INTRODUCTION The Alimak method of raising (Fig. 1) was intro¬duced in 1957. Because of its flexibility, economy, and speed, it soon became the most used system of raising in the world. With the same unit, raises of various areas, inclinations, and lengths can be driven. Air-motor¬-driven raise climbers normally are used in mines with short raises (Fig. 2). For longer raises electric or diesel-¬hydraulic drives are used. The Alimak raise climber is designed entirely in ac¬cordance with the instructions of the Swedish Board of Industrial Safety (Arbetarskyddsstyrelsen). There are good margins of safety concerning the breaking strength of the material and the raise climber comprises safety devices and features that practically eliminate the risks of accidents. The drive gear of air-driven climbers is equipped with an air-operated brake which is automatically activated when air for the motors is shut off. There is a safety device which activates automatically at overspeed and a speed-regulated brake for descent by gravity, by which the raise climber can be taken down to the bottom of the raise in case of cutoff of the air supply. The raise climber climbs along a pin rack welded to a guide rail which also comprises pipes for air and water. The guide. rail can be extended by using 1- or 2-m (3.2¬or 6.4-ft) sections as the driving progresses. Each guide rail section is bolted to the rock wall by special expan¬sion bolts of Alimak design. Men ride up to the face in the cage, traveling com¬fortably and easily while material is transported on the platform. There is no dangerous climbing up ladders. The men are well protected during ascent and arrive in good condition at the face. The greatest advantages of raise climber systems are flexibility and versatility. From the earliest use of crushed and broken stone as landfill for eroded gullies in trails and roads, to the mixing of sand and gravel with cement to make concrete, men and women have found mineral aggregates to be useful materials in satisfying human wants. Crushed stone, sand and gravel, volcanic cinders, pumice, manufactured lightweight aggregates, slag, cinders, expanded perlite and vermiculite, and a great array of recycled materials such as grog (broken or crushed brick) and fly ash have served as mineral aggregates. These materials have provided bulk and strength in portland cement concrete, bituminous concrete, road base, fill, concrete block, and plaster and stucco finishes. Mineral aggregates provide many special characteristics such as compressive and tensile strength, surface textures, weight and density, thermal and acoustical insulation, abrasion resistance, and impermeability to various concrete products and mixes. While most materials used as mineral aggregates are consumed on the basis of their low unit values, the large volumes extracted in the United States each year make them one of the most valuable mineral resources in current production. In 1960, US production of construction aggregate was just over a billion tons per year (Meyer and Zelnick, 1991). Two decades of accelerated interstate highway, residential, and commercial construction brought the total annual production of mineral aggregates to roughly 1.4 Gtpy by 1970 and just over 1.6 Gtpy by the late 1970s. General economic and related construction slowdowns in the early 1980s saw annual US production of aggregates fall to below 1.1 Gt in 1982, and then rise to just over 1.7 Gtpy in 1990, a new peak in mineral aggregate production and use. Per capita annual consumption of mineral aggregates was approximately 5.68 t/capita in 1960, 6.89 t/capita in 1970, rose to a high of 7.25 t/capita in 1979, and has since settled to just under 7 tpy for every man, woman, and child counted in the United States Census of 1990. The value of these materials came to approximately $9 billion in 1990. During the period 1960-1990, roughly half of all mineral aggregates were used in the construction of residential, commercial, and industrial structures, and the remainder was consumed in highways, bridges, and other transportation facilities such as railway roadbeds, airports, and water-related projects (Meyer and Zelnick, 1991). During the period 1988-1992, public works (highways, waterway projects, road maintenance, etc.) represented closer to 60% of annual mineral aggregate demand with residential and non-residential construction approximately 40%. The growing market share of public works projects has been mostly due to the dramatic slowdown in residential, commercial, and industrial construction during the 1988-1992 period.

