Prior to 1903, the world's supply of sulphur was primarily from surface deposits in Sicily. The discovery of the first salt dome sulphur deposit in 1867 and successful development of the Frasch process for recovering the sulphur resulted in a large part of this essential element being supplied from these mines since 1920. Although the basic process is the same today, engineering and technological developments have evolved to allow its application under many adverse conditions. These and other challenges for the industry in today's environment will be discussed in the paper.

The Legislature of the State of Colorado adopted House Bill 1223, "The Colorado Surface Coal Mining Reclamation Act" (The State Act), in 1979. This Act provided for the creation of a state regulatory program as accommodated within Public Law 95-87, "The Surface Mining Control and Reclamation Act of 1977" (SMCRA). Section 34-33-121(2)(a) of the Colorado Revised Statutes (CRS) and Section 516(b) of Public Law 95-87, identically require the underground coal mine operator to "Adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mined stability, and maintain the value and reasonably foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." On July 23, 1980, the Colorado Mined Land Reclamation Board adopted regulations to administer and enforce the State Act. Amendments to the Rules, including the subsidence regulations were adopted by the Board in August of 1981. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence.

Optimization of a load-haul system for a surface mine involves two processes. The first is proper selection of mining equipment compatible with the minesite job specifications and the second is an efficient utilization of this equipment. All things being equal optimal productivity and cost is achieved when the capacity of the hauling equipment is matched at all times with that of the loading equipment.

The paper reports on both, the design and decision making for the filters in a backfill plant in Europe as well as more then 10 years of operation and maintenance experience of the vacuum disc filters installed. It begins with the first step, the filter sizing based on a sample provided by the customer, followed by the commissioning of the filter units and reports on the development of the filter performance during the following 10 years of operation. Based on the physical properties of the sample and the process targets of the client for the backfill plant, the paper shows the logic steps taken in the laboratory to ensure the target moisture, determine the required filtration area and filter size as well as the selection of the ancillary units and the formulation of the performance guarantee. The paper discusses some issues with filter operation during the commissioning phase and the actions taken. Finally, the paper concludes by highlighting the gradual change over the more than 10 years of operation and how this change affected filter performance and operating costs.

Mineral processing technologies are being used in the environmental arena for remediation and secondary recovery. Comminution and/or scrubbing for liberation, coupled with separation of the liberated particles, is known as soil washing. Other metallurgical unit operations have found application in remediation and recycling: size classification, gravity concentration, flotation, magnetic and electrostatic separation, eddy current separation, and liquid/solid separation. This paper presents specific examples of the use of these technologies to clean up contaminated soils and plant residues, and to recycle valuable materials from waste streams.

1. Theory of Wet Dust Suppression Techniques Wet dust suppression is the utilization of a liquid for the control, reduction or elimination of airborne dust, or the suppression of such dust at its source. Effective control involves: a. The confinement of the dust within the dust producing area by a curtain of moisture. b. The wetting of the dust by direct contact between the particles and droplets of moisture. c. The formation of agglomerates too heavy to remain airborne, by combining small dust particles with each other and with the droplets of liquid. From the standpoint of economy, availability and safety, water is the ideal fluid. From the standpoint of effectiveness, however, it leaves much to be desired. As a result, a tech¬nique has been devised in which very small percentages of specially formulated dust control compounds are blended with water to greatly enhance its dust suppression qualities. The terms "dust control compounds, wetting agents and surface active agents" are frequently used interchangeably. Although dust control compounds represent a specific type of wetting agent, a great many wetting agents are far from satisfactory for dust control. "Wetting Agents" is a broad category which covers such items as emulsifiers, solubilizers, detergents, foamers, penetrants, thickeners, etc. Dust control compounds, on the other hand, are carefully formulated blends in which one or more special surface active agents have been incorporated.

The systems optimization approach to mine planning has led to the adoption of a number of mathematical and computer models for short, medium and long range planning of mining operations. In the realm of open pit mine planning, the most common uses of such an approach have been in the areas of optimal pit design and planning of materials handling operations. Since a truck-shovel combination is the most widely used method of materials handling in open pit mines, a number of models have been presented in the past to analyze and optimize such systems. Broadly, these models can be divided into two categories. The simulation model, which is primarily used as an aid in analyzing the performance of either an operating or a proposed haulage system under the influence of externally alterable parameters, and the linear or integer model which is used as a tool for short or medium term optimization of the system under the operating constraints. In the first part of this paper, a brief discussion is presented of the linear/integer optimization models presented in the past, and in the second part a new model is described which is actually a combination of the simulation and the integer programming models. In its bare essentials, the model consists of an integer optimization algorithm, but the constraints are regularly and dynamically updated by incorporating the conclusions drawn from a stochastic simulation model of the mine haulage system. Since the successive optimization is performed by the mine operator who manipulates the constraints to guide the model towards the optimum, the mystical black box approach is minimized and should help in adoption of the model by the mine personnel. Also, by combining the stochastic simulation model and the deterministic integer model, some of the advantages of each are acquired.

