Helium has probably aroused more varied scientific curiosity than any other single element. Discovered by spectroscopic examination of the sun during an eclipse in 1868, helium is now known to exist not only in the sun and other stars but on earth occluded in minerals, accumulated with natural gases in pockets in the earth's crust, and in the atmosphere surrounding the earth. Astronomers study its presence in the various stars of the universe for clues to their origin and history. Geochemists and geologists study its occurrences in rocks, minerals, and meteorites to determine the age of the earth and the manner of its formation. Pathologists study its effect on living tissues in search for the ideal combination with oxygen for artificial breathing mixtures in medicine, diving operations, and space vehicles. Chemists study its physical properties and use it to trace the sequence of events in reactions in which it does not participate. Geneticists and bacteriologists use it for special studies. Physicists study its behavior when liquefied and the behavior of materials cooled to nearly absolute zero by its use. Nuclear physicists learn more about the universe through study of the nuclear reactions that produce it. Through study of helium and greater knowledge of its origin and properties, science continues to unlock some of nature's more closely guarded secrets. Unknown on earth before 1895, and not discovered as a minor constituent of natural gas until 1905, helium with its simple atomic structure--a nucleus with two electrons orbiting in a closed shell--is a unique element. It is next to the lightest gas, only hydrogen is lighter. It occupies position number 2 in the Periodic Table of the Elements and heads the list of so-called "rare" or ?noble? gases. Most of the naturally occurring helium has an atomic mass of 4.003874 (oxygen = 16). A trace (1.7 x 10-5 mol percent) is the light isotope helium-3 whose atomic mass is 3.0169800 Unstable isotopes of mass numbers 5 and 6 have been authenticated. Isotopes of mass numbers 7 and 8 have been reported, but their existence is less well established. All the heavier isotopes are radioactive and are the product of nuclear reactions.

Output of mineral products was estimated to be unchanged in 1983 from that of 1982 with the exception of petroleum. The country began production of crude oil from the Seme Oilfield, and all output was exported. Wd and charcoal constituted 72% of Benin's total energy consumption, and imported petroleum products and electric power accounted for the remainder. Cement was produced from imported clinker. The gross domestic product (GDP) was $1,061 million in 1982, the latest year for which information was available.2 COMMODITY REVIEW Gold.-Exploration was underway at Perma by the U.S.S.R. as part of the United Nations development program. Gold had been produced previously at Perma, where a grade of 0.289 troy ounce of gold per ton was reported, An exploitation program for the deposit was to employ about 100 people, and output was targeted to reach 1,600 troy ounces per year. Recoverable reserves were put at 96,000 troy ounces.

Zeolites were first recognized as a new group of minerals by Cronstedt with the discovery of stilbite in 1756. The word zeolite was coined from the two Greek words meaning "to boil" and "a stone" because of the loss of water when heated in the mineralogist's blowpipe (Breck, 1974). In 1845 it was discovered that certain soils lave the power of retaining ammonium salts Way, 1850). These were the first ion exchange experiments. Later it was discovered that it was the hydrated silicates in the soil that produced this phenomenon. Several years later a paper was published dealing with the action of dilute salt solutions on silicates which showed that this base-exchange principle, which we now call cation exchange, is reversible. The quantitative cation exchange behavior of zeolite minerals, such as chabazite, was studied. As a result any aluminosilicate which exhibited the property of ion exchange was referred to as a "zeolite," even today the term has been applied to clay minerals as well as synthetic organic ion exchange resins.

The use of a thickener, without filtration, to produce a non-settling paste (also called thickened tailings) with non-Newtonian rheology has been practiced in Australia for many years for the disposal of red mud. The application of paste thickening technology outside of alumina is relatively new. Interest and installations in paste thickening are rapidly growing. Water shortages and environmental pressures make consideration of thickening tailings to solids concentrations within the paste range necessary in most new tailings projects. The paste thickeners at the DeBeers CTP plant in Kimberley, South Africa are the latest example of paste tailings disposal on the surface, also called “stacking”. Houman (2003) The use of a paste thickener as an alternative to filtration for mine paste backfill is a more recently developed application. This paper describes the principles of design and general operating characteristics of a paste thickener compared to the conventional and high-rate thickener. The application and operating performance of paste thickeners in mine backfill is discussed as an example. An integrated approach to process design is described that matches the performance of the thickener, pumping system, and application on a common rheological basis to ensure that none of these steps prevents achieving process performance targets.

