Draglines often work from a position on the active highwall or spoil side bench to remove undisturbed waste material and spoil in the previously mined pit. To protect the dragline crew members and the machine, it is necessary that the highwall remain stable while the dragline is present on the bench. In the past several years, we have been involved in determining the causes for highwall failures that included the dragline. While there have been no injuries and limited dragline damage with these incidents, the potential certainly exists for a more serious outcome. In all cases, the operation had completed a geotechnical study to support the ground control plan and pit designs. However, all these incidents included aspects that would not likely have been identified in studies to determine highwall and spoil designs to support ground control procedures. In general, these events included aspects that were localized and would have been difficult to identify in initial slope stability studies either observationally or during the soil testing and modelling efforts. Although the authors do not have quantitative evidence of this, it does seem there has been an increased number of events in recent years. This may be due to loss of institutional knowledge, mining in more challenging areas, or simply an increase in localized variation. This paper will describe some of the issues we have seen and what the causes of failure were. It becomes clear that avoiding similar incidents in the future requires on-going observation and inspection of active highwalls and spoil benches to try and identify local variability and impact on mining. The information can proactively be used to update stability modeling of any concerning issues to determine likelihood of problems and to develop solutions.

Rosebud Mining Co. (RMC) is based in Kittanning, PA. As of October 2013, it operated 24 active underground mines in Pennsylvania and Ohio. RMC?s Tracy Lynne Mine is located approximately 5 km (3 miles) east of Apollo, PA, (approximately 48 km or 30 miles northeast of Pittsburgh, PA) and mines the Lower Kittanning coal seam. The coal seam averages approximately 1.1 m (45 in.) thick and is of steam coal market quality. The mine is a single unit operation. Coal is mined using a continuous mining machine and is transported from the face to the conveyor belt using a continuous haulage system. Typical ventilation in the mine consists of an exhausting fan that draws air through isolated intake, belt and return air courses (Fig. 1).

"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. In room and pillar mining a large number of working points are arranged to follow a mining pattern. Geological and roof control problems can be overcome or their effect minimized by varying this pattern. Longwall mining on the other hand, fixes the mining pattern for anyone panel. This aspect of longwall mining leads to constancy, so that a well-conceived organization, ventilation, dust and roof control systems lead to daily repetition and subsequent simplicity of control. All the same, a fixed mining pattern calls for a very careful consideration and selection of design parameters. (Ref. 1.)

"Diesel particulate matter (DPM) is an occupational health hazard in underground mines. It generally occurs in the submicrometer size range and is often present in the mine atmosphere with significant concentrations of dust particles that tend to occur in the supramicrometer size range. As dust can interfere with analytical methods to measure DPM, it is often removed from a sample stream using an impactor-type size selector such as the DPM impactor (DPMI). Because the DPMI physically removes oversized particles from the stream, its performance may be gradually reduced with aging. Sharp-cut cyclones (SCCs) are an alternative size selector for DPM sampling applications, with a major advantage that, by design, they should not be susceptible to rapid aging. This paper presents the results of a field study designed to compare the performance of aged versus new/clean DPMIs and SCCs in an underground mine. DPMI aging resulted in clogging of the device and, eventually, a reduction of its effective particle cut size, but when sample flow rate was maintained, DPM sample mass collection was not affected until significant aging had occurred. Under the conditions of this study, the effects of SCC aging were observed to be minimal at the end of the study period. IntroductionSubmicrometer-sized particles are increasingly recognized as significant respiratory health hazards (Cantrell and Watts, 1997; Kenny, Gussman and Meyer, 2000; Ristovski et al., 2012). Diesel particulate matter (DPM) represents a major source of submicrometer particles in both public and occupational environments (Kittelson, 1998; Abdul-Khalek et al., 1998). Relative to other occupational groups, underground miners can have some of the highest DPM exposures due to their work in confined spaces where large diesel equipment is used (U.S. Environmental Protection Agency, 2002; Grau et al., 2004). DPM largely consists of solid elemental carbon (EC), commonly known as soot, and organic carbon (OC) that may be sorbed to EC particles (Kittleson, 1998; Abdul-Khalek et al., 1998). EC and OC can be measured by thermal-optical methods such as the U.S. National Institute for Occupational Safety and Health (NIOSH) 5040 standard method (Birch, 2016), and their sum is referred to as total carbon (TC). While the complex nature of DPM does not allow for its direct measurement, both TC and EC have been accepted as suitable surrogates for monitoring occupational exposures to DPM (Noll et al., 2007; Birch, 2016)."

