The writer assumes that this volume is not intended to serve as a source of statistics on international trade and that the reader is not interested in wading through a lot of statistical tables copied from the various reporting agencies. Generalizations therefore are made whenever possible and not always is the source of the information meticulously cited. The United Nations regularly publishes trade data on mineral commodities. E. J. Gealy, and C. L Kimbell, of the U S Bureau of Mines (USBM), work with these data and estimate that they cover approximately 78% of total mineral commodities traded. In addition the General Agreement on Tariffs and Trade (GATT) publishes analyses of certain trade data The most complete report of production and trade in minerals 1s probably the international volume of the U.S. Bureau of Mines Yearbook The latest available edition is for 1968, and some of the data in this edition cover only as late as 1967. THE NATURE AND SCOPE OF INTERNATIONAL TRADE The two and a half decades since World War II have witnessed an unprecedented growth international commerce The end of the war found the world economy seriously crippled. Many countries had suffered severe war damage; international trade was disrupted and nations had to resort to exchange controls and bilateral trading arrangements. The postwar recovery, however, was remarkably rapid Within two decades, world Income more than doubled, and world trade which was less than $60 billion in 1948 exceeded $200 billion in 1968, 8 and reached $278 billion in 1970.18 The growing world trade contributed to world prosperity which in turn fostered growth of trade. This dramatic growth of international commerce was made possible by the progressive liberalization of trade and capital movements by the major trading nations of the world which began immediately after the War and has not yet completely lost its steam. FOR a number of years up to the economic setback of the 1929-1931 period, the greatest proportional advances in the mineral industries in California were made among the substances in the nonmetallic groupings, particularly among the so-called industrial minerals and the salines. During the past year or two, although these have not regained the stride that marked their progress in the preceding decade, we can still record, -some new developments. California produces annually between 55 and' 60 different minerals on a commercial scale. Of these, some 40 to 45 comprise the "structural," "industrial," and "salines" materials as grouped in the reports of the State's Division of Mines. ALTHOUGH Cerro de Pasco was well known since the early sixteen hundreds as one of the major silver districts of the Andes, its development on a modern scale did not occur until the first decade of the present century when a syndicate organized by James B. Haggin initiated the enterprise that eventually grew into the complex and widespread operations of the Cerro de Pasco Copper Corporation. Options on a few claims in Cerro de Pasco that had been brought to New York in 1900 came to the attention of A. W. McCune, a mining man from Salt Lake City, who took them to Haggin and soon succeeded in interesting that creative mining financier in the possibilities of the district. James MacFarlane, an engineer well known to both Haggin and McCune, was sent to Peru early in 1901 to make the initial examinations which promptly led to acquisition of a substantial group of claims in the heart of the mineralized area. A syndicate to which Haggin turned over his rights was organized on Feb. 26, 1902 to provide the necessary funds. The original members were J. B. Haggin, who retained a 34 per cent interest, Edward H. Clark (for Mrs. Phoebe Hearst, the widow of Haggin's old associate, George Hearst), H. McK. Twombly, H. C. Frick, D. O. Mills, and J.P. Morgan.

