Since the early 1950's exploration in the Yukon Territory, Canada, has been confined largely to Selwyn basin where at least five large stratiform or massive sulfide Pb-Zn deposits have been discovered. The five ore bodies total nearly 100 million tons of 10-16% combined Pb-Zn with 1-3 oz./ton Ag. The only deposit currently in production is the Anvil Mine operating at 8,000 tons per day. Beginning in 1972, exploration in the Mackenzie Mountains, east of Selwyn basin and west of Mackenzie arch, resulted in finds of Mississippi Valley type Zn-Pb mineralization in a belt of Proterozoic and Lower Paleozoic carbonate rocks (Figure 1). Four districts have been located and intensive exploration by numerous Canadian and Arnerican mining companies is currently in progress over a length of 400 miles in the carbonate belt. The consensus is that a major new Zn-Pb province may be taking shape.

Sizing devices used commercially are unfortunately not 100% efficient, the splits that can be obtained are usually inferior to the results obtained in the laboratory. Often the capital and operating costs of equipment capable of high sizing efficiency cannot be justified by the economics or requirements of the process. To reconcile the desired sizing efficiency needed to obtain optimum process requirements with the sizing efficiency of equipment economically practical, it is often necessary or desirable to predict the gradation and weight splits of the products obtained based on the expectant efficiency of the contemplated sizing device or method. The less efficient the sizing device one must employ, the more important it is to know the results that may be expected for the establishment of the optimum flow sheet and the more difficult it becomes to estimate the results accurately. Air classification equipment which sizes materials by opposing the drag force created by an air stream acting on a particle with a combination of gravitational, inertial or centrifugal forces are substantially less efficient than, for example, a laboratory sieve analysis. Air classifiers allow oversize material to contaminate the fine fraction and leave undersize material in the coarse fraction. The techniques employed to predict the gradation and weight splits obtained from air classification outlined below are adaptable to other sizing devices less than 100% efficient such as screens, sifters and wet classifiers.

One can hardly discuss coal pneumoconiosis unless it is placed in the context of the total pneumoconiosis problem in the mining industry. However, it might be well if first we defined a few terms, since it has been my experience that the use of the word pneumoconiosis frequently causes con- fusion among those who are not familiar with the term. Pneumoconiosis comes from two Greek words meaning lung and dust. Hence, the word pneumoconiosis simply means dusty lung, or dust on the lung. There are many forms of the disease, some of which are disabling and some are not. Among the many dusts which cause pneumoconiosis might be included silica, asbestos, coal, talc, iron ore, and many other mineral dusts. Silicosis is a specific form of pneumoconiosis. It is caused by the inhalation of excessive amounts of silicon dioxide in the form of crystalline quartz. The disease is manifested by nodulation of the lungs which is apparent on an X-ray film. Continued exposure to silicon dioxide causes the nodules to grow and ultimately large areas of the lung become scar tissue which pre- vents the lung from performing its physiologic function. For conventional applications, there is limited demand for rare earth elements as well as yttrium and scandium. But the emergence of new high technology applications such as supermagnets, lasers, and superconductors should result in significant demand for some of these elements. This article examines the anticipated applications and demands for rare earth elements over the next decade. It also looks at the implications on the use of available resources. In the context of a growing demand, process methods are reviewed for the recovery of rare earth elements from conventional and unconventional resources. And the article also discusses the challenges facing the mining industry in meeting this opportunity. Reserves and reserve base The rare earths (RE) are a homogeneous group of metallic elements occupying the area from lanthanum to lutetium in group IIIB of the periodic table. Yttrium and scandium are also included with the rare earths because of their chemical similarities and common existence in nature. These 17 elements and their atomic numbers are shown in Table 1. The rare earths are widely distributed in low concentrations throughout the earth's crust (Hedrick, 1985). They occur in many rock formations including basalts, granites, shales, and silicate rocks at concentrations of 10 - 300 ug/g. They also occur in more than 160 discrete minerals. Most of these are rare, but may contain as much as 60% rare earth oxides (REO). More than 95% of the REO occurs in three minerals: monazite and bastnasite for the light rare earths and xenotime for yttrium and the heavy rare earths. Apatite and multiple-oxide minerals, such as euxenite and loparite, are also commercial sources of the lanthanides and yt-trium. Rare earths do not occur in nature in the elemental state. And, except for scandium, they do not occur in minerals as individual compounds. Bastnasite and monazite are the two major minerals used commercially to supply most of the rare earths (Hedrick, 1985). Bastnasite is a key raw material source for the cerium subgroup elements. The largest known bastnasite deposit occurs with iron ore minerals in China. The second largest deposit is situated in California. Typical rock analyses of the fluorocarbonate mineral bastnasite deposit in California show about 15% bastnasite. The REO content of that is about 50%. Eisenhower Memorial Tunnel, called Straight Creek Tunnel during construction is located 60 miles west of Denver, Colorado at 11, 160 ft. elevation. It is 8, 510 feet long, and carries two lanes of 1-70 traffic under the Continental Divide. This paper describes improvements and changes made in construction methods for utilities, concrete lining, ceiling, wall covering and paving to allow maximum offsite fabrication and activity overlap resulting in a one-year faster completion for traffic. The substantial changes proposed on a design-and-construct basis by the contractor and put into effect after State approval were: 1. Substitution of ductile iron and thick-wall P.V. C. pipes for clay pipes allowing placement and operation before hole-thru. 2. Outside pre-assembly of large rebar mats, using a novel tension-splice with cable clamps. 3. Arch concrete placement method modified to make 4, 322 ft. of lining in 10 weeks possible. 4. Safety barriers precast and epoxy coated offsite instead of cast-in-place and tile faced. 5. Prestressed hollow ceiling slabs with porcelainenamel coated steel sheets assembled offsite, instead of in-place glazed tile and in-place cast concrete ceiling. 6. Glazed tile wall panels 8 ft. long by 11 ft. high assembled off site and erected using vacuum pad mounted on special lift. 7. Asphalt paving while other work proceeded, instead of reinforced concrete slab and asphalt overlay. Work started in January 1968, but advance came to a one-year standstill for major structural redesign and negotiations of a new agreement during 1970. Using multiple drift construction followed by top-heading and bench excavation, it then progressed to hole-thru in July 1972. As a result of art 18-month overlap of activities the tunnel was opened for traffic only eight months later in March 1973. Gibbons and Reed Company of Salt Lake City, Utah sponsored the joint Venture of Al Johnson-Gibbons and Reed-Western Paving-Kemper during 1971, 1972, and 1973. The tunnel was the subject of a previous paper delivered at the RETC '72 in Chicago by R. C. Hopper, T. A. Lang, and A. A. Mathews, describing geology, unusually severe structural loading and multiple-drift tunnel excavation.

