The mineralogy of the Avalon Nechalacho deposit is complex with significant fractions of HREEs, Zr, and Nb found in refractory minerals such as zircon and fergusonite. Sulphuric acid baking followed by water leaching can be used to extract REEs from flotation concentrates, but acid baking does not completely "crack" the zircon and fergusonite, so the extractions of Zr, Nb, and HREEs are not high. An alternative flowsheet has been developed that is able to obtain significantly improved extractions of HREEs, Zr, and Nb from flotation concentrates or acid bake residues. This is accomplished by cracking the zircon and fergusonite minerals with caustic soda at high temperatures, followed by water washing to recover excess caustic soda and soluble sodium silicates and phosphates. REEs, Zr, and Nb in the solid residue can then be solubilized with HCl or H2SO4. This paper highlights some of the findings from an extensive laboratory program and discusses several flowsheet implications.

"The Stillwater mine is a 3,000 tons/day platinum/palladium underground mine and flotation concentrator located in the Beartooth mountain range in south-central Montana. The site elevation is 5,000 feet above sea level providing a climate with pleasant summers and cold winters. The winters are particularly characterized by very strong winds.The mining methods at Stillwater had been variations of overhand cut-and-fill and some blast-hole stoping. Until construction of the paste back-fill plant, mine back-filling was being practiced using classified hydraulic sand-fill methods. Where higher strengths were necessary, cement was added to the hydraulic fill, however, excessive quantities were necessary due to significant losses with the water drainage from the comparatively low-density fill. There was a need for higher strength back-fill with reduced cement content to augment the hydraulic-fill process.In early 1998, Stillwater Mining Co. commissioned AGRA Simons (then H.A. Simons) in a joint venture with The Industrial Company, TIC, to design and construct a treatment facility to re-process the mill flotation tailing, incorporating the following process alternatives:Produce 100 tph of low strength paste with unconfined compressive strength of 25 to 50 psi,Produce 100 tph of high strength paste with unconfined compressive strength of 100 to 125 psi,Direct all of the excess mill tailing to the sand-fill plant,While no paste is being produced, pump all of the mill tailing to the sand-fill plant,While no paste is being produced and the sand-fill silos are full, direct the mill tailing to the tailing pond.The paste backfill plant was therefore to be designed to produce the two different types of backfill paste as well as have the function of being the distribution center for the mill process tailing .Moderate to high slump pastes would be required because of the comparatively long horizontal transport distances, up to 8,000 feet, and the requirement for a low angle of repose to fill the stope evenly without numerous discharge points."

Why do we look for better reconciliation when times get tough? Why wait? Mine reconciliation should be a priority throughout the good times too. In fact, with good reconciliation, those good times are going to be even better and will help pave the way to success through those preventable bad times. Reconciliation throughout the entire mining value chain requires the capture, validation, and analysis of copious amounts of data. This task can be daunting for a team in a small mine, let alone reconciling across a suite of large mines. This paper will outline the different ways we can reconcile across the value chain, why we should reconcile over differing periods of time and how Snowden?s solution to proving reconciliation can be a simpler, reliable and transparent process. As a mining social practitioner, social indicators are within the purview of required competencies. A situation, where the ER manager requested assistance in quickly deriving a few social indicators for the strategic plan motivates this paper: despite ample technical knowledge about indicators, a clear understanding of stakeholder aspirations and concerns, as well as familiarity with management priorities such a request required reflection to produce a satisfactory approach, which combined pragmatism with enough academic rigour to provide reliable measures, while being justifiable to management who are unfamiliar with many of the pertinent debates. Importance: Social indicators enable the identification of more and less effective mine-community engagement strategies as well as providing primary data to better understand how the mine-community social system responds to different interventions, thus guiding future engagement plans. In addition social indicators: ? Assist communication about social strategies with Engineering and Operations management, using a quantitative language that is familiar to them. ? Provides concrete data to engage stakeholders to discuss progress and challenges arising, to move discussions towards technically robust strategies and away from politically interested proposals. ? Finally, social measurement is required more and more in due diligence, covenants and ongoing monitoring in Independent Engineering assessments of projects for financing. This paper begins by considering some technical considerations that are useful to guide indicator development. It then introduces the field research informing this paper and discusses some useful results in the light of further applicable concepts from the literature. The paper ends by considering corporate aims in applying corporate social responsibility (CSR) programs and discusses the application of the research for practitioners at mining operations, in the light of these aims.

