JUDGING from the attitude of past and present Parliaments in Australia, it is a' reasonable assumption that encouragement of the principal industries has been adopted as a main principle in the government of the country, but while in most cases bonuses, subsidies, and other means have been proved successful and become recognized as established methods in the case of mining, which is undoubtedly one of the most important industries, the question is complicated by difference of conditions and variable quantities, and it can scarcely be said that any system has been proved generally successful. Indeed, it would not be a very extravagant statement to assert that problems connected with affording direct monetary assistance in aid of mining development, and at the same time devising a system adaptable to the varying conditions to be met, are, in every State of the Oommonwealth, matters continually exercising the minds of those concerned in providing and ailocating such assistance ie Parliament on the one hand, and the Department of Mines on the other.True, there are methods in vogue of granting State assistance to the mining industry which have undoubtedly been successful, but it is in most cases questionable whether the beneficial results following successful expenditure in one direction have compensated.

Toppling failure of a jointed rock slope was studied by using the distinct lattice spring model (DLSM). Compared with the classical discrete element model, the DLSM has the advantages of free calibration of micro-mechanical parameters and easy to represent discontinuities, and is more computationally efficient. In this work, the DLSM was used to investigate the toppling failure of jointed rock slopes. The numerical simulation was verified against experimental data from a centrifuge model test on a jointed rock slope. Both the horizontal deformations and failure pattern observed in the centrifuge test were reasonably reproduced using the DLSM. Then, the mechanism of the flexural toppling failure was studied numerically by using a parameter analysis. A trend towards mining more complex and economically marginal orebodies, often combined with increasingly tight product specifications, increases the number of variables which need to be considered in production scheduling. Linear programming incorporating integer constraints can be used to create production schedules which are practical as well as mathematically optimum. Factors which can be taken into account include variability in product stockpiles, targets for head or product grades, production of different material types, production from different areas, production targets for loaders, and dependencies between mining blocks. For each schedule an appropriate objective for optimisation must be chosen. Examples of objectives are: to minimise or maximise grade variation; to minimise waste movement; and to minimise movement by front end loaders. A staged approach to the implementation of computer systems based on linear programming optimisation is Proposed.

"Diesel particulate matter (DPM), in particular, has been likened in a somewhat inflammatory manner to be the ‘next asbestos’.From the business change perspective, there are three areas holding the industry back from fully engaging with the issue:There is no real feedback loop in any operational sense to assess the impact of investment or application of controls to manage diesel emissions.DPM are getting ever smaller and more numerous, but there is no practical way of measuring them to regulate them in the field. Mass, the current basis of regulation, is becoming less and less relevant.Diesel emissions management is generally wholly viewed as a cost, yet there are significant areas of benefit available from good management.This paper discusses a feedback approach to address these three areas to move the industry forward. The six main areas of benefit from providing a feedback loop by continuously monitoring diesel emissions have been identified: Condition-based maintenance. Emissions change instantaneously if engine condition changes. Operator performance. An operator can use a lot more fuel for little incremental work output through poor technique or discipline. Vehicle utilisation. Operating hours achieved and ratios of idling to under power affect the proportion of emissions produced with no economic value. Fuel efficiency. This allows visibility into other contributing configuration and environmental factors for the vehicle. Emission rates. This allows scope to directly address the required ratio of ventilation to diesel emissions. Total carbon emissions. This paper presents a geographic information system (GIS) based method for the prediction of ground movement and the associated impact on existing buildings and structures due to tunnelling in the North West Rail Link (NWRL) project. The NWRL is a priority rail infrastructure project for the New South Wales (NSW) Government and includes 15 km of twin tunnels between Bella Vista and Epping, which will be Australia’s longest rail tunnels. The NWRL tunnels will be constructed in an urban environment where the prediction of ground movements induced by tunnelling and the associated impacts to existing structures must be assessed in the early design stages of the project. An assessment process was developed using GIS able to respond to design changes.An iterative GIS analysis methodology was developed to generate ground settlement contours and identify impacted buildings and structures in response to multiple changes in tunnel alignment during design development stages. The GIS analysis undertook to rapidly provide detailed and accurate parameter information including tunnel depth from surface, tunnel separation, diameter and sample point proximity to the tunnel and assess ground movement contours along the project alignment. Determination of the ground surface settlements were based on empirical methods proposed by Peck (1969) and Mair (1993). The control parameters and the relationship between damage categories and risk classifications for impact assessment were based on Burland, Broms and de Mello (1977), Rankin (1988) and Boscardin and Cording (1989) methods.The GIS-based ground movement impact assessment approach adopted for the NWRL project demonstrates an efficient, iterative and robust approach and could provide an initial framework for other similar tunnelling projects where rapid design changes and early understanding of tunnelling impacts are required to bring greatest benefit to all stakeholders.CITATION:Mirlatifi, S, Cain, L, Ashley, J and Every, C, 2014. Electro-Slag Remelting (ESR) is a process capable of producing ingots with much lower centre-line segregation and better internal soundness than conventional ingot casting processes, as well as lower inclusion and sulfur concentrations. This process is commonly used for alloyed steels intended for critical applications like components of marine turbines, supercritical powerplants and rocket motor casings. It involves melting a metal electrode using electrical resistive heating in a slag pool and re-solidification of the resulting metal droplets beneath the slag layer, forming an ingot. Conventional ESR fluxes consist primarily of CaF2, Al2O3 and CaO, along with minor concentrations of SiO2, MgO etc. The emission of fluoride vapour from the molten slag causes several environmental and health problems, triggering a need to develop and reduce the fluoride content in the ESR flux. The present study aims to develop low-CaF2 alternatives to commercial ESR fluxes without compromising on productivity and the surface quality of the refined ingot. Thus, the modification in chemical composition needs to satisfy properties like electrical resistivity, viscosity and liquidus temperature, essential for efficient ESR operation. Since electrical resistivity and viscosity are highly dependent on the ionic structure of the molten slag, it is important to understand the effect of compositional modification on the structure of the flux. The present study employs Fourier-transform infrared spectroscopy (FT-IR) and Raman spectroscopy to investigate the structural variations in the modified fluxes, especially the effect of changing SiO2 concentration, in comparison with conventional CaF2-rich fluxes. Additionally, thermal analysis (Differential Thermal Analysis (DTA) and Thermogravimetric Analysis (TGA)) has been carried out to characterise the melting behaviour of the fluxes. The findings are compared with simulations carried out using the FactSage™ software, ver 8.3 (GTT Technologies, Aachen, Germany). Simultaneous analysis of liquidus temperature and the structure is expected to help in identifying the practical suitability of modified ESR flux compositions for industrial implementation.

