Coal mining companies in Australia are managing the high-consequence risks across their operations more effectively by using an interactive online risk management system known as Riskgate Developed by the Minerals Industry Safety and Health Centre (MISHC) at the University of Queensland, Australia, Riskgate contains detailed information about 11 high-consequence risk areas (called topics in the system) for opencut and underground coal mines (Table 1). The existing topics are: fires; strata control for underground mining; ground control for opencut mining; tires; isolation; collisions; explosions and explosives; manual tasks; and trips, slips and falls. Every Riskgate topic is focused on coal industry activities (mining, processing, transport and storage). The scope includes mine sites, lease areas and mine infrastructure (mobile, fixed plant, field equipment, buildings, road and rail transport), and all aspects of the mine life cycle from design through to decommissioning. The topics uniformly recognize that a loss of control can result in injury or fatality, equipment damage, production loss, reputation loss and environmental damage. However, the priority focus for Riskgate is the safety of mine personnel.

To solve the problem of time-consuming and low precision in updating the open-pit vehicle transportation network, a high precision road network model construction method for unmanned vehicles in open-pit mines is proposed. This method can be divided into two steps. In the first step, an improved deep learning image processing model named DeepLabv3 + C (DeepLabv3 + Concat) is presented. Then, the road information extracted by the DeepLabv3 + C network is used to construct a three-dimensional model of the open-pit mine road network. In the second step, aiming at the time-consuming problem of unmanned vehicle meeting in open-pit mines, a vehicle meeting strategy was proposed. This strategy is used to guide the navigation of unmanned vehicles in open-pit mines. Besides, the DeepLabv3 + C network is verified by comparing the mIOU (means Intersection Over Union), accuracy, and continuity of road image extraction with the mainstream networks. The road network model constructed in the first step is quantitatively analyzed, and its performance is compared with GPS trajectory clustering methods. At the end of the paper, vehicle running simulation is carried out on the road network model by using Unity (a 3D visualization simulation software). The results show that the road network model constructed by this method can meet the navigation requirements of unmanned vehicles in open-pit mines, and the feasibility of the vehicle meeting strategy is proved.

"Previously, we upgraded and implemented two gamma activation assay (GAA) systems designed to analyse the gold content in raw ores at Zarafshan laboratory, Uzbekistan, and achieved a detection limit of less than 0.05 g/t under actual industrial conditions. Having started to design a fully modern, industrial GAA system for mining companies, this paper analyses the advantages, disadvantages, and special features of all major system components that can influence the sensitivity and accuracy of the analysis. The results of a study to optimize the detector geometry and sample size are presented and the performances of the linear electron accelerator, detector array, and sample transportation system of a modern, industrial GAA system for analysing gold, silver, and rare earth elements are considered. IntroductionGamma activation analysis (GAA) has considerable potential as a future replacement for traditional fire assay analysis in gold mining (Hoffman, Clark, and Yeager, 1998; Morse, 1977; Bourmistenko, 1986, 1981; Sammut, 2016; Tickner et al., 2017). The essence of GAA is to irradiate ore samples with high-energy gamma quanta generated by an electron linear accelerator (LINAC) and then to use a gamma spectrometer to detect the induced activity of the excited gold nuclei. The advantages of this method are discussed in detail elsewhere (Hoffman, Clark, and Yeager, 1998; Morse, 1977; Bourmistenko, 1986, 1981; Sammut, 2016; Tickner et al., 2017), where it is shown that GAA is uniquely suited to analysing ore samples when mining for gold, other precious metals, and accompanying elements.These advantages were realized in three industrial GAA laboratories that were commissioned in Zarafshan, Uzbekistan in 1977, in Magadan, Russia in 1979, and in Batagay, Russia in 1986 (Bourmistenko, 1986; Nii Tekhnicheskoy Fiziki I Avtomatiki, n.d). In 1989, a fourth industrial GAA laboratory was commissioned at a gold mine in Tommot, Russia. However, the project was subsequently halted due to economic reasons (Moshkov and Tjamisov, 2017). Currently, only the laboratory of the Muruntau mine in Zarafshan, Uzbekistan is in operation. The gamma activation method for gold determination is widely applicable at this mine owing to its high productivity and low cost of analysis. An outstanding aspect is the performance of more than one million analyses per year."

Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects. The 1½-day workshop was held on October 15-16, 2015 at the Oakland Marriott City Center in Oakland, CA.Post-grouting, in the context of this workshop and report, refers to the alternative design and construction of base-grouted drilled shafts wherein a grout distribution system is installed during construction and used to grout the base under pressure after the drilled shaft concrete has gained adequate strength, resulting in a stiffer axial-compression load-displacement relationship and additional possible ground improvement effects.The primary goals of the workshop were to•?Identify and summarize the state of the practice for design, construction, inspection, verification, acceptance criteria, reliability and performance of post-grouting.•?Identify gaps and needs in quality assurance that should be addressed for successful use of post-grouting.This report is structured to follow the workshop program: workshop presentations outlined the state of practice and views from owners, engineers and contractors on acceptance of post grouting methods for drilled shafts; and subsequent workshop discussions attended by a small invited group of participants focused on identifying areas of agreement and disagreement on post-grouting best practices, acceptance criteria, design and verification procedures, and inspection requirements. Many policy issues facing the mining industry and affected communities are at a level of complexity that they can be called ‘wicked’ problems. The term ‘wicked’ in this context is used, not in the sense of iniquity, but rather as social and economic issues highly resistant to resolution. For the resource extraction sector and affected communities there are an array of challenges embedded in the industry’s production and profit paradigm, the remoteness of mineral reserves and affected communities’ expectations of economic benefit and a positive legacy. The mining industry as a whole is dominated by economic, political, legislative and market structures that influence and constrain interactions between mine operations and local communities. For communities, with particular reference to regional Western Australia, intractable problems include the uncertainty of, yet increasing dependence on, a mining economy. Questionable outcomes for local communities include the limited realisation of local employment and business development benefits, and low overall outcomes or low multiplier effects. ‘Wicked’ problems, according to the literature, are best addressed via collaboration. In the mid-west region of WA, with mining and infrastructure construction underway, alliances have formed between mining companies, the major port and rail infrastructure project (Oakajee Port and Rail) and regional and local governance stakeholders. The major impetus for these affiliations is to expedite planning and associated infrastructure development taking into account the lessons from other mineral-led regions. What has resulted is an array of innovative approaches to stubborn problems including planning well in advance of full-scale mining; regionally coordinated procurement; ‘mine ready’ local businesses; and strategic investments in social infrastructure; including community trust funds paid in advance of project delivery. This paper examines these innovative approaches/alliances and assesses their effectiveness in addressing long standing mining/community dilemmas.

The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. The discovery and delineation of significant mineralisation in the Eliwana region continues Fortescue Metals Group’s strong exploration success. In the decade after the first hole was drilled into Christmas Creek in mid-2004 a total of over 11 Bt of hematite-goethite mineralisation have been delineated supporting the raising of $13 B, construction of five mines, 620 km of rail and a five-berth port. As of June 2014, Fortescue was shipping at the rate of 155 Mt/a. The area including the Eliwana and Flying Fish deposits is one of a number of future growth opportunities that Fortescue is currently evaluating.The Eliwana and Flying Fish deposits occur on the south dipping limb of the Brockman Syncline/Jeerinah Anticline. The Eliwana group of deposits are hosted by the Brockman Iron Formation with the Flying Fish/Broadway group hosted by the Marra Mamba Iron Formation.Structurally the area is dominated by moderate southerly dips of the regional dome and keel style folding. The regional limb is locally cross-cut at a small angle by asymmetric north facing Ophthalmian folds trending 110°. These fold sets, in part, preferentially host subsequent supergene mineralisation. Faulting is only locally apparent.Early phases of exploration commenced in 2006, with mapping of Flying Fish and reconnaissance drilling in 2007. However, due to the concurrent discovery (Clarke et al, 2009) and subsequent fast tracked development of Solomon channel iron deposit and Firetail bedded iron deposit (Simpson et al, 2011) priority was placed on developing Solomon due to its relative proximity to existing Fortescue infrastructure. Staged follow-up drilling of both Marra Mamba and Brockman targets at Eliwana was progressively undertaken from 2008 onward.As of 20 May 2014 a total of 1494 reverse circulation (RC) holes for 54 248 m and 13 diamond holes had been completed, resulting in the delineation of a Mineral Resource of 740 Mt. The 28th annual American Mining Hall of Fame Awards Banquet and fundraiser sponsored by the Mining Foundation of the Southwest will be held at the Marriott University Park Hotel, Tucson, AZ on Saturday, Dec. 4, 2010. The Mining Foundation of the Southwest is a nonprofit organization whose objectives are public education about the mineral industries, and recognition of outstanding accomplishments in and contributions to the fields of mineral and fuel resources. Funds are being raised to the support the foundation?s educational programs. Among these is the Educational Outreach Program operated jointly by the foundation and the Arizona Department of Mines and Mineral Resources.

