The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form but the same in principle, has been gradually adopted by other departments until at present of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publications listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples represent- ing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the speci- fication method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly repre- sentative of the commercial product delivered in wagons, railroad

In June 1992, the Mine Safety and Health Administration (MSHA) published the "Report of the Coal Mine Respirable Dust Task Group, Review of the Program to Control Respirable Coal Mine Dust in the United States." As one of its recommendations, the report called for the accelerated development of two mine dust monitors: (1) a fixed-site monitor capable of providing continuous information on dust levels to the miner, mine operator, and to MSHA, if necessary, and (2) a personal sampling device capable of providing both a short-term personal exposure measurement as well as a full-shift measurement. In response to this recommendation, the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center, initiated the development of a fixed-site machine-mounted continuous respirable dust monitor. The technology chosen for monitor development is the Rupprecht and Patashnick Co., Inc. tapered element oscillating microbalance. Laboratory and in-mine tests have indicated that, with modification, this sensor can meet the humidity and vibration requirements for underground coal mine use. NIOSH is continuing that effort by developing prototypes of a continuous dust monitor based on this technology. These prototypes are being evaluated in underground coal mines as they become available. This effort, conducted as a joint venture with MSHA, is nearing completion with every promise of success. The immediate benefit of this effort will be to researchers, regulatory personnel, and mine personnel, by permitting evaluation of specific mining practices to see which expose mine workers to excessive dust levels. Using this information, mine personnel can optimize mining procedures to reduce dust exposure. MSHA and the operators will also be able to use the dust concentration data to judge whether dust plan parameters are adequate to continuously maintaining environmental dust levels below the applicable standard. The second development recommended by the Dust Task Group was a person-wearable version of the continuous dust monitor. It will be a monitoring system designed to provide a measurement of worker exposure to respirable dust, both during and at the end of the shift.

The Location Group conversed in the Petroleum Room of the Green Center with the purpose of addressing the following list of topics in light of the Bureau of Mines' requirements for detecting and locating trapped miners by electromagnetic methods. These topics include: Noise, Sources, Antennas (transmit and receive), the Propagation Medium, Signal Processing, Optimum Frequency, Receivers, Pulse vs. CW Techniques, Passive Location Techniques, and Obstacles. Practical constraints such as equipment size, weight and power requirements, cost and intrinsic safety were kept in mind during these discussions. It was emphasized that in-mine equipment must be inexpensive, rugged, simple and lightweight. Otherwise, the mine operators probably would not buy it nor would the miners be able to effectively use it. Present techniques for experimentally detecting and locating trapped miners were discussed, along with techniques to improve their location accuracy. Analytical, numerical, and scale modelling methods were considered as a means of giving further insight into measurement, anomalies caused by terrain variations, conductivity contrasts, and obstacles. After discussion of these topics, conclusions were drawn and existing problem areas were identified. These problem areas were addressed in developing guidelines for future efforts. Following the discussion period, the Chairman gave a summary of the Location Group report and comments were solicited from the entire group. 2.0 GROUP DISCUSSION HIGHLIGHTS 2.1 Noise W. Bensema asked the group whether the noise data provided by NBS was adequate. It was determined that for location systems analysis, the most important form of noise data was the frequency spectra of vertical and horizontal magnetic fields on the surface, and the answer to his question was affirmative. Drs. Wait and Frischknecht pointed out the difficulty in accurately measuring the true vertical magnetic field since these measurements are heavily influenced by the loop setting and the local geology. "Introduction of diesel engines in underground mines may generate severe health hazards associated with exhaust contaminants. One of the most important parameter in determining the optimal air quantity for hazard reduction is the exhaust dispersion. Through analyzing the exact solution of the diffusion equation and its approximation by finite difference method(FDM) , this paper aims at doing a fundamental research to find an efficient dispersion model suitable to the domestic mines. Diffusion coefficients are likely to be small in the underground airways with high ventilation resistance. This makes concentration profiles similar to the convection-based step functions. It is the case for fixed as well as moving engines. Concentration estimation by exact solution is almost impossible in the case of either a single engine moving at a variable speed or the existence of multiple engines. Application of FDM to the diffusion equation including turbulent dispersion results in the various problems; unstable concentration profiles depending on the engine location, nuctuating concentrations near the engine, and overestimation of the dispersion region of which error grows with waning diffusion coefficient.Convection-based dispersion model is found to fit well for dynamic simulation of exhaust dispersion from multiple diesel engines in the airways showing low diffusion coefficients. Its suitability is more likely in the regions with frequent equipment passage. Published"

