"Mining companies want to be in a position to move quickly and seize a favorable market or to keep their key staff productively busy. One of the problems for these companies is the time required to compensate for unavoidable impacts that the mine will have on the natural environment and to gain environmental permits. All too often, circumstances that were favorable when the project was proposed have become less favorable by the time all the hurdles have been cleared.Accordingly, many mining companies are interested in ways they can inject more predictability into their timelines for gaining environmental permits, shorten those timelines, and be more certain of getting the permits they need to carry out their next project.One increasingly popular way to do this is through a relatively new kind of service — the mitigation bank.Mitigation banks purchase property or easements through property that has been impacted by agricultural, industrial or resource activity. They then turn it around from an environmental point of view. This might include restoring streams and wetlands so that fish and aquatic organisms can survive, and animals have habitat and food to flourish.Appropriate native species of plants including trees and shrubs are planted, and steps may be taken to introduce wildlife to the new habitat. In some cases, a special focus is placed on creating habitat for rare and endangered species of plants or animals.The property is inspected by regulatory authorities, coordinated through an interagency review team (IRT). If the property is determined to be effective as natural habitat, the mitigation bank is then issued credits that it can then sell to development projects that are creating an unavoidable permitted environmental impact elsewhere. A mining company, for example, would buy credits to offset the aquatic impacts due to construction of a mine, access roads and other infrastructure — as required by the Section 404 Clean Water Act permit that governs those unavoidable aquatic impacts. The mitigation bank used for offset must have an IRT-approved service area that includes the location of the impacts."

Capstone Copper’s Pinto Valley Mine faced challenges in recovering rock and ore on final walls because of geotechnical constraints that require restrictions on methods for loading blastholes adjacent to the pit boundaries to preserve wall stability. The operation had been using the same drill and blast designs for years. With changing geology, such as harder rock, as mining progressed, material was being left unmined in final walls because of poor breakage. The amount of unrecovered, unprocessed ore was estimated at approximately 380,000 tons a year generated from an average of 60 final wall blasts performed annually. The engineering team from Capstone and Dyno Nobel engaged to minimize the amount of material left on the final pit walls. This paper presents how we collected data, reviewed design standards, and found opportunities to improve ore recovery from pit final walls without increasing drilling and blasting costs. The results collected from implementing the new design on two benches showed the potential for extra revenue of approximately $3.6 million generated annually from reducing final wall unrecoverable underbreak by nearly 71% on the mine’s highwalls.

Can the United States mining industry achieve its long-stated goal of zero fatalities ? and what will it take to do so? Does it require new laws and regulations, as some propose, and a continuation of the commandand- control model that has been born out of more than 40 years of regulation and enforcement under the Federal Mine Safety and Health Act of 1969? Or, is it time to consider a new model to manage safety and health and drive continuous, sustained improvement? These are questions that many are debating as mine safety performance, while improved, appears mired in a trough where improvement followed by declines seems to have become the rule rather than the exception. Without doubt, U.S. mines have made significant progress in safety performance during the last four decades, yet the stalled decline in fatality numbers, the industry?s report card of its success or failure, has led some to question whether the industry will achieve zero fatalities in U.S. mining by relying solely on the Mine Act?s framework and implementing its regulations. These are questions the CEO-led task force, set up by the National Mining Association (NMA), considered as it sought to identify impediments to zero fatalities posed by the current regulatory regime. Out of that effort came CORESafety, a common safety and health framework that relies on a management system approach to improve safety and health performance. The goal of CORESafety is to achieve zero fatalities and a 50-percent reduction in the rate of injuries in U.S. mining within five years ? 0:50:5. CORESafety is built on the plan-do-checkact model, which has been successfully deployed by industries, mining and nonmining alike, to drive continuous improvement in safety and health performance. The improvements in safety performance that can be achieved by shifting from a command-and-control regulatory approach to a risk-based systems approach built on the plando- check-act model have been documented in numerous industries. For example, the United Kingdom quarrying industry (Fig. 1), not satisfied with the number of reportable accidents being experienced 1995-2000, established a hard target of a 50-percent reduction in the number of reportable accidents during the period 2001- 2005. Having met this target, the industry then established a further target zero for the period 2006-2010. The mechanism to achieve these reductions? The plan-do-check-act model.