The magneto-hydrostatic method can be used today to separate slightly magnetic or non-magnetic particles according to differences in their specific gravities and magnetic susceptibilities. The classical approach is to effect stratification prior to separation. This paper discusses some of the significant parameters which bear on the design and pattern of the expected stratification in the separation cell. As the characteristics of the magnetic field, and consequently those of the magnetic forces, are determined by the geometry of the poles, this subject is treated first. In this context a new approach, whereby the range of stratification is extended, using positive as well as negative gradients, is presented. Finally, the effect of the relative size and shape of the particles on stratification is discussed.

There are no particular nor unique features of iron mining that are not shared in some degree by all mining ventures everywhere. There are, however, at least three problems that have acquired a special emphasis from a unique cause. That cause is the embarrassment of riches under which the industry is suffering. The most obvious' feature of iron mining today is the copious abundance of usable ore and its almost universal distribution over the face of the earth. By the term "usable ore" is meant ore that is amenable to reduction by the usual and conventional processes. Amidst this plenty, three problems become acutely emphasized: 1. The geographic location that will provide a mine with the best market opportunity. 2. The size of the orebody that will be required to' return the preproduction investment. 3. The geometry and configuration of the orebody that will permit quality control measures to be effectively executed.

An alternative way to the normal practice of precipitation of jarosite, goethite, or hematite for removal of iron from zinc sulphate process liquors/ is to employ the techniques of solvent extraction. The process presented avoids the addition of any external alkali for the extraction of iron by integrating the leaching and solvent extraction steps in a hydrometallurgical zinc plant. By starting the leaching of zinc from the solid zinc calcine material with an organic solution of an acid liquid cation exchanger, the organic phase is loaded with the organic zinc salt from the direct reaction with zinc oxide. The residue from the organic leaching is transferred to a hot acid leach circuit where the remaining zinc oxide and the zinc ferrites will dissolve form¬ing an aqueous sulphate solution of zinc and iron. In the subsequent solvent extraction of iron from this aqueous leach solution, iron is exchanged with zinc from the organic phase. The commercial carboxylic acid Versatic 10 (Shell) is highly efficient for this integrated process of leaching and solvent extraction. The resulting iron-loaded organic phase is heated to 150-200 C in the presence of water whereby the iron will be directly precipitated from the organic phase as iron oxide of high purity and the regenerated organic acid is recycled to the organic leaching step for reloading with zinc.

A number of mineral processing techniques have been adopted for the separation of the plastics making up a typical beverage bottle, and a complete flowsheet developed. Thus, size reduction, heavy media separation and flotation were used to separate PE, PVC and PET from their mixtures with cellulose fibers and aluminum, which makes up the cap of such bottles. It is shown that while heavy media separation allows the separation of a PVC/PET mixture from the solid waste, froth flotation can be readily used to separate PVC and PET from a mixture of the two. For this purpose, the differential action of an alkaline aqueous solution (PH=II) which contains methanol and MIBC as surface tension control agents has been found to be a suitable flotation medium. This paper reports some aspects of the flotation flowsheet developed for the separation of plastics from municipal solid waste mixtures and PVC from PET.

