INTRODUCTION The process of mining removes valuable and eco¬nomically recoverable minerals from the earth. In the case of hard-rock mining, this process involves breaking and removing ore, while leaving the waste rock or host rock as intact as possible. Prior to mining, ground stresses exist in the ore and the host rock as a result of weight and tectonic forces; for the purposes of this chapter, the ore is considered to support the host rock on both the hanging and footwall sides. Two basic phenomena accompany mining. First, the hanging walls and footwalls tend to move together as the ore is removed. Second, high stress gradients de¬velop in the rock periphery of the opening; the magni¬tudes of the stress gradients vary widely, depending upon the local geometry and conditions. At various times, mining methods have used square¬set timbers, waste-rock backfill, alluvial sand fill, and tailings backfill materials, with or without cement, to replace the loss of support caused by the removal of the ore. Cut-and-fill mining has evolved to use hydraulically placed tailings for the backfill. In the stope, this fill provides massive support to the walls, thereby reducing stresses in the back. It also provides a floor from which men and machines can work to drill and blast, to haul ore, and to scale and bolt the back. In many cases, the addition of cement provides a competent free-standing wall when the fill is exposed during mining of adjacent stopes or during pillar recovery operations. In most cases, the use of fill does not eliminate standard tem¬porary or local roof control measures such as roof bolts and wire mesh. Fill Characteristics It is important that backfill used for ground support be of maximum stiffness in relation to wall closure. The stiffness of the fill is related to its placement bulk density or void ratio. In the case of cemented tailings, this is enhanced by the cement bonds. During stope closure, individual fill particles experience rotation and crushing at point contacts, but they are subject to little relative translation. The stiffness approaches infinity as the void ratio approaches zero, until the ground forces reach equilibrium, and closure stops. The gradation of particle sizes and minimal segregation resulting from good hy¬draulic placement both contribute to a high degree of early stiffness in the closure history of classified tailings backfill. This also implies that the fill should be resistant to creeping under high static loads. All mines experience shock loading situations such as blasting, and many mines experience rock bursts that can apply sudden and very high loads to the fill. Certain conditions of void ratio, particle size, and moisture con¬tent can result in mass fluidization of unconsolidated fill during such shock loading. Two key factors in avoid¬ing fluid behavior are the provision of a well-drained fill through desliming or classification and the achievement of a small degree of consolidation through the addition of cement in ratios as lean as 40 to 1 (2.4% cement). The acceptance of classified mill tailings as backfill material has been enhanced by its relative economy, including its source, preparation, delivery, and stope distribution. Transportation from the backfill prepara¬tion plant on the surface into the stope usually can be accomplished with low power consumption, with low labor costs, with few capital costs, and at high tonnage rates. An additional benefit is a reduction of the storage volume required for surface disposal of the tailings stream, with a resultant improvement in the environ¬ment. The costs of placing cemented tailings backfill generally range from $1.65 to $6.61/t ($1.50 to $6.00 per st) of fill depending upon the cement ratio used. Scope This chapter examines a major backfill program at a mine and mill complex where the backfill facilities are included as a part of the original planning. The backfill preparation plant is intended to make maximum use of remote controls and automation. The logistics asso¬ciated with material storage, handling, and metering in the plant are outlined. Important considerations in specifying equipment for typical service conditions are discussed. The fill delivery system is described, includ¬ing the boreholes, level lines, and stope distribution lines. Stope preparations for fill confinement and drain¬age are described, as are the techniques of placement and distribution. Methods of controlling and directing the flow of drainage water and slimes are presented, along with the facilities and equipment for clarification, pumping, and sludge removal. As shown in Fig. 1, the fill program encompasses most aspects of the mining and refining facilities, so the discussion is brief in each area. The preparation of backfill of a uniform and con¬trollable quality is presented here as a material handling problem. The balance of the presentation concentrates on the logic of the system, the costs where meaningful (in 1977 US $ unless otherwise specified), and some operating "tricks" that have contributed to system per¬formance and reliability. SURFACE PREPARATION PLANT A backfill preparation plant is required on the surface. This plant generates suitable fill material from the stream of mill tailings. Among the functions of the plant are: 1) Slimes are removed to improve the percolation characteristics of the fill; typically, particles finer than 325 mesh are removed from the tailings. 2) Tailings and sand storages are provided so that the steady stream of tailings produced by the mill can be accepted. Provision is made to accommodate the cyclic high-volume demand from the mine. 3) The plant stores the cement and contains meter¬ing and mixing facilities to provide fill of a controllable and uniform quality. 4) The hydraulic backfill delivery system is a part