"The development of a mining project necessarily progresses through many steps, beginning with the identification of a mineral resource and continuing through project construction. Several classifications of engineering study development are described, including preliminary economic assessment (PEA) or scoping studies, prefeasibility studies (PFS), feasibility studies (FS) and regulatory codes, each with a specific project organizational objective. This paper addresses the PEA, PFS and FS types of reports that are used by companies to evaluate projects, meet regulatory requirements and seek financing. The minimum requirements for engineering studies, focusing on the needs of financial institutions considering investment in a project, are outlined. IntroductionThe financing of mining projects in recent years has come under increased scrutiny by financial institutions owing primarily to an increasing percentage of projects whose capital expenditures had overrun project budgets or had failed to produce the economic returns anticipated during the project development process. Often, unfavorable project outcomes are not the result of widespread failures of the project engineering process but arise from inadequate engineering in limited specific areas of the project scope, such as overestimated mineral reserve, inadequate mine design, insufficient metallurgical testing or underestimated capital costs. Mill facilities and process infrastructure typically are responsible for up to 80 percent of the capital expenditures required by greenfield mining projects. They are often the project areas where capital costs are inadequately developed, and consequently are the areas highly scrutinized by financial institutions. This paper offers a perspective on the level of engineering expected by financial institutions as a prerequisite to committing support to developing mining projects.The evaluation of a mining project from exploration through development and production is a lengthy and complicated process. Mine development commitment activities for a potential project are initiated when a mineral resource is identified and continue through to the start of construction. The technical feasibility and the economic viability of each project are determined during the phases of mine development with more detailed engineering data required at each stage. This paper describes the techniques implemented at Randfontein Estates to develop twin-haulages at 'high speed'. An operation which culminated in the world record advance for twin-end multiblast cyclic development in hard abrasive quartzites. A major expansion project was planned for the mine, with the sinking of a third twin-shaft system (to be known as Cooke No. 3), to raise the level of ore production from 3 500 000 to 5 000 000 tonnes per alumm. Subsequent redesign of the proposed shaft system as a single 9 m brattice wall shaft took place, reducing the planned shaft sinking period by 12 months and saving an estimated R 250 000 (U.S. $ 330 000) in sinking costs. The advancement of the Cooke No. 3 Shaft sinking and development programme necessitated a rapid excavation schedule for two interconnecting twin-haulages from the existing Cooke No. 2 twin shaft complex to provide a second means of egress. An early holing between the two shafts would provide significant financial and technical benefits. Pre-development and equipping of shaft pillar excavations would enable a rapid shaft production build up and blocking out of at least one year's ore-reserves.

As underground mines become deeper and ventilation networs more complex, ventilation data becomes more complicated and voluminous, making timely ventilation planning and necessary changes more difficult. Oftentimes, ventilation engineers have to rely on special techques using graphs and schematic maps to carry out necessary ventilation planning [1, 4, 5, 6, 9, 10, 11, 12]. A different graphical method, similar to that reported by Taminago and Isobe [10], has been developed in China [13]. This method uses a two-dimensional diagram drawn from available ventilation survey results. It combines both the customary pressure-quantity diagram and ventilation schematic map, and can greatly expedite the interpretation of survey results, facilitate ventilation system design, short and long-range planning, and emergency planning.

The Mission Valley Light Rail will loop through San Diego State University (SDSU)and to minimize the impact of construction most of the works will be underground. The project will require construction of a 330-m long (1080-ft), 11.24-m wide (36.9-ft),single twin track tunnel through Stadium Conglomerate, a poorly cemented dense sandy gravel with cobbles. Key technical issues are discussed including the ground conditions and predicted ground response, the use of sequential excavation methods to control deformations and specific construction concerns such as instrumentation and monitoring. Management of the construction process to minimize risk is particularly important in this environment and the strategy selected to control the works is also considered.

The effect of the chemical composition of pulverized bituminous coal particles on their physical transformation during the initial stages of combustion has been investigated. The results suggested that cenosphere formation does not require extensive thermal decomposition of the coal particles. The vitrinites in the bituminous coal softened earlier and developed larger cenospheres than the othe macerals. The coal particles swell to a higher extent during combustion than in pyrolysis; however, the cenospheres formed in the former process experienced a higher extent of fragmentation. The development of microporosity occurred predominantly after the resolidification of the swelled char particles. The type of macerals originally in the coal did not significantly affect the microporosity of the chars. Conversely, the morphology and anisotropy of the chars were strongly dependent on the maceral composition of the coal.

Many studies have been made of the microflotation of quartz (1,2,3,4,5,6) and alumina (3,5,6, 7,8) using various anionic and cationic hetero- polar hydrocarbon surfactants as collectors. A few studies have been made on these minerals using amphoteric hydrocarbon collectors ( 9,10, 11,12) and only a few studies have been made on the use of fluorocarbon surfactants as flotation collectors (13,14). The present investigation compares microflotation response of the two minerals in hydocarbon and fluorocarbon collector systems of the anionic, cationic and amphoteric types. An attempt is made to relate flotation response of the minerals to their electrokinetic behavior and the pKa values of the collectors.