With production of coal per man-hour of work at a higher level than ever before, the coal-mining industry of the United States established a near-record in lowering the accident rate of nonfatal injuries per million man-hours of exposure in 1940, the injury rate being lower, except for 1939, than in any year since 1930, the first year for which comparable figures for nonfatal accidents were collected by the. Bureau of Mines, United States Department of the Interior. The rate for fatal accidents, on the other hand, was not as low or favorable as in 1939, nor was it as low as in many years since 1910, the earliest year for which fatality rates were complete for all coal-mining States. Accident and employment reports received from mine operators and fatal-accident reports from State mining departments and inspectors showed that 533,267 men were employed at coal mules in 1940, exclusive of the number employed at coke ovens, Although this number represented 6,108 fewer employees than in 1939, a large increase was made in the volume of work performed and in the quan¬tity of coal produced. In 1940 the amount of labor performed at coal mines was 748 million man-hours, a gain of more than 10 percent over the previous year. The average employee worked 199 days, an increase of 20 workdays per man. Production of coal was nearly 513 million tons, an increase of 14 percent, of which more than 461 million tons was bituminous coal and more than 51 million tons was Pennsylvania anthracite. Accidents to mine workers caused the death of 1,388 employees; in addition, 59,781 employees were injured, and each injury resulted in disability of the employee for more than the remainder of the day on which the accident occurred.

TAXATION has become a major item in the operation of Canadian mines, and, as such, merits our most serious consideration. I feel it was a splendid idea for the Institute to set aside this time for a frank discussion of this important subject, and believe great benefit will result from a better understanding of the methods and underlying principles involved. Mining, as a great national industry, may quite properly be called upon to pay its fair share of the cost of running the country; and there is no tendency on our part to avoid this responsibility. There is, however, a very definite demand that the proportion be just, and fairly and sensibly applied. I believe that Mr. C. G. Williams, Secretary of the Canadian Metal Mining Association, and others, are giving details of the various Provincial and Dominion regulati6ns, so I shall not touch on that phase of the situation. However, there are some important factors to which I should like very briefly to call your attention. The first is the vital need for stability. As you all know, a considerable period must elapse between the preliminary stages of any mining venture and the time when it comes to production-or is finally abandoned as un-profitable. These early days are fraught with many unavoidable uncertainties. If, to these natural hazards, the apprehension of instability of governmental action be added, the risk becomes so great that capital seeks other and safer fields for investment, and many otherwise promising projects are thus discarded. There probably never has been a time in recent years when so much money was seeking investment as now. Under favourable conditions, the development of our great mineral resources would be a natural and attractive outlet for this money. The amount of taxation which the mining industry can properly absorb is of the utmost importance at this time, and it might be well to consider this question in its relation to the economic stability of our country, for it cannot be too greatly emphasized that direct taxation is only one item in the net return which our governments derive from the mining industry. Indeed, the many indirect benefits are so manifest that it would seem almost unnecessary to enumerate them! We almost invariably think of mine taxation as a direct company tax-overlooking the fact that sales tax, customs duties, acreage tax, income tax on mine dividends, foreign shareholders' dividend tax, and others, must all be taken into consideration. It would seem that the economic value of non-ferrous metal mining in Canada is not sufficiently understood and appreciated.

In this paper a genetic algorithm is used in a heavily jointed rock mass in order to investigate the critical circular slip surface and modification of slope surface. This method was applied to the southern wall of the 6th Golbini Jajarm bauxite mine. The mine is the largest bauxite deposit in Iran, located to the northeast of the town of Jajarm in the Khorasan province. Estimated reserve of bauxite in this deposit is about 160 million tonnes. Field and laboratory investigations were conducted in order to determine rock mass behaviour. A genetic algorithm code that uses the Simplified Bishop method as an objective function was developed for findingt he safety factor of circular slip surfaces. Sensitivity analysis was applied to determine the optimum values of the genetic algorithm variables, such as population size, selection method, crossover and mutation rates. After finding the critical circular slip surface, slope modification is carried out by removing unstable sections from marked critical slip surfaces, and this process is repeated until the last unsafe section is removed. Based on this code, modification occurred during 7 steps, by reaching a safety factor of 1.3 in the last step. Finally, the modified slope angle of the southern wall of the 6th Golbini Jajarm bauxite mine was determined to be 48.44 degrees. The uses for which ground talcs are suited closely depend upon their physical and chemical properties , but , in spite of this fact , little scientific investigation has been made in order to devise quick and accurate tests for the determination of these properties . The chemical properties of talc are inherent and may not be altered or modified except by selective mining or by chemical processes not practical in the present status of the industry . However , the determination of chemical properties is not so important , for most uses , as of physical properties , although sometimes certain chemical characteristics are perhaps unduly insisted upon by chemists in some industries . Physical properties are dependent both upon mineralogical characteristics and upon methods of grinding and sizing and may thus be partly changed or modified by changes in practice . There is so little known of the chemistry and physics of the various processes in which talc is used that the purchase and sale of talc is governed more by rule- of- thumb methods dependent upon individual opinion and often , prejudice , than by accurate , standard tests . This not only causes unwarranted price fluctuations , but injures both the producing and consuming industries by creating false ideas of the suitability of talc for various uses . It thus seems important that present tests be standardized and made uniform for the whole industry , and that new tests devised to fill the existing gaps .

