"PREFACEIn presenting this list of permissible explosives and blasting devices, the Bureau of Mines desires to call attention to pages 16 and 21 outlining the conditions in use under which, and only under which, the explosive or blasting device is permissible.In view of a recent publication recounting trade practice favoring the use of a blasting device without stemming, particular emphasis is placed upon condition 4 on page 16 and condition 2 on page 21. "Crude oils are capable of dissolving quantities of gas under pressure. This fact has been known for some time, but questions have arisen as to the effects of gas in solution upon the characteristics of the oil. Previous investigations4 show that gas in solution in an oil affects the viscosity and surface tension of the oil, but the effects on the volume and A. P. I. gravity of the oil have not been known. The results given in this report show that there is a decided change both in volume and in the A. P. I. gravity of the oil due to the solution of the gas in the oil under pressure. As gas is dissolved, the volume of the oil and the A. P. I. gravity increase. The converse of this phenomenon is also true: if the gas is released from a saturated oil, there is a shrinkage in volume and a decrease in A.P.I. gravity due to the release of gas from solution. However, various oils show marked tendencies to retain a portion of the dissolved gas upon releasing the pressure to that of the atmosphere. This retained gas has an appreciable effect on the volume and A. P. I. gravity of the oil because the oil does not resume its initial volume or gravity while it retains dissolved gas. In a sense the oil has been ""freshened"" and will not return to its original or weathered volume until it loses some of the lighter fractions. Wiggins5 has shown that a fresh oil decreases both in volume and in gravity because of the weathering of the lighter fractions while the oil is standing in storage tanks.This paper includes data attained during the determination of volume and gravity correction factors to be applied in the oil recovery investigations of the Bureau of Mines. Three oils having a wide range in gravity were used in determining the correction factors. These oils were from the Bartlesville-Dewey field, Oklahoma, the Seminole field, Oklahoma, and the Inglewood field, California. The same gas that was used in the oil recovery experiments was used throughout this investigation. Determinations were made of the volume and A.P.I. gravity increases resulting from the gas going into solution at 200, 400, 600, 800, and 1,000 pounds pressure; also the increases in the volume and gravity of the oil due to retained gas were determined after the dissolved gas was liberated from solution by releasing the pressure to that of the atmosphere.Samples of residual and liberated gas were taken throughout the investigation in order to study the selective absorption and selective retention by the oil of the various constituents of the gas. The analyses of these gas samples showed that there was selective absorption and selective retention of the constituents of the gas. The tests on Inglewood crude gave the most pronounced example of selective absorption and selective retention of the gas.All of the tests were conducted at a constant temperature of 709F."

This U.S. Bureau of Mines report addresses issues involved in using a limited number of training apparatus to give hands-on self-contained self-rescuer (SCSR) training to a succession of miners, and provides guidance regarding methods for minimizing the spread of infectious diseases. Procedures used for preventing the spread of infectious organisms in dentistry, cardiopulmonary resuscitation (CPR) training, and scuba training are examined. The sanitizing methods of three organizations that require individuals to insert the mouthpiece as part of the SCSR donning sequence are discussed. It was found that each of these organizations was able to render their mouthpiece assemblies microbe free simply and inexpensively.

"INTRODUCTION The float-and-sink test 5/6/ is generally the first test used in determining the washing characteristics of coal. The simplest form of the test is that of using one solution of such specific gravity that the test sample is separated into ""float"" and ""sink"" fractions. In practice, however, a series of solutions is used, and the sample is separated into a number of fractions of a definite specific-gravity range. Analyses of a series of fractions of this type are often referred to as the ""specific-gravity analysis,"" and are of great value in the selection, construction, and operation of commercial washing equipment.The test is rather simple to use, provided a number of conditions are recognized and as many as possible held constant, such as:1. In laboratory testing, two types of solution are available -Aqueous solutions of calcium and zinc chlorides.Mixtures of organic liquids such as carbon tetrachloride, benzene, gasoline, bromoform, etc.2. Absorption of the solution by the coal,3. Solvent action of the solution toward the coal.4. Constancy of specific gravity during the test is affected by temperature changes, dilution, and evaporation.5. Personal technique of the test, such as the time the coal is in the liquid, rate of adding the sample to the liquid, stirring, time of draining, etc.6. Moisture content of the coal as tested."

