In the good old days of the folklore of the mining industry, grizzled prospectors obtained a few loose dollars from friends and neighbours then wandered off to eventually return with the great discovery which became the core of the new corporate empires. Alternatively, merchant banking barons obtained exclusive rights to just about anything of future value over hugh nation-size territories. Some of this probably still goes on, likely with about the same ineffectiveness and waste of effort and money as in the past. CURRENT CONCERNS IN MINING In today's difficult climate in the mining industry, for that matter in all industry, effectiveness is the vital consideration. Cost effectiveness -- more bang for the buck -- is especially important in such an area of high risk as mineral exploration. And there are other factors to consider. Since minerals are depleting resources, the mining inddustry is constantly confronted with the reality that those resources extracted today must be immediately replaced if a resource enterprise is to continue. And if growth is to be achieved, even more resources must be found to support future expansion. The current and immediately foreseeable climate internationally for the mining industry creates a special need and urgency for aggressive and successful exploration, certainly in Canada, if not also in the United States. Depressed world markets and prices have turned yesterday's economic reserves into today's waste, hopefully to be converted into economic ore again in some distant time. One way of replenishing reserves and maintaining a viable mining industry is to find and develop mines which are economic under short-term depressed price and market conditions. This probably means higher grades. A new copper discovery with the right combination of characteristics to be an attractive investment even at today's pices for copper would still merit development into production. Exploration is the only way to find such mines for the difficult short-term conditions. Another important consideration is that normally many years stretch from the first thought of conducting exploration to production -- in those rare instances where an economic discovery is made. If discoveries are not made today, then there will not be any projects to develop when business conditions are more attrative. This industry and the vast number of skilled professionals who are part of mining, are faced with two key problems that underlie the need for a junior exploration segment. One consideration is how to maintain exploration during those years, indeed eras, of recession and depression. We are in such a time now. Throughout the world, major companies have sharply cut back, if not eliminated completely, exploration expenditures other than what is vitally necessary and easily and inexpensively done at the known and producing deposits. And related to that consideration, even more important today than during happier times, is how to finance such necessary ongoing exploration if major companies and governments back away because of financial stringency. CANADIAN SUCCESS In Canada, such problems are being tackled with a success which is capturing worldwide attention. The ability of mineral explorers to obtain willing, eager, high-risk capital is achieving even more outstanding results than in the past. These results are reflected in the widespread continuing exploration ativity in Canada which even spreads into the United States, with some outstanding discovery successes. The most notable exploration success from junior mining activity is the discovery of the Hemlo gold camp in northwestern Ontario, a source of gold which promises to rank with the South

A CLEAR understanding of the factors that deter-mine the consumption of zinc metal is essential to a proper survey of the future of the industry and the relation of the several producing districts. With a view of explaining a sound basis for the consider-ation of some of the problems facing the zinc-mining industry of the Oklahoma-Kansas and Missouri district some of these factors are here set out. The zinc industry of the United States furnishes metal for three major uses, viz.: (1) zinking iron and steel (galvanizing); (2) brass making; (3) sheet rolling. Other important uses are for lead desilverization, the manufacture of castings, including die castings, and the manufacture of zinc oxide by the French process, which consists in burning spelter. The use of zinc for galvanizing comprises the coating of sheets, tubes, wire and shaped products, the latter ranging from chains to buckets. The brass-making industry may be sub-divided into manufacture of red brass, yellow brass and white brass, the percentage of zinc in these products being roughly 30, 40 and 80 respectively. The use of white brass is relatively a new thing and it may attain considerable proportions as a substitute for yellow brass. THE magnetic iron ores of the Rees & Wilder tract, Unaka Mountains, East Tennessee, and North Carolina, so far as examined by me, are peculiar in containing considerable quantities of the mineral zircon in dark red-brown crystals, ranging in size from one-tenth of an inch, or less, to five-tenths of an inch in length. As zircons are decomposed by fusion with alkalies, the constituents may exert some favorable influence upon the iron product, which is generally acknowledged to be of superior quality. CHURN drilling equipment at Bagdad consists of two Bucyrus Erie 27-T model drills and one 22-T drill with gasoline engines. The drilling tools weigh approximately 1600 lb. The holes are drilled with 7-in. bits which are heated in an oil burning furnace and sharpened in an electrically powered bit sharpener. A service truck brings the bits to the drills and takes the dull bits back to the shop. The bits weigh around 250 lb. when new and are handled by drill crews without any mechanical handling device.

Every 12 minutes, a cable operated skip car appears from beneath the desert surface of Arizona's Papago Indian Reservation. The Papagos have become quite used to the car, particularly those whose paychecks depend upon its regular appearance. The 24-ton capacity skip or tramcar hauls copper ore out of the North Decline of Hecla Mining Company's new mine about 30 mi south of Casa Grande. While there's nothing particularly glamorous about the skip itself, the railroad system upon which it travels is interesting because of the unconventional way it was built.

