Events of the mid-1970's have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in "deregulation" activity. Those two events have produced considerable Litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

"BACKGROUND The design, development, fabrication, and test of a cryogenic supply for a refuge alternative is part of a larger effort funded by the National Institute for Occupational Safety and Health and managed through a Space Act Agreement with the National Aeronautics and Space Administration at the Kennedy Space Center, FL to create cryogenically based life support equipment responsive to the needs of miners as required by the Miner Act of 2008. This work is done by a joint contractor/NASA team. In particular, the Cryogenic Refuge Alternative Supply System (CryoRASS) serves to provide a respirable air source to miners confined for 96 hours in a mine refuge alternative. This system stores liquid air in a zero-loss cryogenic reservoir (Dewar) until an emergency requires use. The system does not require electric power when in use by miners. Because of the very cold nature of the liquid air, considerable heat stress relief and reduction of humidity is provided in addition to the required replenishment of oxygen. Moderate dilution of CO2 also occurs.INTRODUCTION The design of this new cryogenic refuge alternative supply system (CryoRASS) uses NASA/Kennedy Space Center technology as a development baseline. The design stores cryogenic (liquid) air that is warmed in an air handler box and the resulting gaseous air is introduced to the chamber that not only causes air circulation, but relies upon environmental and human heat to expand the liquid air to a gaseous state. Therefore, the primary benefits of the liquid air source, besides atmosphere maintenance (oxygen), is refuge cooling and dehumidification. This results in reduction of human heat stress and this occurs without the need for electrical power in the refuge chamber. This reduction is a major factor in ""apparent heat"" and the human perception of comfort. Another benefit with introduction of ""air"" vs only ""oxygen"" is the dilution of carbon dioxide. The volume of new air will displace existing refuge air and this air laden with humidity/CO2/low O2 passes out of the refuge relief valves. These RVs should be strategically placed to vent stagnant air preferentially. An initial system test was conducted in our Florida facility in a production 10-person hard chamber for 96 hours. Last year (2014) the system was tested with a 23 person inflatable refuge alternative in Bruceton. For this test, the CryoRASS air handler was redesigned to offer superior characteristics when installed in a Built-in-Place refuge alternative. This report describes the results of the modified system being tested in the Pittsburgh Experimental Mine while attached to a 30 person refuge for 96 (+/-) hours."

FMC Corporation has achieved a significant cost reduction through a new proprietary solution mining and processing technology at its Green River, Wyoming Soda Ash Facility. In the first phase, completed in October 1995, trona ore is dissolved, recovered and processed with the new technology, and then fed into an existing refining plant, replacing dry mined and calcined trona ore. The second phase, completed in April 1996, produced a fmal high purity product and increased capacity by 635,000 t/a (700,000 tpy). Both phases were completed under budget and well ahead of schedule.

In most resource recovery plants the incoming solid waste material is first shredded and then air classified into a light and a heavy fraction. The light fraction which contains mostly paper, cardboard, etc., can be used either as a fuel for power generation or in the production of new paper products. The heavy fraction which remains consists mostly of glass, ceramics, wood, ferrous metals and non-ferrous metals. The ferrous metals may be removed from the heavy fraction by conventional magnetic separators. After primary shredding, most of the glass and ceramic is fine in size and may be screened away leaving a residue of wood, cardboard, and non-ferrous metals. This residual heavy fraction is the input material for the separator described in the present paper. A new metal separator was recently reported by t. Schlömann1. The author described the theoretical relationships and presented results of tests on samples of the residual fraction of municipal solid waste. This paper describes the operation of the metal separator and develops the basic separation relationships controlling the process.

All complete plant foods require phosphorus, nitrogen and potassium. And phosphate rock is the primary source for the phosphorus of the inorganic fertilizers. As more and more world food production is grown with these chemical fertilizers and since the Florida field supplies over 30% of the phosphorus component, let us look at the vital phosphate industry. Mining of phosphate rock in Central Florida began in 1891 and production has continued to grow at a steady pace. In 1965 a phosphate mine was opened in Hamilton County, North Florida and one in Beaufort County, North Carolina in 1966 . Since the beginning of mining in 1891, approximately 700 million metric tons of phosphate rock have been produced of this amount one-half was mined in the last 11 years. While the field was not deliberately "high-graded," the best of the known deposits were mined first. Those now being mined, and those yet to be mined, cost more to operate and the product is of lower grade. The U. S. Bureau of Mines' data for 1977 lists "Florida" phosphate rock production as 40.6 million tons; 86% of U. S. production and 85% of "Florida" capacity. The U. S. Bureau of Mines includes North Carolina production in "Florida" statistics so as not to reveal individual data for the one mine operating there. Approximately one-half of "Florida" production is exported, either as rock or as rock equivalent in upgraded products. Deposits of phosphate rock necessary to support present and future production are catalogued as: reserves, paramarginal reserves and resources. Reserves denote deposits which can be mined at a profit now. Paramarginal reserves are defined by the U. S. Bureau of Mines and the U. S. Geological Survey as: that portion of sub-economic resources that a) borders on being capable of production economically, or b) is not commercially available solely because of legal or political circumstances. The " b)" part of this definition may now be expanded to include environmental controls and requirements. Resources are deposits which cannot be mined at a profit at present. Listed in Table I are reasonable values for each of the three categories of phosphate deposits in the northern and southern parts of Central Florida. North Florida and North Carolina.

