The enactment of the Surface Mining Control and Reclamation Act (SMCRA) in August 1977 addressed subsidence resulting from underground mines, in addition to creating the requirements for reclamation of surface coal mines. Subsidence control regulations pursuant to SMCRA were initially promulgated in March 1979. Several revisions have since been made. In addition, due to court challenges some regulations have been remanded and others are still on appeal. In the meantime the Secretary has agreed to initiate rulemaking on some issues. It is yet to be determined how the prohibition of certain areas from surface coal mining operations under Section 522(e) of the Act applies to subsidence. This presentation discusses the status of the regulations and issues related to or affecting the subsidence regulations.

Field investigations and office studies were used to develop criteria and cost parameters related to the geologic aspects of the proposed project. These results were employed in optimization of layouts and comparison of alternative schemes, leading to selection of the recommended program. Study of project features included the development of subsurface shafts, tunnels, and mined storage areas, and the utilization of existing surface quarries. These project features were proposed for construction within the bedrock units underlying Chicago. Principal geologic considerations included bedrock structure, stratigraphic sequence of units, rock competence and uniformity, and requirements for aquifer protection. All geologic factors were interrelated with other project considerations such as surface hydrology, hydraulics, and urban setting. Data for analyses was acquired through an exploration program conducted intermittently between 1967 and 1971, in addition to that already available through numerous explorations and well constructions in the project area. The exploration program included seismic surveying, core drilling, geophysical borehole logging, and water pressure testing of boreholes, and water well drilling and testing. Extensive laboratory tests were conducted on core samples. The data formed the basis of studies enabling the formulation of preliminary design and siting criteria resulting in construction cost evaluation.

I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon’s pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon’s pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (157. ) of Professor Gershon’s pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

Structured or embossed HDPE and LLDPE geomembranes have been available to mine owners and designers for over ten (10) years. As many owners and designers discover and demand the consistent high quality characteristics of this type of geomembrane due to the unique manufacturing process, the use of these materials in new mines, mine expansions and final closure designs has steadily increased. Structured liner materials are available for double lined and final cover systems and are revolutionizing the way ponds, pads and final closures are constructed. This paper will discuss the structured or embossed geomembrane concept and manufacturing process. Additionally, the paper will present comparative testing illustrating the major advantages of using this type of product in these types of applications. Both technical and economic advantages are illustrated. The cost savings include lower installation costs, less material used, and third party inspection times not to mention better performance. These new systems will be presented.

If it had not been for the almost unbelievable adventures that came before and after, the last ten months of 19 15 would have been exciting enough for anyone. As it was they were a cheerful interlude. I spent most of the time on our Warren operations catching up on a lot of underground work and visiting Ajo every few weeks to see if my Chuquicamata visit might help solve the New Cornelia problem. While the difficulties were finally solved, at times they seemed almost hopeless. About all I could do to help was to make sure that the ore sent to the pilot plants represented the average ore that must be treated in the final 5000 tpd mill. Dr. Ricketts and John Greenway worked tirelessly with the best consulting advice they could obtain. Credit for the final success was due chiefly to their efforts. Since our old group had given up its "Merry Widow" home in Warren, a few of us got rooms in the company-built Cole Building over the Warren grocery store. This included Jim Lewis, Roy Mitchell, Steve Landon, Paul Stevens, and Hubert d'Autremont who came from Duluth to join our legal staff. Later we rented a small house two blocks from the Calumet and Arizona office. With the now flourishing country club only a 10-min walk away, and an electric car running to it every half hour or so, we were able to give parties in return for the hospitality of our friends. One of the most pleasant episodes came by luck a few days after I got back from Chile. Chester Congdon, a leading director in Calumet and Arizona, with his wife and their daughters, Elizabeth and Helen, spent a couple of days at the Greenway house before making an auto- mobile trip across the desert from Tucson to Ajo. At the same time I arranged to examine the small but rich Bush and Baxter copper mine a few miles from Tucson. Spirals have become one of the most popular methods for treating fine coal. Unfortunately, spirals tend to produce an undesirably high specific gravity cut-point and often misplace significant amounts of coal and/or rock. In the present study, a process-engineering tool known as linear circuit analysis was used to identify problems with traditional spiral circuits and to suggest alternative configurations. These analyses indicate that a modified rougher-cleaner circuit incorporating a middlings recycle stream offers the best option for improving performance while maintaining a reasonable circulating load. In light of this finding, a full-scale test circuit was installed and evaluated at an existing preparation plant. Data obtained from the plant tests indicate that the new spiral circuit can simultaneously reduce cut-point and improve separation efficiency. Preliminary economic analyses show that the new circuit provides an attractive payback on the capital investment.

