Reports of delays and cost blowouts in major study and construction projects are becoming increasingly prevalent in the resources industry. This is mainly being attributed to an escalating cost environment associated with the increased number of projects in the development to construction pipeline and a scarcity of competent skilled resources to deliver these projects. However, not all this effect can be directly attributed to the current environment. Historically the mining industry has not performed well in its ability to deliver projects according to the financial and physical parameters forecast in the feasibility study process. To manage the risks associated with delivery of major projects, resource companies need to ensure they use a standardised approach to management of their project development to satisfy project objectives and enable more efficient use of the increasingly limited available resources. Each discrete step in advancing the project from scoping study to operations needs to be integrated, reducing the amount of rework and duplication. This paper is primarily a consolidation of existing ideas on project management systems but also introduces new concepts to solve current issues. It describes the basic components of a typical mining project, the issues that commonly arise, the key attributes, and critical steps required for an effective integrated project management system covering projects from initial scoping studies through to project commissioning and operation. This paper focuses on technical study components of the mine development project with allowance for transitioning to design and construction and operation phases.

The Pike River Coal Company is set to develop the Pike River Coal Mine in the Paparoa Ranges of New ZealandÆs South Island. The mine will be developed to extract a coking coal deposit of the Brunner Seam, some 46 km north-east of Greymouth, using a combination of continuous miners and hydraulic extraction.   The mining area is located within Department of Conservation (DOC) land and is adjacent to the escarpment of the Paparoa Range and the Paparoa National Park. As such, the major restriction to planned extraction is protection of:   +        the western escarpment, +        vertical and sub-vertical rock faces, +        permanent water courses, +        significant vegetation, and +        steep slopes.   The mine will use its elevation advantage to hydraulically flume coal from the working faces to the pit bottom area where it will be slurried to approximately 35 per cent density of solids and pumps down a slurry line to the coal prep plant some 10.5 km down the Pike River Valley. The coal will be sold on the export market as a high quality coking coal for international steel making.

"Geochemical characterisation is done based upon the geology and metallurgical batch testing prior to commencement of the operation of the plant.  Tailings repository design is based upon geochemical assessment of the waste material, as well as the geomechanical issues associated with storing the waste. The resultant conceptual and detailed design is incorporated into the environmental impact statement (EIS), upon which mine approval is based. The entire environmental monitoring and harm mitigation program, which is usually a condition of the Mine Lease approval, is based upon the applicability of the original characterisation.Tacit to this process is that there is no change in the geochemistry of the tailings, i.e. no change in the implications for acid & metalliferous or saline/neutral mine drainage (AMD/SNMD) generation. But any changes in milling and processing can have a substantive impact on the geochemical behaviour of the tailings metallurgy, and potentially render an operation non-compliant within the conditions of the mine license.Environmental and statutory approval implications for continuous improvements of metallurgy need to be understood because unintended consequences could cost more than the benefits of the improvement, and in some cases cost more than all the profit made from the mine.  Examples uncovered during audit and consultant practice will be presented together with a process to ensure implications for adverse environmental harm and license conditions are fully considered.*This paper is only available for individual download. There has been a gradual increase in the volume of internationally traded thermal and coking coal, with emphasis on blending of coals rather than single coal usage. New Zealand can take advantage of this situation, especially with its low ash and sulphur content coals. However, there is a need to clarify the thermal and coking behaviour of these coals as they relate to other market players, to benefit both the consumer and supplier. The high volatile matter contents of New Zealand coking coals are due to their high vitrinite content, which causes them to demonstrate stronger coking properties over a wider rank range than Gondwana coals. These same high vitrinite levels appear to correspond with lower initial softening temperatures than for Gondwana coals of similar rank. Preliminary results using thermogravimetric analysis also suggest that New Zealand high volatile bituminous coals can be used to substitute for higher rank Gondwana coals in combustion processes.