THE town of Jerome is located in Yavapai County in north central Arizona. It has a population of over 6000 people and the two important mines of the district, the United Verde and the United Verde Extension, lie almost within its limits. Perched high on the southwest side of the Verde Valley, at elevations of 4800 and 5500 ft.. (1463 and 1676 m.), both mines have long tunnels from their lower levels through which ore is hauled to their respective smelters. The two smelter towns of Clarkdale and Verde, out in. the center of the valley and about 2000 ft. (609 m.) below, form part of the wide panorama that meets the eye at Jerome. This panorama and the topographic and surface features and the geologic formations are shown in a separate pamphlet. In the vicinity of Jerome, the great southern escarpment of the Arizona plateau forms the northeast side of the Verde valley. The general level of this escarpment, or "the rim" as it is called, is about 4000 ft. above the Verde River. A corresponding elevation is reached only by the, highest parts of the Black Hills, which bound the valley to the southwest. The two lava-capped mesas, known as Mingus and Woodschute Mountains, form the culmination of the Black Hills. That part of the old Black Hills mining district which lies between their crests -and the Verde River is now known as the Jerome or Verde copper district. However, if the smelters are not included, a strip about 7 mi. long and 3 mi. wide (11 by 5 km.) embraces practically all the properties belonging to the Jerome district. This strip lies parallel to and along the side of the Verde valley from about First View, 2 mi. northwest of Jerome, to the neighborhood of Allen Spring, near the south end of Mingus. Mountain. The rank of the district in copper production, as well as features of peculiar geologic interest in connection with the ore occurrences, entitle the district to much more consideration than it has received in the literature of copper mining. Arizona stands preeminent as a copper-producing state. In 1918, it produced four-tenths of the total amount produced in the United States, and nearly equaled the, combined production of its three chief competitors, Montana, Michigan, and Utah. INTRODUCTION In 1974, Industrial Miners Mexico, S.A. (IMMSA), agent for the borrowers, was the largest privately-held mining, smelting, and refining company in Mexico (accounting for 32% of Mexico's nonferrous metal and coal production in 1974), the fourth largest company in terms of sales, and the second most profitable company in Mexico, excluding government wholly-owned and operated industries. The company was engaged in the mining, smelting and refining of coal, copper, fluorite, gold, lead, silver, zinc and related by-products for domestic consumption and export. A combination of favorable factors led IMMSA to propose an investment plan amounting to US$286 million for 1974 through 1978, of which US$150 million was to be financed. These factors included: Substantial profits in 1973 and 1974 Positive near-term outlook for metal prices Success of the reinvestment program in increasing productivity Substantial additions to proved reserves during 1973-1974 and Fiscal incentives provided by the Mexican government to stimulate investment in the mining industry. The primary purpose of the investment program was to construct a new electrolytic zinc refinery and to expand and modernize many of the company's existing mining and refining facilities. THE BORROWER Company History Compania Miners Mexico, S.A. was incorporated in the city of Monterrey in 1918 as a wholly-owned subsidery of ASARCO Inc. (formerly American Smelting and Refining Company, New York) for the purpose of mining and processing non-ferrous metals and related products. In compliance with the Government's Mexicanization program, ASARCO Inc. divested itself of 51% of its equity in Compania Miners Asarco, S.A. on June 30, 1965. Subsequently, ownership in the divested share was apportioned as follows: 15% ownership in Compania Miners Asarco, S.A. to a group of private investors, and 36% in trust for subsequent public sale. The company's name was changed to Asarco Mexicana, S.A. in 1965. Mexican ownership in Asarco Mexicans, S.A. was increased to 51% in 1967, following the purchase of the 36% share ownership held in trust, and then to 66% in 1974 when ASARCO Inc. divested itself of an additional 15% of its holdings in Asarco Mexicans, S.A. Following its 1974 divestiture of 15% of Asarco Mexicans, S.A., ASARCO Inc's ownership in Asarco Mexicana, S.A. was reduced to 34%. In 1974, the company changed its name for the second time to Industrial Miners Mexico, S.A. (IMMSA). Fiscal Agreement IMMSA entered into a fiscal agreement with the Mexican government in 1969. The agreement, which was renewed in 1974, provided for 100% of the production and export tax corresponding to the federal government with a minimum of 50% of the amount refunded to be reinvested in fixed assets. Most publicity about the copper industry nowadays is focused on the adequacy of ore reserves and on excessive mining capacity. These concerns, stemming from public awareness of actual and potential shortages and oversupplies, relate to production rather than consumption. Perhaps the reason for this one-sided view is that copper is thought of as a commodity which is conspicuously traded in world markets, rather than as one of many industrial materials that serve today's rapidly changing technology. Copper differs from other widely traded commodities in that its real cost of production has progressively increased since World War 11. The reasons for the increase are identifiable by analyzing operations in one of the world's large producing centres, the copper province of Arizona. Another respect in which copper differs from some other commodities is that increases in demand occur less automatically in the case of copper than they tend to in commodities whose consumption is more directly related to population growth. The copper industry's current inability to generate and attract needed investment capital is attributable to these differences between copper and other commodities; it suggests that the concept of copper purely as a commodity is outdated. The key to the problem is better integration between the activities of copper producers and users. Depending on circumstances, integration takes various forms- for example, investment tied to long-term sales con- tracts between producers in developing countries and consumers overseas; common ownership of producing and manufacturing facilities in industrialized nations like the U.S.; and consumer-oriented research and marketing by the copper producers.

