This report presents a literature review conducted by the U.S. Bureau of Mines. The review summarizes what has been learned from recent empirical studies of the relationship between mine safety and characteristics of miners, mine management, and mining companies. The review is based on literature published in the United States during the period from 1976 to 1988. In addition to summarizing the empirical findings, this report discusses the implications and limitations of these studies, and gives recommendations for improving mine safety. An annotated bibliography section appears in the appendix.

Most discussions of sustainable development (SD) in mining relate to metal mines in rural areas. Industrial minerals (IM) are closer to urban areas primarily owing to a high transport-cost component of delivered cost. This visibility to large populations overshadows IMs relatively small operation size and generally lower waste volume and toxicity. The IM industry needs to rethink its way of doing business to fit into the SD paradigm. Society and business in general will also undergo significant change to enable industrial SD along the lines of triple-bottom-line accounting with government pushing everyone. The benefit to IM mining from embracing SD is a renewal in their social license to operate and a rebirth of mining as a positively-viewed force in society. This positive view would lead to lower acquisition costs because society would not fight so hard to eliminate nearby mining. This would ease the current exploration woes of the IM industry by opening up new deposits for exploration and more readily allowing placement of mines nearer to markets. The earlier in the exploration process SD is initiated, the better.

"INTRODUCTION The Treasure Hill mines, situated in Dry Canyon, Ophir mining district, Tooele County, Utah, together with several other properties in the district, examined were examined by Frank L. Wideman, an engineer, the Bureau of Mines, in September 1942.In April 1945, development drilling was started on the Treasure Hill mines, which are operated under lease from the Madison Mines Co. The project was continued in 1946 and terminated in 1947.While the Bureau of Mines project was in progress, the Morgan and Fullion tunnel workings were surveyed by Bureau engineers.ACKNOWKEDGEMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy, It is the policy of the Bureau to publish the facts developed by each project as soon as practicable after its conclusion. A study to explore the potential of utilizing the transport time required to move coal miners to and from the working sections. Consideration was given to all forms of training and presentation media, taking into account such environmental factors as noise, dynamic interferences, visibility, physical constraints, and contaminants. Indications of managements? and workers' attitudes toward man-trip training were also assessed. The final product was a proposed prototype training system for man-trip training. "INTRODUCTION The idea of direct steel is by no means new. Although the work of Bessemer and Siemens provided simple and effective moans for converting pig iron into steel and established the ""blast-furnace route"" as the almost universal method of producing steel, metallurgists have not ceased to dream of direct steel. By direct steel is meant any process by which iron oxide in ore is reduced to Iron of the same or greater purity than the final steel or wrought iron. That is, carbon or alloying elements would be added as needed, not reduced in unwanted quantities into the iron and then removed more or completely by refining (Bessemer or open hearth) only to be readded in desired quantities.In general, direct-steel processes are ""sponge-iron"" processes, because reducing iron oxide without simultaneously alloying the iron with carbon, phcophorus, sulfur, and silicon present in ore and fuel succeeds only if the temperature is below the melting point of the iron. Such solid iron formed by reduction of iron oxide at relatively low temperature is sponge iron, which is butlery and porous. When the reduction proceeds at the higher temperature at which the particles of metal can weld together or finally even melt to yield pellets or balls that do not have the porosity and low-density characteristic of sponge iron, the product might preferably be called simply ""direct iron."""

"OPENING REMARKS Yesterday and today we have heard some very interesting papers on operating matters and some of you are probably wondering what we are now doing talking about Communications in Plant Design. Let me tell you! Before the techniques we have heard being discussed can be used, there has to be a properly operating plant. It is certainly a fact that many mineral processing plants achieve only limited success and a number of them can even be said to be failures. Some of you sitting here are probably living with operating problems that are clue to errors in the design.If the histories of these problem plants are examined, it will be found that in many cases, the necessary skills were available during the period of the plant design. There was extensive operating know¬ledge together with a full range of project expertise. Why then the failures? In a substantial number of cases it can be traced to the old, old problem of communications. As plants get bigger, money costs more and smooth startups become more important, it becomes less and less economic to fix up any design errors during plant operations.During our careers in mineral processing, nearly all of us will be involved in at least one plant design and I feel that it is as well if we understand some of these communication difficulties that can lead to a problem plant. There is little point in us being experts in mineral processing if the knowledge we have acquired doesn't somehow get incorporated into the plant.I would, therefore, like to present this short paper that mentions a few of the significant communication problems that can occur during the design of mining and mineral processing plants, together with some thoughts on answers to these problems."

