at prices said to be much lower than the world market. The mineral productivity segment of the mineral economy during and since the period of political metamorphosis, has withstood the political disruption better than has the economy as a whole, but with no direct measure of the magnitude of its cost. The overall economic record is marked with steady deterioration; the annual average per capita income has dropped from $374 in 1957 to $185 in 1963, when Cuba's deficit with the Soviet Union alone reached an admitted $1 billion.

The author, who himself has worked inn the field with various types of torsion balances, expresses in the article his experience with the recently marketed Haff-Torsion-Balance. The advantages of practical work with Haff?s s torsion balance as compared with other types are mentioned. In spite of low weight and corresponding small dimensions (Model M = 23.5 kg., Model Al = 11.5 kg.) the sensitiveness is not less than that in the largest instruments. It is at 1.10-9, which is proved by calculations. A comparison with the corresponding values of other types of torsion balances (Eötvös, Askania, Gepege) is given. The mechanical features of the instrument are briefly described, and the balance is illustrated by a, cross section of it. -- W. Ayvazoglou. "An investigation of protocols for research performed from 1953 to 1988 on pneumoconioses (with emphasis on diseases related to coal and silica) was conducted in the Generic Mineral Technology Center for Respirable Dust. In addition, interviews were conducted with prominent U.S. medical researchers, aerosol scientists and engineers in government, industry, and universities to determine dust sources, dust preparation methods, laboratory protocols, and determinant variables related to in vitro and in vivo research and assess the comparability of results.Since the original report on the protocol project, additional research regarding free radical existence in freshly produced dust particles and the shape and contamination of particles generated for research purposes has further heightened scientists' concerns. As indicated by current research, fresher dust particles and those with more angular shapes may have a different level of reactivity in biological systems than do older or more rounded particles. Therefore, research on dust preparation methods for biomedical studies was undertaken and will be outlined here.Results of protocol review and interviews are summarized. Research on size reduction methods and their particle characteristics plus some recommendations concerning dust preparation methods and reporting in biomedical publications are also presented. Recent evidence indicates that these recommendations may be of importance in comparing and interpreting research results."

Manganiferous carbonate slates of the Cuyuna range, which are part of the unoxidized thin-budded iron formation, represent a large potential source of manganese. This report details recent bench-scale research by the Federal Bureau of Mines in applying mineral-dressing techniques to these materials in order to investigate their potential uses. Work outlined in the report was directed toward the production of concentrates usable as iron-blast furnace feed, but an equally important objective might have been to furnish an enriched feed for extractive processes for recovering manganese. Flotation concentrates were prepared that contained 11.1 percent manganese, 27.8 percent iron, and 12.2 percent silica, with recoveries of 73 percent of the manganese and 48 percent of the iron. Calculated analysis for a simulated sinter suggests a product containing 16.0 percent manganese, 40.2 percent iron, and 17.6 percent silica, with 31 percent recovery of the dry weight of the ore. The silica in the flotation concentrates was due to quartz and iron silicates. Substantial quantities of the iron silicates (stilpnomelane and smaller amounts of minnesotaite) were present in the slate, and the need to reject these minerals limited the recovery of iron. The sintered flotation concentrate would be usable as ferruginous manganese ore for iron blast-furnace feed because of its favorable manganese silica ratio. The unsintered flotation concentrates, representing 45 percent of the feed weight and containing manganese enriched in the ratio of 1.6 : 1, also could be used as feed to processes for extracting manganese.

The project investigated regional impacts of mining on the ground water system of the Powder River Basin by: 1) establishment of a regional ground water monitoring network. and 2)development at a set pit digital computer models to simulate ground water flow and quality, ground water contributions to surface water flow and quality (i.e., baseflow), and watershed run-off and recharge. Over 100 wells were monitored for physical and chemical parameters. Data were used as input to the models and for the development of a comprehensive data base. The basin was modeled on a regional and subregional scale using a finite -difference model employing an alternating difference technique. Two water-shed models were evaluated fur their ability to provide runoff and recharge inputs to the basic ground water model. Application of the regional and subregional models using conservative mining scenarios showed that drawdowns may extend west from the mines as far as ten miles but that impacts would be insignificant on a regional scale. The watershed model could be effectively applied to small watersheds only.

