Minnesota is involved in planning controversies related to taconite and potential copper-nickel mining. Mine facility planning includes the Reserve dining on-land tailings disposal issue and the potential for a new copper-nickel mining district. Both provide a unique opportunity for innovative planning in the attempt to be responsive to public and private interests. Concerns that emanate as a result of mineral resource activities include environmental protection, land use competition, land exchanges, highway and utility extensions, and legal constraints on public or private lands. The purpose of this newly-developed planning approach is to anticipate such issues and provide a rational information base for dealing with them. The result will be a framework plan for guiding public planning, and an impact assessment for reviewing the implications of industrial project proposals. The approach uses a computer-stored resource inventory of natural and cultural information. Geographic data is mapped and entered into a computer storage and retrieval system. This enables systematic analysis of mineral resources along with environmental and land use considerations. Computer mapping describes the relationship of each activity and allows identification of potential conflicts; it also shows geographical extent in the form of statistical compilations. Resource data is being collected and compiled using a standard metric grid (Universal Transverse Mercator). Individual cells are 100 m. squares and represent areas of about 2.5 acres. The study area contains about 145,000 cells. Data inventories are being compiled in 25 natural and cultural resource categories. Geologic variables include Bedrock Geology, Taconite Reserves and Potential Resources, Depth to the Duluth Complex Contact and two soil inventories. Topographic and hydrologic variables include elevation, slope, slope orientation, surface hydrology, and watersheds. There are also 6 biological data variables and 7 land use inventories.

LEAD is an inexpensive metal produced and consumed in large quantities with certain chemical and physical properties that permit handling the molten metal in bulk. These properties are its low melting point, resistance to oxidation, and its negligible solvent action on iron and steel. Thus, lead is almost always melted in large iron or steel kettles, heated from beneath, and is seldom melted in either directly or indirectly fired furnaces or electric induction or arc furnaces. Even with a modest operation a kettle holding 2 or 3 tons is employed, and the size will range up to 215 tons in the large lead refineries. The methods of handling tin and its alloys are essentially the same as for lead because of the similarity in melting point and resistance to oxidation, although because of the cost of the metal the scale is more modest. In melting lead and its alloys preliminary to a casting operation it is seldom that the melting unit is completely drained of its contents. The usual procedure is to continuously charge solid metal and continuously remove small amounts of liquid metal, so that the kettle is maintained essentially full at all times. For type metals, linotype machines usually employ automatic means of adding the solid alloy to the melting pot in proportion to the removal of the liquid metal in casting slugs of type. In the casting of grids for storage batteries, frequently automatic means of charging solid metal in direct proportion to the consumption of liquid metal in the casting is used. In the manufacture of bearing alloys, new alloy is charged in direct proportion to the consumption of metal in the bearings being cast, so that at no time does the level of the metal in the melting pot lower to any great extent. Even in the manufacture of bulky commodities such as pipe, cable. sheathing, and slabs for rolled sheet, it is the practice to employ a melting kettle of several times the capacity of the casting being made. A substantial level of liquid metal in the melting kettle is thus maintained even after the casting is poured and the original metal level is quickly restored by promptly charging new metal, even though there is no immediate need to proceed with additional casting. This procedure is permissible because the amount of fuel consumed in keeping the lead molten and immediately available for use is negligibly small and the cost is more than offset by the convenience. However, this convenient procedure necessitates study and control of certain properties of lead and tin alloys that are not of serious consequence in most other alloys and for that reason are not well known. These properties are "drossing rates" and "melting segregation." DROSSING RATE Users of lead long ago observed that the rate of dross formation on the surface of the lead in their kettles or pots varied greatly from time to time. This was particularly common in places where both antimonial lead alloys and commercially pure lead were being handled.