Low-flow reactive-transport processes in Wightman Fork downstream of the Summitville Mine, south-central Colorado were simulated using the OTIS and OTEQ solute-transport models. The simulation was calibrated using data from a synoptic study conducted during October, 1998. Discharge over the 8-km reach from just below the mine site to the Alamosa River confluence ranged from 0.077 to 0.17 m3/s; travel time was 10.7 hours; pH ranged from 4.6 to 5.7. Simulations revealed that mass balance for SO4 was maintained, and that pH, Fe, and Al were non-conservative. Simulations allowing hydrous ferric and aluminum oxide or hydroxysulfate precipitation matched observed water quality conditions more closely than simulations without precipitation.

Particle-size Distribution Specifications for Particulates. Feed to and finished products from size-reduction operations are defined in terms of the particulate sizes involved. It is also well to know whether the ultimate individual particle is being measured, or, if any aggregation or agglomeration of particles exists, whether this has been created by the size-reduction operation. The most complete description of a powder is given by its particle¬size distribution. This can be plotted in terms of cumulative percent oversize or undersize in relation to the diameters of particles, or it can be plotted as a distribution of the amounts present in each unit of diameter against the several diameters. It is common to employ a weight basis for percentage, but there are some data in the literature where frequency, or number of particles, is used. The basis of percent¬age, whether weight, frequency, or some less commonly used factor, should be specified, as also should be stated the diameter, its units, and preferably whether determined by sieve, settling velocity, or other¬wise. Fig. I presents two sets of distributions-ore cumulative and the other in unit intervals. The slopes of the 5-µ intervals of the cumulative curves are converted to percent per micron and plotted as a block, or histogram, from which smooth curves are derived. Powder A has a narrower, or tighter, size range for the bulk of its weight than powder B. Both materials have the same weights below and above the size marked by the arrow. Simpler treatments of distribution are possible. In some cases the significant value is the top size. Since the 100% point is dubious, some amount, as 95 or 98%, so specified, can be called top size. In other cases the percent on some sieve helps define coarseness. Merely stating that all, or all but a small percentage, passes a given sieve is inadequate for defining the true fineness or a material. Complete parti¬cle-size analysis to show the distribution is essential for most compari¬sons and calculations. Particle-Size Equations. A number of equations have been pro¬posed to correlate the quantity of a particulate material with its parti¬cle size to obtain a distribution relationship. Constantly increasing demand for energy materials and metal ores brought about tremendous progress in mining techniques which are characterised by a high degree of mechanization and concentration of works. One of the recent trends in underground mining mechanization is connected with an application of heavy machines with diesel engines [l],[2]. The introduction of diesel engines in mining all over world caused not only improvement in economic conditions but also the necessity to prevent contamination of air in the mine by toxic agents in diesel exhaust emissions. A generally used way of eliminating exhaust gases is proper ventilation of the cross cut by means of providing permanent exchange of air that would guarantee in every point of the cross cut and in every moment the decay in concentration of exhaust gases beyond threshold limit [3][4][5][6][7][8][9][10]. The present paper is an attempt to define a mathematical model describing the changes of concentration in cross cut face to which fresh air is distributed by ventilators and tubes in a forcing way. Obtained model should offer its practical adaptability to engineering calculation of the amount of fresh air needed for diluting and eliminating exhaust gases beyond threshold limit. Justness of these models has been confirmed by investigation of the growth of nitrogen dioxide concentration in air environment in some cross cut faces of Kiirunavaara iron ore mine in Kiruna (Sweden).

A geotechnical monitoring program has been implemented at Energy West Mining Company for enhancing site-specific evaluation of longwall stress conditions. This program consists of underground measurements at five locations in two neighboring mining districts located in the Hiawatha and Blind Canyon Coal Seams under moderate to deep cover. Within the last five years, additional measurements, including data on recorded seismic events and face conditions, have been incorporated into the data collection program together with detailed geologic mapping of longwall gateroads. In conjunction with the measurement program, the authors have completed detailed boundary-element stress analyses of the mine plans. Models have been calibrated using the data from in-mine instrumentations and then routinely used for evaluation of mine plans at depths approaching 2,600-ft. The work has improved our understanding of load transfer, seismicity and yield pillar performance. It has identified areas of potential increased stress levels at certain longwall face positions and provided guidance to measures that could be considered to mitigate the potential for these increased stress levels.

