There was more activity in crude production in northwestern Pennsylvania in 1935 than for several years before, resulting in an increased oil production and also in the number of wells completed. Crude -production approximated 16 million barrels for the state, an increase of about one million barrels over 1934. Demand, indicated by refiners' runs to stills, increased proportionally, leaving stocks of available crude at the end of the year at the lowest point since the middle of 1934, when they reached an all-time low. The price of crude varied during the year from a low of $2.02 to a high of $2.27 at the end of the year for Middle district oil. The price of Bradford and southwest Pcnnsylvania oil changed accordingly. The average for the year would be a lower price than in 1934. A summary of the production data for the year 1935 is given in Table 1. In making up this table, 1935 figures were simply added to the table published by S. H. Cathcart last year1. A list of important wildcats is given in Table 2. Bradford Field Approximately 10,000 acres of the proven producing area of the Bradford field is in Cattaraugus County, New York, and it is possible, by differences, to distinguish the Pennsylvania production from the New York portion. The listed production for the Bradford field includes only that portion of the field situated in Pennsylvania, but also includes production from a small pool, locally known as the Mt. Jewett-Kanesholm pool, where the Bradford sand is being developed and flooded in precisply the same manner as that of the Bradford field itself. The Mt. Jewett-Kanesholm pool is not, strictly speaking, an extension of the Bradford field, but inasmuch as it is so closely allied with the Bradford field-—that is, the sand is the same and the production methods are the same—the production and drilling figures include this area.

In traversing lately the Sierra Madre, west of Sail Pedro and Guanacevi, I estimated the topographic summit at several points, by aneroid barometer, at about 8,500 ft. Mr. Weed's measurements, 40 miles further north, are from 9,000 to 9,500 ft., and indicate the correctness of the impression I obtained at the time, namely, that the greatest movement in the elevation of the Sierra was between Guanacevi and Guadaloupe y Calvo. This is suggested also by the course of the headwaters of the Rio Conchas and of the Nazas, and by the relative corrasion of the branches of the two streams. Mr. Weed's statements as to the unevenness and great relief of the andesite floor underlying the later dacites and rhyolites are very interesting, and lead me to add that the floor of the andesite breccias and flows is uncovered for several square miles east of Guanacevi. This floor is of reddish, bluish and gray shales, lying horizontal or dipping slightly east. Their age is unknown; but from the interbedded occurrence of copper sulphides, I took it to be Triassic,

THE war has forced the principal industrial nations of the' world into the strait jacket of a closely controlled economy; taxes have been heaped upon all enterprises in order to maintain the armed forces and to deprive the people of the ability to bid for goods now unavailable. These restrictions, controls, and taxes are unlikely to disappear entirely after the war has been won, for debts will remain to be paid with a long period of difficult readjustment. Although the new economy will doubtless offer plentiful opportunities for the advantageous use of capital, no investor can ignore the favorable conditions offered by industry in Latin America, where taxes are relatively low and the restrictions on free enterprise comparatively mild. THE system Ti-CI- has been studied by several investigators." ' Though titanium and chromium are completely miscible at high temperatures, an intermediate phase of the approximate atomic proportions TiCr, has been identified at various compositions between 60 and 68 wt pct Cr. The structure of this phase was established as the cubic C15 (MgCu2) type with 24 atoms per unit cell and a lattice parameter 6.929 kX.2 During a study of the ternary system, Ti-Mo-Cr,5 the existence of a high temperature modification of the TiCr, phase was discovered. In a series of alloys annealed at 1300°C and containing from 60 to 70 wt pct Cr and 5 pct Mo, a new phase was present which did not correspond to either ß solid solution or TiCr,. By trial, the new phase was identified to be of the hexagonal C14 (MgZn2) structure with 12 atoms per unit cell. Further work showed that the hexagonal structure was. in fact, also present in binary Ti-Cr alloys quenched from high temperatures. To make the identification more certain, the intensities of the various reflections were calculated assuming a