"INTRODUCTIONCrossrail will provide London and the South East of England with a world class, high-capacity railway to ease congestion on London’s public transport system and enable better access between business, residential and entertainment districts. At the heart of this £14.8bn scheme lies Farringdon Station, which will form a major interchange between Crossrail, Thameslink and London Underground. The £400m Farringdon Crossrail station was awarded to a joint venture of BAM Ferrovial Kier (BFK) in 2011, and comprises two ticket halls, two platform tunnels and a multitude of connecting tunnels all constructed using open face sprayed concrete linings (SCL). BFK appointed Dr. Sauer & Partners (DSP) as their specialist SCL designer. As the main contractor for both C300/C410, the Western Running Tunnels and Station Caverns, and also for C435 Farringdon Station, BFK were in a unique position to develop strategies to reduce cost, time and risk for the Client. One such innovation involved the continuation of the TBM drives for the running tunnels right through the length of the new Farringdon platform caverns. This created large diameter precast concrete pilot tunnels for the subsequent platform enlargement using SCL. The benefits of such an approach are described in detail by St.John et al 2015. BFK also introduced another alternative strategy to reduce cost, time and risk, by proposing to abandon the TBMs in the ground (“Turn & Bury”) permanently rather than recovering them through the ticket hall shafts. This de-risked the programme, enabling critical ticket hall construction to proceed unhindered. However, one consequence of this revised strategy was an area of increased underground congestion, with two SCL tunnels (RTE2 and ES2) and a bored tunnel (complete with abandoned TBM) in close proximity to a ticket hall excavation (see Figure 1) and a sensitive, listed railway structure. Faced with this complex geometry, and combined with challenging geotechnical conditions (Gakis et al 2015), the team chose to install enhanced monitoring to study the behavior of tunnel RTE2 and provide additional assurance that the tunnels were performing as predicted. Applying advanced 3D numerical modelling and taking into account the residual tensile strength of the SCL helped avoid unnecessary reinforcement installation in primary lining and/or early installation of a secondary lining in RTE2 prior to ES2 construction."

Modem mineral processing plants handle large amounts of ore and produce large tailing streams. Plant performance can be optimized when the water is quickly recovered with a thickener. The caisson thickener was developed to overcome process and mechanical problems with the conventional traction and center column units. The caisson is a hollow center column that serves as a pump house. The rake arm structure is supported by a hydrostatic bearing which sits on top of the caisson. The caisson thickener with a hydrostatic bearing has operated for many years in several mineral processing applications.

HINDERED SETTLING CONCENTRATION In the free settling of mineral particles in a liquid, the falling particles are at a distance from each other so that no particle is affected by its neighbor. In hindered settling, the concentration of particles is sufficiently high so that each particle is affected by its proximity to other particles in the suspension. Richards and Locke86 have described the hindered settling phenomenon as the condition “.. where particles of mixed sizes, shapes and densities in a crowded mass, yet free to move along themselves, are sorted in a rising current of water, the velocity of which is much less than the free-falling velocity of the particles but yet fast enough so the particles are in motion." This is the condition normally encountered in mineral con¬centration processes. The well known Newton equation for free settling of coarse (ap proximately +10-mesh, 1/16-in. or -- 2000-µm) spherical particles is:87 where v," is free settling velocity, cm/sec; p' is density of the fluid; p is density of the particle, g/cm3; d is particle diameter, cm; g is acceleration due to gravity, cm/sec2; and Q is coefficient of resistance, dimensionless, ~0.4. For the settling of fine spheres in water (approximately 150 mesh or 100 µm) the equation of Stokes pertains:87 where µ is viscosity of the fluid in poises and the other symbols have the same meaning as those in Eq. 1. For particles whose size lies between about 10 mesh (--2000 µm) and 150 mesh (100 µm), their settling velocity can be determined from experimental data. These data are available in convenient form in the text by Taggart88 based on the original work of Richards. Alternatively, a Reynolds number-coefficient of resistance plot may be used to determine the settling rate of such particles.87 The settling rate of spherical particles under hindered settling conditions can also be calculated from Eqs. I and 2 by replacing p', the density of the fluid, by p" the apparent density of the suspen¬sion. The concentration of particles in the fluid thus imparts an appar¬ent density to the composite fluid or suspension greater than that of the liquid alone, resulting in a buoyant effect on the larger particles. Particle shape affects the settling rate of both coarse and fine particles. The general effect is to reduce their settling velocities and the effect is greater for coarse particles and for those settling under hindered settling