Exposure to mineral aerosol is an occupational health hazard in mining and mineral processing industries because of the risk of developing pneumoconiosis. Agricola (1556) described this hazard for metal mining in Carpathia. He described shortness of breath and consumption, conditions that are now associated with asthma and emphysema. By the end of the nineteenth century, several respiratory diseases were known to affect miners, including silicosis and coal workers' pneumoconiosis (Fletcher, 1948; Seaton et al., 1981). For example, silicosis, not tuberculosis, was clearly recognized as the hazard in the Vermont granite quarries and stone-cutting sheds (McFarland, 1927). The Gauly Bridge Tunnel disaster in the mid-1930s caused the deaths of an estimated 700 workers by acute silicosis and focused the nation's attention on this disease (Cherniack, 1986). By the mid-twentieth century, it was clear that risk of simple pneumoconiosis is associated with a miner's cumulative exposure to mine aerosol in the respirable size range and that prevention lies in reducing that exposure through regulation (Seaton, 1986). In the United States, regulation of mine worker exposure to airborne mine dust is the responsibility of the Mine Safety and Health Administration (MSHA) in the U.S. Department of Labor. The key legislation relating to improved mine worker health was the Federal Coal Mine Health and Safety Act, enacted in 1969 (U.S. Congress, 1969) and subsequently amended as the Federal Mine Safety and Health Act of 1977 (U.S. Congress, 1977). MSHA receives technical assistance from the National Institute for Occupational Safety and Health (NIOSH). NIOSH also provides recommended exposure limits (RELs) for contaminants to MSHA. MSHA's regulation of mines includes the establishment of a dust standard administratively based on the these RELs. Some mine operators must submit a dust control plan designed to meet the dust standard. Periodic mine inspections determine if mines are com- plying with both the dust standard and the dust control plans (MSHA, 1991). The most common dust measurements are those for respirable dust (according to the definition given in Fig. 26-7), that is, the fraction of aerosol particles able to reach the gas exchange region of the lungs. The other health-related size fractions (inhalable and thoracic-see Fig. 25-1, and "total" dust) are also occasionally measured. A "total" dust measurement is defined by the common practice of the last 30 years or so, using 25 mm or 37mm plastic cassettes (e.g., from PAL, MIL, SKC ). The types of mines have been categorized

Two molten salt systems were evaluated as electrolytes for the repetitive recovery of tungsten from tungsten oxide (W03) made by calcining commercial-grade ammonium paratungstate. Using a sodium chloride-sodium fluoride-potassium aluminum tetrafluoride electrolyte at 800° C, 1 pound of 99.8 percent tungsten was recovered for each 2.7 kilowatt-hours of energy consumed. The metal contained 1,100 ppm carbon, was in dendritic masses of spherical grains, and had an apparent bulk density of 5.41 g/cm3. T ngsten of 99.9 percent purity was won from a sodium pyrophosphate-sodium tetraborate-sodium chloride electrolyte at 1,000° C; 6.0 kilowatt-hours of energy was consumed for each pound of metal recovered. The metal contained 120 ppm carbon, was in dendritic masses of hexagonal acicular crystals, and had an apparent bulk density of 7.25 g/cm . Each metallic impurity--aluminum, calcium, copper, iron, nickel, and silicon--in the two tungsten products was 16 ppm or less.

The Bureau of Mines has been involved in the drilling of vertical, horizontal, and directional coalbed gas drainage boreholes for mine safety since 1964. In that time, boreholes have been drilled in most of the major coal regions of the United States under a wide variety of geologic conditions. Many of the geologic conditions that occur in the coal measures are detrimental to gas drainage; others may be beneficial. Analytical techniques to determine the gas content of coal samples and evaluate regional trends of gas distribution have been developed. Drilling techniques that maximize the acquisition of coalbed gas data and geologic information have been determined. Although some of the geologic factors influencing the placement and potential success of coalbed gas drainage boreholes have been reported in papers on individual projects, a complete, systematic compilation has not previously been available. The objective of this paper is to pro- vide information on specific geologic factors that should be considered prior to, during, and after the drilling of coalbed gas drainage bore-holes. Many of the commonsense considerations that have been learned through many years of Bureau of Mines experience, but have generally not been reported formally, are included for those who may be considering coalbed gas drainage drilling for the first time, or who have not had the opportunity to encounter a substantial number of geologic situations.

