(New York Meeting, October, 1913.) THE Fremont test for measuring the energy consumed in breaking a notched bar of steel is not so well known in this country as it deserves to be. The test specimen used in this test is about 3/8 by 1/4 by about 11/4 in., notched with a hack saw on the lower side to cause the piece to break at a fixed point. A weight of 10 kg. falling 4 m., and provided with a knife or. chisel which strikes the specimen, breaks the test piece by impact. The residual force in the falling weight after it has broken the specimen is recorded by a suitable device, and the difference between the total energy and the residual energy of the weight (in kilogrammeters) is the force consumed in breaking the specimen. An experience of several years with the Fremont testing machine has shown its great value in readily detecting brittleness not revealed by tensile testing or slow bending testing. In this paper it is proposed to discuss (1) the supersensitiveness of the test as applied to cast steel and (2) its value in revealing the effect of heat treatment under certain conditions.

KEYNOTE of the technical sessions of the Iron and Steel Division at the Annual Meeting was struck by Leo F. Reinartz in his Howe Memorial Lecture on "The Development of Research and Quality Control in a Modern Steel Mill." In describing recent developments in steel-producing practices at the American Rolling Mill Co. the co-ordination of practical observation and directed research with operations was stressed and was shown to have resulted in economical production of steels of uniformly high quality. Empirical methods based on inaccurate and incomplete experience resulted in the production of commercial products of variable quality and were recognized as inadequate; a research program was therefore initiated that has been justified by its fruits. To name a few outstanding achievements such as Armco iron, steel for electrical sheets, wide continuous strip of superior surface and quality, and non-aging steel is not sufficient to summarize the results of this increasing effort toward better steel products. In addition to the development of new products the faithful observation of operating procedures, the co-ordination of the resulting information, and the standardization of processes have made the steel of today much more uniform and thus more economical and useful to the nation.

FIRST indications that mineral industries expansion is beginning to show results are contained in the report by Defense Mobilizer Charles E. Wilson, The Battle for Production. The report, submitted to the President early this year, says that the United States has reached a $2 billion-per-month rate in military deliveries-three times that of 1950. Plant expansion in 1951 totalled $11.1 billion, the report states. Certificates of accelerated amortization have been approved to cover $11.4 billion in proposed plant construction. In reference to plant expansion significant to the mineral industry, the report states: •Steel industry goal is 120 million ingot tons by 1954, compared with present 108 -million ingot ton capacity. •Taconite beneficiation should result in 15 million tons by 1955. •An existing annual aluminum output rate of 860,000 tons. •An estimated 500,000 tons of sulphur by late 1953 •Manganese production up 50,000 tons as- the result of new projects in 1952. •Montana tungsten project coming into production in 1952. •Present zinc production expansion projects to add an estimated 150,000 tons to the 1951 production figure in 1953. Information gathered from official sources, other than Mr. Wilson's report, indicates an increase in the annual capacity of other segments of the industry by 1955, as shown in Table I. [ ]

INTRODUCTION Underground coal mining disturbs the original in-situ conditions which induces a series of strata activities and results in creating "mine pressures," the source of all ground control problems. Adoption of self advancing powered supports in modern longwall mining adds a new dimension to ground control problems and thus research. Roof stability, in general, refers to the integrity and stability of the immediate roof which is measured by the maximum exposed area and time duration without support. There are many factors that con- tribute to roof stability problems. In addition to mining height, rock property and stratum components and caving angle of the immediate roof, characteristics of joints and fissures and their degrees of development, faults and underground water, the operational techniques also play a very important role. This paper summarizes these operational techniques and methods of controlling stable and unstable roof. CLASSIFICATION OF THE IMMEDIATE ROOF There are many ways of classifying the roof (1). For practical purpose, the immediate roof in this paper is divided into three groups, i.e. unstable. medium stable and stable. PERHAPS the most extraordinary thing about business, the trade and production of the country as a whole, is its amazing continuity and growth, its momentum and energy. It goes on year after year, growing steadily, almost without breaks, in spite of every kind of disturbance. We have been grossly deceived into the idea that business is highly variable. We have taken a few things like pig iron, and the like, constructional activity broadly, and imagined that these are a trustworthy measure of trade. Actually they are the worst that we could find. They do not apply to more than 10 per cent or, at the most, possibly 15 per cent of the total of the country's industrial activity. The other 85 or 90 per cent, or even more, goes on growing surely and steadily just like the growth of population and the steady advance in technique, invention, discovery, and improved methods of production Let me give you what seems to me one of the most remarkable examples of this amazing momentum and regularity. You know that 90 per cent or more of the business of the country is done 'by means of checks. About seven-eighths of the total of all checks drawn are reported regularly every week in the newspapers. Let us follow these reports from week to week, just as they come, and plot them up against the correspond- ing weeks of last year, and the year before, and the gear before that, as far back as you would like to go. Take especially the figures for 140 selected cities out- side of New York.