The recent 20 years witnessed a boom and bust in the nickel laterite industry. Most notoriously is the story of the first three Western Australian nickel laterite projects which all suffered major ramp-up issues. Many hard lessons were learned by the industry and it has been widely reported that the major contributing factors included insufficient testing as well as a limited understanding of the materials handling characteristics at the front-end stage of the flowsheet. This paper compares the current "race to production" in the REE industry to the laterite industry 20 years ago and addresses the fundamental question: ‘Have mining and exploration companies with rare earth projects learned from past lessons and are they doing sufficient and appropriate testwork to prevent failure’? The authors will provide the perspective of a commercial metallurgical laboratory that has gone through the laterite cycle and is active in the present REE cycle.

"This paper summarizes research into the study of the control of flotation processes based on froth images. The use of numerical image analysis techniques for the extraction of significant patterns (froth structure and colour) from industrial flotation froths is discussed.First, the froth was analysed by the use of the Multivariate Image Analysis (MIA) method to extract the spectral variation contained in a RBG image. The Partial Least Squares (PLS) was applied to develop the empirical model for the prediction of froth grade. The results of this application are illustrated using one industrial case study.Second, the froth was also analysed by Gray Level Co-occurrence Matrix (GLCM) and Wavelet Transform Analysis (WTA) to extract features related more to morphological aspects. Since there is useful information hidden in froth texture, these methods are used as texture descriptor to classify different types of froths.Third, a control strategy based on a froth structure indicator was developed and implemented on an industrial zinc flotation circuit. The feedback controller uses a reagent flow-rate in order to maintain the froth structure at its set point. Process improvements obtained with the implemented control strategy are highlighted.Finally, the feasibility to implement a hybrid control strategy consisting in a froth structure supervision controller based on the froth concentrate grade estimated by MIA and recovery inferred by image analysis is discussed.INTRODUCTIONThe development of control strategies to achieve satisfactory control performance has always been a great challenge for engineers and the need for improved process diagnosis, control and optimization has become more and more evident for the mineral processing industry in the last decades. That is why new process variables need to be measured particularly in highly multivariable processes such as flotation. This industrial process is subject to a wide variety of disturbances mainly generated by frequent and sometimes abrupt changes in physical and/or chemical ore characteristics and also, due to some irregularities in manual process operating procedures. The world’s first active power demand stabilization system for a 3-electrode electric arc smelting furnace was commissioned at PT Vale Indonesia in December 2012 on Furnace No. 2 using an SPLC (Smart Predictive Line Controller). The SPLC technology in combination with the Furnace No. 2 rebuild and other upgrades has enabled PT Vale to increase the electrical input to the furnace by up to 20% on a stable and sustainable basis by eliminating peak powers that overload and trip out the electrical equipment, and by reducing power unbalances. The SPLC technology maintains smooth arc power using a continuously variable thyristor controlled series reactor. The SPLC compensates variations in the furnace arc with predictive changes in the circuit reactance at a speed of up to 60 times a second. The system started up quickly and has been shown to be easy to operate and maintain by PT Vale. PT Vale’s Operations Team has been testing the new system at set points of up to 90 MW on the newly re-built Furnace No. 2. Over the last 12 months, the throughput of Line 2 has increased by approximately 10% on an annual average; however, debottlenecking in other design areas of the operation is required in order to achieve 90MW operation on a sustainable basis. This outstanding success results from a combination of the furnace and other upgrades, the SPLC active power stabilization, and the skill of PT Vale in quickly adopting new technologies and maximizing the combined benefits of each technology in their operation.

"Oxidation of pyrrhotite prcxiuces sulphuric acid which in turn leaches out heavy metals, resulting in acidic contaminated seepages. The establishment of a marsh on top of the pyrrhotite would result in an anaerobic sediment, which should prevent further oxidation of the pyrrhotite. Initial data indicates that concentrations of sulphates and heavy metals in the seepage water are greatly reduced. As the pH decreases, heavy metals become more soluble resulting in contaminated seepages to ground and surface waters.By creating a marshland on top of the pyrrhotite, an anaerobic intermediate layer should form between the organic covering and the tailings, preventing the oxidation process from progressing.In September 1986, Falconbridge Limited implemented a tailing reclamation project that involved creating a marshland on top of pyrrhotite tailings. "This paper discusses how Bald Mountain Gold Mine (Ely, NV) dramatically reduced mercury production by treating process solutions with a liquid reagent based on organic sulfide chemistry. Cherokee Chemical Co. Inc. (Vernon, CA) markets this reagent as UNR 81 1A.A summary of the bench tests comparing various reagents is given. The ensuing plant trial is discussed and successful mercury removal results are presented. Data is presented to show that early removal of mercury in the process reduces the amount of mercury collected at retort. Data is also presented to show that use of this reagent does not reduce gold recovery. Plant trial treatment costs are discussed. Finally, the potential of this technology to substantially reduce closure costs as compared to traditional mercury removal options is discussed.INTRODUCTIONBald Mountain Mine produces gold. Mercury is a costly by-product of gold production because no revenue is generated from mercury. Traditionally, mercury leaches out with gold and follows the gold throughout the processing circuit until it is eventually condensed and collected at Retort. Minimizing or eliminating mercury production minimizes worker health and safety risks, minimizes environmental liability, and reduces costs. In the long term, minimizing mercury production will make mine closure easier and less costly.Bald Mountain Mine dramatically reduced mercury production by treating process solutions with liquid reagents called UNR 811 and UNR 811A. Several reagents were bench tested before proceeding with a plant trial. The reagent complexes the mercury to form an insoluble organic sulfide precipitate. In independent tests, the precipitate passed acid mobilization tests and is considered stable."