In the course of time, an increasing number of investigations on jet cutting all kinds of material, such as rocks1, 2, 3, metals4, 5, and wood6 have been reported to serve various applications. This paper deals with one particular application of jets, viz deep-well drilling for hydrocarbon exploration and production. A number of papers have been published on this subject 7, 8, 9, some of which refer to jets purposely containing abrasives, termed 'jetted particle drilling'7. Since such abrasives complicate fluid handling considerably and do not appear to be absolutely necessary for making hole we have restricted ourselves to conventional drilling fluids. A large part of our investigation has been performed with the aid of three laboratory-type drilling machines, which permit tests on both micro-bits (12 in) and full-scale bits (62 - 9 5/8 in). In view of the application of jets in deep wells, care has been taken to simulate hydrostatic pressures as they exist in the field on the hole bottom. These have been found to have a major effect on the bit-penetration rate for various drilling fluids. Following experiments with single nozzles, laboratory bits have been designed, improved further and developed for field use. Field runs on 9 5/8 in bits, using conventional equipment and pumps, served to verify the feasibility of the jet drilling concept. Further efforts are evidently needed to evaluate the jet drilling method. It is encouraging that one of these10, a field test programme, is supported by a number of oil companies jointly. Such a combined effort is of paramount importance to evaluate and develop this new method of drilling to its full potential in a reasonable period of time. This paper aims to contribute to that ultimate goal.

Rock dust is applied in underground coal mines to prevent the propagation of coal dust explosions. It is applied either dry or wet. Both methods have advantages and disadvantages, but the formation of caked rock dust particles is cited as a significant concern for wet applications. We conducted a study to evaluate the effect of modifying the rock dust particle surfaces to repel water and each other by the addition of oleic acid and sodium oleate. At a sodium oleate dosage of 1 kg/t, a contact angle of 112o was measured, indicating strong surface hydrophobicity and thus the ability to repel water. Fourier transform infrared spectroscopy (FTIR) studies indicated a chemisorption mechanism, which is necessary for long-term stability of the surface modification. The dispersibility of the modified rock dust samples was elevated by the application of both oleic acid and sodium oleate, thereby indicating a significant reduction or elimination of the detrimental effect of caking. Tests in an explosion chamber showed an 82.8 percent reduction in the dust explosion potential relative to untreated rock test applied by the wet technique.

A large portion of the energy consumed in copper concentrators is used to reduce the particle size of the feed by crushing and grinding. The cost of metal production could be reduced if low-grade particles of cm size were removed prior to further processing. Two copper sulfide ore samples (3 × 1 cm) from Arizona were analyzed by micro X-ray computed tomography (Micro-XCT) to determine the grade of copper sulfide in each particle. For copper ore sample A, a significant number of particles contained very low amounts of copper, while some particles had copper sulfide grains of mm size. Based on Micro-XCT, it was expected that 85% of the copper for sample A could be recovered at 65% of mass rejection during preconcentration by sorting. However, in sample B (a different copper ore), distribution of copper sulfide was dispersed primarily in each ore particle, so for the particle size class of 3 × 1 cm, liberation of copper sulfide and gangue minerals was not significant. In view of the XCT results, dual energy (DE) X-ray radiography was used as a basis for sorting. Previous DE X-ray radiography of a drill core sample demonstrated that this rapid detection method can be used to identify rich or poor Cu-bearing coarse particles. Pilot scale X-ray sorting of sample A (10 × 1 cm) showed 31% rejection of a 0.08% Cu gangue product with a corresponding recovery of 90% copper.