CRU estimates that the global supply of metallurgical grade alumina (MGA) grew by 5 percent during 2005 to a little more than 61 Mt (67 million st). About 30.7 Mt (33.8 million st), or 50.3 percent, of that originated from Oceania (principally due to the commissioning of the CAR refinery in Australia) and Latin America. In this context, Chinese production surged by 20.5 percent year-on-year to 7.7 Mt (8.5 million st) on the crest of a 17-percent rise in that country’s primary aluminium production. Meanwhile, on the demand side, there was a 6.7 percent climb year-on-year in global consumption to 62.3 Mt (68.6 million st). This reflected a healthy demand for primary metal from aerospace, construction, packaging and passenger transportation (to a lesser degree) in the United States, China, Brazil, South Korea and India. So there was an overall supply deficit of more than 1.2 Mt (1.3 million st). This, combined with an 18.3-percent diminution in closing stocks (down to 35 days of requirement), lifted the average spot price of MGA by 17.6 percent year-on-year to US$448/t (US$406/st).

More than 95 percent of all the barite mined and produced is used in the petroleum industry as “drillers mud.” The remaining barite is used in the industrial and medical markets. Therefore, the amount of drilling activity is a good indicator of the health and growth of the barite industry. The four major barite-producing countries in the world are China, the United States, India and Morocco. In 2005, the average number of drilling rigs exploring for oil and gas increased by about 15 percent over the average number in 2004. This increase in oil and gas exploration has resulted in a higher demand for barite and an increase in barite production.

This paper is not focused on the project itself, however, the emphasis is on experiences gained from the project. To many people, rescue from elevated, sometimes vertical, locations brings about thoughts of heroism mixed with brawn and self-sacrifice. Images are conjured of cliff rescues where the technical effort is hanging from a few seemingly small nylon ropes hundreds of feet above the ground. Such is the vertical realm of technical rope rescue. This is a technical field in which the author serves professionally as battalion chief of (rope) operations for a northern Arizona fire district, and as a private sector instructor to mines in the United States and Canada.

Ground vibration is one of the major hazards produced by rock-blasting operation. The accurate prediction of vibration is necessary for designing controlled blasting parameters. The existing vibration predictors consider maximum explosive charge weight per delay and distance as the parameters responsible for ground vibration. These predictors are based on the assumption that the geometrical parameters of the blast will be constant for a site. However, the mining sites with bigger production targets have varying geometrical parameters to suit the excavator utility. Accordingly, the other blast design parameters will also have an impact on ground vibration intensity. A principal component analysis is a dimension reduction technique. This technique along with multivariate logarithmic regression has been used in this paper to predict the ground vibration. The technique has classified the blast design parameters into four principal components. The regression with the scores from these principal components has been carried out. The evaluation of the model performance of predictors along with the existing empirical predictors has been carried out using R2 and RMSE values. The evaluation suggests that the predictor with logarithmic regression followed by principal component analysis gives better performance with respect to the existing empirical predictors.

