1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

Hindered-bed separators are recognized as low-cost, high-capacity devices for both classification and density separation; however, since their inception, there have been few significant advances in the fundamental technology. Recently, Eriez has shown through modeling and pilot-scale testing that the innovative approach to feed presentation offered in the CrossFlow teeter-bed separator provides improved metallurgy when compared to traditional hindered-bed classifiers or single-stage coal spirals. This design feature prevents excess water from entering the separation chamber and disrupting the overall fluidization flow rate within the teeter zone. Most recently, a side-by-side industrial scale evaluation has verified that this technology improves overall efficiency and simultaneously reduces the separation cut-point. With regards to coal processing, data from full-scale units indicate that the CrossFlow offers good separation efficiency, high unit capacity, and metallurgical results consistent with laboratory- and pilot-scale separators.

Cortez Gold Mines completed a feasibility study for a new openpit gold mine in north central Nevada. The production schedule calls for a peak in material movement. This schedule is based on current operational efficiencies and equipment parameters observed at the company’s existing openpit operation. To mitigate risks of over/under predicting production, simulation modeling was used to validate the loading and haulage requirements during the peak production period. The advantage of simulation is the ability to provide a realistic model of a mining operation based on scheduled and unscheduled random events during the period under analysis.

Longwall mines typically use some form of standing support for secondary roof support in longwall tailgate entries. Although there have been several new support products developed for this application, there remains no universal design criteria to optimize the application of these support technologies. The requirement for optimization and proper support selection is to understand the degree of control that the support has on the ground behavior. The ground reaction curve and numerical modeling was used to evaluate the impact of standing support on ground behavior. LaModel was used to evaluate the impact of standing support on main roof and floor behavior and pillar yielding. The conclusion drawn from this study was that standing supports do not have sufficient capacity to control main roof or floor loading or prevent the resulting convergence of the tailgate entry. However, it is imperative that this “uncontrollable convergence” be considered in the support design to prevent premature failure of the support. A FLAC model was used to evaluate the near-seam roof and floor behavior in conjunction with the global vertical and horizontal stresses. The model suggests that standing roof supports can have some impact on the ground behavior as the elastic response of the rock is exceeded and rock structure deteriorates from the stress concentrations that develop around the tailgate opening. During this phase, the capacity and stiffness of the standing support can be critical to the stability of the opening, as eventually the rock mass will be transformed into a partially detached structure whose weight must be supported by the standing support. This work is part of a ground control program of research at the National Institute for Occupational Safety and Health (NIOSH) aimed at improving mine safety by reducing roof fall injuries and fatalities.