The mining industry continues to underpin the regional economy. Australia, benefiting from a weak currency, receives 27% of the total goods export value from non-energy mining lead by aluminium, iron ore, gold and nickel. Consolidation has eliminated CRA, Comalco, North, Savage, Acacia, Ashton, Great Central, Aberfoyle, Placer Pacific, Plutonic, Normandy and RGC leaving Rio Tinto, BHP-Billiton, WMC, MIM and, increasingly, the South African companies Anglo, Gold Fields and Harmony as dominant players. Exploration stagnates with expenditure dropping 40% in Australia and 80% in PNG from peak levels. Major new regional developments include Rio’s West Angles iron ore project, Newcrest’s Ridgeway gold-copper mine and Inco’s Goro nickel-cobalt project in New Caledonia.

The work involved compilation and description of pertinent factors relating to the physical features and operational characteristics of the facility, including information on embankment construction practices; investigation and research of the general geologic and seismicity characteristics of the site and vicinity; limited field exploration and materials sampling and testing at the site; installation and limited monitoring of piezometers, surface movement markers, and slope indicator casing; limited laboratory testing of materials to evaluate the basic index and engineering properties of the embankment and tailings materials; selected engineering analyses of the embankment for various types of potential "failure" conditions; and includes appendices.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. This circular is part II of a series of papers reviewing the literature on air conditioning in mines with particular reference to the health, safety, and efficiency of employees. It deals with the physiological aspects of the principal physical qualities of mine air; part I (Information Circular 7001), chapters 1 to 3, discussed the physiological aspects of the chemical qualities of mine air, especially when contaminated with organic matter and noxious and toxic gases; part III will describe theoretical and practical methods of air-conditioning mines to try to correct or alleviate the conditions mentioned and will discuss the results attained by some of the systems now in use in various parts of tae world. With the present emphasis on the necessity for preserving the health of the Nation's defenders, industrial as well as military, attention should be called to the various conditions that may affect adversely their health and efficiency. One of the most important of these is exposure to abnormal air conditions, especially high temperatures and humidities. Therefore, it is believed that although the data presented here on the physiological effects of exposure to high temperatures cue intended mainly for the mining and allied industries, they are applicable to many other defense industries as well as to conditions present in some activities of the Army and Navy.

Examples are presented in which Time Domain Reflectometry (TDR) was employed to locate deformation of rock masses induced by mining. The first example involved motoring the propagation of overburden fractures above a longwall coal panel and the second example involved the we of a)R to monitor rock mass deformation in the vicinity of a strip mine highwall. Bock mass deformation, strata separation and large block movement generated strains and failure along coaxial cables which were installed in drill holes and the TDR reflections generated by these strains and failures were monitored. Analysis of field data and a preliminary laboratory test indicate that it may be possible not only to locate rock mass movements but also to quantify these movements with TDR data.

The rock blasting industry continues to be under pressure to reduce the level of vibration induced by the use of explosives. In recent years much research and development has been directed to minimizing vibration levels by controlling the delay period between blast holes. The most commonly applied technique is known as Linear Superposition. This technique takes the vibration produced from a single-hole test shot and simulates the vibration that would be produced from a full-scale production blast. The simulation can be run with various delay periods and the optimum delay chosen. The success of the Linear Superposition technique depends to a great extent on having accurate delay detonators and on the single-hole test shot reliably indicating the vibration signal produced from each hole in a production blast. A quarry-based case study is given illustrating how these assumptions are not always valid. In this case the use of electronic detonators has controlled frequency but not vibration level. The paper goes on to describe a series of single-hole test shots in an U.K. limestone quarry. The vibration 2 signals recorded are examined in terms of variations in free-face provision, blast geometry, explosive properties, etc.

Carlisle: An old friend and good friend, Alan Bateman, is the Silliman Professor of Geology Emeritus at Yale and editor of the Journal of Economic Geology. Now, Alan, let's start off by telling us something about how you became interested in copper. Bateman: Well, after I left Yale in 1913, I was appointed one of the field members of the Secondary Enrichment Investigation. We spent three years in the field studying all the copper deposits of North America, trying to find out how secondary copper enrichment took place. As part of this investigation, I went up to Kennecott, Alaska, in 1916. After the trip I was asked by the president of the company to become consulting geologist to them. I accepted his offer, and to this day I'm still consulting geologist to the Kennecott Copper Corp. Up at Kennecott, there were both Henry Krumb and my good friend Henry DeWitt Smith, who was general superintendent. He and I had been together at Yale, and I had ushered at his wedding. Interestingly enough, Henry took his bride to Alaska and I took mine there two months later. My assistant was Don McLaughlin, and I think that was his first experience in a mining camp. We published a paper on Kennecott together and cemented a friendship lasting to this day.

