THE purpose of this paper is to direct attention to the lower part of the austenite transformation diagram, or TTT curves, where considerable uncertainty still exists as to the blending of the bainite and martensite reactions. The dissimilarities between these two low temperature trans- formations have been summarized recently by Troiano and Greninger.1 Of particular importance to the present work is the fact that martensite formation, unlike bainite formation, is not suppressed by the fastest quenching rates attainable. However, most of the investigations in this direction have been concerned primarily with the start of the martensite transformation [(M,)] during cooling, rather than with the quantitative aspects of the subsequent reaction on either further cooling or isothermal holding. Several years ago, Cohen2 suggested a form of transformation diagram which reconciled, at least schematically, the isothermal characteristics of the bainite transformation with the insuppressible nature of the martensite transfoi mation. In essence, the diagram consisted of a family of horizontal lines (representing the progress of the austenite-martensite reaction during quenching) which were interrupted in point of time by the bainite family of C-curves extending down from higher temperatures. This picture received later support by metallographic3 and dilatmetric4,5 studies, but the techniques employed were not sufficiently critical to substantiate some of the details. Elmendorf6 and Grange and Steward7 have shown that the Greninger-Troiano metallographic techniques may be used not only for [M,] determinations, but for studying the course of further austenite decomposition. In fact, the latter investigators have observed the amount of martensite formed as a function of temperature below [M,] in fourteen commercial steels. In the present paper, the Greninger- Troiano technique has been combined with the lineal method of Howard and Cohen9 to provide a unique, quantitative treatment of the austenite-martensite reaction. Furthermore, isothermal transformations have been similarly measured on holding at temperatures above and below M,, thus permitting a fairly detailed presentation of the lower part of the conventional austenite transformation diagram. EXPERIMENTAL DETAILS Materials The steels, listed in Table I, were selected for study because they exhibit a satisfactory range of M, temperatures and have not received as much attention as the lower carbon grades. "Bioleach testing and piloting was conducted on refractory gold sulphide concentrate from Austin Gold Venture in Nevada during 1988. The objective of the test programme was to determine the technical and commercial viability of bioleaching as a concentrate pretreatment step prior to gold extraction by cyanidation. Baseline CIL cyanidation typically resulted in < 20% gold extraction from the Austin concentrate. Bioleaching enhanced gold extraction up to 95% using conventional CIL techniques. This paper summarizes the bioleach test programme and results, including pilot plant studies onsite, and describes the commercial design details for a possible retrofit of the Austin flotation tailings leach circuit to accommodate 20 tpd and 40 tpd capacity concentrate bioleach facilities.INTRODUCTIONBioleach testing on a refractory carbonaceous sulphide concentrate from Austin Gold Venture (AGV), was initiated in late 1987 as part of an ongoing programme at Austin to investigate alternatives to concentrate smelting. Preliminary batch biooxidation tests at Coastech indicated that over 90% gold extraction by carbon-in-leach (CIL) cyanidation of the bioleach residue could be achieved, compared with less than 20% gold extraction on untreated concentrate by similar CIL processing.Subsequently, a more rigorous laboratory study was undertaken at Coastech to establish continuous biooxidation operating criteria on a bench scale. The objective of continuous testing in the laboratory was to provide confirmation of enhanced CIL response based on continuous bioleach products and to determine key process operating and design parameters for pilot testing. The success of the laboratory test program led to the installation of a mobile pilot plant at Austin Gold Venture. The plant was operated by Coastech and AGV during 1988 to provide scaleup data and design criteria for commercial design and feasibility analysis. Based on pilot plant operating data, a detailed commercial bioleach plant was designed as a possible retrofit to the existing 1000 tpd CIL plant. Capital and operating costs were estimated to provide a commercial feasibility study of bioleaching as an oxidative pretreatment for Austin refractory concentrate."