On its tenth anniversary, the computer is a "fact-of- life" in the mineral industries. Its evolution as a practical mining tool was accurately summarized by Alfred Weiss, editor of the Proceedings of the 1969 International Computer Application Symposium, A Decade of Digital Computing in the Mineral Industry: "During the past decade, data processing and operations research developments within the mineral industry have evolved through states typical of any new technique. These have ranged from mere recognition, to cautious acceptance, to confident utilization, and in some instances, to substantial investment in computer hardware and software."

Both water pollution and proposed solid waste disposal regulations have a definite effect on the copper leaching industry and some of the major factors affecting the industry are discussed in this paper. New developments of the NPDES are discussed with emphasis on the ‘toxic’ or priority pollutants, and EPA’s philosophy on the control of these pollutants. The protection of groundwater is the prime aim of RCRA through solid/hazardous waste management. Some of the major elements of the RCRA regulations that will effect the copper leaching industry are discussed.

The tensile properties of Cu-0.20 pct Al, Cu-0.45 pct Mg, Cu-0.27 pct Cr, and Cu-0.22 pct Be solid-solution alloys were studied at -196°, 18°, 2509 and 500°C on wires internally oxidized at 900°and 1000°C. Internal oxidation produced marked increases in yield strength relative to pure copper, particularly at low temperature. The yield strength decreased with increase in temperature to a much greater extent than predicted by current theories of dispersion hardening. The strengthening effect of internal oxidation persisted throughout the entire stress-strain curve, but since a marked loss of ductility occurred at all test temperatures, only modest increases in tensile strength were realized. INTERNAL oxidation involves the preferential oxidation of a baser solute in a relatively noble solvent by diffusion of oxygen into the solid. Since the process is diffusion controlled, it is expedient to carry it out at a high temperature often approaching the melting point. The amount of solute is limited and the oxidation conditions adjusted so that oxygen diffuses inwards to meet the solute causing reaction to progress inwards and form subscale instead of only sur face scale. The reaction can be made to occur throughout the thickness of thin material producing a fine dispersion of oxide inside the metal. C. S. Smith1"3 appears to have been the first to recognize the true nature of the process of internal oxidation. Although extensive kinetic and metal-lographic studies followed by Rhines and coworkers,4-5 Chaston7 andMeijering and Druyvesteyn8 working independently were the first to report hardening effects due to internal oxidation. These results prompted detailed studies of the effects of internal oxidation on the hardness, tensile, creep, and fatigue properties of a number of alloys by G. C. Smith and coworkers9-12 in England, on hardness by Gottardi13 in Italy, and on hardness and tensile properties by wood14 in the U.S.A. Publications dealing with other aspects of internal oxidation will not be reviewed here. Internal oxidation of solutes having a high affinity for oxygen provides a means of obtaining very fine dispersions stable in a suitable atmosphere at temperatures well above those at which most age harden ing precipitates coalesce. The process therefore offers a method of producing thin sheet and wire of possibly outstanding creep resistance. The size limitation might be overcome by internally oxidizing porous powder compacts made from alloy powder before final sintering. PREPARATION OF ALLOYS The alloy ingots, which were approximately 5 1/2 in. long by 1 in. diam, were made up in a high-frequency furnace, using as raw materials OFHC copper, 99.99 + pct Al, high-purity magnesium, and master alloys of Cu-4.19 pct Be and Cu-10 pct Cr. The alloys containing aluminum and magnesium were melted ii closed high-purity graphite crucibles and solidified in the crucible which was lowered partly Out of the coil to give a hot-top effect. We are living at a period of the world's history in which social phenomena are on so vast a scale, are of so profoundly soul-searching a nature, and are occurring in such rapid succession in the great world drama in which we are both actors and spectators, that, in our efforts to obtain a rational point of view in relation to them, our minds may fail to discern the simple in the complex and our understanding is liable to become confused or even overwhelmed. To the social student whose: scientific training has convinced him of the truth of the evolutionary law, Natura non facit salium, it is neither the vast scale of the events, their deeply soul-stirring nature, nor their rapid succession that matters so much, as the discovery of the underlying principle or law in accordance with which the disintegration and reintegration, which are the two aspects of social evolution, or indeed of evolution everywhere, are occurring. He is most deeply concerned in seeking an answer to the question: Have we in the present great and perplexing upheavals in human society, whether regarded in Central Europe, in Russia, in Great Britain, or in America, a really new cause at work, or, have we, though on a very large scale, merely new manifestations of the working out of an old principle? When we think of the appalling struggle in Europe, into which the world's greatest exemplar of democracy was finally drawn, no one has any hesitation in admitting that the great conflict was fundamentally a life-and-death struggle for self-preservation and self-propagation on the part of autocracy. The variations we meet with in the statement of the cause of the war arise mainly from differing distances of perspective; but in the last analysis all agree that the autocratic system of political gov ernment, which found its very soul and center in Prussian despotism, was consciously arrayed in a final "world-power-or-downf all" struggle against a love of freedom which was steadily widening and deepening throughout the world, and particularly throughout those parts of the world where this love of freedom and justice hasfound expressionin democratic institutions. It is not irrelevant to our discussion to recall in passing that this most imposing structure ever conceived by the human mind as an instrument of tyranny is lying today an irretrievable mass of ruins, completely over-