This report is based on experience developed on the construction of one contract for the Buffalo, New York subway. The Buffalo subway is under construction for the Niagara Frontier Transportation Authority and is called the LRRT-Light Rail Rapid Transit or more commonly the Metro. The Initial Route of the Buffalo subway construction started early in 1979 and is scheduled for completion in May, 1984. The initial system includes 5.2 miles of underground construction, 1.3 miles at grade for a total of 6.5 miles of subway system. A total of fourteen stations, eight underground and six at grade are included on the system. The Initial Route has a planned expansion to 17.3 miles in the future. On January 15, 1979, a Joint Venture of S & M Constructors, Inc., Solon, Ohio, James McHugh Construction Co., Chicago, Illinois, and Kenny Construction Company, Wheeling, Illinois, was awarded contract 100031, the Line Tunnels from Amherst Street to South Campus in northcentral Buffalo between Delaware Park and the State University, (see Fig. 1, Location Plan) This $35,000,000.00 contract was designed by Hatch Associates Consultants, Inc., Buffalo, N.Y. The Notice to Proceed was issued January 15, 1979 and the scheduled completion date is August 18, 1981. The project consists of two parallel rock tunnels with a minimum excavated diam of 18 ft 0 in. and a final concrete lining of 16 ft 0 in. diam. The tunnels total 14,630 linear ft. In addition to the tunnels, contract C-31 includes four shafts, an underground pump station, three cross passage connections, and other minor work items. "INTRODUCTION For a long time now automation has been state of the art in production engineering and chemical engineering. The advantages of automation are, for instance, higher reliabilities of production processes, higher product qualities as well as capacities and improved safety conditions for the personnel. In contrast, many operations in mining are still conducted manually by machine operators instead of autonomous control units. One example for this is the excavation of underground hard coal which is still executed with aid of human perception. The Institute for Mining and Metallurgical Machinery (IMR) has been working on possibilities for sensor-based automation of mining machinery for many years now. Thereto the focus is set on the implementation of common material analysis techniques into ruggedized conditions as a basis for automation. Laser-induced breakdown spectroscopy (LIBS) for instance is an atom emission technique which enables the determination of the elemental composition of a sample. After introducing LIBS this paper will give an overview on dust formation during the cutting process. With the illustration of a few examples the challenges in determining dust concentrations specifically such of cutting processes are explained in further detail. The final chapter will outlay the possibilities and challenges in utilizing cutting-induced dust for the automation of shearer loaders. LASER-INDUCED BREAKDOWN SPECTROSCOPY LIBS Fundamentals LIBS (laser-induced breakdown spectroscopy) is a contact-free method for analyzing materials in any state of aggregate. It pertains the atom emission techniques and is based on the generation of plasma, inducing avalanche ionization on the surface of a solid material or any spot in a gas or aqueous solution. With sufficient background information on the expected elements and an additional calibration, this method can determine all present elements not only qualitatively but also quantitatively. However, this method cannot be utilized for determining the molecular composition of materials – if this feature is required a complementary method such as Raman analysis needs to be added. (1, 2)"

Over the past four years, the Coal Research Bureau of West Virginia University has presented a number of papers on operations research in the coal industry before various AIME meetings and meetings of other societies. These papers have been followed up by further presentations in the technical press. The emphasis of all of these papers has been to demonstrate applications of operations research to the solution of numerous types of coal industry problems. In each case, effort has been made to demonstrate that operations research does not require extensive knowledge of computer science or use of sophisticated higher mathematics. In fact, for most applications, satisfactory results can be obtained by a single individual in a minimum of time with no aids other than a pencil and paper and a knowledge of basic arithmetic. The most recent efforts by the Coal Research Bureau have been directed toward the continuing industry problem of optimizing the location of mining facilities. Preliminary work in this area was presented before the Central Appalachian Section of AIME and subsequently published in the May, 1972, issue of Coal Age. This initial presentation illustrated techniques for determining optimum locations of facilities based upon material transport effort under the assumption of constant cost per ton mile of haulage effort. The present paper will expand upon this earlier work and introduce economic factors. In the design of a mine or mining system, careful consideration must be given to the sites selected for each element of the system. Optimum placement of facilities is vital to minimize capital and operating cost. Thus, barring unfavorable geological conditions or other exceptional factors, facilities should be located at those points which represent the minimum cumulative cost over the life of the property. Most cost factors are independent, or essentially independent of the location of fixed facilities. One of the major problems for us in the earthmoving industry is the analysis of materials under the ground surface. Countless engineering and construction jobs would be simplified if there were an inexpensive and fast way to obtain information on problems such as: Depth and solidith of bedrock? Nature of the materials between bedrock and the surface? Adequate foundation for bridges and drainage structures? Location of supplies of materials to be used in construction? Investigation of tunnel sites? Characteristics of swampy areas and investigation of existing and potential slide areas? These questions are of paramount interest to highway contractors as they bid jobs and plan, equipment spreads to handle them at optimum efficiency. Such information also is invaluable to engineers in the design and construction of bridges, buildings, railroads, canals, and tunnels.

