In preparing a paper on coal washing in Colorado and New Mexico, it is difficult to refrain from entering into a discussion of the historical aspects of this subject, for the story of coal washing in these states goes hack well into the last century. This phase of the subject could well make a complete paper in itself, and of necessity this present discussion must be limited to current operations. Therefore, we are taking into consideration only those washing plants which have operated for some period during the years of 1947 and 1948. Summary Of the eight million tons of coal mined in the two states in 1947. ap- proximately two million tons were washed in wet washing plants, using concentrating tables or jigs. The one table plant accounted for 70 pct of the output of washed coal, and two large Baum jig plants accounted for an additional 26 pct, leaving only a small residual tonnage to be accounted for by other types of jigs The necessity for washing coal is occasioned by the desire or necessity of reducing the ash content of the coals— sulphur is not a problem in this area. All washeries, except the table plant, are at or near the tipple, hence wash only one kind of coal. At the table plant a large number of different coals are washed. Only at the table plant is there any occasion for drying any considerable quantity of fine coal— other plants size and/or dewater on shaking screens. The results of washing at the smaller plants are judged by the number (or lack) of complaints about the quality of the washed coal. This is probably as good a system as can he devised for small, intermittent operations. The efficiency of the Baum jig ap-pears to be quite high. This is to be expected as long as the automatic control of the refuse gate operates properly. The efficiency of the concentrating table is not as high as that of the Baum jig, especially when the "difficulty" of washing is taken into consideration. When dealing with coals in which the "bone" is larger than the "coal," the table appears to be at a definite disadvantage, because of its sizing action.

THE discovery that strongly magnetic bodies localized near the surface of the earth could be detected by the distortion which they produced in the resultant magnetic field marked the beginning of magnetic surveying methods. From an original ability to detect bodies of magnetic iron ore and the like when located very close to the, surface, these methods have been extended until today they promise to give much information with regard to the structure of such slightly magnetic material as sedimentary rock containing only a very small proportion of iron.1 The recent extensions have been made possible through the development of more delicate instruments, and of methods for their use. From the original compass and dip needle, the design of apparatus has progressed until equipment Is typified by magnetic balances capable of measuring the components of the earth's field to an extremely high degree of accuracy. It seems unlikely that the limit of such instrumental development has been reached. Just as the change from compass and dip needle has enabled the location of relatively minor changes in magnetic materials, so additional developments in the direction of increased sensitivity, as well as in greater dependability and constancy of operation, should reveal positively many slight changes which either escape notice in the present surveys or are so small that they cannot with certainty be separated from uncontrollable errors due to inconstant operation of the equipment. The ability to read smaller and smaller variations does not mean, of course, that deductions as to the causes of these variations will be made as accurately and definitely as -is possible with the more pronounced anomalies.

Payne, New York City: Prof. Blake's inference that magnetic separation may be successfully employed upon smithsonite and iron oxide, after a preliminary roasting, is confirmed by the fact that this separation has been carried on with entire success for over a year at the works of the Wythe Lead and Zinc Mine Co., Austinville, Va. The ore mined on this property is a mixture consisting chiefly of galenite, smithsonite and limonite. The crude material is crushed, screened and washed in log washers for the removal of clay, and then jigged for the separation of the galenite. The zinc-and iron-ores are then roasted in reverberatory furnaces, being turned and moved towards the bridge-end of the hearth by manual labor. The roasted material contains from 20 to 26 per cent. of metallic iron. The slight difference in the specific gravities and the friable condition of the ores after roasting prevent the separation of the oxides by means of jigging. It was therefore the practice, previous to the use of magnetic separation, to charge the roasted material directly into the retorts of the zinc-furnaces. The rapid cutting of the retorts under this practice proved a serious inconvenience and expense. In the spring of 1892, the writer built for the Wythe Lead and Zino Mine Co. a magnetic separator which embodied several novel features and which was designed to treat the roasted zinc- and ironoxides. This separator has proved entirely successful for the purpose for which it was designed. During the first nine months of its operation, 1415 tons of 2240 pounds of roasted material were passed through the separator, producing about 675 tons of heads carrying from 50 to 55 per cent, of metallic iron, which are sold to a neighboring blast-furnace. The tailings, which contain the zinc, carry from 4 to 6 per cent. of metallic iron. For magnetizing the iron-ore previous to separating it from the zinc-ore, no change whatever mas made in the form of the reverberatory furnace previously employed. THE diffusion and precipitation of carbon and nitrogen in a iron have previously been investigated using the internal friction as a measuring tool.' Most of this work has been done on rather pure iron; no effect was observed which would indicate that either of these phenomena is affected by the rather small amounts of impurity found in these samples of