The mining industry, in particular the coal industry, has experienced the implementation of some major environmental regulatory programs during the past two decades. Over the coming decade the coal industry will probably experience only "fine tuning" of the regulatory programs they now operate under. The rest of the indus- try, however, appears to be on the verge of coming under a major new regulatory effort by the Environmental Protection Agency. Litigation and resulting court decisions will be the main force driving further changes in the SHCRA (Surface Mine Control and Reclamation Act) regulatory program. These changes are anticipated to be minor in compar- ison to earlier changes. EPA, however, is preparing a regulatory program which may carry as much impact to the rest of the mining industry as SNRA was to coal. Details of this program have yet to be worked out. Changes in the way EPAts Clean Air Program is applied to mining could also significantly impact the mining industry.

Quartz crystals are the raw material from which are made the crystal units utilized in filters and oscillators so vital to the performance of all long distance communications systems. These devices act as the heart of equipment that permits a single telephone cable to carry hundreds of conversations simultaneously. Quartz crystals are of value in communications because of this piezoelectric nature, that is when an electric signal is applied to the quartz, there is a resulting mechanical motion and conversely, a mechanical stress results in an electrical output signal. A plate cut from a quartz crystal will oscillate at some specific frequency, which is determined by the physical dimension of the plate. During the early stages of telephony, all quartz plates were cut from natural quartz, which was imported mainly from Brazil. Since the source of this important raw material was based upon a foreign supply which is located at a great distance from the user and could be vulnerable in time of a national emergent, it became necessary to maintain a large inventory of this strategic material. Also due to the considerable cost of natural crystals of a size and quality suitable for Bell System use, an investigation was made by Bell Laboratories into the possibility of developing a substitute material. The effort was successful and led to a joint development program between Bell Laboratories and Western Electric. This program brought about the design of manufacturing facilities capable of producing large quantities of cultured quartz at Western's Merrimack Valley Works, No. Andover, Massachusetts.

The Serrana Process was developed in the 60's to concentrate an igneous low grade phosphate/carbonate ore using tall oil as a collector and corn starch as a modifier in alkaline medium. Nowadays, although tall oil has already been substituted by a new amphoteric synthetic collector, starch hasn't been substituted yet. This study is an attempt towards understanding the role played by corn starch in this specific system. By means of bench scale flotation test, it was observed that corn starch was capable of promoting the flotation of apatite, phlogopite and dolomite. No effect over calcite was observed. The best efficiency of separation apatite/gangue minerals was yielded at the concentration ranges of 17 to 20 mg/l of starch and 13 to 17 mg/l of tall oil. The starch concentration showed a strong influence over the characteristics of the froth produced by the flotation tests, mainly over the volume of the froth and its mineralization.

The existing Hetch Hetchy water system, owned and operated by the San Francisco Public Utilities Commission (SFPUC), serves 2.4 million people within the San Francisco Bay Area. The system has existing 1920s-era pipelines crossing under the Bay that are vulnerable to seismic damage from the nearby San Andreas and Hayward fault zones. The SFPUC plans to replace the pipelines with the first TBM-driven tunnel underneath the San Francisco Bay. The tunnel will be constructed using an Earth Pressure Balance machine. The new tunnel will pass under environmentally sensitive habitats and will be approximately eight kilometers (five miles) long with no intermediate shafts. The project challenges will include tunneling through a prominent buried bedrock ridge that transects the alignment and through soft soils under the Bay. Seismic performance criteria include maintaining service flows after a large earthquake on one of the active faults in close proximity to the project site.

Many consider rougher flotation control to be more of an art than a science. Some have even thought it impossible to make process control decisions and changes without human interaction. Controlling flotation bank pulp levels to maintain consistent pulling rates in the face of changing feed slurry flow rates, varying mineral types, and inconsistent reagent additions can be daunting. However, an advanced supervisory control strategy was installed on the plant floor to control an industrial rougher flotation circuit with little or no operator interaction. Plant staff monitored the flotation circuit under supervisory control and reported benefits of up to 4% improvement in copper recovery above that achieved with an older supervisory control strategy. To accomplish this work, a novel use of instrumentation to solve a flotation bank pulp level control problem was employed, a new implementation approach was used to correct some flaws in the older approach, and careful attention was paid to a few key process control principles. This paper discusses important aspects of these activities.

