This paper describing the milling practice at the concentrator of the Harmony Mines Co. is one of a series being; prepared by the Bureau of Mines on milling methods and costs in the United States. For the period February 15, 1929, to June 1, 1929, the concentrator treated 200 tons of copper ore per day containing 3.84 per cent copper and recovered 99.2 per cent of the total copper in concentrates averaging 26.61 per cent copper. Milling practice at the Harmony Mines is in most respects similar to the usual practice at the average flotation concentrator producing bulk flotation concentrates. The exceptionally high recovery is due to a number of minor conditions. These minor details will be stressed throughout this paper.

This paper describing the milling practice of the Hecla Mining Co. is one of a series being prepared by the United States Bureau of Mines. The concentrator of the Hecla Mining Co., which utilizes combined gravity and flotation methods, is located at Gem, Shoshone County, Idaho, about 2 miles south of the Hecla mine at Burke. It has a maximum capacity of 900 tons per day and all ore treated is drawn from the company's Hecla mine. Milling ore for 1910 contained 9.7 per cent of lead, 1.2 per cent of zinc, and 4.77 ounces of silver per ton.

Graphite occurs in many places in the United States, but previous to 1914 the domestic production amounted to only 15 to 20 per cent of the natural graphite consumed in this country. Including artificial, graphite, the proportion was about 25 per cent. During the World War the production of both natural and artificial graphite increased until, in 1918 it, contributed more than one-half of the available supply, and since 1919 the proportion has not fallen below 40 per cent. Except during the war period, however, this apparently increasing independence has not been due to any large increase in production from domestic mines. It simply reflects a larger output of artificial graphite and reduced imports of Ceylon lung and chip, grades which have never been produced in substantial quantity in the United States. DOMESTIC DEPOSITS3 American graphite deposits, though numerous and often large, are characteristically low-grade. They constitute an abundant source of potential supply, but in normal times they have proved relatively costly to work, and even at the same price the various products have never been able wholly to displace certain imported qualities, notably crucible grades from Ceylon and pencil graphite from Mexico.

A brief resume follows of some recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous-Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors during their inspections of bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, following further consultations with representatives of management and mine workers, and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. The inspectors were active in making prompt investigations of hazardous mines that had been closed by order of the Coal Mines Administrator to determine if enough improvements had been made to allow the mines to reopen. Federal coal-mine inspectors also had temporary authority to close mines they found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.

On the night of June 8, 1917, the flame of a carbide lamp accidentally set fire to the uncovered and frayed insulation of an armored power cable near the 2,400-foot level of the North Butte Mining CO.'s Granite Mountain shaft. How this, insulation accidentally became exposed is explained on page 15. The highly flammable oiled fabric set fire to the shaft timbers, and as this is a downcast shaft the fire spread with great rapidity, soon filling the mine workings with smoke and gas. At the time 410 men were working underground, 247 of whom escaped by various means, but most of the 163 remaining were probably overcome soon after the fire started, and perished. Only two men were actually burned. The cause of the disaster was purely accidental. The immediate effect was the unexpected reversal of normal conditions; the ultimate effect was great loss of life and the destruction of the main hoisting shaft, putting it temporarily out of service. The work of rescue and fire fighting continued eight days. The following pages present an attempt to draw some practical conclusions and suggestions from this disaster. The property of the North Butte Mining Co. consists of about 220 acres in the northeastern part of the Butte district, Montana. Next to the Anaconda Copper Mining Co. it is the largest producer of the district. In 1916, the year before the disaster, there were 1,160 men employed. The output was 560,947 tons of ore, which yielded 24,498,181 pounds of copper, 1,047,063 ounces of silver, 1,712 ounces of gold, and 412,953 pounds of zinc. The profit was $2,479,595. The total development work for that year was 21,694 feet. During the first half of 1917, the year of the accident, the daily tonnage of ore averaged 2,000, an increase of 400 tons over that of the year 1916.

THIS is a summary of the available limit of flammability, autoignition, and burning-rate data for more than 200 combustible gases and vapors in air and other oxidants, as well as of empirical rules and graphs that can be used to predict similar data for thousands of other combustibles under a variety of environmental conditions. Specific data are presented on the paraffinic, unsaturated, aromatic, and alicyclic hydrocarbons, alcohols, ethers, aldehydes, ketones, and sulfur compounds, and an assortment of fuels, fuel blends, hydraulic fluids, engine oils, and miscellaneous combustible gases and vapors.

