Geochemical data on Australian granites and pegmatites, and the mineral components of these rocks, are compared with that obtained in similar studies in the U.S.S.R. and elsewhere.The geochemical character of tin granites and the trace chemistry of their component minerals, particularly biotites, have some significance as ore guides in prospecting for tin.The primary geochemical dispersion of tin can be readily tested both in the laboratory and field by colourimetric methods, after volatilization with ammonium iodide, using modifications of the method described by Wood (1958).Secondary dispersions of tin in residual soils or alluvia can likewise be readly tested by rapid colourimetric methods in the field, but simple hydraulic methods, handling larger sample volumes, give reliable outlines of dispersion patterns.INTRODUCTIONThe search for tin ores, whether lode or placer in type, is usually directed on genetic grounds to country within or adjoining acid intrusives.A long established means of prospecting is to test samples for cassiterite by panning or other hydraulic separation.These methods can be used on crushed lode material or the natural materials from placers.With the advent of new techniques for extraction and for colourimetric analysis for tin (Wood, 1958 and Ross and White, 1961) a means is available for rapid analysis of materials not susceptible to quantitative testing by hydraulic methods because of the fine sizings of cassiterite or the occurrence of tin structurally held in minerals. The new methods thus opened up the field of tin prospecting by extending the search for ore guides to genetically associated rocks and minerals, wall ror-ks of veins and a wider range of superficial deposits.

The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

My selection of the Australian coal industry as the theme of this Presidential Address arose from the fact that it is one of our most important mineral industries. The industry is presently prospering.M.ore coal, mostly of better quality (except for certarn power-house types), is being produced more cheaply in terms of real money than at any time in the past, and exports overseas are currently at a highlevel.In. spite of this, concern has been expressed in certam quarters about the future of some phases of the industry; for example, there has been some public comment on the selling price of our coking coal to Japan, the possible over-export of our coking coals from New South Wales, the introduction of foreign capital to develop large-scale mining ventures in Queensland, and the proposed export of substantial quantities of coking coal from the same State.Furthermore, proposals for the introduction of atomic power plants into several States well endowed with reserves of coal have given rise to comment, and recently the Department of National Development(1968) warned that insufficient attention is being paid to "orderly development and careful husbanding of the nation's coal.To reach a balanced judgment on whether these views are well founded it is essential to make a broad survey of the present position of the coal industry in the Australian economy. I therefore propose to deal briefly with several aspects, and to comment, in particular, on the important subjects of exploration and research in progress at present on Australian coals.Detailed descriptions of the Australian coalfields are to be found in existing technical publications (e.g.. Andrew, 1965; McLeod, 1965) and the data on coal reserves have been progressively revised as more accurate information has become available. It cannot be said that accurate and reliable ore reserve estimation is the fundamental of any mining operation success. Estimation techniques which are used to estimate the grade distribution of an orebody together with the assessment of uncertainty and risk have a vital influence on the success of any optimisation algorithm. Traditional estimation techniques such as kriging or inverse distance weighting are frequently used for assigning grade values to blocks. Various attempts have been made in order to compare geostatistical estimated methods for ore reserve estimation. This paper aims to evaluate the sensitivity of different estimation methods over changing the block dimension. For this reason, several block models with different dimensions were derived in Chador Malu iron ore mine which is located in 180 km northeast of Yazd in the centre of Iran. Each block model was estimated by different estimation methods such as nearest neighbours (NN), inverse distance (ID) and ordinary kriging (OK). The results of each estimation methods were compared against a control block file created by using the assay results of all blastholes drilled in the ore over four benches of the pit. The results signify that by estimating the large block size, no significant improvement occurred due to the employment of different estimation techniques. Furthermore, the grades estimated based on ID method is more reliable, but OK methods estimated more accurate tonnage.