EASTERN COAL CORPORATION is located in the heart of the Appalachian Mountain area of extreme Eastern Kentucky, The mountains are of sedimentary origin, and have been deeply eroded by streams as the area has been thrust up during geologic time. There are many seams of coal interspersed between beds of shale and sandstone. While some of the seams are thin, there are a number that can be economically mined. We are mining the Pond Creek, or No. 2 Gas Seam, at a rate in excess of 6,000 tons per day. Our central preparation plant utilizes tromp baths for the plus 3/8" size and Rheolaveur for the minus 3/8" portion. No provision was made to recover the fine coal, which was included with the plant effluent pumped to a 12 acre refuse pond. The pond is impounded behind the coarse refuse dump. This pond rose 15 feet last year. Obviously, no pond could stand many years at this rate. Limited pond space in this rugged area of steep hills and narrow valleys dictated a revised disposal method. Our first thought was that it would be necessary to dry the fine refuse sufficiently to permit inclusion with the coarse refuse, which is hauled uphill by monitor and then trucked to final disposal.

To generate a most profitable ultimate pit limit is generally the first step in mine design. This paper presents a new graph theory oriented, optimum ultimate pit limit design algorithm which will maximize the total undiscounted net profit. This algorithm performs much better than the well known Lerchs-Grossmann algorithm, in terms of the reduction in computation time and computer memory requirements. This algorithm operates on many directed trees in a graph, where each vertex in a tree represents a block in the mine model. The formation of each directed tree is based more on the ore-waste support concept than the geometry constraints alone. The general procedures of the algorithm, programming considerations and two case study results are discussed in the paper.

The demand and supply of wollastonite has gone through a dynamic period in the 1990's. A 10% -15% growth rate of demand stimulated interest in evaluating new projects. However, the mid-1990's brought declining prices for commodity applications and natural barriers to entry for technical applications, making many of these potential projects uneconomic. Successful projects that were brought to market were done so by incumbent producers. This work examines the competitive structure of the wollastonite market by evaluating the strategic decisions of the industry leader, NYCO Minerals Inc., and a new market entrant, Orleans Resources, in an attempt to identify the environmental threats and opportunities of this industry. Results suggest new entrants like Orleans Resources face significant entry barriers for technical applications, while NYCO Minerals could improve its profitability by having less exposure to commodity applications.

PCS Phosphate operates an open-pit phosphate mine in the central coastal plane of North Carolina. The company has mining and refining facilities located on the south shore of the Pamlico River. Phosphate ore is recovered at the Aurora facility by open-cast mining techniques. Walking draglines and bucketwheel excavators remove the overburden and mine the phosphate ore. The mined ore is slurried about 8 km (5 miles) to the processing plant. At the plant, the phosphate ore slurry is passed through screens to remove material coarser than 2 mm (10 mesh) and then pumped through hydrocyclones to remove material finer than 75 mm (200 mesh). The resulting phosphate and sand mixture is treated with various reagents and subjected to an anionic flotation process. A cationic flotation process removes the sand from the final phosphate concentrate.

This paper outlines the methodology and results pertaining to the simulation of the U.S. coal industry in the context of an integrated, time-dynamic model of Long-Range Energy Developments and Supplies (LORENDAS). By way of background we will present first an overview of the overall LORENDAS model structure. We will, then, outline the characteristics of the formulation and data used for the representation of the U.S. coal industry. Finally, a series of model results will be reviewed, with particular emphasis on the long term projections of coal production and distribution under different basic economic and/or political scenarios.

A new bacterium, Thiobacillus cuprinus, can extract copper from chalcopyrite as rapidly as T. ferrooxidans. On solution with and without nutrient amendments and bacterial growth media were supplemented with T. ferrooxidans or T. cuprinus in shake flask studies. Both species extracted -42% of the copper using growth media. In one case, T. cuprinus solubilized approximately twice as much copper as T. ferrooxidans utilizing a seeded On solution. Thiobacillus prosperus also oxidizes chalcopyrite and tolerates high chloride concentrations. These sulfide-oxidizing bacteria are representatives of the mixed microbial community found in sulfide dumps. Rates of biological copper extraction from sulfide ores, using the native microbes, have been significantly enhanced by amending On solution with PGM.