The Australian continent possesses significant reserves of a wide range of minerals, including bauxite, coal, copper, diamonds, gold, iron ore, lead, manganese, mineral sands, nickel, phosphate, silver, tin, uranium, and zinc. Australia&apos;s identified economic resources of many minerals are very large as indicated in Table 1. A sophisticated and highly experienced mineral industry is now an established feature of the Australian economy and Australia is the world&apos;s largest exporter of iron ore, alumina, mineral sands and refined lead and amongst the leading suppliers of many other commodities such as coal, lead and zinc ores/concentrates, nickel, refined zinc, tungsten concentrates and bauxite. The industry exports 70% of its production. This is reflected in the value of Australian mineral exports which have grown from about $200m in 1960/61, comprising 10% of total export receipts, to about $1265m or 29% of export income in 1970/71 to around $7061 representing 37% of Australia&apos;s total export income in 1980/81. AUSTRALIA&apos;S MINERAL RESOURCES POLICIES Federal and State Governments&apos; Responsibilities Australia has a federal system of government comprising six States, a self-governing Territory and a Federal Government. Under the Australian federal system the Constitution sets down the powers of the Federal Government. All powers not assigned to the Federal Government in the Australian Constitution reside automatically with the States. Certain of these broad powers result in the Federal Government having a significant influence on resources development. For example, in being responsible for economic management, the Federal Government&apos;s fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Federal Government is of direct importance to decision-makers in the resources industry. The Federal Government is responsible also under the Constitution for external trade matters; and international trade and commodity matters are increasingly important in Australia&apos;s international relationships. Foreign investment is another area where the Federal Government has a role to ensure that national interests are protected. This foreign investment power flows from the Federal Government&apos;s control of foreign exchange movements into and out of Australia. However, before enlarging on these and others of the Federal Government&apos;s powers and policies, it should be emphasized that the State governments, by virtue of their wide powers to regulate matters within their own boundaries, are more directly involved in the day-to-day administration and regulation of mining operations. For instance, the powers of the State governments include the responsibility-for the granting of exploration rights and mining leases, the approval of mining operations and the levying of royalties and other like charges. Administrative arrangements covering the granting of minerals and petroleum exploration and development titles vary from State to State. Before development rights are granted, State governments consider environment protection and rehabilitation aspects of development proposals. The provision of infrastructure within State borders is a matter primarily of State government responsibility. It is usual practice in Australia for State governments to construct and operate infrastructure services such. as railways, ports and electricity generation and transmission. The States may also provide certain public services such as electricity. and water, port and loading facilities, communications, health and education services which form part of the infrastructure of mining operations. In remote areas the mining companies themselves usually are expected to provide much of this infrastructure. However, the Federal Government is primarily responsible in some fields, such as telecommunications and parts of the railways network. State governments carry out preliminary exploration and geological mapping and some are directly involved in the mining of coal for power generation. The Federal Government&apos;s responsibilities in addition to economic management, taxation, international relations, foreign capital and investment, include regulation of exports, environmental matters and matters affecting the Aboriginals of the Northern Territory. FEDERAL GOVERNMENT POLICIES The continued sound development of the minerals and energy resources sector is regarded by the Federal Government as being of very great importance. However, the Government does not seek to participate directly in resource developments. It sees its role rather as that of establishing a sound economic and policy climate in which private companies can identify opportunities, seek out customers and marshall the necessary capital for the development of resource projects.

In Australia we usually define "resource" in purely material terms, and rarely relate it to intellect and human capacity. We look at the sheer abundance of our natural resources and are satisfied with the feeling that we don&apos;t really need-to rely on using our brains. Certainly our country is fortunate to have the mineral resources it does, but in many ways Australia&apos;s worst enemy is its "lucky country" syndrome because we tend to underutilise the great resource we have in the capacities of our people. Raw material exports will undoubtedly continue to contribute a major share of our export revenue, but to harness the riches our country has to offer most effectively we need the vision and planning necessary to bring together our material and human resources. There is a need not only to find, exploit and process our minerals economically, but to turn as much of our mineral wealth as possible into high value products before it leaves the country. In particular we must use our brainpower if we want to maximise economic benefit from and political influence over the strategic minerals which leave our shores. In the past we have been successful in finding and exploiting minerals because our mining industry has been in the forefront of private sector research and development. But if Australia is to have an advantage over other mineral rich countries in insulating itself from the effects of cyclical swings in commodity prices, then the future of the industry must lie even more in technological sophistication rather than depending. on such considerations as size and location of mineral deposits. To survive, our mineral industry must have the foresight and resourcefulness to make its own luck. There are two keys to increased efficiency in exploration and production and in further processing methods: enhancement of the skills of the workforce and continual improvement of R&D.