The paper presents a description of the procedures that were used to generate a ventilation criterion based on measurements of ambient mine air exhaust pollutant gases and ventilation airflow quantities. Today's economics dictate that a ventilation requirement be based on actual operating conditions. This will assure optimum economics and a safe working environment at the same time. The paper presents a methodology by which a ventilation requirement is based on the average maximum expected concentrations of nitric oxide (NO), nitrogen dioxide (NO2), carbon monoxide (CO), and carbon dioxide (CO2) that equipment operators in one of our Southeast Missouri mines will be subjected to. A graph has been generated whereby the expected maximum levels of NO, NO2, CO and CO2 are plotted against the ventilation quantity of a mine stope.

It has been observed that the rock debris of a strain burst event are often in the mode of tensile fracture. Seismic waves could create tensile fractures in the material nearby reflecting surfaces, such as at the boundary of the fracture zone and the rock surface of an underground space. The fractured rock could be ejected to the space when the seismic waves are powerful enough. The average ejection velocity of the ejected rock is a measure of the magnitude of a burst event. The ejection velocity is directly associated with the released energy from the seismic waves and with the strain energy stored in the rock prior to the burst. In some cases, the seismic wave induced tensile fracture and the energy conversion occur in successive moments during bursting. In this paper, tensile fracture caused by seismic waves is investigated through an 1D model. The relationship of the average ejection velocity of the ejected rock in a rockburst event is analytically established with the energy of the seismic waves and the strain energy stored in the rock.

Impurity minerals in fluorspar ores and concentrates from a deposit in Southern Africa have been studied by reflected light, transmitted light, and cathodoluminescence microscopy. The principal impurities are quartz, calcite, aegirine, apatite, ankerite, magnetite, goethite, and synchysite [Ca(La,Ce,Nd)(CO3)2F]. Cathodoluminescence microscopy was found to be very useful in studying the character of the fluorite and especially for recognizing the presence of apatite and calcite impurities. Fluorite exhibits blue, calcite shows yellow, and apatite has white, light purple, and pink cathodoluminescence. The cathodoluminescent character of apatite varies with its geological environment and position in the orebody. The results of this microscopic study show that phosphorus present in fluorite concentrates occurs principally in binary locked apatite-fluorite particles. Successive fluorite cleaner concentrates contain progressively smaller amounts of locked apatite-fluorite particles. Free apatite has been effectively partitioned to the final tailings.

The mill project at Lone Tree was commissioned in October, 1993, followed by the commissioning of the autoclave pressure oxidation circuit in February, 1994. Discussion of the first year of milling operations at Lone Tree is presented. The mill is currently operating above the design rate of 2,267 mt/d (2,500 st/d). Both phases of the start-up were essentially trouble free. The few problems that were encountered and the respective solutions are addressed.

In the southwest porphyry copper province, the virgin prospect with good copper mineralization cropping out has disappeared. Future discoveries will require an increasingly sophisticated arsenal of exploration techniques and concepts. One of the latter, stratigraphic analysis, is a technique which is often overlooked. A surprising number of exploration geologists still think of porphyry copper deposits as occurring wholly within intrusive bodies such as quartz monzonite or granodiorite. Disseminated copper mineralization, though genetically related to intrusive rocks, can occur within both the intrusive and the intruded rocks. At present, as much as 30% of the total copper produced from disseminated copper deposits in the Southwest originate from the intruded rocks rather than the intrusive. George M. Schwartz, in "Geology of the Porphyry Copper Deposits of Southwestern North America" points out that the host rocks at porphyry copper deposits include such diverse rock types as diabase, granite, limestone, dolomite, quartzite, skern, sericite schista, and others in addition to the more common monzonite, quartz-monzonite, and diorite porphyrys. Therefore, a porphyry copper can be defined as a disseminated copper deposit occurring either in or adjacent to a granitic-monzonitic-dioritic intrusive which can be exploited using bulk. mining techniques. Drilling was not entirely satisfactory in the search for native copper in the Osceola amygdaloid footwall as mining showed oreshoots to be more continuous than drilling indicated. The Geophysics Department of Michigan Technological University developed a portable induced polarization drill hole probe with a 3 electrode configuration and a sampling radius of 5'± A 20 ma current of alternately reversed polarity is pulsed at 3.5 sec. intervals and readings are taken every two feet. Potential is read during the "on" cycle for resistivity determinations. During the "off" cycle, after 10 ms delay, the I.P. potential is sampled for 10 ms and recorded. Resistivity (ohm-feet) and "S" values (mv/v) are plotted on semi-log paper. A lithologic log is plotted based on resistivity and anomalous "S" values noted. The low resistivity amygdaloid contains sills of high resistivity basaltic trap. Verified by core logs, amygdaloid-trap contacts could be picked to ±.5' from resistivity alone. Lithologic logs of long steel holes, based' on resistivity, now replaced sludge logging. An "S" value of 30 mv/v was established as the lower limit of diagnostic I.P. effects in mineralized amygdaloid and 50 mv/v as a threshold value for ore. Of 914 footwall zones drilled, 315 were probed yielding 203 anomalies. Success increased from 34% for drilling to 72% for drilling and probing. As checked by mining, 46 probe results were 78% correct. Failures were due to the instrument not detecting copper or to the misinterpretation of an anomaly. No false anomalies were found.