Mechanical cleaning of coal was porforined in a few small plants in New South Wales from 1577 brit the first large coal washeries were built by Broken Hill Wbprietary Company Limited and Australian Iron and Steel Pty. Limited in the late 1940's. Mechanization of colleries in the 1950bs was abcomp" anied by construction of many coal washing plants and in the 1960's the growth of the coal export trade gave further impetus to the coal preparation industry. Design of coal preparation plants in Australia is modelled on practice overseas. Planning of a new plant in- volves investigation of many factors both technical and economic and the preparation of a specification by the operator for the designer's guidance. A wide range of preparation processes and equipment is on offer, but the nature of the coal to be treated and the separating efficiency desired usually dictate process selection. Simple or moderately difficult separation can be achieved with jigs, shaking tables or water washing cyclones. Coal which is difficult to treat or which has to be cut at a specific gravity lower than 1.5 is normally washed in a heavy medium process. In large plants it is usual to separate the coal into large, small and fine fractions and concentrate each fraction in a circuit designed to suit the grain size handled.

The 14.7 km Mt. MacDonald Tunnel beneath Rogers Pass in Canada used both drill-and-blast and machine boring methods. A unique ventilation system provides for diesel operations. The design featured minimum construction support and an unrei.nforced poured concrete lining. The west heading was excavated in a single-stage drill-and-blast operation. The east heading used a TBM top heading with a drill-and-blast keyhole bench. The choice of methods was controlled by varying geology, with up to 1,700 m rock cover. Construction performance and progress are evaluated.

