Good morning ladies and gentlemen, and may I thank you for inviting me once again to address your conference. I would first like to welcome you all, especially international delegates and conference speakers. ItÆs a pleasure to be with you all and I hope that you have the time to enjoy the many beautiful sights that the Coromandel and Bay of Plenty have to offer.   Holding your conference in Waihi is particularly apt, especially bearing in mind the conference theme û 'Mining in the Community'. There can be few venues in the world that can boast a world class gold deposit of the likes of Martha Hill located right here in the centre of a rural service town. ItÆs a deposit that has a mining history active now in its third century and that to date has yielded some 7.5 million ounces of gold and 50 million ounces of silver. I doubt that when John McCombie and Robert Lee discovered gold at Martha Hill in 1878 that they had any inkling that their endeavours would be the foundation for a mine that would become such an inseparable part of the economic and social fabric of Waihi for the next 130 years.   This is now my fifth appearance at a New Zealand minerals conference, I especially value such occasions as it allows me to comment on your industryÆs performance over the past year, share my thoughts on matters affecting your industry, and also to give you some feedback from central government.

At one time explosives were the only economical means of rock tunnel excavation. Except in relatively long tunnels in the right rock explosives are still the cheapest means of rock excavation where they can be used. Today the most economical means of rock tunnel excavation is increasingly not the choice of the contractor. A good part of our work is for public agencies in urban areas and the public today is increasingly less tolerant of the disruption caused by our efforts. Owners in many cases have to direct their engineers to write specifications which severely restrict noise and vibration levels during construction. Sometimes specifications allow drill-and-shoot for starter tunnels only or even eliminate powder by fiat. Recent advances in the use of explosives such as sequential firing have made blasting more palatable to the public but are not enough in all situations. Thus the roadheaders on construction projects. In recent work I have seen the Alpine Miners, a Paurant Miner and the Robbins Mobile Miners used in several rock formations and now believe this type of equipment has a place in the tunnel constructor's choice of equipment. Rudy and I have not attempted to present a formula for choosing the best alternative excavation method in any given case because, of course, of the variables involved. We have simply tried to describe our experiences on a particular project and hope our observations will be of some value to tunnel constructors.

Blasthole deviation is a frequent, well documented and undesirable occurrence in mining operations. It is caused by the drill string mechanics, operating variables and the interaction between the drill bit and the rock mass characteristics. It is composed of three distinct components: collaring or marking error, alignment error and trajectory deviation. This study has focussed on the dependence of trajectory or natural deviation on the geological features of the rock mass being drilled.

Mineral resource evaluation and estimation process is not an exact science; however it depends on the knowledge and experience of the competent person and his ability to apply his mind, make reasonable assumptions, interpretations and exercise sound judgment in the mineral resource estimation process. The mineral resource evaluation results in a mineral resource statement are disclosed to investors. The minerals industry is presently undergoing rapid changes in legislation governing the public reporting of mineral assets. It has gone through different phases of development with respect to the reporting of mineral resources and mineral reserves (mineral assets). In the past no reporting was done and currently mineral assets are reported as a supplementary section that briefly describes the mineral asset termed ?the mineral reserve and mineral resource statement?. The current industry trend appears to be going towards recognition and disclosure of the mineral assets on to the balance sheet. This paper explores the salient issues behind the mineral resources and mineral reserve statement of vein and reef deposits published in the public domain. It also highlights the potential misleading consequences of these issues and which filter through to the valuation of these particular mineral assets. The creation of reporting standards in the minerals industry has made significant inroads in standardizing and consolidating the interpretation and understanding of the different classification categories in the industry in an effort to promote common interpretation towards these salient issues.