Several series of time-instantaneous samples were taken on a cell-by-cell basis in the flotation circuits of the Pinto Valley, AZ copper concentrator. These samples were used to calculate mass flow rates throughout the circuit using standard, deterministic metallurgical formulae and also a variety of more statistically oriented techniques. Because of the magnitude of the errors associated with the individual cell samples, the standard metallurgical formulae are not sufficient. Consequently, it is necessary to utilize some type of statistical technique capable of distributing the individual cell sample errors in such a way so as to provide a physically useful mass balance for the entire circuit. This paper explores the use of linear and least squares programming as one technique to providing credible mass balance calculations. For linear programming this was done by distributing the error using two different criteria involving specific linear programming formulations: least absolute sum minimization (which assumes an underlying double exponential distribution error structure) and minimax (which minimizes the maximum absolute deviation and assumes an underlying rectangular distribution error structure). These results were then compared to the more standard formulation of minimization of the sum of least squares which assumes an underlying normal distribution error structure. The least absolute sum approach was particularly attractive due to its simplicity of use and the ease in which repetitive calculations can be done with no user intervention.

HISTORY The Surigao Nickel Refinery of Marinduque Mining and Industrial Corporation is located on Nonoc Island off the northwestern coast of Mindanao in the Philippines. Nonoc Island is part of the Surigao Mineral Reservation which had been identified as early as 1912. Initial interest in these deposits was due to their iron content, and their value as a nickel deposit was not seriously entertained until the late 1950's. The Philippine government undertook extensive test pitting and sampling programmes at that time and in the early sixties Marinduque became involved in helping to establish firmer ore reserves. Evaluations of the test pitting programme indicated reserves of 75,000,000 tonnes of ore averaging 1.22% Ni, 0.1% Co and 38.5% Fe. The Philippine government called for bids on the reservation in 1962 and Marinduque and Sherritt Gordon carried out some feasibility studies for the recovery of nickel from the deposit. However, it was not until 1968 that Marinduque was granted proper authority to exploit the Surigao deposits. Marinduque and Sherritt then entered into an agreement which allowed Marinduque to utilize a process developed by Sherritt for treating lateritic ores. During 1968, a 25 st/d pilot plant was erected in Fort Saskatchewan, Alberta for the purpose of modelling all process steps. A 10,000 tonne ore sample was sent from Nonoc as feed stock for the pilot plant.

Digital photography combined with three dimensional models of topography, mining operations and restoration plans can lead to extremely realistic images and animations of the current and future states of a mine or quarry. The amount of work and the time required for the successful modeling of a mine and its restoration plan are surprisingly low nowadays. All this means that the visual impact of mining and quarrying operations can be easily assessed using common computer hardware and some dedicated software packages. LAVA Mining and Quarrying SA is a company committed to strive continuously for the highest possible environment protection at the company?s quarries. The pozzolanic rock quarry located at Xylokeratia is one of the company?s quarries on the island of Milos and the subject of the study presented in this paper. A thorough restoration plan of the Xylokeratia quarry is being completed by the company. For its purposes, a complete visual impact assessment study was performed at the Department of Geotechnology and Environmental Engineering of the Technological Education Institute of Western Macedonia. The procedures used in this study and the produced visual results are presented in this paper.

Coal has been mined in the Kailuan mining area for more than 130 years. The remaining reserves consist of, in large part, coals that would have been considered economically unminable or technically not feasible by the previous generations. Some of the current operations have to resort to overmining because the lower seams had been extracted in the past. This paper deals with the feasibility and proper layout of mining roadways of overmining carried out in the No. 5 seam of Qianjiaying coal mine of Kailuan mining area using numerical and physical simulation. FLAC2D was used to investigate the characteristics of stress and displacement in the overburden after extraction of the lower seams. It also analyzed the proper layouts of gateroads in the upper seams, i.e. locating them in the stress-relief zone of the gob so that their stability can be easily maintained. In addition, a two-dimensional physical model was constructed for investigation of damages to the upper seams due to mining of the lower seams. Finally, based on the results of investigations, proper gateroads layout was designed and successful extraction was implemented for panel 1357 in the No.5 seam.