The run-of-mine coals in the U.S. being fed to coal cleaning plants have become increasingly finer due to the adoption of modern, mechanized mining methods, and economics are dictating that finer fractions, as well as the coarser fractions, be cleaned. Traditional dewatering methods (vacuum disc filters and centrifuges) are proving inadequate for preparing fine refuse for disposal or fine coal product for downstream handling. The Electric Power Research Institute has been supporting research into the nature and limitations of mechanical dewatering, and novel ways of improving it. The efficiency of various silicone-based chemicals at aiding dewatering was investigated, and it was shown that the final moisture content of hydrophilic coals after vacuum Filtration could be reduced by 1 to 5% with up to 40% increase in filtration rate by addition of one of several of these silicones. EPRI also has an on-going program at its Coal Cleaning Test Facility to investigate the performance of the Larox pressure filter in comparison with that of the disc filter and solid bowl centrifuge. While improvements to the dewatering performance currently being obtained in existing operating plants by such means are achieveable, a fundamental study has shown that, regardless of changes in operating conditions, there may be a limit to the lowest cake moisture content attainable by mechanical dewatering of a given sample of coal fines. Determination of this limit for a specific coal would be useful in designing facilities to dry and handle it.

The Riley Pass strip mine is an abandoned uranium-bearing lignite deposit in Harding County, South Dakota, covering about 150 acres of highwalls, pit floor and mine spoils exhibiting elevated levels of radioactivity. Six reclamation design alternatives were developed, ranging from doing nothing to reclaiming to approximate original con-tour. The alternatives were evaluated for expense, site stabilization, and mitigation of public safety hazards. A comparative economic evaluation on three of the alternatives was completed for the Forest Service in selecting an alternative and substantiating federal funding requests. This evaluation included economic impacts associated with physical and radiologic health hazards, affects on recreational users, socioeconomic impacts and environmental improvement.

"The 34th International Conference on Ground Control in Mining (ICGCM) was held July 28–30 at the Lakeview Golf Resort and Spa in Morgantown, WV. Ground control experts have gathered at this location since 1981 to share ideas and successes for improving designs and technologies to enhance the stability of surface and underground mining operations. Ground control is important to all mining operations but is particularly crucial to underground mining to ensure miner safety and operational viability.The year’s event had 240 registered attendees with 20 pecent of that attendance being from the mining industry. A remarkable number of industry representatives attended given the challenges currently faced by the mining industry. INTRODUCTION Underground blasting with perimeter damage control can reduce the requirement for loose rock scaling and reduce the risk of ground-fall injury. In previous work Johnson and associates (2010) from the National Institute for Occupational Safety and Health (NIOSH) developed a rock blasting perimeter damage and control design method included in the DRIFT software tool (NIOSH, 2018). This blast design software tool utilizes current methods of perimeter blasting with the added design element of a buffer row coordinated with the perimeter row to reduce perimeter damage. The coordination is in applying one of several blast damage models to calculate the damage extent for each production, buffer, and perimeter blast hole in the design. The calculated damage is then applied to the spacing between the blast holes. The basis of the buffer row design is the practical damage limit and is supported in this paper with computer models of signature blasts and full blast rounds using PFC2D (Itasca Consulting Group, Inc., 2018). Practical damage limit The practical damage radius (Rd) is not to be confused with burden. The practical damage extends toward the burden side and inward into the rock mass. For all practical purposes, the practical damage radius equals one half the burden (Hustrulid, 1999). The maximum extent of radial crack damage around a blast hole (Rcrack) and the maximum extent of radial crushing damage (Rcrush) are illustrated in Figure 1. A “practical” radius of damage (Rd) lies between the crushing limit and the cracking limit. The “practical” damage means that if the rock mass lying outside of the practical damage circle were removed, the rock remaining within the circle would easily break apart. Blast pressure and strain Work by Johnson (2010) and associates included signature blast tests in large concrete blocks. A signature blast test in concrete as exampled by strain data in Figure 2 was designed to monitor the dynamic strain at incremental distances from a single fully coupled blast hole, measure crushing and radial cracking extent by wire-sawing to expose the damage, and relate the damage to overbreak that is common in underground blasting. The initial slope or rising strain as the stress wave passes by the strain gages shows very high strain and strain rates close to the single blast hole. Since the derivative of strain versus time is strain rate, a line tangent to each of the strain curves at the maximum strain rate is drawn and the strain rates identified. The high strain rates were then plotted on a semi-log in Figure 3 to show a linear trend. The strain rate is greater than 100 s-1 within 20 cm from the blast hole for the signature blast experiment. The strain rate at the blast hole wall is projected to be 300 s-1. Figure 4 illustrates the damage in the NIOSH block exposed by a wire saw cut.

