The minerals industry in general should bow in homage to the uranium milling industry. Those in the uranium milling industry have "spark- plugged" more progress in the application of instrumentation and control in the last 5 years than has been made in 50 years by the industry in general. Part of this real progress in the application of instrumentation and control has been born of necessity because milling processes are more complex. A lot of the impetus for instrumentation and control has come from the fact that the industry is new, the processes are new, and there are no hide-bound conventions to overcome. Part of it comes from the fact that much of processing is more chemical than metallurgical and the thinking of the process chemist has carried over into the plants. One need not elaborate on what instrumentation has done for the process chemical industries. Each new mill that is constructed, if of appreciable size, seems to employ more instrumentation than the previously completed plant. Plant A makes a break-through in the application of instrumentation to a particular part of the process and Plant B accepts this and goes one step farther, while Plant C, anticipating Plant B, makes two or three more steps before Plant B is entirely leveled out.

This expanded and more detailed supplement to earlier published work1 is offered as a means to demonstrate the high empirical correlation which exists between the readily measured coal bench scale test parameters of volatile matter (d & a.f.), Hard-grove grindability index (HGI), Koppers cone bulk density (BD) and pulverization level (% passing a 1/8-in. screen) to the less readily measured full scale coke stability index. Thus, Fig. 1, 2 and 3 represent the correlated test data contained in Tables I, II and III respectively. Ninety-six coals are correlated so that 97% of the resultant cokes fall within two points and 100% fall within three points of the actual tested coke stability indices. The main generalizations which can be drawn from the correlation of these coals are as follows: 1) The coke stability indices for higher bulk density coals (46.0 BD to 50.6 BD) appear to be largely influenced by differing combinations of factors for coals above and below a pivotal point of approximately 36% to 37% volatile matter. Below this pivotal volatile matter coke stability index appears to be influenced largely as a result of changes to the coal volatile matter and pulverization level. While above this pivotal volatile matter coke stability indices appear to be dependent on the coal hardness, as measured by the HGI, and to some extent upon coal volatile matter. Pulverization appears to have little influence on the coke stabilities of the harder coals (52 HGI to 58 HGI) of greater than 36% to 37% volatile matter. 2) The coke stability indices for lower bulk density coals (41 BD to 45.9 BD) appears to be largely influenced by changes to coal volatile matter and pulverization level for softer coals above approximately 58 HGI. 3) The main empirical observation to be drawn from these results is that for coals above approximately 36% to 37% volatile matter the quantities of hard and soft constituents as measured by the HGI are important when defining coal rank for correlation to the coke stability index.

Like most industrial processes, nuclear power production creates wastes, which have to be handled and ultimately disposed of in a safe manner. Some of the wastes contain very long-lived radioactive substances and have to be isolated for very long periods of time before they have decayed to harmless levels. Sweden, like many other countries with similar geology, intends to use crystalline rock for isolating the high-level nuclear waste from the biosphere. The suitability of a rock mass for a repository needs to be investigated extensively. Apart from the political and practical considerations for a site selection, a detailed study has to be performed in terms of geology, hydrogeology, geophysics, geochemistry and rock mechanics. The responsibility of the site selection studies in Sweden is entrusted to the Swedish Nuclear Fuel Supply Company, Division KBS (SKBF/KBS) . The paper gives a brief presentation of the "Standard Program" for the studies that will be carried out during 1980-1990. Modifications of the program are justified on the basis of gained experience or specific circumstances for each site. The program is compiled by the Geological Survey of Sweden (SGU) in cooperation with KBS.

