In 1976 the Pitjantjatjara Council was established under the Associations Incorporation Act 1985 (SA), for the initial purpose of organising and bringing together three similar Indigenous groups. These members of the Pitjantjatjara Council of Central Australia were demanding land rights and to legally protect their traditional lands. The Land Rights movement was more focused on the South Australian Government that became more receptive to the general notion that Aboriginal freehold land could be attainable.For almost five years, Pitjantjatjara CouncilÆs intense negotiations took place with the Dunstan and Tonkin Governments culminating in the final passage of legislation by 1981. A bi-partisan approach by Government and opposition applauded by all South Australians for its mature and socially responsible actions, in line with the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth). Despite the similarities between South Australian and the Northern Territory Land Rights legislation, there still remains one obvious distinction. In the Northern Territory case, its legislation established æLand CouncilsÆ as statutory authorities that are responsible for the management and use of designated Aboriginal lands. On the other hand, South Australian legislation fails to include any reference to æLand CouncilsÆ as defined in the Northern Territory Act. The intention of establishing such æLand CouncilsÆ in the Northern Territory was, and is to provide legal, anthropological and other expect advisers that respond to the wishes and opinions of Traditional Aboriginal Owners. Negotiations between mining companies and Land Councils, will, after the granting of mining leases, monies are then transferred to those Councils being a percentage of royalty entitlements. While the Pitjantjatjara Land Rights Act 1981 (SA) (Act) does provide royalty arrangements to Anangu Pitjantjatjara (AP), a body corporate pursuant to the Act as a Landholding Body (and not as a æLand CouncilÆ), it does not provide any royalty payments for the legal and anthropological services by the Pitjantjatjara Council for providing essentially similar services as the Northern Territory Land Councils. The limited services by AP do provide complimentary services from other organisations û including the Pitjantjatjara Council. There are approximately 4000 Anangu members who reside on AP Lands and more than 1000 other Anangu members live near AP Lands in Western Australia and the Northern Territory. These people are defined as APÆs æTraditional OwnersÆ by virtue of their affiliation to portions of AP Lands. As a result, the depth and understanding of spiritual beliefs and customs are strongly present as it relates to the whole of the Lands. Most of these members reside at permanent communities that spread unevenly about the northern and south-western parts of AP Lands. In addition, there are numerous æHomelandsÆ where families and extended families have establish homes, with electricity and water supplies on those Traditional Lands (see Appendix 1 and 2 of this paper depicting the map showing AP Lands and also showing stunning photographs taken during late last year). All roads and airstrips are unsealed between communities and Homelands and the essential services to all communities are limited and costly to provide, and require continuous upgrading. Capital expenditure on infrastructure is sorely needed and alarming levels of unemployment is of serious concern. Tjilpi (older) Anangu members have continually discuss the urgency to provide employment and education for the future of their children and grandchildren while balancing the needs of maintaining cultural and spiritual considerations. It is thus a growing realisation by many Traditional Owners that long-term benefits occur as a result of exploration and production of oil or minerals. There are promising results from Primary Industry and Resources of South AustraliaÆs (PIRSA) Aero-magnetic Surveys on the Musgrave and Mann Ranges and soon to be completed surveys of the remaining southern half of AP Lands (see Appendix 3). PIRSA and mining companies û such as Rio Tinto Exploration Pty Ltd and Delta Gold NL û have been more conscious of the necessity for improving the dissemination of information to Traditional Owners and to AP members. With recent findings of large nickel deposits just over the border in Western Australia, there is a strong indication that discoveries may occur on AP Lands as similar geological information is present on the east Musgrave Block. Consequently there are concerted efforts by the legal and anthropological services of the Pitjantjatjara Council to arrange Workshops and Summit meeting to give extra information û particularly information concerning the true effect of large-scale mining operations û to members to properly consider these proposals. Pitjantjatjara Council will play a major role in any decisions effecting Traditional Owners and AP, and will ensure orderly and professional services when dealing with legal, cultural and sensitive matters. This paper addresses the historical and current relationship between Pitjantjatjara Council and AP, with an emphasis on mining operations on AP Lands. It argues that future economic and social development on AP Lands hinge predominantly on the legal recognition of the Pitjantjatjara Council for its ongoing role, responsibilities and protection afforded to AP and its Traditional Owners.