The Search Minerals Foxtrot project in Labrador represents a significant Canadian resource of rare earth elements rich in the sought after heavy rare earth elements (19.8% HREE/TREE). A preliminary economic assessment of the project indicated that the project is technically feasible and economically attractive. A variety of metallurgical test programs have been undertaken which have led to significant streamlining and simplification of the process flowsheet. The improved flowsheet should allow Search to reach production earlier and will use conventional processing equipment. The results of these test programs are presented and discussed in this paper.

Globalization and a growing demand for limited raw material resources have forced changes in the approach to the supply chain. This is particularly true in the case of rare earths, which are regarded as one of the most important development indicators of modern technologies. To ensure a secure supply of commodities, the European economies have been prompted to investigate REE recovery from sources which until recently, for technical or economic reasons, were considered not sufficiently attractive. An interesting example is apatite phosphogypsum waste dumps. The REE content in these waste dumps averages around 0.5-1 %. One of the most important phosphogypsum locations in Poland is the Lower Silesia region where a phosphoric acid Chemical Plant "Wizów" operated for several dozen years. In this work, rare earths are leached from the phosphogypsum crystalline structure by a chemical treatment and can then be separated into individual chemical compounds. The technology used in these recovery tests, matches up to a coherent European raw materials policy supporting effective management of resources and promoting waste materials recycling.

Ground instability is among the major causes of serious incidents and production disruptions in the mining industry and has a significant impact on safety. Mining companies may have operations in a number of jurisdictions with varied regulatory requirements for ground control management. As these companies expand into countries where mining regulations are formative or lacking clear definition, ground control practices are usually developed by local mine personnel based on their experience. In many cases, inconsistent procedures and standards are generated, which can lead to an increase in occurrence of underground incidents due to difficulties and confusion in implementation. This situation has forced some mining companies to standardize their ground control practices by geographic regions or divisions. Though this approach is an improvement, it may not lead to effective management of ground control issues across all operations of a global mining company. Barrick Gold Corporation, with operations in North and South America, Australia and Africa, decided to adopt a global approach to ground control management. This global approach requires all Barrick operations to prepare and implement an effective ground control management plan (GCMP) based on site specific conditions and company guidelines. It is also required that the GCMP be developed through application of sound geotechnical engineering practices and be consistent with local regulatory requirements and Barrick safety policies. All Barrick underground operations have GCMPs in place, and its surface operations are now involved in the initiative. This paper presents Barrick?s global approach to underground mine ground control management and outlines the content and process for the development of a GCMP.

The Canadian Rare Earth Elements Network (CREEN) was formally launched at the Rare Earth Symposium at The Metallurgy and Materials Society of CIM (MetSoc) Conference of Metallurgists in October 2013. CREEN is an industry-led, multi-stakeholder network focused on providing collaborative solutions that will advance Canada’s REE sector to produce a significant proportion of the global production of separated critical rare earth products by 2018. The Network is industry driven by companies with REE projects under development and supported by universities, engineering firms, national and commercial laboratories, and government. CREEN aims to accelerate the development and delivery of timely solutions to technical and economic issues specifically facing Canada’s emerging rare earth sector. It will facilitate partnerships with other national and international organizations to leverage existing research initiatives. It will also support training and education to ensure that the needed qualified human resources are available to achieve the sector’s goals. CREEN membership spans the full rare earth supply chain and technical support organizations, from prospective producers, advanced project developers, national and commercial laboratories, engineering consultants, university researchers, and other innovators. "Louvicourt Mine's concentrator, located near Val d'Or, Quebec, treats an average of 4,300 tonnes of ore per day composed mainly of copper, zinc, gold and silver. An analysis of concentrator revenues and metallurgical losses shows a potential for additional gain, particularly in regards to precious metals (kustelite) where recovery is usually around 67 -70 %. The planning, installation and trial operational period of two Outokumpu SK-240 flash cells at the underflow of the primary cyclones took two years. The use of (( flash flotation )) technology has made it possible to exploit the favourable conditions at the underflow of the primary cyclones such as precious metal concentration and the presence of liberated coarse chalcopyrite. These conditions permit early flotation (fresh surfaces) of the kustelite and the liberated copper. Since the start-up of the flash cells, the metallurgical gains have turned out to be very positive with increases in metal recovery reflected in appreciable NSR gains. Also, significant savings in reagent consumption and a coarser copper concentrate have made it possible to reduce the drying cycle of the Larox filter presses since the cells were put into operation.BACKGROUNDLouvicourt Mine is operated by Aur Resources Inc. (30% ownership) on behalf of its partners Novicourt Inc. (45%, subsidiary of Noranda Inc.) and Teck Corp. (25%). The mine is located in northwestern Quebec about 600 km north of Montreal and about 25 km east of the mining town of Val d'Or. The mine commenced commercial production in July 1994.The massive sulphide ore deposit lies at depths varying between 450 m and 900 m. Mining reserves (2% Cu equi. cut-off) as of Jan. Is', 2000 are estimated at 7.5 million tonnes of ore averaging 3.4% Cu, 1.8% Zn, 28.0 g/t Ag and 0.9 g/t Au. Delineated ore reserves permit the use of a mechanized transverse blasthole mining method. The extraction order is a typical 1.3.5 mining sequence. Primary and secondary stopes are 15 m wide, 15 to 70 m long (25 m long average) and 30 m high. Backfilling for pillar recovery and regional stability is required."