This paper presents preliminary results of a Bureau of Mines study of potential costs of compliance with the federal Resource Conservation and Recovery Act for copper heap and dump leaching. Specifically, estimates are given for the cost of compliance with possible technology standards that would require the use of liners and closure caps regardless of terrain and underlying geology and hydrology. This cost is compared to the co lit of compliance with present state requirements for terrain a typical of those found at existing copper leach sites in the Southwestern U.S.A. Incremental compliance costs are found to widely exceed screening criteria used by the Environmental Protection Agency to denote significant economic impact.

A comprehensive field study has been carried out to measure the background air quality status and identify the air pollution sources from opencast mines around a heritage site in India. Air quality modeling has been carried out to envisage dust concentration due to the existing and closed mines in the region. The predicted total PM10 and PM2.5 levels at the selected receptor locations ranged from 86.39 to 194.89 and from 34.82 to 99.55 µg/m³, respectively.

Introduction After two decades of contraction and consolidation, the uranium industry has seen a recent major expansion. Rapidly increasing uranium prices and the ability to raise speculative capital in share markets worldwide have brought over 300 new participant companies into the uranium industry: “juniors” as they are known. These companies participated in a global land rush for known deposits as well as for prospective land positions in order to secure a “piece of the action” for their respective portfolios. Mostly publicly-traded companies, these “juniors” have captured the attention of world’s investing public with spectacular gains; as much as 1,000s of percent in less than four years. The initial phase is over, however, and these companies must now prove that they can be successful in exploration or production.

At MacIntyre Development of the National Lead Company, Taha s, New York,, the flotation plant was set up to recover ilmenite from the finer size fraction of the ore that cannot be efficiently treated in the main gravity-magnetic separa¬tion process. It was later expanded to handle the reground middlings from the tables wetherill magnetic separators. The ilmenite-magnetite ore is ground to minus 20 mesh in five 6 x 12 ft. rod mills in closed circuit with DSM screens. The minus 20 mesh screen undersize is pumped to four parallel sections each consisting of two rougher wet-magnetic separators and one cleaner separator for magnatite removal. The screen undersize from the fifth section is distributed to all four sections. The magnetite removed in the roughers is pumped back to the cleaners and the cleaner magnetite is dewatered in rake classifiers and carried by belt to the winter plant or the stockpile area. The nonmagnetic sands from rougher and cleaner magnetic separator are sized for table feed in eight pocket hydraulic sizers. The slime overflows from the Crocketts, the sizers, and the magnetite rakes are collected and pumped to three-inch cyclones for thickening and desliming. The cyclone underflow is the principal flotation plant feed.

A blast furnace test of approximately 5,000 tons of PelleTech Corporation (PTC) cold bond pellets was successfully run at Kaiser Steel Corporation (Kaiser) Steel Manufacturing Division at Fontana, California. The pellets were produced from mill scale, BOF dust and blast furnace flue dust. A 15 day base period, during which time the metallic burden was 2/3 heat indurated pellets and 1/3 sinter, preceeded the test. During the test period the metallic bur- den was 10% cold bond pellets, 56.7% heat indurated pellets and 33.3% sinter. A 15 day post test base period followed during which the PTC pellets were replaced by conventional pellets. The pellets were produced in the 3.C Semi-works Facility located on Kaiser property. The facility incorporates the Michigan Technological University Hydro-Thermal Agglomerating Process.

As we compete for close margins in wholesale sales, the effects of both quality and price have a major impact on the cost of producing electricity.SO2 emission allowances have traded as low as$60/ton to as high as $215/ton over the last three years. This price spread in emission allowances clearly demonstrates the correlation between the quality of fuels versus the price utilities will be willing to pay for them. This paper provides an overview of the effects of the qualities of fuel, coupled with transportation as well as environmental concerns on the price of fuel and the ability to compete in a deregulated electric market.