With the expansion of magnetite projects in Australia has come the opportunity to take advantage of newer technologies that were not necessarily available when the magnetite industries of North America and Europe were maturing. One of these technologies is the IsaMill, originally developed for the economic treatment of ultra-fine grind (UFG) duties of Mount Isa Mines. As understanding of the IsaMill has increased, so too has the ability to process coarser feeds while maintaining the same energy efficiency advantage and tight product size distribution that originally made the IsaMill so attractive. In the case of magnetite the hard non-elastic ceramic grinding media is ideally suited to the grinding duty when compared to steel grinding media. The centripetal separator and naturally steep product size distribution curve provide a mill discharge that maximises the critical concentrate grade. This paper analyses the effect of the IsaMill grinding technology on the full-scale Ernest Henry Mine (EHM) magnetite operation along with pilot and lab scale demonstrations of optimisation. Issues encountered and the solutions to maximise the mill throughput and quality are examined in an effort to promote better understanding across the industry. Online analysis of metal content can be used to optimise the grade and recovery of a flotation circuit. Compared to conventional laboratory analyses, the benefit of an online analyser is the speed of the measurement, therefore disturbances (eg changes in feed grade and decrease in recovery) can be reacted to in real time by an operator or automatic process control system. In some cases traditional X-ray fluorescence analysers can be applied to silica analysis in iron ore when the SiO2 grades are high enough and have a negative correlation with iron; however, generally a laser-induced breakdown spectroscopy (LIBS) analyser is more suitable for low Z elements.The Outotec Courier 8® analyser is a LIBS based analyser able to measure elements starting from lithium (Z = 3), thus being able to measure impurities; eg silica and aluminium directly in iron ore slurries. Besides online elemental analysis, the analyser can be combined with optical measurements for rapid continuous measurement of each sample line. In choosing the subject for my address to you this evening I was actuated by the knowledge that in the past Australian metallurgical problems have been solved by the introduction of extremely interesting processes. Frequently such processes originated in this country, or at least were first adopted here on a large scale.Chronologically there comes to mind the application of chlorination to the Mount Morgan ores from 1888 onwards.Then the application of pyritic smelting to the Mount Lyell ore body in 1896, followed closely by the successful flotation of zinc blendÇ! at Broken Hill, about 1900, and the treatment of the refractory Kalgoorlie gold ores by roasting and cyaniding. With the development of the differential flotation process at Broken Hill came the production of a slime lead concentrate carrying zinc which necessitated the use of a high zinc slag in the lead smelting process. Although previously considered impossible, the necessarytechnique was successfully evolved at Port Pirie resulting in the accumulation of large tonnages of zinc-bearing slag as potential sources of that metal. The past twenty years have witnessed:-(a) The establishment of a flourishing iron and steel industry, with its attendant coking and by-product plant at two centres in New South Wales, namely, Newcastle and Port Kembla.(b) The establishment of an electrolytic zinc process at Risdon in Tasmania.*Presidential Address, Melbourne, 20th August, 1936.

GENERALTHE coal deposit, where it is being worked, consists of a bed of brown coal varying in thickness from 120 ft. to 200 ft., covered by an overburden of clay, drift, loam, etc., of a thickness of 22 ft. to 40 ft., and averaging 28 ft.The overburden is first entirely removed from the coal, and then the coal is excavated by. large revolving shovels which work at the bottom of the hole or open cut in the coal and deliver it in shovel bucketfuls to the transport system. The shovels owned by the Commission and available for this coal excavation are two Bucyrus steam revolving shovels, one being type 150B, weighing 150 tons, having a 21-cub. yd. bucket, and capable of digging a 47-ft. face; and the other being type 175B, weighing200 tons, having a 31-cub. yd. bucket, and capable of digging a 61-ft. face.In addition to these two steam shovels, the Commission has recently obtained a No. 250 Ruston electric revolving shovel weighing 340 tons, and having a bucket of 10 cub. yd. capacity, and capable of digging a 75-ft. face. When this electric shovel has been erected it will replace the steam shovels on the coal excavation, and the permanent transport system has been designed to take delivery of the coal from its bucket.The duty to be performed by the transport system is to take the coal from the shovels, elevate it out of the open cut, transport it to the screening house, deliver it iuto the hoppers at the top of this building, then to take the coal after it has passed over the screens and distribute the required grades to the power house and to the briquetting plant.

