Measurement of zeta potentials is a useful tool to study the surface chemistry of minerals under flotation conditions. Because there is continued interest in this approach, the apparatus for obtaining zeta potentials of nonconducting solids by the streaming potential method is outlined here. Fig. 1 illustrates the streaming potential apparatus. The streaming potential cell or plug consists of two 24/40 standard ground joints (4) joined with a piece of pyrex tubing 60 mm long and 12 mm in diam (5). The electrodes are made of bright platinum disks 19 mm in diam and 1 mm thick through which 0.5-mm holes have been drilled (6). To the surface of each is welded a piece of 80-mesh platinum gauze. Each electrode is permanently mounted on the ends of the inner parts of the two standard joints by means of a platinum wire (7) which connects it to the tungsten seal at the end of the cell (8). For ease in cleaning and handling the apparatus, the streaming cell is fastened to the 500-ml reservoir flasks (1) by means of two 18/9 ball and socket joints (2). This particular arrangement permits passage of the solution in either direction through the plug of particles. Flow of solution can be stopped by a stopcock (3). One of the reservoir flasks has a large opening to permit insertion of either a thermometer or a pair of electrodes for measuring pH of solutions within the system. In making the experiments, the plug is filled with 48 to 65-mesh particles, but a layer of 28 to 35-mesh particles is placed at each electrode to prevent any of the finer particles from passing through holes in the electrodes.

Recently, Gilvarry1,2 has given a rigorous derivation of the proper distribution function for fragment size in single fracture, based on a closely defined physical model and deduced strictly by the laws of probability. The physical point of departure is Griffith's theory of brittle strength, identifying sub-microscopic flaws as the cause of the low strength of a solid in comparison with values implied by cohesive energies. Gilvarry and Bergstrom,4-7 and Gilvarry8 have compared the predictions of the theory with experiment, and have found excellent agreement, in general. The purpose of this communication is to sketch the extension of the theory to the case of comminution, and to indicate the applications to some examples in nature. The present treatment represents an amplification of a brief discussion appearing elsewhere. 9 Although the basic ideas of the Griffith theory are perfectly general for rupture of brittle solids, it was originally formulated with very brittle materials such as glass in mind. Moreover, Griffith's original experimental work was carried out on glass specimens. Recently, however, the theory has been extended by race" to apply directly to rocks. This extension makes the theory immediately applicable to the materials generally of interest from the standpoint of comminution. GENERAL CASE To obtain the distribution function for fragment size in single fracture, three assumptions are made, that: 1) Fracture proceeds by activation of preex-istent Griffith flaws in the volume, faces, and edges of a fragment; 2) the distributions of flaws of these three types are independent of each other; and 3) activated flaws of a particular type are distributed at random, individually and collectively, in the sense of Fry.11 The last assumption implies that each distribution is separately of Poisson type.