Tunneling methods through rock have, since the successful development of explosives, relied almost solely on blasting. Over the last ten years, rock-tunneling machines (moles) have been developed and some major projects have been carried out successfully with the use of such machines, which rely on the destruction of rock by mechanical means rather than blasting. Various other basically new methods are presently under study, such as the use of laser beams, water jets, etc. For practical purposes, there are presently only two methods commercially available: 1) blasting or 2) tunneling by mole. A contractor would choose at present either one method or the other. Both methods have their advantages and disadvantages (Fig. 1). The thought has occurred that the next practical development in rock- tunneling technology might be a combination of the best features of the mole technique and those of the blasting technique. A preliminary evaluation of this approach indicated that there is definitely a good potential for fruitful developments along these lines. My purpose is to place on record some of the thinking and some of the ideas which were developed along these lines and to point out certain areas where development efforts are required. In trying to find an improved tunneling technique, we looked in particular for the following qualities: 1) safety, 2) continuity, 3) uniformity, 4) automation, and 5) flexibility. TUNNELING BY BLASTING Conventional tunneling by means of blasting proceeds generally in recurring sequences of events: 1) drilling, 2) loading, 3) firing, 4) mucking-out, and supplementary operations (such as scaling and lining). These four operations (drilling, loading, firing, mucking) proceed one after another.

THIS paper was prepared upon request as a contribution to a symposium covering the manufacture, properties, and uses of the important non-ferrous metals. In approaching a subject as broad as this, there is a natural desire to build up a comprehensive and finished production which shall constitute a dependable source of information on all questions properly belonging to this branch of metal technology. There are, however, a number of circumstances, apart from the mere routine of labor and thought involved, which operate rather effectively against the possibility of completing such an ambitious program at the present time. First of all, as far as any public record of results is concerned, the commercial rolling, drawing, and forming of zinc with relation to changes of structure and properties-and this we consider to constitute the elements of metal technology-might as well be an unpractised art. We have never seen a published photomicrograph showing the structural characteristics of either hard or soft sheet or strip, although the structure of castings has been frequently described, and other coarse-grained structures resulting from hard-hammering and annealing have been reproduced. Thus, an author in this field must proceed to his task without much assistance from the literature, and the outcome can represent only a personal estimate of principles, facts, or findings, and not a summary

THE year 1923 was one of great importance in northern Louisiana and southern Arkansas, so far as the' development and expansion of previously discovered oil and gas fields were concerned. However, the search for new fields failed to produce a single discovery that led to important development during the period; in this respect, the year was one of discouragement to the prospector. During the winter and spring months, an especially active "wildcat" campaign was in. progress in southern Arkansas, and a large number of tests were drilled in northern. Louisiana but this activity subsided during the summer and fall. By the close of the year, only routine drilling was in effect in the fields; and only two new areas-Cotton Valley, in Webster Parish, and an area in Union Parish, La.-were showing any important activity because of favorable oil showings. Further drilling is contemplated in both of these areas, and the present feeling is that one or the other may produce the next oilfield in this territory. Briefly, the development of the Smackover field was the overshadowing event of the year. In. southern Arkansas, important development also took place in the East El Dorado, Stephens, and Irma fields; but all of these were relatively small. In northern Louisiana, many new oil wells were drilled in the Bellevue field, and many new gas wells in the Monroe field. In the old Caddo field, a large number of the deep Woodbine wells were plugged back to the "chalk rock," where a high gravity oil is obtained. In the other fields, only a few small wells were drilled. Therefore, Arkansas, furnished the real development of the year in this area. The production for the year showed a material increase over that of 1922, due, chiefly, to Smackover, and practically altogether to the Arkansas fields. In Louisiana, every field, except Caddo, Bellevue, and Elm Grove, showed slight to marked declines; while in Arkansas, El Dorado was the only field that declined throughout the year.