Water rights and availability are extremely contentious issues in many mining regions around the world, in some instances leading to violent confrontation. This situation has the potential to only get worse because competition for 'scarce' water resources will increase with population growth. In this environment the dilemma facing the mining industry is how to generate confidence in developing a responsible, sustainable and transparent water management strategy that is recognised as such by all stakeholders. Whilst the water needs of the mining industry are minor compared to those of agriculture, an operating mine requires a relatively large quantity of water on a daily basis to carry out operations. Another contentious aspects of new mine development is the debate between all stakeholders on the amount and quality of water that a mine is able to discharge into the environment should this be required. There are a multitude of water resources available to the mining industry for operational needs however much of this water is saline and over the last two decades there has been a continual decline in water quality (ie salinity has increased). In today's world there are enormous internal and external pressures to reduce water consumption at a mine and/or alternatively use water not considered a resource by the local community (ie sewage, saline or salt water, desalinated water). Strategies to meet these objectives can be achieved by implementing good water management practices, by recycling process water, reducing water losses by evaporation and seepage (ie by increasing and improving dewatering practices) and employing new technologies such as dry stacking and dry processing. Recycled water, acid mine drainage water and water collected in the mining area have the potential to impact mineral processing performance, unless they are treated, because of the build up of mineral salts and decomposed chemical products in these types of waters. Besides this the regulatory requirements of any water discharged from a mine site (quantity and quality) have also become more stringent. For these reasons there is now some form of water treatment practiced at most mining operations around the world. This paper provides an overview of water stewardship undertaken in the mining industry over the last two decades and provides examples of water treatment practices that have recently been installed at mining operations that may be of interest to the reader.

Mould powders play an important role in the stability of the continuous casting process. The main functions of mould powders are to provide sufficient lubrication and to control the horizontal heat transfer. Because process control of thin slab casting is more stringent, it is generally assumed that mould powder properties become more critical as well. In 2000, the Direct Sheet Plant at Corus IJmuiden (DSP) was commissioned, incorporating a thin slab caster designed for casting speeds up to 6 m/min. During commissioning, several operational problems with mould powders were encountered i.e. insufficient liquid pool depth and the formation of rims/lumps. To investigate the operational mould powder problems, some of the mould powders were characterized using physical and mineralogical methods. The results were linked to operational experiences. It was concluded that for thin slab casting, a stable slag formation is obtained with a proper choice of free carbon and an even distribution of the carbon particles within the granules. The physical properties of mould powders are not as critical as expected when the additional mineralogical requirements are taken into account. The recent trend in underground mine developments is ?big is better?. This is most certainly evident in the mine shaft and the conveyances that operate within its compartments. Today, there are several new installations requiring mine cages that can transport up to 170 passengers. The technology in mine hoisting is advancing to address a combination of higher capacity requirements, deeper hoisting depths and faster winding rates, however, some areas of the hoist plant have not changed for the past fifty years. The most notable of these areas is the shaft compartment guide string and the conveyance mounted safety arrest mechanism. The technology in use today for the protection of passengers in a shaft conveyance from a hoist rope severance incident, remains conceptually unchanged from Elisha Otis? design of 1850. The actual retardation components, the safety dogs, have taken on several forms since Elisha?s invention with the last major design change occurring in the late 1940?s. The arrest of a free falling shaft conveyance requires that the shaft guides withstand the energy imparted on them by the safety dogs. There are some very real limitations presented by the use of wood for this application. The new hoisting era will most certainly continue to demand larger capacity equipment but also, an increased awareness toward safety.

Kennecott Energy's Colowyo Coal Mine is the largest open pit coal mine in Colorado and produces 5.5 MM tons per year. Colowyo uses the terrace mining method to recover up to seven seams of rolling coal ranging in thickness from 5 to 20 feet. Draglines are used to strip overburden ranging from 60 to 120 feet thick off two coal seams. These two seams are characterized by soft and fold fractured coal and in past practice cast blasting caused excessive coal damage. As a result, to ensure minimal coal damage and high coal recoveries, the overburden was excavated in two passes. The first pass removed the upper overburden to within 10 to 20 feet of the coal seam. The second pass removed the remaining overburden above the coal. Two-pass mining was effective in controlling coal damage, but also carried significant additional costs.