PURE copper that has been allowed to oxidize at an elevated tempera-ture in the air is found to be covered with two distinguishable layers of oxide scale. The outer of these, which is very thin, is composed of cupric oxide, while the inner layer, comprising the bulk of the scale, is made up chiefly of cuprous oxide (Fig. 1a). If a small quantity of an alloying element, such as silicon, is present in the copper, silica particles are found disseminated through the cuprous oxide, deposited most abundantly near the metal surface, and, in addition, silica particles occur to a limited depth within the copper itself (Fig. 1b). It is this inner layer, composed of oxide particles precipitated in a matrix of metallic copper that is known as the "subscale" or the zone of internal oxidation. Under a low oxygen pressure it is possible to produce the subscale without the formation of external layers of copper oxides, thus leaving the metal surface bright and apparently clean while oxidation has occurred, in fact, to a considerable depth within the metal (Fig. 2). Although little is yet known in a detailed way of the mechanism of internal oxidation, the general nature of the process is evident. By virtue of the considerable solubility of oxygen in copper,1 it is possible to bring the alloying element in contact with oxygen within the metallic solid solution. If the oxide of the alloying element is more stable than cuprous oxide, the foreign oxide may form and, since most oxides are relatively insoluble in copper, it will not long remain in solution, but will separate as a precipitate. As the metallic solute is exhausted in the zone of precipitation, oxygen that is constantly being supplied at the surface diffuses farther into the alloy and thus produces an ever-thickening shell of subscale. The distribution of the reacting elements in the subscale and adjoining zones must be somewhat as indicated in Fig. 3. The conditions requisite to internal oxidation to be anticipated are thus: (1) a solubility of oxygen in the alloy, (2) the ability of oxygen to diffuse at an appreciable rate into the alloy, (3) the possibility of the

"Heredity"1 in cast iron has been a subject of much discussion. Numerous experimenters have found that the properties of gray iron may vary greatly without corresponding variations in composition or thermal treatment. The main structural difference in such cases is in the size and distribution of the graphite flakes and the explanations given usually attribute this difference to some chemical element not shown by ordinary analysis or to some physical factor, such as inclusions in the melt. It cannot be said that any of these theories is completely satisfactory. Much remains to be learned about cast iron and for this reason a study of the material was undertaken as a part of the program of fundamental research at Battelle Memorial Institute. A review of the literature indicated that very little systematic work had been done on the mechanism of freezing in cast iron. The experiments described below are largely concerned with that problem. Normal and "Dendritic" Cast Iron As examples of variation in type of structure, photomicrographs of two test bars of cast iron are shown (Figs. 1 and 2) and the composition and properties are given in Table 1. Both are common, unalloyed gray iron. Test bar No. 13 has normal graphite flakes while No. 49 has very fine, lacy graphite arranged in a dendritic pattern, the matrix in both being pearlite. These two types of cast iron are well known to foundry-men and need no detailed description.

Borehole (slurry) mining, where a tool incorporating a water-jet cutter and a downhole slurry pump mines phosphate through a borehole, was field tested in northeastern Florida as part of a US Bureau of Mines program to increase the domestic availability of critical minerals. About 1.5 kt (1700 st) of phosphate ore were mined at 23.6 t/h (26 stph) from a depth of 76 m (250 ft). The borehole was filled with water during mining for roof support and to assist slurry pumping. Underwater cutting was enhanced with an air-shrouded water jet. Mined cavities were backfilled to prevent subsidence after abandonment. Roof subsidence during mining was avoided only when the cavity was filled with water. Environmental monitoring before, during, and after mining included hydrological studies and measurements of water quality. Significant water quality changes occurred only in the zone being mined and were confined to the immediate area of the borehole.

