The Unit of Toxicological Risk Assessment of the Finnish Institute of Occupational Health (FIOH) is conducting a 'Health Risk Assessment for Metallic Chromium and Trivalent Chromium' under the sponsorship of the International Chromium Development Association (ICDA) and the International Stainless Steel Forum (ISSF). This risk assessment will be conducted in accordance with the current European Union legislation in force (Council Regulation 793/93/EEC, Commission Regulation 1488/94/EEC, Dir. 67/548/EEC), but also to meet the regulatory obligations as set out in the European Commission REACH legislation proposal (Consultation Document, the Registration, Evaluation, Authorisation and Restrictions of CHemicals). Further aims include outlining the criteria for the setting of occupational exposure limits for metallic chromium and trivalent chromium compounds. Human Health Risk Assessment according to the current legislation shall entail hazard identification of the toxic end points (acute toxicity, irritation/corrosivity, sensitisation, repeated dose toxicity, mutagenicity, carcinogenicity, reproductive toxicity) including, as appropriate, dose (concentration) - response assessment, and derivation of the N(L)OAELs (No (Lowest) Observed Adverse Effect Level) and/or DNELs (Derived No Effect Level). Exposure assessments for workers, consumers and humans exposed via the environment take into account all the known intended uses. Risk characterisation will compare the typical and/or reasonable worst case exposure estimates to the N(L)OAELs or DNELs to determine Margins of Safety (MOS) for all human populations by each exposure scenario and type of effect, followed by conclusions about the presence or absence of risk. Although all of the key elements of existing legislation remain in REACH, the principal change is that, the burden of proof will be transferred from the member state authorities to industry. The new proposed format of Chemical Safety Report (CSR) will include Risk Management Measures (RMM) as an essential part of the report in addition to the risk assessment. The RMM plays a role in the evaluation of further testing needs and advocating reasons for possible waiwer of requirements. The research programme started in March 2002 and will be completed within the time frame of two years.

The paper presents problems resulting from the mobile mining machines functioning and requirements concerning a machine control system, which controls successive operation stages of such machines. The problem is presenting on the example of a mobile hydraulic support to remove residual pillars in copper ore mines. The paper describes an algorithm and a flow chart to be followed when designing a supports control system. Design of control systems to ensure machine function under given circumstances is also presented.

Since the early 1990s the underground mining industry has embarked on a vigorous program of improving process and eliminating costs. A leading development in this program has been the implementation of leaky feeder radio systems as an enabling infrastructure for future automation. El-Equip Inc. has led this development with more than 175 mines implementing mine-wide radio infrastructures for voice and data. In this paper, we describe the implementation of a digital radio network which supports existing installations through to an automation infrastructure employing full digital cellular communications with mobile video roaming capabilities. We outline the evolutionary path from existing low speed data communications links through to 155 Mbps and beyond.

In the present study, the production of low carbon ferrochromium (LC-FeCr) from chromite concentrates containing 55.09% Cr2O3 and 13.06% Fe via metallothermic process was investigated. For this aim, in the experiments, the aluminothermic reduction method was applied in an open crucible. 10% CrO3 + 10% NaClO3, 15% CrO3 + 5% NaClO3 and 20% CrO3 by weight of concentrate were added to the charge, respectively and the charge was reduced with aluminium. The experiments were done with the additions of 90, 100, 110, 120 and 130% of stoichiometric requirement of aluminium. The highest Cr content in alloys was found as 71.7% at 120% of stoichiometric Al whereas the highest Cr recovery in alloys was found as 71.8% at 130% of stoichiometric Al when the both charge contained 15% CrO3 + 5% NaClO3 by weight of chromite concentrate.

South Africa hosts some of the world?s largest known resources and reserves of minerals that are strategically important to the global economy. The country?s mining industry contributes significantly to the national economy in terms of gross domestic product, export earnings, corporate tax receipts, remuneration earnings, and employment. Platinum, gold, and coal are significant minerals because they make the largest individual contributions to these economic indicators. Several factors impact the cash cost performance of operations that mine these minerals, thus affecting the future sustainability of these operations, which are generally ?price-takers?. It is therefore important that the cash cost performance of operations for these key minerals is analysed. Commercially available industry cost curves can be used for such analysis. However, some companies may not be able to afford to purchase these curves. This paper presents a simple Microsoft Excel® algorithm for constructing the curves. It also demonstrates how the constructed industry curves were used to analyse the cash cost performance of South African mining operations for the three selected minerals for the period 2007 to 2011, which included the 2008 global financial crisis. The analysis revealed that the operations were affected by several global and local factors during the review period. A shortage of technical skills in all areas of the mining industry is being experienced worldwide. This has significant consequences for design, operations, productivity and safety and, therefore, needs to be seriously addressed, both in the short and longer term. It is therefore both a strategic and a tactical issue. Importantly, however, since mining is a long-term business, the shortage of skills must be dealt with from a strategic point of view to ensure the supply of the necessary skills for future mining. This paper will deal specifically with the provision of high level technical skills, that is, university graduates in mining engineering, and the outlook for the institutions that are currently producing such graduates.