The advanced cryogenic treatment is a post-manufacturing metallurgical process that involves subjecting off-theshelf materials to extremely low temperatures, significantly improving wear resistance and reliability. These case studies explore whether the claims of Enrich Bits & Tools benefit metals and their specific in-field application to drill bits in the blasting industry. This paper reviews the application of the treatment to button drill bits for enhanced wear resistance in two operations. The first is a civil construction project with highly abrasive rock. To confirm the remarkable benefits of the treatment, a second case study was performed. This case study utilized measure-while-drilling technology in consistent rock characteristics to reduce variables in the field study.

The underground portion of Duke Power Company's Bad Creek Pumped Storage Project in northwestern South Carolina consists of a powerhouse cavern (132 m. long, 23 m. wide, 50 m. high), 407 meters of shafts and approximately 3615 meters of tunnel, both lined and unlined, with diameters varying from 4.2 meters to 9.0 meters. A case history is presented, including the early pilot tunnel exploratory work and how this affected design, the design of the project, and the excavation, rock support and tunnel lining work. Problems and experiences encountered during the construction are given. The effects of high horizontal insitu stresses in the granitic gneiss are discussed along with solution taken.

The shape of particles has a significant effect on the shear strength and deformational characteristics of granular materials. Weathering can change the grain shapes. For example, more weathered sands tend to be rounder regardless of particle size. Particle shape analysis was performed on samples collected from the Questa mine rock piles, a debris flow and the pit alteration scar. In order to increase the validity of the particle shape analysis, 4 persons including 2 geologists and 2 mining engineers were involved in describing the particle shapes. The results of this analysis indicate that rock fragments in the collected samples are mainly subangular, subdiscoidal and subprismoidal. The sphericity and angularity of the rock fragments of the older analogs are similar to those of the rock piles. This suggests that short-term weathering (<100 years) has not noticeably changed the particle shapes at the test locations. Rock piles made of more angular particles are more stable compared to rock piles with rounded particles.

Two basic types of subsidence occur in Illinois: pit and sag / trough. Pits develop over mines less than 165 feet deep and where relatively incompetent strata are found over the mines. Sag subsidence is found over mines as shallow as 75 feet and more generally over mines of greater depths. The percentage of subsidence and angles of draw associated with sag subsidence appear to be controlled by the rock properties at each specific site. The percentage of subsidence and angles of draw are smaller where the sites are not affected by geologic structures. An investigation to determine if a time factor based on the time interval from the date of mining to the subsidence events has shown that simple correlations with time, percent extraction, average pillar stresses, and pillar dimensions is not evident in Illinois.

As a supplement to an analysis involving methodologies for the estimation of airflow resistance in shafts used for both ventilation and hoisting, a detailed shaft characterization survey was distributed worldwide. The survey provided detailed information which enabled verification of recommended velocities and established limitations on fill factors and relative velocities. This paper evaluates the information obtained for 37 shafts and presents a statistical evaluation of the results. Apart from airflow rates, conveyance rates, and physical characteristics, qualitative information regarding means of conveyance stability and velocity control techniques at unloading and loading points are also presented. Calculations of fill coefficient, free area velocity, and most importantly, relative velocity between the airflow and hoist, are conducted. These results are presented by frequency diagrams which illustrate the trends, as well as provide limitations for these parameters. The data illustrates that, commonly, the fill coefficient for two or more conveyances, does not exceed 30 %. A limit of 50% is suggested for a single conveyance shaft. A recommended free area velocity of 10 m/s (1,970 ft/min) for combined ventilation and hoisting shafts, is sup- ported by these results. Relative velocities of 30 m/s (5,905 ft/min) are most frequent and 50 m/s (9,840 ft/min) being a practical maximum.

The key objective of forming a cartel is to increase profits to members of the cartel by taking the following action: a) control output; and b) control price. However, while attempting to obtain monopoly profits the cartel members have to contend with costs associated with cartelization and such costs include the following: political costs; the cost of coordinating output and price; organizational costs (such as cheating); and administrative costs (such as the cost of attending cartel meetings). The objective of commodity exchanges is to provide an open, free market where buyers and sellers may openly complete transactions and pricing information can be immediately disseminated. These transactions include the following: a) to provide facilities for "hedging", or transferring price risk from buyers and sellers of physical commodities to "speculators" through the medium of buying and selling futures contracts, and b) taking physical delivery of metal on due dates.