"Tantalum, a heavy metal with characteristics such as superconductivity and high terminal resistance, nowadays is the most efficient material for production of capacitors, which are essential for production of small electronic applications like notebooks and cell-phones. It is one of the strategic resources for information societies. With supply extracted from Central Africa (Congo / DRC), China, Australia, and Canada, it can serve as an example for sustainability efforts in the management of non-renewable resources in Developing Countries, Newly Industrializing Countries and Industrialized Countries alike. The paper analyzes the life cycle of tantalum in its environmental, social, and economic dimensions. The first section highlights the importance of tantalum, showing a demand-driven market. The second section analyzes current and future supply. The third section tackles environmental and social impacts of tantalum mining in different legislations. The fourth section especially deals with the Case of the Democratic Republic of Congo since companies have been accused of participating in a civil ‘resource war’. Section five will draw conclusions for sustainable resource management. Written in an interdisciplinary manner, the article has a bearing on economics, especially on resource economics and new institutional economics, as well as on geography. It deals with questions such as security implications of physical scarcity in rapidly growing markets. In doing so it can, firstly, be shown that information exchange in combination with reputational risks lead to a shift in extraction activities from a Developing Country (DRC) to an Industrialized Country (Australia); i.e. a ‘race to the bottom’ does not take place. This, however, does not mean that market mechanisms work properly since information exchange (especially with China) is incomplete, moral hazard still prevails, and inadequate institutions hamper development processes in an exporting country like Congo. Any sustainable resource management for tantalum not only should foster gathering and exchanging better information on environmental and social impacts, but also incentives for upstream metal recycling in industry as well as support for governance processes in Developing Countries"

The scope of this subject is a broad one. The demand for a metal with high refractory properties, great strength at elevated temperatures and high nuclear cross section, has put tungsten in the foreground as: the most promising metal to fill some of these requirements. Recently developed techniques have made it possible to roll large tungsten sheet and-the availability of fabricated tungsten is already upon us. More and more, the demand is for purer and still purer metals. Tungsten is no exception. As technology improves, we are learning more about the effect of foreign elements in minor amounts upon the chemical and physical properties of metals. As equipment and technology improve, specifications become more rigid, and reasonably so. Pure metals have revealed properties hitherto unknown in metals produced by former technology.

The process of magnetic separation is based on the differences among magnetic susceptibilities of various mineral species. Performed either wet or dry, the separation has application in both the recovery and concentration of value minerals and in removing deleterious mineral constituents from a product stream. There are two major catagories to be considered when addressing magnetic separation of minerals. The first catagory refers to particle characterization and relative differences in magnetic susceptibility. The second catagory refers to design parameters and the magnetic field generated by the separator.

A system, such as a mine production system or a mine ventilation system which includes the movement of commodities or some material between decision points may, in many instances, be effectively modelled as a network. Mining has often been characterized as primarily a materials handling function. To a great extent this is true, even though it is an over simplification of all the activities involved in a mining operation. Accepting the materials handling characterization of a mining operation permits the extension of the characterization to a flow process. That is, the ore flows from the mining face through the mining phase (excavation & loading, hauling, dumping) through the milling phase (crushing, grinding, recovery) through the smelter phase and finally to marketing. With this concept it is possible to depict a mining operation as a simple network. For example consider an operation consisting of two mines (A and B) with mills at each mine (MA and MB) with the possibility open to treat ore from mine b at mill NB, but it is not feasible to treat mine B ore at MA. The product of both mills is sold.

"The Midwest is presently the focus for Combined Sewer Overflow (CSO) abatement in the United States (U.S.). Most of the EPA mandated utility and municipal long term CSO abatement programs in large metro areas in the Midwest such as Cleveland, Indianapolis, Columbus, Chicago, St Louis, Akron, Fort Wayne, Louisville, Kansas City, Omaha and Pittsburg use or will use deep tunnels for storage and conveyance of CSOs. This paper will compare design methods specified and implemented for tunnel construction in Midwestern geology such as soft ground and mixed face EPBM tunnels, hard rock TBM tunnels, drill & blast tunnels, road header tunnels along with tunnel lining systems. It will also review the performance of successful CSO systems that include design life cycle, vortex and drop shaft configurations, pump stations, storage and conveyance strategies and long term operation and maintenance criteria. HISTORY and BACKGROUND Prior to development of mandated wastewater treatment plants, collecting both wastewater and storm water runoff in a single-pipe system was an efficient and economical solution. The early combined sewer systems were typically designed and sized to carry several times the average dry weather wastewater flows and not designed to handle a mixed volume of waste water and storm water during a wet weather event. Beginning in the early 1970s, federal legislation (Clean Water Act of 1972, Clean Water Act of 1977 and the Water Quality Act of 1982) changed how municipalities and industries in the U.S. were required to treat and discharge wastewater into the nation’s surface waters. They were mandated to treat wastewater at federal regulatory standards for discharge into surface waters that is safe for humans, wildlife and aquatic life. The wastewater treatment facilities that evolved were initially designed and sized to treat only the peak volume of raw wastewater flowing during dry weather. Combined sewer system control sections or relief structures were installed upstream of wastewater treatment plants (WWTP) and were designed to protect WWTPs from potential damage that would be caused if peak volumes of raw wastewater mixed with storm water runoff reached and overwhelmed the WWTPs."