composition TiCr2 and C14 structure. Table I lists reflection planes, interplanar distances, calculated intensities, and a comparison of these values with the lines of a binary Ti-Cr alloy (66 pct Cr) annealed for 20 min at 1385°C and water quenched. Since high angle lines were more diffuse, the correspondence between visually observed and calculated intensities was not as good at these angles. Lattice parameters were computed to be a = 4.922 kX, c = 7.945, c/a :- 1.614. The corresponding interatomic distances are: titanium to titanium distance, 3.00:, kx, chromium to chromium distance, 2.43, kX, titanium to chromium distance, 2.88,, kX. These compare to 3.00, 2.45, and 2.87 kX in the cubic phase, respectively.' The atomic positions in the C14 structure are as follows: Titanium 1/3, 2/3, Z; 1/3, 2/3, 1/2: 2/3, 1/3, i; 2/3, 1/3, (1/2-z); Chromium 0, 0, 0: 0, 0, 1/2; 2x, 2, 1/4; 232, x, %; X, 22, 1/4; X, 2x, 3/4; x. x, 1/4; x, x, 3/4; The values of x and z were calculated for the alloy mentioned and found as follows: z — 0.061, x = 0.165. The values assumed in the intensity calculations were those for an ideal close-packed lattice or z = 1/16, x = 1/6. Work in the Ti-Mo-Cr system indicates that y2 the hexagonal modification of TiCr2, is the stable phase above 1300°C, while y1 with the cubic structure is stable below 1000°C. X-ray examination of a number of alloys annealed at intermediate temperatures showed that the hexagonal and cubic phases can coexist. Alloys quenched from 1000°C and annealed at 1100" and 1200°C showed small amounts of y2 at the higher temperature. A considerable amount of y, seemed present, however, in cast alloys annealed at 1100°C. It further appears that there is a small but definite solubility range for both phases in the ternary system. THE property of the United Comstock Mines Co. lies in the eastern foot-hills of the Sierra Nevada Mountains, in the Washoe mining district of Storey County, Nev. Commencing at the boundary line between Virginia City and Gold Hill, covering all the town of Gold Hill, it extends south to American Flat; the main camp, or the new town of Comstock, the mills, shops, residences of employees, and the main haulage-tunnel portal are located on American Flat. The property extends for about 10,300 ft. along the lode; this covers the southern end of the main Comstock lode, the Knickerbocker branch, and the junction of the Silver City branch with the Comstock lode. Within the property, 5000 ft. of the main Comstock lode is known to have been productive, 1000 ft. of the lode at the northern end of the property is thoroughly developed, and 1000 ft. south of this is partly developed; this leaves about 3000 ft. of the known productive portion that has not been opened up by this company. The northern end of the property, or the Imperial mine, has been intricately developed by five main levels and numerous sublevels. The Yellow Jacket ground to the south has been partly developed by the reopening of three old levels. In addition, the main haulage level is driven from the portal at Comstock for 9250 ft., to the north end of the property; about 5500 ft. of this `is in the foot wall of the lode and parallel to it.

INTRODUCTION WE have endeavored in the following "sheets" to give the unit construction costs derived from the building of the Arizona Copper Co.'s new smelter, Clifton, Ariz., starting in February, 1912, and completing February, 1914. 1 In Chapter I-Unit Costs-are to be found the most elementary total unit costs which the accounts provide for. They are usable in the Clifton district. Here too are found the percentages to be added to an estimate for Engineering and General Expense. In Chapter II-Comparative Costs-these elementary costs have been classified, averaged and reported as labor and material unit costs. In such form the labor unit costs, when properly applied to similar conditions as these under which they were derived, are usable anywhere. The material unit costs are better disregarded for more accurate estimates and replaced by a newly priced bill of material. In Chapter III Composite Costs are given. AS a source of mineral wealth, the larger islands of the West Indies have never had an enviable reputation. The Spaniards took possession of them in the sixteenth century hopeful that they would yield gold; but it was not long before they knew the rather rigid limitations of Antillean gold production and were seeking-and finding ---richer deposits of the precious metals in Mexico and on the west coast of South America. Although a great deal of wealth changed hands in the West Indian islands in subsequent years, the fact may be laid to the abundance of pirates and privateers and not to the richness of local ore bodies.

