"Seas and oceans constitute about 70% of the earth’s surface. They contain an enormous stock of various mineral resources such as sedimentary (marine placers), massive sulfide ore deposits, manganese nodules and cobalt-rich ferromanganese crusts. Sea and ocean floor ore deposits could well contribute to the meeting of ever-rising demand for raw materials in the metal industry. In this regard, more research and development in science and technology appear to be required to ensure maximum benefit from the mineral resources of seas and oceans. Since the 1960s, a variety of mineral and metallurgical processes have been studied and developed to deal with marine ores and to extract metals such as gold, nickel, copper, cobalt, manganese, tin, platinum group metals (PGM), zirconium, thorium, etc.In marine environments, there are many parameters which can affect the selection of the mineral and metallurgical processes. These include the extent and grade of the deposit, mineralogical and chemical properties of the deposit, and physical properties of minerals present with particular reference to particle size distribution and mineral liberation size.In this paper, we briefly review the latest trends in processing and extraction of marine mineral resources. Mineral processing technology is mostly applied for recovery of precious metals i.e. gold and PGM, in particular, from marine placers. In general, pre-treatment (sizing, classification, dewatering), gravity concentration techniques (shaking tables, spirals, jigs, etc.,), flotation, magnetic, and electrostatic separation are the options for enrichment of marine placer ore deposits. In the case of massive sulfides, manganese nodules/cobalt-rich crusts, hydrometallurgical and pyrometallurgical methods (as proven technological methods) can be exploited for extraction of metals from concentrates after physical separation or directly from marine ores. The hydrometallurgical treatments involve acid (e.g., sulfurichydrochloric) and alkaline (e.g., ammonia) leaching with different reducing agents and pre-treatments such as roasting. Alternatively, pyrometallurgical treatments involve mostly smelting, chlorination and segregation processes."

"Canada's mining industry has reason to celebrate the federal government's budget which was tabled on February 26, 1986. The budget contains an important proposal to improve the flowthrough share rules by effectively eliminating the investor's liability to third parties. This proposed rule change and other important budget proposals are the subject of this month's edition of Tax Notes. IntroductionWhile Finance Minister Michael Wilson's February 26, 1986 budget received a mixed reaction from business and labour leaders, the budget was mainly ""good news"" for the mining industry. A long-standing bugaboo in the flow-through share rules will be cleared up, a permanent set of rules will be installed for the tax treatment of Northern allowances, and limited partnerships will apparently be able to continue to serve a useful role in financing exploration programs. Flow-Through SharesThe present rules which apply to an investment in flow-through shares are structured in such a way that the relevant Canadian exploration expense (""CEE"") must be incurred by the investor, and not by the issuing corporation. Obviously, in the case of most flow-through share issues, this requirement that the investor incur the CEE poses a practical problem-the investor typically does not have the expertise or organization to incur the CEE. As a result, an integral part of most flowthrough arrangements is an agreement whereby the investor appoints another party (usually the issuing corporation) as his agent to spend the flow-through funds on CEE on his behalf. Although the issuing corporation might consequently be the party which actually spends the flow-through share funds on CEE, nevertheless the legal structure is such that the investor is the ""principal"" who is incurring the CEE. As such, the investor is legally responsible for any third-party claims with respect to the exploration program. Third-party liability might arise, for example, in the case of property damage, personal injury, environmental infractions, and so on."