Planning a mining operation in Alaska will involve the investigation of many parameters common to mine planning anywhere. However, there are some unique circumstances that must be recognized when one considers development of mining operations in Alaska. This paper will not attempt to provide a blueprint for mine planning in Alaska, but hopefully will provide a better understanding of the truly unique nature of the northern latitudes. Given this understanding, the mine planner can better assess the potential hurdles along the road to a successful mining operation. The regulatory trend towards uniform standards for mining throughout the United States exemplifies the necessity for Alaska to prove its unique position in the natural resources picture. The public relations problems of users of explosives have greatly increased within the past few years. One reason is that explosives and blasting agents are being consumed in increasing quantities. The principal reason, however, is that more people have become physically affected by blasting. Mines, quarries, and construction sites that were formerly in relatively remote locations now find themselves near congested areas. New express traffic ways being constructed to connect the suburbs with downtown areas are being built through the middle of long-established business and residential neighborhoods. The public becomes aware of blasting by two physical sensations-vibration and noise. Vibrations are usually so slight as to be negligible, and in most cases the only sensation noted is noise. The reduction of vibrations to this low level has been primarily achieved by the use of blasting practices and explosive products recommended by vibration engineers based on seismograph recordings. Unfortunately, very little scientific attention was given to the accompanying physical sensation-noise.

An interactive mine ventilation simulation software program (WIPPVENT) was developed at the Waste Isolation Pilot Plant (WIPP). The WIPP is a U.S. Department of Energy (DOE) research and development project located near Carlsbad, New Mexico. The facility is designed to provide a permanent, safe underground disposal of U.S. defense generated transuranic waste in bedded salt. In addition to its regular functions, the underground ventilation system is engineered to prevent the uncontrolled spread of radioactive materials in the unlikely event of a release. To enhance the operability system, Westinghouse Electric Corporation has developed an interactive mine ventilation simulation software program (WIPPVENT). While WIPPVENT includes most of the functions of the commercially available simulation program VNETPC (copyright © 1991 Mine Ventilation Services, Inc.), the user interface has been completely rewritten as a Windows ® application and screen graphics have been added. WIPPVENT is designed to interact with the WIPP ventilation monitoring systems through the site wide Central Monitoring System.