Gold, silver and palladium may be separated from the other base metals and sulphur contained in copper sulphide precipitates derived from the Sherritt-Gordon nickel process using a process involving an oxidation roast, a reduction roast and a Cu(II)/acetonitrile leach. Sulphur is removed as SO, in an oxidation roast and the hot calcine is reduced with carbon, or with carbon plus cuprous chloride. The resulting product contains metallic copper which is readily dissolved with cupric ions in aqueous acetonitrile solution. Copper powder is recovered by thermal disproportionation. The residue contains the bulk of the iron and precious metals and may be treated by a number of methods, including direct cyanidation or melting with suitable fluxes. Melting the residue will produce a copper alloy containing the precious metals and remove the iron as a slag. The alloy can be recycled to the copper leaching stage or sent for toll refining depending on the precious metal content. Impurities from the leaching circuit are controlled by a bleed circuit which in one approach utilizes the SO, from the calciner to produce Chevreul's salt and separates copper from the soluble cobalt and nickel. Alternatively, the bleed may be directed back to the main refinery copper boil stage or oxydrolysis stage.

Extraction of copper from a chalcopyrite concentrate by means of a cupric chloride leach is described. Initially the concentrate is mixed with sulphur in a 9: 1 ratio, and heated to 350-400°C. This converts the chalcopyrite into more readily soluble sulphides, while the iron rejected from the chalcopyrite is transformed to pyrite, which is insoluble in the leach solution employed. A two-stage countercurrent leach using a leach solution of 1 M cupric chloride, 3.5 M sodium chloride, and 1 M hydrochloric acid extracts 98 per cent of the copper, if conducted at 105°C. Iron extraction is relatively low, the mole ratio of iron to copper extracted being 0.17, compared to 1.0 for unreacted chalcopyrite. After dissolution, copper can be recovered by electrolysis, cupric chloride leach solution being regenerated at the anode.Electrolytic power requirement is low, being approximately 0.5 kWh per kg of copper. The sulphur and, most of the iron entering as feed are rejected from the process in the form of pyrite, which remains in the leach residue.

Fosterville gold mine recently celebrated production of its one millionth ounce of gold based firmly within a history of refractory sulfide gold mining. Compared with other Victorian gold mines, the disseminated nature of the sulfide gold is a deposit style with low estimation variance combined with established processes to accurately delineate the controlling structures. The systems in place had been established and have worked effectively for the majority of the one million produced ounces.By the end of 2014, diamond drill campaigns targeting the lower Phoenix orebody at depths of 800 m below surface began showing a change to the nature of the gold within the deposit. Coarse visible gold within 0.5–2 m thick quartz carbonate veins were being intersected with regularity showing the emergence of a different zone of gold mineralisation.Data about the new and exciting discovery couldn’t be gathered fast enough, however, established systems and processes throughout the geology and processing departments were not developed to handle a coarse gold environment. Change would be commensurate with the size and scale of the discovery, and new learnings would need to be implemented quickly to keep in front of a mining schedule that was focused on producing tonnes due to the dropping grades of the sulfide ore.Gold assays being returned were showing that the gold nature was different to those of other Victorian deposits. Comparative to the highly nuggety nature of gold found in other Victorian goldfields, the fine grained gold accumulations were dispersed in relatively consistent narrow linear trends grading consistently into the hundreds of grams per tonne. New drill intersections were being returned by the day and research to find developed orebodies that had published information into how to handle such a rapid change yielded few examples.The challenge was to review and set new standards with regards to handling an orebody that transitioned the very nature of the gold being mined. This involved reviewing all steps in the estimation process including data capture and quality control and quality assurance through to mineral liberation through the mill. Difficulties also involved finding analogous orebodies that consisted of both free milling and refractory ores that were dealing with drill assays that were measured as percentages of gold.CITATION:Phillips, N, 2017. A unique sluicing process for recovering tailing impounded in a valley was developed by Electrolytic Zinc Company of Australasia Ltd., West Coast Mines, Rosebery, Tasmania.Earthmoving equipment could not be used as most of the material to be recovered was semi-fluid. A conventional sluking method was also impracticable as there was no suitable working face from which the process could be commenced.Operations started from a flat surface, using special techniques for sinking through the tailing and establishing producing working faces as the sinking process continued.After about 2 years the bottom of the dam was reached and conventional sluicing methods could be used.