Successful longwall mining requires a good roof control. A good roof control implies that: (1) no excessive pressure is build up in the face powered supports, and (2) chain pillars are designed in such a way that panel entries are well protected and interactions between adjacent panels are minimized. A clear understanding of strata behavior around longwall panels due to face movement is, therefore, the foremost requirement for achieving better roof control. This dissertation is designed to analyze the effects of strata behavior on longwall panels due to the mining activities. The following topics are studied: (1) the weighting, phenomena and their effects on front abutments, and (2) the chain pillar stability and pillar design under various roof conditions. Three dimensional finite element analysis was employed. The effect of parameters such as overburden depth, mechanical properties of the immediate roof and main roof, panel width, and size of chain pillar on (t) and (2) were analyzed. Four typical models were utilized to simulate various phases of panel extraction under various combinations of the above parameters; model one is to simulate the beginning of panel mining; model two is to simulate the situation that longwall face has passed more than half of panel length; model three is to simulate the completion of panel production; and model four is to simulate the second panel mining. The following formulae have been developed by applying multiple regression model to analyze the finite clement results: (1) a formula that classifies the type of root strata at the face area. (2) formulae that predict the first weighting and periodic weighting lengths. (3) a formula for design of the chain pillar size. Case studies were performed to check the validity of the formulae proposed. Comparison of the formulae proposed for the chain pillar design with other formulae were also performed.

This report establishes a methodology for the evaluation of gas detection devices and is the result of a critical investigation into the basic principles defining gas detector performance. A scheme is presented to evaluate the performance of a test sample of gas detectors based on the detector type and intended application. Test procedures, worksheets, test apparatus, glossary and statistical methods for handling test data arc given. In addition, evaluation standards and test parameters are identified. It is intended that this report serve as a comprehensive framework for the eventual certification of all gas detectors for mine applications. A plan is proposed and recommended for the quantification and implementation of evaluation standards for gas detection device certification.

The objectives of this effort were to: 1) Develop and validate start-of-shift operational inspection procedures to be used by operators of mobile, self-propelled equipment used in surface mining operations; 2) Evaluate user acceptance of the developed procedures; and 3) Recommend methods and media for presentation of the developed procedures to the user population. Mobile, self-propelled surface mine equipment requiring start-of-shift inspection was identified. Subsystems amenable to operational inspection were identified. The procedures addressing all safety critical subsystems on each equipment type were then developed and validated. The inspection procedures developed were those that could be performed largely from the operator's station. User acceptance was evaluated during on-site data collection visits to surface mines. Representatives of the user population reviewed the procedures and were then interviewed. Recommendations for the methods and media of presentation to the user population were developed from information obtained in: 1) Review and analysis of instructional technology literature applicable to this area; 2) On-site data collection; and 3) Analysis of the working environment and characteristics of the user population.

The value of Alabama's nonfuel mineral production in 1981 was $312.7 million, a decrease of $15.7 million from that of 1980. Output of most non fuel minerals declined; cement, crushed stone, lime, clays, and sand and gravel were the major commodities produced in the State. Alabama led the Nation in the production of crushed marble; was second in bauxite; third in native asphalt, kaolin, and oyster shell; fourth in bentonite, dimension marble, and fire clay; fifth in masonry cement; and sixth in common clay, ferroalloys, and lime.

Applications are described of various methods for determining the weight concentration and physical properties of solid and liquid impurities of gases in connection with problems encountered in synthesis-gas production. Of special interest among these methods may be listed: 1. A method developed for determining, the weight concentration of solid and liquid impurities in. hot, crude synthesis gas containing a high concentration of moisture. 2. A method developed for the same purpose but for highly purified synthesis gas or atmospheric air. 3. A method for obtaining a uniform dispersion of dry duet or, a microscope slide for particle-size determination or other purposes.