iron. Fastz observed, however, that both the diffusion rate and the aging properties of nitrogen in iron were sensibly changed by the addition of Vz pet Mn. The diffusion rate at a given temperature is reduced and the nucleation of nitrides is apparently changed somewhat. He observed no such changes for carbon in this alloy. Later Dijkstra and Sladek" extended these observations on nitrogen to other alloys of iron. They found that metals other than manganese also influence the behavior of nitrogen in iron; chromium, molybdenum and especially vanadium affect the diffusion and precipitation of nitrogen even more than manganese does. Their results have been verified in all essential details by this author, who finds in addition that small additions of nickel have about the same effect on the diffusion of nitrogen as the same amount of manganese. The present work was undertaken to study the effect on carbon in iron of these alloying elements. The alloys used had two sources. The material used as a "standard" (designated Fe in this paper) in the measurements was some iron supplied by J. K. Stanley, of Westinghouse Electric Corp., who reported 0.01 pct 0, as the only major impurity. He also made up an alloy of 0.26 pct Ni and one of 0.9 pct Mo using this same iron as a base. They were supplied by him in 2 lb billets, which were sawed into rods and cold formed into 0.030 in. wires for measurement. The alloys of chromium, manganese, and vanadium were prepared by the metallurgy section of the Institute for the Study of Metals, University of Chicago, by adding these metals in turn to vacuum melts of National Research Corp. iron. The small castings prepared in this way were also cold formed into 0.030 in. wires. After these wires had been prepared they were decarburized for 30 min at 730°C in wet Hz. After this treatment, no trace of carbon (as measured by internal friction) could be found. All specimens were then carburized for about 15 min at 710°C and water quenched. By this treatment the internal friction at 40°C was raised to a Q-' ~ 0.015. The diffusion of carbon in these alloys was studied by observing the shape and position of the internal friction peak at 0.9 cycles per sec. These measurements were made using a torsional pendulum in a manner described earlier.' The data are plotted in Fig. 1. It is seen that there is no apparent difference in internal friction between the various alloys. This is in marked distinction to the broadening and shift-

ALBERT Ladd Colby, who died suddenly of influenza at Torquay, England, on Apr. 30,1924, was born in New York City, on June 26,1860. He was educated in the public schools of New York, at the College of the City of New York, and received the degree of Ph. B. from the Columbia School of Mines in 1881. He continued his studies at Columbia, acting occasionally as assistant to Prof. C. F. Chandler, until 1883. For the next three years he was Assistant Professor of Chemistry in Lehigh University; then head chemist and metallurgical engineer of the Bethlehem Steel Co., at Bethlehem, Pa., occupying the latter position until 1903. As head chemist his active and inventive mind devised several improvements in apparatus for increasing the rapidity and accuracy of the analytical work; as metallurgical engineer, he was, from time to time, in charge of the blast-furnace, open-hearth, bessemer, and puddling departments; he had entire charge of the inspection, assignment, and economic use of all metallurgical materials, and he early gave his attention to the formulation of specifications for metallurgical materials—an activity in which he long held a distinguished part in this country, and as a representative of his own country in England and Europe. He also sewed as expert for his company in patent suits, again laying the foundation for valuable service later as a consulting engineer. In this latter capacity he was excelled by few, if any, contemporaries in the iron and steel industry. His mind was ingenious, thorough, clear, and keen, both in the preparation of evidence and its presentation to the Court. He very quickly appraised the value of evidence, or of an answer to a question, and knew how to secure the infermation, either from the available literature of any language, or by special researches or plant studies. In the executive control of literary research for patent purposes, his long training, infinite capacity for digging through long series of articles in English, German or French, and clear formulation of the vital subject matter for the guidance of assistants, made him invaluable. He was also an adept in collecting information on special branches of his profession. For example, when the science of metallography began to assume importance, he made the first really comprehensive bibliography covering the literature of all siderurgical countries; for the newly formed International Nickel Co. he gathered all the information extant on the subject of nickel steel, both in the literature and in the minds of experts in America and Europe. Two books testify to the thoroughness of his work in this capacity, vie.: "American Standard Specifications for Steel,"

IN every country economic circumstances prescribe the method used to produce a commodity at lowest cost. In Pennsylvania a man's wages for working 4 hr buys a ton of coal wholesale; in Germany a laborer must work 40 hr, or ten times as long. In western Europe, therefore, conservation of fuel is of primary importance, and recent practices of burning lime and cement differ from those employed in the United States. This paper presents data collected during a trip through western Europe in 1953. Considered uneconomical, shaft kilns for burning cement disappeared in the United States two generations ago. But because required capital investment is low and operation greatly improved, shaft kilns are still used to some extent in Europe, where fuel costs are high, and are even included in designs for plants under construction. During the last 50 years shaft kilns have been maintained at the same physical size, while their output has been increased at least four times.