This paper introduces and defines the concept of a linkage between long-term planning parameters (?global assumptions?) and possible future world views as conceived in scenario planning. Scenario planning, the tool that is used to arrive at plausible future worldviews, is described in the context of the platinum industry. The interpretation of the scenarios into long-term planning parameters is made, followed by an illustration of how the long-term planning process has been adapted at Anglo Platinum to include the notion of uncertainty.

SUMMARY: The effects of blasting on structures are assessed on the basis of the maximum amplitudes of the occuring vibration velocities. If the standard values in the German Standard DIN 4150 are not exceeded, damages to structures are not to be expected. The estimation of the maximum vibration amplitudes is usually based on experience or on emperical formulae. However, a comparison of expected with measured values shows that these estimations are not conservative, particulary in case of small distances between blasting locations and structures. More reliable predictions are possible on the basis of numerical analyses, which simulate the three-dimensional propagation of waves with consideration of the geomechanical and geometrical conditions. In addition to the expected velocities, these analyses also allow the determination of stresses resulting from dynamic loading. If the dynamic stresses are known, the effects of blasting on structures can be predicted. ZUSAMMENFASSUNG: Die Auswirkungen sprengbedingter Erschütterungen auf bauliche Anlagen werden in der Praxis auf der Grundlage der Maximalamplituden der auftretenden Schwinggeschwindigkeiten beurteilt. In der DIN 4150 werden Anhaltswerte angegeben, bei deren Einhaltung Schäden von Gebäuden nicht zu erwarten sind. Die Abschätzung dieser Schwing-geschwindigkeiten erfolgt meist auf der Grundlage von Erfahrungswerten oder empirischer Formeln. Der Vergleich der prognostizierten Werte mit Meßergebnissen zeigt jedoch, daß diese Ansätze insbesondere dann, wenn die Abstände zwischen den Sprengorten und den Gebäuden gering sind, nicht konservativ sind. Zuverlässigere Prognosen sind auf der Grundlage von numerischen Berechnungen möglich, in denen die räumliche Ausbreitung von Erschütterungen unter Berücksichtigung der geomechanischen und geometrischen Verhältnisse simuliert wird. Mit derartigen Berechnungen können die zu erwartenden Schwinggeschwindigkeiten und die aus der dynamischen Beanspruchung resultierenden Spannungen ermittelt werden. Dies ermöglicht Aussagen über die Auswirkungen sprengbedingter Erschütterungen auf Bauwerke. RÉSUMÉ: Les conséquences de vibrations résultantes d'explosions pour des bâtiments sont estimés dans la pratique à partir des amplitudes maximales des vitesses d'oscillation. Dans la norme allemande DIN 4150 des valeurs d'orientation sont données, avec l'observation desquelles de dommage à des bâtiments n'est pas à présumer. Ces vitesses d'oscillation sont estimés généralement à partir de valeurs d'expérience ou de formules empiriques. La comparaison des valeurs prédits avec des résultats de mesures montre cependant que ces hypothèses ne sont pas conservateurs, en particulier si les distances entre les lieux de sautage et les bâtiments sont petites. Des prédictions plus fiables sont possibles à partir de calculs numériques, dans lesquelles la dissipation spatiale de vibrations est simulée en considération de la situation géoméchanique et géométrique. Avec tels calculs les vitesses de vibration à présumer et les contraintes résultantes de l'effort dynamique peuvent être établies. Cela permet de constater sur les conséquences de vibrations résultantes d'explosions pour des bâtiments.

