Introduction Aggregate mining impacts on water resources are a source of concern to local governments. To evaluate those impacts, the Minnesota Department of Natural Resources conducted a four-year study at three gravel pits (two alluvial and one beach-ridge) and five quarries (flat-lying Paleozoic limestone). This research provides the first comprehensive look at aggregate mining impacts on ground-water systems in Minnesota. The results will be used by government officials making permitting decisions about aggregate operations and by responsible owners of aggregate mines as they plan their operations to avoid conflicts with neighbors and with resources dependent on ground water and surface water. Natural aggregate (crushed stone, sand, and gravel) is a vital part of our economic infrastructure in Minnesota. Aggregate is used for road and bridge construction and in a variety of building materials. In 2003, the value of construction sand and gravel and crushed stone in Minnesota was approximately $245,000,000. As Minnesota’s economy continues to expand, the demand for aggregate will continue to grow. Sand and gravel pits are located in every county in Minnesota. In 1990, the Minnesota Department of Natural Resources, Division of Minerals (DNR Minerals), estimated the number of active and inactive operations at 1500 with the view that this number was likely too low. Quarries for mining limestone, dolomite, sandstone, and hard rock (granite and quartzite) are found in 34 counties. A 1990 DNR Minerals inventory found 165 active operations, 88 percent of which were limestone quarries (Nelson and others, 1990). That same inventory counted 1,367 inactive operations, 70 percent of which were limestone quarries. Aggregate mining is an extractive use of resources: mining alters the landscape and its natural hydrologic system. When a new pit or quarry is proposed or when an existing operation needs to expand, local governments and citizens typically have many questions about the impacts mining might have. Local governments, which are responsible for reviewing these operations, rarely have the budgets to hire experts to evaluate potential impacts of quarry and gravel pit proposals. The Minnesota Legislature’s Aggregate Resources Task Force identified that local government units (LGUs) often lack the expertise to assess ground-water models (Southwick and others, 2000).

The paper proposes three methods to determine optimum lifetime of a mining project1. The conclusion is that the three methods arrive at the same optimum production rate (by coincidence). It is also stated that: "The stochastic and option pricing models, in addition to providing a more realistic optimum mine life than the traditional NPV (net present value) calculation, showed that the example project has the potential for substantially higher return. By explicitly considering a project's potential risks, the stochastic or option pricing techniques can more accurately describe its probable investment performance." This discussion is intended to demonstrate that: • It is no coincidence that the three methods arrive at the same optimum production rate. • The stochastic and option pricing models do not provide a more realistic optimum mine life than the traditional NPV calculation. • The potential for a substantially higher return is misrepresented. First, a review of investment decision theory in mining is needed. Net present value is the preferred performance measure because of the flexibility offered when comparing various alternatives. However, it presents the following disadvantages: • The discount rate selection is not straightforward. • The NPV obtained represents a deterministic characterization of the variables included in the cash flow calculations, i.e. a single-point estimate.

Coal mine ground control is the science of the application of rock mechanics principles to coal mining operations. More acceptance of ground control techniques by the US coal mining industry has been seen in the 1980s. It has been demonstrated many times that a proper ground control design is key to a successful coal mining operation. However, numerous in-mine applications of various ground control techniques by the author indicate that cur¬rent techniques need improvement. The biggest problem in coal mine ground control is that miners are dealing with materials of rapidly varying properties and occurrence. And only the exposed surface can be identified positively. Thus, in attempting to solve the ground control problems, many unknown factors are assumed. Some of these problems deriving from such assumptions are discussed here. Coal pillars There are two types of coal pillars - barrier and chain pillars - depending on the purpose. Barrier pillars are those located between panels or sections or mines. Their objective is to isolate the mined-out effects of one from the other. Chain pillars are characteristic of room-and-pillar mining. They are designed to support the overburden load and protect the surrounding entries and crosscuts. Pillar design is the most popular and, frequently, the only ground control technique employed by coal operators for mine design. There are many pillar design formulae available (Bieniawski, 1983; Peng, 1986). Nearly all consider both size and width/height effects. Specifically, pillar strength decreases with increases in pillar size and increases with increase in the ratio of width to height. However, the manner of those changes varies with investigators. Consequently, the pillar size determined varies considerably from investigator to investigator. And the variation grows much more pronounced as the seam depth increases (Fig. 1). The question, then, is which one should be used? One may say each formula is developed for a particular coalfield. A particular formula may have been used to design a pillar, which has not failed. Does that mean it was over designed? Not necessarily, because no one can confirm its stated "safety factor." Recent case studies (Peng, 1986; Tang and Peng, 1988) show that all pillar formulae are too conservative for chain pillar design in room-and-pillar mines due to the following two problems: • Uncertainty about in situ pillar strength. All formulae employ uniaxial compressive strength of selected samples tested in the laboratory and scaled to that for underground pillars. The scaling factors are not well proven. In situ testings by Bieniawski (1969) suggested that 1.5 m (5 ft) pillars are representative of in situ pillars that, after being tested in various US coal mines, are not universally applicable. • Uncertainty about the actual loading on the pillar. The most frequently used tributary loading theory defines the loading as total overburden weight tributary to each pillar (from roofline to surface). This is too conservative when it applies to coal measure rocks. The overburden consists of layered strata of different stiffness. Many stiffer strata will self-support over small roof spans. Depending on the location of these strata above the coal seam, it will reduce pillar loading in various proportions. It follows that total structural analysis using, for instance, finite element method is more appropriate. It can take into account the interaction of roof and floor strata with coal. Estimated natural zeolite production worldwide during 2004 remained at about 3.6 Mt (4 million st), about the same as in 2003. China continues to be the largest producer of natural zeolites followed by Cuba, Germany, Japan and South Korea. This may be changing, however. Since 1988, zeolite production from Australia, Indonesia, Malaysia, New Zealand, Philippines and Thailand has increased rapidly. Most of the production is consumed in aqua culture. Global demand for seafood has exceeded the ability of the oceans to supply it without over fishing. Zeolite minerals remove ammonia compounds from the ponds in which fish and shrimp are grown. It is estimated that, in Thailand and Indonesia more than 55,000 farms produce260 kt (286,500 st) of shrimp. Therefore, as shrimp production increases, so does zeolite consumption.