Studies of roof and floor movement are of interest to those actively engaged in mining. This is especially true in the case of an entirely new area where there is no precedent for guidance. The potash deposit being mined is in the southeast corner of New Mexico, about 20 miles east of Carlsbad. The deposit was formed by the land-locked, shallow, Permian Sea that extended through parts of western Texas, Oklahoma, Kansas, southeastern Colorado, and eastern New Mexico. The saline deposits vary from 500 to 4000 ft. thick. Neither of the companies operating in this area has delimited its commercial ore bodies. As all production so far has been from Federal and State leases, the Department of the Interior and the State of New Mexico have a direct interest in the development and extraction of these ore horizons. The ore is composed of an intimate mechanical mixture of sylvite (potassium chloride) and halite (sodium chloride). It lies generally in a horizontal bed varying from 5 to 12 ft, in thickness, and has a cover of approximately 1000 ft., consisting of about 500 ft. of salt beds and 500 ft. of sediments. The immediate mine roof for several feet is principally salt with some potash and clayey material. The next 500 ft. above, from the standpoint of structure, may be considered rock salt with a few inter-bedded potash members. The upper 500 ft. is of sedimentary (Permian and Triassic) origin and contains several water-bearing formations with flows varying from 10 to 500 gal. per minute. This water intensifies the interest in convergence problems as the ore and surrounding formations are water soluble. Potash salt (sylvite) and rock salt (halite) are plastic minerals. Plasticity is defined as a "property of solids by virtue of which they hold their shape permanently under the action of small shearing stresses but are readily deformed, worked, or molded under larger stresse."1

TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen:-To a Board of Directors keeping in as close touch with all of the affairs under their care as do the Directors of the A. I. M. E., through their monthly meetings, a report of the year's progress is almost superfluous. ' To the members who read the monthly reports of the Board Meetings and of the various activities of the Institute as published each month, a yearly report cannot carry much fresh information; yet for both it may be well, as is the custom, to glance over the field of our activities during the past year, and to make an estimate for the year to come. The beginning of 1924 was not propitious for the members of the mining profession, though tonnage production for 1923 had been high and the gross value higher than for several years. The margin of profit had been narrow, prospecting and development were limited, and many of our members were unemployed or were working in other industries. Toward the end of the year, higher metal prices were in sight. Old-time optimism began to grow, and it now brightens the outlook for 1925. An excellent barometer of the prosperity of the industry, and that of the Institute, for they go hand in hand, is the work of our Employment Bureau. During the past few months, the percentage of our members for whom openings have been found has been increasing to a marked extent, and many members who had fallen in arrears are placing themselves in good standing. The number of new members joining has remained about as it was in 1922 and 1923. The Directors have reason to congratulate themselves on the interest maintained during a dull period, for it is not humanly possible to take a keen interest in the technology of an industry when our hands and minds are not actively engaged in it Now, with a much brighter outlook, we can look forward to a year of increasing prosperity for the industry and for the Institute.

The outstanding event of the year 1929 in the Appalachian area was the intensive drilling activity in the Bradford and Richburg pools of northwestern Pennsylvania and southwestern New York State, particularly the former, in connection with the continued extension of the five-spot system of water-flooding. More new development work was undertaken and completed than during any previous year since reclamation methods were first applied. This was due in part to an excellent price for oil and in part to discovery of the fact that more intensive methods (five-spotting) yielded greater profit. While several oil wells of comparatively large initial production were completed, no new oil pools of significance were discovered in the Appalachian area during the year. A number of small gas pools were opened in areas already surrounded by producing wells and at least three others in areas located some distance from any producing pools. Petroleum Development According to statistics of the U. S. Bureau of Mines, 33,7,57,000 bbl. of petroleum were produced in the Appalachian field during 1929 as compared to 31,060,000 bbl. in 1928.' Of the total 1929 production, 23,391,618 bbl. consisted of Pennsylvania grade oil as compared to 21,096,710 bbl. in 1928. The 1929 Pennsylvania grade production represents an increase of 37.4 per cent. over that of 1924. This increase can be attributed largely to the rapid development of water-flooding in the Bradford and Richburg pools. The Bradford field of northwestern Pennsylvania and adjaccnt portions of New York State experienced the busiest year since the boom days of the early eighties. Wells completed during the year totaled 2679.2 In spite of the high prices asked for acreagc, which in some of the choicest territory has been as high as $6000 an acre, a considerable number of properties changed ownership during the year. There is at present a pronounced tendency to consolidate the great number of small individually operated properties into larger units.