The strain-mte behavior of. the tensile yielding and flow characteristics of arc-cast polycrystal-line molyhdenum of pidrity > 99.97 pct was investigated in the range 10-6 to 10-1 sec-1 at 243o, 293o, and 373oK for two grain sizes, 0.027 and 9.098 mm. For 0.998 mm, the strain-mte dependence of the lower yield stress can be described by a straight line of the jowl a, = a + 0 log e over the whole range of strain rates examined. However, for 0.027 mm, the data fit several consecutive linear relationships of the above form. The previous association of these different linear regions with different rate -controlling mechanisms is questionable for molyhdenzdm. The senlilog strain-rate dependence of the yield stress is consistent with Hahn's model for yielding when the stress dependence of the mobile dislocation density, pr, is taken into account. Since p', from rate -cycling experirnents, is found to be relatively insensitive to stress for single crystaIs, the obserzied log-log dependence of their yield stresses is also in agreement with the model. A correction for the stress dependence of p' changes the activation oolurrze for yielding from a zero to a more realislic inverse function of stress where the Peierls mechanism is believed to be rate-controlling. The gmin-size dependence of the lower yield stress is not a monotonic junction of strain rate. RECENT experimental evidence' has revealed that the strain-rate dependence of the tensile lower yield stress, a,, of commercially pure ni- obium and tantalum tested at room temperature can be described by several consecutive semilog relations of the form: sv =a + ß log € [1] where i is the applied strain rate and a and 0 are constant Over only relatively small ranges of strain rate. A glance into the immediate future of the refining industry, and a retrospective view of 1929, cannot fail to emphasize the need for effective measures of control of refinery still runs. With oil producers alert to the need for control of the crude supply, it has become more than ever necessary for refiners to complete the movement toward stabilization by concerted determination to maintain still run schedules within the limitations prescribed by the demand for gasoline. The outlook for continued growth in the demand for gasoline appears to be well sustained by a preliminary survey of requirements for 1930. In fact, it is apparent that the industry will be assured of a market for gasoline that will aggregate in volume at least 472,000,000 bbl. this year. This indicates a gain in total demand over 1929 of about 9 per cent. or about 4.6 per cent, less than the gain recorded during 1929 over 1928, which amounted to 13.6 per cent. Despite the indicated increase in gasoline demand this year, it is apparent that little, if any, more crude will be required than last year. This is shown in Table 1, presenting estimates of gasoline demand and probable crude requirements for 1930. Equilibrium constants for carbon dioxide, defined as the mole fraction of carbon dioxide in the gas phase (dry basis) divided by the mole fraction of carhon dioxitle in the hydrate (dry basis)... were calculated usine the equilibrium constants for methane developed in an earlier paper. INTRODUCTION A series of papers have been written on gas hydrates, giving temperatures and pressures at which hydrates would form.2. 3, 4. 5, 6. 9. 12, 13, 15 Vapor-solid equilibrium constants have been developed for methane, ethane, propane and iso-butane' by which it is possible to compute for a specific gas mixture the temperature and pressure at which hydrates will form. Carbon dioxide is present in many natural gases in concentrations usually from 0.1 to 2.0 per cent. It also forms a gas hydrate with water and presumably enters the solid solution when present with a natural gas which is forming a hydrate. The equilibrium constant giving the ratio of the concentration of carbon dioxide in the gas phase to the concentration in the solid phase is required for including the effect of the carbon dioxide when computing the conditions for hydrate formation. Direct determination of the concentration of carbon dioxide in solid hydrate requires a difficult separation to be made. Therefore, this research resorted to the measurement of the temperature and pressure at which specific mixtures of methane and carbon diox- ide would form hydrates. From the equilibrium constants previously mentioned for methane, it is possible to compute the equilibrium constant for carbon dioxide, without measurement of the composition of the solid phase. Fig. 1 shows the conditions at which methane and carbon dioxide form hydrates. ROUNDING out a year of improved organization, substantial accomplishment and strengthened purpose, the American Engineering Council of the Federated American Engineering Societies held its first annual meeting at the Cosmos Club, Washing-ton, Jan. 5 and 6, Dean Mortimer E. Cooley of the University of Michigan, president of, the Council, presiding. Officers were-chosen, the work of the past year was reviewed and discussed, action was taken on important matters of public and technical service, new financial arrangements were put into effect, committees were named, new policies were sanctioned and old ones reshaped, and a broad and definite program was out-lined for the next twelve months. A leading event of the meeting was a dinner in honor of Herbert Hoover, who, addressing the members of the Council and their guests at the University Club, praised the work of the Committee on Elimination of Waste in Industry as a great and lasting public service, pointed the way for new engineering effort in the public interest, and expressed renewed devotion to the ideals of the Council. Resolutions of appreciation of the service of the Secretary of Commerce were presented to Mr. Hoover.

It scarcely is possible to read a new issue of any of the principal mining trade journals without noting some mention of a major new overseas mining venture with which one or more domestic companies are involved. These projects follow a fairly consistent pattern; most are large open pit mines with relatively low grade orebodies but huge reserves; the total price tag is in nine significant figures and half or more of the total cost is for infrastructure. West' notes that nearly $7 billion is being invested annually for new mining projects and the expansion of existing mining ventures in the free world. He anticipates that by 1975 such investments will reach the $10-11 billion annual figure and that in the period 1972-76 total capital requirements can be expected to aggregate around $45 billion. West estimates that 75% of the total capital will come from internally generated funds. Conceivably, a substantially higher percentage could be attributable to external financing, especially if the trend of recent mineral development in Canada and Australia is any criterion, and including local sales of equity as a part of the package.