The use of statistical design to optimize deinking process design has been studied for the flotation deinking of newspapers. The interactions of two variables are often important in determining flotation deinking efficiency. The interactions can be synergistic or antagonistic. These interactions would not be discovered using the traditional method of varying one parameter and holding the other variables constant. An experiment design in which two or more process parameters are varied simultaneously is required to identify these interactions. A considerable number of conclusions could be drawn about the relative importance of process variables on ink particle size distribution, ink removal efficiency, and flotation yield loss in a flotation deinking process. However, these findings could be influenced by the deinking surfactant and the ink chemistry.

The Andacollo gold mine is located near the town of Andacollo (population 14,000 people) in Chile’s region four. It is about 56km (35 miles) by paved road from the coastal city of La Serena. Santiago is about480 km (300 miles) south. Site elevation varies between 1,000 and 1,280 m(3,300 and 4,200 ft). The climate at the Andacollo site is moderate but arid. Average annual rainfall is only 130mm (5 in.). Because there is little rain and the temperature varies only a few degrees (14 to 24 C or 57 to 75F), there are no problems with freezing, solution dilution or pad saturation. The climatic conditions are ideal for heap leaching.

In this environment, the Owner’s engineer would typically provide performance requirements for the design-builder, and the Contractor’s designer would work with the contractor to design the tunnel lining based on the Contractor’s means and methods and manufacturing process. This paper will describe the typical requirements provided by the Owner based on its design objectives, and the means and methods by the Contractor that would significantly impact the design. Project examples and recommendations for Owner’s requirements will be provided that can optimize the design and still achieve the Owner’s performance objectives.

The Metals Mining Sector of the Acid Drainage Technology Initiative (ADTI-MMS) addresses technical drainage-quality issues related to metal mining and related metallurgical operations, for future and active mines, as well as, for historical mines and mining districts. One of the first projects of ADTI-MMS is to develop a handbook describing the best sampling, monitoring, predicting, mitigating, and modeling of drainage from metal mines, pit lakes and related metallurgical facilities based upon current scientific and engineering practices. One of the important aspects of planning a new mine in today’s regulatory environment is the philosophy of designing a new or existing mine or expansion of operations for ultimate closure. The holistic philosophy taken in the ADTI-MMS handbook maintains that sampling and monitoring programs should be designed to take into account all aspects of the mine-life cycle. Data required for the closure of the operation are obtained throughout the mine-life cycle, from exploration through post-closure.

A computerized "Decision Support System" was used to evaluate an "Underground Platform Approach to Oil Recovery". Over a billion calculations were required to model the mine layouts; learning curves for shaft, tunnel, and well drilling scenarios; detailed cost, schedule, and resource data; complex oil production and material balance data; varying reservoir parameters; and complex oil pricing curves. Simplified "optimum" solutions were defined in terms of muck hoisting capacity, barrels of oil per day, and present worth. Complex "optimum" solutions were defined in terms of minimal exposure scenarios during development followed by shortest time to full production.

An experimental system has been designed to monitor on-line variations of leaching parameters in a closed circuit of cyanide leaching solutions and gold bearing ores. Experiments performed to deter-mine variations in some important leaching parameters of the solution: pH, dissolved oxygen, free cyanide, oxidation/reduction potential, gold content, temperature, pressure and solution chemistry. By comparing results obtained when the leaching solution is allowed to become acid or kept basic, it was possible to infer the chemical reactions that occurred between the solution and the ores.