conditions than for fine particles or free settling ones. For two particles of differing densities but settling at the same velocity under Newtonian conditions, the ratio of their diameters from Eq. 1, called the free settling ratio is: where L signifies the lighter particle and H, the heavier particle. Under Stokesian conditions the exponent would be 0.5. For hindered settling conditions the fluid density p' is replaced by the apparent density of the suspension, p", to obtain a generalized equation for the hindered settling ratio: assuming both particles settle in approximately the same regime. The free settling ratio as given by Eq. 3 has been called by Taggart88 the "concentration criterion" and is used to predict the effectiveness of any gravity concentration process (see Introduction to this section). Based on Eqs. 3 and 4, if two particles of densities pH and p,, settle at the same velocity, the diameter of the lighter particle will be larger than that of the heavier particle. For example, in the case of galena (pH = 7.5) and quartz (pL = 2.65) settling in water (p =1.0) under free settling, Newtonian conditions 3.9. Thus, a quartz particle nearly four times as large as a galena particle will settle at the same velocity. Any quartz particle just slightly less than four times the diameter of the largest galena particle may be separated from it. Under hindered settling, Newtonian condi¬tions in a suspension where p" = 1.65, dL/dH = 5.85 or any quartz particle just slightly less than about six times the largest galena particle may be separated from it. Reference to Eq. 4 indicates that a superior separation between two minerals of differing densities is favored by: (1) coarse particles settling under Newtonian conditions, (2) a large difference in (pa - PL), and (3) separation under hindered settling conditions where p" is high. Of course, there are practical limits to increasing p" excessively because at very high percent solids suspen¬sion fluidity would be lost and the hindered settling separation process defeated. Examples of hindered settling separators are the Dorrco-Fahren¬wald sizer,89 the Rheolaveur box 90 the Spitzkasten,89 and the Willoughby washer.91 These devices make a mineral separation on the basis of both specific gravity and size and all of them are essentially obsolete except for the Dorrco-Fahrenwald sizer and similar devices which still find application for the removal of coarse particles from a much finer particle assemblage and for preconcentration ahead of shaking tables. However, nearly all gravity concentration processes (jigs, tables, flowing film concentrators, heavy media separators) and many sizing devices (sizing classifiers, clarifiers, thickeners, hydrosepa¬rators) make use of the hindered settling phenomenon during the separation of particles. "INTRODUCTION Vanadium deposits in Arizona are distributed all across the state, from the rim of the Grand Canyon to the Tombstone mining district in the southeast corner of the state (Figure 1). The combined past production of vanadium from Arizona and New Mexico ranks second nationwide, after deposits in the Colorado Plateau In the northeast corner of the state, in the Carrizo Mountains and Monument Valley of Apache and Navajo Counties, vanadium was produced as a by-product of uranium in deposits of the Salt Wash and Shinarump members of the Morrison and Chinle formations, respectively. The production took place between 1943 and 1970. Another source of vanadium in Arizona occurs in vanadate deposits associated with supergene enrichment of base-metal vein and replacement deposits. The most important vanadate mineral is vanadinite, a chloro-vanadate of lead. Presently, there are no primary mines of vanadium in the United States. In 2012, a small production of vanadium pentaoxide (V2O5) was reported as a by-product of uranium at the White Mesa uranium mine in Utah1. This paper describes vanadate deposits in Arizona with emphasis in three districts, namely, the Mammoth, Globe-Miami and Banner districts.VANADIUM EPIGENETIC DEPOSITS: VANADATES Almost all vanadium epigenetic deposits occur as vanadates in oxidized zones of lead, zinc and copper veins and replacement deposits. Vanadinite, descloizite and mottramite are the most common minerals in vanadate deposits. Descloizite is a vanadate of lead, zinc and copper. Wulfenite, a molybdate of lead is also present. These minerals replace supergene base-metal minerals, form crusts on faces of open cavities, or are inter-grown with residual clays in pockets. The vanadium content in vanadate deposits is believed to have been leached from the country rock by ground-water and transported through porous rocks until precipitating as a relatively insoluble vanadium compound or until the solution evaporated. Precipitation was brought about by local concentrations of cations of divalent lead, zinc or copper. Lead is a constituent part of almost all of vanadate deposits and the vanadium pentaoxide (V2O5) content in vanadate minerals seems to have a direct correlation with the content of lead in the hypogene mineral. Vanadate deposits are restricted almost entirely to the oxidized parts of vein or replacement deposits. It is rare that oxidized zones extend past 100 ft from the surface. Vanadate deposits are largely restricted to tropical and temperate zones and regions of dry climate. Arizona and New Mexico have the largest concentration of vanadate deposits in North America."