The U.S. Bureau of Mines has estimated the potential availability of copper from 204 mines and deposits in market economy countries (MEC's). The evaluated properties have demonstrated resources totaling 436.4 million metric tons of contained copper and account for 90% of the Bureau of Mimes reserve base for copper in market economy countries. Total recoverable MEC copper resources are 340.8 million metric tons, 69% of which is from producing mines and 31% from nonproducing mines and deposits. Chile had the lowest estimated average total cost from producing mines of W.48 per pound of recoverable copper at a 0% discounted cash-flow rate of return (DCFROR), with estimated average total costs ranging from $0.40 to $0.81 per pound. The estimated average total cost of production, per pound of copper, for producing mines in the United States amounts to $0.57 in January 1988 dollars at a Wo DCFROR, with estimated total costs ranging from $0.36 to $0.85 per pound. In both real and nominal terms, the United States has, on average, significantly lowered its copper production costs since 1981. Rationalization of the industry and significant increases in productivity have made a strong improvement in the competitiveness of the U.S. copper industry to the extent that the United States should no longer be considered as a marginal producer of copper.

Electron spin resonance measurements have now been completed on the decay kinetics of the organic free radicals formed on crushing or grinding of a well characterized anthracite coal. The free radicals exhibit a complex decay pattern for the first few hours after the grinding, and a smooth decay thereafter. Parallel hemolysis studies indicate. a half-life of the decrease in the cytotoxicity of the fresh· dust to be about half-a-day. The cytotoxicity of the freshly-made dust decreases on addition of superoxide dismutase, catalase and sodium benzoate. The hemolysis rate is lower for the dust stored in buffers as compared to air. A chemical model will be presented to accomodate the cytotoxicity and spectroscopic data, and ~heir implicati6ns to pneumoconiosis.

Operator cabs on a front-end loader and a rotary rock drill were retrofitted with ceiling mounted heating1AC units and air filtration systems. Subsequently surface coal mine field studies were conducted to evaluate the respirable dust protection these retrofitted cab systems offer to the equipment operator. A significant 10: 1 respirable dust protection factor (ratio of outside to inside cab dust levels) was measured for the front-end loader cab with positive pressurization of the cab interior. Whereas an insignificant 3: 1 respirable dust protection factor was measured for the drill cab without positive pressurization of the cab interior. These results indicate that achieving positive interior cab pressurization with retrofitted cab filtration systems is a key element to their dust control effectiveness.

Electronegativities of the rare-earth elements were calculated from heats of formation. The values obtained from different compounds varied widely. The postulates of Pauling's electronegativity theory were interpreted for bonds that are primarily ionic; the study showed that many compounds obey rules of the form expected. Revised electronegativity values are given for the more electropositive elements, including the rare-earth metals (which are near magnesium in electronegativity). Estimates of un-known heats of formation are made from electronegativities and are compared with other estimates. INTRODUCTION Calculation of the electronegativities of the rare-earth elements is interesting to show how these metals stand relative to the other metals and to each other, and also possibly to systematize the thermochemical data on them.

Heavy equipment manufacturers have made a long-term commitment to minimize operator vibration exposure for comfort, performance, and health reasons. Domestic and international guidelines/standards and EC laws dictate exposure limits based on measurement of vibration at the interface between the seat and the operator’s buttocks using seat-pad accelerometry.1-4 This is historically based on the assumption that the only major source of vibration is transmitted through the seat pan. However, vibration may also be imparted to the head and neck via the steering wheel and/or arm-rest controls and a relatively rigid upper body.5 Unfortunately, little is known regarding the influence of arm position on head and neck motion. The purpose of this study was to investigate relative head and trunk motions during riding simulations of large construction equipment, using three different arm control options. Methods Five typical heavy equipment ride files were “played back” through a man-rated Servo Test 6-degree-of-freedom vibration system. An 8-camera Vicon motion capture system operating at 200 frames per second, recorded the motion of reflective surface markers on 5th, 50th, and 95th percentile right-handed male subjects, using 3 seat and control configurations (steering wheel (SW), floor mounted armrest controls (FM), seat-mounted armrest controls (SM)). Two trials were performed for each ride and seat control combination (each trial: 60 sec of 6-dof and 60 sec of vertical vibration). The relative motions (change in distances) from the marker over the xiphoid process (caudal end of sternum) to markers over each shoulder, each mid-clavicle, the presternal notch, and to each of four markers on a tight band around the head were calculated (12,001 frames, 6-dof motion only). As a rigid body control, distances between markers on the head band were also monitored. The standard deviation (SD) of the 12,001 distances between pairs of markers was normalized by the mean (L) of the associated distances producing: SD/L which was used as a measure of motion. Error assessments were also performed by analyzing the motion between relatively fixed markers (on the headband). A repeated measures analysis of variance was used to evaluate the results. While five ride files were used, only one ride file containing significant lateral acceleration components was analyzed for comparing the effects of two armrest controls versus use of a steering wheel for this part of our study. Results Values of SD/L between the points on the relatively rigid head band were consistently small and similar to each other for all conditions with one exception due to treatment (SM v SW, p=0.0145). SD/L between the markers over the xiphoid process and the presternal notch, another region that should be relatively rigid, were also similar to each other for all conditions. Use of floor-mounted, arm rest controls versus a steering wheel produced a significant increase in the value of SD/L between the xiphoid process and: the right shoulder marker (92%, p=0.0316), the right mid-clavicle marker (47%, p=0.0478), and the right-front marker on the head band (28%, p=0.0182). The results from the sound level measurements, the dosimeter recordings and the time-activity studies on four different air-rotary rigs indicate a wide variation of operator noise exposure during hole development. These variations appear to be dependent on the cab design and the operator?s drilling behavior. Studies have documented that exposure to high sound levels for long periods of time can cause hearing loss. The results of this study help identify the loudest parts of the drilling cycle. Sound level measurements on the four rigs show that all the rigs generate sound levels that are 90 A-weighted decibels (dB(A)) and above within 6 feet around the rigs during drilling. It is easy to conclude that some type of noise protection, such as a cab, is needed to protect the operator from overexposure to noise for an eight-hour shift of uninterrupted drilling. However, even when rigs are outfitted with cabs, operators observed in this study are being exposed to sound levels above 90 dB(A) during some activities required to complete a drilling cycle. An evaluation and comparison of the four dosimeter recordings and time-activity studies during one drilling cycle may explain why variations in operator exposure occur. Table 1 summarizes the time-weighted average (TWA) and accumulated dose percentages for each of the four operators during the time needed to complete one typical hole cycle.