The purpose of the paper is to discuss socially sustainable development in the mining industry and the communities surrounding the mines. The discussions are based on results from a prestudy and literature review on mining and sustainable development conducted during 2013–2014 at Lule&#229; University of Technology in Sweden. ‘A social licence to mine’ is important for the mining industry, but the social dimension is a relatively underdeveloped dimension when it comes to sustainable development in general and the mining industry in particular, one reason probably being the lack of effective methods for capturing social impacts. The mining industry and the surrounding communities face many challenges that provide both possibilities and obstacles to socially sustainable development; eg aspects such as gender, work conditions and cultural aspects. For example, a strong mining workplace culture and community identity can create strong cohesion but also lead to excluding certain groups, rejecting new ideas and reinforcing obsolete values. Other challenges include recruitment, as well as health and safety in relation to an increased use of fly-in-fly-out, contractors and automation of mining. Some challenges relate to the effects of fluctuations in the mining market. There is a lack of research that links attitudes, policies and activities within companies to their impact on the wider community, and vice versa. "This paper is focused on blasting activities undertaken as part of the Pacific Highway Upgrade – Tintenbar to Ewingsdale – project (T2E). This is a ‘priority 1’ Pacific Highway road construction project in New South Wales (NSW), to be completed by mid-2015 (weather permitting). T2E will provide approximately 17 km of dual carriageway road starting at the northern end of the Ballina bypass and extending to the Ewingsdale interchange, and will complete the existing dual carriageway road between Ballina and the NSW/Queensland border.Roads and Maritime Services (RMS) (formerly the Roads and Traffic Authority) is delivering the project on behalf of the NSW state and federal governments. In October 2011, RMS awarded a contract to Baulderstone Pty Ltd (now Lend Lease Engineering Pty Ltd – Lend Lease) to design and construct T2E. One of the key elements in this project is the St Helena Tunnel.In order to avoid the steep grades of St Helena Hill, eliminate a well-known accident black spot and maintain the aesthetics of the Byron hinterland escarpment, RMS and Lend Lease prepared designs to construct a 434 m long dual carriageway tunnel, 46 m below the ridge line of St Helena Hill. Lend Lease elected, where geotechnical conditions permitted, to use drill and blast methods to excavate the full tunnel profile, instead of traditional mechanical excavation techniques.Since all blasting locations (both inside and outside the tunnel) were in close proximity to nearby residents, the NSW Department of Planning and Infrastructure imposed strict air blast overpressure (airblast), ground vibration (vibration) limits and limited working hours. Both RMS and Lend Lease recognised that these restrictions meant that nearby residents may be exposed to blasting activities for longer than was necessary. As a result, after close consultation and agreement with the nearby residents, RMS applied successfully to the NSW Department of Planning to increase the airblast and vibration limits, as well as the working hours.Working under these new conditions, Lend Lease employed a range of best practice drill and blast technologies provided by both Orica Australia Pty Ltd and Atlas Copco Mining and Rock Excavation to improve the safety and efficiency of blasting activities and to minimise the potential negative impacts of the blasting works on affected residents. These technologies included: the use of a continuous environmental monitoring system to record the results of the blast events and provide quick and easy reporting to key stakeholders to address RMS specification requirements electronic detonators to enable accurate hole detonation timing for vibration compliance and to give project engineers the flexibility and precision to alter each design to suit the geological profile of each face the use of two software programs and advanced drill rigs to enable the efficient design of blasts, electronic transfer of designs to the drill rigs, as well as in-hole monitoring and recording of drilling performance the use of a specialised bulk emulsion system to deliver fully coupled bulk explosives into face blastholes to maximise fragmentation, and decoupled bulk explosives into perimeter blastholes, to reduce overbreak and deliver a cleaner profile.By taking a progressive approach towards the environmental restrictions and the work hours imposed, as well as utilising best practice blasting techniques, RMS and Lend Lease were able to blast with confidence and achieve their production deadlines and reduce the total cost of the project.Most importantly, RMS and Lend Lease were able to meet their environmental obligations and work constructively with the nearby residents to ensure that the blasting was undertaken as safely and efficiently as possible without delay or negative impact.CITATION:Dowling, M, Domotor, R and Miller, D, 2014. The ternary system A14C3-AIN-Al203 has been examined to determine compositions which may display desirable high-temperature refractory properties. Powder methods were employed in the synthesis of all test compositions. Forming and sintering behavior was examined and hot-pressing parameters were measured. Several properties were studied for each composition of interest in the system. The properties included hydrolysis rate in moist air, elevated temperature oxidation rate, density, softening point, tensile strength, and rupture strength. In most cases equilibrium was not achieved, and the data are representative of a nonequilibrium system. Approximately 16 separate phases have been observed in the system. Forming behavior and selected properties of five compositions of interest were compared with those of aluminum oxide and aluminum nitride. None of the compositions compared favorably. Oxidation and vaporization appear to be serious drawbacks to the use of these compositions at elevated temperatures.