The nascent marine mining sector appears to be now at a point of critical mass with the prospect of mining seafloor massive sulphide deposits at some time in the coming few years an inevitability. Julian Malnic makes comments from his experience base as an entrepreneur and founder of Nautilus Minerals Inc. in 1995 and will speak from an independent viewpoint of the commercial setting of the status quo of the proto-industry and the major factors likely to have major influence over its future. The presentation questions these factors and the role they will play. Do we need metals from the oceans? Understanding the competing and established terrestrial sources of each commodity is essential in comprehending how a marine competitor can profit. What are the rates of discovery for marine minerals? At what point will marine explorers start to impact the terrestrial copper and zinc exploration sector? The advance of technology is important in finding, imaging and mining SMS deposits, but which new technologies offer the advantage to mining in the ocean and which to mining on the land? Several competitors have now joined Nautilus as competitors to this global pioneer of SMS exploration/production. The membership of the major miners in the marine sector is growing steadily with important relationships developing but many have not put a toe in the water yet. A path of increasing width is opening to commercialization of SMS miners but crusts and nodules, as bearers of copper ? also found in SMS, and nickel ? also found in widespread nickel laterite deposits on land, are unlikely, in this perspective, to be winners this century unless highly valued minor metals are targeted.

The Beaconsfield underground gold mine is one of only a few new Australian gold projects to come into operation in the current climate of low gold prices. Up to 200,000 tonnes per annum of Tasmania Reef ore will be mined and processed over a minimum eight-year life to a depth of 900 metres below surface. The Tasmania Reef is a gold-bearing quartz-carbonate-sulphide vein occupying an old fault structure which transgresses a series of sedimentary beds. The sulphides are predominantly pyrite with lesser arsenopyrite, and also minor copper as chalcopyrite. Drilling to date below this level clearly indicates that the high-grade orebody is open at depth and that the mine life should be extended significantly over time. Since redevelopment of Beaconsfield mine began in the 1980's, extensive exploration has identified a resource of 1.5 million tonnes within a 450 vertical metre zone beneath the old workings, which extended more than 450 metres below the surface. Installation of an 800 litre per second capacity pump station 180 metres below the surface has been critical in overcoming one of the major hurdles experienced during previous operations in the early 1900's. A multi-stage development program, designed to bring the mine into full production, and incorporating construction of the on-site gold treatment plant incorporating bacterial oxidation, has now been completed. Prior to execution of a detailed engineering design of the Mintek-BacTech bacterial oxidation process, a programme of bacterial oxidation testwork was completed to provide a basis for fixing the process design criteria. The Henderson Mine, a new large scale underground development, is being developed by AMAX. The mine site is located about 50 miles west of Denver, Colorado, adjacent to the east side of the Continental Divide. The mine's three access shafts are in a narrow alpine canyon at an elevation of 10,400 feet. The ore body of molybdenite is to the south of the shafts, 3,000 feet below the surface of nearby Red Mountain. The ore extends over 800 feet vertically and is about 1,700 feet by 2,200 feet horizontally. The eastern and southeastern boundaries of the deposit are still to be defined at the present time. Development mining is advancing at the mine site on a three shift, seven-day basis at the rate of about 2,000 feet per month. About twelve miles of heading have been driven at the present time, and work to sink No. 3 Shaft has started. Development mining was begun in 1967 with the sinking of No. 1 Shaft. This shaft is fully concreted, 23 feet in diameter and 2,441 feet in depth. It is the mine ventilation exhaust conduit. It is also used for development muck hoisting, stand-by mine water pumping and secondary access to the 8,035 foot level. This level is the mine exhaust ventilation level and was mined principally by conventional rail mining methods. From this one station at the 8,035 foot elevation a 5% ramp was driven to the initial production horizon at 8,100 feet with diesel rubber tired mining equipment. Subsequent mining has been entirely by mobile diesel equipment at the mine site.

Within the last year, the Nation has been shocked by two major tunneling disasters. Almost exactly a year ago 17 men died in the San Fernando Tunnel in an explosion attributed to gas. A few months later another 21 men died in an explosion laid to the same cause at Port Huron, Michigan. The analysis of the causes of these accidents is still continuing. While it appears that they differ substantially from each other in their specifics, they share the common trait that, like most industrial accidents, they might well have been prevented. Gas explosions in tunneling are neither new nor particularly unusual. Forty years ago, Assistant Director Jarrett was hired as a safety engineer on the Hetch Hetchy Aqueduct in California after an explosion that killed 12 men. Prior to 1946, in California alone, the Bureau of Mines had recorded 27 gas explosions incidental to hard rock mining and tunneling. The purpose of this paper is to review the status of the principal regulations affecting tunneling and to indicate some ways in which safer and more healthful conditions can be obtained. The Bureau of Mines was established by an Act of Congress of May 16, 1910. Since that time the Bureau has been making investigations and compiling and publishing health and safety data relating to mining and to tunneling. If any benefit is to come from an anaylsis of tunneling accidents, it must be the knowledge needed to prevent their repetition. The Bureau of Mines has also had informal discussions with the Department of Labor regarding the possibility of the Bureau's assuming that agency's responsibility for tunnel inspections.