In the mid-I 970s the rallying cry sent out by the aggregate trade associations to aggregate operators was to come to Washington and help design national legislation mandating reclamation of pits and quarries. This collective effort paid off in that aggregate operators were able to assist in the design of "livable" legislation; however, the coal mining industry took some very hard hits. A principal argument used by the aggregate industry was that relatively small parcels of land are impacted, the operations are located in or near urban areas to serve in the development of that immediate area, and are of many years duration; whereas, coal strip mines disturb many acres, are of short duration, and whose products may have world or nationwide utilization. Historically, developments in reclamation are tied closely to the regulatory systems that have been created to control environmental effects of mining. Since reclamation generally results in a cost incurred after the stone, sand and gravel has been mined and does not add to the inherent value of the mineral, there was little incentive in the past for mine operators to reclaim the land. In 1977, the Surface Mining Control and Reclamation Act (SMCRA) became the law for coal mine operators. The law states that, among other provisions, reclamation must "restore the land affected to a condition capable of supporting the uses which it was capable of supporting prior to any mining, or higher or better uses". It is of interest to note that years before the initiation of legislation leading to SMCRA twenty-eight states already had reclamation regulations that covered virtually all minerals. The scope of performance standards found in the state reclamation regulations included slope stabilization, grading, revegetation, neutralization of toxic materials, visual screening, waste disposal, control of drainage, and other sources of pollution and erosion. Environmental legislation and the consequent regulations came about because the public perceived that private industry did not properly value environmental quality and as a result the government became the policeman.

On August 3, 1987, a hearing was held by the House Subcommittee on Energy and the Environment to commemorate the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). Four panels of environmental/citizen group representatives went before the Subcommittee to report on the state of affairs (from their perspective) of the coal industry and the Office of Surface Mining, Reclamation and Enforcement (OSMRE) As expected, these groups had little positive news to report and continued to focus on glaring deficiencies within the surface mining program. They indicated that gross abuse of SMCRA has continued over the past ten years and the states have performed poorly. Congressman Udall's opening comments perhaps best characterized the mood of the group with his statement that "The Act has not accomplished what I or the people of the coalfields had hoped." and " ? a segment of the coal industry has continued in its bitter and implacable opposition to the most basic of environmental controls."

Cyanidation tailings which are disposed in a surface impoundment experience a loss of cyanide due to natural degradation, frequently reducing the cyanide concentration to very low levels. Quantifying cyanide losses in terms of pond geometry, local weather conditions and feed solution chemistry has been largely empirical though in many cases mining operations rely on surface impoundments to reduce cyanide to below an internally regulated concentration or an effluent limitation. To permit a more quantitative evaluation of cyanide losses in an impoundment, a computer simulation was developed to estimate the losses of free, WAD and total cyanide due to dissociation, photolysis and volatilization. Results of the model are compared against data collected for a North American tailings impoundment during 1998.

The Steeple Rock district in New Mexico is a major epithermal gold-silver district that exhibits district zoning. Five types of ore deposits occur within the district: •base-metal veins (with gold and silver) form the center of the district and occur along the Carlisle fault, •gold-silver veins along northwest-trending faults and outward from the base-metal veins, •copper-silver veins along the margins of the district, •fluorite veins along the margins of the district, and •manganese veins along the margins of the district. Areas of older acid-sulfate alteration occur throughout the district and also exhibit the following zoning: massive silica/chert zone (inner), silicified zone and clay zone (outer). This alteration overlies regional alkali-chloride (propylitic to argillic to sericitic) alteration. Synthesis of available data suggests the acid-sulfate alteration is related to a shallow, but older, epithermal hot-springs system. Subsequently, younger epithermal veins formed along faults.

Brockway Glass Company, Inc., manufactures glass containers at fourteen plants located in nine states. The relatively high place value of the major glass batch components dictates that raw material supplies be obtained from numerous sources in the United States and Canada. One objective of our central composition control program is to arrive at a glass composition with similar physical properties at each of our plant locations. This requires that adjustments be made in the batch compositions to compensate for chemical variations from one raw material source to another. Minor chemical variations will occur in sand, limestone, and dolomite from one source to another. Major variations are present in the alumina sources because of the diverse rock types utilized.

