THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. "The development of indicators to assess the sustainability of mineral raw materials operations is amajor task with respect to its actuality and difficulty. This holds true even more when dealing withenvironmental indicators.The use of existing environmental indicators in the mineral raw materials industry leads to false orat least distorted results. Therefore the Institute of Mining Engineering I from the RWTH AachenUniversity developed indicators and an assessment system for the mineral raw materials industryon operation, company and sector level on behalf of the Federal Ministry of Economics and Labour(Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciencesand Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR).In total 30 indicators were defined and designed to assess the performance of the mineral rawmaterials industry in terms of sustainable development, 10 indicators for each pillar (economical,ecological and social pillar).The following paper describes some of the results focussing on the development of environmentalindicators. These had to be adapted or completely new designed in order to match the specificcharacteristics of the mineral raw materials industry."

One of the major hazards in underground coal mining is fire. The inherent hazard of fire is exaggerated by the nature of coal mining restricted areas, the highly combustible nature of coal itself, and a potential for explosive concentrations or dust and gas in the air it becomes imperative therefore to make every effort to eliminate the causes of fires, while providing the most effective means possible to control and extinguish those fires which may occur it has been demonstrated by prior work that the problem of control increases in proportion to the time necessary to institute control procedures. There are several areas of underground coal mining with obvious fire potential. Some of these, like belt heads, have reliantly undergone improvements in standby fire control devices Others, although having fire suppression systems available to them, have not received as complete a systematic study of their problems. Face machinery, particularly those without a water supply, falls in this latter category.

This paper firstly reviewed the state of the art in the recycling of used Printed Wiring Boards (PWB), and then presented part of the authors study on the combustion of PWB powders with and without the addition of catalyst. During the combustion of PWB powders without catalyst addition, there were two obvious exothermic reactions, one at 300-380oC, the other at 450-500oC. With the addition of catalyst during PWB combustion, there were no obvious exothermic reactions, indicating that dehalogenation reactions are not exothermic: The results showed that NaHCO3 and CaCO3 were very efficient to control the emission of Br2 and C6H6, lowering 80% compared to the case without catalyst, Na2CO3 can slightly control the emission of Br2 gas but not for C6H6 gas mission, and NaOH has no any effect of the control of both gases.

Bortech’s BoreClad corrosion protection system will be displayed at MINExpo. BoreClad is an innovative system for inside diameter cladding of nozzles, tubes and other circumferential devices. Pressure vessels, mud pumps and other mining equipment must be protected from corrosive caustic chemicals. Usually manufactured from mild steel, they can be clad with a protective material, such as stainless steel, to provide corrosion resistance. However, most welding processes leave voids where corrosion can damage the base metal. BoreClad provides void-free welds by combining gas metal arc welding with automated feed and rotation of chuckable parts. Workpieces of up to 915-mm- (36-in.-) long with a 460-mm- (18-in.-)swing can be clad with stainless steel, Iconel or other exotic metals. Python Underground Processing Plant Critical Design The use of continuous gravity recovery in combination with a controlled breakage fine crushing and screening system followed by flash flotation has been incorporated into the Python processing plant. This provides miners with a flexible, robust, low cost, low energy pre-concentration process for the recovery of gold and/or heavy minerals. The Python plant incorporates fine crushing utilizing either High Pressure Grinding Rolls or Vertical Shaft Impactors in combination with the InLine Pressure Jig and Flash Flotation to continuously liberate and recover the valuable minerals. The use of these technologies has enabled a narrow, transportable pre-concentration plant to be produced which can easily be installed and operated in underground drifts and tunnels.

Newmont Waihi Operations is participating in the initiation of a community liaison forum in association with the local district council. The objective is to provide a forum for the free and regular exchange of ideas, concerns and information, and through improved communication seek to achieve a more comprehensive set of solutions to community, operating and closure issues associated with Martha Mine. A similar liaison forum has been operated on two previous occasions during earlier phases of the present mine's operation. This paper deals with the practical aspects of setting up a liaison forum to act as an effective conduit between regulators, mine operators, local businesses and the community. The mechanisms and procedures for identifying community issues and concerns are dealt with. The actions and structures required to ensure effective ongoing community 'buy in' at all levels are discussed. Corporate philosophies are addressed. Specific examples from Martha Mine, Waihi New Zealand will be used to illustrate the paper. This will include a brief explanation of previous and current community issues, Newmont Waihi's operations both at Martha Mine and the proposed Favona underground mine, and the practical issues involved in setting up a liaison forum.