Eight years ago the Hecla mine, a lead-silver producer, situated at Burke, Idaho, was producing ore from but two levels, the 300- and the 600-ft. All hoisting was done with a 12- by 16-in. slide-valve, double-reel, hoist. The hoist was being worked to its capacity and was unsuitable for hoisting from greater depths. As the work of opening a new level was about to be started, it became necessary to remodel the then-existing equipment or install a new hoist. The recent advent of electricity from Spokane had made available a cheaper power than steam. By a series of tests conducted throughout the Cæaur d'A1ene district, it was found that it cost $109 per year to generate a horse-power with steam. Electric power was to be had for $50 a horse-power per year. It was decided to substitute for the engines a motor-drive, of sufficient capacity to operate from the 900-ft. level, and ultimately install an entirely new hoist. After disconnecting the engines, installing a new shaft, and making a few minor changes, a 300-h-p., 2,300-volt, 514-rev. per min., variable-speed motor of the induction type was geared to the reel-shaft. The reels were supplied with 3/8- by 4-in. flat rope, and the duty of the hoist was about as follows: Cage, 1,700; ore, 2,600; car, 1,400; rope, 2,250; total, 7,950 pounds. The Bristol ammeter chart, Fig. 1, shows the combined current-consumption of the hoist- and mine-motors. The large intermittent load is clearly shown; this produced harmful fluctuations in the voltage of the long, lightly-loaded, 60,000-volt transmission-line from Spokane to the Cæmur d'A1enes. The writers have no new system and no new principle of taxation to propose. The general subject of taxation is as old as governments are and as familiar to taxpaying Americans as the general thesis on the inalienable rights of man. We believe, therefore, following the committee of the National Tax Association, that improvement in the general conditions of taxation, including mine taxation, maybe brought about mainly through a better adjustment of known and tried principles and methods of taxing to modern complex forms of property and income, and that not much is to be expected from abandonment of experience for new ways and means, methods and principles, should anything new be discovered, which in our opinion is very doubtful. The committee referred to has constructed the general framework of its Model System of State and Local Taxation1 on familiar forms of taxing, by eliminating some that ' have proved bad, suggesting improvements in others, and adopting the best, leaving plenty of room for the accommodation of the general plan to the varying conditions of taxation in the several states. Unfortunately, the taxation of mines is dismissed by the committee with the statement that the subject has been reassigned for further investigation and report by a special sub-committee, frankly recognizing that the peculiar difficulties of this phase of the subject require special study and investigation. Much may be hoped for from the labor of this sub-committee if the problem is approached from the viewpoint of recommendations already published. In this paper, the writers state their opinion on some of the broader aspects of mine taxation with too little attention to the grounds on which they rest. Contrary to inclination space requirements compel them to resort to summary statements without adequate discussion for a satisfactory presentation of the whole subject. All they can do is to qualify the witnesses and record the testimony. THE Hercules mine is located in the northeastern section of the Coeur d'Alene district, approximately 1 1/2 miles north of the town of Burke, Idaho. Surface indications of the ore deposit were first discovered in 1886, but regular mine production was not started until 1902 and was continuous until April 1925, when the known ore had been extracted. Incomplete records show that from 1912 until operations were suspended the mine produced 2 1/2 million tons of ore containing 9.4 pct lead and 7.7 oz of silver per ton, together with an estimated 2 pct zinc, 0.3 pct copper, and 20 pct iron. This operation was the first in a series of mining enterprises culminating in October 1947 with the consolidation of Day Mines, Inc. In the same year it was decided to unwater the levels below the collar of the Hercules shaft in the hope of finding some indication of a recurrence of ore. The unwatering operation has been described in a previous paper.1 The initial exploration, following recapture of the workings, showed sufficient promise to warrant a detailed study of the mineralogy with modern techniques.