It is a great privilege to be invited to give this address at this centenary conference. A centenary is a time for recollection, for celebration and for looking ahead. The AusIMM has much to celebrate and many things to recall. I hope in this address to make some useful comments about Australia&apos;s future (and mindful of but not forgetting New Zealand), looking ahead for 25 years or so, and the mining industry&apos;s role in that future.

Australia was one of the world&apos;s principal producers of minerals and metals, and its minerals industry was a leading catalyst in promoting growth of the country. Australia was the world&apos;s largest producer of alumina, bauxite, diamond, ilmenite, monazite, opal, rutile, sapphire, and zircon. It was the premier exporter of alumina, coal, ilmenite, refined lead, monazite, rutile, and zircon, and was the second leading exporter of iron ore, after Brazil. Ranking behind China, the United States, the U.S.S.R., the German Democratic Republic, Poland, and the Federal Re-public of Germany, Australia was the seventh largest producer of coal (all grades) in the world. Australia was the fourth largest gold producer in 1988, after the Republic of South Africa, the Soviet Union, and the United States. It was the second largest producer of zinc, the third largest producer of nickel, the fourth largest producer of uranium, and the seventh largest producer of copper. 2 The country&apos;s mineral wealth was so extraordinary that it was virtually self-sufficient in most mineral commodities. Endowed with abundant resources of coal, natural gas, liquefied petroleum gas, and uranium, Australia was one of the few market economy countries that was a net exporter of mineral fuels. About 90% of Australia&apos;s consumption of crude oil was supplied by domestic production; this was expected to decline significantly about 1990, unless significant new oilfields were discovered.

During 1999 there was a considerable turnaround in world prices for most minerals and energy commodities, except for the bulk commodities (coal and iron ore). The main reasons for this turnaround were: improved prospects in demand for most minerals and energy commodities in the Asian region following a return to both economic and industrial production growth in key economies in that region; continued moderate growth in demand in Europe and North America; substantial production cutbacks in a range of minerals and energy industries; effective reductions in the supply of oil by OPEC nations; and an announcement by European central banks that they would cap the amount of gold they sell and loan in the next five years. Most of these influences are expected to be sustained into the first years of the new millennium. In 2000, with exception of coal, average world prices of minerals and metals are forecast to rise significantly. Gross domestic product and industrial production is expected to grow in some European countries and most Asian countries in 2000 and, with moderate growth expected to be sustained in the United States, demand for minerals and energy is expected to increase. AustraliaÆs main bulk commodities, iron ore and coal, saw prices set for 1999 - 2000 at substantially lower levels in negotiations in early-1999. Double digit price cuts were locked in. However, similar falls appear to have been avoided for coal in Japanese Fiscal Year 2001, while increases of between four and six per cent were achieved for iron ore. Forecast modest recovery in economic growth in Japan and increasing demand elsewhere in Asia are expected to lead to tighter market conditions in 2000. Beyond 2000, world minerals and energy markets will be influenced by the expected robust global supply responses of minerals and energy companies, against a background of sustained economic growth and industrial production growth in major consuming countries. Over the medium-term, a return to declining real prices which have been evident for most commodities in the recent past, is expected as exploration, mining and processing technological change and associated productivity growth continues to reduce industry costs. While lower rates of exploration and mining investment in Australia between 1998 and 2000 will modestly constrain the rate of future industry expansion, Australia remains an important contributor to expected growth in global minerals supply over the medium-term. Australian mine production is forecast to grow between 1999 - 2000 and 2004 - 05, boosted by production from recently commissioned mines and minerals processing facilities and comissioning of other projects at advanced stages of planning.