Your outgoing President, following the worthy example of distinguished predecessors, submits a reckoning of his stewardship. He renders this fully realizing that without the hearty cooperation of Directors and Secretary, which he here recognizes most cordially, no President, who at best is but a passing force, can achieve markworthy results. The details as to your membership, finances, intellectual output, and,-other activities, have been submitted in the report of the Secretary.* It is enough to emphasize that during the year just expired, your organization has held two of its most successful meetings-one the largest in its history-has produced the largest number of papers, eliciting most interested discussions, has enjoyed its greatest income; and has received more than one thousand new members-passing the best previous record by more than one hundred, and exceeding the average increment of the, past five years by one third. It closes the year with 6528 members, the largest enrollment in its history. All of this might be true and yet the intellectual and social spirit, the loyalty of membership, the real life of the organization, might remain stagnant. As to these, it is for others than your speaker to testify. No comparison is feared.

AT the symposium on gases in metals held at the Annual Meeting of the Institute in New York in February, 1933, a suggestion was made1 that the term "gases in metals" as now employed is unsuitable as descriptive of the substances usually involved in that term. The Executive Committee of the Iron and Steel Division thereupon appointed a subcommittee, composed of the authors of this paper, to study the "nomenclature involved in the general subject of gases in metals, including the name itself" and to report its findings to the Executive Committee. The subcommittee decided at once to discuss the subject with an "Advisory Council" composed of representative metallurgists, metallographers and analytical and physical chemists in the Pittsburgh district.2 As a result of conferences held by the subcommittee and with the Council, a report with recommendations was submitted to the Executive Committee at an open meeting on Oct. 5, 1933, during the National Metals Congress in Detroit. The report and recommendations were accepted, and the subcommittee was instructed to proceed with the dissemination of the report for the purpose of having its recommendation generally adopted either as it was or in a modified form as a result of further discussion.

The purpose of this paper is to point out some features of the position of fuel oil and it's relationship to the economic balance and price structure of the petroleum industry. The term "fuel oil" as used in this paper includes crude used as fuel as well as refined gas oil and fuel oil. The period covered, from 1922 to date, may be characterized as the new normal era after the post-war inflation and deflation. In order to establish a proper perspective, the figures on consumption of the principal products of petroleum are shown in Table 1. This table shows that fuel oil and gasoline made up the bulk of the total demand in 1928 just as they did in 1922. There has been so much comment about the enormous increase in gasoline consumption that it may come as a surprise to some people to find that fuel oil is still at the head of the consumption list, in point of volume at least, and seems likely to hold that place for at least another year. Having established the fact that gasoline and fuel oil are by far the most important products, the remainder of this paper will deal almost entirely with these two items.

MIXED emotions were produced by the announcement that the buildup of weapons will be stretched out till mid-1954 instead of the previous 1953 deadline. Reason: government assistance programs will be tougher to get but there will be easement in materials allocations. Earlier in February, DPA had announced that tightening up on regulations governing rapid tax -amortization would become effective March 1. In the future, DPA will have to certify amortization contracts for all construction and permanent installations costing more than $100,000. This action was necessary according to DPA's James F. King, so that new industrial expansions already approved could be assessed in the light of the changing critical mineral picture. When DMPA inherited the backlog of government assistance, requests from DMA, it moved in fast. The results of DMPA's work is described in the article on p. 351 by James K. Richardson; The speed with which these requests were approved and the lengthening of the military program have made a reappraisal of the critical mineral list necessary. It looks as though the consumer industries will be getting more metal soon and, led by steel, there is an industry push toward the abandonment of CMP. Relaxing of materials controls appears imminent but discontinuing CMP is in the "let's talk this thing over" stage.