The normal practice for processing complex sulphide ore has been to grind with steel balls and/or rods in steel mills before flotation. Little thought had been given to the effect of grinding media on flotation selectivity of copper-lead -zinc ore until 1960 when Rey and Formanek(1) published their experiments on sphalerite floatability after grinding in a porcelain mill with ceramic pebbles. The studies by Rey and Formanek had a pronounced effect on the milling of copper-lead-zinc ores in Canada and possibly throughout the world at a time when autogenous grinding was creating a great deal of interest. The impression was created, and possibly still exists with some mill men, that grinding an ore in the absence of steel will result in a loss of selectivity between copper, lead and zinc minerals. This is in spite of the fact Rey and Formanek's experiments showed that the "naturall floatability" of sphalerite was not apparent after grinding in a porcelain pebble mill in an alkaline pulp.

The mineral olivine has been the subject of continued research by various authors. Paik (1967) conducted infrared and flotation studies of the adsorption of sodium alkyl benzene sulfonates on olivine. These studies are of interest from two points of view. First, in the metallurgical field it is of interest to understand the mechanism of silicate flotation using sulfonate collectors and second to a hydrologist studying the pollution of surface or subsurface waters it is of interest to study the reactions taking place when water plus sulfonates encounter a porous (silicate) medium. On the basis of Paik's study he was able to postulate a possible mechanism for the attachment of RSO3 (sulfonate radical) to the olivine surface. Parks (1969) has been studying the important influence of the structure of a silicate such as olivine on its dissolution mechanism and its related surface charge. Also Luce, a student of Parks (1964, 1965) has been studying the kinetics of dissolution of olivine using the techniques of direct solution analysis and infrared analysis. Certainly a classic in the study of silicate dissolution is the work of Murata (1940) on the reaction of orthosilicates (olivine in particular) with strong acid solutions. Many authors (Dejú and Bhappu, 1966. 1967. 1968, Dejú, 1969; Rhoades and Krueger. 1968, and Faust and blunter, 1967) have reported studies of the behavior of silicates immersed in water (especially orthosilicates) and have found that there is an exchange of cations from the silicate surface for H+ from the water. Studies by Dejú and Bhappu have also included the system olivine-water-amine.