The numerous direct processes which have been patented and brought before the iron-masters of the world, differ materially from that now introduced by Mr. Wilson. After a careful examination of his process, I am convinced that Mr. Wilson has succeeded in producing good blooms from iron-ore, and I think that I am able to point out theoretically the chief reasons of the success of his method. Without going deeply into the history of the metal, I may mention the well-known fact, that wrought-iron was extensively used in almost all quarters of the globe, before pig or cast-iron was ever produced. Without entering into the details of the processes by which this wrought-iron was made, it suffices for my present purpose to say that they were crude, wasteful, and expensive, so that they can IE employed to-day only in a very few localities favored with good and cheap ore, fuel, and labor. The constructiou of larger furnaces and the employment of higher temperatures led to the production of a highly carbonized, fusible metal, without any special design on the part of the manufacturers in producing it. This pig-iron, however, could be used only for a few purposes for which metallie iron was needed; but it was produced cheaply and with little loss of metal, and the attempt to decarbonize this product and bring it into a state in which it could be hammered and welded was soon successfully made. This process of decarbonizatioa, or some modification of it, has successfully held the field against all, so-called, direct processes up to the present time. Why ? Because the old-fashioned bloomeries and Catalan forges could produce blooms only at a high cost, and because the new processes introduced failed to turn out good blooms. Those produced were invariably "red-short," that is, they contained unreduced oxide of iron, which prevented the contact of the metallic particles, and rendered the welding together of these particles to form a solid bloom impossible. The process of puddling cast-iron, and transforming it by decarhonization into wrought-iron has, as everybody knows, been in successful practical operation for many years, and the direct process referred to so closely resembles this, that a short description of the theory of puddling is not out of place here.

Pt-Al-X alloys have shown good mechanical properties and adequate oxidation resistance. Starting from a promising Pt-Al-Cr alloy, the influence of Ni additions was investigated. After ageing finely dispersed precipitates are observed. Nb, Ta, Ti and Re increase strength when added as partial substitute for Al. Minor additions of B increase creep resistance and rupture time remarkably, owing to strengthening of the grain boundaries. The evolution of the alloy development programme as well as selected properties of the multi-component Pt-base alloys are presented.

When bronze is melted in open-flame furnaces a considerable amount of slag is formed during the melting operation. This slag may be incidental to the melting practice or it may be formed intentionally by slag-forming constituents added to the furnace charge to provide a covering for the melted metal When this slag is removed from the furnace, it contains, in addition to the free metal carried with it by the skimming operation, a considerable amount of metal as oxide either combined or mechanically mixed with it. By the usual crushing and washing methods this metallic oxide generally goes to the tailings pile, so diluted by other foundry waste that its recovery is economically impossible. If this furnace slag is not inixed with other foundry waste, practically all of the metal oxide as well as the free metal may be recovered by some form of smelting operation. The first side of the problem to be considered is the amount of slag produced. It may not be true that the majority of foundries have no record of the amount of slag made, but it is certainly true that a very great many either have no record or pay little attention to it. Usually the collection of furnace slag for one normal week's run will be sufficient to determine the advisability of its being handled in a different manner from the crushing and concentrating generally employed. If a large representative sample of the accumulation is crushed and concentrated and the recovery compared with the results of a careful assay, it will be found that a large percentage of the total metal content was lost in the washing process. The percentage of loss will be greater than the metallic oxide content, as some free metal in extremely fine particles always is carried away in grains of slag. From such a comparison, it may be determined whether or not the slag should be melted, sold or treated as before. An example of an actual test of this kind is given below. In a foundry melting 50,000 to 80,000 Ib. of bronze per day, a week's accumulation of furnace slag and ladle skimmings amounted to 16,500 1b.—over three times as much as the foundry superintendent estimated before the accumulation was made. The influence of soil improvement replacement area in foundation settlements is discussed for soil improvement methods used in Southeast Florida. A 3D Finite element analysis is used for two typical conditions in the area: foundations bearing on loose sands and foundations bearing on a crust of limestone underlaid by very loose sands. Particular attention is given to Jet Grouting as a soil improvement method. The potential impact of the stiffer jet grout columns on the structural foundation design and quality control issues are also discussed. It is shown that in loose sand conditions 15 to 20% area replacement produces substantial reduction in total settlements. Reduction in total settlements for mixed profile is less significant but the use of the method in those cases is directed to reduce punch through potential.