Delhi Australian Petroleum Ltd., acting as operator for the joint interests of Delhi and Santos Ltd., has been engaged in petroleum exploration in the western Great Artesian Basin since 1958.Extensive airborne magnetometer, gravity meter, reflection and refraction seisomograph, and surface geological surveys have been carried out. Results of the surveys have considerably altered the concepts of the geology of the area.Seven exploratory wells have been drilled in the area. Results of the drilling have established the presence in the subsurface of previously unknown Paleozoic sediments which are capable of generating hydrocarbons.Production of oil or gas has not been achieved, but each phase of the exploration programme has resulted in progressively establishing the basic conditions necessary for the discovery of commercially profitable accumulations.INTRODUCTIONDelhi Australian Petroleum Ltd. commenced operations in Australia in 1958. They have subsequently been engaged in systematic exploration for oil and gas, acting as operator for their partner, Santos Limited. The methods and techniques employed are those used throughout the petroleum industry. In 2003, Independence Group NL purchased the Long Shaft Nickel Mine complex (Long) in Kambalda, Western Australia. Lightning Nickel, the nickel operating arm of Independence Group, faced considerable challenges operating the mine, with the most significant challenge being able to prove that the remnant ore at Long and the associated orebodies could be mined safely and efficiently. Given the seismic history at Long, the magnitude of these challenges could not be underestimated. In an effort to achieve 100 per cent extraction of the flatter orebodies, traditional methods such as room and pillar were dismissed. A method consisting of transverse sills, butting into each other was proposed. To stop fill material from the first sill rilling into the adjoining sill, it was proposed to backfill the sills with pumped cement fill. The capital cost of the fill plant was estimated to be in excess of $1.5 million and the cost for cement alone was $1.0 million per annum. Shotcrete was already an extremely useful tool in dealing with the widely variable stress environment, but was to be used in an innovative manner that would enable the full extraction of a tabular section of the Victor South orebody. A layer of shotcrete, approximately 100 mm thick, was to be sprayed on the up dip wall of the initial development sill. The sill was to be backfilled with ænormalÆ development waste and ætoppedÆ with sand backfill. The next sill, ie slightly up dip and alongside, was to be mined along the shotcrete boundary wall. With respect to wall stability, the premise was that the shotcrete wall would stay in place and prevent the backfill (development waste and sand) from rilling into the adjoining development. It was also proposed that any breaches of the shotcrete wall would be repaired using shotcrete before substantial inflow of backfill into the ænewÆ development. This paper describes the development and implementation of this mining method, as well as some of the associated financial aspects.

In January 1994, Macraes Mining Company started a new phase of exploration to find additional resources along strike and down dip of identified resources for a mill that was being expanded from 2.1 Mtpa to 3.2 Mtpa. At 30th June 1997 a total of 456,784 m in 3,627 holes had been drilled at the Macraes Gold Project with approximately 325,000 m in 2,100 holes drilled in the latest phase of exploration. This necessitated the construction of resource estimates on a more frequent basis and resulted in the formation of a resource modelling team, assisted by Snowden of Perth. Since April 1995, 14 separate resource estimates have been completed. At Macraes, resource estimates are built using Medsystem/Minesight software. The geological interpretation is converted into a set of three dimensional wireframed solid models which are used to code drillhole composites and blocks in a block model. The interpolation method of indicator kriging is used to interpolate grade into the blocks. Classification into measured, indicated and inferred categories is on the basis of geological confidence and drill spacing. The resource estimate is reconciled against grade control polygonal estimates on a bench by bench basis and on a monthly basis. Grade control estimates are reconciled monthly to mill production. For the period 30 June 1995 to 30 June 1997, the resource estimates have under predicted tonnes by 4% and grade by 1% to under predict ounces by 5% at a 0.5g/t cut off. At ROM sulphide cutoff grade, the models have over predicted tonnes by 5%, under predicted grade by 5% to over predict ounces by 1%.

To achieve an efficient separation in the flotation process, valuable particles need to be selectively segregated from the gangue while utilising a minimum number of flotation stages. TodayÆs existing flotation technologies are effective for fine particle size classes; however, limitations due to particle buoyancy and bubble-particle detachment restrict the effectiveness of traditional flotation approaches on coarser particles. As a result, flotation circuits are generally configured to process only fine particle size classes in order to maximise recovery in the primary stages. Eriez has invented a novel flotation technology, the HydroFloat, which overcomes these limitations by carrying-out flotation in a dense, fluidised-bed medium allowing for the recovery of coarse particles (>0.250 mm). Over the last 15 years, this technology has been successfully applied to industrial minerals with several full-scale units installed to recover particles up to and exceeding 3 mm diameter in primary flotation circuits. This paper includes discussions on the history of this technology, process theory, existing applications, and a review of recent sulphide-based laboratory test work conducted for Newcrest mining and others. Currently in Canada there are 15 major mining companies with a minimum of $1 billion in market capitalization or net private value. This group forms the core of an important sector for Canada. The mining sector had gross revenues of about $35 billion in 1988. This compares to a Canadian GDP of $410 billion in 1988. There are at least three different sub-groups within the mining group, each facing the future with very different prospects for the coming years.