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. Hydraulic tailings fill in the Butte deep level mines was based upon studies made in 1958 by the Anaconda Company Mining Research Department, which published Bulletin No. 35, entitled "Hydraulic Stope Filling". Since then, many things have changed. At the time of the Research Departments study, dry mine tailings were hauled by rail cars from the Anaconda tailings ponds, twenty-five miles distant, to the underground mines' tailings fill plants at the Leonard Anselmo, and Mt. Con Mines. Now, with the installation of the new Weed Concentrator in Butte, tailings is delivered by pipeline to a cyclone at the Kelley Shaft, and stope filling has become more highly automated and streamlined. Presently, mill tailings at approximately thirty percent solids by weight, is pumped from the concentrator, eight thousand feet horizontally and upward, to the Kelley Fill Plant, where they are dewatered and deslimed by three Krebs Model D20B Cyclones, which discharge the material into the cased and grouted mine delivery bore holes at desired densities up to seventy percent solids. The vertical boreholes and four-inch rubber lined Victaulic pipe carry the material downward to horizontal distribution lines, which in turn tap into the stops-filling, three inch, unlined steel Victaulic pipelines. The slurry may travel several thousand feet before it finally discharges into the stope, where it lends support to the mined-out area.

INTRODUCTION Geotechnical models, particularly those based on the finite element method, have been available to aid in en¬gineering design of underground mining excavations for over ten years. Despite this fact there are remarkably few cases of their use in mine design documented in the literature. It is therefore to be anticipated that many potential users of these models are relatively unaware of their capabilities and limitations and also of the form and detail of geotechnical data needed for their success¬ful application. This subsection attempts to address this problem by discussing the different types of numerical models now available and by noting how some of them have been used to study a variety of problems associated with underground mining. The subsection concludes by discussing the applica¬tion of the displacement discontinuity method to the de¬sign of possible mining systems for the copper-nickel deposits of northeastern Minnesota. The object of the analyses, which were nonsite specific, was to determine the significance of geotechnical parameters, such as ini¬tial stress and rock structure, on the stability of under¬ground excavations and hence to provide guidance for future geotechnical investigation. NUMERICAL MODELS In the geomechanical design of underground mining openings, use is made of numerical models that repre¬sent or simulate the large-scale mechanical behavior of rock. There has been less interest in analysis involving fluid flow and heat transfer, but with increasing interest in such areas as in-situ retorting and solution mining it is likely that there will be a growing need for numerical models embracing and coupling all three physical proc¬esses. However, the emphasis in this subsection will be on mechanical behavior. Models which simulate such behavior will be divided into two groups: continuum models and discontinuum models. These will be dis¬cussed in turn in order that some insight into alternative solution strategies and their merits may be gained. Continuum Models Almost all geomechanical numerical models must be classed as continuum models even though particular computer codes incorporate special provisions for rep¬resenting discontinuities such as faults, bedding planes, or joints. They are continuum models because they pro¬vide solutions for cases where material behavior is governed by the differential equations of continuum mechanics. Two basic solution strategies for such equa¬tions may be identified immediately: the differential ap¬proach and the integral approach. In the differential approach a means of approximating the differential equations over the entire region of interest is sought. In the integral approach use is made of fundamental solutions from continuum mechanics, and these are used to construct a solution to the whole problem, making approximations only on the boundaries of the region of interest. The several differential and integral methods are identified in Table 1. Differential Methods: Problems in continuum me¬chanics involve the solution of three types of partial differential equations. Two of these govern the behavior in so-called initial value problems, in which variables change both in time and in space. Examples of such problems include nonsteady heat transfer and fluid flow, and stress wave propagation. The last type of partial differential equation governs the behavior in boundary value problems. In these, variation is in space but not in time. Solution of initial value problems may be achieved in two significantly different methods: implicit and ex¬plicit. The differences between these two methods will be illustrated by considering a very simple initial value problem, that of one-dimensional heat diffusion. The equation governing this process may be written as: [ ] where T is temperature, K is thermal conductivity, p is density, c is specific heat, t is time, and x is the spacial coordinate. In finite difference form this equation might be written as: [ ] where the superscripts refer to the time and the sub¬scripts to the spacial location. Several solution strategies for this equation have been used. Two important ones may be illustrated very simply by discussing the signifi¬cance of the superscript * on the right-hand side of the equation. If i + 1 is substituted for * then the second derivative of the temperature with respect to distance is evaluated at the end of the next time step (using tem¬peratures not already known). Such an approach leads to a set of equations