This paper reports and discusses experimental work carried out on heavy nickel-electroplated turbine-disc steel. Mechanical and fatigue tests were used to determine whether the coating was suitable for turbine-disc applications. "Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. Equity participation or role is defined as the holding of shares in an enterprise, company, or asset by individuals or a body corporate (Otto, n.d.; Brown, 2013; Natural Resource Governance Institute, 2015)."

The President of the Chamber of Mines, Mr G. Y. Nisbet, made the presentation.

The effect of body movement on convective heat transfer from a man performing a block-stepping task was investigated experimentally by direct measurements of convective heat transfer. A series of experiments was conducted in which a nude man was required to stand at rest or to block step at 12 and 24 steps per minute. Wind speed, which was kept constant during each experiment, spanned the range 0,5 to 3,5 m/so Air temperature was kept constant at 43 °C in all the experiments. The results showed conclusively that the convective heat-transfer coefficient depends on the stepping rate. The effect of body motion can be regarded as being equivalent to an increase in the velocity of the free stream. The equivalent increase in air speed was found to be 0,36 and 0,77 m/s for 12 and 24 steps per minute respectively. Data from various sources, including the present study, indicate that wind speed should be increased by about 0,30,0,55, and 0,80 m/s to account for low, moderate, and vigorous body movements respectively. These findings are of direct relevance to the practical assessment of heat stress.

Nuclear energy - its interactions with mining and metallurgy - PRESIDENTIAL ADDRESS given by J. P. Hugo Pr. Eng., B.Sc (Eng.) (Rand), Ph.D. (Sheffield) Energy is the life blood of the modern technological era in which we live and it was, I think, Benjamin Franklin who said that the manipulation of energy was the basis of all science and technology. This is perhaps an oversimplification, but there can be little doubt that our life today, and the improved standard of living we aspire to, are governed almost entirely by our ability to generate and manipulate energy. This ability has made it possible for Man - each specimen a feeble twentieth of a horsepower - to travel to the moon, to recover valuable minerals from the depths of the earth, to do arithmetic at unbelievable speed, to lessen the drudgery of manual labour. For these and virtually every aspect of our life we are dependent on energy from external sources. It is, therefore, not surprising that the per capita consumption of energy, and more particularly electricity, has become one of the most reliable criteria by which to measure the standard of living and technological advancement of a country.

The refractoriness of the gold in many of the pyritic ores from the eastern Transvaal is due mainly to the association between the gold and the sulphides, but it can be due to the presence of graphltlc carbonaceous material, which complicates the recovery of the gold by virtue of its adsorption activity. In an examination of the roasting characteristics of three flotation concentrates from the Barberton area, It was found that the gold in the concentrates occurred mostly in two forms: in very fine gold particles distributed within the arsenopyrite, and in a slightly coarser form loosely associated with the pyrite. Direct cyanidation of the concentrates gave gold extractions of from 16 to 30 per cent. After the concentrates had been roasted at temperatures of 650 to 700°C for 20 minutes with rabbling, the extractions varied from 86 to over 90 per cent. Examination of the residues after cyanidation indicated that gold was present in the porous calcines or in the calcined sulphide product. This observation, together with porosity measurements, suggests that physical encapsulation of the gold particles is the main reason for the refractory behaviour of the gold in the calcines.

The Iscor Board has given its Mining Division the authority to proceed with detail engineering and design for a Heavy Minerals Project which comprises a mine in Northern Province near Gravelote, a mine in KwaZulu/Natal near Richards Bay and a central processing complex with a beneficiation plant and smelter which will be located near Richards Bay and Empangeni.

It is interesting to note that, when the Technical Programme Committee-Mining first decided on this particular topic for a colloquium, the proposed title was different in that it used the words 'rising price of gold'. The very fact that the title was reworded to use the words 'fluctuating gold price' highlights the problem that faces the South African gold-mining industry.

Contribution by F.S.A. de Frey The authors are to be congratulated on a job well done by making, in their paper, such a pool of information available to mining engineers. I would like to comment on the following statement: 'As an alternative to the commonly used deep-level mining methods, consideration should also be given to pillar mining at great depths as a logical extension of the current methods. For example, a 75 per cent extraction Or Ryder's discussion The moderate levels if average pillar stress (APS) (320 MPa) are consistent with pillar stability. Squat 10:1 pillars should never 'fail' in themselves, and foundation strengths are also not exceeded (the stresses are well below the 2 ½ x UCS rule-of-thumb provided the foundations comprise normal strong 200 MPa quartzites). Authors' reply We thank Dr de Frey for his contribution to our paper on shallow hard-rock pillar systems. To considerable extent, we share his enthusiasm the potential role of squat pillars in deep-level mining, although we harbour reservations concerning strata control, mining economics, other issues. We agree wholeheartedly that further research, together with carefully planned field trials, is warranted in pursuit of this potentially highly rewarding concept. .