Acute vibration causes vasoconstriction in naïve human subjects1. Vibration-induced decrease in skin perfusion has also been reported in the rat-tail vibration model 2. After vibration exposure, rat-tail arteries demonstrate vacuoles in smooth muscle cells, similar to that caused by pharmacological vasoconstrictors3. This study addressed the effects of different frequencies, durations and patterns of vibration on lumen size and vacuole formation using the rat-tail vibration model in male Sprague-Dawley rats (~300 g). Methods The different groups were: 4-hr continuous vibration at 30, 60, 120 and 800 Hz; continuous exposure durations of 5 min, 1 hr and 4 hr at 60 Hz; and 4-hr cumulative exposure of 60 Hz delivered intermittently in cycles of 10 min on and 5 min off. Acceleration was set at 49 m/s2 r.m.s. for all frequencies. Unanesthetized rats were restrained in cages on a nonvibrating platform with their tails placed on a vibrating stage driven by a B&K motor (4809). The sham control animals were also placed in the vibration apparatus but not vibrated. Room temperature was controlled at 25 ± 1°C. Ventral arteries from proximal tail segments 7 were immersion fixed in aldehydes, embedded in epon-araldite and sectioned (0.5 µm) for morphological analysis. Vascular lumen sizes were measured as the percent ratio of the lumen perimeter to internal elastic membrane length using Image J software (NIH). Low sulfidation epithermal deposits are important sources of gold and silver, and are considered the extinct analogues of modern geothermal systems. The aerial extents of alteration halos that surround twenty-two epithermal deposits range from 4 to 315 km2, with many less than 60 km2. Deposits with alteration halos <30 km2 typically have well defined limits, whereas deposits with alteration exceeding 30 km2 are commonly complicated by overlapping alteration centres related to adjacent epithermal deposits or other deposit types (i.e. high sulfidation, porphyry). Irrespective of the physical coverage of vein or alteration halos, both large (>60 km2) and small (<20 km2) deposits can contain large amounts of gold and silver. The size ranges for twenty-one analogous liquid-dominated geothermal fields from around the world have a restricted size range of 5 to 60 km2 and irrespective of physical size, commonly have multiple zones of focused fluid upflow. From an exploration perspective the comparison between epithermal deposits and geothermal fields provide the following four important points. 1) Alteration halos surrounding epithermal deposits as well as those for analogous geothermal systems show a range of sizes, although most are less than 60 km2. Therefore, where alteration exceeds 60 km2 multiple vein systems related to several paleogeothermal systems are predicted. 2) Multiple upflow zones are common in geothermal fields of all sizes (5 to 60 km2) and although difficult to demonstrate in epithermal deposits there is a strong possibility of discovering several discrete adjacent mineralised centres. 3) The orientation of veins parallels the principle orientation of the surrounding alteration and where alteration is wider than the vein strike length, this could suggest the occurrence of adjacent veins. 4) The physical size of both veins and alteration zones is not important in relation to amount of contained gold, as both large and small can contain large amounts of gold. These conclusions provide insight into the physical size limits and hydrologic structure of these paleogeothermal systems and highlight the potential for multiple mineralisation centres within a single alteration halo.

One copper Isasmelt furnace has been operated in Xstrata Copper at Mount Isa in Australia since 1992. A thermodynamic model and computer program, CuModel, has been developed to model the distribution behaviors of Cu, Fe, S, O, Ni, Co, Sn, Pb, Zn, As, Sb, Bi, Au and Ag, copper loss in the slag, and heat balance in copper smelting process, matte converting process and copper continuous smelting process. The thermodynamic model has been used to model the key parameters in the control of the copper Isasmelt furnace. The effects of the process parameters on the control of the copper Isasmelt furnace have been predicted and discussed. These process parameters include SiO2/Fe, matte grade, coal, temperature, spec air of feed, oxygen enrichment, and MgO contents in slag.

"INTRODUCTION The metallurgical research program of the Bureau of Mines has been somewhat disorganized, but generally advanced by the increased activities of the war period. The present report is for the purpose of summarizing the work of the Bureau in this field for the past 15 years and indicating its future plan.Fifteen years ago the Bureau turned from its pioneer work on the physical chemistry of steelmaking to an emphasis on raking a pure steel synthetically, rather than by refining, that is, :producing each of the steel 'constituents in the pure state and combining them by simple melting. Such a procedure permits the use of less high-grade ores, not only of iron, but of the ferroalloy metals, such as manganese and chromium,This program has led to extensive work on iron-ore concentration, agglomeration, reducibility of ores and agglomerates, direct reduction of iron ores and concentrates by a wide variety of processes; special refining processes for iron, the production of pure mangenese, chromium, and cobalt from low-grade ores by electrolytic processes, the production of ferrochromium, ferronickel, and ferronickel-cobalt from low-grade domestic ores, and the development of many special alloys to effectively use the new products.The status of the work in each of these fields and the future program of work, together with a bibliography of papers and patents by the Bureau staff on each of these subjects, are given."