The steady-state creep behavior of poly crystalline cad mi inn was studied over a temperature range of (1.56 to 0.94 Tm. Two distinct mechanisms were found to occur over this temperature range. They were described by: where and represerqt the minimum strain rates corresponding to the low- and high-temperature regions, respectirely. The two regions of constant acti11ation energy were connected by a transition region where the strain rate was controlled by both mechanisms acting in parallel. At temperatures below a transition temperature of about 0.7 Tm the agreement between the activation energy value for creep and that for self-diffiision suggests a rate-controlling mechanism of dislocation climb. For cadwzium, steady-state creep at temperatures above 0. 7 Tm appears to be controlled by another mechanism, perhaps involving the behavior of dislocation jogs. FRENKEL et al.1 studied the high-temperature creep of polycrystalline cadmium and reported an activation energy of 21 kcal per mole for the 0.5 Tm < T < 0.8 Tm range. Based on observations of creep rate at only two temperatures, a value of 22.1 kcal per mole was determined by Medbury. These two investigations were for the purpose of showing agreement between the activation energy for creep and that for self-diffusion, reported3 as 18.2 and 19.1 kcal per mole, respectively, for diffusion parallel and perpendicular to the hexagonal axis. Gilman4 investigated prismatic glide in single crystals of cadmium over a higher-temperature range of 0.72 to 0.93 Tm, and found an activation energy of 29 kcal per mole. He also reported5 an activation energy higher than that of self-diffusion for prismatic glide in zinc single crystals deformed at temperatures near the melting point. This value was in good agreement with those found for an equivalent temperature range by Flinn and Munson6 and by Tegart and sherby7 for polycrystalline zinc. These two independent studies also disclosed at lower temperatures another value of activation energy near that for self-diffusion. It would be expected from the creep results on zinc and single-crystal cadmium that creep studies on polycrystalline cadmium, extended to temperatures near the melting point, might yield an activation-energy value higher than the 22 kcal per mole value found in earlier studies. The purpose of this paper is to report the steady-creep behavior of polycrystalline cadmium over a temperature range of approximately 0.5 to 0.9 Tm EXPERIMENTAL METHOD The cadmium used in this study was obtained in the form of as-cast rods, 0.5 in. diam, through the courtesy of the Bunker Hill Mining Co. The material was of 99.995 pct purity, as determined by spectro-chemical analysis. The creep specimens, which were 0.250 in. diam by 0.400 in. long and annealed at 300°C for 45 min to produce a stable average grain diameter 0.25 mm, were tested in compression using an apparatus similar to that described by Sherby.8 The specimen temperature was controlled to within ±0.5°C with the help of appropriate constant-temperature baths. The applied stress was maintained within 1.0 pct of the desired value by the additions of lead shot at fixed strain increments. No barreling was observed over the strains encountered during testing. Isothermal creep tests9 were used in the study with only a few differential temperature tests10 run for comparison purposes. Steady-state creep data were obtained over a temperature range of 60 to 287°C (0.56 to 0.94 Tm) at five stress levels ranging from 28.1 to 140.6 kg per sq cm. RESULTS The minimum or steady-state creep rate may be described by an equation of the following form:" where i is the minimum strain rate, S is the structure factor, F is a stress function, Qc is the energy of activation, T is the absolute temperature, and R is the gas constant. The minimum strain rates obtained in this study for cadmium were recorded on a semilogarithm plot as a function of the reciprocal absolute temperatures for the various stress levels, as shown in Fig. 1. This figure shows a characteristic transitional behavior" with a parallel interaction of two mechanisms. It is obvious that the activation energies corresponding to the individual processes are insensitive to stress because the curves are parallel. The discrete activation-energies values for the low- and high-temperature regions for the various stress levels are reported in Table I, and were determined by the least-mean-square method. CURRENT widespread applications of aluminum in such industries as transportation, mining, and construction would have amazed the early proponents of its use, including Napoleon III, French Emperor Batik ill the middle nineteenth century, when aluminum was a precious metal, Napoleon had visions of making his army light and mobile through the use of aluminum for gun carriages, helmets, canteens, sabers, and similar articles. Whereas the emperor failed in his objectives, the modern Napoleons of industry have .been successful, and today aluminum finds its greatest applications wherever there is mass ill motion. Its lightness has made possible such modern marvels as the Union Pacific streamline trains, the Boeing and Douglas giant airships, and up-to-date mining equipment such as the new Calumet and Hecla mine skips.

In the manufacture of sulfuric acid from SO2 bearing gases, the presence of mercury vapor in the gases may lead to unacceptably high mercury levels in product acid. Anticipating inception of regulations requiring low mercury acid, St. Joe Minerals Corporation and Toho Zinc Company, Ltd. independently developed new mercury removal technology. The processes may be used individually or in combination, depending upon the mercury content of the SO2 gases and the required mercury level in acid, for efficient control of maximum mercury levels in sulfuric acid. The St. Joe B Process removes mercury from roaster off-gas streams, while Toho’s NAK Process precipitates Hg from concentrated sulfuric acid. The combined process is commercially operated at St. Joe&apos;s zinc smelter in Monaca, Pennsylvania, and the NAK Process at Toho’s Chigirishima lead smelter and Onahama zinc roasting plant in Japan. Product acid mercury levels of 0.5 mg/kg are economically achieved.