This paper has been prepared with the principal objective of recording the results of the Bureau of Mines exploration of five major clay deposits in the Western Region. It is based mainly on data contained in unpublished Bureau of Mines reports. Acknowledgment is made to the Federal Geological Survey for its cooperative work with the Bureau of Mines, to the various State geological and mining departments, and other State and local agencies. Clay Exploration by the Bureau of Mines Much has been written and published on clays and clay deposits relating to their refractory, ceramic, and other qualities but such literature is lacking in analyses of the available alumina content of the clays and provides little indication of their possibilities as a source of alumina. With this new objective in view, a great many of the known clay deposits were reexamined and new ones discovered. The Bureau of Mines made preliminary examination of numerous areas in the western United States. Five of those most favorably indicated were systematically drilled, and in each a large amount of high-alumina clay has been found. These five major projects are Molalla and Hobart Butte, in western Oregon; Cowlitz-Castle Rock, in southwestern Washington; Ione, in California; and the Olson-Troy area in Idaho (Fig. I). Preliminary scout drilling was done in the Stockton deposit at Coeur d'Alene, Idaho; the White ware deposit near Lewis-town, Mont.; and 13 areas in the Spokane or eastern Washington region, where the most favorably indicated area, known as the Excelsior, is now being drilled more systematically. Preliminary drilling was undertaken in numerous areas adjacent to the major deposits and others more remote. As a result, large additional clay possibilities were found. The Clay Deposits The clay deposits under consideration are of the sedimentary or transported types, parts of which have been altered further by the agencies of weathering, ground water, or hydrothermal action. There are extensive deposits of residual clays in northern Idaho and in eastern Washington, but they have been found to be low in the available alumina and to contain much free quartz, mica, and unaltered feldspar. To be of value, they must first be subjected to beneficiation to remove these gangue minerals. The sedimentary clays have been derived largely from the decomposition, erosion, and transportation of granites, gneisses, schists, and basalts. At Molalla, some

INTRODUCTION General Quebec Cartier Mining Co. (QCM) , Canadian subsidiary of U . S. Steel Corporation, operates two iron ore concentrators at the North Shore of Quebec, Canada. In its own operation at Mount-Wright, over 45 million tons per year of crude ore are ground, fully autogenous in six 32' x 11-1/2 Dominion Engineering mills. At Fire Lake/Lac Jeannine operation, property of Sidbec Normines Incorporated (SNI), over 11 million tons per year of crude ore are now ground, fully autogenous, in twelve 18' x 5' Hardinge mills. The Lac Jeannine concentrator was originally constructed by Q.C.M. in 1960 and. was since operated, in beneficiating the Lac Jeannine ore deposit until fully depleted in 1977, at an annual capacity of 18 million tons of crude per year. In 1976, the new company, Sidbec Normines, was incorporated by Sidbec Corporation, British Steel Corporation and Quebec Cartier Mining Co., in proportional holding of approximately 51 to 41 to 8 percent respectively. Since the acquisition of the Fire Lake ore deposit and Jeannine concentrator by the new company, QCM has continued managing the mine and concentrator operaions for S idbec Normines Inc . Flow-Sheet Design Jeannine concentrator comprises twelve identical mill lines grinding the ROM from 8" top size to 14 mesh nominal size range. Driven by 600 H.P. motor at 13.4 RPM corresponding to 73% critical speed, each mill is operated in a closed circuit with two 5' x 12' vibrating screens dressed with 2.5 x 25 mm slot opening cloth. The ground product or screen undersize at an average grade of 33.4% Fe is beneficiated by gravity separation to produce 66.5% Fe concentrate grade at 42.7% weight recovery. At the rougher stage, each mill line con-tains 128 Humphrey 13- 1/2" pitch spirals which produce a final tailing, middling and concentrate products. The rougher concentrate - so produced - is classified by 64 Humphrey pocket sizers into an underflow, which is a final concentrate product and an overflow which is further upgraded by 64 cleaner spirals. The cleaner concentrate together with the pocket sizer 's underflow are dewatered on a 13'[6] horizontal filter. The rougher middling together with the cleaner tailing are recycled in a closed circuit with the spirals. The rougher tailing after dewatering by hydrocyclones is disposed of by a