The stability problems of back- filled spoil banks became more important since the Federal Surface Mining Control and Reclamation Act of 1977 was enacted. The material properties of spoil banks were categorized as the first part of the study and spoil slope stability was evaluated using computer programs as a second part. Emphasis was placed on the effects of natural barriers, which is required in the federal law.

The Fabian ore body near Malmberget, Sweden, has an ore reserve of 5 Mt of predominately low grade iron ore, containing 40-55% Fe. Mining began in 1971 with a new method called slot block caving. About 2 Mt were mined, but poor fragmentation resulted in too much secondary blasting. This decreased mucking efficiency to such an extent that the method was abandoned after only 40% of the ore volume had been mined. At this stage a large stope (180 x 30 x 100 m) had been excavated. Although the exposed area was quite large, no caving action occurred in the hanging wall or in the ceiling. LKAB decided in 1977 to introduce sublevel stoping using 105-mm-diam holes. This was the first time large diameter holes were used underground in Sweden. The method had been evaluated in collaboration with the University of Luleå (LuH), the Swedish Detonic Research Foundation (SveDeFo), and the Swedish Mining Research Foundation.

Mining geometrical graphic documentation is employed on a large scale in designing and planning of mining operations at all the stages of exploitation. Mining geometrical modelling of mineral grade distribution presents an independent type of mathematical (graphic) modelling. The idea of functional relationship between geological indices being observed, and spicier coordinates is the basis of traditional mining geometrical modelling. Graphic presentation of three independent variables P =f (x,y,z) is confined to obtaining the series of two independent variables functions. Independent variables are presented as topographic surfaces corresponding to plane cross-sections of a deposit. During exploitation of certain parts of a deposit the most reliable geological information is obtained, characterizing regularities of ore distribution in the entrails. This information is, though, not taken into account in goemetrization of the new areas. In this connection dynamic modelling of deposits in the process of exploitation is necessary, i.e. geometrization of the deposits should be dynamic.

Introduction The Vernal Phosphate Operation is located in northeastern Utah, about 18 km (11 miles) north of Vernal, about 280 km (175 miles) east of Salt Lake City, UT. The plant began initial operations in 1961 under the name of the San Francisco Chemical Co. In 1981, Chevron purchased the operation from Stauffer Chemical Co. In 1982, plant capacity was doubled to about 72.6 kt/a (800,000 stpy) of phosphate concentrate. From 1984 to May 1986, another expansion increased the capacity to 1.2 Mt/a (1.3 million stpy) of concentrate. It also incorporated a number of equipment and process changes designed to increase the overall plant phosphate recovery. A 150-km (94-mile) slurry pipeline, the world's longest phosphate pipeline, was also constructed from the Vernal plant to a new Chevron Chemical and Fertilizer plant near Rock Springs, WY. Over the past five years, plant expansions and the pipeline construction have been accomplished without missing a single concentrate shipment.

The major cost in comminution is energy consumption, which can be as high as 50% of the operating cost. Improvements in plant operations have resulted in up to a 15% reduction in energy usage (kw-hr/t). These improvements have been made through the optimization of grinding efficiency and the use of expert model-based control systems. Optimization involves the determination of the levels of the critical-operating conditions that result in the most efficient breakage of ore in the mill. These optimal levels are identified through plant/laboratory test work and through computer simulation using advanced process models. Model-based expert control achieves the maximum performance from the grinding circuit by identifying the characteristics of the ore in the mill with an optimal on-line estimator. Using this information, the control system dynamically determines the operating point that will yield the optimal performance. Two industrial applications of grinding-circuit optimization and model-based control are presented to demonstrate the power of this new technology.