The reconstruction of the world after the present war must inevitably be profoundly influenced by the rise and progress of New China.The principle of Chinese mathrity has been admitted by Great Britain and the United States by their abjuration of extra-territorial tights, and by the withdrawal of the Maritime Customs Administration. The United States admits equality by her declaration that Chinese are eligible for American citizenship, and the reaction to this will be swift enmity to such peoples as may impose humiliating restrictions upon Chinese citizens.Finally, the decisions of the Moscow Conference and the recent meeting of National leaders in Cairo give partnership rights to this new State in post-war reconstruction, and open the way for a rapid realization of her destiny.It seems certain that China, if so she wills, can become, within a generation or so, one of the considerable forces of the world. The toad she wiII follow will be lighted by her own inherent and intrinsic genius. Her speed of progress can no longer be forcibly influenced by other nations and the attitude towards her of somewhat contemptuous patronage hitherto adopted by the European communities bordering the Pacific Ocean must be radically modified.It is doubtful whether the European will ever reach full understanding of Chinese mentality. The Chinese "way of life" since the dawn of her civilization has been totally divergent from that of the European, but the enormous potential strength, due to the simplicity of their requirements and their steadfast industry, is a function of that "way of life." On the other hand the trend of reorganization must obviously be towards Western standards; and a wide knowledge of the potential strength of the Chinese is possible and will be essential in our post-war world. The following, necessarily inadequate, notes are therefore offered, as an indication of the obstacles to be overcome and the capacity of the Chinese executives and operatives to overcome them.For 'thirteen centuries the political and social structure of China proper (ie, excluding Mongolia, Manchuria and Tibet) has been rigidly shaped by the philosophy of Lao Tze and the ethics' of Confucius. This Taoism, which is described as the "way of harmony" with its three jewels of character, gentleness, economy and humility, advocates the minimum of social, economic and political organization and still gives the key to the Chinese character.The Mongol and Manchu conquests of the 12th and 17th centuries, respectively, could hardly be dignified with the name of war, but the superior intelligence and harder mentality of the unwarlike Chinese finally absorbed...

The range of environments which control the level of ground support required vary greatly in terms of rock type, rock structure and the mining method used. At the operating mines visited during this review the level of ground support was such that incidence of rock-fall- related accidents were rare. It was also found that methods existed to support most of the conditions encountered. The main problem areas were weak rock, major geological structures, areas of heavy jointing, high development density and areas affected by high mining-induced stresses and blasting. With stope support the level of success was much lower than that achieved in development; the larger spans and more rapid changes in geometry of open stopes compared with cut and fill stoping (where cables were originally used) led to significant problems. Before a useable design method for cable support of stope walls and pillars can be obtained the precise failure mode of the walls and pillars, and the interaction of the support and the rock mass must be investigated.

Titanium is not yet being produced on a commercial scale despite the facts that it has some impressive properties, and that it occurs very abundantly in easily-mined, highgrade oxide ores. One important reason for this is that the excellent mechanical properties of the metal were not widely recognised and appreciated until about twenty years ago.Another factor which has tended to retard progress in titanium metallurgy has been the realization that the oxide minerals of titanium are very stable; in other words, considerable energy has to be expended to reduce the oxide to metal. Table 1 presents the minimum energies which would have to be expended to produce one ton of each of the metals, aluminium, magnesium, titanium and iron from their respective oxides under theoretically ideal conditions at normal temperature and pressure. At higher temperatures, the minimum energy requirements are different, but the values for the various metals still fall in the same order as indicated in Table 1.In actual fact, the energy consumption in the case of any particular metal is higher than the ideal value by an amount which can be determined only by' the results of plant practice. When the mining and milling of 1100 copper orebody commenced at Mount Isa a satisfactory grade of copper concentrate was difficult to produce. The major concentrate contaminants were fine pyrite and silica, particularly in the minus 10 microns fraction. Studies of the 1100 orebody showed that much of the fine grained pyrite and a proportion of the silica present in the ore contained carbonaceous matter in the form of complete or partial rims and as internal carbon films disseminated throughout grains. The hydrophobic surface property of the carbonaceous material resulted in inherently flotable fine pyrite and siliceous particles.The addition of a 60:40 mixture of nigrosine and dextrine, initially to a prefloat concentrate of the inherently flotable carbonaceous material and finally to the total copper flotation feed, successfully controlled the flotation rates of the carbonaceous pyrite and silica. The objective of a 25 per cent Cu concentrate grade was then achieved without decreasing copper recovery.

