A 16 m by 4.7 m by 24.5 m (52 ft by 15.5 ft by 80.5 ft) underground ore bin was constructed at an 810 m (2660 ft) overburden depth in poor quality, faulted and altered intrusive rocks at Molycorp's block caving molybdenum mine. Geological engineering incorporated detailed structural mapping, rock quality classification, in-situ stress field determinations, numerical stress and failure analysis, and convergence monitoring. The ore bin was mined by conventional methods from the top down and utilized a bored raise for mucking. The initial ground support of rock bolts, lightweight steel sets, and reinforced concrete was later supplemented with an array of 6, 12 and 21 m tensioned, grouted rock bolts when wall closure was noted in the upper ore bin area. The supplementary support was optimized by computer analysis and monitoring.

Pre-excavation grouting is a predictable and reliable technique performed to prevent or minimize settlement in advance of, or during the tunneling operation. It safeguards the infrastructure above the tunnel alignment. Cement based suspension grouts and sodium silicate based grouts are frequently injected to consolidate and strengthen the formation and create a reinforced canopy above the tunnel trajectory. Grouting is typically performed through permeation and permeation in conjunction with hydrofracturing. Multiple injection passes through steel sleeve pipes are ideal, since they create an effective forespiling system to facilitate tunneling without causing unacceptable settlement, even with minimal overburden thickness. Ten pre-excavation grouting projects performed in the North America are discussed in this paper.

The 112th Annual National Western Mining Conference (NWMC) hosted by the Colorado Mining Association (CMA) drew some political heavyweights, if by voice only, into the fray of two of the hottest topics that the mining industry is currently facing ? climate change and the new energy economy. A changing political landscape in Colorado, as well as in Washington D.C., has given rise to questions about the economic future of the United States and the mining industry?s role in that future. While there has been a recent push away from traditional energy sources to a ?new energy economy? that is rich in renewable energy sources such as wind and solar, the NWMC?s agenda emphasized the role that minerals will play in new energy technologies. The conference was also full of talks about the industry?s role in reducing the United States? reliance on foreign oil and other mineral commodities. To that end, an impressive lineup of speakers were invited to attend the three-day conference Feb. 8-11, in Denver, CO. Unfortunately, Mother Nature had other plans and three of the four headliners, including Denver?s mayor and Democratic candidate for governor of Colorado, John Hickenlooper, were unable to get to the conference because of a massive blizzard on the East Coast locked them in Washington, D.C. However, with modern technology, a full auditorium heard presentations from Hickenlooper, National Mining Association (NMA) president and chief executive officer Hal Quinn and Glenn Kelly, vice president, government affairs for NMA. Republican candidate for governor of Colorado, Scott McInnis, did speak to the crowd in person.

Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

Successful mineral exploration is the lifeblood of the mining industry. Contrary to what the environmental lobby would have the world believe, the industry is replacing the metals it is extracting. The reserve base has not changed significantly in 20 years (Fig. 1.) Mineral exploration is a research activity. First there is the idea, the vision or the intuitive thought. The experiments follow. These involve repeated phases of data gathering, data interpretation and concept testing through drilling. For many companies, exploration is the main investment in scientific research. Each mineral exploration experiment may involve years of costly work. Despite the improving tools of science and technology, the investment remains high-risk. Only the promise of high rewards, or desire to survive as a mining company, will stimulate the necessary commitment and level of investment. Confidence that an economic return can be achieved, confidence in the science and technology being applied and confidence in the people involved are the foundations upon which successful mineral exploration is built (Woodall, 1984). The challenges facing the explorationist in the 1990s fall into two categories: - the challenge to make the activity economic; and - the challenge to make the activity socially and, therefore, politically acceptable.