This treatise is the sequel of a paper on "Russell's Improved Process for the Lixiviation of Silver-ores," etc., read at the Chicago meeting, in May, 1884, and published in the Transactions, vol. xiii., page 47. The facts it presents are principally compiled from Mr. Russell's notes on his practical experience gained in various places where the Russell process has been introduced. For a complete understanding of this paper a perusal of my former one is desirable, as can be seen from the frequent references here made to it. All silver-ores that do not carry a large percentage of lead or copper can be treated by Russell's process with success and economy. I do not mean to create the impression that from ores containing considerable quantities of lead and copper a high percentage of the silver cannot be extracted by this process. Such ores, however, will, in many localities, be reduced to better advantage by smelting. In case lead-bearing silver-ores are suitable for concentration, it may be profitable to concentrate the ore by Krom's dry system, obtaining a smelting-product high in lead, and to lixiviate the tailings and the dust. This plan has been adopted in a mill recently erected in Cortez District, Nevada. The dry system of concentration deserves the preference because it delivers the tailings and the dust in a condition ready for chloridizing-roasting. In wet concentration the drying of the tail ings would be expensive, and there would be a considerable loss of silver in slimes. Oxidized ores, containing silver chloride and lead minerals, may be lixiviated after crushing, and the tailings may be concentrated for lead. In this case wet concentration would be most suitable. This has been done at the Old Telegraph Mine, Utah. I would give, however, the preference to dry concentration in all cases which, of course, requires that concentration should precede lixiviation. The Field Meeting of the Chicago Section proved to be the most enjoyable meeting ever held by the Section. It took the form of a visit to the Northern Indiana Industrial District where the day was spent inspecting metallurgical plants in Indiana Harbor and East Chicago and in amusement at the Hammond Country Club. The weather was perfect and about 50 members and ladies attended the meeting. An inspection of the plant of the Inland Steel Co. occupied the morning. The plant was decorated in honor of the occasion and the company provided attractive souvenirs. It was noticed here that many of the ladies displayed an interest in the inspection and an understanding of the processes that would not have shamed professional metallurgists. While the members of the Section seemed to be most interested in the by-product coke ovens and the by-product recovery plant, the ladies enjoyed especially watching the snake-like antics of the red-hot rods in the wire mill. Leaving the steel plant, the Section enjoyed a ride through the district by automobile and arrived at the Hammond Country Club in time for lunch. In the afternoon some of the members inspected the plant of the International Lead Refining Co., at East Chicago, while the rest spent the time at the Country Club in golf, tennis, trap shooting, bridge and other amusements. During the dinner at the Hammond Country Club an informally organized male quartette led the singing in real college boy style. In the evening, E. E. Billow talked on the use of oil burners in metallurgical furnaces, Mr. MacDowell told of the present status of the Potash Industry and the Secretary told of some of the happenings at the Arizona Meeting. For the past fifty years or more, the structural features of the Cordil-leran mountain system of western United States have presented some most interesting problems. Any geologist or engineer living in this region, or even making occasional examinations of the mines, will lose much of interest and importance if he is not familiar with the literature. Some of the greatest works on geology have been the result of studies carried on in sections of this region. Among the more important of the earlier works are those of Dutton,l King,2 Gilbert3 and Powell;4 of the more recent Lindgren,5 Ransome,6 Spurr,7 Butler8 and others have contributed much. Many of the papers are largely of scientific interest but even these lay the foundation for the commercial application of the broader features of the geology. I have read many of these works with the keenest interest and pleasure; in fact, some have been read until some of the more important findings seem to be my own. In this paper, however, it is my aim to accept credit for little more than the labor of assembling some of the ideas of others. This is done with the hope that an interesting and valuable discussion will be the result. If some of the ideas presented should

Formerly great divergence of opinion existed in regard to the influence of copper in steel, as affecting its various physical properties. More recently the investigations of Stead,l Breuil,2 Wigham,3 Burgess and Aston: Ball and Wingham,5 Miiller; Dillner,7 and others have shown fairly good agreement in the major points. Copper steel has been shown by these investigators to possess special properties which make it valuable for certain uses. The general range of composition of the useful alloys of copper and iron, and of copper, iron, and carbon, has been quite definitely established, for the former by Burgess and Aston,8 and for the latter by Breuil9 and Stead.10 Stead11 has removed one difficulty in reconciling certain of the earlier data by calling particular attention to the influence 'of carbon in copper steels. Another point which caused confusion in the earlier investigations, particularly in regard to " red-shortness," was the presence of sulphur. Failure to note the presence of sulphur often led to attributing " red-shortness" to the presence of small amounts of copper. Turner12 has called attention to the fact that where copper exists in an iron ore it often occurs as the sulphide, so that the presence of copper in steel made from such ores might also, necessarily, mean the presence of sulphur. It is evident that the effect in this case might be quite different than where pure copper was added.