Networks of monitoring wells were established prior to mining at four longwall mine sites in the Appalachians to monitor the effect of mining on water levels, water quality and well yield. Two of the sites were located in stream valleys and the other two sites were located on hilltops. The depth to the mined seam ranged from 500-850 feet with the deeper cover being associated with the hilltop sites. Maximum declines in groundwater levels during and after mining were an order of magnitude less in the stream valley aquifers than in the hilltop aquifers. However, water levels in hilltop wells located outside the area immediately above the panel were unaffected. Water quality changes in wells as a result of longwall mining were negligible at all four sites. Increases in aquifer transmissivity and well yield were much more pronounced in the stream valley aquifers than in the hilltop aquifers. The significantly larger recharge area for the stream valley aquifers than that for the hilltop aquifers may partially account for the differing responses of these two classes of aquifers to longwall mining. These observations appear to be consistent with the stress-relief fracture model for Appalachian Plateau groundwater hydrology proposed by Wyrick and Borchers in 1981.

The hierarchical relationship between three broad kinds of grinding models for a spatially homogeneous, linear, time-invariant batch grinding system are first established. Limiting and asymptotic arguments for arriving at approximate but simpler models are employed in all three cases. These parsimonious models -provide alternate and, in some respects, more incisive and convenient tools for the analyses of grinding processes and simulation of comminution circuits. In the discrete-size, discrete- time class of models, a reduced mill matrix is derived, which is seemingly adequate for those grinding circuits whose identification otherwise is difficult because of limitations on the quantity of data and its quality. In discrete-size, continuous-time types of models, parameter lumping has been employed for obtaining a G-H solution which is quite accurate and exceptionally useful for graphical display of data, model verification, and parameter estimation and simulation. In continuous-size, continuous-time models, a similarity transformation is used for solving the integrodifferential equation of grinding. This solution provides a unified framework for a number of apparently diverse empirical grinding phenomena such as self-preserving behavior of ground particle size distributions and energy laws.

"In this paper, the most significant environmental aspects that are identified in the Taft Copper Project (TCP) are the quality and quantity of water, pollution of the existing watercourses and post-mining land use, matters such as air and noise pollution are deemed to be of less significance. Analysis has been performed for Do Nothing Alternative, Pre-stripping Phase, Mining Phase, Closure and After-use Phases. Analysis of the environmental assessment of TCP was carried out in three stages. In the first stage, the general negative and positive aspects of the project were identified. In the second stage the intensity, magnitude and significance of the environmental impacts of the project were identified. The third stage is related to the final conclusions of the assessment team and the relevant reasoning. A modified Leopold Matrix was adopted for evaluating the significance and magnitude of the environmental impacts. For this project, the matrix was modified to allow the assessor to take account of negative and positive numbers."

Since the development of the Beatrice operation in the mid 19601s, the concern has been well founded, and through the years progress has been made in this most important facet of the extraction of the coal reserves to insure the safety of the employees engaged in the mining opera- t ions.