Unlike traditional mining on land or ?dry? mining, relatively little is known of ?wet? or offshore mining within the industry. However, dredge mining has several benefits over dry mining, including high unit capacity, as well as lower operating and transport costs. IHC Merwede, a company with expertise in wet mining, is keen to raise awareness and help the industry move forward from dry to wet mining. The idea of mining offshore is not a new one. With global head grades declining, certain operations still have extensive resources of lower grade mineralization in their concession area. These operations require a lower cost, high volume solution for which dredge mining can provide an economic alternative. Interest in dredge mining has recently returned, and there is an increasing tendency to use dredge mining for the removal of overburden or the rehandling of tailing ponds.

The U.S. mining industry has made progress in reducing accidents and injuries, but interpreting safety data remains difficult due to changes in workforce size and productivity. The Mine Safety and Health Administration (MSHA) uses tools like the pattern of violation (POV) and significant & substantial (S&S) calculator to monitor safety, though these have limitations. To address this, we developed an information entropybased risk (IER) index that combines various safety metrics, including citations, penalties and injuries. Using data from 2011 to 2020, the IER index was validated with statistical methods and clustering algorithms to ensure it accurately reflects risk levels. The analysis showed clear differences in risk across mining sites, proving the index’s usefulness. The IER index was then applied to a coal mine to demonstrate its effectiveness. This new tool can help mining companies better assess their safety risks and take action to improve workplace safety.

The growing demand and a diminishing supply of conventional crude oil in North America are bringing about an ever increasing interest in the so-called "synthetic fuels". With one commercial plant already in full production, another in the planning and engineering stage, and still others being seriously considered, the Athabasca tar sands is proving to be a leading center of interest. Here, and in the closely related deposits, reserves in place total over 700 billion barrels.1 This major source of new oil is about ready to play a significant role in the filling of ever increasing market demand. When and if fully developed, the Athabasca tat sands could make both Canada and the United States substantially independent of all off-shore supplies of crude for many years to come. Its product, a high-quality, low-sulphur synthetic crude, is beginning to enter the market place at a most favourable time.

"Understanding ground control problems continues to remain a focus of the mining engineering community. To aid mine operators and engineers in identifying and responding to ground control issues, the Ground Observation System (GOS) is being developed. The GOS is an integrated, web-based graphical user interface that displays ground response data collected wirelessly from an underground mine. It presents data in an intuitive manner to assist mine personnel, who are on- or off-site, in quickly identifying hazardous areas. Geotechnical instrumentation will be connected to wireless transmitters that will relay data in real-time to a surface computer that stores the information in a database. The GOS website will then display the geotechnical data in graphical and tabular forms, as well as in conditionally formatted mine maps. Data from each measurement device will be able to be viewed in its entirety or within a time interval, and can be downloaded for further analysis. The ability of the GOS to quickly interpret and communicate mine hazards to personnel of varying technical ability should prove to be a useful tool in understanding ground control and thus improving mine safety.INTRODUCTION Computer-based data information centers that convey operating parameters and conditions are prevalent in modern underground mines. Today’s systems are popular in showing ventilation controls and monitoring equipment performance (Jyothi & Meena 2013). In ground control monitoring, Conover, Ross, and Bigby, 2010 have installed a wired telltale roof monitoring system that sends roof displacement data every ten minutes to a computer on the surface. The computer receives, stores, and displays the data in real time. Data can also be viewed remotely through a password protected internet connection. Additionally, an internet connection allowed for remote updates to the system which streamlined software development and maintenance by eliminating travel (Conover et al., 2010). Currently, no such system beyond Conover et al.’s design has been accomplished. The Ground Observation System (GOS) is being developed to fill the void of real-time geotechnical monitoring in underground mines. A wide array of data will be transmitted wirelessly and broadcasted to on- and off-site mine personnel through the internet. The GOS will incorporate geotechnical data from roof deformation, borehole scratch testing, photogrammetry, and seismic monitoring into one interface, all while achieving permissibility for the use in gaseous mines. As a result, a comprehensive view of rock movement due to mining will be available. The overall purpose of the GOS is to deliver warnings; to ensure reliable data is relayed to personnel for the identification of potential ground failures, provide mine engineers information to design more stable mines, and assist with further geotechnical research."

