An alternative leaching system for rare earth element recovery from monazite is under development. The initial stage utilises oxalic acid to convert the rare earth phosphate into an oxalate salt through dissolution and reprecipitation and it is the efficiency of this stage that governs the overall recovery achieved. It has previously been proposed that lixiviant consumption is the primary limitation in this process. This work further investigates a range of conditions in an attempt to further elucidate the factors influencing the achievable conversion in this stage. It has been shown that the pH may be governed by multiple reactions both consuming and producing acid (thus the mild change over time). The importance of proper mixing and potential to operate at lower temperature with only moderate impact on kinetics has also been demonstrated. Staged/sequential leaching is more effective in fresh solution as opposed to restoring the lixiviant concentration with subsequent reagent addition, suggesting some impact of solution composition. However, contrary to previous findings, subjecting the leach residue to fresh solution resulted in significant decline in leach rate and overall dissolution. This may be because a greater proportion of conversion was achieved in stage 1 in this work than in previous investigation. This may indicate that eventual passivation or the presence of some more refractory REE minerals limits dissolution. Iron dissolution was relatively consistent upon exposure to fresh solution, displaying the ability of the solution to continue to leach the goethite component of the concentrate.

An overall review of the selection of rock strength and deformation characteris- tics for the design of the Melbourne Under- qround Rail Loop (MIJRL) rock tunnels is presented. Particular emphasis is placed on aspects of in-situ testing, including large diameter plate bearing tests. Material on the interpretation of test results for use in the design of the tunnel linings and openings is included, with a brief discus- sion of desiqn methods.

The Blue Cube Mineral Quantifier Inline (MQi) instrument uses reflective light spectroscopy and advanced chemometrics to measure mineral or elemental grade in a slurry line. The instrument takes scans continuously and sends data to the DCS or PLC control system.Controlling the concentrate grades on a flotation circuit using low-frequency measurements can be difficult or impossible, especially on a circuit that has fast process dynamics. The ability to rapidly measure changes in grade makes it possible to continuously manipulate the flotation circuit operating parameters such as level, airflow and reagent addition set points to optimise plant performance throughout changing conditions.At Barrick’s Porgera mine in Papua New Guinea the flotation circuit feeds sulfide concentrate slurry to a pressure oxidation circuit. In order to maximise gold recovery in the flotation plant and increase performance in the pressure oxidation process, there is a stringent requirement to maintain a stable and optimum sulfur grade. The gold recovery is directly affected by the sulfur grade as most of the gold at Porgera is submicroscopic and associated with the sulfides (disseminated?pyrite).Porgera considered various points in the flotation circuit for installing Blue Cube analysers. This was part of a plant upgrade to improve process control. Due to budget constraints it was decided to initially only install one Blue Cube analyser on the final concentrate stream of the flotation circuit measuring sulfur, sulfides, gold and particle size. The accuracy of the calibration results were very good for all these properties. The sulfur measurement was used in an advanced control system to optimise and stabilise the grade. The paper presents comparisons between mineral grades determined using analytical laboratory analyses and the online Blue Cube data measurements, as well as benefits achieved by measuring grade online. The Myojin Tunnel, located on the Shikoku Expressway being constructed by the Japan Highway Public Corporation, is 3,770 m long with a cross sectional area of 80 m2. Kajima Corporation, the contractor for the northern construction section of this tunnel, adopted here its newly developed "mini-bench" method of excavation. The objectives of this method were 1. to be able to perform all tunnelling operations using the whole cross sectional area of the tunnel under any ground conditions, and 2. to be able to vary the length of the mini-bench within the range of 0 to 7 m according to ground conditions. In order to achieve these objectives, original, sophisticated equipment was developed and employed in the work. One of the newly developed machines is a special jumbo, a hydraulic crawler jumbo with five rotary type booms. This machine is capable of accommodating variation in the length of the mini-bench accompanying changes in ground conditions and is equipped with a special mechanism by which the positions of the booms can be controlled by means of hydraulic cylinders. Also developed was a shotcrete robot for use with the mini-bench method which has the control board near the shotcrete nozzle for close control of application.

Sixty Schlumberger electrical soundings were carried out in the Depot Springs area, near Agnew, Western Australia as part of an investigation into the availability of groundwater for the Agnew nickel project. The object of the survey was to locate calcrete aquifers related to Tertiary drainage channels on the Pre- Cambrian surface. The electrical soundings were initially interpreted using sets of master curves and auxiliary point methods. Electrical sections were produced and contour maps prepared of apparent resistivity for AB=80m, total conductance of the overburden and transverse resistance.