William R. Walker, assistant to the president of the U. S. Steel Corpn., died at St. Luke's Hospital, New York, on Dec. 20, 1922. He was born at LaPort, Ind., Nov. 26, 1857, and his whole career has been closely identified with the iron and steel industry. His first employment was with the North Chicago Rolling Mill Co., Chicago; then he was appointed chemist for the Crown Point Iron Co., at Crown Point, N. Y.; and later he was works superintendent for Spang, Chalfant & Co., of Pittsburgh. He was early associated with Robert Forsyth, the well-known engineer who constructed the South Chicago works of the North Chicago Rolling Mill Company. Prior to 1890, Mr. Walker was works manager for the Union Steel Co., and upon organization of the Illinois Steel Co. he became general manager of its South Chicago works. At the time of the formation of the U. S. Steel Corpn., in 1901, he was appointed assistant to the president, which position he held until the time of his death. Through the technical staffs and committees of the Steel Corpora tion, Mr. Walker had an excellent opportunity to study and direct the development of mechanical methods for coal mining, coal washing, beehive coking, including the collection and recovery of its byproducts, and to interest himself in byproduct coke ovens, and the design and operation of processes for the coking of special coal mixtures. He also brought his experience to bear on the design, construction and operation of the blast furnace and its appurtenances, as well as the bessemer, open-hearth and electric steel processes. Incidentally, he was interested in microscopy and metallography, and was familiar with the manufacture of products related to the iron and steel industry, such as tin, zinc, sulfuric acid and many other substances. Mr. Walker had the remarkable faculty of being able to discuss and conduct investigations in practically any technical branch of the ferrous industry. In the words of President James A. Farrell, "Mr. Wdker was a man of keen mental attainments and possessed an exceptional knowledge of the iron and steel industry, from both the scientific and the practical

The geological mapping of Lincoln and Flathead Counties was a five-year project undertaken by the Montana Bureau of Mines and Geology. This paper, written by the Project Geologist of the survey, is primarily concerned with the stratigraphy of the Belt rocks encountered in mapping. Lincoln and Flathead Counties of northwestern Montana are underlain by sedimentary rocks of the Belt Series of Precambrian age. In only a very small part of the area, near Libby and Troy, have economic mineral deposits been worked with any success. Most of the area has been inadequately mapped as to geology. The region is crossed by the Great Northern Railway and served by the Pacific Power and Light Co.; officials of these two companies believed that with better geologic maps, prospecting might be stimulated and lead to the discovery of mineral resources that would contribute to new economic development within the area. A cooperative mapping agreement was proposed jointly by the two companies to the Montana Bureau of Mines and Geology in May 1958, and thus was born the Kootenai-Flathead five-year project. The dual objectives of this project are: 1) the possible location of mineral deposits of economic value, and 2) the ''stimulation of prospecting exploration" by others. This was to be achieved by geologic mapping of some 6800 sq miles and by establishing a field office in Kalispell where prospectors could come to have their rocks and minerals identified and receive geological advice on their problems. This writer has finished four field seasons as Project Geologist and thus became familiar with the Belt section in the Libby, Yaak River, Ural, Thompson Lakes, Pleasant Valley, and Stryker quadrangles (see Fig. 1). Progress on the project is given in annual reports issued by the Bureau.* This *Montana Bureau of Mines and Geology, Bulletins 12 (1959), 17 (1960), and 23 (1961). paper is concerned essentially with the stratigraphy of the Belt rocks so far encountered in mapping. PREVIOUS WORK IN THE AREA Willis28 made the first study of the stratigraphy and structure in the Lewis and Livingston Ranges of Glacier Park just east of the project area. In 1904, Daly made a study of the Belt rocks of the 49th parallel, using the names from bottom up, Creston, Kitchener, Moyie, and Gateway, for rocks ranging in age from that of Prichard to that of basal Missoula group. Walcott26 studied the Belt rocks exposed in the Mission Range (see Fig. 1) and other areas to the south of the area under discussion. Calkins and McDonald made a reconnaissance of northern Idaho and northwestern Montana in 1905. Calkins was the first to use Walcott's term 'Ravalli' as a group name for the strata equivalent to the Burke, Revett, and St. Regis formations (see Table I). Clapp worked on the Belt of western Montana (including Lincoln and Flathead Counties) throughout his lifetime. The Fentons9 studied the Belt of Glacier Park and