"INTRODUCTION AND SUMMARYComplaints have been made regarding dust respirators that may be used in coal-mining operations. Some of these complaints may be due to improper use of the respirator, inadequate knowledge of its purpose and mode of functioning, poor choice, poor fitting, or inadequate maintenance. It is hoped that this circular will answer these complaints by discussing the various factors relating to the proper use of dust respirators in general and in coal mines in particular.It is pointed out that dust respirators are not to be used as a substitute for dust-control measures. The construction, functioning, choice, fitting, and maintenance of dust respirators are discussed.FIELD OF USEThe function of the dust respirator is to prevent the wearer from inhaling harmful quantities of dust by removing dust from the air he inhales.A dust respirator is not to be used as a permanent substitute for dust-control measures. It is to be used as a temporary substitute until dust-control measures can be instituted or as a protective means where dust-control measures are impracticable, as in applying rock dust in bituminous-coal mines.The following sections of the ""Federal Mine Safety Code for Bituminous-Coal and Lignite Mines in the United States"" 2/ emphasize the fact that every effort should be made to keep the amount of dust in the air of the working places as small as possible:"

The mucus secreted in the respiratory tract provides the first barrier against inhaled particulate and gaseous toxicants. Trachea removed from pathogen-free rats were maintained as organ cultures and used to study the effects of coal dust exposure on the synthesis of mucin. The high molecular weight isotopically labeled (3H-glucosamine, 14Cleucine or 35S-sulfate) mucin could be purified by gel filtration, treatment with testicular hyaluronidase, ion exchange chromatography, delipidation and CsBr density gradient centrifugation. To examine effect of coal dust on mucin production, groups of explant cultures were exposed to media containing coal dust at 100 µg per ml every 2 days for 2 weeks while control cultures were treated with media without dust. Analysis of the spent culture media showed that treatment with dust markedly decreased the production of nondialysable glycoproteins as well as hyaluronidase-resistant acid-precipitable fraction consisting mainly of mucin. Since the synthesis of protein was not affected to the same extent the decrease in mucin production is not entirely due to cell death. In separate experiments rats were subjected to in vivo coal dust exposure in inhalation chambers and tracheae of these and control rats were removed for explant cultures. The incorporation of precursor isotopes into mucin by these explant cultures are being examined. Previous research on continuous mining operations has shown that significant interactions exist between dust control parameter application and the resulting respirable dust levels, but simply increasing the level of the controls does not guarantee a reduction in respirable dust levels. Full-scale laboratory tests are being conducted to provide information to longwall operators which would assist them in selecting control parameters that would reduce dust levels for mine-specific conditions. The interactions between face air velocity, shearer water quantity, drum water spray pressure, external water spray pressure, and spray system design were evaluated in a simulated 2.13. m (7-ft) coal seam for two cutting directions. Locations around and downwind of the shearer were monitored to evaluate relative changes in respirable dust levels as a function of each control parameter.