That you are giving the Daniel C. Jackling award to me is a great personal honor. But more significantly, it is a recognition that geostatistics has come of age. And since I am considered by many as belonging to an older generation of geostatisticians, I thought that it would be fitting that I reflect on where geostatistics came from and where it might be going. First, though, let me propose a definition of geostatistics. Etymologically, paraphrasing Webster's definitions of "geo" and "statistics," it is "a branch of mathematics dealing with the collection, analysis, interpretation and presentation of masses of numerical data taken from the earth." This definition is most appropriate in the context of mining geostatistics. It includes both classical and spatial statistics. It emphasizes the earth aspect, or the analysis of geologic features. And it should remind the practitioner that geologic input is a critical part of all geostatistical applications. In the 1910s, statistical methods were already used to analyze geological data. However, the origin of geostatistics, as we know it today, is best set in the late 1940s, when H.S. Sichel recognized the lognormal distribution of sample values in the South African gold mines. In 1951, Daniel Krige observed that "it can be expected that the gold values in a whole mine will be subject to a larger relative variation than those in a portion of the mine." In other words, samples taken close to each other are more likely to have similar values than if taken farther apart. This observation is the foundation on which spatial statistics, which characterizes values defined in a multidimensional space, is built. However, the 1950s were marked by studies based on classical, as opposed to spatial, statistics. It was only in the 1960s that the need was recognized to model the similarity between sample values as a function of the distance between samples and that the semivariogram was defined. A theoretical framework was developed by Matheron that supplied an elegant mathematical explanation to the empirical observations made by Krige. Matheron coined the term "kriging" in recognition of Krige's pioneering work on the geostatistical evaluation of mineral deposits. As soon as this theoretical framework was developed, it was possible to bring geostatistics to the academic world. The "Centre de Geostatistiques" was founded in Fontainebleau. Numerous students were trained there, disciples eager not only to improve the theory and develop more sophisticated mathematical tools, but also to spread the new faith throughout the world. Several studies have been conducted on blastability and prediction of fragmentation. The term blastability is used to refer the susceptibility of the rock to blasting and is closely related to fragmentation. Parameters that determine fragmentation by blasting may be divided into two groups. The first group consists of blasting design parameters. The blast design parameters are controllable parameters and determined by the explosive engineers. The burden, spacing between holes, bench height, drillhole diameter, stemming height and explosive density are all design parameters. The second group consists of rock mass parameters that are referred to as uncontrollable parameters. The uncontrollable parameters are physical and mechanical properties of rock and rock mass structure. The strength, modulus of elasticity, density of rock, number of joint sets, joint orientation and joint spacing are among uncontrollable parameters. The rock mass parameters and blast design parameters should be considered together to explain fragmentation process. In this study, a blast database was accumulated to use for multivariate analysis. The blast database contains the blasts performed near Istanbul region quarries and the blasts that were preformed in various mines in the world by the blasting researchers. The cluster analysis was used to separate the blast data into different similarity groups. Group memberships were analyzed and checked by the discriminant analysis. Then, the multivariate regression analysis was used to develop a prediction equation for blast fragmentation for each group. Finally, a validation of the suggested models was performed for various mines. The model comprises blast design parameters, mechanical properties of rock and rock mass structure.

The Hemlo Gold District, located on the north shore of Lake Superior, was discovered in 1981 and will become one of the largest gold mining camps in Canada. Three major Canadian mining companies are presently developing large orebodies and are scheduled to commence production at various times through 1985 and 1986. This paper describes the types of shaft sinking equipment and technology being used by contractors in constructing the required shafts to depths below 1000 metres. The principal shaft design criteria, types of shaft sinking machinery and relevant manpower allocations are discussed.

As part of a purchase of a fleet of Caterpillar 785 trucks, Round Mountain Gold Corp., Cashman Equipment Co. and Caterpillar Inc. entered into a four-year contract for the major maintenance of the fleet of trucks. This contract includes fixed costs and guaranteed availability. The results have been excellent, and the fleet of trucks performs well. History The Smoky Valley Common Operation is a unique mine. Through a mixture of diligence and foresight, it has become the largest open-pit, heap leaching gold mine in the world. This was no small feat considering the remote area surrounding the mine. Round Mountain is located in north-central Nye County, NV. To the east of the town and mine lies the Central Toquima mountain range. To the west is the Toiyabe mountain range. Between them is the Big Smoky Valley, a flat expanse of sagebrush, salt grass and fine dirt.

Today's highly publicized issues of resource development and environmental protection are not new. But recently these issues have been played one against the other, and some would have us believe they are mutually exclusive. Why? Because modern man has realized that the shortest route to achieving economic progress is to subdue nature. He extracts mineral resources from the earth to provide the raw materials upon which other processes and services are based. But often in his search for economic progress he finds that other highly- held values (e.g., an unspoiled environment) have been violated. The natural response is a counter action - to attempt to protect nature. But this response is basically unsatisfactory because it is reactive.

King County (Seattle, WA) is on a monumental task of building the new Brightwater System complete with a new treatment plant, three main conveyance tunnels, a new outfall into Puget Sound and other ancillary works. This paper will describe the first conveyance tunnel, Brightwater East currently under construction by the Joint Venture of Kenny (Sponsor) / Shea / Traylor that is scheduled for completion in early 2010. The project located in Bothell, WA (north of Seattle) is in both King and Snohomish Counties. It was the first of the major tunnel projects that was scheduled by King County for the Brightwater System. The East Contract consists of the following major elements: 14,000 ft of 19'-2' EPBTBM mined tunnel using 16'-8' ID bolted, gasketed precast concrete segments for a primary liner; installing and encasing 14,200 ft each of 48', 66', 27', 84' in diameter steel pipes inside the tunnel along with three runs of fiberoptic cable; 2,430 ft of 72' in diameter microtunnel including three caisson shafts and associated structures; one Intercepting Structure (IS) shell to mine from that is 74 ft deep and 74 ft finished in diameter with 130 ft deep slurry diaphragm walls, tremie slab and final concrete wall lining; one Influent Pump Station shell (IPS) 83 ft deep, twin 77 ft inside diameter cells, with 160 ft deep slurry diaphragm walls, tremie slab, and final lining; two short 12 ft in diameter inter-shaft connector tunnels; one extraction shaft 40 ft deep by 40 ft wide and 140 ft long for connection to the new treatment plant piping.