Oceana Gold (New Zealand) Limited (OceanaGold) has commenced mining operations at the Globe-Progress mine in the Reefton Goldfield, an area that historically produced 2.1 million ounces of gold from underground quartz lode deposits. During the construction phase of the operation, advanced exploration programmes targeting near-mine prospects commenced. The focus of this ongoing exploration is the discovery of near surface, refractory gold deposits that are amenable to open-pit mining methods and treatment through the Globe-Progress process plant.   One such discovery is the Supreme deposit, located along strike approximately 3 kilometres to the south of the Globe-Progress mine. The Supreme area was tested extensively with diamond drilling in 2006, defining a deposit with similar mineralisation styles and grade to the Globe-Progress deposit. The mineralisation comprises a central core of gold-bearing quartz veins, locally containing visible gold, surrounded by a more extensive halo of refractory, disseminated gold associated with an arsenopyrite-pyrite sulphide mineral assemblage. Three subparallel mineralised structures host the mineralisation. These structures are highly oblique to the country rock orientations, extending approximately 250 metres along a northeast-southwest strike and at least 220 metres down-dip, with an average thickness of 12 metres and moderate dip to the southeast. Records of historical workings indicate that mineralisation extends further down-dip and remains open at depth. 5175 ounces of gold were mined historically at the Supreme deposit. OceanaGold have defined an Inferred Resource for the Supreme deposit of 0.84 million tonnes at 1.46 grams per tonne for a total of 40 000 ounces (at a 0.8 grams per tonne cut-off). Higher-grade zones of mineralisation exist within the deposit and further drilling is planned to test the extent, continuity and geological controls of the mineralised structures.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Antamina, Peru is the largest Cu-Zn skarn deposit in the world. Skarn mineralisation is focused around a multiphase Miocene intrusive complex comprising at least eight distinct phases identified by cross-cutting relationships, including truncated veins, xenoliths and chilled margins. Skarn alteration and mineralisation, as observed in drill core, remain open at depths exceeding 2.2 vertical kilometres.Porphyry intrusions occur as four major phases with subphases (from oldest to youngest): P1 (a, b), P2 (a, b), P3 (a, b) and two dykes of uncertain timing named Oscarina-1 and Oscarina-2. P1a is a hornblende-biotite quartz diorite porphyry with pervasive K-alteration, local endoskarn and 30–40 per cent sheeted quartz veins, all of which obscure original igneous textures. P1b dacite porphyry is a minor unit with <10 per cent phenocrysts and <3 per cent quartz veins. P1b cuts P1a; P2 dykes cut both units. P2a porphyritic biotite quartz monzonite contains K-feldspar megacrysts up to 4 cm long, local K-alteration and 2–80 per cent quartz stockwork veins. P2b biotite monzonite porphyry contains approximately 50 per cent phenocrysts and typically <10 per cent quartz veins. P3a (brown groundmass porphyry) and P3b (coarse phenocryst porphyry) are minor in volume and extent, and both cut P2 bodies. Oscarina dykes comprise two separate but parallel bodies. Oscarina-1 is a feldspar-phyric rhyolite porphyry, while Oscarina-2 is an intensely chloritised andesite porphyry. Oscarina-1 has a U-Pb (laser ablation inductively coupled mass spectrometry (LA-ICP-MS)) age of 10.1 ± 0.1 Ma, whereas P2 U-Pb zircon ages (LA-ICP-MS) range from 10.0 ± 0.2 Ma to 9.9 ± 0.3 Ma.All the intrusive phases contain quartz veins, with P1a and P2a having the most intensive K-alteration and most abundant quartz veins ± endoskarns. Each phase may have contributed to mineralisation at the right depths and within favourable wall rocks (ie marble) during uplift of the Antamina structural block. Many mining operations are uncertain of what costs they should be achieving. The majority of cost estimates are based on historical costs that have added contingency factors. Historical costs are a valuable source of information but a more precise costing method is necessary. There are several alternative methods for predicting costs. A methodology which provides the best indication of the achievable costs is one using a standard inventory list and a bill of quantities. The model is termed a Basic Principles model and addresses basic design principles and engineering constraints.

A zinc-lead-iron sulphide concentrate from McArthur River can be leached at atmospheric pressure in aqueous solutions with HCI, FeCl3, CuCI2, HCl/02 HC1/02/ CuCI2, Cl2, and CI2/CuCI2 to extract >98 per cent zinc, >90 per cent silver, and <15 per cent iron in 1-7 h at 95°. Galena is more reactive than sphalerite and is converted to lead chloride. Except for leaching with HCI, elemental sulphur is the the main by-product of the leach with little or no sulphate ion detected. The rates and products of these reactions are compared. It is recommended that aqueous slurries of the concentrate (50 per cent w/v) are leached at atmospheric pressure with Cl2 in the presence of copper(II) chloride, which accelerates the extraction of zinc. Hydrochloric acid is a by-product which is consumed bYJeaction with fresh concentrate in air at 60°. Copper is subsequently stripped from the leach solution and recycled by reaction with fresh concentrate at 100°. The separation, recovery, and electrolysis of zinc and lead chloride is outlined since this process would produce Cl2 gas which can be recycled and used directly in the leaching stage.