The basic mining law of French Morocco is the Edict of 1914, "Danir of Jamary 19, 1914, for the Regulation of Mineral Prospecting and Exploitation in the Zone of the French Protectorate of the Cherifien Empire," which, as the preamble states, was promulgated at the instance of the Director General of Public Works, in consideration of the fact that mines constitute one of the sources of wealth of the Empire. According to a consular report, dated May 18, 1923, by Bradford, men- tioned above, the mining industry of that country, aside from the exploitation of the extensive phosphate deposits, can scarcely be said to exist, but the potential field for mining is promising. However, no large-scale exploitation of the mineral wealth of French Morocco can be hoped for until there is complete pacification of large areas that are still in an unsubdued state or until adequate transportation facilities, scientific prospecting, and large investments of cap- ital are assured. An edict in 1920 (Dahir of January 27, 1920) modified the law mentioned above by declaring the prospecting for and the exploitation of phosphates to be exclusively reserved to the Government. The Dahir o. August 7, 1920, announced the creation of the Cherifien Phosphate Office (Office. Cherifien des Phosphates), a State monopoly charged with the exploration, management, and exploitation of the phosphates of Morocco.

An instrument that is sensitive , portable , safe , and low in cost was developed by the Bureau of Mines for detecting helium leaks by comparing the thermal conductivity and flow rate of the atmosphere around the suspected leak against a reference of helium- free air . A vacuum pump pulls the sample gas through a restriction and over thermistor elements , the combined electrical output of which is affected by thermal conductivity and flow rate of the sample gas . Tests showed that the battery - operated Helium Leak Detector was effective and rugged instrument that could be operated safely in explosive atmospheres . The instrument could also detect , but not identify , other gases such as methane , hydrogen , argon , carbon dioxide , and Freon 12 .

The size and accessibility of the Minnesota manganiferous iron ore deposits make them attractive as a potential source of erromanganese, which is essential in the production of steel. For several years the Bureau of Mines has been conducting experiments to determine the feasibility of producing ferromanganese from these ores by a three-step process which involves (1) the smelting of the ores in the blast furnaoe to produce a high-phosphorus spiegel; (2) the treatment of the spiegel produced from step 1 in an electric or open-hearth furnace to separate the manganese from the phosphorus and the iron; and 3) the smelting of the high-manganese slag from step 2 to produce forromanganese. The details of the first two steps of the process and the results of tests with the experimental furnaces Lave been given in previous reports.5 The m$ or part of the experimental work on the second step has been conducted in a half-ton open-hearth furnace. Some preliminary tests showed, however, that the electric furnace has some distinct advantages over the open hearth for producing, from high-phosphorus spiegel, a slag containing from 45 to 55 per cent manganese and phosphorus and iron in amounts required for ferro-grade ore. The electric furnace tests described in this paper were made to get more information as to the possibilities of the electric furnace in connection with this problem and to study the fluxing effect of alumina on high-manganese slags. Herty, Conley, and Royer have reported' results of laboratory tests which showed that slags containing from 60 to 75 per cent MnO, from 8 to 10 per cent S102, and small amounts of CaO MgO, and FeO, were sufficiently fluid at 1,450° to 1,550° C. to pour readily if 12 to 14 per cent alumina was present. "Effects of Bisbenzylisoquinoline Alkaloids on Alveolar Macrophages: Correlation between Binding Affinity. Inhibitory Potency and Antifibrotic Potential. CASTRANOVA, V., KANG, J-H., MA. J. K. H., Mo, C-H., MALANGA, L. J., MOORE M. D., SCHWEGLER-BERRY, D.. AND MA. J. Y. C. (1991). Toxicol. Appl. Pharmacol 108, 242-252. The Chinese have conducted extensive studies concerning the medicinal properties of plant products. In this investigation the ability of three bisbenzylisoquinoline alkaloids to inhibit particle-induced activation of alveolar macrophages was evaluated and this inhibitory potential was correlated with the ability of those drugs to bind to membrane components. Tetrandrine. i.e.. an herbal medicine used as an antifibrotic agent in China, was a potent inhibitor of particle-stimulated oxygen consumption, superoxide release, and hydrogen peroxide secretion by alveolar macrophages. Tetrandrine also exhibited substantial binding affinity for membrane lipids and alveolar macrophages. In contrast, tubocurine, an analogue with little antifibrotic potential, exhibited low binding affinity and had little effect on macrophage activation. Methoxyadiantifoline, an alkaloid of unknown antifibrotic potential, exhibited inhibitory and binding properties similar to those of tetrandrine. The data indicate that a strong relationship exists between the antifibrotic potential of these alkaloids and their ability to bind to alveolar macrophages and inhibit particle-induced activation of these phagocytes. These drugs should serve as useful probes to evaluate the role of alveolar macrophages in pulmonary fibrosis. © 1991 Academic Press, Inc.Chronic silicosis is a fibrotic disease resulting from occupational exposure to silica dust. It is manifested initially by an increase in the quantity of pulmonary surfactant (Dethloff et al., 1986). However, in later stages it is characterized by an increase in collagen formation and the development of concentric hyalinized nodular lesions in the lung (Ziskind et al., 1976). Although mechanisms for the progression of silicosis have not yet been completely defined, activation of alveolar macrophages by respirable silica particles is believed to play an important role in the etiology of this disease. Studies from our laboratory have shown that both in vitro and in vivo silica exposures result in a stimulation of macrophage release of reactive products capable of damaging the lung parenchyma (Castranova et al., 1990; Goodman et al., 1990). In addition, exposure of al¬veolar macrophages to silica results in the release of fibrogenic factors which enhance the proliferation of fibroblasts and the synthesis of collagen by these pneumocytes (Leibovich and Ross, 1976; Bitterman et al., 1982, 1983).The bisbenzylisoquinoline alkaloids, which represent the largest group among the iso-quinoline compounds isolated from the plant kingdom, are known to exhibit a broad rangeof pharmacological activities. Tetrandrine, for example, an alkaloid isolated from the root of Stephania tetrandra, has been tested for its antitumor, antihypertensive, and antisilicotic effects (Kupchan and Atland, 1973; Zeng et al., 1985; Yu et al., 1983). It is currently used in China as a treatment for angina, hypertension, and silica-induced pulmonary fibrosis (Li et al., 1981). Several related bisbenzylisoquinoline alkaloids such as methoxyadiantifoline and tubocurine have also been evaluated for medicinal effects. Methoxyadiantifoline has been shown to exhibit effects on the cardiovascular system similar to those reported for tetrandrine (Jia et al., 1988). However, to date, the antifibrotic activity of methoxyadiantifoline has not been evaluated. In contrast to tetrandrine, tubocurine, a structural analogue of this drug, has been reported to be relatively ineffective against fibrosis (Mo et al., 1982)."