"Next to the actual mine of Les Explorations Muscocho Ltée in Montauban, Quebéc, you could find a total of 364 000 tons of flotation tailings assaying 1.4 Au g/t et 82 g Ag/t to the south of the municipality. This tailings pile is what is left of previous operations. Preliminary leaching tests on these tailings in laboratory columns gave interesting results which led to tests in larger columns in 1984 and to a pilot test on a 750 ton heap in Montauban during the summer of 1985.This paper briefly describes the columns tests performed at the Centre de Recherches minérales and the heap leaching test designed and conducted by SOQUEM in Montauban. Resin was first introduced to U. S. mines in 1971 and first produced in 1973. The original polyester roof bolt resin was very expensive and limited to a single cartridge size and a single slow gel time. Early resin applications were limited to very difficult ground conditions. Today approximately 80% of the over 100 million roof bolts installed in U.S. mines, tunnels, and construction projects employ polyester roof bolt resin. The industry has evolved from hand packing samples for trial testing to producing enough resin, if converted to a .9 inch (22.9mm) diameter cartridge, to encircle the world at the equator approximately three (3) times each year. Manufacturing and design improvements allow for a more consistent product with a wide range of applications at a price that is approximately 30% below our 1974 sales price. An inflation adjusted dollar buys six (6) times more resin in 2006 than in 1974. Modern gel times range from a few seconds to over 15 minutes. Viscosity is matched to bolt type and drilling machine characteristics. Multiple cartridge diameters and a wide range of cartridge lengths are offered by two operating companies. Resin manufacturers have also gone through a period of restructuring and change to meet the challenges of the mining industry. DuPont Fasloc has become Fasloc, Inc., a stand-alone company. Celtite became Fosroc then Minova, as it is known today. During this transformation, several manufacturers have either discontinued production or were absorbed. The industry led the development of the chemical grouting materials specifications contained in ASTM F432-95, Standard Specifications for Roof and Rock Bolts and Accessories. A history of the industry will be presented within a discussion of the evolution of the strength index, speed index, cartridge volume, class designation, and product marking requirements of ASTM F432-95.

Low Zinc Prices Close Alcoa Mine Alcoa Mining Co., announced that it will suspend operations at its Hutson mine, near Salem, Ky., because of low zinc prices, January 15. The Aluminum Co. of America subsidiary announced that the low market has made zinc mining un- profitable. About 70 men were employed at the mine, with a production of about 5000 tons of zinc annually. Alcoa said the shutdown would not affect other company operations, with most of the men at Hutson absorbed in the mining firm's fluorspar operations in the same area.

Modern computers and software provide powerful tools for the geologist to construct reliable models of geological resources, and the mining engineer to produce accurate and workable mine plans. Over the years many people have developed a phobia of computers, especially for geological analysis, modelling and mine planning. This phobia is often caused by a lack of knowledge, poor training or a bad experience. The adoption however of computers for geological modelling and mine planning is now becoming mainstream. With the correct training, a good understanding of input data, and detailed knowledge of the required results, the phobia can safely be overcome to provide mining operations with increased productivity.

In a previous paper, Oelsen, Schuermann, and Hey-nertl pointed out the possibility of obtaining complete thermodynamic functions for alloy systems from calorimetric measurements alone. Specifically, if the heat content of a heterogeneous, multicomponent system is known as a function of temperature and composition, then it is possible to derive the heats, entropies, and free energies of formation of liquid phases and of solid intermediate phases of fixed composition. The authors present equations and graphical techniques applicable to eutectic systems and systems with intermediate phases without solid solubility at lower temperatures. eijering has considered possible extension of the treatment to systems with complete solid-state miscibility at lower temperatures; however, experimental difficulties practically restrict the method to systems with very limited miscibility in the solid state. The purpose of this note is to present an alternative derivation of the heats and entropies of formation of liquid phases and of solid intermediate phases from heat-content measurements alone. Fig. 1 shows three types of phase diagram to which the analysis may be applied. If the heat content is determined as a function of composition x, at temperature T, we have quite generally and the heat of mixing of the liquid is obtained directly from heat-content measurements. "INTRODUCTIONPine Point Mines, operated by Cominco Ltd., is located approximately 65 miles east of Hay River, N.W.T. on the south shore of Great Slave Lake.The milling operation started in the fall of 1965 with a capacity of 5,000 tpd. An addition was put into operation late in 1968 to bring the nominal capacity up to 8,000 tpd. The present milling rate is 11,000 tpd.With a feed grade of approximately 2.9% Pb and 6.0% Zn the annual concentrate production amounts to roughly 130,000 SDT of lead concentrate and 370,000 SDT of zinc concentrate for a total of 1/2 million tons of product.This tonnage is moved by railroad. Pine Point is served by the Great Slave Lake Division (G.S.L.) of the Canadian National Railways which connects to the Northern Alberta Railway System (N.A.R.) at Roma Junction, at Peace River, Alberta. The system in turn connects to the CNR and the CPR in Edmonton, Alberta. From here the concentrates move inland chiefly to Trail, B.C., with some shipment to other Canadian and U.S. smelters, and to the port facilities of Pacific Coast Terminals at New Westminster, B.C. for offshore export.This paper will focus on the problems associated with the movement of lead and zinc concentrates from Pine Point to port facilities on the west coast."