The ironmaking industry consumes a large amount of fossil fuel derived carbon as heat source, reducing agent of iron ores and carburising agent of reduced iron. Although the demand for drastic decrease of carbon dioxide emission, carbon is an essential element for smelting process of molten iron. The carbon recycling ironmaking process by circulating CO has been already proposed to achieve carbon neutrality. However, the production of molten hot metal is not considered in this process because sufficient amount of carbon does not dissolve in reduced iron by CO. Therefore, our group has suggested a new carbon recycling ironmaking process which can produce hot metal. In this process, free carbon and iron carbides produced by carbon deposition reaction using metallic iron as a catalyst are used. It is known that only Fe3C is obtained as iron carbide by using CO gas, however, Fe5C2 is also produced by adding H2 gas. The composite agglomerated with these carbonaceous materials and fine iron ore (Deposited Carbon-Iron oxide Composite: DCIC) is reduced and melted in a furnace. It is reported that Fe3C in DCIC accelerates the reduction reaction and melting of the composite. In this study, the effects of iron carbides and free carbon on the melting behaviour of DCIC are investigated. Fe3C, Fe5C2 and free carbon were produced by vapour deposition using porous iron whiskers and CO-CO2-H2 gas. These were agglomerated with hematite reagent at a certain ratio to prepare DCIC samples with and without Fe5C2. The samples were heated up to 1300°C in inert atmosphere. The DCIC containing Fe5C2 completely melted and iron nuggets were obtained after the experiment. This behaviour was not observed in the composite without Fe5C2. This indicates that using Fe5C2 is more preferable than Fe3C for molten iron production using DCIC.

The application of known pelletizing tech- nology was successful in the agglomeration of zinc concentrate into pellets of minus 6mm siz- ing using fine zinc calcine and sulphuric acid as binder. Subsequent roasting trials conducted in a 0.3 m diameter fluid bed reactor, showed that the pellets satisfactorily withstood hot physical abrasion during fluidization. Fines generation was low and the pellet calcine was hard, possessing excellent handling properties. Results of laboratory scale static pellet sinter- ing tests showed conclusively that the deterior- ation in sinter physical quality experienced with fine calcine was not apparent when the calcine was added to the mix in pellet form. Based on the results of small scale exper- imental work, a one tonne per hour pilot plant was constructed and operated. Several thousand tonne of pellets were produced-for fluid bed roasting in Badische Analin and Soda Fabrik (B.A.S.F.) turbulent layer (T.L.) roasters previously designed for roasting iron pyrite concentrate. Continuity of the T.L. fluid bed roasting operations was achieved when the waste heat boilers were replaced with atmospheric coolers and thus eliminated the problems of gas flow restrictions. Sinter plant trials were conducted over a period of two weeks with the addition of pellet calcine to the sinter feed. Results showed a marked improvement in sinter plant performance, and as a result of better bed permeability, increased sinter production was achieved, with- out significant deterioration in sinter quality.

During the last 12 years the dominant theme at Mount Isa has been production expansion. Production rate of 3,200 tons per mine day in 1953 increased to 11,000 tons per mine day in 1960, completing the first stage of the programme. The second stage is still in progress. It is planned to increase production of lead and copper ores to 19,500 tons per mine day in 1968.Current mine workings comprise an area 2 miles long and 1/2 mile wide, the deepest production level being 2,000 ft below surface. During the next 10 years it is anticipated that mining will be carried out to a depthof 3,200 ft below the surface. The rapid extension of the mine has necessitated frequent re-appraisals and modifications to the primary ventilation system, and a system with considerable in-built flexibility has gradually evolved. Since 1953, volume circulation has increased eight-fold to approximately 2,400,000 c.f.m.To suit various mine operating requirements, a combined pressure-exhaust system of ventilation was adopted.The usefulness of this system is at a maximum when the fans installed permit ready changes in the location of the boundary between adjacent spheres of fan influence.Air flow through openings to the surface can be controlled or used as required. This feature is considered necessary for a mine where underground workings are comparatively shallow and caving to the surface willoccur.A major heat problem exists due to climate conditions, high geothermic gradient (one degree Fahrenheit in 95 ft), and oxidation in leached and brecciated areas.Because of this, quantities of air far in excess of the minimum requirements for dust removal are required to ensure satisfactory environmental conditions. In assessing fan pressure, consideration was given to 1. the mine resistance, and the requirement for pressure differential capability,2. the pressure requirement for deeper mining, with due allowance for booster fan use where appropriate,and3. the desire to avoid fan operation at pressure duties above the region of peak fan efficiency.The latter feature provides a safety margin between maximum operating pressure and the stall point of the fan.