The Bureau of Mines studied the conversion of a variety of cellulosic wastes, for example, sawdust, bovine manure, sewage sludge, urban refuse (free of metal and ceramics), etc., to heavy oils. The objective of the investigation was to determine the scope of the reaction and elucidate the chemistry involved. The reactions took place in the presence of synthesis gas and water or carbon monoxide and water under conditions of elevated temperatures and pressures. Waste conversions above 90 pct, often near 99 pct, with oil yields in the range of 40 to 60 pct, were obtained in the temperature range of 250° to 425° C and pressure range of 1,500 to 4,000 psig. Because mild conditions were sought, most of the experiments were conducted at temperatures of 250° to 350° C and pressures of 1,500 to 3,000 psig. In general, lower viscosity products were obtained at higher reaction temperatures. Conversions and oil yields were significantly increased by operating in the presence of a high-boiling oil; either anthracene oil or oil recycled from the process was satisfactory. Synthesis gas containing 50 pct carbon monoxide gave satisfactory results as a replacement for carbon monoxide. Cobalt molybdate on alumina catalyst, used with sodium carbonate, gave a product of lower viscosity and lower oxygen content than sodium carbonate used as the sole catalyst. The waste-to-oil process has been successfully investigated in continuous flow equipment as well as in batch autoclaves.

This Bureau of Mines report describes a new type of scrubber (dust collector) and ventilation system built into the auger support frame (boom) of a Jeffrey 120L continuous mining machine. With this twin scrubber arrangement, one scrubber is mounted into each side of the boom. Each scrubber includes a 2,500-cfm fan, a flooded fibrous-bed scrubber panel, and a water droplet eliminator. The system was designed for minimum size and adds only a few inches to machine height. Exhaust duct design allows flexibility with various airflow configurations to suit both blowing and exhaust fare ventilation systems and brattice distances ranging up to 20 feet. Full-scale tests with exhaust ventilation were conducted at a Mine Safety and Health Administration surface facility at Bruceton, Pa., to determine the scrubbers' methane dilution capability. Several configurations of the twin scrubber-ventilation system produced striking improvements in face methane dilution when compared with conventional systems.