The Bureau of Mines and many member companies of the Industrial Sand Association have been working in several areas to reduce personal exposure to respirable dust. Areas investigated include ventilation, modification of hardware, moisture addition to the product, and improved housekeeping practices. Ventilation systems have been devised and shown to contain 100 pct of a tracer gas released within the hood. An industrial clean air island has been developed and shown to reduce dust levels 90 pct at the opera- tor's position, Modification of hardware on a bag filling machine has been demonstrated to reduce dust 83 pct at the machine operator's lapel. This particular development has been termed a significant advancement in the state-of-the-art of bag filling by industry representatives. Addition of moisture to dried product materials has been tested with results showing dust reductions of 90 pct are possible!, Control of the moisture addition method still needs refinement and costs may be prohibitive. Dust sampling results clearly show the benefits of housekeeping practices such as building cleaning and vacuum sweeping. Rotation of work schedules is also effective for reducing personal exposure.

The Bureau of Mines compared the effects of surface-active chemicals with those of pure water on core-drilling rock and quartz and on fracturing quartz. The objectives were to determine if these chemicals assist drilling and fracturing rock and if zeta potential control was worth pursuing as an aid to full-scale drilling. All tests were performed in the laboratory. No significant increases in drilling rates were observed for 1 to 10,000 ppm Al (as AlC13) in flushing water when drilling microcline or serpentine, nor for 1 to 10,000 ppm Mg (as MgC12) when drilling microcline or marble. Concentrations near those giving a zero zeta potential were used with microcline and marble. A 50-pct rate increase was observed for drilling quartz in 0.7 ppm oleylammonium acetate, which gave a zero zeta potential. No other concentrations were used. No effect on the tensile strength of quartz thread in 0.05 ppm Al (as AlC13), which gave a zero zeta potential, was observed. Heptanol, reported to give a zero zeta potential on quartz, did not reduce the bending strength of small quartz bars below that in water. These generally negative findings raise doubt about the usefulness of zeta potential control in full-scale drilling. The results, combined with previous studies, suggest that controlling physical properties of drilling fluids, such as viscosity, is more useful than altering chemical properties.

The Bureau of Mines conducted laboratory batch flotation tests and continuous pilot plant flotation tests on a complex calcareous fluorspar ore from Cave-in-Rock, Ill., to determine the technical feasibility of producing commercial-grade concentrates by the sodium fluoride-calcium lignin sulfonate-fatty acid method of concentrating fluorspar previously developed by the Bureau. The continuous flotation tests, treating about 150 pounds of ore per hour, produced fluorspar concentrates assaying 96.4 percent CaF2; 90 percent of the fluorspar was recovered.