Man has always been and will always be part of his environment, in ,a good, bad or indifferent manner. Until quite recently, this environment has been the atmospheric boundary layer above the land masses, and to a limited extent the air-sea interface of the oceans. Since the days when he lived in caves, he has built up a wealth of observations on these two environments,-with ever-increasing scientific precision which unfortunately until quite recently was completely insufficient for modern capabilities of data analysis. Consequently, in a sense, he has left in his wake thousands of years of missed, opportunities for making exact observations and increasing his understanding. The data of the past are lost and he has to be satisfied with what he can assemble from now on when his environ- ment, largely as a result of his actions, is exhibiting more and more rapid variations in time; in other words, time series of observations of phenomena are required, the length of which is critical for most purposes of analysis.

This paper presents an overview of a technology package developed by BHP for locating discontinuities in coal seams using an in-seam seismic (ISS) exploration technique. The technology package includes instrumentation, data processing software, field procedures, numerical modelling and interpretation know-how. The technology developed has proved to be highly successful; features such as faults and dykes, not detected by other methods, have been delineated. Using equipment specifically designed for underground use, surveys are carried out quickly and at low cost. More than 30 ISS surveys have been conducted by BHP in Australia. Substantial savings in production revenue have been realised in situations where ISS has identified mining conditions which would have impeded longwall operations. Case studies of several ISS surveys are described in the Paper.

From experience in the design and operation of power station combustion facilities in most mainland Australian States, involving a wide range of black coals and lignites, and in the specification and procurement of coal supplies for power station use, techniques for the optimisation of coal resource development and power generation utilisation have been developed to ensure compatibility between characteristics of the selected coals and power station design. These techniques include computer data bases for resource data handling and computer simulation of coal-fired boilers for determining coal property cost effects. Data Base Systems allow results of coal analyses to be efficiently handled, to assist in the review of the relevance of resource data to the coal sections proposed to be mined and the coal fractions proposed to be marketed. Data Base Systems also facilitate the marshalling of coal quality data into basic utilisation format to enable a proper utilisation review and analysis of the certainty and scatter of coal properties. Computer simulation of the effects of different coal properties on the capital and operating cost of power stations is achieved by establishing conceptual design parameters of the major items of plant to relate the variations in coal specification to equipment size and type. Variations in power station budget costs can then be determined using the computer model for variations in coal specification.

Emphasis is placed on appointing key commissioning staff early in the project to coordinate the preparations for commissioning and on detailed planning and tracking to ensure that the required commissioning activities are performed satisfactorily. The management of safety during commissioning is reviewed.

The Mount Morgan minesite, located approximately 40 km SW of Rockhampton in Central Queensland, comprises 270 ha of unrehabilitated land which is the currently the major source of acid mine drainage run-off and seepage to the adjacent Dee River. Additionally, the minesite hosts an Open Cut Pit which contains 9000 ML of acidic and metal-rich water. In the absence of active management of water in the pit, there is a 50 per cent probability of an uncontrolled spill occurring in future years. The development of a contingency plan for management of overflow from the pit in the short term, has incorporated findings from numerous studies relevant to the Open Cut Pit including, but not limited to, water balance, contaminant source identification, toxicity testing, water quality profiling and limnological modelling, and estimates of probability of overflow. Extensive stakeholder consultation and peer review were also undertaken during the formulation of the contingency plan. The medium-term goal of lowering the water level in the pit to reduce the current high probability (50 per cent) of uncontrolled overflow to acceptable levels of risk is proposed to be achieved by a campaign of chemical water treatment. The treated water will be discharged to the Dee River, and sludge returned to the pit. The methodologies used for the selection and development of the water treatment process, that is proposed to involve treatment with lime, are described. Water treatment is the short- to medium-term component of a long range rehabilitation plan for achieving a negative pit water balance, and sustainable management of acidic water across the whole site. Achieving this ultimate goal will involve: reducing the inputs of water to the Open Cut Pit such that the annual water balance is zero or net negative, thus removing the need for water treatment in perpetuity; maximising, by surface rehabilitation works, the quality of run-off reporting to the Dee River; and minimising the volume of acidic seepage reporting to the seepage interception system. Possible strategies for achieving this long range goal consistent with overall site rehabilitation objectives are currently being developed and costed.