In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

The works of Metal Manufactures Ltd are situated at Port Kemblam NSW, within a few hundred yards of a deep-water harbour. At present they occupy about 26 acres, and ample provision has been made for future extensions. Rail connection exists between various parts of the Works and the main South Coast Railway, the harbour jetties and the adjacent copper refinery of The Electrolytic Refining and Smelting Co Ltd. A plan of the works is shown in Fig 1.The company was incorporated in March 1916, and commenced production of copper wire in June 1918. Early in 1920, tube manufacture was undertaken, followed by telephone cable mnufacture in 1923. Today the Works consist of five principal sections: Founrdy, Tube Factory, Wire Factory, Cable Factory and Case and Drum Factory. Whilst the last four are engaged in producing the finished materials for despatch from the Works, the first-mentioned is engaged in producing copper, brass, and other non-ferrous billets for use in the Tube and Wire factories. In addition, there are Engineering and Metallurgical Departments supporting the manufacturing sections, and in these, as well as in all other sections of the Works, extensions have been carried out from time to time to provide for increased output and new types of products.

In undertaking to write a few notes on practical mining in Bendigo, the great quartz mining centre of Victoria, which just now is celebrating its fiftieth anniversary of gold mining, satisfaction must be expressed which is, no doubt, shared by all mining men and inyestors, that Bendigo has not lagged behind other Australian mining districts in the evolution of mining from its crude state, subsequent to the discovery of gold in 185 to its present more perfect state; and though it may be said that it has not yet reached the high pinnacle of perfection towards which advanced science and change of conditions may yet lead it in the course of future progress, yet, what has already been done in this respect, the adoption of the most approved methods appliances and modern machinery, tending towards greater and still greater efficiency, facility, and economy in our mining industry, must be accepted as a guarantee that in tne future as well as in the past, progress in our means of developing our mining resources will ever remain our watchword, by means of which future difficulties will be overcome as well as they have been removed in the past.The adoption of this principal, combined with a study of rigid economy, has raised gold mining here, as well as in other places, from a state of speculation, and sometimes wild speculation, to the status of a solid, stable industry, the strong supportand backbone of the country in which it flourishes. Two of the principal factors which have been to a great extent instrumental in bringing about this satisfactory state, must be specially mentioned.

Two events during the past decade have combined to effectively alter the role of the geologist working in Papua New Guinea. The gold boom of the 1980s resulted in a substantial increase in the general awareness at village level of mining companies, gold and landowner issues, and as a consequence of the Bougainville tragedy, landowners are also very much aware of the potential problems of a mining operation in their area. Landowners know they have the power to remove a company from a project area, and government has shown itself to be virtually powerless and unable to help the company effectively. During a considerable proportion of a project's development time, the project geologist is viewed in the eyes of the local community as the 'company'. Good landowner relationships are nurtured over a reasonable time period and the input of the geologist is significant in determining the eventual fate of company-landowner relationships. The initial impressions of the company, gathered by the local community, will have a far reaching impact on the nature and direction of their future exchanges with the company.