Several high-temperature eutectics of cobalt and nickel alloys were modified by small additions of selected elements. Thes-e alloys were compared to unmodified melts for microstructural variations. A few modified compositions were selected on the basis of structure and their tensile and stress-rupture behavior determined. The results of stress-rupture tests in air at 1800 F and room-temperature tensile tests of four high-temperature eutectics showed modification capable of producing substantial improvements in properties. The microstructures were altered and mechanical properties improved by: a.) dispersing a subordinate phase more uniformly throughout the matrix; b) replacing large continuous -network or platelike constituents with small equiaxed discontinuous phases; and c) by forming new, finely divided phases. tHE term "modification" is most commonly used to describe the refinement in microstructure of the Al-Si eutectic that occurs as a result of rapid cooling from the melt or on slow cooling after treatment with small amounts of sodium.1 "Modification" has also been used to describe the change from flake to spheroidal graphite in the austenite-graphite eutectic of cast iron.2 This change of graphite shape is accomplished by small additions of cerium or magnesium.3 Other systems have also been shown to be capable of modification, for example: Pb-Sn by copper;4 Al-Cu by sodium;5 Al-Mn by sodium;5 and Pb-Sb by aluminum.5 Although modification of Al-Si alloys and cast irons is usually accompanied by improved mechanical properties, a general definition of modification has been suggested to include the effect of small quantities of impurity elements on the microstructures of all eutectic alloys, regardless of the effect on the mechanical properties.6 In this paper, the term "modification" is employed in a broad sense to include the formation of third phases or even the supplanting of one of the binary eutectic phases by a third phase. The mechanism of modification, as for any solidification phenomenon, must be considered primarily in terms of nucleation and growth. Although both nuclea-tion and growth mechanisms are required to explain all the phenomena observed in connection with the solidification of modified eutectics, various investigators have usually favored one or the other.7"16 It has been shown that modification of a binary eutectic can be effected by addition of a solute element that has greatly different distribution coefficients or k values in the two phases of the eutectic. Under these conditions, differences in the temperatures at the solid-liquid interfaces of the two phases retard the growth of one phase with respect to the other.4 It has also been shown that increased undercooling favors a transition from a rodlike eutectic to a globular eutectic.17 A mechanism proposed for the transition from lamellar to rodlike eutectics depends on the concept of constitutional super cooling.18 The modification of eutectic alloys may be of interest for high-temperature service as well as at room temperature. Although "high-temperature eutectic alloys" may appear to be a contradiction in terms, many eutectic systems, including those studied in this work, have melting points in excess of 2400°F. One of the mechanisms by which high-temperature alloys are strengthened is dispersion of a relatively brittle phase such as an oxide, carbide, or an inter-metallic compound throughout a ductile matrix. For a given volume fraction of dispersed phase, strength is increased by decreasing the size and spacing of the dispersed particles.19'20 Furthermore, room-temperature ductility may also be increased by changing the shape of a brittle dispersed phase from platelike to equiaxed or spheroidal.8 Overaging and redissolving of the secondary phase limit the maximum temperature to which precipitation-hardened alloys can be used. However, in a binary eutectic system, both phases coexist up to the melting point. Although all eutectic structures are not completely stable,21 a dispersion-hardened cast high-temperature alloy might result if a fine distribution of one of the eutectic phases could be obtained during solidification. An additional reason for interest in eutectic alloys is their excellent castability.22 Since eutectic alloys, like pure metals, freeze at a single temperature rather than over a range of temperatures, their castability is superior to solid-solution alloys with long liquidus to solidus ranges. The purpose of this research was to study the effects of small solute additions on the microstructure and mechanical properties of a number of high-melting-point eutectic compositions.