Analyses of several nickel mattes from around the world show a significant variation in their copper content. Typically, matte contains an alloy, heazlewoodite and a copper sulphide phase. The various commercial methods of processing these mattes are reviewed and some of the fundamental factors which determine the choice of leaching system are discussed. Electrochemical studies on pure heazlewoodite and millerite in sulphate and chloride media are compared which show that nickel sulphides react via a series of nickel deficient sulphides and exhibit passivation as nickel is removed. Differences in the electrochemical behaviour of nickel sulphides in chloride media are attributed to greater crystallinity of sulphur and less formation of'NiS2. The electrochemistry of mattes differs because of the presence of alloy and copper. Copper in the matte modifies the potential for alloy dissolution and the rate of anodic dissolution of nickel. At elevated temperatures, Cu(II) in solution exchanges with NiS and completes the leaching of nickel at relatively low potentials without significant oxidation of sulphur to sulphate. It is concluded that there are fundamental advantages to leaching nickel matte in chloride media using Cu(II)/Clz as the oxidant.

"A new approach to mineral project evaluation is described called Scenario-Based Project Evaluation (SBPE). SBPE incorporates well established æscenario planningÆ and æscenario thinkingÆ approaches, which are used extensively in other industries,?most notably the?petroleum industry. While most scenario planning is qualitative and non-probabilistic, the approach described here includes both quantitative and qualitative aspects. SBPE is complementary to optimisation approaches and allows mining firms to build and operate projects that are more robust in the face of adverse changes as well as proactively respond and exploit the upside offered by a realistic assessment of variability. The approach has potential to improve project performance and decrease operational risk. It also has important applications for currently operating mines.Conventional evaluation of metalliferous mineral deposits uses estimates of metal grades and deleterious attributes in singular æorebody modelsÆ, usually 3D block models, which fail to capture two critical aspects that underpin the realised value of mining projects: the inherent uncertainty of the estimated attributes the spatial variability of attributes, at the scale of mining selection, which impact on downstream processing steps and fundamentally drive realised value. While singular models are appropriate for estimating block averages, conditional simulation (CS) models of the relevant attributes are needed to represent uncertainty and capture spatial variability. Any attributes that can be either built into CS models and/or modelled in the envisaged mining/processing steps, can be evaluated fully through to highly ægranularÆ (ie detailed and un-smoothed) cash flows. A complete view of SBPE relies on selected strategies being tested against plausible æscenariosÆ of factors external to the project and thus outside management control. æExternalitiesÆ captured in such scenarios include market prices, costs and taxes. Via SBPE, project managers may demonstrate that there is material value in preserving or purchasing options that provide future flexibility to respond to the changing externalities or changes in orebody performance. Such flexibility generally comes at a cost but is very difficult to value. It is argued that full value chain evaluation using SBPE can help to value these options for a mining company. The brown coal resources of the Latrobe Valley, which include over thirty thousand million tons of coal suitable for open cutting, provide the main source of fuel for the power generation for the State of Victoria. They also provide the basis for the development of a supply of cheap hard fuel for industrial and domestic use, and for the development of the Lurgi process for manufacture of town gas for most of the State. The production of hard char for metallurgical processes and liquid hydro carbons will each, no doubt, play its part in the industrial growth that will be based on these resources.The State Electricity Commission of Victoria, which has been allocated the task of developing these deposits since the early 1920's, is faced with problems of economic selection of deposits for development, and excavation and transport of huge tonnages of coal and overburden-in this year, 19'59, about 12,000',000 tons of brown coal will be won, and over 7,000,000' cu. yd. of overburden will be removed in the four open cuts operated by the Commission; by 1967, eight years from now, the demand will have doubled.This paper deals with the nature and importance of various factors effecting the planning of the development of these resources. It is in essence an introduction to the papers by C. S. Gloe, H. C. G. Rodgers and J. M. Alexander, also being -presented at the Institute conference in Victoria in August, 1959.INTRODUCTIONIt is the intention in this paper to define the factors that come under consideration in the planning and development of the brown coal fields in the Latrobe Valley, whose exploitation by the State Electricity Commission of Victoria was initiated almost 40 years ago. It is proposed to enumerate, and in sorile cases evaluate, the physical and economic criteria that play their part in determining planning for the future.