The Antamina project, owned by BHP Billiton Plc, Mitsubishi Corporation, Noranda Inc., and Teck Cominco Ltd. , is a $2.3 billion copper/zinc project, located in the Ancash Department in Perú. The project consists of an open pit mine, a 70,000 ton per day concentrator, a 302 Km. long concentrate pipeline, port facilities, a new access road, power line, and town site. The project is designed to produce up to 1.5 million tonnes per year of copper and zinc concentrates over a 23-year project life, and will be the third largest producer of zinc and the seventh largest producer of copper in the world. This mega project is the largest mining investment in the country and, during its construction stage, was the most important construction project worldwide. On May 28th, 2001, Antamina commenced testing operations and four months later, it reached commercial production. Antamina was officially inaugurated on November 14th, 2001 by Peruvian president Alejandro Toledo. The construction stage of the project generated 8,000 direct jobs, with a peak of 10,000 employees, and 30,000 indirect jobs. The permanent workforce consists of approximately 1650 employees, the vast majority of which are Peruvian Nationals; around 30% of whom came from the department of Ancash where the deposit is located. Approximately 5,800 indirect jobs will be generated from the project. Independent sources state that Antamina will increase the Peruvian mining exports by 30% and Peruvian GDP by 1.4% within its first year of full operation in 2002. Since winning the privatization bid for the project in 1996, the company has implemented a successful approach to community development and environmental protection based on sustainable development principals. Throughout the development of the project, a number of initiatives have been undertaken to ensure full involvement of the local populations in community development activities and the company?s environmental program. Due to its size, difficult logistics, cultural considerations and financial aspects, the project has faced a number of unique challenges in the area of environmental protection and management of community interaction. Antamina has been innovative in its approach to these issues, and as a result, has set new standards in Perú for environmental and community management, and sustainable development.

In today?s emerging economy, pooling resources is a growing trend to reduce overall system costs. Two important resources of every maintenance department are repair shops and spare parts. In this work, we consider a system consisting of mine drills at multiple areas in a mine. In each area, a number of identical drills are operational. When a failure occurs, the defective component should be repaired in a designated repair shop. The failed component can be replaced immediately if a spare part is available. Otherwise, the drill is down until a component is repaired and put back into service. In this paper, the effect of pooling resources is examined, and the conditions under which it is beneficial to pool the resources are investigated. In addition, determining the optimal number of stand-by units, equipment or spare parts, in each case is of interest.

"All gold deposits within the Tisdale Group are spatially associated with carbonate alteration zones; however, not all carbonate alteration zones are host to gold mineralization.Within the komatiitic and magnesium tholeiitic volcanic rocks at the base of the Tisdale Group, discordant and stratabound carbonate alteration zones occur throughout. The alteration zones consist of a ferroan dolomite - quartz inner assemblage which is enveloped by calcite-quartz and an outer chlorite-rich subzone. Factors which control the distribution of carbonate alteration include joint systems, flow contacts, synvolcanic faults and bulk composition of the host rock.Two environments of carbonate alteration can be recognized: 1) The subsea-floor alteration zones developed within the volcanic rock succession where hydrothermal fluids did not discharge directly onto the sea floor. Insignificant gold production has come from this alteration environment. 2) Seafloor zones, which represent points of hydrothermal fluid discharge into the hydrosphere, are spatially associated with felsic volcanic rock complexes and are host to syngenetic, auriferous cherty dolomite.Carbonatized, magnesium tholeiitic basalts, which are host to the auriferous, cherty dolomite, are enriched in antimony (>0.35 ppm), boron (>30 ppm), gold (>5 ppb) and lithium (> 35 ppm), but are depleted in copper ( < 70 ppm), with respect to carbonatized basalts not associated with gold. Orerelated, altered komatiitic flows can be screened using gold (>5 ppb), lead(> 10 ppm), arsenic(> 70 ppm) and antimony (>1 ppm).The habit, petrographic characteristics and certain geochemical characteristics of the altered volcanic rocks suggest that the hydrothermal fluid was of sea-water origin."