The different samples of brick examined were Grecian magnesite, American magnesite; silica brick and coke-oven tiling made in Belgium and used in retort coke-ovens. The Grecian magnesite was furnished by a New Pork party. The American magnesite and the silica brick were furnished by a manufacturing company in Pittsburgh. From these brick were made cylindrical cores, '79 inches long and 15/8 inches in diameter. At one end of each was drilled a hole about 1/4-inch in diameter and 11/4 inches long, into which the thermometer was inserted during the experiment. Conductivity.—The apparatus used for determining the conductivity, as shown in Fig. 1, is a sheetriron drum, 18 inches in diameter and 8 inches high. In the center is a little combustion-chamber with walls of split fire-brick, 39 inches square and about 6 inches high. The fire-brick, however, pass through the drum to the table on which the drum stands. The cores are placed horizontally, half-way between the top and bottom of drum and on the line of diameters at right angles. GEOLOGY is of service to man in two general ways according to Heinrich Ries in The Scientific Month-ly. The first of these is in exploring and evaluating the mineral resources on which industry and civiliza-tion are built, and the second is the application of geo-logic principles to various lines of human activity, such as engineering, agriculture, chemistry, etc. Both of these are phases of economic or applied geology, but neither could be developed before geology as a pure science was more or less firmly established, and in this process it freely acknowledges its indebted-ness to some of its older sister sciences such as chem-istry, physics, botany and zoology. Chemistry and geology are mutually helpful. Various chemical industries consume large quantities of raw mineral products, but since these vary in their purity and composition, it is important for the chemist to be familiar with the irregularities of composition which the different types may show, because he is often called upon to pass judgment on new sources of supply. Here geology helps the chemist. On the other hand, the laws of physical chemistry which the chemist has worked. out are of great assistance to the geologist in explaining many geologic processes.

Meeting of Nov. 21, 1913.-The President reported the appointment of the officers and members of the Committee on Non-Metallic Minerals, published elsewhere in this Bulletin. The President appointed the Executive Committee of the New York Section as a local .committee to have charge of the Annual Meeting of the Institute in February, 1914, with power to add to their numbers. It was voted that the Chairman of each Technical Committee, be made ex officio a member of the Committee on Papers and Publications. At the request of the Secretary, Burr A. Robinson was appointed Assistant Secretary of the Institute. E. Gybbon Spilsbury was nominated as representative of the Institute on the John Fritz Medal Board of Award. It was voted that the next summer meeting of the Institute be held in Salt Lake City in August, 1914, with power to the Executive Committee to fix the exact date. Substantial reduction was made in the price of the back Transactions of the Institute in accordance with the notice published on p. i of this Bulletin.. The By-Laws of the Montana Local Section were approved. The printing contract for the year 1914 was made with the Maple Press. Thirty-eight Members, one Associate and three Junior Members were elected.

THE development in the Gulf Coastal Plain for the year 1923 was entirely devoid of any spectacular feature and was considerably less than that of 1922. No large fields were discovered and the principal advances lay in the extension of the old fields and the finding of a new dome and other possible producing structures, which, however, so far, have given only small wells. While the production of some fields, such as those at Hull and Orange, was materially increased at times by comparatively large wells, the output as a whole shows a marked decrease over that of the preceding year. The American Zinc Company’s mining operations in East Tennessee are located in Knox and Jefferson Counties. Mineralization occurs, intermittently, through a strike length of more than 30 miles, from near the eastern edge of Knoxville northeastward to a few miles beyond Jefferson City. The presence of zinc in these Counties has been known for well over 100 years. In 1910 it was brought to the attention of American Zinc Company that zinc sulphide deposits in the Mascot area might be attractive. Following an examination and some surface prospect drilling, the American Zinc Company of Tennessee was organized and acquired the Mascot properties in 1911. Operations began in 1913 on the basis of 1,000 tons per day mill capacity. With the successful operation of the Mascot mines, the Company undertook explorations in the area from Jefferson City southwest through Friends Station to Mascot. The efforts resulted in development of substantial tonnages of zinc ore and enabled the Company to expand the Mascot and New Market milling operations to their present capacity of 11,100 tons per day. Samples taken at different heights in the lead blast furnace of Brunswick Mining and Smelting corporation were studied to determine the phases present in order to interpret the reactions In the furnace. The main phases in the blast furnace feed are Pb3Ca2S13011, Zn ferrite (ZnFe204), and hardystonite (Ca2ZnSi207); rninor ones include lead and a Pb silicate. The temperature in the furnace varies from about 300°C at 4.2 m above the tuyeres to 1150°C at 1.1 m. There is no evidence of reactions in samples from points cooler than 800°C. Some reaction occurs between 950° and llOO°C and the lead sinter is nearly decomposed at about 1150°C. The first evidence of reaction was the decomposition of Pb silicate to lead and S102. At higher temperatures the Pb Ca2Si3011 decomposed to form lead and hardystonite (Ca2ZnS120rf. The Zn required for hardystonite was derived from the Zn ferrite which apparently re-equilibrated to a new Zn ferrite with less Zn. The decomposed sinter consists essentially of lead, hardystonite, wustite and a Zn ferrite with a low Zn content.