The Queensland Department of Natural Resources and Mines (NR&M) accepted the environmental liability for the Mount Morgan minesite in 1991. This gold and copper mine located 38 km southwest of Rockhampton had been in operation for more than 100 years. Mining leases are still active while the feasibility of a reprocessing operation is carried out. From 1993, NR&M have operated a seepage interception pumpback system which has reduced the chronic load of acid rock drainage (ARD) to the adjacent Dee River, a tributary of the Fitzroy River system. In early-2000, it was recognised that a ten-year plan for rehabilitation of the mine, along with significant funding would be required if a long-term sustainable rehabilitation strategy was to be implemented at this minesite, ultimately making the seepage interception system redundant. A rehabilitation planning workshop coordinated by NR&M was held in May 2000. This workshop brought to the mine a range of technical expertise and key stakeholder groups. This workshop provided a technical forum for review of studies undertaken and to identify priority projects, which needed to be undertaken in the future to more clearly define contaminant sources on the mine site and to prioritise the rehabilitation program. Stakeholder consultation enabled the project team to be clear on community and other government (eg Environmental Protection Agency) expectations. It is clear that the future of the economically depressed community of Mount Morgan will be reliant on the careful management of the significant heritage values at the minesite for tourism, education and research. In the first year (2000), priority studies were initiated, which included whole of site studies on water balance, contaminant sources and a review of occupational health and safety and environment of the minesite and conservation and heritage scoping. Baseline vegetation and soil materials surveys were also initiated. The outcomes of these studies helped to shape the work program for the following year, while providing a basis for an additional funding application, which was granted. The second year of studies focused on building upon the existing baseline studies completed. In addition, studies focussed on addressing the priority issue of contingency planning for overflow from the open cut pit in accordance with best practice management of release water and river monitoring strategies were completed. Completion of these projects over the next six months will enable the optimal rehabilitation strategy to be defined in 2003. This optimal strategy may require the use of a water treatment plant for part of the ten-year program to provide space in the open cut pit for the deposition of ARD contaminant sources (eg waste dumps, tailings). It is envisaged that some sources will be rehabilitated insitu while others will be relocated to the open cut pit. Implementation of this strategy will be dependent on subsequent funding.

Sulphur partition between metal and slag has been examined on a cast-by-cast basis for BTIP furnaces. Partition values. were calculated from thermodynamic equilibrium data together with oxygen activities computed from the manganese partition. The S-C interaction coefficient, esc , was treated as an adjust- able parameter and the agreement between calculated and measured S partition values optimized. In the case of furnaces operating with low viscosity slags this procedure led to estimates of esc in close agreement with previously measured values. The same analysis applied to daily average data for several Kawasaki Steel furnaces led to the same esti- mates of e c s , indicating a similar approach to equilibrium. Silicon partition between metal and slag has been examined on a time average basis and found to be far removed from thermodynamic equilibrium for most Australian furnaces. A study of Japanese furnaces of comparable size reveals a temperature dependence of Si parti- tion which appears to be close to equilibrium. Australian furnaces approach this behaviour only when operating with low viscosity slags. A preliminary examination of the effects of burdening with TiO 2 on the silicon partition is also reported.

Alternative processes for converting coal to liquid products and their stage of development are outlined. The merits of hydrogenationprocesses in general, and the solvent refined coal process in particular, are stressed. Bench scale experimental hydrogenation procedures used by the Australian Coal Industry Research Laboratories Ltd. (ACIRL) to study the liquefaction of Australian coals and correlations between properties of such coals and their conversion to liquid products are described. Factors involved in assessing investment and operating costs for modern hydrogenation based coal refineries of different capacities are described with reference to a recent study undertaken in N.S.W. The significance of coal properties such as yield and yield structure of total liquid products and how they and other factors can influence the economics of the coal refining operations are discussed.

IT will be noticed, from the following contributed papers on the various plant, what an infinite number of parts are required to be kept in active operation in order to derive a resultant product of commercial value from the ores and materials received at the works. Crude ores and concentrates, in every degree of complex structure and resistance to treatment, are arriving daily from near and distant places, moreover their metallic contents are so varied that an outsider, unacquainted with the operations, would naturally wonder how it is possible that the rare elements are to be sorted out and classified into their true order, to meet industrial requirements.The proposition is necessarily not a simple one and owners of mining properties have naturally refrained from smelting their complex ores on account of the technical difficulties of attaining high efficiency and recovery of the metals, where limitations are imposed in procuring a variation of ores that lead to the best smelting and refinmg result. This difficulty obviously imposes many disabilities on the smelter, who is prepared to accept all such complex ores, and it may be said that were therenot available a large weekly supply of lead concentrates from the company's own mine at Broken Hill, of standard quality, much of the material being treated in the world today would certainly not be marketable.In order to sustain full efficiency, each section of the works must maintain its.true balance and synchronize with the requirements of such other departments as are dependent on its partially treated materials. This harmony of operations is not only imperative as regards tonnage output, but also relies on the condition of the resultant treatment by each plant, no large variations being permissible.The various officers are, therefore, dependent on one another to keep the order of the operations flowing regularly.