"INTRODUCTION On February 1, 1962, after five years of exploration and research, Jones & Laughlin Steel Corporation announced that they would develop the Adams Mine. Plant construction began immediately and in December of 1964 the first shipment of pellets arrived at J & L's blast furnaces in Pittsburgh. J & L continued to operate the property through its wholly owned subsidiary, Jones & Laughlin Mining Company, Ltd., until August of 1971 when it was sold to Dominion Foundries and Steel, Limited of Hamilton. Dofasco engaged Cliffs of Canada, a subsidiary of Cleveland Cliffs Iron Company, to manage the operation of the property.SUMMARY:The Adams Mine is a one million tons per year iron ore pellet operation located in the Boston Township Iron Range, approximately seven miles southeast of Kirkland Lake, Ontario. The property includes 5,300 acres in which eight areas suitable for open pit mining have been outlined. It was estimated that the reserves in these out lined areas are sufficient to produce 30 million tons of high grade iron ore pellets.The ore 'consists of fine grained magnetite with alternating layers of chert and is mined by conventional open pit methods. This extremely hard and abrasive ore averages about 20 percent magnetic iron, and has a ratio of concentration of 3. 9 /1. Presently, mining operations are confined to two pits with a third one being developed for operations to begin in 1973.The run-of-mine ore is crushed and ground and then concentrated by magnetic separation and flotation to a concentrate grade of 68 percent magnetic iron. The concentrate is agglomerated by a grate-kiln pelletizing process and shipped by rail to Dofasco's blast furnaces in Hamilton and to Jones & Laughlin's furnaces in Pittsburgh."

The methyl substituted binuclear cyclometallated gold(I) complexes [Au2(?-n-MeC6H3PPh2)2] [n = 4, 5 and 6] all undergo oxidative addition reactions with halogens and, in the case of the 4- and 5-methyl substituted analogues, with dibenzoyl peroxide to give metal-metal bonded digold(II) complexes [Au2X2(?-C6H3-n-MePPh2)2]. The 4- and 5-methyl substituted digold(II) compounds on warming or exposure to light undergo carbon-carbon coupling reactions to give gold(I) complexes containing the corresponding 2,2'-n,n'-biphenylyldiphenylphosphines. The 6- methyl substituted digold(II) complexes rapidly isomerise above ca. -20° C to binuclear heterovalent gold(I)/gold(III) compounds [XAu(?-2-Ph2PC6H3-6-Me)AuX{?2-(6-MeC6H3-2-PPh2)}], containing a fourmembered cyclometallated ring on a gold(III) centre. Surprisingly, no carbon-carbon coupling could be induced for any of the 6-methyl substituted compounds, even under forcing conditions. This difference in reactivity of the 6- methyl derivative, compared to that of the 5-methyl and unsubstituted analogues was studied by ab initio calculations using a series of model compounds. The results are in excellent agreement with the experimental findings and suggest that the key-step in the C-C coupling reaction is the partial opening of the Au(III)-P bond in one of the transition states. In the 6-methyl system this transition state is energetically inaccessible and hence no C-C coupling occurs.

Operations ill Colorado oil fields in 1934 were not quite so extensive as in 1933, but much better results were obtained and one new oil field was discovered. In all, 26 wells were drilled, of which 9 were oil wells, 1 was a gas well, and 16 were dry holes. New oil production totaled 10,220 bbl. and new gas production totaled 33,714,000 cu. ft. This compares with new oil production in 1933 of 1238 bbl. and new gas production of 14,307,000 cu. ft. Dry holes in 1933 totaled 29 as conlpared with 16 in 1934. Oil was discovered in the Hiawatha gas field, Moffat County, in 1934 in the Mountain Fuel Supply Company's No. 4B Wilson, C. NE. NW. of sec. 23, 12N., 100W. This well was completed in a sand in the Wasatch (Tertiary) at 2304 to 2337 ft., after plugging back from 3797 ft. It made 20 bbl. of oil initially. No. 4B Wilson is the first well in the Rocky Mountain region to discover oil in commercial amounts in rocks younger than Cretaceous, and while it is not expected that Hiawatha will develop into an oil field of important proportions, eventually it may produce a considerable amount of oil as the gas pressure declines. Application of a magnetic field was shown to be effective in controlling iron losses in pilot-scale cationic silica flotation in the processing of magnetic taconite concentrates. The design of a magnetic field distribution device and batch flotation test results using a 1.42m3 (50 cu. ft.) WEMCO cell are reported. Major losses of iron units in froth products were in the -25µm (500 mesh) fraction, and the application of a magnetic field decreased the flotation of fine magnetite, thereby improving the selectivity of separation. The “as received” sample was sufficiently magnetized and no further benefit was gained by magnetizing treatment. Selectivity was somewhat adversely affected by demagnetizing the sample, though its effect was minimal due to the magnetic field. The device is simple in construction, low cost and may be installed readily in existing equipment.