SOME old-time views which have recently come into my possession have inspired me to record that part of the early history of Leadville, Color- ado, with which I am familiar, the years 1878 to 1882, in the hope that others will add to what is here mentioned. My first appearance in Leadville was in June, 1878, immediately after graduation from the University of Michigan, and I found a congenial and lively crowd of young men, already there. The old log hotel, at the corner of Pine and State streets, housed some distinguished guests in the summer and fall of 1878. It was my good fortune there to make the acquaintance of James B. Grant, afterwards Governor of Colorado, in July of that year, when we were both glad of the accommodation afforded by cots in the second floor loft of the hostelry presided over by Herman Hibschle. Grant was then building his smelter and our associates were Eddy and James, August R. Meyer, and Berdell and Witherell. The Grand Hotel-Harris and Walsh, pro- prietors-was the first-class hotel of the place; but in a very few months there were many competitors.

ALTHOUGH the iron-carbon diagram has undergone many changes in the last 20 years, the region below the eutectoid line and up to approxi-mately 1.7 per cent carbon has been little affected. This region is generally considered to consist of cementite and ferrite. Graphite has been noted occasionally in the hypereutectoid steel region, and the ready formation of graphite nodules in malleable cast iron is a phenomenon difficult to interpret in the light of cementite, supposedly stable at sub-eutectoid temperatures. In this case the graphite formation has been partly explained by the presence of silicon, and many have believed that silicon acts to change the stable state rather than to accelerate reactions so as to arrive at the stable state in a briefer period of time. Consider-ation of this phenomenon indicates that cementite is not the stable phase in the temperature composition zone referred to. In the course of examining a low-carbon steel tube taken from a petroleum cracking still, which had been in service for approximately three years at temperatures somewhat below the eutectoid temperature, observations were made that shed light on this entire subject. The tube in question analyzed:1 C, 0.15 per cent; Mn, 0.49; Si, 0.02; S, 0.023; P, 0.015. The microstructure of the tube after service is shown in Figs. 1 and 2. From these it is evident that cementite as such is absent, and that in its place nodular graphite has been formed. In order to check this observation further, samples taken from the tube were heated at 850° C. for varying periods of time. Since the Troy meeting I have received several additional results of analysis of the same sample of spiegel, which I give below: P. I know only by correspondence. His methods are : for results Nos. 47, 48 (13.03, 13.26) dissolve In hydrochloric acid, evaporate, oxidize with nitric arid, filter from silica, separate iron as basic acetate, precipitate manganese as sulphide, dissolve in hydrochloric acid; and precipitate as carbonate. No. 49 (13.72) was obtained by Eggertz's method. Nos. 50, 51 (13.10, 13.10) were dissolved and oxitfized as before, the iron precipitated by oxide of zinc, filtered and washed four times with cold water; and the manganese titered hot with permanganate. P. regards these two results as low. ATTENTION has been given to the sources and supply of the raw vegetal matter and. the conditions of its submission to the process of sedimentation. An original and most valuable review has been made of the more important or significant chemical compounds originally contained in the organic debris, and of the biochemical changes-undergone by the latter during deposition. Consideration also has been given to the factors controlling the selective biochemical decomposition, in whole or in part, of :this debris, and the deposition, as, sediments, of the undecomposed plant structures and compounds, together with more or less of the so-called "ulmic," or "humic," organic decomposition products in colloidal solution.1 BIOCHEMICAL CHANGES END IN PEAT FORMATION The biochemical process terminates in the peat stage of coal formation, and with the cessation of this process organic sedimentation is completed. All subsequent changes result from geological causes and conditions. The deposits are in the form of peats of different types, organic muds, oozes, etc. They are essentially uncompressed and are wholly unconsolidated, and their water content is great, amounting to over 85 per cent. near the surface of the deposit. Many of the chemical compounds remain as in the once living organisms; others are biochemically broken down and new ones formed.