The Australian coal industry has undergone sevenfold growth over the last 30 years and since 1985 has been the world&apos;s largest coal exporter. Three quarters of Australia&apos;s coal production is exported so its future is dependent on it remaining internationally competitive with other energy sources and other coal exporting countries. Coal is likely to increase its share of the energy market during the nine- ties as oil prices increase, new coal-fired capacity is commissioned and some form of nuclear energy is developed which is of acceptable safety standards to the community for use in the 21st century. Gas may take a part of coal&apos;s anticipated market share by the Year 2000. While coal exports will increase from China, Colombia, Indonesia and Venezuela and satisfy some of this additional coal demand Australia will also expand its export production, due to its existing advantages. The United States, Canada, South Africa, Poland and USSR seem unlikely to enjoy the same degrees of expansion and some, particularly Poland and USSR, will decline. Australia will always find it difficult to compete in the more distant markets due to levels of ocean freight, although its high quality coals will tend to partly offset such disadvantage.

Between 1966 and 1976, Australia moved from being a non-producer to a position of meeting more than ten per cent of world nickel demand. New mine developments beginning the early-1990s have the promise of more than doubling the country&apos;s world market share - from around eight per cent to perhaps close to 20 per cent. This new surge in activity - the so-called `second nickel boom&apos; - has led to several developments which seem likely to have similar economic impacts to those of the late- 1960s and early-1970s. There are, however, some notable differences this time around. The impact of long distance commuting over the past 30 years has changed the regional development scenario. The gold industry is much stronger in Australia than it was in the late-1960s and this helps to place the importance of new nickel discoveries in a more realistic perspective. As potential players have jockeyed to complete feasibility studies and move into construction and production phases of new long-life mines, established suppliers clearly seem to be taking actions to discourage the newcomers. In what appears to be a classic oligipolistic market situation, the heightening of perceived entry barriers to the industry appears to be a particularly visible strategy undertaken. In the current scenario as well, greater vertical integration among producers appears a significant influence on market power.

It would be extremely difficult and unfair to compare the United States to Australia when wondering about which of the two countries offers the best opportunities for running a mining operation. However, if somebody would ask "Where is the best place to mine outside the US?"-I&apos;d answer without reservations: Australia. Some of my Australian mining friends will disagree with me for my giving their country such a high rating. And they&apos;ll probably accuse me of being an optimist by telling me, as one of them did, that "the difference between an optimist and a pessimist is that the pessimist is better informed."

The long-term outlook Tor Australla&apos;s traditional mining products is for flat demand and continuing low prices. This has come about because of three far-reaching changes since earlier boom days: 1. Continuing declines in intensity of usage of basic mine products; 2. The failure of newer western and third world developing countries to realise growth expectations; and 3. Continued production pressure from third world countries (and first-world primary producers) in an effort to earn foreign exchange and rectify trade balances. These trends have led to a general situation of excess supply and weak demand. In this environment, the prerequisites for survival in the mining sector are first-class mines, modern and efficient production methods, low unit costs, aggressive marketing, and products with reasonable operating margins. Many of Australia&apos;s mines meet these prerequisites. Following the A$ depreciation and widespread unit cost reductions, most of these mines will be moderately profitable at current depressed commodity prices. They are well placed to benefit from price rises if these eventuate. A new generation of mines is concentrating on a more profitable product range (gold, diamonds, uranium, mineral sands). Australia&apos;s balance of trade remains firmly dependent on the primary mining and agricultural industries (Fig. 1). Despite optimistic talk of high-tech developments, tourism and a resurgence of manufacturing, these will remain a small component of Australia&apos;s export structure.