DESIGN BASIS Size of Project The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect with a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd with¬out major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Other projects are sized according to the tonnage of product rather than of mine ore; examples are iron ore mills that express size in terms of tons per year of pellets or high-grade concentrates, heavy minerals plants in tons per year of rutile or ilmenite, cement plants in barrels per year, potash in tons per year of muriate, phosphate in tons per year of washer rock and flotation concentrate, and others. However, tons per day milling rate is also the common denominator in most of those instances because the major equipment has to be selected on that criterion. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding, and processing. Hours per shift also are an impor¬tant factor in design, particularly in the case of ore delivery, and the lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into ac¬count. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure, but rather as an average over a calculable period, such as ten years, or as a specific daily capacity over the first two years, next four years, etc., or some similar projection. A good example of this kind of situation is Asarco's Mission operation 15 miles southwest of Tucson, Ariz., described by Weiss and Vincent,1 where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. Expected Life The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis2 which, in turn, is based on many factors. From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, environmental considerations, and many others. Costly installations that may be excellent investments for a 20-year project may be waste¬ful for a 5-year operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grind¬ing-the former may be found more economical for a 5-year operation, and the other, more costly method more economical for a 15- to 20-year life. Mining and Ore Transportation The mining method and the means of transportation of the ore to the first crushing stage have far-reaching effects upon mill design, particularly the crushing sections, and upon site selection (see Chapter 2, Situation of Mill). Consequently, mill design cannot advance until the mine planning has reached at least tentative decisions concerning these important matters, or reach the final stages until much is known about the ore that may be expected month by month and year by year for a reasonable period. Methods of ore transportation used in over 90 underground and open-pit mines are listed briefly in Section 32 (Table 1), and more detail is found later in this section and in Section 10, Storage and Transport. These methods include surface railroad, trucks, conveyors, surface skips, underground skips, and tramming from hoist or tunnel. In surface mining, transportation of the uncrushed ore by rail or truck to the primary crushing plant-conveniently located for lowest overall cost-is most common. Rail transportation provides low perton-mile costs. Truck transportation, though in some cases less eco¬nomical, is more flexible and more adaptable to mountainous terrain; furthermore, recent improvements have reduced the operating costs to keep trucks competitive on low-grade ores. The design of the primary crushing plant will be essentially the same whether delivery is by truck or rail, but the location of the plant is subject to more rigid restrictions in the latter case because of grade limitations, and these in turn may adversely affect the selec¬tion of the mill site as well. The influence of truck haulage in reducing the stripping ratio in open-pit mines is an added reason for predicting a minor role for rail transportation in the future. The use of conveyors to transport ore from the pit to the milling plant involves (in most cases) crushing the ore to a reasonable size (10 to 20 in. maximum with today's crushers) before conveying. The Twin Buttes system3 which went into operation in late 1969, utilizes primary crushers (two) and conveyors to receive rock waste, ore, and low-grade stockpile material from trucks, then transport them to the appropriate destination. Flexibility is dependent upon the porta¬bility of the primary crushers. In the face of this development, inclined skip hoists are no longer important to the mill designers. Underground mines generally pose fewer problems of design; these will be discussed in Chapter 2. Character of Deposit The degree of homogeneity of the ore in various parts of the mine is an important factor. The characteristics that concern the millman (approximately in order of importance) are: hardness, assay, metallurgical response, size distribution,4 and moisture content. Under metallurgical response may be included degree of oxidation, mineral¬ogy, clay content, and reagent consumption, as well as process re¬sponse in general. Short-term variations-hour-to-hour, day-to-day, or even week-to-week-make operation of the plant more difficult, require greater flexibility of process design and, perhaps, also require more instrumentation and manpower. The consumption rate of Estonian oil shale increases due to the growing rate of exported oil-shale oil. Estonian oil shale active resources in working mines are predicted until the year of 2025 when the consumption rate stays at the level of 12 tons per year. If the consumption rate stays at that level, new mines should be opened after 20 years, if the rate increases new mines should be opened even earlier. The predicted active resources in Estonian oil shale deposits are calculated for 60 years, based on the parameters of the power station technicoeconomics. As a result, there is a need to open new mines. One of the potential areas for surface mine is the Tammiku-Kose prospect area (Rheinbaun Engineering, 1996).

Mineral models provide a systematic and comprehensive approach for analyzing and fore- casting the behavior of mineral markets and industries.' They also permit the analysis of a wide range of policy decisions. Obviously such models cannot capture all of the intricate relationships that shape the behavior of a mineral market. However, such models have become extremely useful and in many cases support the decision making approach of judgmental analysts. They tend to narrow the range of likely outcomes and thus reduce the risks and uncertainties of investing, trading, and speculating in minerals. Mineral models provide not only answers to "what-if" questions, they also inform analysts of the benefits and costs associated with mineral investment decisions. More recently they have been applied to specific mineral issues of the possible impact of buffer stock stabilization schemes and of import supply restrictions. Mineral Models Defined Because mineral models are so diverse, we must begin with a fairly broad definition. A mineral model is a formal representation of a mineral market, industry or system where the behavioral relationships included reflect the underlying economic and engineering factors as well as the political and social institutions. Of ten, but not always, a mineral model will consist of some combination of the following components: demand, supply, inventories and prices. Modeling of demand behavior normally begins with an interpretation of basic demand responses to prices and income (i.e., the associated price and income elasticities). Price elasticities vary among different minerals and among their diverse uses. They tend to be lower for minerals without close substitutes than for those where such substitutes exist. In addition, these elasticities vary with time as well as with the actual excess demand or excess supply. Variations like these, coupled with the relative instability of prices for a number of minerals, make explanations of demand behavior difficult. The degree to which demand responds to changes in income depends on the income elasticity of the end products to which the minerals serve as inputs. Those products with a relatively low income elasticity tend to experience proportionally smaller swings in sales than those with higher elasticities. The transmission of demand cycles to minerals producers comes through a series of stage-of-process effects. Demand measurement also is influenced considerably by mineral substitution patterns. The cross-price elasticity of a competitive or complementary commodity also varies with minerals, markets, and time. Where minerals easily substitute for one another, as in the case of cop- per and aluminum in electrical conductor applications, cross-price elasticities are relatively high. To respond to this FLAMDOCS allows to calculate the stability of reinforced concrete structures during fire load for a series of prede?ned time steps. Elementary theories of non linear material properties and reinforced concrete structures are used.