New equipment for seabed sampling, presently at the prototype stage, operates on the principle of diamond core drilling with wire line core barrels and is designed to drill cores from the seabed at depths down to 200 m with a continuous recovery of cores from an attendant vessel. The machine operates on the seabed by remote control from a console on the vessel. Neither installation nor operation requires the use of divers. Principal Applications Principal areas of application for the drill which is dubbed Maricor include investigation drilling in the continental shelf, mapping geological conditions before large drilling platforms are installed and exploring proposed undersea tunnel routes.

Nickelic hydroxide is an important metallurgical reagent used for precipitating cobalt from nickel sulfate solutions. Existing methods of preparation of nickelic hydroxide involve electrolytic oxidation of Ni(OH)2 or the use of strong oxidizing agents such as chlorine, ozone and persulfate. Although the oxidizing properties of the SO2 + O2 system have been known for some time, e.g., detection of SO2 and oxidation on iron in acidic solution, the application of this system for the preparation of nickelic hydroxide as a process was not considered in the past. The present paper describes a new method for chemical preparation of nickelic hydroxide which has been developed in INCO laboratories. The technique consists of reacting nickelous hydroxide suspensions with a slurry of calcium sulfite in the presence of air or oxygen. The main advantage of the process is the cost of reagents and an absence of soluble by-products (e.g., C1-). The chemistry of this process is unusual since the redox potential obtained during the reaction exceeds that of the oxygen electrode. Therefore, the effect of CaS03 is not just a catalytic acceleration of the reaction NI(OH)~ + 02. The so3= must be involved in the stoichiometry of the overall reaction producing in the initla1 phase some strongly oxidizing intermediate species.

This presentation discusses the necessary ingredients for the creation of an acceptable credit structure, i.e., the structure that enables the borrower to attract the funding from different groups of lenders. As the amount of debt in the capitalization of new projects increases, it becomes quite critical that the mining venture sponsors obtain funding in a manner which maximizes the project economics. Attention normally is focused on the inherent operating cost characteristics of a venture such as the cost of mining, milling, transportation, smelting, and refining. The projected costs are derived from lengthy feasibility studies often taking millions of dollars and years to prepare. For a variety of reasons as the amount of equity directly provided by the sponsors declines, the balance must be made up from external credit sources. As a result, once the project becomes operational, debt service requirements assume crucial importance. For most new ventures, in the early years of production, the total amount of periodic debt amortization charges together with the projected interest expenses equals or exceeds the total operating cost. Utmost care must be taken, therefore, to reducing these costs which will then increase the chances for the implementation of the project. Project sponsors must carefully evaluate different funding sources in terms of their potential economic impact and, concurrently, evaluate alternative credit structures in order to be able to attract the selected funding vehicles. In this presentation I will discuss credit sources in the order of their relative appeal; i.e., from the standpoint of maximizing rates of return to the project owners. The tenor of the credit, that is the period from signing a loan agreement to the time of last repayment under the loan agreement, is undoubtedly the most important variable in evaluating the attractiveness of debt sources. Therefore, I will begin by discussing debt sources with the longest maturities and will end with a description of credits with relatively shorter tenors. The availability of different funding possibilities will naturally depend on the geographic location of the proposed venture, the creditworthiness of the borrower and the sponsors, the project economics, and finally the actual liquidity conditions in the capital markets at the time that the funds are committed. U.S. LONG-TERM DEBT MARKET - PUBLIC OFFERINGS AND PRIVATE PLACEMENTS The long-lived nature of most mining projects dictates that the majority of the mine financing be raised from long-term sources. In today&apos;s world capital markets U.S. debt issues probably carry the longest maturities available. The maturities can range from 5 to 40 years. Various types of long-term corporate debt instruments can be differentiated from one another by their terms, seniority as to claims against the assets of the issuer, legal form, and whether issued privately or through a public offering. The terms of these debt issues vary widely. For example, the interest rate which is typically fixed at the time of issuance, is determined by the credit quality of the issuer, the maturity, the average life, the seniority of the debt, the quality of control covenants or type of assets pledged as security, and other exogenous factors such as: economic policy, general level of interest rates and cur-rent level of financing activity. The entire principal amount of the debt may be due and payable at maturity (known as a "bullet" maturity) or, more typically, through periodic repayments in equal or staggered amounts. Almost all such debt issues allow for prepayment at the option of the issuer, but require varying amounts of repayment penalties. Disbursements are made over a relatively short period after signing of the debt documentation which may not coincide with the actual funding needs of the project. Financial covenants can be quite stringent, covering areas such as the issuer&apos;s financial leverage, working capital, payment of dividends and other distributions, merger and acquisition activities, and limitations on the disposition of property. Many changes have occurred in lead-zinc milling in the U.S. since the 1970 Lead and Zinc Symposium. New mills have been built, novel flowsheets devised, and the use of process control techniques is increasing. The Missouri concentrators produced in 1976 more lead and zinc concentrate than those in any other state. The Tennessee mills produced nearly as much zinc concentrate in 1976 as Missouri and with some very highly developed flowsheets. Progress in the Western U.S. is centered around new operations in Colorado and Utah. New mills in New York and Missouri incorporate many of the newer control concepts. Most of the older concentrators have undergone flowsheet changes to accomodate different ore types or because of the availability of new and better equipment.