Effects of the August 1995 failure of the Omai tailings dam in Guyana continue to be felt throughout the mining industry. This article is taken from the final report of the independent body of experts commissioned by the government of Guyana to establish the cause of the failure. It explains what happened, why and how to avoid it in the future. Despite environmental, health and safety effects that were negligible by any objective measure, the failure has received wide international attention. Coming on the heels of the shift in exploration targets and development opportunities to developing countries, it has intensified interest in tailings dam safety and environmental management issues. An informed understanding of the nature of the failure and its effects is key to responding to these concerns.

Laboratory testing was carried out to evaluate several devices for recovering clean coal from bituminous coal refuse material. The bulk of the testing focused on using a dense-medium cyclone to process -0.6-mm refuse material. A hindered-settling column and a spiral concentrator were also used to process 1.2x0.15-mm material. Product yields and ash contents were obtained for all tests, while partition curves were generated for selected tests from which the characteristic performance parameters (relative density of separation and probable error) were determined. The results indicated that the dense-medium cyclone was capable of cleaning down to 0.037 mm, while the other devices were effective to 0.15 mm.

Many appraisers/valuers believe that the only valuation method available within the Cost Approach category for Real Property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves, and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties.

Arsenic-gold bearing ores are used as a flux in smelting or leached out to extract gold. To decrease arsenic content in processed materials and to break up the lattice to free the gold, raw materials are roasted. This article analyses the results of laboratory and pilot testing of dissociating and oxidizing roasting of gold-arsenic bearing concentrates. During the dissociation roasting under vacuum arsenic is sublimated into elemental and sulfide forms. The process allows to minimize the negative influence on the environment but requires costly engineering solutions. Roasting in a neutral medium or with limited quantity of oxygen in the gaseous phase makes it possible to sublimate arsenic in the form of oxides and sulfides and may be carried out in the autogeneous mode in fluid bed furnaces. If oxidizing roasting of the concentrates is done in the presence of soda, practically all arsenic and sulfur form water-soluble compounds and remain in cinder.

Heightened environmental consciousness has resulted in the development of various international accords dealing with natural resource management. This international awareness is now being translated into regional and local initiatives that proactively implement collaborative environmental management programs. One such program was recently initiated in northern Chile in recognition of the interconnection of Andean salars. Cooperative efforts between industry, governmental agencies and academic professionals have resulted in the implementation of simultaneous environmental monitoring of flora and fauna in the salars of northern Chile. This coordinated effort is leading to an improved understanding of the migratory patterns of South American fauna, as well as improved access to an expanded database for the multiple user groups associated with the Andean salars. The El Abra Mine is actively participating in these coordinated monitoring efforts.

To accommodate growth in air service and to follow the Master Plan for long-term airport development, the Metropolitan Washington Airports Authority established thed2 Development Program at Washington Dulles International Airport. A sub-surface Automated People Mover (APM) System is under construction to replace the Mobile Lounges as the primary people mover system at Dulles. To minimize disruption to airport operations the majority of the APM System’s crossings of Taxi lanes will be undertaken using Tunnel Boring Machines (TBM) or the New Austrian Tunneling Method (NATM). This paper explores the planning and design of these shallow tunnel segments for future generation aircraft loads, within the constraints of minimal construction access under post 9/11 security requirements and the context of the overall airport expansion program.

Two of the open-pit, copper-molybdenum mining operations of Duval Corporation are located in the foothills of the Sierrita Mountains approximately 30 miles southwest of Tucson, Arizona. In March 1959, mining from a moderate sized porphyry deposit known as the "Esperanza orebody" was begun at a rate of 10,000 tons of ore per day. Some five years later, a sizeable group of mineral claims west of Esperanza became available to Duval. Earlier exploration and development drilling in this area by others indicated an orebody of greater size but lower tenor than that of Esperanza. A drilling program conducted by Duval not only verified the results of the prior drilling but in addition, revealed a continuation of the mineralization to the south and east. Thus was developed the Sierrita orebody. Open pit design delineated 414 million tons of ore containing an average copper content of 0.35 percent and a molybdenum content of 0.036 percent. In April 1966, the office of Emergency Planning authorized General Services Administration to undertake a program under the Defense Production Act to en¬courage additional domestic production of copper in the interest of national defense. Duval's Sierrita Project was brought to GSA's attention in May 1966 on November 28, 1967, an agreement providing for the development of the Sierrita Property was consummated with GSA. In March 1970, the first copper-molybdenum concentrates were produced in the 72,000 tons-per-day concentrator. Pre-production stripping exceeded the scheduled 105 million tons despite the comparatively short lead time available to equip the mine, build the mine plant facilities, and staff the technical, supervisory, and labor forces. Shortly before the first concentrates were produced, plans were being formulated for a program to increase processing capacity by approximately 15 percent, which entailed increasing overall mining capacity by approximately 50,000 tons per day. This program is scheduled for completion early in 1971.