The Misima gold mine, located on Misima Island within the Milne Bay Province of Papua New Guinea, was operated by Misima Mines Pty Ltd, a subsidiary of Placer Dome Asia Pacific Limited (Placer), between 1988 and 2004. During this period, the mine produced 3.7 Moz of gold and 22.2 Moz of silver. In June 2012, the Special Mining Lease for the property was surrendered and incorporated into an Exploration Licence (EL). WCB Resources Ltd (WCB) entered into an exploration farm-in agreement with Pan Pacific Copper covering this EL.In June 2013, WCB published a new mineral resource of the Umuna deposit at Misima. All the drill hole data used for estimation was historical data collected by the previous owners of the Misima mine between 1977 and 2001. No new drilling was carried out by WCB. Confidence that the data could be relied on was provided by detailed interrogation of the existing data, reconciliation of the new resource model against production data and significant input from individuals who had previously been involved with the data collection, resource estimation and production activities of the Misima mine during its operation.This extended abstract will consider the challenges associated with locating, retrieving and validating historical data to use as inputs to produce an updated Mineral Resource estimate and comment on the material value of appropriate data storage, documentation and record keeping through the life of a project. It will also comment on the value of WCB obtaining access to the intellectual knowledge of many professionals that were former employees of Placer. Atmospheric air on a moisture free volume basis consists of approximately 21 per cent oxygen. The current minimum threshold for oxygen in Australia is 19.5 per cent. Atmospheric air generally will also contain water vapour and will also pick up further moisture as it flows around a mine ventilation network. This paper details the results of a study to determine how much oxygen depletion can occur due to the sole impact of increasing the moisture content of air and the potential impacts of this on ventilation system design. The study shows that the moisture content can have a significant impact on the oxygen concentration in mine air. The main factors controlling the impact are the barometric pressure, dry bulb temperature and relative humidity of the air.CITATION:Tuck, M A, 2015. A strategic mine plan is a fundamental part of any mining operation. It must provide a realistic and operative extraction and processing schedule, and yield the highest value for the business. For open pit mines, the problem can be modelled as a set of blocks representing the deposit, for each of which we need to decide if it is going to be mined, if so, when and where it will be sent (process, stock or dump).This problem can be proven to be of NP-Hard complexity. The traditional approach used by mining engineers to tackle this complexity is to separate the problem into more tractable components, solving each separately. The first step is to use the Lerchs-Grossman (LG) algorithm to obtain the final pit limit, as well as a set of optimised pit shells (nested pits), using different input prices. Then, using this input, operational phases are designed. Third, the set of phases can be used as an input for a phase-bench style optimisation, usually using a mathematical programming-based algorithm.There are, however, several problems with this approach. First, dividing the problem into simpler parts has the consequence that any compromises made at early stages limit the potential value left for the following steps. Second, LG is a static algorithm, with no concept of the time-value of money, capacity limits, opportunity costs, etc. Phase design is essentially a manual step, for which nested pits provide insufficient information in practice, and therefore the quality of the result in terms of potential net present value (NPV) depends strongly on the experience and expertise of the designer. This means that key input data such as commodity prices, different processes capacities and mine movement limits, are considered only at scheduling, when there is little room for optimisation. This sequential approach limits the potential value in each step, where a simplified problem is addressed, instead of addressing the real, and more complex problem, which is dynamic and should be solved as a whole.We present in this paper an algorithm, and its commercial software implementation, that addresses the dynamic problem as a whole, simultaneously and automatically creating a high-value strategic mine plan that adheres to basic operational constraints, determining dynamic cut-off grades and delivering a set of phases which can serve as a much stronger guide than nested pits for the final design. We discuss some of the key elements of the algorithm and propose a new methodology for strategic mine planning, where phase design dynamically responds to mining strategy definition. The Murray Basin is known to contain major deposits of heavy mineral sands and intensive exploration for new deposits is being conducted in Victoria, South Australia and New South Wales. The western Basin was well served in the Pliocene and Early Pleistocene by a variety of appropriate sediment sources, and potential coastal traps. Immature, fluvially-sourced sediments forming the Pliocene coastal complex of the Marmon-Jabuk Range in South Australia are part of a marginal marine assemblage containing a suite of economically important heavy minerals that include ihnenite, zircon, rutile and tourmaline. From a consideration of Pliocene palaeogeography and coastal dynamics, specific targets where concentrating processes are likely to have operated are identified in the South Australian portion of the Murray Basin. Such palaeo-environments include the down-drift, littoral zone of discrete foredunes or coastal barriers, the source area for transgressive dune complexes, tombolo facies, and intertidal shoals and sandbanks. Similar coastal processes are recognised for a preserved Early Pleistocene barrier complex.