A COMMITTEE of the American Railroad Association, consisting of Samuel Rea, president of the Pennsylvania System, Chairman; F. D. Underwood, president of the Erie Railroad; A. T. Dice, president of the Philadelphia & Reading Railroad; E. J. Pearson, president of the New York, New Haven & Hartford Railroad; and C. H. Markham, president of the Illinois Railroad (who was represented at the meeting by J. F. Porterfield of his system), met at the headquarters of the American Institute of Mining and Metallurgical Engineers, New York, on April 6 to assist in the Coal and Coke Committee&apos;s attempt to solve the bituminous coal problem. There was a full discussion of the questions of seasonal freight rates and the purchase by the railroads during the slack months of their winter&apos;s supply of coal. As the question of fuel supply for the railroads is in the hands of the Railroad Association, as well as the coal operators, it was vital that it should be represented at this important conference. The situation from the point of view of the mine operators was presented very thoroughly. No seasonal rates were considered necessary for the year 1920, and, as this matter requires considerable thought, it will be given thorough study and worked out in detail at a subsequent meeting.

The US minerals posture will be increasingly dominated by three interrelated factors. First, when viewed over the long range, the US supply situation can be expected to steadily deteriorate as demand increases. Domestic high-grade ores have been used up, and other nations compete with the US for world supplies. Second, as environmental awareness becomes more acute, an aroused citizenry is demanding that minerals industries conform their operations to rigorous new standards. Finally, the changing energy situation that confronts the US is forcing an appraisal of energy-use patterns on operations previously guided solely by economic principles and not by national priorities. While future US mineral production and consumption patterns are unclear at this time, it is certain that US demand for minerals will continue to outrun domestic supply. Thus, the US is faced with a challenge of producing more minerals and metals from lower grade resources. Meeting this challenge means a strengthening of US research and development efforts, coupled with their application in the remaining leadtimes available. Some specific examples of how the US Bureau of Mines (USBM) is assisting in the processing of low-grade resources follow.

In critical times such as the present, when the whole world is agitated by the aftermath of war and the road to peace is blocked by seemingly insurmountable obstacles, it is fitting that we should pause to take inventory of the material resources essential to our national security. Our status as a world power, in peace as well as in war, is intrinsically bound to the availability of minerals, for the foundation of our industrial and economic structurewhich in turn largely determines our military potential and our limits of national prosperity-rests on our ready access to economic sources of iron, copper, lead, zinc, manganese, bauxite, and at least threescore of other metals, minerals, and mineral fuels. By applying the well-known facts of mineral resources to recognized fundamental concepts of preparedness, we can obtain a- clearer picture of the essential needs of our country. Historically, the lure of minerals and other raw material resources has all too frequently led nations to policies of imperialism and war. For more than a century the staking of colonial territory for new sources of raw materials has been a primary objective of many nations. The advent of the space age and its promise of interplanetary flight has prompted new ideas for propulsion systems that will allow maximum energy with minimum fuel weight. The use of cesium as the source of energy for such rocket flights has been found desirable. Theoretical efficiency of a rocket fuel is measured in terms of specific impulse, defined as the number of pounds of thrust per pound of propellant consumed per second. Specific impulse is usually expressed in seconds (the number of seconds for which one pound of fuel would produce one pound of thrust) although it is really a measure of total energy, not of power. The most sophisticated chemical fuels have a specific impulse of 300 to 400 sec; liquid hydrogen heated by nuclear reactor has a specific impulse of 1000 to 1200 sec. Specific impulses as high as 20,000 sec, however, are theoretically attainable with the ion rocket, in which free cesium ions are accelerated across a voltage drop and ejected at high velocity.&apos; Characteristics of the system have been sketched by Boden. The desirable properties of an ion propellant are: 1) low ionization potential, 2) low boiling point, and 3) high atomic weight. Alkali metals best fulfill these requirements, and Table I indicates the superiority of cesium. The use of heavy complex ions such as UCl; is ruled out by their instability and other disadvantages.