GRATIFYING progress continues towards the elimination of the hazards confronting health and safety in and about mines. Employers and employees are diligently co-operating. One of the outstanding movements towards this end is the National Safety Competition conducted by the U. S. Bureau of Mines. William W. Adams, of the Bureau, has stated that "Through 1936 there has passed by a dozen years of this National Safety Competition, as it started in 1925 with an enrollment of 210 mines and quarries in 28 states and 68 million man-hours of employment. The temperature ranges in which the three inter-metallic phases in the Nb-Sn system form have been determined and the composition and structure of two of the three phases has been established. The kinetics of the formation of Nb3Sn in cored wire samples has been studied in the temperature range of 800° to 1050°C. From 800°to 950°C the rate of formation increases by four orders of magnitude. The rate-controlling step for the formation process in this temperature range appears to be the diffilsion of tin through NbSn. At higher temperatu~es a change occurs in the mechanism of the formation process such that up to a temperature of 1050°C the rate of formation of Nb3Sn does not increase above the rate observed at 950°C. For temperatures helow 950°C the current-carrying capacity of the wire increases with increased percent reaction reaching a maximum value when the formation process is 90 to 95 pct complete. The maximum current-carrying capacity obtainable in this temperature range is independent of the temperature. Above 950°C tlze current-carrying capacity obtainable in the wire decreases with increasing temperature of formation. A model is proposed which accounts for the ohserved behavior. RECENTLY, Buehler et a1.l reported the results of an investigation of the process variables which influence the superconducting properties of Nb3Sn-cored wire. These results indicated that at least four variables affect the properties of the manufactured wire. These include composition, particle size of the starting powder mix, temperature of heat treatment, and time of heat treatment. In order to understand completely the role of these variables, it is necessary to have an accurate knowledge of the phase equilibria in the Nb-Sn system. At the present time, phase-equilibrium diagrams for the Nb-Sn system have been published by a number of investigators.2-5 The diagrams differ as to the number of phases present, the composition of the phases, and the temperature range of stability of the phases. The present investigation was undertaken in order to resolve these differences. Since the investigation of Buehler et al. demon- strated that the length of time at the temperature of heat treatment affected the superconducting properties of Nb3Sn, it is apparent that it is necessary to understand the kinetics of the formation process as well as the equilibrium conditions before a complete understanding of the system is possible. As a result, the kinetics of formation of the various phases in the system were also studied in this investigation. EXPEFUMENTAL PROCEDURE Diffusion couples and sintered powdered compacts were employed in the phase-diagram investigation. The diffusion couples were made by filling 1/8-in.-ID monel-sheathed niobium tubes with tin. The monel sheath was employed to facilitate drawing.' The tubes were then drawn to a tin-core diameter of 32 mils. Samples approximately 3 in. long were then cut from the drawn composite. The tin was drilled out of the ends to a depth of 1/4 in. and niobium-wire plugs were inserted into the ends and peened over. The monel was removed by etching in concentrated nitric acid, after which the samples were sealed in evacuated quartz bulbs and heat-treated in a resistance-wound tube furnace. The samples were quenched into ice water upon removal from the furnace. The diffusion couple samples were examined metallographically employing a chemical etching solution consisting of 10 ml of saturated chromic acid per g of NaF. In addition, two anodizing solutions were used for phase-identification purposes. The first was the picklesimer7 solution; the second consisted of equal parts by volume of 30 pct H2O2 and concentrated NH4OH to which 1 g of NaF was added per 25 ml of solution. The anodizing conditions for the second solution were 2 v and 100 ma with a tin cathode. The powdered compacts were made by pressing previously mixed powders of 99.9 pct pure Sn and 99.6 pct pure Nb supplied by the United Mineral Co. into cylinders 3/8 in. in diameter by 1/2 in. long. The cylinders were then sealed in quartz tubes and heat-treated in the same manner as the diffusion couples. The samples were examined metallographically and by X-ray diffraction techniques. Since it was desirable to be able to correlate the kinetic data with current-carrying capacity, the type of specimen chosen for this part of the investigation had to be a compromise between the optimum system for studying kinetics and one which was suitable for making current-carrying capacity