As we are all well aware, the demand for coal is increasing very rapidly. This makes the coal industry one of great opportunity for both the miner and the-supplier. Up until the middle 1960's, the price of coal had been one of the most stable of all commodities for the proceeding fifty years. In somewhat oversimplified terms this was because the inflationary tendencies had been offset by improved mine techniques and more efficient, more productive, and more reliable equipment; but, in the last seven years the price of coal has doubled. It is not the intent of this paper to discuss the many reasons for this price increase, but to show how the cost of hauling coal can be sharply decreased with a new truck concept. Not long ago a mining executive stated that all haulage trucks now available are basically the same. They look the same; they cost about the same; they have the same engine, power train, and tires; and, they have about the same operating cost. Truck size has increased which has reduced the number of drivers, but the purchase price and maintenance and repair costs have increased proportionally. Pits must be widened and loading shovels enlarged, out, all this has not reduced the cost of moving coal. Another executive said that he saw no advantage in buying new trucks because his people now know how to maintain and operate the ones they presently have. They have all the right spare parts along with a good maintenance program. Most replaceable parts of the trucks now in operation have been replaced and improved at least once and the trucks are now running better than when they were new. Besides, the trucks are no pretty well written off.

There is general understanding of hoisting systems throughout the mining industry. However, the relative importance of the various parameters influencing hoist selection and utilization is not completely understood. In order to determine if these parameters can be identified and prioritized, data covering 613 hoist installations were compiled. The 613 installations represent hoisting systems in 30 countries on six continents. This study compares data to historical trends, correlates design parameters in an attempt to identify underlying selection criteria, and comments on the apparent trends in recent developments in hoist design.

"The wear phenomenon in TBM machines is not a simple issue, as many parameters are playing an important role on the consumption of the tools during a tunnel excavation. The action of the wear due to the contact with the soil can occur on the excavation tools, on the cutterhead, in the excavating chamber and on the screw conveyor. The test developed at the Laboratory “Tunnelling and Underground Space Center” of the Politecnico di Torino is aimed to reproduce the interaction between the tools and the excavated material, simulating the excavation conditions in terms of soil conditioning and water content. The test, which is not standardized, is studied to evaluate the wear in a global point of view. The present work starts by testing the influence of the use of chemical agents during the conditioning phase on the drop of the wear phenomenon, in terms of metal weight loss. 1. INTRODUCTION The wear phenomenon of the excavation tools used in TBM tunneling machines is playing recently a major role in the design stage of full-section tunnels in both soils and rocks. Concerning EPB excavation technology, the main issue regarding productivity is the wear of its components (Peila et al.,2012), which increases the so called dead time in the whole process. The friction generated between the components and the ground causes the consumption of the tools and other metallic components in contact with the ground, described as primary and secondary wear by Nielsen et al. (2006a). This leads to downtime, with risky and complicated maintenance operations (Peila and Schulkins, 2009), as occurred in recent tunneling works in Liguria (Italy). The study of this argument in granular soils is very delicate, as it encloses not only the properties of the excavation tools, but also the characteristics of the ground to be excavated (hardness, mineralogy composition, shape and dimension of the particles and moisture content). The penetration mechanism is based on the scraping of the ground, by mean of cutting tools, with its consequent consumption. Concerning the rocks, the excavation principle is characterized by crushing the rock mass matrix by applying high compressive stresses through cutting disks. In such a way, to avoid frequent downtimes and their consequent economic losses, it is very important to study this subject and therefore understand and forecast the durability of the components, in order to try to maximize the productivity of the machine by reducing the frequency of maintenance stoppings."

This paper examines the desired blast fragmentation results associated with mining fleet performance at Sidney Quarry of Pike Industries, A CRH Company by reducing cycle times and hauling less oversize material generated from the blast to the crusher to increase the overall plant throughput. We are constrained with blast patterns due to the poorly sorted and fractured seams in the quarry, which is angled at 35° NE and dipping at 80° and runs parallel to the Interstate-95 highway on the east of the quarry boundary about 600 ft, making it challenging to alter the blast patterns for optimal yield. We evaluated multiple relationships between blast patterns in conjunction with loader diggability. Results analyzed include the digging hours, fleet cycle times, and the fragment size with the optimized blast design through 3GSM software to arrive at the optimal yield to maximize the crusher throughput. Our primary objective is to focus on safety with efficient cycle times and clean floors & clean face generation for better operational efficiencies. Secondly, to optimize the crusher yield which is an integral part of quarry operation. Further, this paper provides the utilization of 3GSM blasting techniques in quarry applications with computer vision fragmentation analysis and VizaLogix, a fleet management software to analyze the cycle times sampling.