Common to most of the deposits is that they are worked by underground methods, and rely on adequate hoisting installations for the success of their operations.Hoisting in some form •pre-dates all other mechanical operations in mines and the hoist remains one of the most important pieces of equipment at the average mine. It provides the single line of communication along which must pass the men and materials to mine the rock, and in turn carry the ore to a place for refinement.Development of Mine Hoists in CanadaCanadian designed hoists were first built and •placed in operation about the year 1880 and have since developed in pace with the rapid growth of the Canadian mining industry. Early machines were all of the steam or compressed-air driven types, of light construction and driven by two duplex slide-valve open-frame type engines. In recent years the global mining industry has addressed its social and environmental responsibilities and numerous factors have contributed to this. Corporate Social Responsibility (CSR) is an important part of mining company strategy for practical implementation of the goals of sustainability, transparency, accountablity and good relationships with stakeholders:- investors, employees and communities. A key stakeholder for all mining companies is the local community which is affected by the mining operations. Companies must identify the emerging social and environmental trends, study the interests and concerns of various communities, address their needs and maintain a positive relationship. The CSR programmes of Czech coal mining companies are focused on surrounding community initiatives and sustainable responsible business. Mining in the Czech Republic is subject to strict rules and regulations and supervised by the State Mining Authority. Mining projects undergo rigorous approval procedures which encompass all operational measures at the different planning levels ? such as public participation in the authorisation process for mining projects, the application of the Environmental Impact Assessment Directive, environmental sustainability programmes, innovative solutions and flexible options offered by the mining company. One very important part is the preparation of the mining-technology preconditions and developing the integrated planning process in which all socially and politically relevant subjects in the mining operation surroundings are included. In an in-depth debate, all stakeholders may jointly develop the concept, in accordance with democratic principles. The optimally conducted dialogue process needs broad communication bases, including setting up theme-related joint taskforces, together with good moderation and the highly qualified support of technical experts. Using a case study of Severoceske doly a.s. Chomutov (SD Company) and the Czech Coal Group ? Czech leaders in the extraction of brown coal, this paper aims to examine the community development approaches and the CSR effectiveness of large scale mining companies. This paper brings a review of CSR and other such voluntary initiatives in the mining industry&apos;s proactive steps to contribute to societal well-being in a meaningful way. Key studies are provided by the projects ? Region with Better Perspective?, ?Stop Dust for Healthy Brezno Village?, ?Clever Heads for the North? and ?Coal Safari?. CSR issues are managed throughout all stages of the mine operation and beyond, long after the mine closes (e.g. post-closure programmes of new landscape, alternatives for reclamation including generation of lakes in former surface mines, conceptualization of industrial heritage). Communities need to be given the opportunity to help themselves through participation in CSR projects rather than being recipients of financial gifts from the company. A fair balancing of interests is the basis of any successful cooperation.

"The benefits of modern technology can readily be identified with energy availability. A clear correlation has been established between per-capita energy consumption and the GNP for various nations. The United States is an outstanding example of a nation which has benefited from vast energy reserves. The nation is now challenged, how¬ever, by dwindling reserves and the need to develop new sources consistent with the preservation of environmental quality. The development of new, virtually inexhaustible and environmentally acceptable sources cannot be expected for several decades. Meanwhile, we will have to depend on coal, nuclear energy and/or rigorous conservation measures.The net effect of environmental considerations has been to delay and perhaps ultimately eliminate the nuclear energy option as a national energy alternative. This forces a more positive move toward coal as the next major source of electrical power. Our coal resources are large, but the use and production of coal is also a threat to the environment. Thus, we seem to be moving from one major accessible source to another due to environmental concern only to face the probability that the alternative is also environ¬mentally unacceptable.Controversies revolving about energy choices must be resolved by an analysis of the relative benefits and impacts of these two sources and others. The pattern of changing energy sources is not new. We have moved from wood to coal to oil and gas in the past and must learn to adapt in the future. Rational decisions must be made relative to the utilization of intermediate energy sources pending development of promising future approaches. A collapse of current levels of energy supply could threaten our technological society and the means to develop a new energy base."