In this study, coke oven tar additions over a range of 0?8 wt.% were evaluated as a possible substitute for imported coal fractions. The coke oven tar used was collected from tar decanters in the byproducts section of the coking plant. The moisture content in the tar varied depending on the residence time and water carryover from the coke oven tar separators to the storage tanks. Moisture contents of 1 wt.%, 3 wt.%, and 6 wt.% were investigated in order to evaluate the effect on coal blend, carbonization, and coke properties. At 6 wt.% moisture content with 6 wt.% coke oven tar, although the coke quality improved the yield showed a 4% decrease. On the other hand, 1 wt.% moisture content with coke oven tar of 6 wt.%, increased the yield by 1% and the coke quality improved. However, the latter process was characterized by an excessive increase in wall pressure and pushing energy, both of which are detrimental to the oven walls. The optimum moisture content in coke oven tar was found to be 3 wt.% with a coke oven tar addition of 6 wt.% in the coal blend. With these conditions, the coke properties improved and wall pressure and pushing energy were acceptable. However, a decrease in coke yield of up to 2% was observed. Despite this, coke oven tar addition is considered to be a viable option based upon economic factors of a reduction in the quantity and cost of imported coking coals that is required to achieve the same optimum final coke product. Slags have been produced as by-products from pyrometallurgical processes for thousands of years, and have generally been regarded as waste. Many of these slags are no longer seen as residues merely to be discarded, but as potential economic sources of metals, or as useful by-products in their own right. Slag cleaning can enhance the recovery of valuable metals in existing pyrometallurgical processes, or can produce economic value from recycling old slag dumps. For example, a process has been developed and implemented industrially for recovering cobalt from copper smelting slag in a DC arc furnace. The relatively non-leachable behaviour of glassy slags allows them to be used as a very safe means of disposal of metallurgical waste streams, including many that are classified as hazardous. The high temperatures, reducing conditions, and good mixing that can be achieved in a DC arc furnace enable the effective functioning of this environmentally beneficial means of disposal. Lead blast furnace slag can be rendered safe for disposal by treating it using the Enviroplas process, which strips most of the hazardous lead from the slag (and traps the rest in an insoluble glassy slag) and recovers economic quantities of zinc by absorbing (in a lead splash condenser)the zinc vapour that is fumed off in the furnace. Another example can be seen in the recovery of a chromium- and nickel-containing alloy from stainless steel plant dust, while producing a disposable residual slag. The examples presented here illustrate that it is possible to develop processes that are both economic and environmentally beneficial. An original concept of JRC-diagram that can evaluate JRC and its size-effect by using a fractal model was proposed. In order to confirm the applicability of the JRC-diagram, first, JRC of the tensile fracture surfaces of a granite and a sandstone were evaluated by both the JRC-diagram and Barton's JRC-profiles, and then, it was compared with the JRC inversely calculated from the peak shear strength that is obtained from the shear test for each fracture using Barton's empirical equation. As a result, JRC evaluated by the JRC-profiles was much smaller than the inversely calculated JRC. On the other hand, it became clear that JRC evaluated by the JRC-diagram is almost the same with the inversely calculated JRC, if the size of interlocking is evaluated correctly. Therefore, for the JRC evaluation, it is thought that the JRC-diagram is more applicable than the JRC-profiles. Als ein neues Verfahren zur Bewertung des Rauheitsindexes JRC für die Bruchfläche von Felsenschichten anhand eines fraktalen Modells, wobei auch der Maßeffekt berücksichtigt wird, wird ein JRC-Diagramm vorgeschlagen. Um die Angemessenheit der Bewertung vom JRC mit diesem JRC-Diagramm festzustellen, wurden die JRC-Werte an einer Bruchfläche zwischen Granit und Sandstein sowohl mit dem JRC-Diagramm als auch mit dem herkömmlichen JRC-Profilverfahren bewertet. Anschließend wurden die durch die beiden Verfahren ermittelten Werten mit den JRC-Werten verglichen, die von den Schertestergebnissen mit Hilfe von Bartonschen Erfahrungsformel zurückgerechnet werden können. Daraus ergab sich, daß das JRC-Profilverfahren ziemlich kleinere JRC-Werte gibt als bei der Zurückrechnung, während die JRC-Werte durch das JRC-Diagramm unter entsprechender Bewertung des Ineinandergreifungsmaßes an der Bruchfläche beinahe gleich sind wie die zurückgerechneten Werte. Diese Tatsache weist darauf hin, daß das JRC-Diagramm eine bessere JRC-Bewertungsmethode als das JRC-Profilverfahren darstellt. Nous avons proposé le diagramme JRC, nouvelle méthode d'évaluer JRC qui est un indice de rugosité superficielle d'une fracture de roche à l'aide du modèle de fracturation, compte tenu de son effet d'échelle. Pour vérifier la validité de JRC évalué au moyen de ce diagramme, nous avons évalué JRC d'une fracture de roche, granite et grès, par le diagramme JRC et le profil JRC, méthode conventionnelle, et les résultats ainsi obtenus ont été comparés avec la valeur de JRC calculée en sens inverse à l'aide de la formule empirique Barton sur la base des résultats de l'essai de cisaillement des fractures. Il en résulte que la valeur de JRC obtenue par le profil JRC était assez faible en comparaison avec la valeur calculée en sens inverse alors que celle de JRC obtenue par le diagramme JRC correspondait approximativement à la valeur calculée en sens inverse à condition d'évaluer l'échelle d'endentement d'une fracture. Par conséquent, nous considérons que le diagramme JRC est une meilleure méthode d'évaluation de JRC par rapport au profil JRC.