A variety of grades of very white muscovite mica are now being produced from sedimentary sands and clays in Central Georgia. The mica is naturally concentrated near the base of the lens-shaped kaolin deposits and also disseminated in associated quartz sands. The same weathering and bacterial alteration processes which have transformed the kaolins from dark organic muds to white pigment-grade industrial clays have also removed discoloring iron from the micas and developed unusually white muscovite. Further, chemical alteration has removed some potassium from the muscovite atomic structure, resulting in an easily delaminated mica which can be cleaved to unusually fine, high bulking, high aspect ratio products. The peculiar alteration history of these sedimentary micas enables production of some of the whitest, finest particle size, and thinnest aspect ratio muscovite mica products on the world market today. Raw mica feed is obtained from kaolin and sand processing by-products, and also from beneath the useful base of abandoned kaolin mines. The processed ultrafine and filler grade muscovite mica products are used for paint, plastics, cosmetics, mold release, thermal and electrical insulation, epoxy, and dry wall joint cement markets.

The Galore Creek Mine project is one of the newest major mining projects underdevelopment in Canada. The project is located in a very remote area of northwester British Columbia and is being developed by Nova Gold Resources of Vancouver. The mine project comprises one of the largest and highest grade undeveloped porphyry-related gold-silver-copper deposits in North America. In order to access the mine site anew 120 km road is planned to be constructed including a 4.4 km mine access road tunnel. Glaciers with heavy snow pack cover approximately two-thirds of the tunnel alignment with a maximum cover of 1,200 m. The size of the access road tunnel is about 50 m2 and has been designed as a large single lane road tunnel to accommodate the transport of large size mining equipment for mine start up and ongoing operations. The rock conditions along the tunnel alignment comprise very strong volcanic rocks. Key services for mining operations will be incorporated into the tunnel comprising diesel and power as well as the concentrate pipeline. Structural portal canopies have been incorporated into the tunnel design due to the risk of rockfalls and avalanches in the portal areas. The mine access road tunnel is a significant and critical-path component to the overall project to provide vehicular access to allow construction of the mine site. In order to meet the expected mine start up date the construction of the tunnel works are to commence prior to any other works at the mine site and will be constructed entirely by helicopter support. Geotechnical investigations commenced in the summer of 2006 with the removal of the overburden materials at the portals to assess bedrock conditions. Tunnel construction from both portals is expected to commence in the spring of 2007. The construction of the mine project is subject to and awaiting environmental approval in the spring of 2007. The mine access road tunnel will be the longest private road tunnel in North America. The key design and constructability issues for the mine access road tunnel project are presented and discussed.

PURPOSE OF THE PROJECT The Big Walnut Augmentation Rickenbacker Interceptor project began in 1995with the preparation of the Scope of Services for the design of the Rickenbacker Interceptor, with service to and around the Rickenbacker Air Force base. The air base was soon to be placed under civilian control through a Port Authority, with an expected influx of businesses and services, requiring increased sanitary service capability. Due to political differences regarding annexation and other issues, the project was placed on hold. In mid 1996 the Scope of Services was rewritten with more emphasis on a tunneling option, but still only addressing the air base and surrounding tributary are a sanitary service requirements. The consultant selection process began in late 1996 with the Request for Statements of Qualifications issued in December. Three firms were selected to furnish proposals based on the revised Scope of Services that now included requirements for hydraulic modeling of the service areas and the Big Walnut Outfall (BWO) and an expanded soil investigation requirement. All three firms were requested to make presentations to the selection committee, with the committee selecting URS Greiner for further consideration and negotiation. A contract was entered into in August of 1997with URS Greiner. The major sub-consultants were Lachel and Associates, Inc., H.R.Gray and Associates and Solar Testing Laboratories, Inc. The project began with geological investigations, preliminary soil borings, well investigations, tributary area evaluations, hydraulic modeling of the BWO system and research into other projects planned for the Rickenbacker airport and surrounding area. The hydraulic modeling of the BWO and the proposed Rickenbacker Interceptor confirmed that the BWO suffered wet weather surcharging and would require augmentation to properly convey the future flows to the Southerly Wastewater Treatment Plant(SWWTP). The project scope expanded to include evaluation of both the Rickenbacker Interceptor and the Big Walnut Augmentation projects. Both projects previously identified in the Capital Improvements Program. The work on the expanded scope for the Big Walnut Augmentation and the Rickenbacker Interceptor began with the evaluation of a parallel 2.75 meter (108") diameter augmentation sewer from SWWTP to S.R. 317and Parsons Avenue, then continuing east along S.R. 317 as the Rickenbacker Interceptor. Minor subsidence damage to the Burgettstown Junior-Senior High School building and grounds near Burgettstown, Washington County, Pennsylvania, prompted an investigation of the site in early 1985 by the Bureau of Abandoned Mine Reclamation of the Pennsylvania Department of Environmental Resources. The investigation determined that subsidence over an abandoned coal mine was occurring and that additional damaging subsidence would occur if reclamation measures were not taken. A Pittsburgh Coal Seam Mine which was abandoned in the 1920's underlies the school at a depth of sixty-five (65) feet. This sixty-five foot section is comprised of five (5) feet of unconsolidated overburden and sixty (60) feet of thinly bedded, highly fractured shale. Approximately five and one-half (5-1/2) feet of Pittsburgh Coal was extracted at the school site. A thin shale binder and one (1) to one and one-half (1-1/2) feet of roof coal were left in place. Within the Contractor's Underground Working Area (See Figure 1) approximately thirty (30) percent of the coal was extracted. It appears that the mine was just being developed in the vicinity of the school when it was abandoned for no known reason. Other nearby portions of the mine show extraction approaching sixty-five (65) percent.