The National Institute for Occupational Safety and Health (NIOSH), with US Foam Technologies, Inc. and On Site Gas Systems, Inc., conducted research on the remote application of extinguishing agents with the intent of improving deployment strategies to limit miner exposure and to help ensure the best possible outcome during a mine fire. Full-scale in-mine were conducted at the NIOSH Lake Lynn Experimental Mine to determine the flow characteristics, stability and fire-suppression capability of gas-enhanced foam. The in-mine experimental work was designed to evaluate movement of gas-enhanced foam through mine workings closely simulating an underground coal mine environment and how long gas-enhanced foam would remain stable. This paper presents results of the experiments and provides valuable insight into mine fire deployment strategies for gas-enhanced foam technology.

Produce an annotated bibliography to serve as a comprehensive source of published information available on the use of soil amendments in coal mine reclamation and the characterization of coal mine soils. The Problem There is a substantial amount of information available tin coal mine reclamation and revegetation, particularly on the use of soil amendments to ameliorate site conditions and aid vegetation establishment, growth development, and productivity. Additionally, site characterizations based on chemical, physical, and mineralogical properties have been thoroughly researched. This information, however, is widely disseminated throughout various professional and scientific journals, State and Federal documents, proceedings of conferences, theses, and other technical writings. A critical need exists for a comprehensive and up-to-date summary of published information concerning the uses, methodologies, and types of soil amendments that arc necessary for reclamation success.

PETROLEUM INVESTIGATIONS. The work of the petroleum division of the Bureau of Mines during the period of the war was under the supervision of Chester Naramore, chief petroleum technologist. In its petroleum investigations the bureau cooperated freely with other Government bureaus and acted as a source of information on petroleum matters. COOPERATIVE WORK ON INTERALLIED PETROLEUM COMMISSION. On July 15, 1918, Mr. Naramore and W. E. Perdew, chemical en- gineer of the bureau, left for London to act as representatives of the United States Fuel Administration and the United States Shipping Board on the Inter-allied Petroleum Commission. Numerous con- ferences were held with representatives from France, England, and Italy on specifications and requirements of the various allied Govern- ments for petroleum products, and for this purpose meetings were held in London, Paris, and Rome. EXAMINATION OF PETROLEUM FACILITIES IN FRANCE. The storage facilities and the transportation system in France were studied, and recommendations based on the information gained were made to the director of the oil division of the Fuel Administra- tion and to the chairman of the Shipping Board. Refinery plants in France were inspected, as well as filling stations and shipping facilities from ports in France and Italy to the various fronts and the petroleum base of the American Expeditionary Force at Romorantin. France. At the request of Ambassador Sharp, a re- port was prepared on the advisability of developing the petroleum resources in France.

Twelve subjects participated in an investigation of the biomechanical stresses of asymmetric lifting in stooped and kneeling postures. Three factors were manipulated in this study: Posture (stooped or kneeling), height of lift (35 or 70 cm), and weight of lift (15, 20, or 25 kg). Subjects were required to lift or lower a box every 10 seconds for a period of 2 minutes. Electromyography (PIG) of eight trunk muscles was collected during a lift in this period. The PIG data, normalized to maximum extension and flexion exertions in each posture, were input to a biomechanical model and used to predict compression and shear forces at the L, level of the lumbar spine. Results from the EMG-driven biomechanical model indicated that compression was greater when lifting to a higher shelf (p < 0.001), and indicated a significant interaction between posture and the weight of the lifting box (p < 0.01). Peak lateral shear was not significantly affected by any main effects or interactions (p < 0.05). Anterior shear was increased with increasing height of lift (p < 0.001), and also by the posture x weight interaction (p c 0.01). A multivariate analysis of variance (MANOVA) indicated a complex relationship for recruitment of the eight trunk muscles, with the triple interaction being significant (p < 0.001). The results of this investigation will be used to evaluate safe loads for lifting in these restricted postures.

Provide the mining industry with a wireless surveying system for increasing efficiency in the drilling of methane drainage or exploration boreholes. Approach The Bureau of Mines has pioneered the technique of methane control by drilling long, horizontal drainage holes from within the mine complex. It was recognized during the early drainage projects that a major portion of the drilling operation was dedicated to hole surveying. In some cases more time was actually being spent on the surveying operation than on drilling. The large amount of time required for hole surveying was the result of having to pump an instrument to the bottom of the hole, then retrieve it with an attached wire line. Naturally as hole depth increased, so did the amount of time needed to perform the survey operation. If the survey operation could be improved it was obvious that overall efficiency in drilling of long, horizontal methane drainage holes would be greatly increased. The Bureau of Mines, therefore, developed, fabricated and tested in an operating coal mine a permissible wireless survey system specifically designed for small diameter methane drainage drilling. The prototype survey system was completed in 1982 and was given the IR-100 Award by Industrial Research and Development Magazine. A second generation survey system is currently being constructed using updated state-of-the-art electronic technology. The second generation system will be more portable, more reliable, easier to maintain, and less costly.