Comprehensive world mineral industry investment data do not exist, but limited material published on aggregates of in vestment in some elements of the world mineral industry suggest a continued up-turn in the investment level, at least in market economy countries in 1989. Steel industry investments in Organization for Economic Cooperation and Development (OECD) countries are not yet available for 1989 but, as shown in table 6, increased by 22.1% in 1988, after showing a decrease of 5.2% (revised) in 1987. The pattern of investment ups and downs varied during 1988 within country blocs and economic alliances showing no particular trends. Investment in the steel industry by the United States increased by 58.3% between 1987 and 1988 and was 1 1.9% higher than the previous highest amount invested during the 1984-88 period but was still 41.5% less than the amount invested in 1983. Investment in the steel industries of the European Coal and Steel Community (ECSC) dropped again in 1988 from the revised amount for 1987, which became the first drop after several years of steady growth in what became the expanded ECSC in 1986. This drop in 1988 was the result of lower investments by Denmark, France, the Federal Republic of Germany, Ireland, Italy, Luxembourg, the Nether- lands, and Spain, investments grew or remained level in Belgium, Portugal, and the United Kingdom in 1987 and 1988. A decrease in investment in the Canadian (-26.6%) steel industry was offset by in- creases registered by the members of the European Free Trade Association (EFTA) of 31.7%, by Japan of 19.8% by Turkey of 22.4%, and a slight increase by the nations of Latin America. If data for the world steel industry as a whole, including those of the centrally planned economy countries, were available, the same pattern presumably would be shown as that reported; that is, it would remain fairly stable, with increases in some countries being offset by decreases in others. However, the lack of comprehensive information on the centrally planned economy countries makes it impossible to determine whether the overall trend was up or down despite recorded increases or decreases in production of the materials involved. "The US Bureau of Mines and the University of Minnesota have developed design and performance criteria for a personal diesel exhaust aerosol sampler for underground coal mines. These are based on the premise that size can be used to separate diesel exhaust aerosol, which is mostly submicron in size, from coal dust aerosol, which is mostly greater than a micron in size. The sampler has three stages: a respirable aerosol preclassifier, a 0.8-um aerodynamic diameter inertial impactor to collect mineral dust and a final filter to collect the diesel aerosol. Using a sample flow rate of 2 L/min and gravimetric analysis to within 0.1 mg, the measure sub-0.8 um diesel aerosol has an a-priori limit of detection of 0.3 mg/m3.A miner working in an underground coal mine with diesel equipment is exposed to a wide array of pollutants from the diesel exhaust. These include CO, CO2. NO, NO2, SO2, diesel exhaust aerosol, and a variety of hydrocarbon compounds. A quantitative definition of the health risk resulting from these exposures remains elusive. During the past several years, though, progress has been made in defining the problem.Results from epidemiological studies by Garshick et al. (1988 ), animal inhalation studies by Mauderly eta). (1986), Iwai et al. (1986), and Brightwell et al. (1986) and in vitro studies by Lewtas et al. (1986) have provided sufficient data for the National Institute of Occupational Safety and Health (NOSH) to recommend that ""whole diesel exhaust be regarded as a 'potential occupational carcinogen,' as defined in the Cancer Policy of the Occupational Safety and Health Administration"" (NIOSH, 1988). NIOSH further stated that ""though the excess risk of cancer in diesel-exhaust-exposed workers has not been quantitatively estimated, it is logical to assume that reduction in exposure to diesel exhaust in the workplace would reduce the excess risk.""The Mine Safety and Health Administration (MSHA) has also been directed by an advisory committee to establish a diesel exhaust aerosol standard and to establish regulations to minimize exposure to diesel pollutants in underground coal mines (MSHA,1988). Both reports point out the need for development of measurement techniques for respirable diesel aerosol.In the past four years, the US Bureau of Mines (Cantrell,1987 and Cantrell, et al. 1987), in cooperation with Marple, et al. (1986), at the University of Minnesota's Particle TechnologyLaboratory (PTL), have studied the use of size-selective sampling techniques to measure the mass concentration of diesel aerosol in underground coal mines. Results from these studies have been used to develop design and performance criteria for a personal diesel exhaust aerosol sampler for use in underground coal mines.These criteria are based on the premise that size-selectivesampling techniques,can be used to separate diesel exhaust aerosol, which is predominantly submicron in size, from coal dust aerosol, which is mostly greater than a micron in size. In addition to the performance criteria, this paper discusses the laboratory and field test data used to develop the criteria."

This report discusses research being done by the Petroleum and Natural Gas Branch und the Applied Physics Branch of the Bureau of Mines to deter-mine the most effective uses of explosives in shooting oil and gas wells, as measured in terms of rates of production from the wells. An experimental investigation of the effects of detonating explosives in shallow holes drilled in rocks, chosen to be similar to those forming oil and gas reservoirs, forms the basis of this study. Records obtained from strain gages placed in the rock around the experimental shots permit determination of the generation and propagation characteristics of the strain wave. Water-injection tests made on the test holes before and after shooting allow the increase in fluid conductivity resulting from the shot to be determined. By rotating these data to the physical properties of the rock, and by conducting shooting experiments over the range of rock types common to oil and gas reservoirs, it is expected that relationships between the fluid conductivity and the properties of the explosive and rock can be developed and used for designing efficient shots for oil and gas wells. Four series of experiment.al tests were completed during the summer of 1949 and are described herein. The results of these tests confirmed the feasibility of the experimental approach and permitted outlining the plans for future research discussed in this report. This report is presented to acquaint industry with this research program and the progress to date, so that the Bureau may have the benefit of suggestions from interested readers.