INTRODUCTION Ever since miners were faced with the task of moving ore, some form of scraper has been in use. At first, men and beasts of burden supplied the power to move the scraper, and later, machines were developed for this purpose. In the early 1900s, a few mining properties used small pneumatic single-drum winches to pull loaded scrapers to a raise or ore pocket, and the empty scraper then was dragged back to the muck pile by a miner, as shown in Fig. 1. Just prior to 1920, an improvement was introduced, using two single-drum hoists. As illustrated by Fig. 2, the second hoist was used to return the empty scraper to the muck pile. However, this arrangement still re¬quired two men, one operating each hoist. The next developmental step was to eliminate the second man by locating the hoists side-by-side and using one man to control both hoists. As illustrated by Fig. 3, this involved the use of a tail rope over a sheave to pull the scraper back. The greatest progress in development and the great¬est increase in the use of slusher haulers occurred between 1920 and 1930. In 1921, the Sullivan Machinery Co. designed and built the first two-drum scraper oper¬ating on the principle illustrated by Fig. 4. It was powered by a 4.5-kW (6-hp) Turbinair(r) motor and would pull a 450-kg (1000-1b) load at 0.61 m/s (120 fpm). In 1922, this unit was shipped to the Verona Mining Co. of Caspian, MI, and it experienced immediate success in the Lake Superior iron ore district. Since the two-drum slusher was much less expensive and more efficient than hand mucking, the Lake Superior mines were saved from financial disaster when iron-ore prices fell 25% between 1923 and 1925. Immediately there¬after, a demand developed for slushers that would oper¬ate with electric power, which was considerably cheaper than compressed-air power. In 1923, the Sullivan Machinery Co. responded with the first electric-powered double-drum hoist. During subsequent years, design improvements in¬cluded separate tail-drum gearing to increase the tail¬drum speed, as welt as a number of safety features such as rope guides. One result of these improvements and their utilization by the Michigan iron mines was an in¬crease of 100% in the tons of ore per miner per day in those mines between 1924 and 1929. Since the two-drum slusher was capable only of straight-line mucking, it was not a practical machine for use in open stopes. In 1929, the Sullivan Machinery Co. introduced the first three-drum slusher. As illustrated by Fig. 5, two tail drums and one hauling drum were provided. A tail sheave could be placed at each side of the stope, and the ore then could be loaded and hauled to a central point from the entire width of the stope. During the 1930s, progressively larger slushers were demanded. By 1940, two- and three-drum units were available with motor power as high as 45 kW (60 hp), and slusher power continued to increase after 1940. Be¬tween 1951 and 1952, Joy Manufacturing Co. designed a 112-kW (150-hp) two-drum Blusher for the Climax Molydenum Co. Although there has been no demand for a slusher more powerful than this, 150- to 225-kW (200- to 300-hp) slushers are quite feasible at the pres¬ent time. During the last 30 years, many slusher improvements have been made to the operating life, operational safety, and ease of operation and maintenance. Increased tail-drum speeds have decreased overall scraping times. Rope guards, totally enclosed drums, and operator shields have reduced the hazards of injury due to wire¬rope breakage. Improvements in lubrication have made the slushers relatively maintenance-free, with long operating lives. The introduction of spring-actuated drag brakes prevented uncontrolled unreeling of dis¬engaged drums, allowing the development of practical remote-control slusher operation. Remote control now is available in a choice of all-air, all-electric, or air¬electric slushers. Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. For this reason a potential role for government lies in the redistribution of income among individuals. In some circumstances, however, market pro-

I welcome the opportunity to meet with you and discuss the work and program of the Office of Coal Research. Our programs are oriented to serve the conservation objectives of the Johnson Administration and of the Nation by seeking out the most efficient and best uses for coal. We believe that even if only a portion of our program is successful, the coal industry and the Nation will benefit far out of proportion to our expenditures. Operating with a budget of $7,220,000 in Fiscal Year 1966, OCR sponsors contract research which offers potential for achieving benefits to the coal industry in the form of new production and new markets. This directs us into many areas of research activity: in coal combustion, in advancements in mining methods and coal preparation, in new uses for coal, and in associated economic and marketing research.