I congratulate The Australasian Institute of Mining and Metallurgy on its decision to hold its Annual Conference here in Western Australia. Western Australia, with its abundant mineral and energy resources, plays a key role in the Australian mining industry... and Western Australia will continue to figure prominently in this vital industry for many years to come. The success of our gold, iron ore, bauxite, mineral sands and other primary industries has enabled Western Australia to contribute significantly to Australia&apos;s export revenue and, therefore, to the nation&apos;s economic strength. The State&apos;s mineral wealth has also provided the impetus for a recent surge in mining related activity, including a dramatic increase in downstream processing of our raw materials. Billions of dollars worth of new project investment is either committed or awaiting final approval - and most of this new investment is a direct result of a healthy and vibrant mining industry. The North West Shelf Project - which has been providing natural gas for homes and industry in Western Australia since 1984 - has also played a key role in stimulating industrial development. The availability of abundant, competitively-priced gas from the North West Shelf has - along with the availability of other raw materials - made Western Australia a more attractive proposition for industrial investment. The company I represent, Woodside Offshore Petroleum, is operator of the North West Shelf Project on behalf of the Project&apos;s six Joint Venture Participants - Woodside Petroleum Ltd, BHP Petroleum (North West Shelf) Pty Ltd, BP Developments Australia Ltd, Chevron Asiatic Limited, Japan Australia LNG (MIMI) Pty Ltd and Shell Development (Australia) Proprietary Limited. The theme for this Annual Conference: "Excellence - the key to the continued success of the Australasian mining industry" is appropriate to the North West Shelf Project. The pursuit of excellence has been a hallmark of the Project. The Joint Venture Participants have been conscious of the need for stringent quality control at all stages of development. Procurement and purchasing policies, for instance, have demanded strict adherence by contractors and suppliers to the highest standards and specifications.

Australia is presently the world&apos;s principal producer of rutile and zircon, and also provides a major share of the world&apos;s ilmenite. Since 1980, Australia&apos;s share of the world&apos;s output of these minerals has fallen. Exhaustion of known resources, together with the changing composition of new deposits, is expected to result in Australia&apos;s share of the rutile and zircon output continuing to decline. Its role as a major supplier of upgraded ilmenite, that is synthetic rutile, is expected to increase. In 1994, the Bureau of Resource Sciences assessed Australia&apos;s demonstrated resources of mineral sands as follows: rutile 14.4 Mt, ilmenite 132.5 Mt, and zircon 21.0 Mt. These resources are located along the coast of Queensland and New South Wales, in the Murray Basin of New South Wales and Victoria, in the southwest corner of Western Australia, and in the Eneabba region, north of Perth. However, some 45 per cent of rutile and zircon resources along the coast of Queensland and New South Wales are not available for mining because of environmental concerns. World demonstrated resources are estimated at 40 Mt (contained TiO2) for rutile, 50 Mt for zircon and approximately 312 Mt (contained T1O2) for ilmenite. Outside of Australia, the most important resources of rutile, ilmenite and zircon are in South Africa (rutile, zircon , and ilmenite in the form of titania slag), Sierra Leone (rutile), India (ilmenite, zircon and rutile), and Canada (hard rock ilmenite). Significant resources of ilmenite occur in Madagascar and Mozambique.

Australia has large resources of rare earths -- 4.35 Mt of contained rare-earth oxides (REO) in the demonstrated category and 1.69 Kt in the inferred category. Australia&apos;s demonstrated REO resources are contained in about equal proportions in placer deposits, which also host Australia&apos;s titanium and zircon resources, and in hard-rock deposits. The largest single deposit of rare earths, at Mount Weld in Western Australia, is contained in regolith overlying a carbonatite pipe. It has a demonstrated resource of 1.73 Mt of contained REO and yttrium oxide. The largest demonstrated resources of REOs in placer deposits are in the Murray Bash, southeastern Australia -- a total of 1.90 Mt of contained RE0 in six deposits. However, the REO-bearing minerals (monazite and xenotime) are of secondary importance and their recovery will be determined by the market for titanium dioxide and zircon. The Murray Basin and other pre-Pleistocene basins offer the greatest potential for discovering more REO resources. Australia produces about 7000 t/year of REO in monazite and xenotime nearly all from Western Australia, as by-product of mineral-sand mining; monazite production is about 12 000 t/year (6600 t REO) and intermittent xenotime production is about 50 t/year (25 t REO). About 8000 t/year of monazite containing about 4400 t REO is not recovered separately, or is lost in tailings, as is an unknown but smaller amount of xenotime.