THE notched-bar impact test has proved worth while in certain applications as a test for control of the quality or the heat- . treatment of steel. In view of the serious thought that even so simple a test as the tensile test, has evoked during the past years, it is not surprising that the notched- bar impact test should have inspired much experimental work. The correlation of the great number of data has not been successful, although steady progress has been made toward a better understanding of this test. Progress has been made, especially, in the isolation of the effects of the many variables that control the results. The stress system imposed on a specimen with a notch is so complicated and un- predictable that no simple evaluation of the test has been possible. Because of this uncertainty, many engineers hesitate to use the notched-bar impact test, and this attitude may well continue until a better understanding of the effects of the variables in the test are available. Without doubt, any additional data that may be presented should be accompanied by as complete a description of the details of test as possible, so that it may be added to the general fund of information that is to serve as the basis for the theory of the notched-bar impact test. The many factors that may control the test results have been pointed out repeatedly. The importance of the effect of the type and dimensions of the specimen has been recognized. Most of the work reported by American investigators has been limited to small- size (Charpy) specimens tested as a simple beam; two types of notches (Fig. I) have been commonly used. Considerable data have also been presented by many investigators using a small specimen tested as a cantilever beam; this commonly being called the Izod test. Here, however, a shear component of stress makes the stress system even mare complex than that present in the simple beam type of test, hence a critical analysis is difficult. Much work has also been reported by investigators using the tension type of specimen. A second variable that must be con- trolled is the testing temperature. An indication that the tests were performed at room temperature is not sufficient, since in many steels a variation of a few degrees in the actual testing temperature may be sufficient to give an entirely different range of results. Other factors. such as the com- position and condition of the material being tested and the speed of test, should also be considered. IN the past few years several papers have appeared dealing with different aspects of the oxidation of dilute alloys, especially with respect to the formation of internal oxides or subscales. Subscale has been defined1 as that layer or zone of oxide particles precipitated in a matrix of metallic metal in which the oxide particles are dispersed uniformly and occur by diffusion of the oxygen inward from the metal surface. Alloys composed of a solvent metal more noble than the alloying elements are subject to subscaling or internal oxidation. In these alloys the solute must be present in such quantities that if the alloy is exposed to an oxidizing atmosphere at elevated temperatures, the rate of diffusion of the oxygen into the metal will be greater than the rate of diffusion of the solute outward. There is a composition range of the iron-silicon system that falls into this classification. Knowledge of the nature and rates of oxidation of iron-silicon alloys is of great commercial importance, but very little information of this nature is available. Darken2 recently has made calculations to show the limits of concentration of silicon for which subscales are produced in iron-silicon alloys; however, the main thesis of his paper was to analyze and to explain the already existing data. The purpose of this paper is to present the effect of com position, temperature, time, and atmosphere on the type of scale-metal layer obtained and to give some qualitative indication of the effect of these variables on the rates of oxidation. Since this paper is a study of silicon steels that are available commercially, extremely low-silicon and high-silicon alloys are not included. EXPERIMENTAL PROCEDURE The alloys used in the experiment were taken from heats of silicon steel that ranged in analysis from 0.70 to 5.8 per cent silicon. This composition range takes in most of the commercial silicon steels. In Table I are listed the compositions of alloys used. Other than iron and silicon, the alloys normally contained approximately the following impurities: carbon, 0.03 per cent; manganese, 0.07; phosphorus, 0.008; sulphur, 0.02; copper, 0.07; tin, 0.01, and from nil to a trace of chromium, nickel and copper. All of the alloys used were melted in open-hearth furnaces, except where otherwise noted, and were hot-rolled to 0.100-in. plate. Samples approximately 1/2 in. square were then cut from these materials. So that the surface conditions of the samples used for oxidation would be standardized, each sample was ground through 000 emery paper immediately before oxidation. Two different techniques were employed in carrying out the oxidizing treatments. One consisted simply of heating the samples with free access to air. INTRODUCTION Raising capital in the 1990s is a timely subject. However, many of us thought