The term lightweight aggregate implies material which may be substituted for the usual rock, sand and gravel commonly used as the major part of concrete, but distinguished by being much lighter in weight. Background The art of making and using concrete is old and well developed. Research and experience have pretty well determined the qualities necessary in its constituents, and time has tested theories and applications. Elaborate specifications and tests have been devised and generally adopted governing all phases of concrete work, from selection of material, through engineering design and down to mixing and placing. Standard practices have become routine to executives and laborers, and operations have been simplified and costs lowered. Though many lightweight aggregates meet the basic specifications necessary for usefulness, their physical qualities are so different that they fiequently will not pass standard tests, and some of them cannot be mixed and placed with the usual formulas for water and slump. As a rule their use produces a concrete with a lower modulus of elasticity which requires design change, and being produced in much smaller quantities than ordinary aggregate, production costs are higher. This latter works in a vicious circle to restrict their use and maintain prices that are not competitive, except as against each other. Increased Demand In spite of such handicaps consumption has grown steadily for the past two decades and is apparently growing even faster today. It is evident that lightweight concrete must have better qualities, and be sufficiently better to Overcome the higher cost and the other difficulties and disadvantages pertinent to the use of a new and different material in an old industry. Hence the study of its main ingredient should be of interest to all engineers. Our group has a double interest in the subject since most of the materials which have been used as sources of lightweight aggregate are either mined, Or are by-products of mining operations. We are directly interested in their production as well as their use, and since available supplies of materials suitable are limited, the increasing use, and rising demand, make the discovery of new Or or the development of processes to adapt other natural materials to this use, a promising field; and one in which our profession should take an active part. Recent Development Descriptions of ancient work contain references to the use of spalls of tuffs Or pumice in concrete masonry, but it is only since the nineteen twenties that serious attempts have been made to produce and market lightweight aggregates. Approximately 2000 years ago, the Lord admonished the scribes (lawyers) and pharisees (religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, judgment, mercy, and faith. (Matt. 23:23) I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare-not to mention off the target of the intended purpose for the regulation. One soon recognizes the onerous characteristics of federal statutes. Another admonition the Lord gave those lawyers and pharisees back then was that they tended to strain at a gnat and swallow a camel! He meant that the pharisees were given to devoting themselves to the strict interpretation of law by writing hundreds of subrules or interpretation to law. In doing so they eventually lost sight of the original purpose of the law. I think they were being told, keep the law-but don't neglect to humanize it Keep it simple Recognize the purpose of why the law. "Mix in" a common sense approach. Someone once said, "Common sense is instinct -enough of it is genius." Today, as 2000 years ago, we need more "genius" displayed by legislators in considering the weightier matters of law. First of all true legislature genius calls for a declarative statement about the purpose of the statute and a fair, objective analysis of the ground rules by which it will be implemented. In the Health & Safety Act of 1969, the "findings and purpose" as set forth in Section 2 do define its purpose. I believe most of us affected can be in accord with the reasons advanced for the legislation. However, beyond those well-intentioned few paragraphs, we very quickly run into trouble. Congress complicated the simplicity of the statement of purpose by mandating government intervention into areas that cannot be effectively legislated, nor even should be legislated. The Act provided for broad gaged regulation which is unnecessary, inappropriate, and tremendously costly. Frankly, it detracts from a constructive, cooperative effort by the parties involved. These are strong negatives which characterize inappropriate legislation. Appropriate legislation and subsequent regulation, which is realistically conceived and practically enforced must be born of an honest desire for improvement, based on a working knowledge of common problems which are thoughtfully analyzed. Then the legislation must be