Expansion of the global piling industry has been coupled with significant research efforts investigating the mechanisms controlling pile capacity. Static pile design has transitioned from total stress approaches toward effective stress design, with associated improvements in predicting pile performance. As a result, the available literature is heavily skewed toward static capacity prediction. However, when considering piles offshore, the majority of loading is not static but highly variable and cyclic in nature. This paper outlines the additional factors that require consideration for cyclic pile design, including elevated loading rates, cyclic displacements and capacity degradation. A review of the literature identified a number of cyclic pile testing programs which are collated in this paper. General trends are established through comparison of the tests within the database and the conditions where cyclic loading is most likely to be a concern are identified. In particular, loading conditions which involve full plastic shear reversals are seen to cause the most extreme cyclic damage, with the degraded capacity as low as 31% of the precyclic static capacity. The underlying mechanisms which can result in cyclic damage are explored, with particular attention given to the pore pressure response, radial stresses, shear transfer and particle reorientation.

This Bureau of Mines report describes the unit cost procedure for estimating direct development costs within a cave block in an undercut block caving mine. Costs of supervision, labor, equipment, and supplies are combined to build a unit cost for each type and size of mine development opening in the block. These costs are then combined to estimate the direct cost for developing a ton of ore. Operating data from several domestic metal mines are combined with a hypothetical mining system to illustrate the costing procedure.

Consider the case of a mining company with N investment opportunities in projects of different commodities. The problem is: since the company has limitation of capital, equipments, technical staffs, etc, what is the best portfolio of production projects in order to maximize expectations from shareholders? In the no-longer past, the traditional method for the selection of portfolio of projects was the rank-an-cut method. But, this does not properly account for the risk to which the company is exposed. The Markowitz?s Mean-Variance is an advance because the risk of the NPV can be estimated at the level of the company or even division of the corporation. The final product of the Markowitz?s model is the efficient frontier, in which, the manager can clearly understand the maximum return from existing assets and the associated risk level - but this model does not recommend which one is the best portfolio. In this paper we present a model to select the best portfolio considering not only economic indicators, but also requirements of production, constraint in investments, etc. We show that if investors are diversified, managers should select projects with highest return, regardless of risk. However, in practice, if bonuses of managers are tied to their performance, the choice for portfolio with lower return and risk can happen. Numerical application considering typical portfolio of large mining company is used as example.

A mineral survey by the U.S. Bureau of Mines and U.S. Geological Survey indicate the Blanco Mountain RARE II area has low potential. Lode deposits consist of small, mineralized quartz or quartz-gossan veins. The veins are sparse and widely separated and lead, silver and gold content is restricted in amount and concentration. No gold or other potentially economic minerals were found in a placer deposit. There is no evidence of industrial mineral, geothermal, or energy resource potential in the study area. INTRODUCTION A mineral resource survey of the Blanco Mountain RARE II area (No. 5059), Inyo and Mono Counties, California was conducted in July 1981. This report summarizes the results and interpretations of the Bureau of Mines investigation.

RECORD production of crude petroleum, lime, crushed marble, and talc highlighted the mineral industry of Alabama in 1963. Among the States, Alabama ranked second in the production of bauxite, third in the production of scrap mica and native asphalt, and fifth in iron ore. The mineral industry of Alabama was dominated by mining and processing coal and stone, the manufacture of cement, and the production of crude petroleum, which together comprised 86 percent of the total value of production, compared with 82 percent in 1962. The iron-ore industry continued to decline; in 1959 the value of iron ore produced was 12 percent of the total State production value; in 1960, 11 percent; in 1961, 10 percent; in 1962t 8 percent; and in 1963, 5 percent.

Na-feldspar (albite) and K-feldspar (microcline or orthoclase) are major feldspar minerals with identical crystal structures and physicochemical properties. Flotation appears to be a unique method of separating these minerals. Fundamental studies on amine/feldspar system in the presence of monovalent salts showed that separation of these feldspar minerals by flotation is possible at certain concentration of monovalent salts in HF medium and natural pH. A comparison between natural pH and HF medium indicates that the latter provides a better selectivity at the expense of higher collector requirement. A general mechanism for both systems involving an ion exchange between the uncommon ions and adsorption of the common ions is proposed to be responsible for creating differences in the charge of albite and microcline unto which amine adsorbs.

