In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSWA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. metallic mining workforce from March through September 1986. Similar reports have been published for the stone, sand and gravel, and nonmetallic mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the coal mining sector.

A method for measuring leakage of vapors into a chemical-cartridge half-mask facepiece during simulated use is described. The respirator, fitted with high efficiency cartridges, is worn in a dichlorodifluoromethane (CC12F2)--air test mixture while a series of timed activities (facial movements, varied breathing, exercise, etc.) is performed. Complementing other tightness tests, this method is useful particularly for studying face fit and the effect of facial movements on leakage. The concentration of CC12F2 within the facepiece is monitored continuously to observe the immediate effect of physical activity on leakage. A composite sample is collected simultaneously in a plastic bag as a measure of average leakage during the 18-minute test period. Leakage, reported as percent, is calculated from the concentrations of CC12F2 within the facepiece and in the test atmosphere.

In 1985, at the request of the Bureau of Land Management, personnel from the U.S. Bureau of Mines examined 18,700 acres of the 24,922-acre Eighteen Mile Wilderness Study Area to evaluate mineral resources. This study area is in east-central Idaho in Lemhi County, approximately 20 miles southeast of Leadore. The study area is underlain by Paleozoic marine sedimentary rock and Ordovician granitic rock. The sedimentary rock is primarily limestone and dolomite with a minor amount of siltstone. The Nicholia mining district borders the southern boundary of the study area. However, none of the district's mineral-bearing structures appear to trend into the study area. Just outside the northwestern part of the study area, on Clear Creek, is the E. J. Wilson and Sons? open-pit gypsum mine that operated until about 1977. About 120,000 tons of gypsum were produced from the mine for the cement plant at Inkom, ID, and for use as soil conditioner. Two theories for the origin of gypsum deposits are a hydrothermal source and a stratabound occurrence. Hydrothermal deposition is favored for this deposit. Occurrences of gypsum may exist in the study area. However, known reserves are adequate to meet needs for at least 800 years. There are no known mines, claims, or leases in the study area. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of part of the Eighteen Mile WSA (Wilderness Study Area) 1/ at the request of the Bureau of Land Management (BLM). The USBM examines and evaluates individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. The immediate goal of this and other USBM mineral surveys is to provide data for the President, Congress, government agencies, and the public for land-use decisions. The long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

Two different techniques were wed to make measurements of the absolute value of electromagnetic noise in an operating hardrock mine, Grace Mine, located near Morgantown, Pennsylvania. Diesel-powered haulage equipment is used in this mine, and the electromagnetic noise environment it creates was measured to see how it differs from the environment created by electric-powered haulage equipment. One technique measures noise over the entire electromagnetic spectrum of interest for brief time periods. Data are recorded using broadband analog magnetic tape and are later transformed to give spectral plots. The other technique records noise amplitudes at several discrete frequencies for a sufficient amount of time to provide amplitude probability distributions. The specific measured results are given in a number of spectral plots and in amplitude probability distribution plots.

[The formation of gas hydrates in natural-gas pipe lines depends on temperature and pressure conditions in the lines as well as on the presence of condensed water. The operating pressure in a pipe line may be determined easily and usually is available from the records of operation, but the temperature seldom is known. In cooperation with the American Gas Association, the Bureau of Mines, in its investigation of gas hydrates, conducted a pipe-line-temperature survey and studied underground temperatures at depths at which pipe lines ordinarily are buried and the relationship of these temperatures to prevailing atmospheric conditions. A similar but more limited study of this type was, conducted by engineers of the Bureau of Mines a number of years ago.4/A summary of the earlier findings was included in a general report by the Bureau on the flow of natural gas through high-pressure transmission lines.5/ In the present study, data on temperature variations were obtained at several places widely separated geographically. This information should assist pipe-line engineers in designing and operating natural-gas pipe lines. In the pipe-line-temperature survey here resorted, a study was made along a 22-inch natural-gas pipe line: originating near Amarillo, Tex., and extending northwestward through New Mexico into Colorado (fig. 1). The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. (a) In-shaft equipment design and specification criteria are considered as they influence guideline preparation. (b) A comprehensive review of hoist electric drives and controls as applied to mine hoists is set forth with special reference to duty cycle calculations and their effect on electrical component selection.