An account of a new method of investigating the electrical .properties J the earth's crust is presented. The method, called AFMAG, employs, as a source, natural alternating magnetic fields of audio and sub-audio frequencies. Measurements of the distortion of these fields caused by geological features are made with the aid of search coil detectors at several discrete frequencies. Many results of field surveys made with the method are presented and they illustrate its advantages and limitations when applied to the search for massive sulphide mineralization. The advantages far outweigh the limitations and in fact indicate that a major breakthrough in geophysical exploration technique and instrumentation has been made.

A review of this period shows some truly remarkable accomplishments in both system development and applications. In addition, work now under way promises results which will continue the rate of progress of the past. This paper will review the history and status of the field of computer control and point out the major breakthroughs which have occurred. It will analyze the present trends and extrapolate them to predict the early future developments in the field.

The Kiruna Mine in Sweden currently has three ventilation systems. The first two (a new and old system) serve the production areas. The third system is used for the facilities on the former main haulage level 775. That area includes offices and workshops for load haul dumpers (LHD) and drill rigs. The third ventilation system also covers the crushing and haulage on level 1045. At the present time, the total airflow for the mine is 1,600 m3/sec(3.4 million cfm). The current system serves the levels above the 775 level. The new one is for the levels between 775 and 1,085 m (2,540 and 3,560 ft), which are needed for the new ore body. When all of the production is below level 775, the old ventilation system will be closed down.

Marked changes in cutting practice may be expected as a result of the advances in metallurgical science that have produced special alloy steels with properties requiring different cutting techniques than for ordinary low-carbon steels. Much current attention is being directed to those problems of modified cutting practices. Cutting has thus ceased to be merely a shaping problem. NO DEPRECIATION/GAAPAll calculations and computations relating to the Royalty shall be carried out in accordance with generally accepted accounting principles consistently applied to the extent that such principles are not inconsistent with the provisions of this Schedule and the agreement attached hereto, it being specifically agreed that nothing herein contained shall permit, or be construed to permit, the Operator to deduct any amount for depletion, depreciation, amortization or any deduction that represents a non-cash outlay.Comment: In cases like net profit royalties where recoupment of prior expenditures is permitted, care should be taken to avoid any implication that depreciation may also be taken. It is only logical and equitable that Property Owners should not be permitted an apparent ability to “double dip” with respect to deductions. A provision like this example should accomplish the task. It will be noted that the example specifically contemplates that the negotiated arrangements will prevail over any requirements of GAAP. Accordingly, if the parties agree to an unusual formula for recoupment, it will not be set aside to accommodate GAAP requirements. Under GAAP, revenues and expenditures are accounted for on an accrual basis. In addition, it specifically prohibits the taking of non-cash deductions, which is in keeping with the concept of recoupment.Although in some ways the example states the obvious and could be considered redundant, its presence, especially in provisions contemplating recoupment, makes it clear to the financial people that there may well be some variations from normal practices dictated by GAAP, while at the same time confirming the availability of GAAP to fill any voids.The accounting profession often makes the caveat that application of GAAP is an “art”, not a “science”. GAAP do not provide a cure-all and can create problems that will have to be addressed. For example, GAAP contemplate that asset costs are to be reduced by investment tax credits, which can cause a problem for a payor with more than one mine."

FOLLOWING the receipt of questionnaires from many parts of the world, the Aviation Committee is completing a review of the use of aviation in mining and petroleum operations. The summary of this study should be available at the 1937 Annual Meeting in New York City, at which time several papers will be presented on specific application of aerial geologizing. From the reports received, there is little question that this air branch of mining is here to stay. Of course, the transportation of personnel arid material continues to merit attention but it is in the division of aerial geologizing that flying is finding its widest, most technical application.