Development and Validation of Ore Characterisation Test and its Use in Variability Campaigns of Comminution Circuits Impact testing was developed by assessing the fragmentation characteristics of ore samples after controlled impact. Standard methods are, however, limited to relatively large and coarse samples, which thus precludes their use in early stages of projects, as well as where only drill cores are available. The method described in this paper is based on the same concepts of controlled ore breakage, but using relatively smaller samples. It is particularly useful in assessing the variability of ore characteristics in early stages of greenfield projects, as well as in predicting the performance of existing grinding circuits. A validation program was carried out in which a good adherence to the original test results was obtained. The results were used for (a) simulation of a copper comminution circuit as a function of the ore characteristics, and (b) evaluation of sampling protocols used for assessing fragmentation characteristics.

At the Fort Knox Mine, Fairbanks, Alaska, carbon fines are generated during stripping, acid washing and kiln regeneration operations. Carbon fines are collected by a filter press because of their gold value. Samples of the carbon fines show that they consist of 20-30% carbon, 70-80% grit and 0.17-0.68 kg/t (5.0-19.9 oz/st) gold. About 80% of the gold values in the carbon fines used in this study are in a form of recrystallized free gold grains, with the balance being adsorbed gold on the carbon. High recoveries of gold and carbon were obtained in laboratory tests using froth flotation, with a high rejection of the grit.

The worldwide association of low-sulfidation epithermal gold mineralisation, bimodal rhyolitic-basaltic volcanism and rifting is confirmed in New Zealand. In the currently productive Coromandel epithermal-gold province reported Ar-Ar dating of adularia from low sulfidation deposits falls into two groups at 6 and 7 Ma. Bimodal rhyolitic-basaltic volcanism has been reported to be K-Ar dated at 9 to 7 Ma and 6 to 5.5 Ma. Epithermal gold mineralisation in Northland is spatially associated with bimodal basaltic-rhyolitic volcanism, with rifting cogenetic with that in the CVZ. The Taupo Volcanic zone (TVZ) is sufficiently young that the presence of a segmented rift with recent bimodal rhyolitic-basaltic volcanism can be genetically associated with epithermal gold mineralisation, which occurs as both fossil occurrences and in active geothermal fields. This reinforces the known potential prospectiveness of the Coromandel area and increases that of Northland and the Taupo Volcanic Zone.

When it comes to structuring major mining contracts, the two most widely adopted formats are æmeasure and valueÆ and æcost-plusÆ. A problem with both of these formats is the difficultly of aligning the objectives of the mining company with those of the contractor to achieve mutually beneficial outcomes. An alternative contractual arrangement is for the mining company to enter into an Alliance arrangement with the contractor, linking remuneration to mine performance across a range of targets. These targets can change over time as operational requirements change.   The aims of this paper are to: +        outline alternative types of mining contracts, as well as their strengths and pitfalls; +        describe the philosophy behind the Alliance contract at Newmont Waihi GoldÆs Favona underground mine; and +        identify some of the keys to success and pitfalls to avoid when implementing an Alliance.

Slag-metal and slag-metal-gas heterogeneous equilibria involving MnO-containing slags have been simulated using recently developed Mn-based alloy and IRSID oxide thermochemical databases. A large number of experimental equilibrium data have been used to verify the calculation results. The experimental slag-metal and slag-metal-gas equilibria in MnO-SiO2binary, MnO-SiO2-CaO and MnO-SiO2-Al2O3ternary, MnO-SiO2-CaO-Al2O3quaternary andMnO-SiO2-CaO-Al2O3-MgO higher-order system can be reproduced within experimental uncertainties. The influence of temperature, CO partial pressure and slag chemistry on the Mn-and Si-distribution equilibria have been quantitatively evaluated. In Japanese tunneling history, it has commonly been accepted that the long-round driving is difficult due to the complicated geological condition. Therefore, the maximum past record has been less than 3 m per round. A new record of advance was established in the 99 m2 headrace tunnel of Imaichi Water Power Station Project with an advance of 239.5 m in a month by drilling 3.9 m deep blast holes. The geology of the headrace tunnel composed of pyroxine andesite (ie. 960-1770 kg/cm2, VP3.1-4.3 km/s) which had several clay seams and open cracks and was moderately weathered. Automatic shotcrete machine was used for shotcreting. Rock support was specified according to the N.A.T.M. with each different rock type. The contractor achieved a remarkable tunneling advance not earlier experienced in Japan.