INTRODUCTION Mount Isa Mines Limited operates a major mining complex at Mount Isa in northwest Queensland, Australia. The location is arid and remote, some 600 miles distant from the nearest port of Townsville on the eastern coast (Fig. I). Current mine production is 6 million long tons per annum comprising 3.8 million tons of copper ore and 2.2 million tons of silver-lead-zinc ore. Copper ore production is scheduled to increase to 5.8 million long tons per annum by 1973 and a new silver-lead-zinc mine is being developed at Hilton, 13 miles north of Mount Isa. The Mount Isa and Hilton orebodies occur in a single stratigraphic member, termed the Urquhart Shale. This shale is conformable with several other sedimentary formations striking north-south and dipping approximately 65º west. The silver-lead-zinc orebodies occur in bands conformable with the shale bedding and tend to be of tabular shape, varying in width from a few feet to nearly 200 ft. The copper orebodies occur in breccia bodies, locally known as "silica-dolomite", within the Urquhart Shale and tend to be more irregular and massive with widths up to several hundred feet. The detailed geology is described by Bennett (1 2). At present, production comes almost entirely from underground operations with only about 25,000 tons per year of carbonate ore from open pit operations. The mining method used in the copper orebodies is sublevel open stoping with pillar recovery by pillar blast before stope filling or by sublevel caving after stope filling. A large primary sublevel caving operation was also carried out until recently in one of the orebodies. The wider lead orebodies are mined by sublevel open stoping, with or without pillar recovery, while cut and fill stoping is used in the narrower orebodies. Details of the mining methods are given by Davies (3). The company's interest in open pit mining stems from a large open pit which was mined out in 1965 and a further large open pit planned for future production. In addition, the company is currently evaluating several large ore deposits in Australia and New Guinea. All of these orebodies would be mined by open pit methods and rock mechanics studies of slope stability are now a standard feature of all open pit evaluations.

C.-Consider the United States broadly and the distribution of the salt industry. Think of the old solar-evaporation process up in New York State, then of the more recent processes in Michigan and Kansas and Louisiana, where the rock salt furnishes a large industry, then of the solar-evaporation process at Salt Lake, then turn to the crucial place in the United States, where there is an embarrassment of salt, and that is California. I am not forgetting' the immense body of salt east of that in the Virgin River country of Utah; but in California the situation is interesting. There are very large quantities of salt in the Searles Marsh region; again, in Southern California, at the southern end of Death Valley, there are two or three mountains of salt which have been explored recently, where the salt is sufficiently pure to be used at once. There is also a large deposit of gypsum, and it would be possible there, by extremely cheap means, to produce an amount of salt sufficient to furnish the United States' greatest needs. The principal reason that capital has been deterred from developing such a large mass is not the fact that solar evaporation produces a great deal of salt around San Francisco, but the fact that if potash salt is to be produced in connection with the salt in the borax region a, great deal of ordinary salt must be disposed of. It cannot be dumped, for it would get back into the brine again; the first rains would bring that salt back into solution again. It must be sold, given away, or hauled to a distance, which would mean a considerable freight charge. The salt will be going begging. E. G. SPILSBURY, New York, N. Y.-The remark of Dr. Day's regarding the likelihood of the production of a large amount of waste salt brings to my mind the condition that obtains in Germany in all of the potash fields. In Germany salt is a government monopoly. In the development of the potash deposits, it becomes a grave question as to how much salt they may be allowed to extract and bring to the surface.

WHEN Magma Copper Company in 1952 set about finding $100,000,000 to finance the project of developing and equipping the property of its lusty progeny, the San Manuel Copper Corporation, A. J. McNab, president and guiding genius for both companies (and incidentally a mining engineer by profession), determined that he would avoid the mistake frequently made in such circumstances, of underestimating the cost, and thereby running short of funds before the job was completed. The fear that this might happen was one of the reasons why insurance companies, one potent source of "big" money, were reluctant to finance the enterprise. How, they asked themselves, would Magma, a relatively small company, get additional money in such a contingency? Insurance officials' thumbs were turned down. Conditions Imposed by R.F.C. The upshot was the negotiation by Mr. McNab for San Manuel of a contract with the Reconstruction Finance Corporation, dated July 10, 1952, whereby needed monies in amount up to $94,000,000 would be advanced as a loan, bearing 5 per cent interest. Arrangements were made for the separate financing of the new $10,000,000 town, needed for the project, through the Del E. Webb Construction Company of Phoenix, Arizona, and M.O.W. Homes, Incorporated, of Los Angeles. Thus the $94,000,000 drawing account was believed ample to provide for building the railroad, the mine plant, the concentrator, and the smelter, as well as for the underground development of the mine needed to start production.