written in clear concise language so that there can be little or no doubt as to its literal meaning and intent. To be practically enforced, it must be understood by all who will enforce it and by all who are subject to it. That is to say, an effective law or standard cannot be fixed or inflexible so that it cannot be tempered in human judgment. There must be an elasticity in the statute to provide for consideration of all of the relevant facts of a given situation. Such elasticity makes the compliance effort as meaningful as it can be for the time and dollars invested. Meaningful compliance requires room for common sense. Today, we in business along with our associates in government and labor, urgently need to pause, and assess our current situation. The problems arising from the 1969 Act have been intensified through the Mine Safety & Health Act of 1977. After reading the "findings and purpose" of this legislation, and by process of elimination, we should all clearly see what is and is not the purpose of the Act. 1) It is not to turn the management of private industry over to government. 2) It is not to impair the efficient operation of business. 3) It is not to reduce productivity and profits. 4) It is not to reduce national unemployment. 5) It is not to perpetuate the bureaucracy. 6) It is not to increase the tax burden on an already overburdened people. 7) It is not to increase our balance of payments deficit. 9) It is not to replace management/labor relations in working together to solve problems.

The history of mining in South Africa differs somewhat from that of other countries in the part taken by the aborigines in the development of the mineral deposits. The Spaniards in America, and the fortune-seekers of Australia and New Zealand, found large numbers of natives in these new countries, but the inhabitants did not become willing or efficient workers in the mines which the white men started. The Kaffirs of South Africa have not shown the same antipathy to labor, nor do they show any signs of dying out in the presence of the white man's civilization. They are a virile race, and so far the vices of civilization have not killed them. While it is true that the brain and skill necessary for the exploitation of the mineral resources of this sub-continent have been supplied by the white race, it is also a fact that most of the rough labor in the development of the mining industry of South Africa has been done by the Kaffirs. The Kaffir tribes differ greatly in their mental and physical capabilities. Compare, for instance, a Zulu of Natal with a Bechuana, or a Xosa of Cape Colony with some of the degenerate tribes of Central or East Africa, and you will find that they have little in common, save that their skin is black and that they do not believe in clothes. As a general rule, the tribes in the milder, healthier climates are far superior, both in mind and body, to the Kaffirs brought up in the hot malarial sections of Central Africa; and it naturally follows that the black men from the temperate zones of the country are much finer workmen than the degenerates from less favorable sections. It is universal in South Africa to speak of the Kaffirs as " boys." No matter if he is 90 years old, the Kaffir is always a a boy," and in this paper the word " boy " is synonymous with Kaffir.

The technologist who has devoted much attention to the foundry-business will perhaps have noticed that the present scientific development of foundry-practice is in a condition similar to that of the steel-business some twenty years ago. In many cases chemistry is looked upon with suspicion, and the old cutand-try-methods are still in vogue, especially in the smaller foundries. The larger works have laboratories and more extensive means for applying science, and have devoted considerable time and attention to the improvement of foundry-practice. This is more especially true in the East, although in the West there are numerous firms devoting considerable attention to improving their metllods through the application of chemistry to work in the iron-foundry. It is hardly necessary to dwell extensively upon the effects of the different metalloids associated with iron, in pig- or castiron, in the way they are given in most text-books. The writer has thought proper to consider more particularly new developments in eupola-practice, particularly those pertinent to the discussion of the physics of cast-iron. In this connection some new ideas which recent practice has developed will be mentioned, and some results of practical tests along the same line will be described. Yet it has been deemed advisable also, by way of introduction, to outline the effects of the metalloids as they are described in most text-books, without going into detail. The question is sometimes asked, What is the most important element governing the quality of cast-iron 'for any particular purpose ? ITALY