"This paper is intended as a review of the progress that has been made in the Province of Ontario in the field of acid drainage waste treatment technology.Three years ago, at the Third Annual Meeting of the Canadian Mineral Processors, we presented a paper entitled ""The Problem of Acid Mine Drainage in Ontario"". At that time I was working for the Ontario Water Resources Commission. The paper turned out to be the very beginning of the Commission's acid mine drainage control program. In the intervening three years, the Ontario Water Resources Commission has been amalgamated with other government groups and has evolved into the present Ontario Ministry of the Environment. Today the Ministry is involved in running one of the most advanced acid mine waste control programs in the world.As a part of its mining program, the Ontario Ministry of the Environment has published three major reports which deal directly and specifically with the industrial waste disposal problems that may arise at a mining operation. In order of publication, these reports are as follows:(1) ""The Problem of Acid Mine Drainage in the Province of Ontario"".This 338-page report covers all aspects of the problem of acid mine drainage and includes detailed sections on acid flow detection, acid flow chemistry and acid flow treatment.(2) ""The Use, Characteristics and Toxicity of Mine-Mill Reagents in the Province of Ontario"".This report, 244 pages in length, gives the chemistry and toxicity of nearly all of the chemicals that find common use in the Canadian mining industry. Most of the toxicity figures quoted are the result of a comprehensive bioassay program that was initiated by the Ministry."

Throughout Mexican history, mining has been an important, traditional activity. Before the "Discovery of America," native miners worked a variety of deposits throughout the country, including Mixtec gold and gem mines in Oaxaca State and Aztec gold, silver and copper from mines in Michoacán. The 500th anniversary of Mining in Mexico after the "Discovery of America" was initiated by the Mexican mining sector on April 15, 1991. As early as 1548, when the Guanajuato mining district was discovered, Mexico had become a leading world producer of precious metals. Since then, Mexican mineral production has developed in cycles, responding to changing technological, economic and political conditions. During the 20th century, Mexican mine output reached its peak in the decades of the 1930s and 1940s, when it was producing about 40% of the world's silver, 15% of its lead, 10% of its zinc, 4% of its copper and 3.5% of its gold. In 1990, by way of contrast, these percentages of world output stood at 13.5% for silver, 4.7% for lead, 4.1% for zinc, 3.2% for copper, and 0.43% for gold. The lowest production levels were recorded during the 1960s and 1970s, when Mexicanization of the industry and increasing state controls weakened mineral economics to a point that mineral exploration budgets were sharply reduced or eliminated, along with the industry's future. Only the noble old mining districts continued to supply production, with occasional eruptions of "bonanzas" and new extensions in established mining districts.

Application of Gy?s formula is appropriate for calculation of the Fundamental Error (FE) prior to samples being collected at any stage of the minerals process, provided that sampling parameters K and a (alpha) have been determined by calibration of the ores. Two types of calibration procedure are well established in the industry, the Hetrogeneity test and the 32-piece sampling tree experiment. The sampling tree experiment uses the variance and average grade of metal analyses from four series of samples at different nominal fragment size, as the basic input data. Pierre Gy suggested the cube as an appropriate exponent of the nominal fragment size for use in his equation. More recent work suggests that this exponent is variable and characteristic of specific ores and therefore requires calibration. The method described here explains the experimental procedure of the calibration. It is then possible to calculate a sampling nomogram using the sampling parameters K and a. This allows the sampler to determine a suitable protocol for the sampling event that will ensure that the FE does not exceed a predetermined precision at any point in the sampling procedure.