Biological as well as geological research has made very successful use of the qualities that the physicists have detected in radioactive substances. Outstanding examples for the vast new fields opened in this part of the border-land between the disciplines of geology and physics are the "radio thermal geology" [July, 1909, see 1 of "References" at end of paper] and all that is connected with the use of the radioactive disintegration clock for the age-determination of rocks and minerals [2]. In structural geology, not unlike to recent bi-ological uses of radioactive material, their "tracer" properties were helpful. Changes in Radon concentra-tion in soil-air, especially accumulations, led to hidden crevices and fault-zones. High contents of Radon in spring-water gave clues as to the types of rocks they had flowed through [3, 4). One specific application of the small admixtures of radioactive material, however, has only lately found some atten-tion and that is their use in linking beds of sedi-mentary strata otherwise only poorly identified be-cause of the lack of fossils or other characteristic properties. To be useful for this purpose, two con-ditions have to be fulfilled: (1) The amount of radioactive material per unit-weight of rock in a given horizon should be uniform over a large area; (2) this same amount should change fairly rapidly in the vertical succession of layers.

The current status of the US lead and zinc industries was reviewed by J. G. McCullough, president of Amax Lead and Zinc Inc. He reported that in the US, lead and zinc are separate industries because of the nature of mineralization. The large Mississippi-type zinc deposits are practically lead-free, and while the new lead belt in Missouri has some zinc content, it does not have the same favorable economic impact as in the complex massive sulfide ore bodies being developed elsewhere.

IN 1942 Grossmann1 proposed that the hardenability of a steel may be calculated from its chemical composition by considering the base hardenability associated with its carbon content and grain size and multiplying this base by factors for each element present. Since Grossmann&apos;s original publication, several investigators2-5 have reexamined the multiplying factors for the individual elements and in general have found that the multiplying principle is valid. However, some of the individual factor curves developed have been in poor agreement. Inasmuch as the carbon-factor curve obtained by Grossmann was dependent [ ] upon the factors for all the other alloying elements present in the steel, it logically followed that his results were in need of correction in the light of the new data available for manganese, silicon, and the other alloying elements. Furthermore, in order to avoid the possibility that errors in the manganese, silicon, or other curves might influence the carbon-factor curve, investigation of iron-carbon alloys containing little or no manganese and silicon was necessary. That the effect of carbon on hardenability was greater than indicated by Grossmann is shown by a comparison of the diameters of completely hardened rounds of iron-carbon alloys with the ideal critical diameter calculated from Grossmann&apos;s factors. These alloys have a greater hardenability in a hite quench than predicted by Grossmann&apos;s factors for an infinite quench (Table I). [ ] Among the other important variables that were in need of further investigation were the effect of deoxidation practice on the grain-size correction curves and the effect of stable carbide-forming elements on the depth of hardening. Most of the work by Kramer, Hafner, and Toleman4 was done on silicon-killed steels. It was not known whether Grossmann&apos;s grain-size correction curves, deter- mined on aluminum-killed steels, was valid when applied to steels with different deoxidation practice. More data on the

IF a metallurgist employed in an industry producing mechanical parts or assemblies wishes to make the most of his opportunities he will be concerned with every use of metals in that industry. He will not only take part in the testing and treating of the metals used but will assist in their selection and study their behavior in processing and in service. In addition, he will attempt to develop an understanding of the problems involved in the use of the metals in all plant tools and equipment. Metallurgists that follow this course will soon recognize that frequently too little thought is given to the effect of the design of parts on the way the metal in them is expected to behave in service. He will come to realize that changes in the design of a part will often be much more useful than changes in the hardness, strength, composition, or structure of the metals used in them. Does this mean that a metallurgist is out of place in these industries and that he should leave the field to others or be content to fill only a minor role?