"The use of recycled water in flotation has significant effects on flotation and selectivity because the recycled water contains many dissolved compounds and ions that alter the chemistry of the system. In this study, the effects of calcium, magnesium and sulfate, which are abundant components in recycled water, were investigated on galena, sphalerite and pyrite flotation using pure minerals and a complex sulfide ore by conducting bench-scale flotation, microflotation and zeta potential measurements. The bench-scale flotation tests indicated that higher recoveries of galena and sphalerite are obtained when water is recycled, due to higher concentrations of ions in recycled water. However, there was a critical ion concentration for galena recovery. The microflotation tests showed that galena recoveries at different pHs in recycled water are lower than in tap and distilled water. Pure sphalerite recoveries improved in recycled water in the bench-scale test with ore. Pure pyrite was depressed with recycled water as well. Zeta potentials became less negative with increased calcium and magnesium ion concentrations due to their adsorptions, and the presence of sulfate ions was seen to increase the negative charges of sphalerite and pyrite, conversely for galena. IntroductionWater is among the most important elements for mining and mineral processing. The distance to water sources is one of the major factors for mine site selection. The mining and mineral processing sector needs and consumes large quantities of water. In Chile in 2014, the copper mining sector alone consumed 12.7 m3/s fresh water for 1.189 tons of ore processing, and recycled 74 percent of the consumed water (Chilean Copper Commission, 2015). A plant that does not reuse or recycle any water will require 1.9 to 3.0 m3 of water per ton of ore processed (Gunson et al., 2012). Many stages of mineral processing, such as grinding, gravity concentration, dense medium separation, wet magnetic separation, flotation and hydrometallurgical operations, use large volumes of water (Schumann, Levay and Ametov, 2009).In mineral processing plants, the process water is recycled from the tailings dams, thickener overflows, and dewatering and filtration units. Wet concentration processes can require large quantities of water. Flotation, the most common process, typically takes place at 25 to 35 percent solids by mass. Most flotation plants practice at least some water reuse and recycled. Modern mines and mineral processing operations generally aim for zero water release (Levay, Smart and Skinner, 2001). In most cases, water quality has been found to affect flotation performance, and this interaction remains under investigation."

Mineral exploration in the United States relies heavily on theoretical geologic concepts and indirect methods such as geophysics and geochemical prospecting, as there are few exposed areas of mineralization which have not already been explored at least once. In Mexico ore-grade samples can be cut at the surface on vein, replacement, and disseminated types of deposits in many areas. Here the problem is not in finding a mineralized area but in deciding which mineralized area can be explored and developed at the least risk and cost, and have the greatest profit potential, within the framework of Mexican mineral economics and government policies. Mexico's min¬eral industry is regulated through a system of permits for various phases of mineral exploitation, and by taxes. This regulation and its effects are not unlike those which may be expected in the United States if present legislative and administrative trends continue.

On January I, 1988, Chino Mines Company initiated the use of a system of economic splits for all materials encountered in mining. All mined material is evaluated as mill ore, solvent extraction-electrowinning plant feed and non-ore material to determine its disposition. Post-implementation studies indicate that a significant increase in financial returns on material mined was realized when compared with the copper cut-off grade previously in use.

In October 2000, temporary seismographic stations were installed above the Trail Mountain Mine, Emery County, Utah, USA to supplement a regional network. Over seven months, 1826 mining-induced seismic events were recorded with a magnitude range of M 0 to M 2.2 (Arabasz et al., 2002, 2005). Routine event locations for this dataset cluster around the longwall mining activity during the recording interval. However, applying a double difference relocation technique to the routine locations significantly improves the correlation between mining activity and event location. The resulting relocations depend greatly on station distribution and the number of arrival time picks. We use this dense temporary array to assess station distribution requirements for applying the double difference technique at other mines by systematically removing data from available stations, thus simulating sparser networks. The insight gained using the Trail Mountain dataset is used to develop a metric for assessing the usefulness of above-mine networks and to develop a tool for expanding seismic network coverage. To verify the appropriateness of these tools for wider application, we examine data from two additional mines located in the western United States. Improving the relative locations of mining-induced seismic events highlights the association of these events with active portions of the mine. Clusters, regions of quiescence and relative timing of events can be used by mine operators to assess hazard, optimize production, and evaluate performance of mine plans. The lessons learned from this study may be used in future network design to improve accuracy of event locations at other mines.

A computer program has been developed for use by the mining engineer for analyzing drum-type hoists prior to the modification of an existing system or the designing of a new one. Its use permits the preliminary evaluation of a system before seeking the technical assistance of mine hoist designers and manufacturers. Compatible with an IBM-PC, the user-friendly program accepts a variety of data and can analyze hoisting systems for any balance state. The extensive program can be used to: (1) calculate skip capacity to yield a desired production rate; (2) solve for required drum face width; (3) select a permissible wire rope from a menu of 50 available rope types: (4) estimate total horsepower of the hoist plant; and (5) estimate power cost. An example of the model's use in evaluating a hoisting system will conclude the paper.