is by- far the poorest in mineral resources of the so-called great pou7ers of Europe. Before the World War this shortage was not so serious as the essential minerals that could not be mined domestically at a profit were bought in the world markets. In those days tourist trade and remittances from Italians abroad helped to provide Italy with foreign exchange. During the World War, when certain mineral products were scarce and when prices rose in some instances to several times normal, the Italian Government began to regulate consumption and imports. It was not until later, when the Fascist regime established the corporate state, that Italy seriously considered adopting a of self-sufficiency. Private industry was grouped under separate corporations, for the principal industries; including mining and metallurgy and the heads of the large producing companies, became members of these corporations. The successful completion, January 10,1901, by Capt. A. F. Lucas, of a well, near Beaumont, Texas, whereby an enormous flow, estimated at '75,000 barrels a day, was obtained, opened a new oil-field in the United States, kindled a frenzy of exploitation and speculation, revolutionized the fuel industry of a large region, and brought gain to thousands of people. Even to-day, it is impossible to cast up the present results or to prognosticate the future influence of this event. It has caused the revival of attention in other localities where oil had been suspected, and exploration for oil throughout the Texas region. It has attracted notice to the mineral resources of the Texas region, and created an interest in the geological conditions of that great State. This State, which has increased in population and wealth, as recorded by every succeeding census, with leaps and bounds such as are exhibited by no other part of the Union, now stands fifth in population and first in productive wealth per capita. Its fields, pastures, forests and mines teem with raw material. The whole economic evolution of the State has gravitated toward a focal point where these products were available for the coming of the kiln, the machine and the factory. The only drawback to the prosperity of the State was the lack of an economic fuel, inferior coal costing an average of $5.00 per ton at the time of the Beaumont discovery. This

THE EL TIGRE MINE is a highgrade silver and gold producer located in the northern part of Sonora, Mexico. It has been worked continuously since 1903, producing 50,000.000 oz. of silver and returning handsome dividends. During 1930 and 1931 falling silver prices compelled the Tigre company to make representations before the Department of Labor in Mexico City showing the necessity for drastic reductions in wages and personnel. The delays in obtaining permission from the Federal Labor Board to make these readjustments caused the company to suffer considerable financial loss during those years. After the reduction in operations was finally effected, the Sonora state government headed by Señor Francisco Elias (former Governor, now Secretary of Agriculture) and Señor Rodolfo Elias Calles (present Governor and eldest son of Señor Plutarco Elias Calles, recently Secretary of War and former President of Mexico) have cooperated with the company to make continued operation possible by revising downward certain state taxes that would have been a factor in forcing the closing of this mine. Also, permission to change our workmen over to another system of mining was essential to continued operation.

IN 1915, H. A. Guess, Vice President of American Smelting & Refining Co., in charge of its Mining Department, learned that the Anglo-New-foundland Development Co., Ltd., a pulpwood and paper-mill enterprise, had found upon its large concession in Newfoundland, and had opened up by shaft to the third level and some drifting, a lenticular orebody indicat-ing about 100,000 tons, as an extremely fine-grained sulfide ore, averaging about 0.05 oz. Au, 4 oz. Ag, 1.5 per cent Cu, 10 per cent Pb, 18 per cent Zn; and that having sent parcels of this ore to Minerals Separation, Ltd., and various other metallurgical testing concerns without obtaining any success in commercial separations thereon, had discontinued work thereon and let the workings fill. Mr. Guess wrote to the general manager of that company and obtained a few hundred pounds of the typical ore, which he sent to his company's metallurgical testing laboratory at Flat River, Mo., outlining various flotation tests desired thereon, in an endeavor to obtain separation into a commercial lead concentrate and a zinc concentrate. But the art of flotation had not then progressed far enough to treat such ore, the galena and zinc blende being so fine grained that grinding to about 300 mesh was required to release the mineral particles in their gangue. Mr. Guess had flotation and other tests continued upon this ore from time to time