The grade of ore at Marvel Loch mine is directly related to the presence or absence of shear zones and quartz-sulfide-rich hornblende (¦ diopside) veining within areas of plagioclase alteration. An experienced geologist can identify these features in hand specimen. Practical rules have been developed to assist this visual identification. The structural sites and styles of alteration and veining most conducive to gold mineralisation have also been determined. The work has enabled a better understanding of the geological controls on mineralisation at Marvel Loch, and has clarified geological understanding for optimisation of grade control modeling, ore block mark-ups, and minimisation of ore loss and dilution during excavation. In addition to this, it has enabled a detailed understanding of mine scale structural controls, geometry and relative grade relationships.

llmenite from the west coast of the South Island, New Zealand, shows exceptional reactivity with dilute sulphuric acid. Based on this, a cyclic acid leaching process was developed for the production of material with more than 98% TiO2, suitable as a substitute for mineral rutile.Titanium hydrate is recovered from the leach liquor by hydrolysis, and is calcined to give the required product.Ferrous sulphate is crystallized from the hydrolysis filtrates, which after concentration are returned to the leaching stage. The need for further evaluation of the process on a larger scale is indicated.

The occurrence of molybdenite in a small shaft in the western margin of the Wuuluman Granite in central western New South Wales is noted. Full petrographic and mineragraphic descriptions are given of a mineralized contact zone between the granite and a basic hornfels.Mineralogical data .indicate a similarity between this mineral occurrence and other occurrences in larger mines remote from the granite.

Maori economic development still remains an enigma to many people some 157 years after the signing of the Treaty of Waitangi. It has only been in the last decade as a result of increasing pressures from Maori to recognize and settle grievances arising from the Treaty and the resulting compensation issues that "mainstream" has begun to sit up and take notice. While Treaty settlements such as the Tainui, Ngai Tahu and Fisheries settlements have gained prominence as a source of economic potential for Maori, there are significant existing assets owned by Maori worth an estimated $4.6 billion that add an exciting new dimension to Maori contribution to New Zealand's enterprise economy.   Despite the fact that many claims have yet to be resolved, Maori are clearly shifting from grievance to development mode as evidenced by their focus on capacity building through education, strategic alliances nationally and internationally and the significant growth of nett asset worth of Maori interests in a number of industry sectors.   In essence, Maori provide a large un-tapped economic potential in New Zealand. The years of relative economic obscurity appear to have wetted their appetite for positive growth and economic independence. Given current trends, it would not be unrealistic to expect the asset base of Maori to double in value over the next decade and to see the emergence of Maori owned Corporates not only within the New Zealand economy but also trading actively in the global market place.

The Taupo Volcanic Zone inNew Zealand and the Philippine Mobile Belt in the Philippines are characterized by active subduction, active volcanism and high seismicity. The main factors affecting characteristics of geothermal systems in both countries are: tectonic setting, source magmas, maturity of the systems, and depth to the degassing magma body. Within New Zealand, geothermal systems are grouped into arc- and rift-type. Fluids in arc-type systems contain high amounts of volatiles (<20%), with high CO2/Cl, CO2/He, and N2/Ar ratios. Mantle-type volatiles predominate in rift-type systems. Philippine geothermal systems are largely arc-type, the topography is rugged, leading to the separation of water and vapour upflows, as opposed to the overlap found in New Zealand. The relatively shallow depths of degassing magma bodies in the Philippines results in steeper geochemical gradients, leading to higher proportions of arc-type magmatic water (>40%) and higher Cl contents (3000 - 10 000 mg/kg), Maximum temperatures are also higher, reaching up to >400¦C. Arc-type alteration assemblages in New Zealand and the Philippines are similar. Because Philippine geothermal systems are less mature, have higher temperatures and steeper geochemical gradients than New Zealand ones, advanced argillization is more widespread occurring down to depths of 2000 m. Mineral phases are more varied due to the active input of magmatic waters and the formation of vapor conditions at depth, forming P04-, B-, Li-, Ce-, F-, and Cl-bearing minerals at high temperatures. In the Philippines, high temperature magmatic-hydrothermal to contact metamorphic assemblages containing biotite, amphiboles and pyroxenes are relatively common, but rare in New Zealand.

Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.