involving unknown temperatures and a solution procedure which is referred to as being implicit. The important characteristic of the implicit procedure is that it leads to a set of equations that must be solved for each time at which the temperature dis¬tribution is required. If instead of substituting (i + 1) for the superscript *, i is substituted, the following equation is obtained: [ ] {In this case the new temperature is defined in terms of an already known temperature distribution. In 1989 natural industrial diamonds counted for 55% of the world's natural diamond production. Australia is currently the leading producer (35%). Zaire is the second largest producer (19%). of what is primarily industrial grade rather than gem grade. Botswana (17%) is third, with the former USSR (15%) fourth, and the Republic of South Africa (8%) fifth. Diamonds are also mined in Angola, Namibia, the Ivory Coast, the Central African Republic, Ghana, Tanzania, Guinea, and other African countries. In the Western Hemisphere, Brazil is the principal producer, with some production from Venezuela and Guyana [(Fig. 1)]. A very small output of diamonds is mined today in India, which was the first source of commercial production. In the United States, efforts at commercial diamond mining have been confined to a small area near Murfreesboro, AR. The first diamond was found in a pipe there in 1906. Small scale trial mining has not, however, proved economical. Since diamonds were first discovered more than 2,000 years ago, only about 380 t have been mined. In order to obtain 1 g (5 metric carats) of diamonds, it is necessary to remove and process approximately 25 t of rock. Recovering this small percentage involves a combination of highly developed techniques in mining and extremely sophisticated processes in diamond recovery. END USES Diamonds are used for two unrelated end uses: gem diamonds are jewels of great beauty, while industrial diamonds are essential materials of modem industry. Although imitation stones are substituted for the gem diamond, none of these matches its properties sufficiently well to offer real competition. Synthetic industrial diamonds are now of a quality and size that permit them to be substituted for natural diamonds in numerous industrial applications. For example, synthetic diamonds are available today in sizes up to 100 stones per carat (1.2 to 1.4 mm). In addition, polycrystalline synthetic diamond inserts, such as De Beers Syndite", General Electric's Compaxa and Stratapax", and Megadiamond's Megapax" have replaced natural diamonds in turning tools, mining and oil drilling bits, and dressing tool applications. Industrial Diamonds The diamond is by far the most important industrial abrasive. As recently as 50 years ago, consumption of industrial diamonds was less than that of gem diamonds, but since that time, industrial use has grown to a position of great dominance. During the six-year period 1929 to 1934, the material produced for industrial use amounted to about 74% by weight of the world's total output of diamonds. In 1989 the percentage of natural industrial diamonds mined in the world was 55%. When synthetic industrial diamonds are added to the natural industrial diamond figures, this percentage becomes 87% of total world diamond production including gems, near gems, industrial, and synthetic stones. The many uses responsible for these significant increases are dependent on the properties of the diamond, including hardness, cleavage, and parting, optical characteristics, presence of sharp points and edges, and capacity for taking and maintaining a high polish. The utilitarian role of the diamond was confined primarily to lapidary products until the industrial revolution, which created the first demand for diamond as an industrial tool. In 1777, a British inventor and instrument maker, Jesse Ramsden, used a diamond to cut a precision screw for an engine that he had invented. The first authentic description of industrial diamonds being set in a saw was recorded in 1854 by a Frenchman, Durnain. Eight years later a Swiss watchmaker, Jean Leschot, developed the first diamond drill bit for use in a hand operated machine, which was employed to drill blastholes in rock. In 1864, diamond bits were put to their severest test up to that time in the construction of the Mont Cenis Tunnel in the Alps. A few years later a steam-powered diamond drill with a speed of 30 rpm was able to penetrate rock at the modest rate of 0.3 m/hr. As the industrial revolution gained momentum on both sides of the Atlantic, metal replaced wood and machines replaced people. Thus the foundation was laid for precision engineering and the recognition of diamonds as an indispensable tool of industry. The next major demand for industrial diamonds came after World War I with the development of cemented carbide cutting tools. Diamond was found to be the most effective medium for finishing and grinding the new ultrahard metal. This discovery rapidly increased the demand for industrial diamonds. The availability of inexpensive diamond material inspired tremendous research into applications. By 1935, the first successful phenol-resin grinding wheel containing diamond had been marketed. Soon afterward, the metal-bonded and vitrified diamond wheels were produced, and, as the matrices and bonds that held the diamond grit in place began to improve, the popularity of diamond grinding wheels grew. The outbreak of World War II, and the accompanying increase in use of hard-metal tools in the munitions industry, increased the demand for industrial diamonds. Since about 1950, the development of ultrahard ceramics, semi- conductor materials, plastics, and exotic metal alloys has further consolidated the diamond's position as an indispensable tool of industry. Only diamond is hard enough to cut these superhard materials with the precision, speed, and economy that industry demands today. Special machines equipped with industrial diamonds are used to