why should raising capital in the 1990s prove to be unlike it was in the 19805, the 1970s, the 1%0s, or earlier? There are a lot of creative people in banking and in corporate treasury departments. New tools and techniques are continuing to emerge, many of which are discussed in other papers in this book. While we have new financing tools at our disposal, the underlying issue has not changed. Projects and investments must be judged on their own merits. If they cannot be justified by conventional financial analysis, they should not be built. If they can be justified, it is likely that the financing will be available. The challenges faced in raising capital in this decade will persist to the next. The issues of the 1980s -- currency fluctuation, disruptive merger and acquisition activity, commodity price volatility, political risk, and debt crisis -- will all persist in an increasingly international business environment. I will focus on the financing we have just completed for the Escondida Copper Project in Chile. The Escondida financing is structured along the classic project financing model developed in the late 1970s, but it deals with issues of the 1980s and the 1990s. The financing was intriguing, not just because of the technical issues involved, but also the challenge of reaching an agreement in a large and diverse group. Escondida had the one essential feature that made its financing possible. It was commercially very attractive. It would produce at low cost a commodity (copper concentrates) that direct consumers felt would be in tight supply. The project had the direct support not only of its sponsors, but also its customers, and, very importantly, its host government. The non- recourse financing of Escondida would not have been possible without the support of these parties, and without the robust economics that made this effort worthwhile. The issue was more complicated. Operations in all parts of the world entail some political exposure. This project is in Chile, where there was a constitutional requirement that a plebescite be held when the project would be in its early stages. This plebescite would determine the fate of a 15 year old military dictatorship. The project is copper, a commodity generally deemed to be in surplus. Copper has a history of price volatility (whose price has varied from $.58 to $1.53 per pound over the past two years). It is politically sensitive, not only in Chile, but in the United States, Canada and other developed countries. The project is international, with all the problems of dealing with a variety of currencies, a variety of cultures, and a variety of laws and commercial practices. The project is also large and capital intensive, with a total cost of U.S. $1.1 billion. ESCONDIDA PROJECT Escondida, the largest known copper ore body in the world, was discovered in March of 1981, by Utah International in a joint venture with Getty Oil Company. In 1984, both Utah and Getty were involved in ownership changes, Utah being acquired by BHP. A later restructuring of the ownership of Escondida resulted in BHP, as manager, carrying a 60% interest, Rio Tinto-Zinc Corporation (RTZ) 30%, and a consortium of Japanese companies led by Mitsubishi Corporation with 10%. The Japanese consortium is incorporated as JECO (Japan Escondida Corporation). This ownership structure, which spread ownership around the world, was the first tangible step toward managing both the commercial and political risk associated with the project.

ROTARY kilns, varying in construction, are used in a variety of processes. Products differ and operating conditions vary according to economic requirements. All of these variables influence the degree of instrumentation and type of control necessary or profitable to install. Products fired in rotary kilns are the results of combined temperature and time treatment and the interrelation of these two factors should be kept constantly in mind in the perusal of this paper. MEASUREMENTS OF KILN TEMPERATURE The securing of proper temperatures within the rotary kiln, either of the charge or of the kiln lining in the high fire zone, are basic objectives of kiln operation; therefore the measurement of these high-temperature conditions merits first consideration.. For these measurements, radiation pyrometers, properly designed and protected, have proved adequate, particularly where records or automatic control are desired, while optical pyrometers may serve as portable indicators. Light-sensitive devices or photoelectric cells in this service are capable of producing records as well as certain forms of automatic control. High-temperature measuring devices for rotary-kiln work should have the measuring unit protected from dust, as a continued accumulation of deposit would lower the readings. Fig. I shows a typical application of radiation equipment to a rotary kiln, mounted far enough away from the sighting hole through the kiln hood to be protected from puffs or stingouts and with a sighting tube having a series of settling chambers, to prevent dust from reaching the lens. Although dust conditions inside the kiln itself usually fluctuate considerably and have their effect upon the readings at that moment, such effects are not cumulative and show as a continuous fluctuation in the temperature