Commodity currency intrigues most of us because of the problems it offers to solve for the Third and the First Worlds. What problems might be solved, if commodity currency were to be adopted in the Third World? That is really the question we are probing here right now. It would take a while to think through all their subtle consequences of this question, but, off the top, it might well have at least three important impacts. Most important of these to this audience is relief from unfair Third World competition. Second, it might well liberate Third World economies from financial indebtedness to the First World and give them freedom from the liquidity limitations. The third benefit is that it might help relieve World trade tensions. All three benefits are interrelated. We could start our speculations on the application of commodity currency from anyone of these starting points. But let us use the starting point most important to you, unfair competition to the U.S. mining industry. From there we might wind up with some thoughts on things you, yourselves, can do to improve things.

The limited effectiveness of the original hot water process for recovery of bitumen from certain Utah tar sands containing bitumen of higher viscosity (e.g. Sunnyside, Tar Sand Triangle)1,2 indicated that bitumen viscosity strongly' influences the separation efficiency. In this regard, there should exist a critical value of bitumen viscosity above which the effectiveness of the hot water process decreases significantly. Apparently certain tar sands contain bitumen of such high viscosity that even a digestion temperature of nearly 100°C is insufficient to lower the viscosity below the critical value. In addition it seems that differences in physico-chemical forces which act between sand and bitumen are negligible in comparison to the difference in visco-mechanical forces. Predominantly mechanical forces hold viscous bitumen on the rough surface and in the pores of sand particles, resulting in strong adhesion. This phenomenon is a critical feature in the phase disengagment of oil-wetted domestic tar sands with viscosity control by temperature. Besides increasing the temperature for viscosity control the effectiveness of the original hot water process could be enhanced by control of bitumen viscosity with diluent additions. Strictly speaking this appraoch is the only possibility for heavy bitumen for which the high temperature of digestion does not lower the viscosity sufficiently. As a result of viscosity control by diluent addition the digestion temperature can be lowered which is important from an industrial standpoint. Another important consideration is that effective phase disengagement occurs only when the entire bitumen phase has the same viscosity. This means that some time (penetration time) is necessary for complete and uniform dilution of the bitumen. If the viscosity of bitumen, which is a function of temperature, diluent addition and penetration time, controls the separation efficiency, hot water processing of many different kinds of tar sands should be possible, assuming that the sand phase consists primarily of quartz-type minerals.

Exposure to respirable crystalline silica (RCS) remains a serious health hazard to the U.S. mining workforce who are potentially exposed to RCS [1,2] as various ore bodies are drilled, blasted, hauled by truck, crushed, screened/sized and transported to their destinations. To examine a method for assessing RCS exposure using a NIOSH-developed video exposure monitoring (VEM) technology (referred to as Helmet-CAM), video and respirable dust concentration data were collected on 80 miners across seven unique mining sites. The data were then collated and partitioned using a thresholding scheme to determine exposures that were in excess of 10 times the mean exposure for that worker. Focusing on these short-duration, high-magnitude exposures can provide insight into implementing controls and interventions that can dramatically lower the employee’s overall average exposure. In 19 of the 80 cases analyzed, it was found that exposure could be significantly lowered by 20 percent or more by reducing exposures that occur during just 10 minutes of work per eight-hour shift. This approach provides a method to quickly analyze and determine which activities are creating the greatest health concerns. In most cases, once identified, focused control technologies or behavioral modifications can be applied to those tasks.

Three dimensional surface approximations are important means of evaluating physical and environmental factors that affect surface coal mining and reclamation. Computer approximated surfaces are projected as an array of square grid cells where individual cells define each parameter value respective to locations on the grid. Grid surfaces or grid cells within a surface can be compared or modified through application of standard mathematical functions. Surface approximations can be used to define the quantity and quality of marketable coal and to evaluate thickness and quality of overburden. Surface approximations also can be used to evaluate overburden swell factors wherein changes in post-mine topographic relief are related to expansion of unconsolidated materials in the backfill. Application of computer approximated surface to analysis of approximate original contour (AOC) standards allows an assessment of the quantity and geographical displacement of overburden and the distribution and numerical level of slope.