Diamond drilling was first carried out at Norseman in the Princess Royal Mine, early in this century. Little concentl'ated drilling was done from then until Western Mining Corporation commenced drilling in 1934. Since then Central Norseman Gold Corporation N.L. has continually employed diamond drilling in exploration of the field. After 1946 the advantage was seen of applying broad pattern surface drilling at Norseman in the reef exploration. In 1953, as a result of the steeply rising cost of drilling and the time taken to penetrate surface material by light equipment, heavier drills and new rigs were introduced. The surface drilling programmes called for a greater monthly or annual footage and to satisfy this new techniques were introduced. The Mitchell-21 machines were discarded and A-3000 machines were installed, firstly under a 48 ft. fixed tower, then mounted on a truck with a 20 ft. tower, and finally on a truck carrying a 40 ft. tower. With the mobile units a compressed air compressor is attached. By use of compressed air with either the Reed roller or Hawthorne bit, rate of penetration of overburden is greatly increased. The mobility of the truck mounted machines has greatly reduced the time required to move from one hole to another, and the use of heavier machines on a three shift per day basis has considerably increased the footage per shift. The general result is an increase to 1,500 ft. of drilling per month per machine, while costs have been greatly reduced in spite of increased wages and diamond prices.The underground drilling technique is described. Analysis of performance has not been made because the drillers performance is subject to shaft routine and service.INTRODUCTIONGold was first discovered at Dundas in 1894, and at Norseman, 14 miles north, in 1895. From that tirpe until 1935 mining activity fluctuated. Following the mining revival in 1935, production in the field has remained comparatively stable. This stability in part has been due to the broader scale of operations of Central Norseman Gold Corporation N.L., and in these operations diamond drilling has played an increasingly important role.

In the period since 1989 the Yabulu Nickel Refinery of Queensland Nickel has undergone a transformation both in terms of the nickel laterite ore feed and the refined nickel product. These two changes were mutually supporting, as will be shown in the following paper. It had been realised since the early-1980s that the Greenvale orebody would be exhausted by 1992. Consequently planning had been in progress throughout the 1980s for the importation of overseas ore as a replacement for the Greenvale ore. The existence of extensive lateritic ore deposits in New Caledonia and Indonesia made these locations the natural focus of attention. With the three Japanese ferronickel smelters sourcing their nickel garnierite ore feed from these locations it was relatively easy for the miners to supply the overlying limonite ore to Yabulu. This limonite ore was previously discarded as waste. The Yabulu refinery now receives about 85 per cent of its ore from these two overseas sources. The transition from Greenvale ore to imported ore occurred gradually between 1989 and 1993. It was during the ore importation planning stage of the mid 1980s that Queensland Nickel commenced the technical investigation which led to the ammoniacal solvent extraction (ASX) plant installation and the product change from nickel oxide to nickel metal.

A major factor in the economic development of New South Wales has been the ready availability of coal for the major industrial and urban centres of Sydney, Newcastle and Wollongong. Historically, the presence of high quality coal near these areas has acted as a catalyst to urban and industrial growth. This easy access to low cost coal resources over the past 200 years has given rise to a commonly held belief that New South Wales contains vast coal resources sufficient to meet any foreseeable demand. However, a recent study undertaken by the Coal Resources Development Committee has found that New South Wales is likely to face a serious shortage of economically mineable coal in the future. Forecasts predict that demand for New South Wales coal will increase by about 40 per cent, and then remain at about that level for at least a further ten years. To meet such demands, the coal industry will require access to economic high quality coal resources.

The Tick Hill Gold Mine is situated approximately 110 kilometres south of Mount Isa, and 14 kilometres north of the township of The Monument. It was discovered in October 1989 by Mount Isa Mines Exploration in an area which had been targeted as high in potential for copper-gold mineralization.A mining lease application was made in March 1990. Mining, and the construction of the plant and infrastructure, began'in early August 1991 after the lease was granted on 20 June of that year. Commissioning of the plant began in December 1991, and the first gold was poured on site on 31 December 1991.The development of the underground mining operation commenced in January 1992 with the drilling of the ventilation shaft. The access decline was started in March of the same year, with the first ore produced from underground in August.

Projections of metal requirements for Japan and the United States indicate growing competit- ion for Australia's mineral output and a critical need for continuing discovery of new reserves. These projections may be modified by economic, social and political controls - the most import- ant factor probably being a shortage and the high cost of risk and development capital. Changing ownership patterns toward joint ventures and increased state participation are anticipated. New developments in global tectonics and metallogeny delineate favourable zones for ex- ploration and permit establishment of priority search areas even in regions of poorly known geology. Declining ore grades and special character- istics to meet technological requirements may modify identification and evaluation criteria. A broad approach considering all environments of concentration within the geochemical cycle is re- quired within any metallogenic province. The exploration geologist must be able to integrate geological theory, mining technology and financial analysis to establish well defined exploration objectives, in terms of economic and geologic models, in concept-oriented programmes.