A research program to aid development of better and more efficient methods for producing petroleum and increasing its ultimate recovery from underground formations is an integral part of the work of the Bureau of Mines on conservation of the Nation's natural resources. Economic, efficient production of recoverable oil and gas from a reservoir depends to a great extent upon the best and most accurate information that can be obtained from a study of the reservoir rock and its fluid contents. Information on oil and water saturation is pertinent and essential in wildcat, extension, and pool wells for good reservoir operations and prediction of performance. This report presents results of an investigation by the Bureau of Mines of core recovery and degree of drilling-fluid contamination occurring during cable-tool coring operations using oil-base mud. Representative core samples were obtained from 6 major oil-producing sands in 8 fields of West Virginia, Pennsylvania, and New York. Field-mixed, oil-base drilling mud was used for the first coring test, and lightweight, premixed oil-base mud, with an organic chloride tracer added, was used in coring eight other wells. Tracer analyses were made to determine contamination of core by drilling-fluid filtrate. Core analyses, including oil and water content and minimum interstitial water-saturation tests, were made on selected core samples to compare and evaluate water saturations determined by the two methods.

The objective of this study is "to assess the impact of surface mining on soil compaction in the Midwest". The study revolves around a unique field sampling program targeted at four mine sites utilizing four distinct types of soil movement of midwestern prime land. Through the preparation of a final report for use as a guidebook, an assessment is made of the degree to which surface mining operations contribute to the soil compaction problem. The final report is formulated through the use of field study data as well as information gathered in an intense literature review. The final report centers on applying collected data to practical field applications. Soil sampling on the four mine sites centers on a comparison of natural and replaced soils for moist bulk density. This characterization evaluates changes in density and texture throughout the soil profile to a depth of 48 inches. Fertility of the topsoil is also assessed for natural and replaced soils. During field sampling and observations, a base of information has been gathered to compile a case study on each mine site. The report accesses the regulations in the prime farmland areas through the use of a matrix. The regulatory matrix allows easy access of mining personnel to State and Federal regulations.

This publication describes a study by the Federal Bureau of Mines of devices and methods used for testing and splicing 4,160-volt and 440-volt cables and for providing ground-fault protection for 440-volt circuits, as developed and used by the electrical staff of the Tecumseh coal mine, an open-pit operation at Boonville, Ind. The testing and ground-fault devices described should find ready application in other open-pit mines, and, with suitable modifications for voltages involved, in underground mining. The devices and testing methods are based on sound engineering principles and are time-tested and economically feasible, Four devices are used: A high-voltage tester, and a low-voltage high- current tester, both for testing 4,160-volt cables; a tester for 440-volt cables; and, electronic ground-fault protective device for 440-volt cable circuits. All the cable testers and the grounding device were designed and built at the mine from standard parts. They are inexpensive, dependable, and job tested, An attempt has been made here to describe them in enough detail so that interested persons can assemble duplicate units.

The objective of this five year study was to investigate the means of establishing non-polluted ground-water and root zone systems in areas where surface mining intercepts physiochemically unsuitable overburden materials. Overburden may need to be sampled on a 60 m grid in order to delineate materials unsuitable for reclamation and to accurately implement selective handling operations. Unsuitable overburden materials were buried successfully in a dragline operation with a minimum of delays, but costs were increased 12 to 53%. After three years the buried material remains above the reestablished aquifer and below the root zone. Construction of a clay cap over the buried material may not be required in semiarid environments. It was shown that some unsuitable overburden materials do not have to be special handled. When inhibitory material constituted <5% of the total overburden volume, such material was essentially not detectable in the resultant spoil pile due to mixing/dilution processes. When inhibitory material exceeded 15% of the overburden volume it was always found in the resultant spoil pile, generally with a smaller extent, indicating partial dilution. At least a portion of the postmine aquifer had hydraulic conductivity rates lower than the premine system, indicating the reestablished aquifer may, in part, conduct ground water very slowly. Postmine ground-water chemical quality in spoil materials had poorer quality compared to premine ground water.

This report (rind related Appendices) provides a description of the functional design specifications and related rationale for development of a training system for dragline equipment operators. Phase I activities involved a delineation and detailed analysis of specific behavioral requirements for successful dragline operation. Following the field data collection effort, job/activity/task descriptions were formulated into training requirements which can be achieved by a trainee with training hardware having specific functional capabilities. The training system analysis integrated the training requirements and the trainer functional capabilities into recommendations which configure a total training system. The objective of the training system described in this report is to provide new operators of dragline equipment with the requisite skills and knowledge to assure cost-effective development and an adequate supply of our human resources.