The organic act passed by Congress in 1910 instituting the Bureau of Mines provided that the director of the bureau should promulgate such investigations as might be necessary to determine the causes of mine accidents and the best methods of preventing them. With the object of accident prevention in view, Director Joseph A. Holmes, and others who were pioneers in the bureau, conceived the Plan of having first-aid and mine-rescue training as one of the major activities of the Bureau. Out of this plan grew the first-aid and mine-rescue contests, which have been featured as an incentive for men to take courses in this type of mine safety training. The first appropriation for mine-accident investigations became available on July 1, 1908, under the jurisdiction of the U. S. Geological Survey, with Dr. J. A. Holmes in active charge. During 1908 there had been some first-aid training in the Pennsylvania anthracite field and a start made in Illinois, although there appears to be no exact information as to when or where first-aid training in the mining industry first became a reality, it is generally conceded that the St. John's ambulance corps of Scotland was one of the first - if not the first - to make the work effective. In 1911, to celebrate the establishment of the Bureau of Mines and the formal opening of the Pittsburgh, Pa., station, a first-aid and mine-rescue demonstration was conducted on Forbes Field, Pittsburgh. President William Howard Taft and many other men notable in public life were 2 resent. This was the first general national contest of the kind held it the United States; and since then there have been a number of nation-wide first-aid and mine rescue contests, as well as some which have been international in scope. There are over one hundred first-aid and mine-rescue contests of various kinds held annually in connection with mining and the allied industries.

This U.S. Bureau of Mines report presents an evaluation of the coal mining industry's impact on the economy of Pike County, KY. A software package called IMPLAN was used to perform the analysis. The results of this study show that coal mining was the primary income producing industry in Pike County in 1990, accounting for about 46% of the county's Total Industry Output, and 21% of the total employment.. Coal production in that year amounted to 29.6 M mt (32.6 M st). Two alternate economic scenarios were developed to study the potential effects of changing coal market conditions on the county. Scenario A assumes market changes result in a coal production increase of 4.5 M mt/yr (5.0 M st/yr), and scenario B assumes a decrease of 4.5 M mt/yr (5.0 M st/yr). Scenario A would result in a 15.3% rise in the value of Pike County's Total Industry Output, adding a total of 1,663 jobs (+6.1%) in all sectors in the county. Scenario B would have the opposite effect, decreasing the Total Industry Output and employment by identical amounts. Such knowledge would allow local and regional officials to anticipate the economic and social impacts of shifts in coal production, and plan accordingly to mitigate impending changes.

The United States Bureau of Mines contracted Norecol to prepare a report identifying the regulatory processes associated with metal mine development in British Columbia using the Snip Mine as a case study. The intent of this study is to assist industry and regulatory agencies in developing understanding as to differences in objectives, perspectives and operating methods. The case study will be incorporated into a larger report summarizing the comparative advantages and disadvantages of metal mine permitting in British Columbia and Alaska. The purpose of the report is to identify the development schedule and permitting process at Snip which will assist the U.S. Bureau of Mines in suggesting improvements in environmental review and permitting processes for mine developments. The report provides an abstract of the environmental assessment review processes in Canada and the Mine Development Review Process in British Columbia and provides an understanding of the linkages between policy, legislation, and environmental review.

Five conclusions that emerged from ADL's Contractor Noise Measurements Assessment done for the Bureau of Mines and the 7 December 1971 Bureau of Mines Contractors' Round Table Meeting in Boulder, Colorado were: ? a limited amount of good data has been obtained for characterizing the noise environment for electromagnetic (EM) coal mine operational/emergency communications systems; ? significant noise date gaps still exist; ? suitable instrumentation and data analysis methods are available for filling these data gaps; ? the immediate and most important data gaps should be filled by means of a timely field measurement effort that is purposely limited in scope and duration; ? this field measurement effort should preferably be carried out by a team knowledgeable and experienced in coal mine EM noise measurements.