"This case study produced for the metal mine operating in Kazakhstan, which has ventilation controlled manually and working continuously at maximum speed to keep air flowing through each part of the mine 24 hours a day. The mine auxiliary ventilation has been designed with the maximum length of ducting systems with extra air volumes to compensate for potential leakage. The mine provided auxiliary ventilation to all production stopes even to those, which for various operating reasons become temporarily inactive. However, mine safety has to consider risks associated with the deficit of fresh air for mine gases dilution and removal. The mine needs additional investments for re-designing ventilation network and therefore needs to estimate financial risks associated with it. The aim of this study is to conduct risk analysis for ventilation network optimisation processes at the operational metal mine in Kazakhstan. Mine ventilation surveys were undertaken for validation of the computerised ventilation model. The mine ventilation network modelling has been undertaken to be compliant with Kazakhstan mining regulations. Results of the mine ventilation optimisation processes were analysed in terms of financial risks for investments into reconstruction of the ventilation shafts, extension of the ventilation network, variable speed fans and automated regulators. Savings were resulted from improving ventilation system efficiency by reduce airflow in areas without mining activity and redistributing existing ventilation capacity. Based on savings derived from the optimised ventilation network an additional NPV has been received. Stochastic modelling use Monte Carlo simulation producing representation of possible outcomes for the additional NPV considering electricity pricing as a major variability. As result probability distribution for the optimised ventilation network demonstrates the additional NPV in a range of 1.6 - 2.2 million US$ in the corresponding defined value of 90%. Moreover, there is only 5% chance that the additional NPV to be less than 1.5 million US$. Conducted risk analysis for ventilation network optimisation processes gives considerations on volume of investments into the mine ventilation system.INTRODUCTIONCosts for mine ventilation are typically increasing when mines expand to deep levels. Some underground mines in Kazakhstan still use continuously operating fans at its maximum capacity. This is not helping to save energy and costs that are in many cases very significant. "This paper traces briefly the historical development of coal handling systems to meet the needs of a rapidly developing thermal power generation technology. The wide range of operating requirements is demonstrated by comparing and contrasting the Wabamun GS of Calgary Power Ltd. and a typical modern Ontario-Hydro thermal plant. "Australia has almost twenty per cent of the Western World&apos;s low-cost uranium reserves, located mostly in the Alligator Rivers region of the Northern Territory. At present, only one uranium mill is operating in Australia, but a number of new mills are planned for the early 1980s.Details are given of Australian uranium mining and milling proposals and the measures taken to minimize their environmental impact. Major factors affecting environmental impact are discussed, including treatment of liquid wastes, water management, control of radon and other airborne releases, and disposal of tailings. IntroductionAustralia is entering a new phase in uranium mining and milling activity . In the first phase of operations, between 1954 and 1971, about 10,000 tonnes of yellowcake was produced at five locations. Most of the production came from the mines at Rum Jungle in the Northern Territory and Mary Kathleen in Queensland. In the 1960s, the demand for uranium slumped, and much of the yellowcake produced at Rum Jungle was stockpiled by the Australian Atomic Energy Commission. The early uranium processing operations in Australia were typical of overseas practice at that time. Environmental problems were generally given low priority and pollution control measures were unacceptable by today&apos;s standards. There was little or no recycling of process water, acid waste streams were not neutralized and tailings dams were poorly designed. At Rum Jungle, oxidation of sulphides in waste heaps, tailings dumps and ore stockpiles subsequently led to destruction of vegetation and heavy metal pollution in a nearby river.In the early 1970s, major uranium deposits were discovered in the Alligator Rivers region of the Northern Territory. Significant orebodies were also located in the Great Artesian Basin in South Australia, in calcrete formations in Western Australia and at several locations in Northern Queensland. According to latest available estimates. Australia has about 160/0 of the Western World&apos;s uranium recoverable below $US 80 per kg U. Mining these orebodies will require pollution control measures more stringent than practised previously in Australia."