THE remarkable outflow of natural gas recently developed in Western Pennsylvania, and along the valley of the Ohio and its tributaries, has called attention to an important series of patents for improvements in glass-fnrnaces and the manufacture of glass, which the brothers Siemens have made since 1872. The basement-patent of this series, is No. 127,806 of the U. S. Patent office, and is of date June 11th, 1872. This has been followed by eleven other patents (including one re-issue), all for improvements in glass-furnaces, or methods of manufacture, of which the latest is of date July 11th, 1882. Nine of these patents were issued in 1880-82. The following is the list of these patents, in order of dates, viz.: 1872. June 11th. No. 127,806 (U. S. office), Improvement in glass-furnaces; 17 sheets drawings, 5 pages text. This is the basement-patent. 1877. April 17th. No. 139,800. A series of specimens of a Cu- 3.23 pct Co alloy were prepared with particle diameters from zero to 590A. The samples were then cold-rolled 95 pct and the effects of the particle size on the behavior on annealing for hr at temperatures between 100" and 900°C were studied (by hardness, light, and electron metallography). Particles, particularly for d r 105 to 590A, greatly impeded softening and vecvystallizn-tion, and tended to give elongated grains. Particles deformed fairly homogeneously with the ,matrix, be- IN a previous study by the author,' the growth of cobalt-rich precipitates was followed electron microscopically in Cu-3.12 Co alloy as a function of aging, typically at 650°C. The coherent spherical precipitates grew to 520 + lOOA average diam before spontaneously losing coherency and developing (111) facets. Stretching a few percent after precipitation 2aused loss of coherency to occur sooner at about 220A average particle diam. The particles apparently retained their fcc structure after loss of coherency. coming lau2ellae. For d = 55 to 180A, these lamellae gave streak-contrast effects apparently due to coherency strains , and spheroidized on annealing at 600" to 650°C, forming coherent particles. Particles of d = 250 ov 320A lost coherency during t-olling, giving incoherent lamellae. Recrystallization apparently occured by growth of new grains into unrecrystallized (recovered) material at temperatures below that at which cobalt atoms had much mobility. The present study was undertaken to explore the effect of cobalt-rjch particles of various average sizes from 50 to 600A diam on the isochronal annealing behavior of copper after heavy cold rolling. The previous work' was used as a guide in preparing the two-phase series of prerolling structures. The solution-treated alloy was also rolled for comparison. A further question of interest in the present study was whether dislocation and particle hardening were additive, since the prerolling structures covered the full range unaged - peak aged — overaged, and further precipitation might occur on annealing after cold rolling. THE Executive Board of The American Engineering Council met in Pittsburgh, May 26 and 27. Its actions on the licensing of engineers and on the Employment Bureau are printed at length elsewhere in this issue. The board announced plans purposing the solution of the national problems of water power and forestry, upon which "the industrial development of the nation and the standard of living of future generations largely depends. The whole Federal water-power situation is in so critical a condition that immediate constructive action by the Government to conserve the public interests, involving vast consequences of economic and Federal policy, is necessary. After a long discussion during which the water-power problem as it affects Government reorganization was reviewed and Henry Ford's Muscle Shoal's plan was discussed, the board decided to lay the entire question before President Harding. A national movement to conserve the nation's forests, in which engineers, the U. S. Forestry Service, the forestry services of the states, universities and technical schools, and other groups such as the farmers, the railroads, and lumbermen, shall pool their efforts, was set in motion by the engineers. The work will be in charge of a Reforestation Committee of the Council, headed by Charles H. MacDowell of Chicago. Mov-ing picture interests will be asked to aid. The board pledged its support to President Harding in his plan for Government reorganization. In adopting the report of its Committee on Public Affairs, headed by J. Parke Channing of New York, the Executive Board of the council determined, in the event of the failure of the President's efforts to bring about greater economy and ffieciency in national affairs by regrouping of Federal functions, to press independ-ently a nation-wide movement for the establishment of a Department of Public Works. Progress in a national survey of the two-shift day in American industries was reported by the Council's Committee on Work Periods in Continuous Industries. This survey, called the most extensive of its kind ever made, has been in progress for more than a year; and purposes an exposition of industrial conditions which shall form a basis for establishing the relative merits of three shifts of eight hours each and two shifts of twelve hours each.