indicated, provided the radiation unit and recorder are responsive to such slight and rapid temperature fluctuations. The ambient temperature to which a measuring unit is subjected fluctuates from possibly o° to over 200°F., therefore these changes should have no effect upon the final reading or upon the life of the measuring unit. A very narrow sighting angle is desirable, so that measurement of temperature may be made as far as possible into the high fire zone without. effect of the flame temperature. There should be some sighting means on the measuring unit, so that the proper field may be viewed. Measurement of wall temperature taken at a point where the charge has just left the wall is less affected by dusting conditions than when taken elsewhere. INTRODUCTION THE oxidation of pyrites and marcasite in coal-mine strata to produce discolored acid mine drainage has long been explained by chemical reactions occurring in three stages: I. The iron sulphide minerals are oxidized by air in the presence of water to produce a nearly colorless solution of fer¬rous (iron) sulphate and some sulphuric acid. 2. The ferrous sulphate and part of the sulphuric acid combine with additional oxygen to form ferric (iron) sulphate. 3. The ferric sulphate hydrolyzes to form a reddish-brown precipitate and additional sulphuric acid. Nevertheless, chemical data alone are not sufficient to explain all observed facts. The first stage seems to proceed more slowly in the chemical laboratory than in nature. The second and third stages nor¬mally occur to a marked extent within a few days with raw mine water. However, the visible discoloration that characterizes these latter stages will not develop for months if the mine water is sterilized. By means of bacteriological techniques, two organisms have been isolated from acid coal-mine drainage. These are believed to have a part in promoting the chemical reactions summarized above. One organism is considered to be Thio¬bacillus thiooxidans, which is known to be able to convert elementary sulphur or sodium thiosulphate to sulphuric acid. Its relation to the formation of acid mine drainage has not yet been established. Apparently it does not promote the oxida¬tion of ferrous iron compounds in mine, drainage to the ferric state. The second organism has not been identi¬fied by name but is described as "Gram negative, non-spore-forming rods approxi¬mately 0.4 micron wide by o.8 to 1.0 micron long." A pure culture of this when added to sterile mine water will cause the latter to become amber and develop the typical rusty precipitate. However, it has not been found to convert sulphur com¬pounds to sulphuric acid. Further research is planned to determine whether or not these microorganisms play a significant part in the first stage of oxidation whereby pyrites and marcasite minerals go into solution. Some of the conditions found in abandoned sections of coal mines, such as a reduced percentage of oxygen and increased percentage of carbon dioxide in the air, as well as the existing temperature and acidity ranges, will be tolerated by and may even be favorable to these organisms. SUMMARY In order to accommodate a new plant in a limestone quarry in the Mendip Hills, it became necessary to excavate a potentially unstable disused face of the quarry. A simple two-dimensional graphical method was used to analyse a failure, which occurred during a period of exceptionally heavy rain in 1968, and the results of this analysis were used in estimating the stability of the proposed excavation. The presence of water in vertical fissures and tension cracks was found to be a dominant factor in determining the stability of these faces. The results of this approximate analysis were used as a guide in deciding upon the final slope design and the purpose of presenting this example is to illustrate how the various factors involved in arriving at this design were weighed to arrive at a compromise between theoretical recommendations and practical considerations. INTRODUCTION The successful outcome of a geological and geochemical survey to prove adequate re- serves of high quality limestone, suitable for producing burnt lime, led to planning for the installation of the necessary plant at Amalgamated Roadstone Corporation's Batts Combe Quarry at Cheddar in Somerset. Topographic and property boundary limits added to restrictions which were likely to be imposed by any forthcoming planning consents and restricted the choice of plant location to one site. The particular site is, in fact, the main floor area of the original quarry which, like many hillside quarries, had been worked with just one face. Before a benching scheme had been introduced on higher ground, the original face had attained a height of 230 ft. and sloped at angles of 58º to 64º. Fig. I shows the present configuration of the disused quarry face and the present working area above. The floor area below the disused face accommodates the existing crushing, conveying, and screening plant. The new facilities for lime burning are to be in addition to the existing main line business of producing roadstone and concrete aggregates and, although a new aggregate production plant would be included in the new installation, no disturbance of current production was to be contemplated.