"The main objective of this study is to introduce the new Sandvik’s production cost-model within Crushing & Screening (C&S) technology. So far, there have been different ways of determining different production costs in the industry, however, the previously published and presented methods have not been very efficient in calculating the costs per product and metric ton. Accordingly, the current study has been planned and started in collaboration with Lund University to provide an accurate and easy to implement cost estimation program to determine the costs for crushing and screening plants worldwide.The proposed model has been adapted to fit the C&S processes of different rocks/ores fractions. The result is presented as cost per ton of the end product(s).Within this paper the cost estimation results for 3 different crushing and screening plants are presented based on the information obtained from the following sources: a) documents at Sandvik SRP, b) Sandvik’s crushing & screening internal/external machines/plants data and information, c) literature studies, including the use of Sandvik’s internal/external simulation and software programs, d), visiting the crushing and screening plants ,e) interviews, information systems’ data, and, f) testing and observations by ourselves.In order to improve the level of accuracy and the validity of the attained results, simplistic Monte-Carlo simulations have been used, where needed. The achieved results, so far, have proven the reliability of the model. The calculated cost estimations have shown an accuracy over 80% when they compared with real cost data obtained from plant practices.The current cost calculation model, will offer the possibility of:•,Calculating the production costs in proposed and/or existing C&S plant.•,Making detailed cost analyses for the end product(s) in proposed and/or existing C&S plants.•,Determining the profitability of each finished product when it’s required.•,Cost optimization by potentially cutting the cost for part of C&S plant with an existing plant practice"

"To counter the recent uncertainty in the rare earths market, diversify the supply source, and help meet the future demand in this sector Canada initiated development of several new rare earth deposits. In the past few years, a number of various studies on rare earths plant design have taken place mainly covering process development, process selection, and flowsheet design. The purpose of this paper is to provide an overview of known domestic and potential resources and reserves of rare earths and their status quo with a focus on the metallurgical processes using the information available in the public domain. Plant designs currently under consideration in Canada are reviewed and evaluated. An outline of the areas of opportunity for selective innovation and technology development in the rare earths flowsheet development and the associated risks and rewards is provided.INTRODUCTIONThe rare earth elements (REE) have a very small annual market, but they are categorized as very strategic metals vital to global economic growth due to their indispensability to the development of modern defence system, green technologies and electronic applications. The International Union of Applied and Pure Chemistry (IUPAC) defines the REE as the 15 elements on the lanthanide series on periodic table of elements, plus yttrium and scandium. REE are classified as light rare earth elements (LREE; La to Gd), and heavy rare earth elements (HREE; Tb to Lu). Physical properties and chemical reactivity of yttrium is similar to those of HREE, thus it is categorized as such. Properties of scandium are not similar enough to classify it as either a LREE or HREE (Weng et al., 2015; Sappin & Beaudoin, 2015). However, the mining industry does not always abide to this definitive classification of the split between LREE and HREE. Therefore, in a comparative study of projects, there is a need to pay attention to how the elements are classified."

In describing accounting methods at Lake Shore Mines, it is the intention of the writer to limit the discussion to the principal features of the system used in securing cost figures and other statistics. The subject can be conveniently treated under the following divisions: (1) Time-keeping and Labour Distribution (2) Supplies: Handling and Distribution (3) Method of Assembling Data for Cost Purposes (4) Details of Operating Costs Time-Keeping and Labour Distribution After a new employee has gone through the routine of being &apos;hired on&apos;, he is assigned an employment number corresponding with the group applying to his occupation. This is for identification purposes in the plant and time office. He is also given an individual serial number, the use of which will be refer-red to later. On entering and leaving the plant, each employee passes through the clock room adjoining the time office, where he registers the time in and out on time recorders, on the clock card (Figure 1) bearing his name and number. It is the duty each morning of the time clerk to extend the hours worked by each employee, as indicated by the clock for the previous day, and at the end of the half-month period the total hours are multiplied by the rate and entered in the space provided for total wages at the bottom of the card.