The quantity, quality and detail of project information increases as project development moves from initial scoping level studies, to pre-feasibility and option studies, then definitive feasibility study and basic engineering stages. Data accumulates from metallurgical and vendor testing from various ore types and composites carried out to assess physical characteristics and processing responses of the ore. Over-simplification or assumptions about the orebody for flow sheet development can result in using æaverageÆ information for design. Use of averages of data can have adverse implications on sizing of plant and equipment and consequently on definitive study cost estimates and detailed engineering. In practice, the treatment plant workforce is faced with managing a non-homogeneous or non-average orebody in a variable operating environment that is not always predictable. This paper presents views on how to use the data generated from testwork in project development and for process and plant design. Examples of process design risk or operating risk are presented. Although this topic is applicable to the broad range of process design decision making in the minerals industry, this discussion references comminution, flotation and extraction processes for gold and base metal ores.

Detailed characteristics of gold from Pliocene auriferous quartz gravels from Waimumu (Southland) have been studied using a combination of optical microscopy, energy dispersive microprobe analysis and scanning electron microscopy techniques. The gold at Waimumu is classified as either: 1. detrital gold, or 2. irregular gold. A number of different morphologies a recognisable within each 'gold type'. Evidence is given for an predominently authigenic origin for some of the gold at Waimumu.

The Peelwood district of New South Wales is located some 65 miles south of Bathutst on the Tuena-Crookwell road. A number of occurrences of lead-zinc-copper ore are known from this district but only three mines, Peelwood, Cordillera and Mt. Costigan, have achieved any significant production. The purpose of the paper is to describe the mineral composition of sulphide ores from these three localities.HISTORYNo published information on the geology of the Peelwood area is available. Came (1899) reports that, at the time of cessation of mining operations in 1888, the Peelwood mine had produced some 600 tons of copper metal and regulus, the Cordillera mine had yielded 9000 tons of ore at the recoverable grade of 2·5 per cent Pb, 2·5 per cent Cu, 90z/ton Ag and 1 dwtjto:p. Au, but that no production figures were available from Mt. Costigan. No further work was carried out on these properties until 1951 when the Electrolytic Zinc Company of Australasia instigated a programme of geological mapping and exploratory diamond drilling (Whitten, unpublished data, 1953). A tectonic interpretation of the Coromandel Peninsula which suggests that the basement underwent tensional collapse at its northern and southern ends would permit more ready penetration of late stage magmatic fluids. This hypothesis is consistent with regional trends of the chloride content of low grade geothermal waters and of the yield of gold and silver per unit weight of quartz worked. The consequences of such a model are that mercury should not only be a good pathfinder for Coromandel gold, but that it should be correlative with ratios of base metals high in the zoning or paragenetic sequences to those lower in the sequences. This is demonstrated successfully in an area of mineralisation in the southern Coromandel.

MetPlant conferences have focused on ensuring mining projects are well designed then optimised to operate safely and effectively at the top end of world’s best practice to ensure shareholders are not just happy but delighted. This assumes the MetPlant was built right the first time. However, reality is, too often Plant Metallurgists (PlantMets) find after commissioning they are faced with the expensive task of correcting errors or modifying shortcomings to achieve product quality at name-plate capacity, i.e. get it right the second time. Why do companies spend good money to engineer an excellent feasibility study then allow “wise men” remote from the project team to impose cuts in budget and schedule, often under the guise of value engineering? Since mining is full of uncertainties, such actions can increase the risks of failure with the result that some MetPlants do not work well. Can PlantMets influence the remote wise men who often are also imposing the rules for lending and the required returns to appreciate the uncertainties of mining and their associated risks then let the project team get it right the first time? PlantMets can negotiate with the wise men from the outset of the project and bring them into an outer layer of the team where they can understand the risks then share responsibility and accountability to achieve the common goal of building a MetPlant which works well the first time and deliver the forecast profits. Since shareholders are not in the business to make losses they appoint a Board of Directors to deliver the best outcomes for the shareholders. Mining is taking place at increasing depths of cover on the Southern Coalfield beneath predominantly massive sandstone strata. Within the next twenty years, there will be longwall mining at depths greater than 600 m. As the Sydney Metropolitan area continues to expand and as coal mining approaches these urban areas subsidence will continue to become an increasinglY important aspect of coal mining research. Investigations, commenced in the mid 1960's, allow prediction of subsidence in the Southern Coalheld with reasonable confidence. The work is showing that the characteristics of thc subsidence troughs over the deeper mining at Appin differ from the characteristics of mine subsidence at less cover.The longwall mining at Appin Colliery has resulted in a maximum measured subsidenee of 730 mm. The maximum strains were small because of the large radii of curvature of the subsidence profiles. There was no damage to any of the buildings in the township of Appin.