As the chief field of the gold dredging industry in Otago is the district traversed by the Molyneux River (called above Cromwell the Clutha) and its tributaries, a brief reference to the geology of that region and the origin of its alluvial gold will not be out of place. The prevailing rocks are metamorphic schists, chiefly mica and quartz schists, pr.obably of Silurian age. Though these rocks do not contain many payable quartz reefs, gold appears to be distributed in small quantities all through them,chiefly associated with the quartz lamime and lenses. The river drift, however, contains numerous pebbles of quartzite, quartzoze conglomerate, and fme-grained slate. Seeing that these rocks are hardly known to occur in situ within the watershedof the Molyneux River, though Devonian and carboniferous rocks of similar character occur to the north-east and south-west, it seems probable that the schists were at one time overlaid by carboniferous and Devonian rocks, and that these have been removed by denuding agencies. Be this as it may, it is certain that the schists themselves have been greatly eroded by the action both of water and of ice, and that the resulting drifts have themselves, in many cases, been sorted and re-assorted by the same agents.Consequently the drifts are very varied in character and often developed on a grand scale. In geological age they vary from Early Tertiary (though some may be older) to Recent.

The National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) conducted joint research to evaluate explosion blast effects on typical U.S. mine ventilation stoppings in the NIOSH Pittsburgh Research Laboratory?s (PRL) Lake Lynn Experimental Mine (LLEM). An innovative Australian-designed brattice stop-ping was also evaluated. After mine explosion accidents, MSHA conducts investigations to determine the cause(s) as a means to prevent future occurrences. As part of these postexplosion investigations, the condition of underground stoppings, including the debris from damaged stoppings, is documented as evidence of the approximate strength and the direction of the explosion forces. The LLEM data showed that a typical dry-stacked and coated solid-concrete-block stopping survived a total explosion pressure of ~6.7 psi (~46 kPa) and was destroyed at a total explosion pressure of ~7.6 psi (~52 kPa). In comparison, a typical dry-stacked and coated hollow-core concrete block stopping survived a total explosion pressure of ~3.4?4.3 psi (~23?30 kPa) and was destroyed at a total explosion pressure of ~3.6?5.2 psi (~25?36 kPa), depending on the length of the pressure pulse and the value of the pressure-time integral. A typical steel panel stopping design survived a total explosion pressure of 0.8 psi (5.5 kPa) and failed at a total explosion pressure of 1.3 psi (9 kPa). The LLEM data also showed that an obstacle blocking the path of a pressure wave resulted in a higher reflected pressure at the obstacle. An 8-in (20-cm) thick wet-laid solid-concrete-block stopping coated on one side survived a total explosion pressure of ~26 psi (~180 kPa); this stopping was not tested to failure. A 6-in (15-cm) thick wet-laid solid-concrete-block stopping coated on one side survived a total explosion pressure of ~14 psi (~97 kPa) and was destroyed at a total explosion pressure of ~25 psi (~172 kPa). An innovative Australian woven cloth stopping survived an explosion pressure of 4.0 psi (27 kPa) and was destroyed at an explosion pressure of ~6.1 psi (~42 kPa). These results will help investigators determine the approximate explosion forces that destroy or damage stoppings during actual coal mine explosions.

The growth and influence of Sherritt Gordon Mines Ltd. in the nickel producing industry has been quite phenomenal. Although the company's Lynn Lake deposit in Manitoba was actually dis- covered in 1941, it was not until 1945, when men and materials were more readily available as a result of the end of World War II, that the area was staked and news of the discovery leaked out. As a result of the discovery, Professor Frank Forward of the University of British Columbia was commissioned by Eldon Brown, then President and Man- aging Director of Sherritt, to develop a new nickel refining process. A pilot plant, based on the results of Professor Forward's research, was constructed in Ottawa, and after the successful testing of the Lynn Lake ore, Chemical Construction Co. was given a con- tract in 1952 for construction of a producing plant. By 1954, the Fort Saskatchewan refinery was operating at an annual production of 15 million lb of nickel metal in the form of briquetts or powder. Capacity has since been increased to 30 million lb.

Fair market value, in the legal sense , is the price which a prudent and knowledgeable buyer and a prudent and knowledgeable seller, acting without constraint or compulsion , will agree upon to exchange an asset. In the ordinary commercial or engineering usage, the term may imply simply the market value or a reasonable and equitable price. The engineer evaluator who is called upon to express an opinion about the fair market value of an asset may be able to base his estimate on the sale price of similar assets or on the market values of stock. Frequently such indicators of value are not available and the evaluator must devise other means of appraisal. Mineral resource properties may be thought of as having value by virtue of the existing or potential ability to produce at a profit. Conventional procedures permit the computation of the present value of future revenues having due regard for the time value of money and the risks attendant upon the realization of the venture. Such computations have gained wide acceptance as a basis for the estimation of fair market value.