Since March 28, domestic producer prices on 99.5 percent aluminum ingot have been at 5l¢ per pound. Dealers in this same time frame have held ingot quotes at 49¢-50.5¢ per pound. COBALT: Imports from southern Africa in 1976 constituted 73 percent of total cobalt imports. Moreover, the United States is 98 percent dependent on imports of cobalt. For this reason, the Bureau of Mines is closely monitoring developments abroad to ensure an advance notice of any possibility of a shortfall in supply. Included in these imports were those from Zaire (41 percent directly from Zaire and 15 percent via Belgium-Luxembourg), Zambia (11 percent), and Botswana (6 percent). Also being closely watched are industry stocks.

This report presents results of a U.S. Bureau of Mines study of longwall gob material. The objective of this work was to determine material stiffness properties of the gob for use in numerical models of rock mass response to longwall mining, Photographs of actual mine gob were digitized to obtain approximate particle size gradations of gob material. The gradation curve was shifted down to a laboratory scale, and 20 uniaxial compression tests were conducted. Varying the maximum particle size was not found to affect the stress-strain behavior, but changing the gradation appeared to influence the stress-strain behavior. The stress-strain relationship of the simulated gob material was nonlinear, the stress-secant-modulus relationship was approximately linear, and the stress-tangent-modulus relationship was approximately a second-order polynomial function. Equations were generated from these curves, providing numerical modelers with a means to estimate gob moduli based on the stress level. In addition, the experimental data were statistically evaluated using multiple regression analyses, producing a series of equations to predict the secant and tangent moduli from the given stress level, bulking factor, rock strength, and thickness-to-width shape ratio of the particles.

The mining industry of the United States has for many years possessed the dubious aistinction of having the poorest accident rate of all of the major lines of industrial endeavor in this country, and until recently there ras little or nothing to show that any material improvement might be expected. However, there are now numerous trends indicating that the corner has ceen turned at last, and it is strongly hoped that the mining industry is likely to follow the railroads, the cement and other industries in operating with occurrence of only a reasonable amount of loss of life and limb through accidents. The complete accident figures for metal and nonmetallic mineral mining for 1931 are not yet available, but fragmentary data shor that 1831 vill un- questionably have very low accident rates, probably the lowest in the history of our metal mines. One underground metal mine has produced over 14,000,000 tons of copper ore rithout a fatality; another metal mining company with an electric slovel operation has handled upwards of 75,000,000 tons of material, copper ore and waste, without the occurrence of a fatality; an iron-ore compan, which orns six mines (three underground, three open pit), has operated every one for a year or more without a lost-time accident with a con- siderable number of employees and a large production; and alot.er iron-ore producer with 30 mines and about 3,000 employees as an average of nearly 10 months of operation in 1931 without a lost-time accident. umerous other wonderful safety records of metal mines in 1931 indicate unmistaimbly tat the record of the noncoal mining industry of the United States as a role in 1931 will undoubtedly be found to be excellent. According to the latest relatively complete figures (those of 1930) available for the coal industry, fewer than 650,000 persons are employed in and around the coal mines of the United States, the figures indicating at a little over 493,000 people are engaged in bituminous mining and a little under 151,CCO in anthracite mining. Owing to the broad scope of the content and the diversity of interests represented, the Annual Report for 1953 has been divided into two separate publications. Each has been published by the Bureau of Mines as a Report of Investigations, and the respective titles follow: R. I. 5043, Part I - Oil From Coal. R. I. 5044, Part II - Oil From Oil Shale. Identical in each report, the introduction summarizes research progress made in 1953 under the entire Synthetic Liquid Fuels program. This report is the 23d in a series summarizing research and technologic work by the Federal Bureau of Mines on coal and related investigations; it is the fifth report to be issued on a calendar-year basis.2/ Publications by Bureau personnel in 1958 are cited;3/ in addition work in progress during the year is briefly described. To conserve our reserves of coal the Bureau of Mines conducts a program concerned with the development of fundamental information on coal characteristics and behavior, and the improvement of technology related to its production and utilization. The ability to anticipate and meet future demands for coal depends on a number of factors: (1) Knowledge of reserves from a stand- point of both quantity and quality; (2) the development of improved mining methods, health and safety measures, and preparation techniques that will insure its most efficient exploitation; and (3) knowledge of the controlling factors in efficient use of coal in combustion, carbonization, gasification, direct and indirect hydrogenation, and other new processes. The Bureau is concerned with each of these areas.4/,5/