Scenario reduction is designed for selecting a representative subset of geostatistical simulations out of a much larger set. Three steps are involved: measuring the dissimilarity between two simulations; finding a metric to measure the distance between any subset of k simulations and the full set of N simulations; and finding an efficient algorithm for selecting the subset that minimizes the metric. This paper focuses on the third question. We show that genetic algorithms are an efficient way of approaching the minimum when the population of subsets to be sampled is large. Two case studies based on the Walker Lake data-set are presented: firstly choosing k=4 simulations out of a total of 100, and secondly choosing 20 out of the same 100 simulations. In the first case it was possible to compute all possible combinations exhaustively and hence to demonstrate that the algorithm converges to the true minimum. This was not possible in the second case. Instead we demonstrate that it outperforms the random draw algorithm used in earlier work. A procedure for tracking individual selections during the iterative procedure was developed. This allows us to measure the evolution in the percentage of progeny resulting from crossing-over and from mutation that survived in the next generation. It gives valuable insight into how to choose the parameter values in the algorithm. Another key finding is that there is a trade-off between the number of individuals per generation and the number of generations required for the algorithm to converge.

Two comprehensive surveys, which focus upon backfill practices and the economics of backfilling in underground mines in Canada, have been conducted. The two surveys were designed to assess operational practices and costs associated with the wide scope of filling operations that must be met by individual mines, ranging from raw material feed to the preparation plant, through underground backfill transportation, to in-stope product placement. This paper presents the current state of backfill usage in Canada, identifies trends in minefill practices and provides mine operators with an updated database of information upon which they might compare their own practices and costs with present trends throughout the industry.

Many changes have taken place in the "World Cement Market" since Joseph Aspdin discovered portland cement in the early 1800's. At the turn of the century, production of cement world wide was a few million tons; today, it is over one billion tons. By 1995, world production is estimated to reach 1.2 billion tons. Cement processing has changed from inefficient, small vertical kilns to large efficient, precalcining kilns, and large automated crushing, blending and grinding systems. Consequently the cost of production has declined in real terms, resulting in significant economic benefits to the general public. In addition, quality and uniformity of cement have increased, strengths have increased, and at least 25% fewer pounds of cement are needed for each cubic yard of concrete. Today, cement moves thousands of miles on the inland rivers and great lakes of the U. S., across Siberia and across the oceans of the world. The volume of cement moving more than a few hundred miles is almost 100 million tons, or 10% of world production. Today, on a per ton basis, it costs no more to move 40,000 tons of cement to the United States from the Western Pacific rim or from Europe than it does to truck cement 200 miles. For example, cement shipped by water from Spain costs $5.00 to $7.00 per ton compared to cement shipped by truck 200 miles at $16.00 per ton. This low cost water transportation has been a major factor for the increased movement of cement between countries. Table 1, Cement Production Summary-World, gives a global picture of production, export and import tonnages in recent years. Figure 1 is a graph showing CEMENT PRODUCTION SUMMARY WORLD WIDE.

All technical facilities of the Bureau of Mines have been geared for more efficient use and conservation of mining equipment, developing plans for safety, improving the quality of coal through better methods of preparation, studying the problems of coal storage and utilization, and extending the uses of coal5/ for the war and postwar economy. The Bureau is now analyzing all of the coal purchased by the Army and much of that required by the Navy. Work on boiler feed water was doubled over last year to meet the increased demand made by the War Department for protecting vital boiler plants in many new camps and defense plants. Progress has been made in safely storing coal to reduce dangers of spontaneous ignition to a minimum and to preserve coking power. Mixtures of oil and coal to be used as a substitute fuel have been investigated.