Thermodynamic properties of indium oxide (In203) have been studied with a high-temperature galvanic cell employing stabilized zirconia electrolytes. In the temperature range 790° to 1,230° K the free-energy change for the cell reaction 21n(1) + 3Cu20(c) = In203(c) + 6Cu(c) together with the standard free energy of formation of cuprous oxide gives the standard free energy of formation of indium oxide from the elements as ?Gf° = -218.78 + 75.34 X 10-3T ±0.7 kcal/mole. A third-law analysis yields the standard enthalpy of formation: ?Hf°298.15 = -221.5 kcal/mole.

Highly stressed rock in stopes continues to be a primary safety risk for miners in underground mines because this condition can result in failures of ground that lead to both injuries and death. Personnel from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health studied two methods for identifying stress in rock. A seismic tomographic survey, finite-difference analysis, laboratory measurements of compression wave (ultrasonic) velocities in rock cores, and site geology were integrated to evaluate the use of seismic tomography for identifying induced pressures in an underground pillar at the Edgar Mine, Idaho Springs, CO. Electromagnetic (EM) emissions were also investigated in the Galena Mine, a deep underground mine in Idaho, in an effort to determine if these emissions could be used as indicators of impending catastrophic ground failure. Results of this research indicated that (1) seismic tomography appears to be a useful tool for determining relative stress in underground pillars, while (2) EM emissions do not appear to be significant precursors of impending catastrophic ground failure.

The petroleum sector continued to dominate Ecuador's economic activity in 1978, accounting for nearly 10% of the gross domestic product (GDP) and 42% of total export earnings. In 1978, a more flexible petroleum export price was adopted which permitted an expansion of foreign market opportunities. During 1979, Ecuador took advantage of disruptions in the world petroleum supply and renegotiated existing export contracts to accomodate the rapidly escalating world market price. Petroleum sales on the spot market were maximized, and prices reached unprecedented levels. By taking royalty payments in-kind, Ecuador increased its volume of petroleum available for term and spot sales. Although the volume remained about the same as in 1978, the total value of 1979 petroleum exports increased to about $920 million, reflecting a 76% increase over the $523 million received for 1978 crude oil exports. Concerned about its steadily decreasing petroleum reserves (recently estimated at about 1.1 billion barrels), rapidly increasing and heavily subsidized domestic consumption, and the prospect of having to import substantial amounts of petroleum by 1983, Ecuador announced plane which it anticipates will double reserves within the next 5 years. The Government plans to spend $1 billion over the 5-year period. Plans include drilling 325 exploration and development wells and establishment of a secondary recovery program for the Sachs and shushufindi fields. Some exploration wells are expected to reach a depth of 17,000 feet. It is thought that substantial reserves exist in the southeast Amazon region. Late in 1979, it was announced that some 10 million hectares will be available for exploration tenders-probably in blocks of about 200,000 hectares each-in the Amazon jungle of the Orients and in the coastal and offshore regions. The Government planned to commission a private, independent analysis of Ecuador's petroleum reserves that would also include recommendations on efficient production levels.

A modified Unterzaucher method was applied to the direct determination of oxygen in coal. Coal samples were pyrolyzed in a nitrogen atmosphere, and the gaseous oxygen compounds liberated were converted to carbon monoxide by a platinized-carbon catalyst at 9000 C. After passing over heated copper and through a tube containing soda-asbestos and magnesium perchlorate, the purified carbon monoxide was oxidized to carbon dioxide by iodine pentoxide--liberating an equivalent amount of iodine. The iodine was titrated with 0.02 ~ sodium thiosulfate; in a few tests the weight of carbon dioxide produced was determined. Direct oxygen determinations of coal included organic oxygen from the coal substance, plus a small quantity of inorganic oxygen derived principally from carbonate minerals and from combined water of silicates in the mineral matter. The influence of mineral matter on the direct oxygen determination was investigated by testing (1) untreated coal, (2) demineralized coal from which most of the mineral matter except pyrite was removed by treatment with hydrofluoric and hydrochloric acids, and (3) coal samples treated with dilute hydrochloric acid.