remove bumps from concrete runways and highways and to modify highway surfaces in order to prevent skid accidents. The increasing volume of wastes being generated by industry is a legacy of the industrial revolution and subsequent industrial growth. Social and regulatory pressures have been mounting on industry to improve its waste management practices. In many industrial sectors, waste disposal has been the only method of waste management. Land farming, underground burial, deep wells and incineration are still practiced. Often, concentration and volume reduction of waste streams are also practiced to reduce the waste management costs. In the recent years, there has been emphasis on waste minimization. Since the 19th century, industry has practiced recycling of usable resources as a way of handling unwanted byproducts. The mining industry has recovered or extracted economic minerals from tailings for decades. For example, during the gold rush period of 1970s, extraction of gold from tailings dams became economically attractive. Similarly, when it was economical, coal and shale fractions have also been recovered from tailings and refuge materials for commercial uses. In the steel industry, with the development of new furnace technology, recycling of flue dust and scrap iron was practiced as early as in the 19th century. Before 1900, there was little incentive for the industry to reduce the waste volumes. Manufacturers, however, did see a rationale for adopting profit-increasing techniques. They made an effort to recover and recycle economic materials from waste sources. One of the pioneering examples of resource recovery is the coke making industry. As the industry was market driven, products recycled from coke batteries included ammonia for use in fertilizers, gas for power generation and heating, and tar for road construction, wood preservation and roofing. Tar had been avery troublesome waste byproduct. But it quickly became a valuable chemical raw material, providing the foundation for Germany's dominance of the world's dye and medicine markets before World War I. Similar trends evolved in the chemical industry. In the context of current environmental regulations and escalating mining and processing costs, recycling of re- [ ] sources is becoming economically more attractive. Solid and liquid wastes generated by industries contain a range of inorganic and organic contaminants. Among these contaminants, metals and hydrocarbons form major groups. Treatment of these wastes is essential to meet regulatory disposal requirements. In the recent years, based on the principles of chemical and mineral process engineering, processes have been developed to treat these industrial wastes. This article reviews some of the processes that have made impacts and have proven to be effective at commercial scales.

At the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral investigation of about 85,470 acres of the Diablo Mountain Wilderness Study Area, to determine mineral resources and mineral resource potential. The study area is in Lake County Oregon, about 45 miles northwest of Lakeview. Fieldwork was conducted in 1986, 1988, and 1989. Geologically, the study area lies on the northwest edge of the Basin and Range physiographic province, a region of fault block-formed mountains and basins characterized by interior drainage. Consolidated rocks are mostly Tertiary basalt and tuffaceous sedimentary rocks. Low-lying areas are covered by Quaternary alluvial-fan, sand-dune, playa, lacustrine, and landslide deposits. The principal structural features are normal faults that have large vertical offsets; these faults are typically concentrated at the margins of large horst and graben. The 34,310-acre "additional," or western part of the area was mainly studied in 1988 and borders the east shore of saline Summer Lake. In this portion of the study area there is potential for undiscovered resources of soda ash, boron compounds, and sodium sulfate as well as by-products, which include magnesium compounds, salts, potash, bromine, lithium, and tungsten associated with brines. No energy or mineral resources were identified in the study area, but brines within lake and playa sediments contain concentrations of chemical components suitable for the production of soda ash, boron compounds, and sodium sulfate. Possible by-products include potash, salts, bromine, lithium, magnesium compounds, and tungsten. Limestone from the study area could be used in the recovery process of brine components or agricultural uses. The study area includes thermal springs and lies within 2 miles of the Summer Lake Known Geothermal Resource Area. Local production of geothermal power by the binary process may be economically feasible. Soda ash, soda ash products, and boric acid are widely used in fluxing metals, and have important applications and markets in the aluminum industry in the northwest and the developing Chinese counterpart. Evaporite commodities are essential to many "backbone" industries, and to many new applications and advanced materials. Markets for brine mineral products appear to be undergoing steady and strong growth, especially in the Pacific Northwest and in Pacific Rim countries. Soda ash produced near the study area would be 55 percent closer by rail to marine export at Portland, Oregon, than trona deposits of the Green River District (Wyoming). Soda ash and a daughter product, caustic soda, and sodium borohydride will receive increased application in the bleaching of paper pulp for environmental reasons. Caustic soda, used in many industrial processes, is more environmentally friendly when derived from soda ash than when produced from sodium chloride salt, because of the absence of a chlorine by-product. Producing soda ash from brines, a type of in situ" mining, can be done with minimal environmental degradation, and mining natural soda ash is environmentally as well as economically preferable to synthetic soda ash production.