Introduction The Afton property is located 290 km (180 miles) by air east-northeast from Vancouver and 14 km (8.7 miles) west of Kamloops, a city of 60,000 people, in south central British Columbia, Canada. The mine is adjacent to the Trans-Canada Highway at an elevation of 670 m (2198 ft) above sea level. The ore body is a porphyry copper deposit that has undergone supergene alteration. The major economic minerals in the supergene zone are native copper and chalcocite with chalcopyrite and bornite in the hypergene areas. The grade is 1% with an overall copper distribution - 70% native, 25% chalcocite, and 5% chalcopyrite with bornite and covellite. The ore also contains important but variable amounts of gold and silver. The mill was designed to treat 6350 t/d (7000 stpd). Semiautogenous grinding was selected to minimize capital cost and because of the expected high clay content of the ore, which would have caused problems in a conventional crushing and screening plant. Test work indicated that a recovery of 87% was possible in a circuit incorporating both flotation and gravity separation. Flowsheet Run-of-mine ore is crushed in a 1.06 x 1.65-m (3.5 x 5.4-ft) Allis Chalmers gyratory crusher set at 228.6 mm (9 in.), closed side setting. The surge pocket, below the crusher, is emptied by a Hydrastroke feeder onto number one conveyor, which discharges onto a 180,000-t (198,416-st) coarse ore stockpile. Six Hydrastroke feeders on two conveyors withdraw the crushed material from the bottom of the pile. These two conveyors, in turn, discharge onto the belt feeding the semiautogenous mill. The live storage in the stockpile is approximately 22,000 t (24,250 st), sufficient for three days' mill feed. Primary grinding is accomplished in an 8.5-m (28-ft) diam by 3.7-m (12-ft) long Koppers (Hardinge Cascade) mill (Fig. 1) containing a 10% ball charge and driven by a 4000-kW dc variable speed motor. The mill dis¬charge is pumped by a 10 x 12 G.I.W. pump to a 1.22 x 4.88-m (4 x 16-ft) stationary screen sloped at 20°. Screen oversize returns to the semiautogenous mill (SAM), and the undersize flows by gravity to the ball mill discharge pump box. Secondary grinding is performed in a 5-m (16.4-ft) diam by 8.84-m (29-ft) Koppers overflow ball mill driven by a 3430-kW synchronous motor through an air clutch. The mill is in closed circuit with a Krebs Cyclopac containing 10 635-mm (25-in.) cyclones and the cyclone overflow, at 35% solids and 65% to 70% -200 mesh, is flotation feed. In order to limit the buildup of native copper, circulating in the secondary grinding circuit, a portion of the underflow from the cyclones is processed in a circuit containing screens, cyclones, and shaking tables to produce a finished metallic copper concentrate. Primary mill variable speed drive The overall waste to ore ratio at Afton was 4.5:1. The mining was to be done with only three shovels, which meant that it was highly unlikely that more than one of them would be in ore at any one time. The resulting inability to blend the mill feed made it impossible to prevent wide swings in the grade and grindability. The variable speed do drive motor installed on the semiautogenous mill was selected because of the extreme variability of the Afton ore body. This variability has persisted throughout the lifetime of the mine. There are times, however, when due to ore conditions, the mill is operated at full speed (78% of critical) for extended periods of several shifts duration. There are other times when the mill speed may be changed several times in a 12-hour shift due to changing ore conditions. When ore is processed that contains a fairly large proportion of fine native copper, the primary mill speed and, consequently, the tonnage may be reduced to improve the secondary grind and to maintain an acceptable grind and recovery. High clay ores require less mill speed and more dilute grinding densities. In the latter case, the slower primary mill speed also helps to minimize damage to the mill liners. Approximately 57% of the time the mill operates between 90% and 100% of full speed or between 71% and 78% of critical. The variable speed is also used for inching during mill relines.

Mill #4 processes mildly refractory ore from Carlin Trend deposits. Diagnostic analysis of plant operating data was used to generate a mathematical model containing the key parameters influencing the gold recovery. The model was used to direct modifications to plant operating practice. The cyanide dosing strategy was changed to reduce preg-rob gold losses and cut reagent consumption A finer grind was achieved without capital investment. The density in CIL was lowered, and tighter control was exercised over plant throughput. These changes resulted in a recovery increase of at least 2%, worth $111,000/month at $300/oz, and concomitant reagent cost savings of $55,000/month.