Despite the recent pullback in metal and mineral prices, and the associated market adjustments, the mining industry is still facing a serious issue with the declining availability of graduate expertise. This is due to a combination of an aging workforce, retirements and retrenchments, coupled with a lack of suitably qualified graduates entering the workforce. The issue has certainly improved since 2004 when the industry picked up the rates of hiring graduate engineers and mining/mineral school enrollments picked up in response. This hiring effort has helped to cover the ?gap? years from about 1985-2000, when industry demand for graduates was particularly poor. However, the recent market pullback is likely to set back this progress, as recruitment and hiring wavers as a result of cost cutting measures and economic uncertainty. A key issue for the mining industry is how to ensure the survival and growth of relevant ?core? degree programs. Such programs include mining, metallurgical, mineral processing and geological engineering. The mining industry needs a healthy, high-level education program to ensure an adequate supply of appropriately qualified graduates for the mining industry. Two-thirds of the professionals entering the minerals industry who graduated within the past 40 years graduated prior to 1985. Since 1985, we have been living off the legacy of graduation classes from the mid-1970s and early 1980s. It is estimated that we have been producing graduates at approximately 40 to 50 percent of the sustaining rate since about 1985. Further growth in the domestic industry would increase graduate requirements significantly, and the export of U.S.-graduates to other parts of the world (as is currently occurring) also impacts the total graduate requirements.

Open-pit mine planning includes the determination of a long-term open-pit mine production scheduling (OMPS) plan. The OMPS plan is generally a three-dimensional (3D) block extraction sequence that seeks to maximise the net present value (NPV) of future cash flows, while complying with technical and operational constraints. The OMPS problem is computationally complex because it involves the analysis of large datasets, while simultaneously incorporating both multiple hard and soft constraints. The OMPS problem has been solved using deterministic or exact approaches, heuristic, and metaheuristic models. When compared to heuristic and metaheuristic models, deterministic approaches tend to take much longer to solve the OMPS problem when the number of constraints increases. Therefore, this paper presents a metaheuristic model which utilises a genetic algorithm (GA) framework to solve the OMPS problem. The GA-based model was applied to the Newman1 and Zuck Small mining instances, which are publicly available from the online MineLib database. The NPVs for the OMPS plan generated using the GA-based model for the two case studies were compared to the best-known published MineLib solutions obtained using the TopoSort heuristic model at the time of this study. For the Newman1 instance the equivalent annual NPVs were approximately US$6.6 million for the GA-based solution and US$5.1 million for the TopoSort solution. For the Zuck Small mining instance, the equivalent annual NPVs were approximately US$99.8 million for the GA-based solution and US$102.5 mil for the TopoSort solution. These results show that the GA-based model produced comparable solutions to some of the best-known solutions, thus, indicating strong potential application of GA-based models to solve OMPS problems.

Net Present Value Impact of Discount Rate The Discounted Cash Flow (DCF) method of valuations is universally used and accepted. The main criticism of the method is that it does not recognize the value of projects long life projects. This can be seen in the preceding graph where the present value of cash flows in later years are small for discount rates over about 10%. This graph covers a project that has a 25 year operating life. It is clear from the low height of the NPV bars at 10% and 15% in the last years of the project that an additional 25 years would add almost no value to total project NPV. As an example of this effect, an colleague undertook the evaluation of a pulp and paper project. The plant could be justified, but it was not possible to justify planting the trees as they took too long to grow and so had not appreciable NPV. The plant had to purchase wood to feed the plant.

The role of a project metallurgist is diverse and covers input into the resource definition, mining studies, metallurgical test program development, process engineering and plant design, cost estimate preparation and financial analysis aspects of project feasibility studies. Mining project schedule and cost overruns can often be attributed to cutting short metallurgical test work, engineering and cost estimating leading up to commitment to development. In a significant number of cases this may result from the lack of understanding and commitment by the project proponent to the requisite metallurgical and processing studies required during the various pre-commitment stages of a mining project. Metallurgical test work, process development, engineering and cost estimating requirements for each stage of pre-commitment development are described together with a summary of the ongoing role of the project metallurgist during detailed engineering and commissioning of a process plant.

An unprecedented growth in demand for coal exports has placed pressure on multi-user coal chains to guarantee that their capacity expansion projects will meet the required demand. These projects, however, are taking place in an increasingly complex commercial and technical environment - competing rail and coal terminal service providers as well as a myriad of competing mine operators, all needing to operate in an increasingly integrated manner to get the most out of expensive shared assets.Increasing system complexity and integration has driven the need for more holistic and sophisticated analysis tools. The capacity of coal chain subsystems, such as mine, rail and port, can no longer be determined effectively in isolation. Understanding the nature of the interactions between these subsystems, their sensitivity to uncertainty and the resultant capacity of the integrated system is the key to both maximising value and minimising risk.Recently, TSG has worked closely together with the Integrated Logistics Company and a number of key stakeholders in the Dalrymple Bay Coal Chain to develop independent system master plans. These master plans have provided a quantitative and rational assessment of coal chain capacity in its current state and a prediction of its capacity once a pipeline of committed capacity improvements is in place.