The scrutiny given to model predictions of pit-lake water quality has focused attention on the uncertainty associated with long-term predictions. Although comparison of probabilistic predictive modeling of water quality in existing pit lakes indicates that short-term predictions can bracket most parameters, uncertainties in wall-rock reactions and the stability of groundwater composition and climate remain unquantified. This overview of the uncertainties associated with longer-term predictions is presented as support for those considering policy decisions that must be made in the absence of reliable estimates of future conditions.

While the use of synthetic polymers for solid/liquid separation is not raw technology (1)(its history goes back to the mid 1950's), its importance has increased dramatically over the past decade. This can be attributed to two major factors. The first of these was a change to mechanized mining (strip mining and continuous underground miners) which resulted in a lower quality (higher reject) preparation plant feed, as well as a higher percentage of smaller size particles in the feed. The second factor has been the greater restrictions imposed by governmental agencies on effluent discharge and solids impoundment, requiring pre-treatment of recirculating water before reuse and treatment of refuse before disposal. Today, synthetic polymers find utility in almost all applications requiring separation of solids from aqueous suspension, including "in-process" as well as waste treatment applications. In spite of the fact that there are over several hundred commercially different flocculants available in the marketplace (2), there are a limited number of chemically different materials available which are useful from a cost/performance standpoint. The potential reasons for using flocculants in a coal preparation plant are summarized in TABLE 1.

The surface of chalcopyrite was studied in situ in aqueous solution by an atomic force microscopy (AFM). The AFM images showed that some absorbate in patches was detected on the mineral surface, after the chalcopyrite sample was soaked in 5x10-4M potassium ethyl xanthate (KEX) solution at pH 11 for 10 minutes. These patches increased in size with time elapsing. At the same time, as shown by the obtained AFM force curves, the adhesion between the AFM tip and the substrate increased greatly due to the adsorption. Rinsing with ethanol removed the absorbate from the chalcopyrite surface, as well as the big adhesion observed in KEX solution.

The emphasis in the title of this paper should be placed on the world "Total", since the detoxification of cyanide in its free and weakly-complexed form with H202 has already found application in many areas, including the treatment of mining effluents. One of the most common forms of cyanide found in gold-mill effluents is hexacyanoferrate (usually ferrocyanide), which is included in measurements of total cyanide but is too stable to be oxidized by H202 or any other conventional oxidizing agent. This has led to the view that H202 cannot be used to detoxify effluents containing hexacyanoferrates, when a limit has been set on total cyanide. A process is described in this paper which does meet this requirement, and which has already been demonstated in two Canadian gold mills. Before describing the new process, the terms "free", "total" and "weakly-complexed" cyanide will be defined as they are used in this paper.

A number of important studies, ongoing environment monitoring efforts and mining and road construction projects in the lignite based electrical power production area of Amyntaio ? Ptolemais in North West Greece require an accurate and up to date model of the topography. In recognition of the importance of such a model, a project was initiated by the Laboratory of Mining Information Technology and GIS Applications in the Department of Geotechnology and Environmental Engineering of the Technological Educational Institute of Western Macedonia. A massive surface triangulation model was generated from vector data using an optimized Delaunay based method. Combined with aerial and satellite imagery, the triangulation model provides a complete 3D terrain model of the area characterized by high levels of accuracy, detail and realism. The generated model is easy to modify with new data in order to improve its detail and keep it up to date with ongoing earth moving and development operations in the area.

Forecasting, an ancient art, is con-ducted by everyone in varying degrees. It is a vital aspect of mineral production and conditions must be predicted over a long time frame in all aspects of the industry from exploration to plant construction. Although many government agencies as well as private industry make forecasts, there are insufficent "make good" analyses performed. The performance of more such studies could sharpen forecasting ability.

Mine fire emergency planning requires simulation of the interaction of the fire and ventilation system and the subsequent distribution of products of combustion (POC). Several computer models were developed by the Bureau of Mines to perform this simulation. The most recent and advanced program, MFIRE performs normal ventilation network planning calculations, and dynamic transient state simulation of ventilation networks under a variety of conditions. MFIRE simulates a mine's ventilation system and its response to altered ventilation parameters such as the development of new mine workings or changes in ventilation control structures, external influences such as varying outside temperatures, and internal influences such as fires. A major concern of mine fires is the heat- generated ventilation disturbances which can move POC through unexpected passageways. This Bureau paper describes recent in-mine experiments conducted at the Waldo Mine near Magdalena, NM to validate the temperature distribution and heat exchange with rock functions of MFIRE.