The Mabilo copper-gold-magnetite skarn deposit is located in southern Luzon in the Paracale mineral district, where iron has been produced historically from several skarn deposits. Mabilo occurs in the south-west of the district and is distinct and significant because of its high grades of copper and gold compared to historical mines.The Mabilo licence surrounds the Venida prospect, where past small-scale mining has exploited iron, copper and gold mineralisation in oxidised skarn. A ground magnetic survey in 2007 defined a number of strong anomalies under Quaternary volcanic cover south of Venida. The property was acquired by Sierra Mining Ltd in 2011, the magnetic data were remodelled and drilling commenced in September 2012. Diamond drill hole MDH001 targeted the strongest anomaly, which was 500 m south of Venida and under 20 m of volcanic cover. It intersected 94 m with an average grade of 2.2 per cent copper, 1.6 g/t gold and 36.6 per cent iron. Subsequent drilling was targeted by magnetic modelling, incorporating magnetic susceptibility data from drill core, which resulted in a high percentage of successful drill holes.The mineralised skarn preferentially replaces a dipping limestone unit within an Eocene sequence dominated by volcanic siltstone and sandstone, metamorphosed to marble and hornfels in the aureole of a Miocene quartz-diorite intrusion. Skarn occurs discontinuously along the eastern and southern diorite contact, controlled by primary sedimentary facies variation, structural geometry, fault offsets and intrusive contacts.Coarse magnetite skarn with garnet and minor wollastonite and clinopyroxene contains variably abundant chalcopyrite and minor molybdenite. Magnetite skarn occurs in sharp contact with unaltered marble or grades into garnet skarn with minor chalcopyrite. Structurally controlled retrograde skarn alteration is strong to intense and is characterised by bornite, clinozoisite, iron carbonate and chlorite. The retrograde skarn is weakly overprinted by late-stage pyrite veining and brecciation associated with clay-silica alteration with arsenopyrite and tetrahedrite-tennantite.The quartz-diorite stock is interpreted as the source of the prograde skarn-forming and mineralising fluids. Late-stage porphyritic intrusions in the contact zone indicate continuing magmatism during uplift, when telescoping led to a high-level, high-sulfidation overprint. A new gold cyanidation assay technique has been proven for a range of ores, where it has demonstrated benefits of being: ò Accurate (reduces the typical range of assay scatter almost three-fold, and avoids common fire assay interferences). ò Fast (under one hour, providing a quantum shift in space requirement and equipment utilisation each bottle roll can provide over 15 determinations per day). ò Simple (suitable for field application, no high skill or experience requirements). ò Profitable (reduced drilling, drilling time, ore misclassification and/or double handling after mining). ò Cheap (far lower cost than Fire or Aqua Regia Assays, ie LeachWELLTM costs around 10ó for a 20 g sample at 50 per cent solids, proportionately greater for larger samples eg $1 for 200 g samples which address most nugget effect problems). ò Relevant (distinguishes economic. ie cyanide-extractable gold, the only unequivocal value to use for true resource definition, mine planning and grade control). ò Robust (rough bucket chemistry of samplers does not seriously affect results). A new development is the provision of LeachWELLTM CAS, a solution, which also contains optimum cyanide and stabiliser concentrations; and offers greater: ò Safety (the dilute cyanide solutions are stabilised to avoid generating toxic HCN vapours; and present no cyanide dust or flying chips to deal with). ò Ease (a single squirt dispenses precise quantities of the entire reagent suite, avoiding multiple weighings). ò Reduction in total reagent costs. An inter-laboratory comparison on nine ore types, using two assay techniques (Fire Assay and Aqua Regia) involving 45 laboratories, has demonstrated that LeachWELLTM 60X assays for the samples tested, were equally or more reliable than typical Fire or Aqua Regia Assays. There is particularly great benefit in applying LeachWELLTM 60X assays to richer ores in comparison to Aqua Regia assays, which appear to be prone to very significant underassaying depending on individual analyst skills, and which often suffer greater nugget effects. The major impacts for heap leaching are that: ò Using the LeachWELLTM assay technique for grade control, ore of marginal grade is not accidentally discarded to waste or visa versa due to the scatter of assay data inherent in typical small charge (25 g) fire assays. ò LeachWELLTM assays very importantly report only that gold which will be recoverable in the heap, viz that which is liberated - an important factor where the coarse crush often leaves ten per cent of gold unliberated. These impacts are of particular importance for many ores (ie most of those recovered from open pit operations and at the margins of rich ore subject to slurry processing) subjected to heap leaching as the oxide zones often present major problems of nugget effects as well as mineralisation that cannot be accurately assigned through interpretation of clear structural controls.