This includes the equipment used and the engines that power the machines.In the United States, Tier 4 diesel engine standards that were set by the U.S. Environmental Protection Agency (EPA) are the strictest emissions requirement for off-highway diesel engines. This requirement regulates the amount of particulate matter (PM) and nitrogen oxides (NOx) that can be emitted from an off-highway diesel engine. In Europe, the Euro V standards are driving technology advancement in the sector.The European Euro V standards are required for new equipment manufactured beginning in January 2019. U.S. Tier 4 standards for heavy-duty off-road engines came into effect with model-year 2014 vehicles and equipment. China 6 standards come into effect in July 2020. India’s Bharat Stage VI standards will take full effect in 2020, and the phase-in of BSVIcompliant clean fuels began in April 2018.Caterpillar, Cummins and MTU are three of the leading manufacturers of engines for the mining sector. Each company is working toward creating efficient engines that can function in the often harsh environments found at openpit and underground mines around the world. In short, society is placing demands that are challenging engine manufacturers to deliver a product that can do more work while consuming less fuel and emitting fewer emissions.Technologies range from selective catalytic reduction (SCR) and diesel particulate filters (DPFs) to other engine strategies and emissions control technologies, which deliver near-zero black carbon and nitrogen oxide emissions, and lower greenhouse gas emissions. A financial-economic model incorporating physical, market, and policy variables is developed for mining investment in Bolivia. Additional risk criteria emanating from political instability. new mining legislation, recent environmental regulations, and a new minerals taxation system are accounted for and are integrated into the investment decision model. Results of the model indicate that geologic and market variables have the dominant effect on the investment-worth function. Among policy variables, exchange rate and taxation policies have the most significant influence. Depreciation allowance for infrastructure development has negligible weight in the investment-worth function. The business structure of the firm considering investing in the Bolivian Polymetallic Project is found to be an instrumental factor in the investment-worth outcome. Specifically, undiversified mining companies whose operations exclude zinc production as the primary source of revenue would benefit most from adoption of this project.

Reclamation of surface mined lands has two basic objectives: (1) the elimination or abatement of undesirable environmental conditions, and (2) the restoration of mined land to its former or more productive uses. This paper addresses some of the planning concepts and site factors that influence the selection of suitable land uses for surface mined lands. Three planning concepts included in the discussion are: (1) mine land planning, (2) comprehensive land use planning, and (3) environmental site planning. The site factors that will influence the selection of an appropriate land use have been grouped into three categories: (1) legal, (2) geographic, and (3) natural. The natural factors are further subdivided into three groupings: geomorphology, soils, and climate.

Introduction Today, more than 50% of rail-carried commodities are mineral industry related, with coal being the most important single commodity moved by rail. In 1980, coal accounted for more than 5.7 million of the total 22.6 million carloads moved by rail. Metallic ores were third behind grain, with more than 1.4 million carloads. Crushed stone, gravel, sand, and other non-metallic minerals totaled almost 2.3 million carloads. Chemicals and allied products, including fertilizer and coke, added another 1.7 million cars, with petroleum and petroleum products totaling 300,000 carloads. Coal Several things happened in the 1970s that gave rise to increased consumption of coal-particularly western coal-and to its dominant position among rail-carried commodities. First, the Clean Air Act of 1970 required generating plants to make significant reductions in sulfur dioxide emissions. To comply, utilities could either invest in scrubbers or switch to low-sulfur western coal. Many opted for the latter. By 1972, increasing demands by the utility companies halted what had been a 25-year decline in national coal consumption. Second, the Arab Oil Embargo of 1973 put an end to cheap oil and gas, limiting their future as fuels for electric generating purposes and increasing the potential for coal. Third, in 1977, President Carter announced an energy program with coal as its cornerstone, calling for an annual two-thirds increase in national coal production by 1985. He also called for conversion to coal by utilities and large industrial users. Finally, he proposed a 10-year, $10 billion program to encourage domestic coal production and stimulate development of export markets. Coal bounded into world prominence. Foreign demand for steam and metallurgical coal increased tremendously, while US demand for western coal also shot up. This meant greater demands on the transportation sectors that traditionally carried coal to market. Many railroads began programs to serve the coal industry. One example is Burlington Northern's commitment to handle increased western coal tonnages. The company spent more than $1 billion in recent years to develop a system capable of moving more than 91 Mt (100 million st) of coal each year. Other leaders in this renewal were Norfolk and Western, Union Pacific, Santa Fe, and Southern Pacific railways. The importance of the rapid growth of coal traffic to the railroads is shown in the accompanying table, which gives percentages of total tonnages hauled and revenues attributed to coal. With coal providing the railroad industry with a substantial share of its revenues, there is keen competition among the rail companies themselves and among railroads and other transportation sectors for coal haulage. But there is also cooperation when more than one railroad is involved in delivering the coal from mine to market or when a combination of transportation modes is more economical. The latter is represented by Conrail's interest in working with the port authorities of New York and New Jersey to establish a new coal port that would serve not only export markets, but also utilities and industries in the northeast. Iron Ore Next to coal, iron ore (taconite) is the most important single mineral commodity handled by railroads. In Minnesota, where most iron ore is produced, rail transportation is primarily by Burlington Northern and the Duluth, Missabe, & Iron Range Railway Co. (DM&IR). The DM&IR, owned by US Steel, serves several producers on the Mesabi Iron Range. Two of the larger producers, Erie Mining Co. and Reserve Mining Co., also own railroads that operate between the mines and the ports of Silver Bay and Taconite Harbor on Lake Superior. Several iron mines and taconite plants in Michigan are served by the Chicago and Northwestern, and the Soo Line. Total 1981 shipments of taconite and iron ore are estimated at 55.9 Mt (55 million It), compared with about 61 Mt (60 million It) in 1979 the most ever shipped in one year. You may think long before this talk has been completed that the speaker is belaboring the obvious. Please let me put to rest here and now any doubt which you may have in this regard by assuring you that is precisely my intent, and for a very specific reason. We all profess to know and recognize the obvious, but I am impressed increasingly how often we forget or fail to act upon the obvious. Shortly after starting my first job upon graduation from college, I was asked by my boss to participate in a course on practical communications, particularly as applied to conveying proposals effectively to the client -- be he customer or company president. The concept or philosophy underlying this program was so simple and obvious that in my youthful brashness I saw only a gross waste by the company of e good, solid $1930 in compelling me to take the course. The sequel to this experience occurred about five yews ago when I was directing a 300-man marketing group. At that time I enrolled a dozen of my department heads, and subsequently about a hundred other personnel, in the contemporary version of that sane program. Why? -- because they all knew the obvious, but I could see how imperfectly they were implementing it. Truly, a wide chasm exists all too often in our beliefs on the one hand and our practices on the other.