Introduction People, systems, methods, and organization make up maintenance productivity. Methods promote efficiency in operations, systems ensure consistency and continuity, and organization maintains direction and control. The common denominator in these techniques, though, is people. Management systems can be technically correct, but fail to work because management systems do not work by themselves - people make them work. Therefore, the foundation for mine maintenance productivity must begin with the people involved. Traditionally, the emphasis placed on mine maintenance, as opposed to production, is not proportional to the impact that maintenance has on a mining operation. The performance and productivity of mine maintenance substantially affects the operating costs, revenues, and profits of the mine. The mining industry has recently experienced a period of economic depression. While it has created financial problems in all segments of the industry, it has caused the industry to focus on the need for improved productivity. Mining companies that have made investments in productivity during this period will have a competitive edge during the recovery, and mine maintenance may be the best place to put that investment. Future lost production and maintenance cost problems can be avoided if mine management has the foresight to seize the opportunities that now exist. Background Technological improvements over the last 30 years have been dramatic in the industry. Before these changes, mining equipment was not very sophisticated. So maintenance needs were not very sophisticated. Maintenance people were not required to have any formal training in mechanical or electrical skills. At many mines there was no formal maintenance organization. The mechanic was a part of the section crew and received direction from the face boss. Mine maintenance was not a function, it was a task. Technological change in mining came about in response to an expanding economy and greater demand for mined products. The past 20 years brought about a change in the kind of individual needed to mine ore and coal, and an even greater change in the person needed to maintain equipment. Equipment went from mechanical and pneumatic to complicated electrical and hydraulic. Maintenance progressed from being a task to being a function. Types of Mechanics Mine maintenance workers can be grouped into three categories based on experience: mechanics with more than 20 years, five- to 10-years, and less then five years. These groupings have influenced mine maintenance productivity. The 20-plus mechanic has been the foundation of the maintenance force. He had no formal training and his skills were acquired on the job. As new equipment was introduced, he learned to repair it by trial and error. Not all of what he learned was correct. Personal initiative and conscientiousness are characteristics of this group. They have experienced the bad times and the good, and appreciate the opportunity to work. The five- to 10-year group worked with the older, more experienced mechanics to acquire maintenance skills. These mechanics came in during industry boom times, and many progressed quickly by being in the right place at the right time. Many in this group have difficulty with diagnostic trouble-shooting, and depend on changing out parts to identify problems. This group is generally more mobile and less apt to have a strong work ethic. Mechanics with about five years experience have vocational training, some formal education or basic skills training. Like the five- to 10-year group, these miners are mobile and tend to move readily to satisfy their changing needs. These two younger groups are less apt to feel any loyalty to the employer or obligation to be productive. Their attitudes and abilities reflect the influence of their general age groups, and has a definite impact on mining productivity. Past Requirements In the 1960s, the basic requirements for a maintenance supervisor was that he be a top mechanic, get along well with the men, and be a hustler and improviser. He learned the details of new equipment as repairs were needed. Oftentimes, this individual would be the only person on the property with the ability to read prints, use diagnostic testing equipment, and troubleshoot using an analytical approach. This approach to maintenance is sufficient when the equipment design is reasonably uncomplicated. Management Changes As technology progressed, organized labor gained strength, government regulation increased, and the job of supervising and managing people had to change. The direct precipitation of uranium with hydrogen peroxide has been known since 1877. Commercial use of the process began in the 1960's. During 1967 the Bureau of Mines assisted the Climax Uranium Co., Grand Junction, Colorado in the development of a uranyl peroxide precipitation process to control a molybdenum impurity problem (1). Atlas Minerals, Moab, Utah has used hydrogen peroxide to control vanadium and sodium levels in their uranium concentrates since 1969 (2). Recently, the use of hydrogen peroxide by the uranium industry has grown, particularly since the increased demand for uranium has led to the processing of low grade ores. Impurities present in low grade ores can be concentrated with the uranium during milling and will substantially complicate the refining of uranium yellowcake concentrates. Consequently, commercial nuclear fuel processors have imposed stringent specifications and penalties to control these impurities. The ability to produce a pure uranium yellowcake can eliminate penalty or reprocessing costs. Hydrogen peroxide precipitation of uranium is specific and quantitative, producing a very high purity product.