This report describes a program to evaluate the feasibility of determining roof features which occur in United States coal mines from changes in bolting machine drilling parameters. The ultimate purpose of this effort is the development of an instrumented roof bolting machine which can detect hazardous roof conditions and/or indicate when the existing roof control plan is inadequate. A survey of hazardous conditions occurring in United States coal mines is included, along with the slang expressions for these conditions, and their relative degree of hazard. Specific machine parameters are identified for detecting the specific roof conditions. Measurement concepts are proposed using readily available instrumentation in most cases. Various systems are evaluated and tradeoffs presented. An implementation plan is proposed for developing a prototype system and using it in an operating coal mine.

The Bureau of Mines conducted laboratory tests to determine the slurry transport and deposition properties of coal waste. A 188.5-ft pipe test loop was constructed with instruments to measure density, flow, and power and discharge, suction, and differential pressures. A 20-ton ample of Western coal waste was crushed and screened to 100 pct minus 1/2 in. Eight loop tests using this graded waste were run at slurry densities ranging from 1.15 (25 wt-pct solids) to 1.46 (60 wt-pct sol-ids) 0 The resultant friction-'pressure gradients ranged from 0,06 to 0.24 ft of water per foot of 4-in standard steel pipe. Particle-size degradation was significant.. In a typical loop test lasting 25 min, the minus 200-mesh fraction increased from 19 pct to 34 pct. Deposition tests showed that without the use of a flocculant, the slurries would not dewater when left to stand for 1 week. With flocculant, additional water was releas2d; however, the settled slurries remained thixotropic. Further testing is necessary to determine their suitability for use as backfill material in active mines.

The mining literature is replete with descriptions of methods and costs of operation at producing mines. To day the mine manager can find published information bearing upon almost any problem with which he may be faced. From this literature he can familiarize himself with methods employed by otter operators for coping with problems similar to his own, under more or less parallel conditions. Transaction of mining societies, publications of the U. S. Bureau of Mines, technical journals, and handbooks all afford valuable information dealing with operating methods and costs, Very little has been published, however, regarding methods and costs of equipping and developing new properties and bringing them to tae productive stage. There may be some question in the minds of many as to the value of papers on this subject, due to the great variety of conditions encountered. No two prospects are alike. Obviously, it is impossible to forecast what expenditure will be required to develop a mine from a raw prospect or even to predict whether the prospect can be developed into a productive mine.

The appraisal of mineral resources of the Challis National Forest, Idaho, by the U.S. Bureau of Mines, was made so that the mineral resources of the forest could be appropiately considered in land use planning. Information from this study is intended to tip the U.S. Forest Service to incorporate mineral resource data into forest plans The study was done in conjunction with the U.S. Geological Survey, which released a companion report on the geology and mineral potential of the Challis National Forest in 1989. This summary report is derived from a more detailed USBM Open-File Report (MLA 6-91) that includes descriptions of mines and prospects, commodity profiles, and development cost models. Since the 1860's mines within the Challis National Forest have produced mineral commodities worth more than $590 million at current (1989) commodity prices. Identified mineral resources have a gross value of about $2 billion at current prices, including 8 strategic or critical minerals. The U.S. Bureau of Mines study identified and described 723 active and inactive mineral properties within the forest. Mineral properties with identified resources were evaluate to determine their economic significance, and an assessment was made of the feasibility of mineral development. Of the 2,516,191 acres in the Challis National Forest, about 390,000 acres were classified as having mining development interest. Commercially important mineral production, mainly of molybdenum, gold, and silver from the Challis National Forest is likely for the foreseeable future.

The Zebulon manganese deposit has been known for a number of years. It is situated about 3 miles east of Zebulon, Wake County, N. C., on the Avon, Privett property (fig. 1). The deposit outcrops as a vein, or dike averaging-16 to 20 feet in width. Drilling by the Bureau of Mines has shown that this outcrop results from consolidation of a number of small stringers near the surface. The surface width and the Percentage of manganese oxides (resulting from. weathering) diminish with depth. Below 50 to 80 feet, the vein material is mainly quartz and spessartite garnet. The deposit was first examined by W. T. Benson, a Bureau of Mines engineer, in 1941. The Bureau conducted a diamond-drilling exploratory program an the property from November 7, 1944, to January 25, 1945. A. total of 2,508.5 feet was drilled in 14 holes along the strike of the deposit.