"Extracting any metal, especially specialty metals and rare earth elements, requires an in-depth analysis of the costs and potential revenue as well as a due diligence study of other stakeholder interests. Rare earth projects are generally in the billion dollar US range or above, and thus failure to accurately predict any loss of revenue caused by impurities within the product or additional effluent treatment costs can destroy an otherwise viable study. Two prime sources of input impurity are considered: impurities in the material feed and from reagents. The effect of these impurities factor on both the product (in reduced revenue) and on residual “tailings” that may incur additional unforeseen costs.INTRODUCTION“Truth passes through three stages. Today’s engineer must design with confidence; but do so amidst proprietary secrets and unfamiliar pollutants, which present a myriad of interesting challenges. Is it possible to build a viable rare earth plant to a realistic budget, without destroying that which we cherish? Some see this as contradictory but in reality it is the only viable option.WHEN GOOD PROJECTS FAILWithout rare earths the Copenhagen agreement might be null and void. Running a wind turbine with a 30 tonne conventional magnet requires some hefty engineering and prohibitive investment. Despite their ‘Green metal’ applications, production of rare earths have created environmental nightmares, as Folger stated in 2011 when visiting Baotou, or has Jaing Mainheng who has been quoted by Ambrose Evans-Pritchard 6 Jan 2013. This comment is not a criticism of China; the details are from a 2012 white paper published by the Chinese Government that initiated a $6 billion environmental clean-up. Nor is China unique; other plants have had problems as well. There were toxic leaks in the 1990s from Mountain Pass, and the Mitsubishi Bukit Merah Plant (built in Malaysia in 1958) required a $100 million clean-up."

"Under certain conditions useful gravity information of a reconnaissance nature can be obtained with-out measuring elevations by spirit level surveys on the ground. Gravity surveys can become part of a practical exploration program where high cost and slow progress previously hindered their utility. The advantages of the new elevation procedures are realized mainly in remote areas, in areas where ground transportation is slow and difficult and on surveys where the station spacing is large in comparison with the distance of the average optimum level shot. To utilize the advantages, transportation by helicopter or light plane is usually necessary. Methods of obtaining elevation control without leveling include: barometric altimeter survey; photogram-metric -APR spot determinations; methods involving the measurement of gravity gradients. The accuracies of these methods have been tested and compared with the normal accuracy of level surveys. It is felt that each method has its place in reconnaissance gravity work, particularly in the open areas of Northern Canada."

INTRODUCTION FOR THE purpose of this paper, western bituminous coal is defined as steam coal produced in Alberta and southeastern British Columbia for sale primarily to railways and industries. Before examining present and future markets of this industry, it is proper to review briefly financial and operating conditions within the industry. The report of the Royal Commission on Coal, 1946, supplies financial data from which some conclusions may be drawn. In 1944, the industry as defined above had share capital of $24,886,696. In the fifteen years 1930 to 1944, inclusive, the industry produced: 44,364,211 tons of coal. The profit on this tonnage amounted to $4,678,382.58, which represented 10.6 cents per ton of production. Miscellaneous earnings increased the amount available for dividends to shareholders to a total of $8,487,952.41, which is equal to, 19.1 cents per ton of production. Dividends actually paid in this fifteen-year period amounted to $12,332,040.64, which represented an annual average rate of 3.40 per cent on share capital. It is worthy of note that, in 1944, the net current position of the industry, including investments, was $8,753,874.51. The writer believes that the financial position of the industry with respect to capital, current financial position, and net earnings, has not significantly changed from the fifteen-year period out-lined above. (2) The industry has followed a conservative dividend policy and has accrued funds for contingencies. "This paper reviews the installation, start-up, and operation of a comprehensive monitoring and targeting management technique in which all plant utilities (i.e., electricity, natural gas, compressed air, and water) are managed as controllable resources in the same way that raw materials, mined ore, personnel and capital are managed.The essential elements of monitoring and targeting (M&T) include:•gathering in a systematic, disciplined way the utility information by energy account centres;•closely monitoring the utilities used in each centre and comparing them with production on a common time base (e.g., kWh/ton per day);•bench marking and target setting to pro-vide attainable energy reduction goals which can be further refined as they are achieved; and•establishing an implementation plant that may provide efficiency enhancing benefits to various operating areas within the plant.The M&T system will reduce utility consumption per unit of production on a continuing basis.This would translate into sustained operating cost and waste. M&T will also provide better information for assessing the plant operation and progressively implementing further enhancements."