The two primary goals in underground coal mining are to improve safety and to lower mining costs per ton through increased productivity. However, as evidenced by the drastic decrease in. productivity since the enactment of the 1969 Coal Mine Health and Safety Act, (the Safety Act), these goals appear to be mutually exclusive. Millions of dollars have been spent in the res, arch and development of systems to solve this problem. Before the Safety Act, "productivity had experienced a 25-year history of continued increases ...? (Douglas, 1980). But since its enactment there have been dramatic decreases in productivity accompanied by phenomenal increases in mine costs. Labor trends, depletion of the more readily minable underground coal reserves and other factors have contributed to this situation, but the dominant factor is undoubtedly the Safety Act itself. To illustrate, prior to 1969 underground coal mine production was much greater than surface mine production but since then underground mine production has been declining at a rate greater than the overall growth rate of total coal production.

In this paper, the problems which occurred on introduction of dense medium cyclone coal washing in Australia are reviewed together with the subsequent measures taken to obtain a satisfactory magnetite. Specification and testing of magnetite for exploration, quality control and in-plant check purposes is discussed. The disposition of Australian magnetite deposits in relation to the main coal producing areas is examined, and comments are made on the economics of mining, milling and beneficiating magnetite for coal preparation uses alone. Future trends in the Australian Coal Industry are predicted, and the need for a planned approach for the future is demons traced.

The impact of surface coal mining on the geologic materials and ground water in different geologic settings is being investigated by the Illinois State. Geological Survey at three abandoned surface mines in Illinois. At a site near Ottawa in La Salle County, the overburden prior to mining consisted largely of pyritic shale; sand was the major component of the overburden and spoil at a mine near Coal City, Grundy County. Clays, lacustrine silts, and some shale and limestone were the dominant premining overburden materials at a mine near Harrisburg, in Saline County. Ground-water elevations at Coal City and Harrisburg are approximately at premining levels, whereas at Ottawa they are near the base of the spoil. Ground-water quality has deteriorated at all three sites, especially at Ottawa and Harrisburg.

The City of Manchester, New Hampshire, is embarking on one of its largest public works projects in history to construct a 12,000 foot long, large-diameter, conveyance tunnel through downtown Manchester. This area has challenging geology with undulating bedrock (granite, schist, and gneiss) profile overlain by fluvial deposits. Understanding the subsurface conditions is key to mitigating project risks, establishing plan and profile for the tunnel, and selecting the most cost-sensitive and technically appropriate tunneling method. This paper presents the project team’s approach for conducting the ground investigation, developing preliminary subsurface profile, and the considerations for selecting the tunneling method.