I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. Introduction As the world economies continue to face an increased demand for natural resources to support growth in the established and developing world, the western mining industry has expanded its operations and funding of mineral developments into new and relatively unexplored regions of the world. Mining companies worldwide, in order to grow in a global economy, are now actively exploring and developing mineral resources in the emerging markets of South and Central America and most recently have expanded activities throughout Asia. South East Asia Resources (S.E.A. Resources) has recognized the vast resource potential offered by countries such as China, India and Indonesia, Asia's main driving forces of economic growth and has made a commitment to be actively involved in the area. These countries rich in mineral resources, represent some of the highly prospective and underexplored regions on earth. Their vast potential has been underestimated because of political reasons and overlooked as Central and South America still continue to be the focus of exploration for many mining companies. Most of these Asian countries have faced a prolonged period of political unrest and it has not been until recently that they have begun to enjoy a relatively stable political climate which has encouraged foreign investment, growth and economic development. These countries are in need of capital to develop their infrastructure and market economies. Their wealth in resources is one of the best methods to achieve their goals. Gold is usually one of the first targets to be extracted from developing economies. Equivalent-sized gold projects tend to cost less to develop and require less supporting infrastructure than base metals. These projects are easier to finance and, most important of all, tend to give a quicker return on investment than that offered by base metals. They also provide the economy with precious foreign exchange, international investment and the technology required to build the country. Following is a graph representing the global re-allocation of the total capital investment on the twenty largest gold projects now under construction with the total for those under construction in 1990.

OCAW appreciates the opportunity given to us by the sponsors of this Conference to present our position and policies on the issue of radiation hazards in mining. Our principal concern is the health impact that the mining of uranium has on our members. OCAW represents 1,500 underground uranium miners and more than 10,000 underground miners with 3,000 in the Rocky Mountain region. The U.S. Public Health Service has determined through mortality studies that the number one cause of death among uranium miners is lung cancer. It was also determined that exposure to radon daughters and mine dust correlates with the lung cancer experience of uranium miners. Data from the U.S. Mine Safety and Health Administration has also shown that not only uranium underground miners, but all underground miners, are exposed to radon daughters -- especially underground miners in the Rocky Mountain region. It is our position that any OCAW underground miner is at potential lung cancer risk. The dosages of radon daughters that our miners are exposed to are very many times the background levels of radon exposures in the communities where they live. We are also aware that cigarette smoking accelerates the onset of lung cancer; however, it has to be clear that the available scientific evidence shows that alpha radiation does initiate lung cancer and that cigarette smoke, as a recognized co-carcinogen, promotes cancer already initiated by radiation. It is true that cigarette smoke increases the risk of cancer significantly for miners exposed to radon, but nonsmoking miners have experienced lung cancer rates twice as high as the comparable members of the U.S. population. OCAW's position is that the occupational regulatory agencies should concentrate on the exposures that can be controlled; that is, occupational exposures rather than life-style exposures. Our Union has maintained a consistent posture in relation to carcinogens in the workplace -- that is, exposure to cancer-causing agents should be limited to the [lowest feasible level]. OCAW has interpreted lowest feasible level as the lower limit of detection of the collection and analytical method used to detect the carcinogen. Our posture is based on the available scientific information on carcinogenesis. We have asked the scientific community, many times, to provide us with safe levels of exposure to carcinogenic substances, including radon daughters. The answer has been: "We cannot determine levels of exposure low enough to assure that no cancer will occur." In short, there is not a "safe threshold" for any carcinogen. This statement does not come from one of the few so-called "pro-labor scientists," it comes from the National Cancer Institute and the National Institute for Occupational Safety and Health. I don't need to be a scientific sage, then, to conclude that the lowest level of exposure corresponds to the lowest risk of developing cancer. That is, then, our policy on exposure to carcinogens. It seems there has been an attempt to ignore the fact that lung cancer in uranium miners is the principal cause of death. Uranium miners are no exception from workers exposed to carcinogens. Our policy applies to them. Uranium miners should be exposed to the lowest feasible level of radon daughters and any decrease in the permissible exposure level is a decrease in their lung cancer risk. Accordingly, OCAW has petitioned the Department of Labor for a new permissible exposure limit to radon daughters in uranium mining, which lowers the current exposure standard from 4 Working Level Months (WLM) per year to 0.7 Working Level Months per year. We made our demand to the Department of Labor on April 20, 1980. We are still awaiting action from the Federal Government on our petition. OCAW is also very concerned with other important health impacts of uranium mining. We are concerned with a rate of disabling accidents and fatalities which is twice as high as the same rate in other underground mines, excluding coal. We are also concerned with the rate of respiratory disease fatalities among uranium miners which is almost four times the rate among a comparable U.S. population. We have expressed those concerns when the U.S. Senate proposed a Federal Compensation Act for uranium miners. That proposal, by Senator Dominici of New Mexico, found a quiet death in two Congressional sessions. In conclusion, our position on lung cancer induced by radon daughters is the same position we have taken with all other industrial carcinogens: The lower the exposure, the lower the risk. OCAW is demanding a drastic decrease of the permissible exposure limits. OCAW will never accept that a segment of our membership which mines uranium should take the lion's share of the risk while the uranium mining companies take all the benefits.