The effectiveness of an industry&apos;s safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information.3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and "service? contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. The Minerals Data Source Directory is a compilation of descriptive information on the availability, content, and location of minerals data in the Federal Government. It is intended to assist Government personnel and the general public in locating and acquiring minerals information. Included in the Directory are descriptions of data bases, publications, information systems, and information offices containing data pertaining to all aspects of mineral production, consumption, trade, and related information. These mineral data sources include the Federal agencies such as the Department of the Interior&apos;s Bureau of Mines and Geological Survey whose major mission is the collection and dissemination of mineral information. Also included are agencies such as the Departments of Agriculture, Commerce, Labor, State, and Treasury, and the Central Intelligence Agency, whose primary mission is the collection of data in non mineral subject areas, but in which the mineral industry is a component.

The U.S. Bureau of Mines conducted a mineral resource survey of the Cinder Cones Wilderness Study Area (WSA) (CDCA-239), 10 miles east of Baker, CA, in 1983. The 44,299-acre WSA is underlain by Precambrian granite gneiss, Upper Cretaceous or lower Tertiary Teutonia quartz monzonite, and Quaternary basalt flows and alluvium. This mineral survey included an examination of two volcanic cinder mines, five lode prospects, two volcanic cinder prospects, and reconnaissance sampling in and near the WSA. The seven prospects are in the WSA; the two volcanic cinder mines are adjacent. No mines are in the WSA. In 1981, there were 61 placer and 3 lode mining claims in the WSA. Sample results from two prospects within the WSA contained significant gold and silver values; however, the mineralized rock is of limited extent and no resources were apparent. Alluvial samples taken throughout the WSA contained only traces of gold. Two volcanic cinder cones within the WSA contain an estimated 30 million tons of cinders. There are sufficient cinders outside the WSA to satisfy demand in the foreseeable future. Stone, sand, and gravel deposits are not resources because similar material is closer to markets. No evidence of energy minerals or geothermal resources was found.

Lower accident rates were the outstanding feature. of the second annual sand and gravel safety competition conducted in 1930 by the United States Bureau of Mines in cooperation with the National Sand and&apos; Gravel Association. Both the frequency and, severity rates for accidents were greatly reduced as compared with those shown by the first year&apos;s contest, that for 1929. Three times as many plants were enrolled, and the number of man-hours of work represented was more than doubled. Seventy-six sand-and-gravel plants, situated in 20 States, participated in the Competition, as compared with 26 plants, located in 13 States, in the year before. The number of man-hours of employment, which indicated the amount of exposure to occupational hazards, was 4,915,592, an increase of more than 100 per cent over the previous year&apos;s total of 2,259,572 hours. The frequency of accidents declined from 74.4 per million hours for all plants enrolled in the first year&apos;s contest to 42.7 per million man-hours for all plants enrolled in 1930. The accident-severity rate was reduced from 9.7 days of disability per thousand man-hours of exposure in 1929 to 5.9 days of disability per thousand man-hours of exposure in 1930. The actual number of accidents reported for 1930 by 76 plants included four deaths and 206 injuries whereas the 26 plants that were enrolled in 1929 reported three fatalities and 165 injuries. Under the rules of the contest all "lost-time" injuries are reported--that is, all injuries that disable an employee for more than the remainder of the day on which the accident occurred. If the employee is physically able to resume his work on the day following the accident, the injury is not classed as a lost-time injury. The contest covered accidents and man-hours worked by all employees at the plant who were employed by the same company, and included work up to the point of delivery of the material directly to consumer or to independent agency of transportation--in other words, to point of relinquishment of control of the material by the producer.

This is a progress report summarizing more than 5 years of a long-range Bureau of Mines research program. The purpose of this program has been to investigate the fire and explosion properties of Green River oil shale in the Bureau&apos;s Experimental Mine, in laboratories, and in the field. The lean limits of explosibility of oil shale dust, by small-and large-scale tests, are reported as a function of grade, ignition source, and particle size. A limited number of laboratory tests on the autoignition of oil shale dust layers and the spontaneous combustion tendencies of oil shale are described. Moderate-scale rubble fire tests were conducted to determine flame spread rates as a function of ventilation flow. With the aid of a system to continuously monitor methane emissions in a deep oil shale mine, the characteristics of the methane flow are reported as a function of ventilation and blasting procedures, and are compared with gas yields from core samples. Tentative predictions as to the emission of the methane to be expected in deep oil shale mines, far from the outcrop, are offered. Brief reference is made to a parallel investigation into the fire and explosion hazards of oil shale mining and processing by a Bureau contractor; detailed results of the latter investigation are to be found in the contractor&apos;s reports.

The effect of water infusion on the flow of methane and on the production of dust was investigated at an active face in the Pittsburgh coalbed. The average total flow of methane at the face decreased by approximately 79 percent, whereas the flow from the ribs increased about 24 percent after infusion. On the day after infusion, dust concentrations appear to have been reduced; however, the presence of large quantities of rock dust obscured the results on the following days.