Cadmium ingot and nickel powder were prepared by high-temperature distillation, solvent extraction and liquid phase reducing method with spent Cd-Ni batteries as raw material. The impacts of the temperature in the distilling stage, the concentration of H2SO4 in the leaching stage, the pH value in the extracting stage and the dosage of hydrazine in the reducing stage were discussed respectively. The as- prepared samples were characterized by the means of X-ray diffraction (XRD), scanning electron microscopy (SEM), atomic absorption spectrometry (AAS) and inductively coupled plasma-atomic emission spectrometry (ICP-AES). The results showed that the recovering efficiencies of Cd and Ni reach 99.5% and 99.3%, and the purities of Cd ingot and nickel powder were higher than 99.90% and 99.80%, respectively.

"Ecstall Mining Limited, a subsidiary of Texas Gulf Incorporated operates the Kidd Creek Mine, a 10,000 tons per day base metal producer, near Timmins, Ontario. Two different ore types are mined and milled: copper-zinc and silver-lead-zinc. At the highly automated Ecstall Concentrator the ores are processed by selective flotation in threes individual circuits. One of the most important metallurgical tools for process control is a sample system incorporating continuous on-stream x-ray analysis. Recently this system was further automated by adding computer control of reagents for two copper-zinc flotation circuits. The computer programs, utilizing optimum seeking methods and smelter contract terms, have increased copper recovery 0.8%, zinc recovery 1.6%, and reduced reagent costs by 12%. Although not anticipated, copper and zinc concentrate grades were improved modestly as well.INTRODUCTIONSEcstall Mining Limited, a wholly owned subsidiary of the Texas Gulf Incorporated operates the Kidd Creek Mine, one of the world's major base metal producers, near the old gold mining centre of Timmins, Ontario. Discovered in 1964, the property was brought into production in November, 1966. Originally designed for 9,000 tons per day, the operation now treats 10,000 tons per day of two different ore types mined from a single open pit. In the near future, open pit ore will be supplemented by ore from an underground operation now being readied for productionAt the Ecstall Concentrator the ores are processed by selective flotation in three individual circuits. The whole plant is highly automated and control is coordinated from a central control room. The treatment process follows conventional practices although fine grinding is required for optimum flotation recoveries. Normally, two circuits treat copper-zinc ore at a combined rate of 6,500 tons per day while the third circuit treats 3,500 tons per day of silver-lead-zinc ore. Special production averages 2,400 tons per day."

White dross is a result of the aluminum oxidation during its primary production and is mainly composed of metallic aluminum, Al2O3, with minor amounts of AlN and some other oxides. Because of the great variety of phases, the quantitative characterization is complicated. This work shows a quantitative method to determine the main phases of white aluminum drosses by means of X-ray diffraction (the Rietveld method). Nowadays the Rietveld method is maybe the most useful method for obtaining quantitative phases information in multicomponent mixtures, this method permits relatively quick quantitative phase analysis by fitting the calculated X-ray diffraction profile with the observed one. The analysis were done using powder with a grain size less than 45 µm; to obtain the suitable material size the aluminum dross was grounded by ten minutes, several times. The grounded material was screened, and the material smaller than 45 µm was taken to quantitative XRD analysis. Keywords: Rietveld Method, Characterization, Aluminum dross.

Gold rush histories are usually written as though they were unique events in the development of a region or nation. While this is a valid way of looking at gold rushes, it is not the only way. This paper is a brief attempt to relate the West Coast rushes to a wider context. During the second half of the nineteenth century the lure of gold transformed the Pacific Rim. Gold rushes drew more than half a million Europeans and Americans to lands bordering the Pacific. By 1900 a chain of mining, industrial and urban centres ran from California to Alaska; from Ballarat to New Guinea, and on to Western Australia. The New Zealand rushes were a significant chapter in this story. People, cargo and information passed from rush to rush. Techniques learned on earlier goldfields were imported; those developed in New Zealand were, in turn, taken up elsewhere. Administrative systems and regulations developed in Australia were implemented in New Zealand, improved and passed on to Canada. This interconnectedness was so strong that gold-seekers thought of the mining regions as a distinct culture, 'the whole digging world'. Much can be made of the similarities shared by rushes. But comparison can also highlight the individuality of each rush. +The early days of the West Coast rushes were perhaps the strongest assertion of a diggers' culture. A brief period in which a remarkable orderliness was created through mateship, self-regulation, and the occasional threat of rough justice. The West Coast rushes were both a unique experience and an integral part of a process which transformed the Pacific Rim during the nineteenth century. Understanding their part in that bigger story highlights just how unique they were.