"Industrial-grade limestone is found in both the Lower Silurian La Vieille Formation and Upper Silurian LaPlante Formation of the Chaleurs Group in northern New Brunswick. Currently, between 150 000 and 200 000 tonnes of limestone are produced per year from the proximal facies of the LaPlante Formation at the Sormany quarry of Elmtree Resources Ltd., located west of Bathurst.The proximal facies of the LaPlante Formation was deposited on the margins of tectonically uplifted Ordovician terranes. This facies comprises stromatoporoidal-algal bindstone intercalated with wackestone, packstone, and floatstone in variable proportions. The distal facies comprises calcareous shale and minor limestone deposited deeper offshore.Folding and faulting related to Middle Devonian Acadian tectonism have caused an increase in the apparent thickness of the limestone sequences, especially adjacent to the regional Rocky Brook-Millstream fault. Structural and stratigraphic observations indicate that some of the limestone bodies in the area have been tectonically displaced from their site of deposition.A variety of prospecting techniques was used to locate new limestone resources, including geological mapping, airborne and ground electromagnetic surveys, and satellite remote sensing. Clastic rock units above and below the LaPlante Formation have distinctive properties that help to trace the intervening limestone along strike. Because of water-saturated glacial cover, thick vegetation, and the small size of targets, airborne geophysical methods did not prove effective in delineating limestone beds, but aeromagnetic surveys helped map the underlying clastic unit. The remote-sensing data and especially high-resolution digital elevation models helped in identification of karst topography related to limestone."

"Twin Metals Minnesota LLC, (TMM) has recently completed a prefeasibility study evaluating the development and operation of an underground copper (Cu), nickel (Ni), platinum (Pt), palladium (Pd), and gold (Au) mining project on the Maturi deposit in northeastern Minnesota.The Maturi deposit is a magmatic Cu-Ni-sulphide deposit occurring along the basal contact of the South Kawishiwi intrusion, comprised of heterogeneous troctolites to gabbros forming a tabular body designated the BMZ (basal mineralized zone). These rocks provide the major gangue mineralogy (plagioclase, olivine, and clinopyroxene) with local, minor rock-forming orthopyroxene, biotite, magnetite, and ilmenite. Altered silicates exist within local fracture and/or alteration zones, which are commonly associated with minor faults in the regional area. The Maturi deposit is comprised of four main mineralized zones within the BMZ, referred to as Stage 1, Stage 2 (S2), Stage 3 (S3), and Upper Heterogeneous. Chalcopyrite, cubanite, pentlandite, and pyrrhotite are mainly hosted within the S2 and S3 units, with talnakhite frequently occurring within the S3 unit.A cross-discipline approach combining geology, geochemistry, metallurgy, QEMSCAN™ mineralogy, and mine planning has been implemented to develop a preliminary geometallurgical model and life of mine metallurgical performance forecast. This paper provides an overview of the methods that were used to develop the model and forecast, and discusses the advantages of such a model in project development and evaluation.INTRODUCTIONThe TMM Project proposes mining a copper-nickel-palladium-platinum-gold-silver (Cu-Ni-PGM) magmatic sulphide deposit situated in the Duluth Complex of northeastern Minnesota, USA. The prefeasibility study proposes a 45,000 million tonnes per day mine and concentrator facility to produce two saleable concentrates. The mine will access two separate deposits, Maturi and Maturi Southwest. Saleable concentrates are the final products of the sequential flotation plant where a high grade Cu concentrate is produced followed by a Ni concentrate."