with whatever new reagents and flotation devices were evolved as time went on, and finally, in 1925, he succeeded in effecting in his company's testing plant, then at Wallace, Idaho, separations into lead concentrates and zinc concentrates of satisfactory commercial grade. Mr. Guess then proceeded to unwater, examine and sample the property and made with the owners a partnership operating agreement upon the mine itself and a considerable area surrounding it, and in the early summer of 1926 began to prospect for additional orebodies, utilizing for such prospecting geophysical methods, under the direction of Hans Lundberg, methods which up to that time had been little used in mining in the western hemisphere.. The method of making oxide of zinc direct from the ore was invented and developed at the works of The New Jersey Zinc Co. at Newark in the middle of the last century. The process was invented by Burrows, who had not the ability, financial or technical, to work out the details necessary to make it of commercial value. This was done by Col. Wetherill, whose name is commonly attached to this process. The grate bars used are also frequently called Wetherill grates, which is a misnomer because they were in common use for boiler firing at the time, and he never claimed their invention. The invention of the process was due to the efforts of The New Jersey Zinc Co. to find a profitable means of working the ores from Franklin and Sterling Hill, N. J. These are a mixture of franklinite, willemite, and zincite, containing about 20 per cent. of zinc. The first attempts were to make spelter, which were not successful, owing to the low grade of the ore and the fusibility of the residue. Failing in this, the next attempt was to make oxide in large muffles and reverberatory furnaces. This succeeded, although the cost of operation was high, the recovery low, and the quality of the product uncertain. In 1855, the new process was patented and has been in successful operation ever since. Essentially, the process is to spread a mixture of coal and ore on a body of burning coal on a perforated grate, and blow an excess of air through the grate. The zinc is reduced in contact with the coal, volatilized and burned by the excess of air in the upper part of the furnace and in the flues. It is then carried to the bag rooms by the excess air and products of combustion which are foreed through the flues by fans. In its main features, the process is the same today as at the time of its invention, but the details have been so modified that it would hardly be recognized by its originators. OrEs The process is applicable to all the oxidized ores of zinc and to roasted sulphides, provided the gangue is not so fusible as to leave a residue that is impervious to the blast. The paper reviews the evolution of electrolytic zinc, describing some of the major obstacles that have been encountered and overcome. The chief remaining limitations of present-day standard practice are: Difficulty of obtaining high extractions, especially from low-grade and complex ores; filtration troubles, if ores contain much soluble silica; and irregularities in electrolysis, if more than certain limited amounts of antimony, arsenic, cobalt; etc., are present in the ores. These factors dictate a relatively high-grade plant feed, thus subjecting the electroytic-zinc process to the same kind of limitations as the zinc smelter. The "high acid process," in which both acid strength and current density are raised to about four times the usual figures, is described. This system concentrates both plant and operations, allows a simple type of flow sheet, and. minimizes some of the difficulties above mentioned. The large-scale operation of the process is described. SOME time ago, at a meeting of the Institute Prof. J. W. Richards1 said, "I take exception to the statement that all the factors in the production of electrolytic zinc were known long ago. There is possible in my opinion an improvement of perhaps 50 per cent. in the new electrolytic processes." An examination of the literature of the subject will show the justness of Professor Richards' contention. The work of the earlier investigators was carried on in the shadow of difficulties that, today, are hardly more than memories. We seldom hear now of zinc sponge, that bête noir of the electrolytic-zinc pioneers. Zinc sponge, was the name given to a peculiar, soft, black, non-adherent form of zinc deposit that was utterly useless for melting into ingot form. At the big plant at Cockle Creek, New South Wales, in 1897, Edgar Ashcroft2 said that the solution in the plant would suddenly, and without ascertainable cause, go "bad" and begin to deposit spongy zinc. The most delicate, even spectroscopic, methods of analysis were unable to detect any difference between "good solution and "bad" solution; either form might change to the other on being kept for a while.