Electron probe microanalysis (EPMA) and quantitative X-ray diffraction (QXRD) techniques are capable of providing high-quality quantitative information regarding the phase mineralogy and distribution of alumina within iron ore samples. The techniques, however, use different methodologies in determining the mineralogical information (ie structural versus chemical), which introduces some limitations. In this study, EPMA was used to identify and quantify the deportment of alumina within mineral phases in iron ore samples (-1 mm crushed) sourced from different suppliers. Results were directly compared with quantitative mineralogical data derived from QXRD to provide an evaluation of the relative merits of both techniques. The four ores studied contained alumina either in the form of gibbsite, aluminosilicates (eg kaolinite), or associated with goethite.For minor phases, gibbsite and kaolinite, the abundance trends measured via QXRD were generally reflected in the EPMA data. Agreement was less satisfactory for the more abundant goethite phase (both low- and high-Al forms). The discrepancy may be the result of sampling issues arising from textural features such as grain size, and also a systematic overestimate in the amount of Al-rich goethite when hematite and Al-bearing phases are finely intermixed and the EPMA step size is coarse. A second difference in the EPMA results compared to the QXRD data was in regard to quantification of low-Al and high-Al goethite phases. The sensitivity of the chemical-based EPMA was better for distinguishing between high- and low-Al goethite although the results remain overprinted by potential errors introduced via sampling.Care should be taken when directly comparing results from each method, although in general the data should be considered complementary, as each approach provides slightly different results and interpretations regarding the overall mineralogy.CITATION:Pownceby, M I, MacRae, C M and Torpy, A, 2017. The mining industry is the largest source of foreign income for South Africa. It is also the main source of employment in the country and, as an industry; it is also one of the largest. Due to the labour-intensive nature of the industry, labour costs in South African mines make up nearly 50 per cent of the total mine cost. It is thus imperative to have optimum labour planning and labour management systems in place.The focus of this study was to investigate current underground labour-planning models. It is shown that there are serious limitations. The range between an oversupply and undersupply of labour can be as high as ten per cent. A new system was therefore developed to ensure a constant labour demand and supply on a daily basis. One of the main objectives was to determine the existing labour supply range and thus the requirements to fill the undersupply. For this purpose, a specific methodology was designed to capture and process all the relevant information. Mine personnel was involved throughout the entire process to ensure ownership of the new model. This buy-in was achieved through planning workshops, interactive presentations and discussions. The improved frequency of daily blasts validated the new system by providing the correct amount and mix of the labour force. The new labour-planning model was then extended to optimise revenue. Implementation on a mine resulted in increased income of R95 million.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Huoqiu iron ore field in north-west Anhui province is located in the south-east margin of the North China Craton and hosts large iron resources. Orebodies are hosted in Neoarchean amphibolite facies metamorphic rocks, forming silicon-iron bands from north to south. The area is dominated by an Early Precambrian basement consisting of Neoarchean grey gneisses, amphibolites and metasediments. The gneisses are similar with assemblages of Trondhjemite-Tonalite-Granodiorite in compositions and intercalated with amphibolites. Igneous zircons from gneisses and amphibolites have U-Pb ages of 2.86 and 2.75 Ga respectively, which are interpreted as the crystallisation ages of their protolith. Zircons from amphibolite and gneiss have eHf(t) values of 2.4–15.5 and -3.0–1.5 respectively. The tDM2(Hf) model ages of the gneiss range from 2.87 to 3.14 Ga, which is consistent with tDM1(Hf) ages of amphibolite (2.84–3.16 Ga). The U-Pb-Hf isotopes thus confirm that the gneisses were generated by partial melting of amphibolite. Two granites produce two group Hf isotopic compositions. The older one (1916 ± 42 Ma) has eHf(t) values and tDM1(Hf) ages of -9.4–3.4 and 2.24–2.71 Ga respectively, whereas the younger one (1823 ± 41 Ma) shows a large variation in eHf(t) values of -18.1–12.5 and tDM1(Hf) model ages of 1.73–2.92 Ga. Underground production from the low grade copper orebodies at Mount Lyell in recent years has involved surface subsidence of open cut areas. Relevant structural and lithological features of the geological environment are described. The highly mechanised underground mining system involves sublevel caving and sublevel open stoping with associated hanging wall cave. Monitoring of subsidence and caving has been made by regular visual inspection and measurement of crack development, and by surface profile surveys. These simple techniques have proved adequate in assuring management that ground movement is proceeding normally and safely.