INTRODUCTION The selection of the optimum coal preparation plant flowsheet is a vital part of the development of a new plant or the expansion of an existing facility. Selection of an inappropriate flowsheet or individual equipment items can result in costly production losses, or needless expenditures or redundant or oversized equipment. The accuracy of the flowsheet selection process is, like most decisions, heavily dependent upon the amount, reliability, and quality of the database. A flowsheet which is based on simple borehole information from an area that has experienced little or no previous mining activity must necessarily include significant allowances for uncertainties. However, a plant which is to be built at an existing mine with good information on run-of-mine (ROM) coal quality, as well as bulk washability data and accurate projections of future quality, can be optimized. The following chapter will describe the processes which should be followed to select the most appropriate flowsheet for each unique operation. They include: 1. Examining and adjusting the washability database to reflect the ROM feed. 2. An evaluation of clean coal specifications. 3. Selection of the level of washing required. This includes no washing, if the coal is already at the desired specification, all the way through to complex total washing circuits for metallurgical grade coals. 4. Selection of the appropriate circuit such as dense medium bath vs. Baum jig. The most appropriate circuit is generally determined on the basis of economics. An approach for performing the evaluation will be desired. 5. The steps that need to be followed to develop a balanced plant flowsheet. ADJUSTING WASHABILITY DATA It is not unusual to have as many as 10 to 20 sets of washability information available for a particular mining property. These may be a combination of core and bulk samples or all bulk samples. In the latter case, they may also be face and/or ROM samples. It is necessary to reduce all of this information to a single set of washability data that is representative of the mean feed to the proposed preparation plant. This set is used to compare the clean coal yield and quality characteristics of the various flowsheet options. The term "representative" has some serious negative connotations. It is recognized that ROM coal quality will vary throughout a mine. However, over a period of 250 to 350 days per year, certain trends can be established. If possible, this "representative" sample should be close to the coal quality of the mean daily sample in terms of raw ash and sulfur contents, clean coal yield, and clean coal ash and sulfur content. Endako Mines' molybdenum operation is located near the geographic center of the province of British Columbia, Canada. The property is six miles south of the Northern Transprovincial Highway and the northern main line of the Canadian National Railway. The area is broken by high hills covered with dense stands of spruce and pine with vast areas of the valley floors covered with aspen and poplar. The climate is moderate with precipitation averaging 22 inches per year. Approximately four feet of snow accumulates in the winter, and temperatures range from 900 F. in summer to -40° F. in winter. The orebody, a lowgrade porphyry type deposit, occurs in a widespread granitic intrusive which has been locally weakened at the intersection of two regional faults. In this vicinity the quartz monzonite has been further shattered to permit the entry of mineralizing solutions and local dykes. Two types of mineralization occur within the orebody. The most prom¬inent is the six inch to four foot wide continuous quartz veins with characteristic ribbons of molybdenite and frequently finely-divided grains of molybdenite within the quartz. The second type occurs as fine fractures filled with quartz molybdenite in the form of a stockwork halo radiating out from 20 to 200 feet from the quartz veins. Minor hematite, magnetite and chalcopyrite are also present. Mineralization is roughly proportional to the extent of kaolinization in the quartz monzonite, kaolinization being one of three distinct forms of hydrothermal alteration. Pyrite is commonly associated with molybdenum mineralization within the orebody and a pyrite halo is recognized on the south side of the orebody.

A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. What needs to be fully understood is how federal laws, as enumerated on Table 1, may affect these rights. What follows is a description of