Cost analysis of chrome ore reduction is one of the important issues facing ferrochrome producers in today?s competitive environment. Much of this depends on quality and various ratios in the actual ore. The latter can have a direct bearing on electricity consumption and optimum efficiency of the furnaces. While the industry has been successful in reducing costs by designing larger and more efficient furnaces, the role of the optimum blend of ore has perhaps been given less emphasis. This paper will discuss the general specification and metallurgical characteristics of various chrome ores for producing high carbon ferrochromium on industrial scale. By analysing the results obtained from smelting, including chromium recovery and energy consumption, the determining parameters in total cost of ferrochromium i.e. chrome ore; reductant and energy consumption can be optimized. Our study is based on actual experiences obtained from Faryab Ferroalloy Plant over a period of approximately three years.

This makes focus and allocation of resources in the early stages of project development very important. To assist with these six key elements in the project prioritization process is proposed, namely: 1) Define the project vision, objectives and business case, 2) Determine the potential show stoppers, 3) Determine the key value drivers, 4) Track changes and provide regular feedback, 5) Evaluate the alternatives and, 6) Ensure proper gate management governance at the decision point. Incorporating these elements in the project development process will assist in resource allocation and focus on the high value aspects of projects and alternatives during the early stages of the project development lifecycle. Eutectic freeze crystallization (EFC) is a novel technique for the recovery of pure salt and pure water from hypersaline waste brines. It is therefore a promising technology for the treatment of industrial waste waters. The impurities caused by crystallizing salt out of multi-component brines by EFC have not yet been investigated, however. To these ends, the selenium impurity found in sodium sulphate, produced from the waste brine of a platinum operation, was investigated. It was believed that the similarity between sulphate and selenate ions allowed isomorphous substitution of selenate ions into the sodium sulphate crystals, which was the likely cause of impurity uptake. It was found that the presence of sodium chloride in the industrial brine promotes the uptake of selenium, while ionic strength of the brine and mass deposition rate of sodium sulphate did not have a significant effect on the selenium uptake. Isomorphous substitution is predicted to be the most significant mechanism by which all impurities will be taken up when applying EFC to other industrial waste brines.

In any manufacturing organization internal logistics plays a vital role in improving and maintaining the productivity. In Ferro Alloys manufacturing organization where there is huge input of raw material in terms of ore, reductants and variety of fluxes amounting to about four times of the mass of alloy produced need to be handled from yard to furnaces , internal logistics requires utmost attention. Any deviation or mismatch between stock and requirement will affect furnace operation. Though the activities are being outsourced by most of the organization, these require close monitoring. This communication presents an optimization model which can work as a ready reference for the manager to decide upon the material quantity and the furnace to be fed with an objective of minimizing the cost of handling and zero production loss.

Tracey Khanna, Assistant Editor of UK?s Mining Magazine discusses some of the new and important environmental challenges, physical and social, that are facing mining companies. The tide of public opinion has turned strongly against those companies which are unable to show that they are practising responsible environmental stewardship. This is, no doubt, in part due to the recent focus of the international media on environmental issues and constantly improving means of communications, which has brought the whole subject of mining and the environment to those who, in the past, had only a limited awareness of the industry. Mining companies today face new and important challenges with regard to the environment, both physical and social. New technology and a greater understanding of waste management techniques has helped to bring about improved handling and disposal of mines wastes, so reducing some of the impacts. However, improved technology has also brought about the economic viability of exploiting increasingly lower-grade ore from open pits, resulting in a greater visual impact.

1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

Scenario reduction is designed for selecting a representative subset of geostatistical simulations out of a much larger set. Three steps are involved: measuring the dissimilarity between two simulations; finding a metric to measure the distance between any subset of k simulations and the full set of N simulations; and finding an efficient algorithm for selecting the subset that minimizes the metric. This paper focuses on the third question. We show that genetic algorithms are an efficient way of approaching the minimum when the population of subsets to be sampled is large. Two case studies based on the Walker Lake data-set are presented: firstly choosing k=4 simulations out of a total of 100, and secondly choosing 20 out of the same 100 simulations. In the first case it was possible to compute all possible combinations exhaustively and hence to demonstrate that the algorithm converges to the true minimum. This was not possible in the second case. Instead we demonstrate that it outperforms the random draw algorithm used in earlier work. A procedure for tracking individual selections during the iterative procedure was developed. This allows us to measure the evolution in the percentage of progeny resulting from crossing-over and from mutation that survived in the next generation. It gives valuable insight into how to choose the parameter values in the algorithm. Another key finding is that there is a trade-off between the number of individuals per generation and the number of generations required for the algorithm to converge.