Commercialisation of outcomes from research projects is a process often poorly understood and managed, but has the potential to achieve significant benefits for the industry and community as a whole. JKTech Pty Ltd was established in 1986 to transfer viable research outcomes from the Julius Kruttschnitt Mineral Research Centre (JKMRC) at The University of Queensland, Australia. This paper describes successful and unsuccessful examples of commercialisation by JKTech over the years, and draws some conclusions as to the factors that contribute to success and failure in technology transfer.

Earl C. Herkenhoff Publication of the article "The Flotation Behavior of Digested Asphalt Ridge Tar Sands" by R.J. Smith and J.D. Miller has confirmed and again spotlighted a most significant and important development in the field of tar sand and heavy oil mining. This is the ability to recover 95 % of the bitumen in dry tar sands by a hot water process. The initial investigation by Miller and Sepulveda in early 1978, "Separation of Bitumen from Dry Tar Sands," was the first blockbuter. It is disappointing that there has been so little scientific and industry ackowledgement that the authors laid to rest the long entrenched belief that the sand grains had to be "water wetted" for a hot water process to be applicable. Dr. Miller and his researchers at the University of Utah used slightly different mineral dressing terminology in describing their process but it is essentially the old, established technique of high solids attrition scrubbing at elevated temperatures with a conditioner or modifier, followed by dilution and froth flotation. Similar techniques were described in detail for other nonmetallic minerals in the mid-1940s by Stuart Falconer of American Cyanamid Co. The authors used a 15-minute "scrub" period (or in their terminology "digester step") at 73% solids and 95°C (203°F) in a 0.3 m solution of sodium carbonate -about 4 kg/t (8 lb per st) of tar sand. Flotation was at 10% solids. Obviously, the scrub is an expensive step with respect to energy input but the high recovery of bitumen appears to justify it. Two basic questions then arise: • What are the effects of shorter scrubbing time, lower temperature, and less sodium carbonate? • Would a two-stage approach be advantageous? That is, could you get the major proportion of the bitumen with a mild scrub and apply the high power and temperature only to the refractory portion? These variables should be evaluated. Apparently, all results were only for rougher flotation. What would the grade and recovery of bitumen be if multiple cleaner flotation steps were employed? We must concede that a 60-62% grade of bitumen leaves considerable room for upgrading. Finally, it should be noted by all executives who approve funds for heavy oil recovery schemes, most of which are variations of in-situ methods, that mining can yield a 95% recovery of bitumen. That is correct, 95%. Imagine what that does to the total barrels recovered from a heavy oil resource compared with the scrawny 30-35% maximum recovery we are getting now. Miller We, too, share Mr. Herkenhoff s enthusiasm for the mining of tar sands-heavy oil and continue the development of related processing technology. Specifically, it will be noted that by appropriate control of bitumen viscosity in the feed (probably the most important variable for successful separation) the recovery can be accomplished at low digestion temperature and low addition of alkali. A 91 t/d (100 stpd) pilot plant based on our technology is now being operated by Enercor in Salt Lake City (Hatfield, Oblad, and Miller, 1982). In these same pilot facilities, rougher concentrates containing more than 80% bitumen on a dry basis are being produced from Asphalt Ridge Feed. However, the processing of certain other tar sands results in incomplete digestion of bitumen/sand aggregates as discussed elsewhere (Miller and Misra, 1982). Such undigested aggregates are shown in Fig. 1. In this regard, it is intended that a recycle stream will be installed in the pilot plant to provide for redigestion of middling products. Regulatory pressure to mitigate the cement industry’s environmental impact has intensified recently, spurring innovation in low-carbon cement technologies. In the United States, cement production, consumption, and carbon emissions are accelerating. Despite this trend, the adoption of environmentally friendly dry clinker production technology with combined preheater-precalciner systems has surged from 53.3% in 2002 to 88.5% in 2019. Concurrently, reliance on wet technologies, known for their higher environmental impact, has dropped from 16.5% to 0.6% within the same period. This paper presents the results of our comprehensive study, utilizing over 100 years of industry data, to analyze these technological shifts and their environmental implications.