The oil and gas industry of New Mexico recorded notable progress ill 1935. More wells were brought in than in any previous year, and important new discoveries were made. The total number of completions was 340, of which 260 were oil wells, 8 were gas wells and 72 were dry holes. The total oil production was 20,228,947 bbl., an appreciable increase over the 1934 production of 16,636,804 barrels. Many of the wells completed in southeastern New Mexico were acidized. This treatment proved highly effective in increasing the capacity of the wells, the resulting potentials usually being two to ten times as large as before acid treatment. In the Lea County fields in which proration was entirely on an acreage basis, the tendency of many of the operators was to complete their wells according to best conservation practice rather than to obtain the largest possible potential. Much remedial work was done in the Hobbs, Cooper, Jal and Eunice fields, and with excellent results. At many of the wells high gas-oil ratios were greatly reduced and encroaching waters shut off by setting packers. Several companies carried on pretentious geophysical campaigns in the southeastern part of the state. The location of the Amerada discovery well in the Monument field was based on geophysical surveys. The New Mexico Oil Conservation Commission, established by the 1935 Legislature and consisting of the Governor, the Commissioner of Public Lands and the State Geologist, began to function in May. Production in the state thereafter was based on orders issued by the Commission. Proration in the Hobbs field, which had been provided for since July, 1930, by successive proration agreements signed by all operators in the field and approved by the State Geologist, was continued by the Commission by giving approval to the current proration agreement,. In Canada, the economic climate for mining is still warm, but a noticeable chill set in last November when the Government published a White Paper on tax reform known as the Carter Report. Moreover, this chill could drop to a freeze injurious to the whole Canadian economy if two of the proposals in the Carter Report are adopted. The offending suggestions call for an end to (1) the depletion allowance and (2) the three-year tax holiday for new mines. Both of these tax incentives have played a major role in the postwar development of the Canadian economy and will, if undisturbed, play an even more important role in the future. The fact that they have worked and worked well is evident from the record. Fruits of an Industrial Beanstalk Excluding fuels, the value of Canadian mineral production was just under $3 billion in 1968-almost nine times as much as in 1946. With fuels included, the figure is $4.25 billion, or almost ten times as much as in 1946. Proportionately, this growth far exceeds that of Canada's manufacturers or of her economy as a whole. Table I traces the overall mineral production growth by principal products. Of particular interest here are petroleum, iron ore, natural gas, sulfur and potash, the combined production of which has grown from little or nil to a point where it now accounts for more than 40% of Canada's mineral output.

(Read at the Amenia Meeting, October, 1877.) DURING the winter of 1868-9, I was called upon by Professor F. H. Storer, to put up the Bunsen filter pump in the chemical laboratory of the Masschusetts Institute of Technology. As the laboratory is on the lower floor, it was found necessary to use a great deal of cumbrous pipe and apparatus to get the necessary column. It was then suggested that if an instrument could be devised which would make use of the hydrant pressure in the service-pipe, it would do away with the objectionable features of the Bunsen pump. After using the Bunsen pump for some years, the jet pump to be described in this paper was devised, and it has since been adopted by Prof. Wing in the quantitative laboratory of the school. I am much indebted to Prof. Wing for his aid in starting the manufacture in brass of these jet pumps, which are now to be had in Boston. The jet pump much resembles the Giffard injector in form. It differs from it in the fact that water is the impelling fluid, and air the impelled, while with the injector steam is used to impel water. The principle of condensation of steam, which is Water availed of in the injector, is entirely wanting in the jet pump. The jet pump consists in a water jet, w, (see figure), a constriction or waist, a, and a waste tube, o. The success of the jet pump depends on the following conditions 1. The relation between the sizes of sectional area of a and w. 2. The proximity of a and w. 3. The form and angle of the two hollow cones whose vertices make the constriction a. 4.