The bulk of Australia&apos;s uranium resour- ces was delineated in the last 18 years when a total of $563 million (1984 dollar values) was spent on uranium exploration. Australia&apos;s share of the low-cost Reasonably Assured Re- sources in the World Outside the Centrally Planned Economies Area (WOCA) increased from 1.5% in 1967 to 29% by the end of 1984 and its share of the low-cost Estimated Additional Resources (Category I) then stood at 25%. As of December 1984, Australia&apos;s uranium resour- ces were estimated by the BMR to be: Cost range US$80/kg U (US$30/lb U301) Reasonably Assured Resources 463 000 t U Estimated Additional Resources(I) 251 000 t U Cost range US$80-130/kg U (US$30-50/lb U308) Reasonably Assured Resources 63 000 t U Estimated Additional Resources(I) 126 000 t U The increases in Australia&apos;s resources was sustained by a group of large and rela- tively high-grade deposits which were disco- vered during the period 1969 to 1975. Austra- lia&apos;s share of the low-cost resources was also enhanced by a contraction of WOCA&apos;s low-cost resource base due to escalation of production costs for smaller low-grade deposits. Most of Australia&apos;s uranium resources are contained in the Proterozoic unconformity- type deposits of the Alligator Rivers uranium field and the stratabound deposit at Olympic Dam on the Stuart Shelf. Most of the remain- der of Australia&apos;s uranium resources is con- tained in calcrete-type deposits. Less than 10% of Australia&apos;s uranium resources are in sandstone-type deposits. Total Australian production to the end of 1984 amounted to 26 241 t U, representing 3.4% of WOCA&apos;s cumulative production. Aus- tralia&apos;s share of WOCA&apos;s annual production has steadily increased from 1.3% in 1977 to 11.2% in 1984 (4390 t U). The increases in Austra- lian production took place in the face of reductions of production in WOCA countries, principally the US, from a record level of 43 988 t U in 1980 to about 39 000 t U in 1984. New low-cost production centres, mainly in Australia and Canada, have partly compen- sated the decline in US production. The Department of Resources and Energy (1985) reported that Australian exports of yellowcake are expected to reach 10 000 t U308 (8480 t U) by 1993/94, representing an in- crease of about 13% oer annum.

Exploration for uranium in Australia has so far discovered reserves equal to 17.5% of the Western World&apos;s. The Australian uranium industry, when fully developed, will be one of the largest producers and possibly the largest exporter in the world. The world&apos;s nuclear industry is young, rapidly developing in size and technology and is subject to more social, political and regulatory controls than any other industry. This paper considers the probable development of Australia&apos;s uranium industry against a background of normal commercial parameters together with other factors which are peculiar to the nuclear industry. As the theme of this conference is "Australia&apos;s role in the World Mineral Indus- try" this paper concentrates on the commercial and practical aspects associated with the development of Australia&apos;s uranium resources in a world context.

It is a tropical land and has very little freezing and thawing; consequently the in-place rocks are near the surface, exposing some of the unaltered mineralization. This type of geology induces the prospector and miner to search for minerals which lie at his feet (or not far under them), and it is adapted to open cut surface mining. Some of the rules and regulations applicable to exploration and mining in Australia will be interesting and helpful towards understanding acquisitions and control of minerals. They are common and basic to the United Kingdom. Throughout Australia practically all minerals are the property of the Crown (government), and their exploration and exploitation are administered by the state Department of Mines. Surface owners, or land lessees, do not control the minerals. Their mining codes protect the prospector. If a prospector obtains a permit, "miner&apos;s right," it entitles him to search for minerals any place within the state, only holding him responsible for damages he may incur in his exploration. If he finds something of interest, he may then apply for an authority to prospect, which gives greater latitude and protection in his work to develop the find. However, he will be obligated to spend a minimum specified amount to exclusively hold an area. He will be required to furnish maps, analyses, and geological data to the Mines Department. Presuming that he has located something economically valuable for mining, he may then apply for a mining lease or be granted a franchise to produce a specific material. It will contain a quantity clause so that the area cannot be held indiscriminately without production of the mineral. The states have Bureaus of Mineral Resources, Geology, and Geophysics that keep constantly abreast of the search for minerals and often do much of the drilling and deep boring to promote geological study for the states.