This paper discusses the impacts that advances in metallurgy and process engineering have on minerals project execution. Ausenco's business is focused on integrating minerals processing technology and the delivery of cost effective processing plants that exceed client performance expectations. The metallurgical development is a small but critical part of this process. Metallurgical development and innovation outcomes need to be transformed into an engineered solution and that solution converted into an operating plant in a cost conscious and competitive environment. Including new or innovative processes in a project flow sheet increases a project's technical and commercial risk. However, it also gives the project, and/or the engineering company, a potential advantage over projects using mainline practices. Managing the balance between risk and opportunity has been a cornerstone of Ausenco's success in recent years. Some advances in "technology" that are discussed in the paper include: larger capacity equipment new flow sheet concepts simplification of process interfaces, and more effective project strategies The common theme is that having a new idea can be the easy bit, putting it into operation effectively involves numerous people, many interfaces and strong project management.

The Wolgan Seam of the Upper Permian IlIawarra Coal Measures of the Western Coalfield of New South Wales consists of high volatile, low sulphur, medium hard coking coal with high fluidity. This seam, 1·8-2·4m thick, in the Wolgan area, dips gently at 1°_20 ENE and lies at 160-440m below the deeply dissected surface of the western margin of the Blue Mountains plateau.A detailed study of the deposit has revealed that the Wolgan Seam consists of four main coal plies separated by three distinct stone bands. Each of these subunits is lenticular and displays individual physical, chemical and mineralogical characteristics which exhibit distinct spatial distribution patterns across the area. Most noticeable is the presence of long linear ESE-trending zones of low ash - high volatiles - high fixed carbon - high fluidity which delineate the major distributary pattern within the deltaic environment of coal formation.This seam contains some of the highest fluidity coal in the world.The Wolgan area, close to the western margin of the Sydney Basin, is characterized by:I. a regional, closely spaced, homogenous joint fracture pattern dominated by an orthogonal pair set trending 3400 and 0700, to which the face- and butt-cleat directions respectively of the Wolgan Seam are sub-parallel, and2. a more widely spaced, heterogenous, cross-cutting pattern of regional structural fractures. Zones of bad roof conditions are probably associated with these lineaments which are subvertical and trend in three majordirections, viz., 005°,035° and 115°.

By the use of flotation tests it was confirmed that there are two functions of oxygen in sulphide mineral flotation. Sized samples of galena and chalcopyrite were sulphidized, washed free of excess sulphide ion, and then contacted with air-saturated water for certain lengths of time. The mineral was then transferred to a sealed laboratory flotation cell containing water with a known concentration of dissolved oxygen. Xanthate and frother were added and flotation continued for 1 min.Both the extent of mineral oxidation and the concentration of dissolved oxygen markedly affected the flotation of galena and chalcopyrite. The response to a change in either variable is dependent on the level of the other, but generally best flotation occurs with the maximum degree of air saturation of the pulp. Galena flotation is hindered by oxidation of the mineral beyond a small threshold amount but a similar effect for chalcopyrite was not observed...

An extensive suite of elements are routinely assayed on all resource drill core samples to assist in deposit scale resource definition, local mine scale delineation of ore zones, and ore characterisation for the planning and scheduling of mining and processing of ores at Olympic Dam. This paper discusses a deposit scale geochemical relation that can be used by mine geologists to find more high-grade ore at the local mine area scale at Olympic Dam.A 3D grade shell representing 0.8 per cent Cu was created for a mine area using drill hole assay data. This defined the geometry of the ore zone. The Cu-grade shell was then overlain onto the existing resource block model to evaluate the relationships between the Cu-grade shell, copper and other elements. The strongest correlation was between copper and manganese. The block model showed a dramatic decrease in the concentration of manganese just below the below the Cu-grade shell.Several drill holes that intersected the Cu-grade shell were selected to evaluate the copper manganese relation at the drill hole scale. As expected, the individual drill holes displayed a strong inverse relation between copper and manganese. A geochemical footwall was then modelled representing 0.1 wt per cent Mn. Using both the Cu– and Mn-grade shells, several drill holes were designed/drilled and all hit high-grade copper.For the vast majority of the deposit the inverse relation between copper and manganese is valid; however, in areas with intense chlorite alteration (related to amounts of mafic to ultramafic rocks) this relation is not as strong, due to increased manganese in the rock mass.