This paper deals with drilling large diameter shafts for the mining and construction industry with diameters in excess of 3 feet to more than 20 feet in diameter. It discusses appropriate applications of the rotary drill method, linings for large diameter shafts, circulation systems,, and the limitations of the method. Each specific rotary drill method is determined by the geology of the area, the depth to be drilled and the formation fluids encountered. Shaft lining or casing must be improved to result in lighter weight, higher strength and lower cost. All phases of rotary drilling equipment must be improved to drill shafts in excess of 10 feet in diameter. As these goals are reached, more shafts of large diameter will be drilled by the rotary method for the mining and construction industry.

Pebble phosphate deposits of Florida have been established from south of Hardee County to north of the Georgia state line or a distance of over 200 miles and mining has been carried out in an ever-increasing scale since 1885. Deposits that can be mined on the economical standards of today, however, are confined in a roughly circular area about 30 miles in diameter, generally within Polk and Hillsborough Counties, in the central part of the State. The phosphate deposit, which is in the Bone Valley formation of the Pliocene age, is covered by Pleistocene terrace deposits of unconsolidated quartz sand. The matrix is composed of approximately 1/3 clay slimes, 1/3 silica sand and 1/3 phosphate pebbles. The phosphate occurs usually as rounded pebbles, ranging in size from about 1 inch down to approximately 400 mesh. The phosphate may vary from well- defined hard pebbles to soft weathered rock. The color and character of the phosphate will range from smooth buff pebbles to black and white or "salt and pepper rock." The screen size distribution varies considerably between locations and the recoverable phosphate varies may extend down to the 400 mesh size in some areas, while in others the phosphate may cut off sharply at about 35 mesh.

Paraphrasing the poetic repetition of Gertrude Stein - "Research is research, is research, is research --- ad infinitum." But research takes many forms and involves many facets. Perhaps the most simple of definitions is that attributed to the late "Boss" Kettering of General Motors who in advising a young trainee said, "Research is an intelligent effort to satisfy the curiosity of the human mind." Reclamation research is complex and requires a diversity of scientific knowledge. The overall aim of land reclamation research is directed to finding practical ways to develop efficient methods to restore mined lands to productive use, compatible with use of adjacent lands, as soon after mining as possible; and, finding practical ways to reduce or prevent damage to surrounding resource areas, which may be affected by the mining process. Research in the field of mined land reclamation is not entirely new, although in some respects we are exploring new areas each day.

Following the completion of the 7,600 m primary access tunnel by Kiewit/Parsons Brinckerhoff (K/PB) in April 1997, an exploratory East-West Cross Drift Tunnel was constructed at the Yucca Mountain Project over the proposed future repository block for high level nuclear wastes. The 2,681 m (8,796 LF) East-West Cross Drift Tunnel was excavated through volcanic tuffs having zones of incompetent rock using a re-built Robbins 5.000 m (16’-5”) hardrock TBM with a special arrangement of supporting equipment. Details of the unusual site and contract conditions will be discussed as well as with the unique tunnel equipment specified by the Owner. This portion of the Yucca Mountain project required eight months to complete.

Immediate detection of methane buildup or of sudden liberation of large quantities of methane in the face area is essential to avert disasters in coal mines. Proper timely detection and handling of methane have always presented problems in extremely gassy mines, and these problems have been magnified by present accelerated mining methods. Strict rules and regulations have been established by coal-mining companies, States, and the Federal Government, which provide for periodic inspections for methane in face areas when electrical equipment is working. Other provisions require the operator&apos; to shut down electrical face equipment and change or adjust ventilation when more than 1.0 percent of methane is detected. Nevertheless, human failure to detect such conditions has been responsible for numerous ignitions arid explosions Recognizing this fact, Marling J. Ankeny, former Director of the Bureau of Mines, proposed in 1958 the development of an automatic methane-monitoring device. He envisioned such a device as being entirely dependable, capable of giving a warning when a predetermined concentration of methane in air is reached, and capable of deenergizing the equipment and rendering it inoperative when a dangerous concentration of methane is present in the air. Such a device has been developed by the Bureau of Mines Health and Safety Research and Testing Center in Pittsburgh, Pa.