Sustainability of energy supplies has been an issue of general interest for a long time. Whilst in the past the continuous productive use of natural commodities was in the fore, its compatibility with the environment and climate and ultimately also social aspects have recently gained more and more attention. Today many discussions focus on the climate compatibility of individual options to act. Fossil fuels, in particular coal and lignite, are generally challenged because coal use makes a significant contribution to global man-made CO2 emissions. The drastic increase in the consumption of fossil fuels is not explained by the fact that coal utilisation technologies are not or cannot be sustainable but rather by the growing world population and the endeavours numerous national economies trying to catch up economically. Coal is the world’s No. 1 fuel and, in the view of many experts, will keep this position also in the foreseeable future. The access to its deposits plays a significant role for the economies of the emerging countries. Consequently the aspects of energy security and economic efficiency need to be considered at eye level with climate compatibility. In Germany, however, the public acceptance of fossil fuels and of large industrial projects is in the focus of attention.

The Main Zone and Waterline pit lakes at the Equity Silver Mine near Houston, BC (Canada) are the sites of a new 3-yr research program with three primary goals: 1) understanding controls on metal concentrations in the lakes; 2) using mesocosms to test a variety of remediation strategies; and 3) verifying and improving an existing coupled physical-geochemical model with the goal of improving predictions of pit lake water quality. Initial data from two summer surveys in the Main Zone pit lake reveal elevated dissolved metal concentrations (e.g. [Zn] as high as 800 µg/L) present in a two-meter-deep mixed layer, and elevated particulate metal concentrations towards the bottom of the water column. Hydroxide sludge, a byproduct of ARD treatment, is being discharged to the surface waters of the Main Zone pit lake. The sludge sinks rapidly to the lake bottom, leading to deep waters with elevated levels of dissolved O2 and total metals. By contrast, the deep waters of the proximal Waterline pit lake are mildly reducing, manifested by depletion of O2 and elevated levels of dissolved Fe. These reducing conditions have led to elevated levels of As (up to 1500 µg/L) in Waterline pit deep waters. The contrasting behavior of these two pit lakes, as well as the processes controlling metal concentrations in the lakes, will be discussed.

The "Art" of Big Hole Drilling has been in a continual state of evolution at the Nevada Test Site since the start of underground testing in 1961. Emplacement holes for nuclear devices are still being drilled by the rotary drilling process, but almost all the hardware and systems have undergone many changes during the intervening years. The current design of bits, cutters, and other big hole drilling hardware results from contributions of manufacturers and Test Site personnel. The dual string, air lift, reverse circulation system was developed at the Test Site. Necessity was really the Mother of this invention, but this circulation system is worthy of consideration under almost any condition. Drill rigs for Big Hole drilling are usually adaptations of large Oil Well drill rigs with minor modifications required to handle the big bits and drilling assemblies. Steel remains the favorite shaft lining material, but a lot of thought is being given to concrete linings, especially precast concrete.

Mining heritage can be of outstanding value for many regions around the world, because mining has been done for thousands of years for the benefit of mankind and its development. This paper presents an ongoing project creating a general guideline for the handling of mining heritage on the basis of experiences made in Germany. Interactions of stakeholders in the ?heritage network? as well as strategies for the technical proceeding will be described. An action plan for the sustainable handling of mining heritage has already been developed in part, which includes necessary measures. Best-practice recommendations will be derived.