The discovery of a thin pay streak, yielding carbonates of copper; native silver, and perhaps chloride of silver, was made on the 9th of April, 1874, within the trachytic belt which forms part of the Sierra Mojada. The discoverer named it the Humboldt Mine. On the 2d of May, 1874, another discovery was made, in a northwest direction from the Humboldt, at about five hundred feet distant, this was named the Pocahontas Mine. After some exploration these two discoveries were proven to be on the same vein. To the southeast of the Humboldt a claim had already been taken up, called the Virginia; and to the northwest of the Pocahontas, one called the Southeast Leviathan. On these' last two this same vein has been found and worked. This paper will therefore treat of the Humboldt-Pocahontas vein, as worked on these four claims, to wit: beginning at the northwest, the Southeast Leviathan, the Pocahontas, the Humboldt, and the Virginia claims. THE rapidly increasing use in coal mines of portable auxiliary fans, which are generally "blowers" employed in connection with canvas tubing, raises questions concerning the hazards of such equipment, especially where the practices are opposed to established methods of ventilating face workings. Half a dozen or more coal-mine explosions and some fires have been attributed to the use of auxiliary fans; moreover, competent mining engineers have found many dangerous installations and methods of use-for example, intermittent running of the fans in gassy mines with consequent accumulations of firedamp at the faces. These facts have led the U. S. Bureau of Mines to issue this recommendation: "In the interest of safety, the Bureau of Mines, Department of Commerce, recommends that auxiliary fans or blowers should not be used in coal mines as a substitute for methods of regular and continuous coursing of the air to every face in the mine." The comparatively recent introduction of new types of mining machines, mechanical loaders, face conveyors, and slabbing machines has encouraged the trial of new systems of face mining, all of which have for their object the rapid advance of the faces. Although the latter has certain economic advantages, in gassy mines the rate at which gas is given off is generally found to increase in proportion to the speed of advance into new territory, which in turn increases the difficulties of efficient ventilation of the face workings. Some of the systems of advance mining being tried in connection with new mechanizing methods practically compel the use of blower fans and tubing, as single narrow places are now driven, 300 ft. or more without crosscuts. At the Gateway Coal Co.'s mine, about 70 miles above Pittsburgh's Point on the Monongahela River, a battery of television cameras stands guard over what is billed as the longest conveyor belt system ever installed in a coal mine. In all, this system consists of 9% miles of 42- in. and 48-in. wide belting, and is capable of transporting 500 tph at a speed of 625 fpm from working face to the tipple located outside the mine. Gateway Coal, located near Waynesburg, Pa., is owned jointly by Jones & Laughlin. Steel Corp. (64% %), Pittsburgh Steel Co. (22lh%), and Shenango Inc. (13%). Managed by J & L, the mine is under a long-term lease from the Hillman Coal and Coke Co., which formerly operated it as the Emerald mine. Hillman produced 700,000 tons per year of metallurgical-grade coal from this mine, but since J & L et al. took over in 1962, annual output has increased to 1.7 million tons. Mine capacity will reach its peak early in 1964 when total production hits an annual rate of 3.1 million tons.

Coal Mine Health and Safety Act in December 1969, the most comprehensive law in the history of the coal mining industry went into effect. Hardly anyone will quarrel with the philosophy that all miners in the United States should be afforded equal protection under the law irrespective of the state in which they reside. Furthermore, it appears contrary to any sound judgment that a competitive advantage should appear to accrue to a mine operator because his operations are located in a state with less stringent (and costly) health and safety laws Yet it is recognized that the quality of state mine laws and inspection agencies has been extremely variable. Why, then, should there be such resentments over the passage of the Act? The Act was written In the highly emotionally charged atmosphere following the Consol No. 9 disaster: the technical expertise within the industry was discredited and largely ignored; and those directly involved in the writing of the Act were non- technical and largely nonmining people. The result was that the law incorporated certain requirements that were impossible to meet (automatic brakes are the classical example) and certain parts that were too ambiguous and consequently open to interpretation.

IT is now well established that quenched and tempered titanium alloys have much better ductility when the quenching is from a two phase a-B structure, rather than from an all B structure. The corresponding microstructural differences, however, have not been shown in previous publications. Accordingly, specimens were cut from a % in. rod of commercial RC-130A, containing 7.9 pct Mn and 0.12 pct C, which had been previously hot rolled, heated 1 hr at 1100°F, and air cooled. (The same heat has been studied by others." 7 Samples about 1/4 in. cube were heated in helium 1/2 hr at 1450' or 1700°F, quenched in brine, tempered in helium 1 hr at various temperatures up to 1250°F, and quenched in brine.