A preliminary examination of the Houston strip-coal mine, situated on the Alaska Railroad at milepost 175 (61 rail miles north of Anchorage, Alaska) and a review of all available information resulting from early coal exploration activities in the area resulted in plans to investigate the coal-bearing formations at depth by means of diamond core drilling to indicate the existence of additional reserves of coal in close proximity to railroad transportation, where it would be quickly available to meet rapidly expanding military and civilian fuel requirements. From the date of mobilization of equipment, August 28, 1951, until date of suspension, August 18, 1952, 2,010 feet of diamond drilling was completed. Ten definable coal beds were cut, of which 2 appear to be persistent and minable over an area of approximately 1/2 square mile. Within this area the 2 minable beds contain approximately 5,000,000 tons of coal in place. Of the remaining beds, at least two others may be minable to the eastward near their projected outcrops; however, these and deeper beds (at least in the vicinity of the drill holes) lie beneath a zone of pressurized gas and brackish water. From a practical standpoint, continued development and utilization of the coal in this vicinity will depend on the operators' ingenuity in developing cheap mining methods and on diligent prospecting for strippable coal under the comparatively light glacial cover.

Background Carbon monoxide (CO) is an odorless, colorless gas that can cause illness and death by asphyxiation. Although the toxicity of CO is understood, CO exposure can occur from unrecognized sources. On April 2, 2000, a couple and their newborn infant were poisoned by CO migrating through the ground from blasting at a nearby coal strip mine into their home near Kittanning, Armstrong County, PA. They were treated at the hospital and diagnosed with CO poisoning. The infant had a carboxyhemoglobin level of 31%, the father 28%, and the mother 17%. Carboxyhemoglobin is the compound formed in the blood when CO is breathed. Persons not exposed to CO have carboxyhemoglobin levels of 0.3%-0.7%, and cigarette smokers have levels of up to 9%. Following release from the hospital, the family installed a CO detector in the basement of their home with the help of the local fire department. This Technology News briefly describes this incident to help increase awareness of the problem. It is discussed in more detail by Eltschlager et al. [2001]. Figure 1 shows the coal strip mine believed to have generated the CO. The initial suspect for the source of the CO was the furnace in the house. Only later did it become apparent that blasting at the nearby strip mine might be the culprit. A State investigation concluded that CO had migrated approximately 500ft from the blast, through the ground, and into the home. Figure 2 shows the locations and order of blasts at the mine. Initially, the mine did not plan to blast. Overburden generally consisted of weathered shale that could be dug without blasting. However, the mine decided to blast when hard sandstone that could not be dug out was encountered within 3 ft of the coal top. The blasting was intended to break up the sandstone. Blasting was done using bulk ammonium nitrate-fuel oil (ANFO) in 6.25-in holes 25-30 ft deep on a 16-ft by 16-ft pattern, with charge weights ranging from 17 to 170 lb. The closest blast to the home was 430 ft on April 17, 2000. The distance from the home to the blast area on the day when CO was first reported (March 31, 2000) was 500 ft. Twenty blasts were detonated at the mine between March 7, 2000, and April 20,2000. The blaster was careful to prevent fly rock since another home was only 150 ft away and a garage was 50 ft away. The quantity of explosive used in the blasts was sufficient to break the sandstone, but was less than would normally be used to blast overburden. The holes were typically one-third explosive and two-thirds stemming, with powder factors averaging 0.43 lb/yd3. Additionally, the muck was not immediately excavated after each blast. The heavy confinement on the explosive acted to prevent the typical release of blasting fumes into the atmosphere. Instances of CO migrating from blasts into homes have occurred before, but generally the distances involved were under 150 ft. It is believed that the blast design contributed to the confinement of CO in the ground, and discontinuities in the ground strata facilitated migration toward the residence. Upon inspection of the blast pitwall, a regular system of joints was observed. These joints are oriented roughly from the blast pit toward the house (figures 3-4).Blast-generated CO appears to have been driven into the joint system, displacing the air. When the joint system was saturated, the next succeeding blast pushed the CO into an uncased well next to the house (a high level of CO has been measured in the well shortly after a blast). From there, the CO entered the French drain system and then the basement of the house. The joints are vertical cracks through rock layers that occur on a regular spacing (figure 3). They are most common near valley slopes and are caused when valley walls converge as the stream cuts down through the rock layers. Often called hill seams, they roughly parallel the valley walls, but can curve and split, creating a pathway for gas movement (figure 5). These fractures are often encountered when underground mining proceeds close to outcrop. The system of fractures at the Kittanning blast pit was well developed and provided a path for transmission of CO both through the sandstone and up and through the overlying shales. Blasting engineers should be able to distinguish naturally occurring fractures from blast fractures and note the frequency, development, and orientation of the hill seams and their proximity to occupied houses.