The purpose of this book is to provide an indication of what good hoisting practice is and how it might be achieved. To this end the book contains discussions of equipment and inspection and maintenance procedures developed and used by mining people in striving for safe, reliable hoisting equipment. Most of this information comes from domestic practice; the rest is foreign, notably from Canada. Most things discussed have long proved their general worth, and others promise to; a few are beginnings. However, nothing is conjectural or theoretical; the practices described herein are in use somewhere in the mining world. The stress is on equipment in use; it is not a design-guidelines manual. Nevertheless, there are some sections dealing with design material since it may be of value in a maintenance/ replacement sense. Mine hoisting installations encompass such a wide variety of equipment and conditions that it is impractical to specifically cover them all. This book mainly treats conventional systems using conventional components with some discussion of the more common unconventional (special) systems in use. There is no recognized definition for a "conventional" mine-hoisting system. Herein the term means those systems most commonly used in daily operations for transporting men, materials, and product-electrically driven drum and friction hoists, with guided conveyances running in vertical or inclined shafts. Beyond this, what "conventional" means is probably best illustrated by the topics discussed.

This report describes the development and application of PHASEQ/FLOW, a geochemical flow simulator capable of describing the dynamic changes in chemical composition of an aqueous solution during flow in a permeable medium. The solution components can react through intraaqueous reactions, redox, precipitation, or dissolution. The assumption of local thermodynamic equilibrium ensures maximum generality with respect to the number of species and components possible; however, the fluid flow itself is limited to one-dimension. The report describes several applications: generic batch equilibria, flowing equilibria, uranium roll-front deposition, and roll-front leaching.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and , in general , how they have been treated . It does not include any legislation passed after 1942 , or any proclamations , regulations , or administrative orders . It does not purport or attempt to be authoritative . If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

A list of permissible mine equipment approved by the Bureau of Mines prior to January 1, 1940, was published as Information Circular 7207.3 Three supplements published as I. C. 7240,4 I. c. 7283,2/ and I. C. 73166/ completed the list of equipment available to January 1, 1945. The present list is a revision of the previous lists, together with the additional equip- ment approved from January 1, 1945, to January 1, 1947. In preparing this list, certain items have been omitted, either because the manufacturer is no longer in business or manufacture was discontinued several years ago. However, some discontinued equipments that are still in service and for which repair parts are available are marked with an asterisk to indicate their limited status. The remaining obsolete equipments are listed in tabular form in Appendix 1. Appendix 2 lists seven satisfactory fuels available for use in permissi- ble flame safety lamps and shows where the fuels are available. The equipments listed were approved only when inspection and tests showed that they met the minimum standards of safety as outlined in "schedules" based upon laboratory tests as well as on performance underground. This circular is published so that users and potential users may be in- formed of the many types of permissible equipment available for reducing hazards incidental to coal mining and as an aid in identifying the equipments.