Maintaining satisfactory air quality in electro-winning tankhouses has been problematic and costly, particularly as plant operating current densities have increased. Conventional approaches, including the use of beads, hollow spheres, surfactants and coalescer devices, have not proved completely effective, requiring that powerful ventilation systems be installed. As workplace and environmental regulations become more stringent, containment of the acid mist at its source is more attractive. An electrode cap system based on this approach has been developed and tested in two commercial copper electrowinning tankhouses. The design, development, installation and cost of the new electrode cap system are described.

I am deeply honored and grateful to receive the prestigious Gaudin Award. Frankly, I find myself amazed to be included in the company of those outstanding individuals who have previously received this recognition. I am humbly honored to receive this award from an industrial research group. Gaudin was an internationally respected leader of mineral processing. His research contributions widely covered the whole spectrum of mineral processing science and technology, including comminution, size distribution, electrostatics, magnetics, thickening and, especially, the development of flotation theory and application. In his later career, he increased his emphasis on hydrometallurgical technology. In fact, one of his most notable practical contributions was in the development of leaching and ion exchange purification of uranium from low-grade ores. Gaudin catalyzed the trend in mineral processing toward engineering science for a better understanding of process mechanisms and kinetics. He said that those working in academic fields should have an underlying responsibility to the industry they represent. This imposed on him the objective of seeking out research areas that had some relevance to industry's problems. He said, "research without an audience cannot survive." Gaudin performed a most vital service, both in the areas of research in which he was actively involved and through his less-direct influence on current research by his many former students and their students in turn. Interestingly, Gaudin's strength has influenced Newmont Mining Corp. His favorite student was Plato Malozemoff. He had a long and distinguished career with Newmont, beginning as staff engineer in 1945, serving as Newmont's president for more than 30 years and as chairman of the company for 20 years. Newmont's greatest growth occurred during his leadership. Another one of Gaudin's graduate students from Montana School of Mines, Oscar F. Tangel, joined Newmont in 1967. He was a vice president of research and development until 1986. In their efforts, Newmont built a research group, developing the technologies of exploration, geophysics and metallurgy. The Newmont technical facility is named in honor of Malozamoff as "a leader in the development and implementation of new technologies." The mining industry is facing very difficult times, especially in the metals industry. Most metal prices have declined and are still not stable. Most domestic mining companies have largely done away with in-house research and development. Many are reluctant to invest in technology development for which there is not an immediate need. The metal mining industries are focusing on reducing operating costs to survive. Newmont is in the same situation. I appreciate that Newmont's management believes in the importance of research and technology and the impact technology has on the company's value. At Newmont, technology development involves working in the area of applied research. The connections from academic fundamental research to applied research and finally to process development and implementation are very important to develop a new technology. Fundamental research is our foundation, our guidance, giving us direction, providing the principal and mechanism and understanding why it works. Understanding the why will lead to further innovative development. Applied research needs to find the approach to reality, how it works, how to make it better and how to commercialize it. Process development and implementation needs a strong leadership, requires long-term commitment, makes improvements in practical engineering and finally develops an economically favorable process. Implementation is the most important stage in making research a reality. Each stage needs to give feedback to the other stages. Problems need to be understood and solved. ITmk3®(Iron Technology Mark III) is an innovative new ironmaking technology whereby high quality iron nuggets are produced directly from iron ore fines and coal in a rotary hearthfurnace1). The reaction mechanism has been investigated in detail through fundamental laboratory research2)3), and the ITmk3 process has progressed from the laboratory to commercialization by the success of the pilot plant tests initiated at Midrex’ Technical Center and at the Kakogawa Bench Plant (KBP) located at Kobe Steel Ltd. Kakogawa Steel Works4)5). Pilot operations have demonstrated rapid production of the iron nuggets with complete metal/slag separation at a relatively low operating temperature. The Kakogawa Bench Plant (KBP) in Japan has logged 21 days continuous operation during which high quality iron nuggets were produced directly from fine ore and coal. The operation technology and the engineering data obtained from these pilot tests were instrumental for the scale-up of the ITmk3 process for the Mesabi Nugget Corp. pilot demonstration plant, which is located at Cleveland Cliffs Inc. Northshore Mining iron ore pellet plant in Silver Bay, MN. The ITmk3 process is an ideally suited technology for siting at the iron ore mine, as it allows the economical production of a value-added merchant iron product.