"The kaolin deposits of Aiken County, South Carolina (fig. 1), have been worked continuously since 1852. It has been long known that the deposits contain a high percentage of alumina and that large reserves exist. These facts led to the early selection of this area for examination in the search by the Bureau of Mines for high-alumina clays. An exploratory program was started by the Bureau, and drilling was carried on from June 27, 1942, to October 31, 1942.The kaolin-bearing district occupies an area approximately 25 miles long and 11 miles wide, running northeast, with its center at Aiken, S. C. (fig. 1). Within this district, a triangular area bounded by Horse Creek, Silver Bluff Road, and Hamburg Road was roughly prospected by boring 43 machine and 12 hand holes. As a result of the data obtained, a final smaller area was chosen for more systematic prospecting. This area is bounded by Pine Log, Tewkesbury, Silver Bluff, and Craig Sawmill Roads and covers about 4,000 acres.Mineral exploration agreements covering 11,272 acres were signed by 35 property owners, and 11,956 feet was drilled in 200 holes on these properties.The Bureau of Mines exploration work in the district has indicated 19,514,000 short tons of kaolin, of which approximately 10,000,000 tons would average over 35 percent alumina.The tonnages and grades of kaolin developed by this exploration are tabulated below.All grades of this kaolin average approximately 2 percent Fe203 and 1.5 percent Ti02.This project was under the general supervision of J. R. Thoenen, supervising engineer, Non-Metals Mining Section of the Mining Division, Bureau of Mines, until July 1942. The -project was then under the general supervision of E. J. Lintner and later Rowe McCrae, consecutively district engineers for Georgia, South Carolina, and Florida. The final report was prepared, under the general supervision of V..J. The Bureau of Mines investigated alloys containing lanthanum (La), praseodymium (Pr), neodymium (Nd), cobalt (Co), copper (Cu), iron (Fe), and magnesium (4g) as possible components of a permanent magnet mate¬rial utilizing a cerium-free synthetic mischmetal (M) as a substitute for scarce samarium (Sm) metal. Magnets containing M-Co-Cu-Mg and M-Co-Cu-Fe-Mg were fabricated by powder metallurgy techniques and evaluated. A synthetic mischmetal (M20) containing 20 pct La, 60 Pr, and 20 Nd yielded the best overall magnetic properties. The M20-Co-Cu-Mg alloys had energy products as high as 13.2 MGOe, remanences as high as 7.89 kG, normal coercivities as high as 6.26 kOe, and intrinsic coercivities as high as 13.4 kOe. The best value of intrinsic coercivity, 22.9 kOe, was obtained with an M-Co-Cu-Mg magnet in which the synthetic misch¬metal contained 30 pct La, 50 Pr, and 20 Nd. These values compare favorably with those of the Sm-Co magnets fabricated and measured at the Bureau's Reno Research Center, which had energy product of 15.1 MGOe, remanence of 7.8 kG, normal coercivity of 7.5 kOe, and intrinsic coercivity of 27.4 kOe. Iron substitution for part of the cobalt resulted in a decrease of magnetic properties, although several percent iron can be added before a drastic loss of magnetic properties occurs.

OIL AND GAS AS MINERALS. Oil and gas within the ground are minerals and the fact that they have attributes not common to other minerals because of their fugitive nature or vagrant habit, and the disposition to percolate, and the possibility of their escape from beneath one part of the surface to another, does not remove them from the class of minerals. Texas Co. v. Daugherty (Texas), 176 Southwestern, 717, p. 719, May, 1915. OWNERSHIP OF TAILINGS-ABANDONMENT. A corporation engaged in milling- and the reduction of ores deposited the tailings therefrom upon a portion of its own land lying in a gulch through which water flows at times in great volumes and with great force' and notwithstanding all reasonable efforts by dams and otherwise to retain its tailings, the tailings eventually were forced upon the lands of an adjoining owner; these tailings were valuable and their retreatment, intended by the mill owner, profitable; and the fact that the tailings were so washed down upon the lands of the adjoining owner and permitted to accumulate and remain for some considerable time is not sufficient to show an abandonment on the part of the owner of the tailings, where it is clear that the owner had no intention of so doing, but on the contrary, always intended to conserve and retreat the tailings.

It is known that exposure to high sound pressure levels can lead to permanent hearing loss; however, many workers, in mining as well as other occupational sectors, frequently receive hazardous noise exposures. The National Institute for Occupational Safety and Health (NIOSH) recommends using a criterion level of 85 dB(A) for implementation of hearing loss prevention programs1. But, despite engineering and administrative controls, workers continue to exceed their recommended daily noise dose. Hearing protection devices are worn as a final defense against noise overexposure, but many workers have difficulty communicating or detecting warning signals while wearing them. New electronic technology has been integrated into conventional hearing protectors to allow for some degree of sound restoration. Research is currently being carried out within NIOSH, Pittsburgh Research Laboratory (PRL) to evaluate the performance of sound restoration hearing protectors. Due to certain features of the devices, such as their non-linear performance and possible manipulation of electronic settings, there are obstacles to testing them using the existing standard hearing protector test methodology (ANSI S12.42-1995 and ISO 4869-3:1997). These and other issues related to testing these devices are outlined within this paper, and possible solutions are discussed. Measures of attenuation properties have been done on a set of the devices and preliminary findings indicate that new test methods, or at least modifications of existing methods, must be developed to accurately determine device performance. Furthermore, it is necessary to know not only the attenuation properties of such devices, but also the degree to which speech intelligibility or recognition of warning signals is preserved, as compared with conventional hearing protectors. As additional data is collected a more accurate and reliable test methodology will be developed, and a more comprehensive picture regarding device performance will be determined and disseminated.
